Historians will someday write that Russia re-entered the Western community of states as a market democracy at the end of the 20th century. You wouldn't think so, however, from the vituperative and pessimistic tone of most contemporary commentary in the United States about Russia and U.S.-Russian relations. Focusing on lurid accounts of Russian money laundering, cronyism, and widespread political and economic disarray, politicians and pundits have blasted the Clinton administration for mishandling a crucial strategic relationship and "losing" Russia.

In the recent explosion of articles about "Who Lost Russia," analysts have focused almost exclusively on the trials and tribulations of Russia's economic reform and Western attempts to assist these reforms. Russia's financial collapse in August 1998 and recent accusations of money laundering through the Bank of New York are cited as evidence that Russia is lost. The logic of this analysis is flawed. It assumes that these setbacks to economic reform or the rule of law represent end points in Russian history. In fact, they may really just reflect the transitional consequences of Russia's ongoing revolution. Russia is midstream in one of the most far-reaching attempts in history to simultaneously transform an empire, a polity, and an economy. It is naive to expect this revolution to go smoothly all the way.

New democracies all over the world are finding themselves haunted by the old demons of clientelism, corruption, arbitrariness, and the abuse of powerleading to a growing awareness that, in addition to elections, democracy requires checks and balances. Democratic governments must be accountable to the electorate; but they must also be subject to restraint and oversight by other public agencies. It is not enough that citizens control the state. The state must control itself.

This collection explores how new democracies can achieve that goal. Focusing on electoral administration, judicial systems, corruption control, and central banks, the authors consider such issues as how governments can establish effective agencies of restraint, why they should accept them, and what those agencies can do to achieve credibility.

In this book noted political sociologist Larry Diamond sets forth a distinctive theoretical perspective on democratic evolution and consolidation in the late twentieth century. Rejecting theories that posit preconditions for democracy, and thus dismiss its prospects in poor countries, Diamond argues instead for a "developmental" theory of democracy. This, he explains, is one which views democracy everywhere as a work in progress that emerges piecemeal, at different rates, in different ways and forms, in different countries. Diamond begins by assessing the "third wave" of global democratization that began in 1974.

With a wealth of quantitative data and case illustrations, he shows that the third wave has come to an end, leaving a growing gap between the electoral form and the liberal substance of democracy. This underscores the hollow, fragile state of many democracies and the imperative of concolidation. He then defines the concept of democratic consolidation and identifies the conditions that foster it. These include strong political institutions, appropriate institutional designs, decentralization of power, a vibrant civil society, and improved economic and political performance.

If new and troubled democracies are to be consolidated, Diamond argues, they must become more deeply democratic, more liberal, accountable, and responsive to their citizens. Drawing on extensive public opinion research in developing and postcommunist states, he demonstrates the importance of freedom, transparency, and the rule of law for generating the broad legitimacy that is the essence of democratic consolidation. The book concludes with a hopeful view of the prospects for a fourth wave of global democratization.

Although Africa has been one of the least democratic regions of the world, it has been experiencing widespread pressures for democratic change since 1990. Although pressure-from both domestic civil societies and international donors-has failed to bring about a transition to democracy in most cases, it has succeeded in many. Today, about a third of all African countries are at least electoral democracies, and virtually all regimes in sub-Saharan Africa have at least legalized opposition parties. Conventional political science theories view Africa's democratic prospects as grim because of its extreme poverty and deep ethnic divisions. This essay takes a more hopeful and "developmental" view. It argues that democratic change can occur in Africa and must if it is to develop economically. But this will inevitably involve a long-term process of political and social change and, in particular, institution building. African countries need new, more appropriate, and more effective institutions to control corruption, provide a market-oriented enabling environment for economic growth, and generate incentives for political parties to craft broad multiethnic appeals and constituencies. If institutions of governance, electoral politics, and civil society can be strengthened and innovatively designed, there is hope for democracy in Africa. But this will also require heavy international conditionality and pressure for more responsible policies and more effective institutions, as well as greater international support for those African regimes that appear serious about democracy and good governance. African societies are ready for a new democratic beginning, but they require the right institutional frameworks at home and vigorous engagement of the international community if deeply entrenched patterns of statism, corruption, repression, ethnic exclusion, and violence are to be overcome.

