Abstract
Consider three different worlds of poor network connectivity:

  • Scenario 1: A user in Africa uses a cheap mobile device with voice and SMS as the only data connectivity channel (140 bytes per message and each SMS costs money).
  • Scenario 2: A university in India has good connectivity which is shared simultaneously by 400 users. (Per user share = 2 Kbps)
  • Scenario 3: A school in Kenya has a computer but no Internet.

In this talk, I will describe a range of techniques we have developed to enhance information access in these three scenarios of poor connectivity. In Scenario 1, we have built an entire SMS-based protocol stack for mobile applications being used in India, Mexico and Ghana as well as a live SMS search engine in Kenya. We are also rolling out a data-over-GSM voice stack to support data connectivity over cellular voice.

In Scenario 2, I will describe why some of the fundamentals of network protocols break down in these regimes and why we need a completely new Web architecture for these types of networks. We have deployed early versions of our system in a few schools and universities in India, Kenya.

In Scenario 3, I will describe how we can use vertical search engines to deliver a vertical slice of the Web in a hard-disk and provide an offline searchable and browse-able Internet. This system has been used in schools in India and Kenya as an educational tool for students and teachers.

This is joint work with several others with Jay Chen being a primary leader for many of these projects.

Lakshminarayanan Subramanian is an Assistant Professor in the Courant Institute of Mathematical Sciences at NYU.

His research interests are in the areas of networks, distributed systems and computing for development. He co-leads the Networks and Wide-Area Systems(NeWS) group (which investigates software solutions for distributed systems, wireline and wireless networking, operating system, security and privacy, technologies and applications for the developing world) and the CATER Lab at NYU ( which focuses on developing and deploying low-cost, innovative technology solutions to some of the problems in developing regions in terms of communication, healthcare and microfinance).

Recently, he has co-established a new Center for Technology and Economic Development (CTED) at NYU Abu Dhabi which brings together students from several disciplines (CS, economics, healthcare, education, policy). He is the recipient of several awards including the  NSF CAREER Award (2009), IBM Faculty Award (2009, 2010) and C.V. Ramamoorthy Award. He has been at the forefront of several technological innovations for development that have been used in several countries around the world.

Despite all of the rhetoric, it is clear from the numbers that China's ascendency has not been at the expense of the United States.

China unquestionably occupies a significant place in the world's U.S.-led economic and political system. Will it continue to participate in the system that it has benefited from and contributed to, adapting its policies and practices in order to do so? Or, will it attempt to overturn the current system at some point in an effort to gain global dominance? Thomas Fingar, the Oksenberg/Rohlen Distinguished Fellow at Stanford University's Freeman Spogli Institute for International Studies, will address these core questions in a new research project, arguing that the situation is neither so polarized, nor so simplistic. Former chairman of the National Intelligence Council, Fingar takes an empirical approach to his research, examining whether there have been recurring patterns to China's involvement in the global order; what drives, shapes, and constrains Chinese initiatives; and how others have responded to Chinese actions.

Fingar asserts that there have been patterns to China's participation in international economics and politics over the past 30 years, including a pendular quality to the U.S.-China relationship. According to him, relations between the two countries were largely instrumental during the Cold War era when the United States was at odds with the Soviet Union and China was undergoing a period of self strengthening. U.S.-China relations cooled following the Tiananmen Square incident, the timing of which coincided roughly with the fall of the Soviet Union. Trust between the two countries deteriorated as China displayed its more authoritarian side, and the United States responded with sanctions that did not significantly impede China's economic growth, but did change the relationship in ways that still shape perceptions of one another.

Economics are now the primary focal point of discussions about U.S.-China relations, with a negative light frequently cast on China. "Despite all of the rhetoric, it is clear from the numbers that China's ascendency has not been at the expense of the United States," states Fingar. Trade with China, in fact, creates jobs in the United States, but trade-related jobs are dispersed and therefore not clearly visible. "They are not concentrated in a place where a factory closed, often for reasons that that have nothing to do with China," says Fingar, "but the pain and the political impact is local. I would predict that when our economy turns around, the pendulum will swing further back in a less-worried, less-critical direction."

