While Asia and Europe's bilateral links with the United States are deep, ties between Europe and Asia need to be strengthened. In the aftermath of the Asian economic crisis and Europe's focus on issues closer to home (European single currency and the enlargement process), is the building of a new Asia-Europe partnership a priority for the European Union? Can the Asian economic crisis serve as a window of opportunity for closer and lasting economic cooperation between Asia and Europe? How can Europe assist in the implementation of economic reform programs and the process of market liberalization? What is the future of enhanced EU-Asia political cooperation in the areas of the environment, crime and drugs, terrorism, and human rights? How can Europe and Asia best pursue their common interests in arms control, disarmament, and non-proliferation? Professor Rinsche has had a distinguished career in German and European politics spanning more than three decades: as a member of the German Parliament (1965-1972) and a member of the European Parliament for twenty years (1979-1999). He was president of the EP-Delegation for ASEAN, South-East Asia, and South Korea (1979-1999), and chairman of the CDU/CSU-Group from 1989-1999. He is currently president of the Konrad Adenauer Foundation, a German political foundation promoting civic education in Germany and democracy and development abroad. Professor Rinsche will have just returned from an extended trip to South-East Asia and China and will share his recent insights in the current situation in that region.

The complex issues arising from child labor have been addressed in several of the most significant ways--yielding the most important lessons--in the Asia Pacific region. It is in the Asia Pacific region too, that the greatest number of child laborers live. This conference will address the complexities of child labor and review the range of key "solutions" to improve the condition of children--especially impoverished, working children--in the region. Some people claim that abusive child labor is an inevitable byproduct of agrarian and developing economies. But is this accurate? What measures will alleviate abuses and hasten the elimination of exploitation? The United States is now the largest contributor to the ILO's International Programme on the Eradication of Child Labor. At the same time, the United States and US-based business have been accused of contributing to increases in child labor, through trade practices that allegedly expand inequality, or through the strong U.S. role in promoting neo-liberal economic policies through the activities of multilateral agencies such as the World Bank and the IMF. What role can the United States play in alleviating the problem--and what role is it playing now? Are the critiques accurate? The term "child labor" conjures up images of poor young people, working in unsafe conditions, receiving inadequate wages, their health imperiled for life and their opportunity for education denied. What policies are appropriate to bring the worst practices to a swift though humane end? Much of the debate has been highly polemical, but more recently, the tone of the discussion has begun to change. It has begun to focus on the concrete measures that can be undertaken to improve the conditions under which children work, and to eliminate the abuses and exploitation to which millions of children are subjected. Participants in this roundtable will share the latest empirical findings on child labor in Asia and identify policies that are at the cutting edge in dealing with this issue.

Walter W. Powell is Professor of Education and affiliated Professor of Sociology at Stanford University. where he is Director of the Scandinavian Consortium on Organizational Research, and Co-PI, with Nathan Rosenberg, of the KNEXUS Program on the Knowledge Economy.

Professor Powell works in the areas of organization theory and economic sociology. Author of many books and articles, heis most widely known for his contributions to institutional analysis, including a forthcoming edited book, How Institutions Change.

Powell is currently engaged in research on the origins and development of the commercial field of the life sciences. With his collaborator Ken Koput, he has authored a series of papers on the evolving network structure of the biotechnology industry.This line of work continues his interests in networks as a form of governance of economic exchange, first developed in his 1990 article, "Neither Market Nor Hierarchy: Network Forms of Organization," which won the American Sociological Association's Max Weber Prize and has been translated into German and Italian. Powell and Koput and their research collaborators have developed a longitudinal data base that tracks the development of biotechnology worldwide from the 1980s to the present. With Jason Owen-Smith, Powell is studying the role of universities in transferring basic science into commercial development by science-based companies,and the consequences for universities of their growing involvement in commercial enterprises.

This talk presents initial evidence from a large cross-section of household data for rural Indian households on factors which may explain the low levels of education in this economy, particularly for girls. While much of the existing literature emphasizes low returns relative to the high opportunity costs of educating girls, the data suggest that much of the variation in enrollment rates across the economy are explained by village-wide factors, factors which are not restricted to village-level differences in the quantity and quality of schools. Anjini Kochar is Assistant Professor of Economics, Stanford University, Department of Economics. She has a Ph.D. from the University of Chicago, and a M.A. in International Relations, also from the University of Chicago. Her research is on micro-empirical aspects of households behavior in developing economies, focusing in particular on the South Asian economies. Her most recent work has been on the effect of health on savings, and on the intra-household division of incomes.

Dr. Wasim Azhar has taught at Wake Forest University, Swarthmore College, Kean University and the University of Pennsylvania in the USA. He has also worked as Marketing Analyst for Exxon Corporation in the USA. He is a member of the Institute of Electrical and Electronic Engineers (IEEE), American Marketing Association, American Production Inventory Control Society (APICS), American Mathematical Association and MENSA. His research interests include issues in business policy, marketing strategy, and negotiation dynamics. Dr. Azhar received his Ph.D. and MSc from the University of Pennsylvania, MBA from Wake Forest University, and MSc from University of Engineering and Technology, Lahore.

