Abstract
Improving the productivity of small farmers is essential for economic development in most poor countries.  Providing access to timely and relevant information could improve the opportunities available to farmers.  However, there are significant challenges related to literacy, infrastructure, access to technology and social, cultural, institutional and linguistic gaps between producers and consumers of knowledge.  The increased adoption of mobile phones is rapidly reducing the physical barriers of access.  Providing voice-based services via low-cost handsets could empower farmers to become producers as well as consumers of knowledge.  In this talk, I discuss several applications my students and I are developing to explore this potential.  Avaaj Otalo (Gujarati for "voice stoop") is the voice-based equivalent of an online discussion board. Farmers and agricultural experts call a toll-free line to ask questions, provide answers, and listen to each others questions, answers and experiences.  We conducted a six-month trial deployment of Avaaj Otalo with fifty farmers in Gujarat, India. Farmers found it useful to learn both from experts and other farmers, sharing advice on many topics - including the best time to sow fodder, recipes for organic pesticides, and homemade devices to scare away wild pigs at night. Digital ICS allows coffee cooperatives to monitor quality and organic certification requirements, and to be more responsive to farmers' needs.  Field inspectors use mobile phones to document growing conditions and record farmers questions and comments through a combination of text, audio and images.  In a six-month trial deployment, the system significantly reduced operational costs, saving the cooperative approximately $10,000 a year.  The cooperative also obtained richer feedback from its members, which can be used for targeting extension, improving decision-making and reaching out to consumers.  In both of these systems, voice provides not only an accessible interface to information, but a medium for aggregating and representing knowledge itself.  We found this approach more suitable for engaging communities more comfortable with oral forms of communication, for whom text and structured data represent significant barriers to expression.  Most importantly, we have found that rural communities have a deep desire to be "heard", and simply need the tools required to define and achieve "development" on their own terms.

Tapan Parikh's research focuses on the use of computing to support sustainable economic development across the World. I want to learn how to build appropriate, affordable information systems; systems that are accessible to end users, support learning and reinforce community efforts towards empowerment, economic development and sustainable use of natural resources. Some specific topics that I am interested in include human-computer interaction (HCI), mobile computing and information systems supporting microfinance, smallholder agriculture and global health

Summary of the Seminar
Tapan Parikh, of UC Berkeley School of Information, spoke about a number of projects that are using mobile phone based technology to give small businesses the information they need to improve productivity. He argued that voice technology has distinct advantages over text, because it overcomes challenges of illiteracy while responding to a strong need people feel to be heard. 

Information is key for economic development and empowerment. But information is worthless unless it is also useable (leads to decisions the business owner can actually take), trusted (comes from a source he respects) and relevant (speaks about the issues he is facing). For information to be really empowering, it must also be two way: there must be ways for individuals to create content themselves.

Tapan described three current projects he is involved in:

Hisaab: Microfinance groups in India often suffer from poor paper based record keeping, making it difficult for the group to track loans and repayments. The Hissab software was designed with an interface suitable for those who may be illiterate and/or new to computing. The use of voice commands and responses in the local language, Tamil, prevented the software from feeling remote and inaccessible and contributed to the success of this initiative. 

Avaaj Otalo: Agricultural extension workers provide advice to farmers on pests, new techniques etc to help improve yields. But often they have limited reach, visiting areas only rarely, or perhaps lacking the expertise to respond to all the problems they encounter. Avaaj Otalo is a system for farmers to access relevant and timely agricultural information over the phone. By dialing a phone number and navigating through simple audio prompts, farmers can record questions, respond to others, or access content published by agricultural experts and institutions. The service has been hugely popular, with farmers willing to spend time listening to large amounts of material to find what they want. The opportunity to be broadcast was a major attraction, reflecting the desire to be heard and to create media rather than be a passive consumer of it.

Digital ICS: Smallholders' compliance with organic, fair-trade and quality requirements is usually measured via paper based internal inspections. The data uncovered by these is vital but often lost. Digital ICS is a mobile phone based application that allows inspectors to fill out the survey digitally, enhance it with visual evidence (e.g. from camera phones) and upload it onto a web application. This is being piloted with coffee farmers in Mexico. A key finding from the work is that farmers want to know who ends up drinking their coffee, what they pay for it and what they think about it. Greater links between producers and consumers may therefore be another area for this project to investigate.

What happens to armed organizations after they sign peace accords? Why do they dissolve, return to war, or form non-violent political parties? This seminar addresses and seeks to explain this empirical variation in former armed groups’' trajectories, using extensive micro-level data on the Colombian paramilitaries. In so doing, it seeks to contribute an organizational-level study of peace-building. The trajectories explored in this seminar fundamentally shape prospects for peace, state-building, and democratization, influence post-war patterns of human rights abuses, and impact the legalization of war economies.

Sarah Zukerman Daly is a 2009-2010 Predoctoral Fellow and Visiting Scholar.  She is a doctoral candidate in the Department of Political Science at the Massachusetts Institute of Technology.