While China has a legal system and has adopted many international standards, Fingar asserts that "it is still not a society governed by law," and that it in fact does not always measure up to global or even to its own standards. He cites China's record of undesirable practices and issues, such as currency manipulation, government corruption, and intellectual property violation, which complicate and confuse understanding of its involvement in the global system.

Fingar does not believe that the U.S.-China relationship will ever return to the "honeymoon" era of the Cold War, but he says, "The swings of the pendulum and the perturbations in the relationship are less intense and of shorter duration; that is the pattern." Quoting Anne-Marie Slaughter, director of policy planning at the U.S. Department of State, Fingar suggests that the best vision for the global order is "a world in which there are more partnerships and fewer alliances." He cautions against disregarding important, long-time alliances, such as the U.S.-Korea relationship. He notes, however, the crucial fact that alliances assume that there is an adversary, which can marginalize and threaten regional neighbors, such as China, or put allies in the uncomfortable position of having to choose between siding with a neighbor or a distant ally. "We must find a way so that no one has to choose," says Fingar.

On January 6, Fingar outlined the primary points of his new research project at a public lecture co-sponsored by the Stanford China Program and the Center for East Asian Studies, part of the China in the World series. He will also lead Stanford students through an examination of related key issues and questions in "China on the World Stage" (IPS 246), a course that he is teaching during the current winter quarter.

Numerous countries have transitioned away from state socialism since the fall of Communism in the Soviet Union and its satellite states two decades ago. At the core of this phenomenon, suggests Andrew G. Walder, is “a radical change in the definition, enforcement, and allocation of various rights over property.” In the chapter “Transitions from State Socialism: A Property Rights Perspective” (The Sociology of Economic Life, 2011), Walder examines property rights changes within the context of the transition from state socialism in Hungary, China, and Vietnam.

This article analyzes the role and the status of medicine within the “post-modern” culture(s) of the West. As we know, culture is a major factor that influences the perception, the interpretation, and the expectations toward medicine, medical institutions, medical politics, and the persons involved with them. When culture changes, the social construct called “medicine” changes. Today, the Western condition of “post-modernity” finds itself in a process of rapid change due to the “global systemic shift” that is manifesting since a couple of years within all four main systemic logics and discoursive patterns of Western societies: in culture, religion, politics, and economics. In this situation, the article tries to elaborate on crucial questions about how a contemporary social philosophy of medicine can be delineated within the current “global systemic shift” and what some consequences and perspectives could be. It pleas for an integrative philosophy of medicine which has to strive to re-integrate the “(de) constructivist” patterns of “nominalistic” post-modern thought (dedicated primarily to freedom and equality) with the “idealistic” patterns of “realistic” neo-humanism (dedicated primarily to the “essence” of human dignity and the possibility of intersubjective morality). Only the institution of a balanced “subjective-objective” paradigm can ensure medicine its appropriate place, role, and status within our rapidly changing society.

How do military allies come to find each other more dependable on security issues, instead of less comfortable with mutual reliance? How do rival nations manage to build confidence and shared expectations for a collaborative future, rather than fall into a spiral of suspicions over each other's strategic intentions? Leif-Eric Easley, the 2010-11 Northeast Asian History Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), addresses these key questions in his recently completed dissertation, Perceived National Identity Differences and Strategic Trust: Explaining Post Cold-War Security Relations Among China, Japan, South Korea, and the United States. Examining post-1992 Northeast Asia, and drawing from a broad range of source materials in four languages, Dr. Easley argues that differences in how the policymaking elite in two countries perceive the national identity of one another determines the level of strategic trust between their governments. This ultimately affects patterns of cooperation on national and international security matters.

