What are the preconditions for democracy? National identity? Economic wealth? Relative economic equality? How does an unstable, illiberal democracy become a well-functioning, stable one? And what role can assistance play in a country that is transitioning to democracy?

On March 5–6, 2007, the Center on Democracy, Development, and the Rule of Law (CDDRL) and The National Academies co-sponsored a conference at Stanford that opened with just such questions. The conference, Understanding Democratic Transitions and Consolidation from Case Studies: Lessons for Democracy Assistance, brought scholars on democracy and development together with democracy assistance practitioners from organizations such as the U.S. Agency for International Development (USAID), National Endowment for Democracy, and Freedom House. Their goal: to review research and methodologies in the field of “applied democratic development.”

“Mobilize democracy as a feminist movement and you mobilize half the population worldwide. It is the same for farmers.”

Applied democratic development is a relatively new field, one that “melds insights from the academic, policy, and practitioner worlds,” according to USAID. Although democracy and governance programs have a 20-year history in U.S. foreign policy, there are few comparative analyses of the effectiveness of this programming, the various factors that interact with it, and how these factors affect each program’s likelihood of success. Recognizing the limited rigor in best-practice handbooks and in-house program evaluations, USAID turned to the academic community to help assess and improve methodologies for cross-national research—research that will ultimately provide recommendations for improving existing programs and identify optimal conditions for future ones.

Commissioned to help with this outreach, The National Academies asked scholars including CDDRL and CISAC faculty member Jeremy M. Weinstein to join a Committee on the Evaluation of USAID Democracy Assistance Programs (CEUDAP). The six-member committee will oversee an independent, third-party study on how to apply quantitative political science research to on-the-ground democracy assistance programs. In addition to ongoing committee meetings in Washington D.C., CEUDAP held a workshop on democracy and governance indicators and the Understanding Democratic Transitions and Consolidation From Case Studies conference in order to draw on the work and insight of a larger academic community.

At the end of the yearlong project, CEUDAP will have produced three field studies and a set of recommendations for USAID and other democracy assistance organizations and will incorporate the conference proceedings into the final CEUDAP report. This information will help not only democracy assistance practitioners but also policymakers weighing which programs to support, in what countries.

CDDRL director Michael A. McFaul, who co-authored Revolution in Orange: The Origins of Ukraine's Democratic Breakthrough (2006) with Anders Aslund, opened the conference with an overview of the CEUDAP project and goals for the discussion over the next two days. He also outlined CDDRL’s own research project, sponsored by the Smith Richardson Foundation, which seeks to assess all external dimensions of democratization, including European efforts as well as democracy assistance programs conducted by private actors. “We in academia have to do a better job of helping our colleagues in government understand what works and what does not,” McFaul remarked. “Democracy assistance is simply too important an enterprise to continue to do without learning from past successes and failures.”

In the first morning session, CEUDAP chair and George Mason University professor Jack Gladstone moderated a panel discussion on democratic transitions that included McFaul and CDDRL senior research scholar Terry L. Karl. Two more afternoon panels also looked at various factors in transitions. Does research support a connection between state strength and regime type? What does democratization in Germany, France, and Spain tell us about preconditions for democratic transitions? Can external actors manipulate the impact of wealth distributions, since countries with highly stratified economies have the hardest time making a transition to democracy?

Jennifer Windsor, executive director of Freedom House, a nonprofit organization that promotes democracy and political transparency, wanted to know what the discussion’s implications were for a democracy practitioner. Even in the non-applied fields of democratic development and “quality of democracy,” someone offered, researchers are often working toward a shifting target with incomplete information. Risto Volanen, state secretary in the Finnish Prime Minister’s Office, suggested changing how we frame democratization. “Democracy is a long historical process that happens in the mind of ordinary humans,” he said. “On both sides of the Atlantic, we misunderstand the condition of our democracies.”

The second morning examined procedures that work better in consolidating, rather than transitioning to, democracy—stabilizing new democracies rather than trying to “move countries from column A, undemocratic, to column B, democratic,” for example. Weinstein suggested looking at indicators of growth rather than growth itself and trying to define a “set of different transition paths we could imagine each country taking.”