David W. Brady is a political scientist whose work encompasses American politics and legislative bodies, international political trends, and comparative politics. Brady holds the Bowen H. and Janice Arthur McCoy endowed chair at the Graduate School of Business and is a professor of political science in Stanford University's School of Humanities and Sciences. A dedicated and popular teacher, Professor Brady is a past recipient of Stanford's Phi Beta Kappa Distinguished Teacher Award, presented for his work with undergraduates, and of the Robert K. Jaedicke Silver Apple Award, presented by the Stanford Business School Alumni Association for his participation in alumni activities.

Brady recently served as an associate dean for academic affairs at the Business School and continues to serve as director of the School's programs in executive education. He is a senior fellow at the Hoover Institution and senior fellow by courtesy at the Institute for International Studies, both on campus. David is also co-director of the University's Social Science History Institute and associate director of the University's Public Policy Program. He is a fellow of the American Academy of Arts and Sciences and member of the advisory council for the Kansai Silicon Valley Venture Forum.

David Brady is deputy director and senior fellow at the Hoover Institution. He is also the Bowen H. and Janice Arthur McCoy Professor of Political Science and Ethics in the Stanford Graduate School of Business and professor of political science in the School of Humanities and Sciences at the university.

Brady is an expert on the U.S. Congress and congressional decision making. His current research focuses on the political history of the U.S. Congress, the history of U.S. election results, and public policy processes in general.

His recent publications include, with John Cogan, "Out of Step, Out of Office," American Political Science Review, March 2001; with John Cogan and Morris Fiorina, Change and Continuity in House Elections (Stanford University Press, 2000); Revolving Gridlock: Politics and Policy from Carter to Clinton (Westview Press, 1999); with John Cogan and Doug Rivers, How the Republicans Captured the House: An Assessment of the 1994 Midterm Elections (Hoover Essays in Public Policy, 1995); and The 1996 House Elections: Reaffirming the Conservative Trend (Hoover Essays in Public Policy, 1997). Brady is also author of Congressional Voting in a Partisan Era (University of Kansas Press, 1973) and Critical Elections in the U.S. House of Representatives (Stanford University Press, 1988).

Brady has been on continuing appointment at Stanford University since 1987. He was associate dean from 1997 to 2001 at Stanford University; a fellow at the center for Advanced Study in the Behavioral Sciences from 1985 to 1986 and again in 2001-2; the Autrey Professor at Rice University, 1980-87; and an associate professor and professor at the University of Houston, 1972-79.

In 1995 and 2000 he received the Congressional Quarterly Prize for the "best paper on a legislative topic." In 1992 he received the Dinkelspiel Award for Excellence in Undergraduate Teaching from Stanford University, and in 1993 he received the Phi Beta Kappa Award for best teacher at Stanford University.

Brady taught previously at Rice University, where he was honored with the George Brown Award for Superior Teaching. He also received the Richard F. Fenno Award of the American Political Science Association for the "best book on legislative studies" published in 1988-89.

He is a member of the American Academy of Arts and Sciences.

Brady received a B.S. degree from Western Illinois University and an M.A. in 1967 and a Ph.D. in 1970 from the University of Iowa. He was a C.I.C. scholar at the University of Michigan from 1964 to 1965.

On January 1 Sweden assumed the rotating chairmanship of the European Union. While serving as the Swedish EU Commissioner from 1995 to 1999, Gradin was in charge of immigration, home affairs and justice. She will discuss Sweden's priorities for the EU, and the results of the December EU summit in Nice, France, with its associated Treaty of Nice. Gradin has a distinguished career: she was Vice-Chair of the national Federation of Social Democratic Women in Sweden, Chair of the Council of Europe's Committee on Migration, Refugees and Demography, and Minister with responsibility for immigrant and equality affairs at the Ministry of Labor (1982-86). From 1968 to 1992 she was a member of Parliament and a member of the parliamentary Standing Committees on Education and on Finance, as well as a delegate to the Council of Europe. From 1986 to 1991 Gradin was Minister with responsibility for foreign trade at the Ministry for Foreign Affairs, and from 1992-94 she was Sweden's ambassador to Austria and Slovenia and to IAEA and UN in Vienna.

S.B. Woo is a physicist and former Lieutenant Governor of Delaware. He was born in Shanghai, China, and came to the United States from Hong Kong at the age of eighteen. He received his B.S., summa cum laude, in mathematics and physics from Georgetown College in Kentucky and his Ph. D. in physics from Washington University in St. Louis in 1964. His other experiences include being trustee of the University of Delaware, an Institute Fellow at the Kennedy School of Government, Harvard University. As OCA's (Organization of Chinese Americans) National President in 1991, his vision was to help make the Asian- American an equal partner in the making of the American Dream. After politics, Dr. Woo returned to University of Delaware to teach Physics. He enjoys greatly using the methodology of physics to do research in economics, education and national technology policy. He is currently working on a project called The 80-20 Initiative.