With a background in both political science and mathematics, and paying close attention to historical issues in East Asia, Dr. Easley earned his Ph.D. in Government from Harvard University in 2010. While at Shorenstein APARC, he is revising his dissertation into a book and will teach a course about nationalism and security relations in Northeast Asia. In a recent interview, Dr. Easley discussed his research and future plans.


What is one of the most interesting and timely case studies that you examined?

Japan and China have had a very difficult time improving the level of strategic trust between them. The reasons for this are numerous. There are, of course, the historical legacies of Japanese colonialism, the Pacific War, and indeed hundreds of years of disagreements between China and Japan.

Even though those were largely papered over in favor of normalizing relations in the 1970s and then building up an economic relationship—China is now Japan's largest trading partner—a lot of that historical baggage was not fully unpacked. The Chinese say there are a lot of things the Japanese have not apologized for. The Japanese say that Beijing tends to use anti-Japanese nationalism for its own domestic purposes. At various points of time in the post-Cold War era—whether it has to do with the way that textbooks are being revised or how the Japanese prime minister periodically pays homage to Japan's war dead at the Yasakuni Shrine—Chinese nationalism has found expression in anti-Japanese protests.

My argument is that such historical antagonisms, among other things, bring to light the perceptions of identity difference between the two sides. The more severe the perceptions of difference, the more of a gap that elites in one country see between their national identity and the national identity of the other side, and the less trust the two sides are going to have. So these historical issues really weigh down on the level of strategic trust between Tokyo and Beijing. This is problematic—not just for dealing with pressing hard security issues like North Korea or trying to advance regional security architectures like the ASEAN Regional Forum—but also because strategic trust is very important for facilitating cooperation and avoiding conflict. Without a decent measure of trust, you do not have much margin for error when some unforeseen things happen, such as the recent incident over the Senkaku/Diaoyu Islands.

Based on your dissertation, what steps would you recommend for governments to build strategic trust?

A lot of work in both academic and policy circles has pointed to mechanisms like increasing exchanges and trying to cooperate on so-called "easy" issues to establish a pattern of cooperation. Meanwhile, politicians and diplomats tend to be concerned with different forms of political theater to produce positive headlines.

My theory suggests that if trust-building efforts do not actually change the deeply-held perceptions that each side maintains about the other's national identity, then you are not going to see a meaningful and lasting effect on the level of strategic trust. That is not to say that exchanges and trying to rack up points on easy issues is not worth doing or will not ultimately have some positive effect. But the sorts of events and actions that really change perceptions and then can allow for meaningful changes in strategic trust are those that help redefine the relationship or the way that one side looks at the other.

For example, if Japan were to have an entirely different memorial site where its leaders could remember and honor Japan's veterans, separate from a shrine that has a certain view of history associated with it that is very objectionable to its neighbors, this could be something that would help change perceptions. Contrast that to a carefully worded speech by a prime minister. Japan has actually apologized dozens of times and yet the problem is still there. Those apologies, as well-meaning as they may be, have not significantly changed identity perceptions and hence we do not see much improvement in strategic trust between Beijing and Tokyo.

Another example would be dealing with some of the recent maritime disputes. If the China-Japan relationship had more strategic trust, it might be able to encapsulate those issues and not let them derail the relationship. But this is not yet the case. Coming to a greater level of agreement about how to deal with economic zones and how to pursue joint development of underwater gas deposits could really do a lot to improve perceptions on both sides. This would ameliorate Japanese perceptions of an aggressive Chinese identity, and help resolve a hot-button nationalist issue between the two populations. Real improvement in identity perceptions, such that each side thinks better of the other's international role and national characteristics, would allow Japan and China to realize a more stable, trusting relationship.

What is the course that you will offer at Stanford and what approach will you take to teaching?