In the panel that followed, CDDRL democracy program coordinator Larry Diamond and CDDRL predoctoral fellow Amichai Magen discussed combining democratic assistance with other forms of aid to promote consolidation. “Beware,” Diamond told the room. “None of this works without political will.” He draws from experience as well as research; Diamond was senior advisor to the Coalition Provisional Authority in Iraq, perhaps one of the highest-profile experiments in democracy intervention this decade.

While participants disagreed on specific, ground-level dynamics of democratic development, a few points of consensus broadly took shape. Most people in the room —scholars, policymakers, and practitioners alike— recognized the need to have realistic expectations and to take a long view of democratization. Another area of agreement was that intervention seemed to work best in countries where internal forces are already moving. Finally, a precondition for new democracies seemed to be the development of the “democratic mind”—a democratic culture marked by a robust and engaged civil society. “Mobilize democracy as a feminist movement and you mobilize half the population worldwide,” Volanen pointed out. “It is the same for farmers.”

Kathryn Stoner, CDDRL associate director for research, moderated the first of two roundtables that concluded the conference. Seeking consensus on factors at work in democratization, many in the room realized just how elusive a precise set of guidelines for democracy assistance and intervention actually was. But there are many more months left on the CEUDAP project timetable and many more angles to come at the issue from.

“This is not physics,” Diamond said. “It’s virtually impossible to control for all forms of data.”

The Stanford alumni association announced in May the selection of political science professor Michael A. McFaul, deputy director of the Freeman Spogli Institute for International Studies, director of FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL), and the Peter and Helen Bing Senior Fellow at the Hoover Institution, as the 2007 Class Day speaker.

A world-renowned expert on U.S.-Russian relations, democratization in the post-Soviet world, and efforts at democracy promotion abroad, McFaul also co-directs the Iran Democracy Project and writes widely on contemporary Iran. He received the Dean’s Award for Distinguished Teaching in 2005. McFaul received a standing ovation after delivering the address in Maples Pavilion on Saturday, June 16, 2007, to an appreciative audience of graduating seniors, their families, friends, and the leadership of Stanford University.

Hoover Institution senior fellow and CDDRL democracy program coordinator Larry Diamond was selected as Teacher of the Year by the Associated Students of Stanford University and honored during Commencement Weekend with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education. It was widely agreed among students that Diamond’s influential teaching “transcends political and ideological barriers,” the ASSU said. The Dinkelspiel Award cited Diamond, inter alia, for “his inspired teaching and commitment to undergraduate education; for the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place; and for helping make Stanford an ideal place for undergraduates.”

The 2005–06 Iraqi trial of Saddam Hussein highlighted the increasingly prominent role of “transitional justice”—the various institutional approaches taken by societies emerging from situations of mass atrocity to address abuses perpetrated in the past—and in particular the role of criminal prosecutions. But the reasons for holding such trials are not always obvious. Trials can surely lead to punishment of the perpetrators, but it is also possible to exact retribution without the formality of a trial. (History is replete with instances of revenge killings at the conclusion of violent conflicts.) And while we rely on trials, in normal times, to determine the actual guilt or innocence of accused persons, this may be less important in the mass atrocity context, at least where evidence of crimes and a leader’s responsibility for them is well-established in the public record. What functions, then, do trials in transitional justice settings advance beyond those served by extrajudicial retribution? Although such trials are justified by a range of rationales, we know little about whether the criminal prosecutions in fact promote those goals.

VICTIM-CENTERED JUSTICE

Proponents of criminal trials argue that they enable victims to confront their abusers in an official forum, a psychologically important step in the social reintegration of victim groups. But in the context of mass atrocities, only a handful of victims are likely to have an opportunity to testify. Whether trials can serve a therapeutic effect for victims who do not participate in court proceedings is understudied and unclear.