In both Russia and the West, most analysts portray Russia's political system as an authoritarian regime. According to this view, the executive branch of government dictates state policy. Other institutions of the state do not matter since they are too weak either to make policy or to constrain the all-powerful presidency. The traditional components of a liberal democracy--the separation of powers between the president and the parliament, a party system, federalism, rule of law, independent media, and civil society--are all missing in Russia. Unconstrained by the rules and ways of democracy, Russia's president and his government are free to do whatever they want.

Since 1986, Nigeria has been struggling without success to return to a civilian, democratic form of government: as political parties, presidential candidates, economic reform programs, and top military officers have come and gone, the country has become mired in an authoritarian limbo, a transition without end. This wide-ranging study examines the rise and fall of democratic transition and structural adjustment in Nigeria during the eight-year regime of General Ibrahim Babangida (1985-1993), chronicling the descent from the promise of reform and renewal to an unprecedented political and economic depression.

While showing the vibrancy of Nigeria's democratic aspirations and civil society, the authors document the political and social fragmentation, corruption, cynicism, and repression that undermined Babangida's transition program and brought its collapse in 1993. Providing both historical narrative and political analysis, they offer the most comprehensive treatment to date of Nigeria's failed transition.

By the end of 1995, China had built the world's ten largest telecommunications networks and the industry was growing at a faster rate than any other sector of the booming Chinese economy. For example, the country's 40 million telephone subscribers with 50 million telephone numbers represented an average annual growth rate of nearly 100 percent over a ten-year period. Internet users served by ChinaNet jumped from 6,000 in 1995 to 53,739 in March 1997. Progress was qualitative as well, as China procured state-of-the-art fiber-optic and satellite technologies and narrowed the gap between itself and the United States and between its own urban and rural areas. The achievement can be attributed to the government's commitment to telecommunications as the key to further development--a commitment backed by preferential policies; to foreign financial and technical support; and to changing attitudes of the Chinese people themselves.

However, China faces some major problems. The gap in living standards between coastal and interior provinces is widening, as people migrate from poor villages to increasingly affluent cities. The government must focus more on developing isolated regions. Rapid development of telecommunications cannot be sustained under a government monopoly, which aids the government's economic and security interests but discourages foreign companies from investing and transferring technology. At the same time, there has been little headway in developing domestic telecommunications products. Management of the industry is chaotic in the absence of clear regulations, and a multilayered bureaucracy encourages wasted resources, duplication, red tape, and corruption. Political problems are likely to emerge as telecommunications continues to help open Chinese society and young Chinese come to embrace Western industrial culture.

Nevertheless, China is destined to become and remain the world's "super market" as long as it remains politically stable in its transition from a plannned to a market economy. Telecommunications will continue to play a key role during this transition.

Although democracy is generally considered to be thriving in the Americas, it is in reality shallow and less stable than is assumed. Most of the democratic regimes in Central and South America have yet to achieve the deep and widespread legitimation at the elite and mass levels, and the behavioral consensus on the rules and constraints of democracy, that denote democratic consolidation. This article elaborates the concept of democratic consolidation and explains why it is important for understandingand improvingthe prospects for democracy in the Americas. It identifies three dimensions of democratic consolidation: deepening democratic structures to make them more liberal, accessible, accountable, and representative; strengthening the formal institutions of democracy, including parties, legislatures, and the judicial system; and improving regime performance, both economically and politically (by maintaining order, safeguarding liberty, and combating corruption). Ten specific challenges for democratic consolidation are then analyzed, and the importance of the regional and international environment is emphasized in conclusion.