The course will be about nationalism and security relations in Northeast Asia. I am hoping to engage these issues with some fresh perspective. What I want to do is provide students with background on the different forms of nationalist conflict in Northeast Asia to help them understand where these historical legacies and identity frictions come from. These are really contemporarily relevant issues. I will ask students to write on a very specific topic—a nationalist issue of their choice—and develop not only their own analysis, but also some of their own suggestions. This is a lot to expect, but I anticipate that the students are going to be up to the challenge. The students will probably come from different fields—including political science, history, sociology, and Asian studies. I think that with their diverse backgrounds, they will benefit from the environment here at Shorenstein APARC.

Shorenstein APARC is really special among centers—nationally and even internationally—in the way that it brings together academic rigor, policy relevance, and policy experience. We have top-flight academics, and we also have very distinguished policymakers, who bring a wealth of experience to the table. With more exchange between the academic and the policymaking communities, both sides stand to benefit tremendously. Shorenstein APARC is one of the few places that is doing this, and doing it so well. 

Do you hope to work in academia or government, or serve in both fields?

I plan to pursue an academic career, but at the same time to produce research and publications with policy relevance. Teaching is incredibly important because there is more and more demand among students with interest in Asia, and increasing demand across sectors for people who have expertise in Asian history and political economics. Teaching is an opportunity, not only to help prepare the next generation of experts, but also to improve my research and writing through interaction with students. Likewise, being able to take a sabbatical to serve in an advisory role at the U.S. Department of State, the Pentagon, or National Security Council would be a great opportunity to have real-world impact on the incredibly pressing issues in U.S.-Asia relations. Policy work is also a chance to expand one's own skillset and basis of research. 

Take for example, Thomas Christensen of Princeton University and Victor Cha of Georgetown University. Both are strong academics, who publish in top academic journals and produce academic books. They also served in the State Department and National Security Council respectively. After making positive contributions on the policy side, they returned to their universities with firsthand knowledge of the complex relationship between theory and practice. I hope to one day have an opportunity for public service and then return to academia with experience that is of value to my research and of value to my students.

Symposium Outline

Ten years after President Bush attempted to reduce U.S. involvement in statebuilding, America and its allies are more heavily involved in it than ever before.  There simply are no viable alternatives to stabilizing fragile states. And yet the tremendous sacrifices we make to rebuild states too often produce regimes where corruption and other abuses of power prevail. In turn these undermine the legitimacy of the regimes and render stability ever more elusive.

The international community may share responsibility for creating this accountability gap. In Afghanistan, the rush to build up the power of the government and to respect its sovereignty have weakened constraints that would subject that power to the will of the Afghan people.

Amid struggles over flawed elections and corruption these past two years, practitioners on the ground have experimented with new approaches to close the accountability gap in Afghanistan. NATO military approaches to governance-led operations have been matched by parallel civilian efforts to work from the bottom-up in engaging Afghan communities and helping them seek solutions through the nascent institutions of the Afghan government. 

These efforts face an uphill challenge, but represent the best hope for closing an accountability gap that threatens all statebuilding efforts. This symposium at Stanford University will bring together practitioners and experts to share experiences and explore options to improve the contemporary practice of statebuilding.

Organizers

The symposium will be hosted by Larry Diamond, Director of the Center on Democracy, Development and the Rule of Law. Founded in 2002, CDDRL engages in research, training, and teaching, organizing policy dialogues aimed at increasing public understanding of governance and political development. In addition, CDDRL collaborates with scholars, policymakers, and practitioners around the world to advance collective knowledge about the linkages between democracy, sustainable economic development, human rights, and the rule of law.