CONTRIBUTING TO PEACE AND RECONCILIATION

Criminal trials sometimes are said to contribute to peace and reconciliation in societies emerging from conflict. Particularly in conflicts with ethnic or sectarian dimensions, criminal trials focus responsibility for abuses on particular perpetrators. By individualizing guilt, trials allow victims to move beyond collective condemnation of the groups from which their abusers came, thereby enabling once-divided groups to begin to reconcile. But in view of the vast number of persons likely to have participated in crimes in a mass atrocity situation, there is little chance that all guilty individuals will be brought to justice. Whether representative or even symbolic trials can produce individualization of guilt is unclear. And the passions generated during the Saddam trial suggest that such proceedings can in some cases fuel, rather than ameliorate, ethnic group conflicts.

PROMOTING THE RULE OF THE LAW

Subjecting a former dictator to a court of law, rather than a firing squad, can reflect a transitional regime’s commitment to the rule of law. It represents the new government’s acknowledgement that the state may exercise authority over citizens solely on the basis of general rules and transparent procedures applied by neutral decision makers, and not merely based on the whims or caprice of the ruler. Particularly in trials before national courts, however, the demands of victim groups for swift and decisive retribution can create severe pressure on courts to deliver politicized outcomes, “victor’s justice,” rather than affirm the rule of law.

This last justification is less prudential than the others; holding trials is important not because of what the affected society gets, but what it is, or wants to be. But a society that elects to pursue criminal accountability to express its commitment to the value of rule of law may discover that such trials generate few, if any, short-term practical or policy benefits.

(Excerpted from Foreign Affairs, January/February 2008) The conventional explanation for Vladimir Putin’s popularity is straightforward. In the 1990s, under post-Soviet Russia’s first president, Boris Yeltsin, the state did not govern, the economy shrank, and the population suffered. Since 2000, under Putin, order has returned, the economy has flourished, and the average Russian is living better than ever before. As political freedom has decreased, economic growth has increased. Putin may have rolled back democratic gains, the story goes, but these were necessary sacrifices on the altar of stability and growth.

This conventional narrative is wrong, based almost entirely on a spurious correlation between autocracy and growth. The emergence of Russian democracy in the 1990s did indeed coincide with state breakdown and economic decline, but it did not cause either. The reemergence of Russian autocracy under Putin, conversely, has coincided with economic growth but not caused it (high oil prices and recovery from the transition away from communism deserve most of the credit). There is also very little evidence to suggest that Putin’s autocratic turn over the last several years has led to more effective governance than the fractious democracy of the 1990s. In fact, the reverse is much closer to the truth: To the extent that Putin’s centralization of power has had an influence on governance and economic growth at all, the effects have been negative. Whatever the apparent gains of Russia under Putin, the gains would have been greater if democracy had survived.

Bigger is not Better

The myth of Putinism is that Russians are safer, more secure, and generally living better than in the 1990s—and that Putin himself deserves the credit. The Russian state under Putin is certainly bigger than it was before. In some spheres, such as paying pensions and government salaries on time, road building, or educational spending, the state is performing better now than during the 1990s. Yet given the growth in its size and resources, what is striking is how poorly the Russian state still performs. In terms of public safety, health, corruption, and the security of property rights, Russians are actually worse off today than they were a decade ago.

Security, the most basic public good a state can provide for its population, is a central element in the myth of Putinism. In fact, the frequency of terrorist attacks in Russia has increased under Putin. The murder rate has also increased, and public health has not improved. Despite all the money in the Kremlin’s coffers, health spending averaged 6 percent of GDP from 2000 to 2005, compared with 6.4 percent from 1996 to 1999. Russia’s population has been shrinking since 1990, thanks to decreasing fertility and increasing mortality rates, but the decline has worsened since 1998. Noncommunicable diseases have become the leading cause of death (cardiovascular disease accounts for 52 percent of deaths, three times the figure for the United States), and alcoholism now accounts for 18 percent of deaths for men between the ages of 25 and 54.

In short, the data simply do not support the popular notion that by erecting autocracy Putin has built an orderly and highly capable state that is addressing and overcoming Russia’s rather formidable development problems.

A Eurasian Tiger?