Sarah holds a BA (2003) with Distinction in International Relations from Stanford University and a MS (2004) with Distinction in Development Studies from the London School of Economics. She is also an alumna of the 2002-2003 CISAC Undergraduate Honors Program.

Sarah's dissertation analyzes variation in demilitarized groups' post-war trajectories. Specifically, it asks, why, in the aftermath of peace agreements, do armed actors form political parties, remilitarize, or go out of business? Her other current projects seek to explain sub-national variation in insurgency onset in Colombia; state strategies towards ethnic minorities in the former Soviet Union; and the role of emotions in transitional justice.

In her presentation "Russian Science Policy: Before and During the Economic Crisis," Irina Dezhina will outline the major characteristics of the R&D sector in Russia and offer an analysis of government science policy on the eve of the global financial crisis. She will also discuss the various reactions to the financial crisis in Russia, both by the federal government and the science sector, including companies investing in R&D. Finally, Dezhina will analyze the effectiveness of the Russian government's anti-crisis policy in terms of its impact on supporting science and innovation.

Irina Dezhina is a Head of Division at the Institute for the World Economy and International Relations of the Russian Academy of Sciences, Moscow. She also teaches the course of “Modern Problems of Russian Science and Innovation Policy” at the State University – Higher School of Economics. Dezhina earned her candidate degree in science and technology policy studies in 1992 from the Institute of National Forecasting of the Russian Academy of Sciences, and doctorate degree – in 2007 from the Institute for the World Economy and International Relations of the Russian Academy of Sciences.

She was Senior Research Fellow at the Analytical Center on Science and Industrial Policy, a think tank for the Russian Ministry of Science and Technology Policy and State Committee on Industrial Policy (1993-1995). Dezhina was also a Fulbright Scholar at the MIT Program “Science, Technology, and Society” (1997), and worked as Science Policy Analyst at Stanford Research Institute International, Washington, DC, USA (1998-1999). For twelve years (1995-2007) she worked at the Institute for the Economy in Transition (Moscow), a Russian think-tank. She has served as a consultant for the World Bank, OECD, and New Eurasia Foundation, and the U.S. Civilian Research and Development Foundation (since 1999). Dezhina has more then 150 publications including 6 monographs.

The 100th Conference of the Society for the Advancement of Scandinavian Study (SASS) and the 22nd Conference of the Association for the Advancement of Baltic Studies (AABS): "Region, State, Nation, Community: New Research in Scandinavian and Baltic Studies" taking place April 22 – 24, 2010 in Seattle, Washington.

AABS welcomes papers, panels, and roundtable presentations for the first joint conference of Scandinavian and Baltic Studies in the United States.  The conference aims to highlight and foster academic inquiry that draws comparisons between Scandinavia (Iceland, Denmark, Norway, Sweden, and Finland) and the Baltic states (Estonia, Latvia, and Lithuania).  Papers that examine stateless peoples and those left outside of the Scandinavian/Baltic approach, but sharing the same geographic space, are equally welcome.  Papers and panels devoted to individual states are also welcome.  Contributions are encouraged from disciplines including (but not limited to): anthropology, architecture, communication, cultural studies, demography, economics, education, environment, ethnic relations, film studies, fine arts, gender studies, geography, history, international relations, law, linguistics, literature, memory, political science, psychology, public health, religion, sociology, tourism, and advancing Baltic and Scandinavian studies.  Presentations are not to exceed 20 minutes in length.
 
Proposals from Ph.D. students will be considered for a Presidents’ Panel on Scandinavian and Baltic Studies that recognizes the most accomplished and innovative work of new scholars.

This presentation will compare the more mature venture capital markets of the United States, Europe, and Israel with the larger emerging venture capital markets of China and India.

Most analyses being presented are as recent as the second and third quarters of 2009 and will include:

  1. Venture capital investment by number of deals and dollar amounts by stage and industry
  2. Valuation benchmarks by industry and geography
  3. Exit benchmarks by industry sector and exchange 
  4. Comparing specific differences of startups through their life cycles
  5. Venture capital firms investing in other geographies
  6. Cleantech deals and their latest performances

The methodology used in the analysis differs from the traditional Western model (comparison by round), since the investment patterns in emerging markets are very different.

About the speaker:

Dr. Martin Haemmig's venture capital research covers 13 countries in Asia, Europe, Israel, and USA. He lectures and/or performs research at numerous universities across the U.S., Europe, China and India. He has authored books on the Globalization of Venture Capital. He is Senior Advisor on Venture Capital at SPRIE and advises on venture capital for China's Zhongguancun Science Park. Martin Haemmig earned his electronics degree in Switzerland and his MBA and doctorate in California, and worked for almost 20 years in global high-tech companies in Asia, Europe and the U.S. before returning to his academic career. He became Swiss national champion in marketing in 1994.

Formal venture capital investing in Silicon Valley has been underway for more than 50 years. It was in the Valley that the limited partnership format was first used for venture capital. Whereas, originally Silicon Valley VCs were mostly from a finance background, very early on individuals with operating experience formed or joined partnerships.