The research team supporting the symposium is led by Ben Rowswell, a Visiting Scholar who is in residence at CDDRL during the 2010-2011 academic year to carry out the project entitled, Promoting Popular Sovereignty in Statebuilding. Rowswell is a Canadian diplomat on leave, who has recently served both as Director of the Kandahar Provincial Reconstruction Team and as Deputy Head of Mission for the Canadian Embassy in Kabul.  Promoting Popular Sovereignty in Statebuilding and the associated symposium have been made possible by a generous contribution from the Global Peace and Security Fund of Canada's Department of Foreign Affairs and International Trade.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Ben Rowswell is a Canadian diplomat with a specialization in statebuilding and stabilization. As Representative of Canada in Kandahar from 2009 to 2010 he directed the Kandahar Provincial Reconstruction Team, leading a team of more than 100 American and Canadian diplomats, aid workers, civilian police and other experts in strengthening the provincial government at the heart of the Afghan conflict. Having served before that as Deputy Head of Mission in Kabul, Rowswell brings a practitioner's knowledge of Afghanistan and of statebuilding in general to the CDDRL.

His previous conflict experience includes two years as Canada's Chargé d'Affaires in Iraq between 2003 and 2005, and with the UN in Somalia in 1993. He has also served at the Canadian embassy in Egypt and the Permanent Mission to the UN, and as a foreign policy advisor to the federal Cabinet in Ottawa. An alumnus of the National Democratic Institute, he founded the Democracy Unit of the Canadian foreign ministry.

Rowswell is a Senior Associate of the Center for Strategic and International Studies and the co-editor of "Iraq: Preventing a New Generation of Conflict" (2007). He studied international relations at Oxford and at Georgetown University's School of Foreign Service.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Studies show high levels of anemia, nearsightedness, intestinal worms, and poor health and sanitation among children in China’s rural boarding schools. This project will measure initial health and nutrition levels of students in a randomized control setting, and deploy a set of affordable and sustainable interventions in treatment schools that includes multivitamins, eyeglasses, deworming medication, and nutrition and sanitation training. The project will then assess what works and what does not by comparing improvements in academic performance in treatment and control groups. The results of this experiment are intended to inform education and nutrition policy in China at the central and provincial levels.

Co-Principal Investigators on the project include Paul H. Wiseprofessor of pediatrics, FSI senior fellow, and Patricia Foo, MD/PhD student, economics. The grant, one of six offered by FSI, is intended to jumpstart early-stage multidisciplinary research projects that tackle the persistent problems of global under development.

In January-April 2011, the Program on Human Rights will host the Sanela Diana Jenkins International Human Rights Speaker Series, a weekly series featuring presentations by leading scholars of human rights. The series will comprise 10 high profile international and domestic human rights scholars, lawyers and activists who have made significant contributions to international justice, women and children's rights, environmental rights and indigenous rights.

Sanela Diana Jenkins has turned a life of hardship into triumph, as she has developed into a successful business woman, a devoted mother, and a philanthropist.

As a native of Sarajevo, Bosnia, Jenkins lived her childhood and teenage years in the midst of genocide. She lived in the country long enough to graduate from Sarajevo University with a degree in economics. Shortly thereafter, Jenkins was forced to flee her homeland during the conflict in Bosnia, which was responsible for the death of her brother Irnis. Compelled to leave her parents behind, Jenkins found herself as a refugee in London, where she was eventually granted asylum.

It was in England where Jenkins began to lay the groundwork for her future. Jenkins enrolled in London's City University to further her education. During her schooling, she learned English and worked odd jobs to support her parents back in Sarajevo. Not long after Jenkins discovered her new-found freedom, she met her husband Roger Jenkins, a financial executive in London, who was teaching classes at City University.

Jenkins has dedicated a large part of her attention back to her native land by establishing The Sanela Diana Jenkins Foundation for Bosnia in Memory of Irnis Catic. The Foundation, which is closely associated with the funding of the medical school at the University of Sarajevo, aims to provide financial support toward establishing Bosnian schools and orphanages. Additionally, it is instrumental in building homes for the country's poor, supplying emergency aid & relief, and cleaning the country's lakes and polluted areas. The Foundation is the largest privately funded Bosnian organization of its kind. In 2008, Jenkins won the Mostar Peace Connection Prize for her humanitarian work.

Nathan Eagle, Founder and CEO of txteagle spoke at the weekly Liberation Technology Seminar Series on Dececember 2, 2010 about mobile phone usage in the developing world.