The second supposed justification for Putin’s autocratic ways is that they have paved the way for Russia’s spectacular economic growth. As Putin has consolidated his authority, growth has averaged 6.7 percent. The last eight years have also seen budget surpluses, the eradication of foreign debt and the accumulation of massive hardcurrency reserves, and modest inflation so far. The stock market is booming, and foreign direct investment, although still low compared to other emerging markets, is growing rapidly. Since 2000, real disposable income has increased by more than 10 percent a year, consumer spending has skyrocketed, unemployment has fallen from 12 percent in 1999 to 6 percent in 2006, and poverty has declined from 41 percent in 1999 to 14 percent in 2006. Russians are richer today than ever before.

The correlations between democracy and economic decline in the 1990s and autocracy and economic growth in this decade provide a seemingly powerful excuse for shutting down independent television stations, canceling gubernatorial elections, and eliminating pesky human rights groups. These correlations, however, are mostly spurious.

Economic decline after the end of communism was hardly confined to Russia. It followed communism’s decline in every country throughout the region. Given the dreadful economic conditions, every postcommunist government was compelled to pursue some degree of price and trade liberalization, macroeconomic stabilization, and, eventually, privatization. During this transition, the entire region experienced economic recession and then began to recover several years after the adoption of reforms. Russia’s economy followed this same general trajectory—and would have done so under dictatorship or democracy.

Putin’s real stroke of luck came in the form of rising world oil prices. Growing autocracy inside Russia obviously did not cause the rise in oil and gas prices. If anything, the causality runs in the opposite direction: increased energy revenues allowed for the return to autocracy. With so much money from oil windfalls in the Kremlin’s coffers, Putin could crack down on or co-opt independent sources of political power; the Kremlin had fewer reasons to fear the negative economic consequences of seizing a company like Yukos and had ample resources to buy off or repress opponents in the media and civil society.

If there is any causal relationship between authoritarianism and economic growth in Russia, it is negative. Russia’s more autocratic system in the last several years has produced more corruption and less secure property rights. Asset transfers have transformed a thriving private energy sector into one that is effectively state-dominated and less efficient. Renationalization has caused declines in the performance of formerly private companies, destroyed value in Russia’s most profitable companies, and slowed investment, both foreign and domestic.

Perhaps the most telling evidence that Putin’s autocracy has hurt rather than helped Russia’s economy is provided by regional comparisons. Between 1999 and 2006, Russia ranked ninth out of the 15 post-Soviet countries in terms of average growth. Similarly, investment in Russia, at 18 percent of GDP, although stronger today than ever before, is well below the average for democracies in the region.

One can only wonder how fast Russia would have grown with a more democratic system. The strengthening of institutions of accountability—a real opposition party, genuinely independent media, a court system not beholden to Kremlin control—would have helped tame corruption and secure property rights and would thereby have encouraged more investment and growth. The Russian economy is doing well today, but it is doing well in spite of, not because of, autocracy.

Larry Diamond—Hoover Institution senior fellow, CDDRL democracy program coordinator, and former senior advisor to the Coalition Provisional Authority in Iraq—has just discussed causes and consequences of corruption and international efforts to control it with a room full of visiting fellows. This is not just a group of learned political scientists, however, and Diamond does not hesitate to follow a sophisticated piece of analysis with a hard-nosed, view-from-the-ground assessment. He has, for instance, just told the fellows what he thinks of a major development institution. (“I think the World Bank needs to be ripped apart and fundamentally restructured.”) He has extended the concept of a “resource curse” to include not just oil but also international assistance. (“In many countries, aid is like oil; it’s used for outside rents.”) He has recommended that institutions learn the “dance of conditionality” and exercise selectivity, choosing countries to invest in based on demonstrated performance. But the 27 fellows around the table know a thing or two about corruption. Most of them face it in their home countries; many of them have made fighting it part of their work. And almost all of their hands go up to tell Diamond that there is something he missed, or something he got right.