Perhaps most important was the tight linkages between the venture capitalists and the nearly continuous evolution of information technologies. The enormous returns from information technologies enabled Silicon Valley VCs to make very early investments in other technologies ranging from biotechnology to nanotechnology. These returns also encouraged high levels of risk-taking.

Through the use of a historical perspective, the concluding remarks will reflect upon the current dire straits for venture capital.

Martin Kenney is a Professor at the University of California, Davis, a Senior Project Director at the Berkeley Roundtable on the International Economy, as well as a fellow at the Center for Entrepreneurship at UC Davis. He has authored or edited five books and over 120 scholarly articles on the globalization of services, the history of venture capital, university-industry relations, and the development of Silicon Valley. His two recent edited books Understanding Silicon Valley and Locating Global Advantage (with Richard Florida) were published by Stanford University Press where he is the editor of a book series in innovation and globalization. Currently, he is preparing a book on the history and globalization of the venture capital industry.

"I think that, by and large, the managers wouldn't know a good technique if it hit them in the face." The prominent computer scientist Alan Perlis spoke these words at a second NATO-sponsored Software Engineering conference in 1969. He underscored a conflict that would persist in the decade that followed that ill-tempered meeting, as computer professionals organized in the name of "software engineering," many sponsored by the U.S. defense department. Yet software cost overruns are frequent, and glitches occasionally turn deadly, leading many to argue that "software engineering" is not yet worthy of the name.
 
How should we understand the emergence of software engineering: the agendas of its proponents, sources of controversy, and its relationship to diverse defense department interests, including security, reliability, and timeliness, and costs? This chapter-in-progress addresses this question using both qualitative historical materials and social network data. The Defense Department's interest in software research was nurtured by budgetary cuts that followed anti-war protests in the early 1970, making economics a dominant, if controversial theme in "software engineering" research. Debates about the meaning and direction of software engineering often invoked binary divisions, between managers and technical people, industrialists and academics, pragmatists and theoreticians. After describing these debates from the ground up, I use network analysis to provide bird's eye view: to what extent were commonly evoked dualisms reflected in practices of publication, and how did this change as the field became institutionalized? More broadly, can network analysis contribute meaningfully to a historical account employing "thick description," and if so how?

Rebecca Slayton is a lecturer in the Science, Technology and Society Program at Stanford University and a CISAC affiliate. In 2004-2005 she was a CISAC science fellow. Her research examines how technical judgments are generated, taken up, and given significance in international security contexts. She is currently working on a book which uses the history of the U.S. ballistic missile defense program to study the relationships between and among technology, expertise, and the media. Portions of this work have been published in journals such as History and Technology and have been presented at academic conferences. As a postdoctoral fellow in the Science, Technology, and Society Program at the Massachusetts Institute of Technology, in 2004 she completed an NSF-funded project entitled Public Science: Discourse about the Strategic Defense Initiative, 1983-1988.

As a physical chemist, she developed ultrafast laser experiments in condensed matter systems and published several articles in physics journals. She also received the AAAS Mass Media Science and Engineering Fellowship in 2000, and has worked as a science journalist for a daily paper and for Physical Review Focus. She earned her doctorate in chemistry from Harvard University in 2002.

Eric Roberts, after receiving his Ph.D. in Applied Mathematics from Harvard University in 1980, taught at Wellesley College from 1980-85, where he chaired the Computer Science Department. From 1985-90, he was a member of the research staff at Digital Equipment Corporation’s Systems Research Center in Palo Alto, California, where he conducted computer science research, focusing on programming tools for multiprocessor architectures. In September 1990, Roberts joined the Stanford faculty, where he is now Professor of Computer Science and the John A. and Cynthia Fry Gunn University Fellow in Undergraduate Education.

From 1990 to 2002, Professor Roberts was Associate Chair and Director of Undergraduate Studies for Computer Science. In that capacity, he was the principal architect of Stanford’s introductory programming sequence, which for many years held the distinction of being the largest course at Stanford. He has also written four computer science textbooks that are used at many colleges and universities throughout the world. His research focuses on computer science education, particularly for underserved communities. From 1998 to 2005, Roberts was Principal Investigator for the Bermuda Project, which developed the computer science curriculum for Bermuda’s public secondary schools.

Byongwon Bahk, former Senior Advisor to President Lee Myung-bak of Korea, joined the Korean Studies Program as the recipient of the Koret Fellowship for 2009-10 academic year.

Mr. Bahk served as Vice Minister of the Ministry of Finance and Economy in Korea and was a senior advisor to President Lee Myung-bak briefly.  While at the Center, he will lead a reach project on economic affairs of Korea in relations to the U.S.

The Koret Fellowship, generously funded by the by Koret Foundation of San Francisco, was established at the Center in 2008 to bring leading professionals in Asia and the United States to Stanford to conduct research on contemporary U.S.-Korean relations, with the broad aim of fostering greater understanding and closer ties between the two countries.