Although txteagle began in 2007 as a purely academic project, the current goal of the company and of its founder and CEO, Nathan Eagle, is to give one billion people a five percent raise. In his presentation, Eagle described the context for which txteagle was designed, how the company's focus has evolved over the past three years, and what steps the company is taking to move closer to achieving this goal in the future.

Eagle began by offering some background information to explain the initial impetus behind txteagle. Today, about 63% of global mobile phone usage takes place in the developing world, making airtime usage in emerging markets worth about $200 billion a year. Mobile phone users at the so-called "Base of the Pyramid" typically spend 10% of their income on mobile phone airtime. Through his experience living in emerging markets and teaching mobile application development in universities across sub-Saharan Africa, Eagle began to see that a significant opportunity space existed to reduce the cost of airtime for people at the base of the pyramid, in effect giving these people a raise.

Mobile applications developed as a part of MIT's Entrepreneurial Research on Programming and Research on Mobiles (EPROM) project offered some insights into the potential of mobile-based tools. In Rwanda, where electricity is a prepaid service, one of Eagle's former students quickly cornered a significant share of the market by creating scratch cards for crediting one's electricity bill via mobile phone. In Eastern Kenya, a program called SMS Blood Bank was created to enable real time monitoring of blood supplies at local district hospitals in Eastern Kenya. Although SMS reporting of low blood levels resolved the huge amount of latency in the system of local district hospitals (where responses to dips in supply had typically taken up to 4 weeks), the price of reporting blood levels via SMS represented a pay cut for local nurses; despite nurses' initial enthusiasm, SMS reporting tapered off within weeks. When the idea of sending about 10 cents of airtime to compensate nurses for each SMS report of blood level data proved a success, the model behind txteagle was born.

Designed as a means to monetize people's downtime, txteagle has grown rapidly through partnerships with over 220 mobile operators in about 80 countries around the world. In turn for helping these operators analyze their customer data, txteagle has gained access to about 2.1 billion mobile subscribers. Partnering with txteagle is a winning proposition for mobile operators, since the airtime compensation mobile subscribers receive from txteagle improves operators' Average Revenue per User (ARPU), a statistic that had been plummeting as more and more poor people became mobile phone users. By enabling people to carry out work via web browsers or SMS and compensating them via mobile money or airtime, txteagle has become a market leader at efficiently gathering data in the developing world.

Since txteagle was first created, the company has attempted to move from an outsourcing/back-office model to an emphasis on work that leverages a person's unique local knowledge and information. Typically outsourced tasks such as forms processing, audio transcription, inventory management, data cleaning, tagging, and internet search, tend to be less rewarding to the worker. By focusing on local data instead, txteagle enables unprecedented insight into emerging markets, all while optimizing engagement with local customers. Typical tasks include: maps and directions, local market prices and businesses, survey research and polling, and other forms of local knowledge gathering.

One of txteagle's central initiatives, GroundTruth, leverages this local knowledge-based model to carry out better market research. Today, global brands are already spending about $125 billion annually in emerging markets to engage the "next billion," but they typically carry out this research in a sub-optimal way. Through the txteagle platform, Eagle suggests, brands and organizations can use advertising money to design better products and services, conduct market research, and carry out brand engagement. Recent success cases include the use of txteagle to help a program of the United Nations to reach survey respondents directly and to enable the World Bank to obtain better local market price data at lower cost. 

Although txteagle's rapid growth and early successes have been encouraging, the company has ambitious goals for the next two years. The company began by focusing on outside sales through its GroundTruth market research program. Next year, the company  hopes to generate syndicated data and ultimately to create a self-source platform enabling anyone to conduct their own population-level surveys.  By continuing to focus on improving the quality of both their data and workers over time, txteagle aims to have an even greater positive impact on the incomes of the hundreds of millions of mobile phone users at the base of the pyramid.