This year’s 27 Stanford Summer Fellows on Democracy and Development—outstanding civic, political, and economic leaders from developing democracies—were selected from more than 500 applicants to take part in the program, which FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL) hosted July 30–August 17, 2007. They traveled to Stanford from 22 countries in transition, including Iraq, Afghanistan, Iran, Pakistan, China, Russia, Egypt, Nigeria, Kenya, and the Democratic Republic of the Congo. And like their academic curriculum during the three-week program, which examines linkages among democracy, economic development, and the rule of law, their professional experiences and fields of study center on these three areas, assuring that each fellow brings a seasoned perspective to the program’s discussions.

“Should the United States promote democracy? Can the United States promote democracy?” The curriculum for the first week focused on defining the concepts of “democracy,” “development,” and the “rule of law” and identifying institutions that support democratic and market development. Using selected articles and book chapters as starting points for discussion, CDDRL Director Michael A. McFaul and Marc Plattner, National Endowment for Democracy vice-president for research and studies, began the weeklong module with an examination of what democracy is and what definition or definitions might apply to distinguish electoral democracy, liberal democracy, and competitive authoritarianism. Another question discussed was whether there was such a thing as Islamic democracy, Asian democracy, Russian democracy, or American democracy.

Faculty including Diamond, CDDRL associate director for research Kathryn Stoner, Stanford president emeritus and constitutional law scholar Gerhard Casper, Stanford Law School lecturer Erik Jensen, and economists Avner Greif and Seema Jayachandran “team-taught” individual sessions as the week progressed. Fellows and faculty discussed how to define and measure development, the role and rule of law in societies, how legal systems affect democratic development, constitutionalism, electoral systems, parliamentary versus presidential systems, horizontal accountability, and market development. Fellows worked in groups to discuss and present their conclusions about an issue to their colleagues, comparing experiences and sharing insights into how well political parties and parliaments constrained executive power and how civil society organizations contributed to democratic consolidation.

In addition to discussing their personal experiences with democracy promotion, economic development, and legal reform, fellows met with a broad range of practitioners, including USAID deputy director Maria Rendon Labadan, National Endowment for Democracy president Carl Gershman, U.S. Court of Appeals Ninth Circuit Judge Pamela Rymer, IREX president Mark Pomar, Freedom House chairman and International Center on Nonviolent Conflict founding chair Peter Ackerman, International Center on Nonviolent Conflict president Jack DuVall, The Orange Revolution documentary filmmaker Steve York, and government affairs attorney Patrick Shannon. Guest speakers talked about their fieldwork, offered practical advice, and answered fellows’ questions.

This component grounded the classroom discussions in a practical context. “It was important for our visiting fellows to interact with American practitioners, both to learn about innovative techniques for improving democracy practices but also to hear about frustrations and failures that Americans also face in working to make democracy and democracy promotion work more effectively,” explained McFaul. “We Americans do not have all the answers and have much to learn from interaction with those in the trenches working to improve governance in their countries.”

As the program’s curriculum shifted to democratic and economic transitions for week two, McFaul and Stoner-Weiss balanced the structure of the classroom with guest lecturers, a documentary film premiere, and field trips to Google headquarters and San Francisco media organizations to put into practical context the components discussed theoretically in the classroom. The field trip to San Francisco included a session with KQED Forum executive producer Raul Ramirez, a briefing with the editorial board at the San Francisco Chronicle, and a discussion of links between violence against women and children and poverty, health, and security at the Family Violence Prevention Fund.

“We are building an extraordinary community of democratic activists and officials who have a deeper understanding of the types of institutions that secure freedom, control corruption, and foster sustainable development.” The third week’s curriculum looked at international and domestic efforts to promote democracy, development, and the rule of law. This integrative module drew on the teaching caliber of Stephen D. Krasner (FSI senior fellow), Peter B. Henry (Graduate School of Business), Allen S. Weiner and Helen Stacy (Stanford Law School), and Nicholas Hope (Stanford Center for International Development) as well as Casper, Jensen, McFaul, and Stoner-Weiss. Through case studies and, in particular, comparison of successes and failures in the fellows’ own experiences, faculty and fellows explored and assessed international strategies for promoting rule of law, reconciliation of past human rights abuses, democracy, and good governance. The discussions, occasionally contentious, circled in on a set of central questions: Should the United States promote democracy? Can the United States promote democracy? What are the links between democracy and increasing the rule of law, controlling corruption, rebuilding societies shattered by massive human rights violations, and promoting good governance?

Despite the intellectual rigor of the coursework and discussion, and the exploration of practical applicability with guest speakers and field trips, the Stanford Summer Fellows on Democracy and Development Program was designed as much to stimulate connections among field practitioners and to provide a forum in which to exchange ideas. “Through the summer fellows program, we are building an extraordinary community of democratic activists and officials who have a deeper understanding of the types of institutions that secure freedom, control corruption, and foster sustainable development, and who are keeping in touch with us and with one another,” said Diamond. “When I meet our ‘alumni’ fellows in subsequent years, they speak movingly of the bonds they formed and the insights they gained in these three fast-paced weeks.”

To ensure they fulfill their goal of building a small but robust global network of civic activist and policymakers in developing countries, CDDRL launched a Summer Fellows Program Alumni Newsletter. The newsletter is based on an interactive website that will allow the center to strengthen its network of leaders and civic activists and facilitate more groundbreaking policy analysis across academic fields and geographic regions, the results of which will be promptly fed back to its activist alumni in a virtual loop of scholarship and policymaking. “We envision the creation of an international network of emerging political and civic leaders in countries in transition,” said Stoner-Weiss, “who can share experiences and solutions to the very similar problems they and their countries face.”

A producer and pre s ent er for SW Radio Africa (London), Violet Gonda was a Stanford Summer Fellow on Democracy and Development in 2006, the same year her station was named the International Station of the Year by the Association of International Broadcasters. "CDDRL brings together a cross-section of people from different backgrounds, different careers," Gonda said. "Politicians, lawyers, activists ... all in the same room. It is an amazing group of people."

Banned from returning to her home country because of her journalism work at the radio station-"we are welcome in Zimbabwe but only in the prisons"-Gonda "literally eat[s], breathe[s], and dream[s] Zimbabwe." The summer fellows program, she said, gave her a broad perspective on what's going on in other countries; "it is so intensive ... you can really compare and contrast democracy on every continent." One thing Gonda found is that "when you look at these leaders, you'd think they all were born of the same mother ... and the ways people respond to these crises are the same."

Gonda had such a positive experience at Stanford that she decided to apply for, and was accepted to, the prestigious John S. Knight Fellowships for journalists for the academic year 2007-08. "It's always been Zimbabwe, Zimbabwe, Zimbabwe," she said. "Now I finally have time to sit down and read a book, write an article, go to seminars, sharpen my skills." She is not exactly sitting still however. In December she gave a presentation on Zimbabwe's political situation for the Center on African Studies, and will also be discussing Zimbabwe at the Palo Alto Rotary Club and the Bechtel International Center. "Media in America does not have a lot of international news, particularly on Africa," Gonda said. "So it's a good opportunity to talk about Zimbabwe, and I will take advantage of it."

She is also working on developing new content for SW Radio Africa and plans to interview FSI scholars she met through the summer fellows program so "We are building an extraordinary community of democratic activists and officials who have a deeper understanding of the types of institutions that secure freedom, control corruption, and foster sustainable development." that Zimbabweans can understand what is going on in different countries. Close contact with program alumni means that she has friends and colleagues in other parts of that world who can be called on for their perspective on situations. While SW Radio Africa's mission is "to record and to expose" developments in Zimbabwe, Gonda explained, "it's good to compare, to show people we are not alone, that this is happening elsewhere."

A panel of Carnegie Russia experts presented analysis of the current state of Russia's political and economic development and the likelihood of continuity or change in Dmitry Medvedev's first term as president of Russia. The panel included scholars-in-residence at the Carnegie Moscow Center Nikolay Petrov and Maria Lipman and Carnegie senior associate Michael A. McFaul. Thomas Carothers, vice president for studies, served as moderator.

Petrov emphasized structural conditions delimiting the options available to the Russian leadership over the ability of any particular personality to radically change course. He noted that Medvedev, as Vladimir Putin's protégé, was unlikely to introduce major modifications to Putin's established trajectory and that he could not do so even if such was his desire.

He described his conception of the Kremlin-designed political system in Russia today, making reference to what he called the "mechanical configuration of power": the creation of elements that cannot operate indepedently and a highly hierarchical administration that is inherently inefficient and divorced from the realities of society.

Although poorly governed autocracies can last for a long time, if there is a crisis and Russia still lacks the democratic instruments to deal with it there could be a serious authoritarian retrenchment.

At the same time, he argued that change is inevitable -- not because of Medvedev's intentions, but because of evolving facts on the ground, such as the demographic situation and the need to transition from recovery-based economic growth to modernization and expansion. Petrov said that one of the major features of the Russian regime -- controlled elections -- is becoming a source of major weakness as Russia faces a number of serious political, social, and economic challenges. Although these elections nominally legitimize the authorities, they do not provide any feedback from the population nor do they offer any opportunity for genuine political competition of the kind that could introduce diversity and accountability. He compared the Russian leadership to a dinosaur, with a small head far removed from the body politic.

Lipman focused on the evolution of the media from the relative pluralism of Boris Yeltsin's presidency to the tight control of Putin's system. She contrasted the interview Putin had as he was coming into the presidency in 2000 with the interview that his successor has recently had. While the journalists interviewing Putin were inquisitive and at times confrontational, Medvedev enjoyed a far more passive and respectful tone from the journalists who interviewed him. This, she said, was a sign of the success of Putin's project for the media.

She noted that the state and Gazprom were the two largest players in the national media market and that loyalty to the state is a requirement for sucess in any business sector, including media. The state's control of broadcast media is particularly important, as television is the overwhelmingly primary source of information for the Russian public. Meanwhile, on a regional level, journalists are routinely punished for attempting to uncover local malfeasance or corruption.

Although the Russian leadership has consolidated a majority of the media under its control, Lipman said, media with independent editorial content still exists. She speculated that there were a number of functions that having a tiny minority of independent media could serve: existing for the sake of external consumption, a valve to let off some steam, and potentially an in-house bulletin board for the use of elites to signal dissatisfaction or to inform the leadership of conflicts.

McFaul began his remarks by noting he would not use the term "democracy" to refer to the political system in place in Russia today. He said that political science as a discipline is struggling to properly code and understand systems such as Russia's and other countries whose regimes are "between" dictatorship and democracy. He illustrated this lack of clarity by referring to the lack of correspondence between various freedom coding scores when it comes to regimes that do not fall into either extreme of the political freedom spectrum.

With regard to Russia, McFaul noted the crucial significance of the fact that there was an election and that a new leader was appointed. In that way, he said, Russia is not like Uzbekistan. He elaborated on what he sees as three possible reasons that the Russian leadership decided to construct the system that exists today: (1) Putin has decided that this system is necessary for the modernization project he wishes to undertake; (2) in order to allow for theft by the elites, for which McFaul noted a controlled national media was crucial; and (3) to manage the transition. Now that Putin's plan for the transition has been fulfilled, it is an open question whether the regime can become a system for governance.

Having delineated the "why," McFaul put forward what he sees as the chief characteristics of the Russian regime: a lack of any defining ideology; little connection to citizenry -- the fact that this is not an autocracy of mobilization; no charismatic leader; the fact that the regime is not a military junta, and that a strategy of massive repression is not a viable alternative; the existence of foreign enemies, which is important for autocracies to survive; and the dependence of the regime's legitimacy upon performance, particularly in the economic sphere. McFaul believes Putin knows that this system is not sustainable over the long term, but that paradoxically he nonetheless emphasizes continuity. He expressed cautious hope that Medvedev's liberal-sounding speech in Krasnoyarsk -- which contained criticism of the current state of affairs in Russia and lacked a real precedent in recent Russian political history -- could signal a change in policy in the Kremlin.

He noted that he would not predict the future course of Russia's political development and reiterated his point about the failings of political science: although scholars can understand the structural conditions that make potential social and political crises in such regimes possible, the political science community does not do well at predicting when they will occur. McFaul sounded a note of warning on this point, saying that although poorly governed autocracies can last for a long time, if there is a crisis and Russia still lacks the democratic instruments to deal with it there could be a serious authoritarian retrenchment.

In response to questions, Petrov and Lipman made clear that they did not believe Medvedev's liberal rhetoric should be treated seriously. McFaul noted that such changes, if they were to take place, would likely occur at the margins and said that the situation is more optimistic than if hawk Sergei Ivanov had been chosen as president.

Saad Eddin Ibrahim is an Egyptian American sociologist and human rights activist who was imprisoned in 2000 under suspicion of espionage and corruption. His defense team countered that the real motives behind the government's persecution of Ibrahim and his assistants was his blatant criticism of Egyptian President Hosni Mubarak and his government. He received a seven-year sentence, but was later released, some claim, because of external political pressure. Ibrahim is a contentious person who gained the respect and admiration of Egypt's human rights and civil society organization in the early the late 1980s for championing the cause of democracy in the Arab world in the immediate aftermath of the fall of the Soviet Union.

Ibrahim is credited for playing a leading role in the revival of Egypt's contemporary research-based civil society movement. He is the founder of the Ibn Khaldun Center for Development Studies in Cairo and the Arab Organization for Human Rights. Ibrahim also teaches at the American University in Cairo.

What to do about Mexico's oil company, Pemex, may seem like a parochial issue of interest only to Mexicans and a few oil industry executives. But the matter should be of concern to anybody who is wondering when oil will come down off its near-record highs.

Pemex generates two fifth's of the Mexican government's income and is a lucrative employer, but it is ailing from neglect. For years the government has milked Pemex of cash without giving it the wherewithal to invest in and develop new sources of oil. When President Felipe Calderon proposed last week to reform Pemex and encourage more private investment in oil exploration and refining, his leftist opponents shut down the country's legislature in protest. Pemex, they claimed, is a cherished national treasure that must not be pushed into private hands.

Mexico is hardly the only country that treats its state oil companies as ATMs for governments, unions, cronies and others who siphon the rich benefits for themselves. A large fraction of the world's oil patch is struggling with the problem that bedevils Calderon: how to make state-owned oil companies (which control about three quarters of the world's oil reserves) more effective at finding and producing oil. Veneuzuela's oil output is flagging. Russia's state-owned gas company, Gazprom, is on the edge of a steep decline in production. And in different ways many of the world's state-owned oil companies are struggling to keep pace with rising demand. Simply privatizing them is politically difficult, and thus most of the world's oil-rich governments are struggling to find ways to make state enterprises perform better.

Even among state oil companies, Pemex's performance is notably poor. Used as a cash cow for the government, Pemex has never been able to keep enough of its profits to invest in exploration and better technology, the lifeblood of the best oil companies. Until a few years ago, Pemex invested essentially nothing in looking for new oil fields. It relied, instead, on the aging Cantarell field, which was discovered in the 1970s not by Pemex but by fisherman who were angry that the seeping oil was fouling their nets and assumed that Pemex was to blame. Pemex brought the massive field online with relatively simple technology. A scheme in the late 1990s extended the life of the field, but that effort has run out of steam. On the back of Cantarell's decline, total output from Pemex is sliding; some even worry that Mexico could become a net importer of oil in the next decade or two. They're probably wrong, but even the idea makes people nervous.

At times over the last few decades (including today) Pemex has been blessed with a dream team of smart managers, but even they have not been able to reverse the tide of red ink. That's because the company's troubles run so deep that even the best management can't fix them. Indeed, the most striking thing about Calderon's proposed reforms is that they don't go nearly far enough to make Pemex a responsive company, even though they are on the outer edge of what's probably politically feasible in Mexico.

For example, Calderon proposes a new system of "citizen bonds" that will help bring capital to the company (and because they would be owned by the public, these bonds would help blunt the legal block to any reform—Mexico's Constitution requires that its hydrocarbons be owned by the people). Money alone, though, won't reverse Pemex's fortunes. Part of the problem is that risk taking, which is essential to success in oil, is strongly discouraged. My colleagues at Stanford, in a study released last week, have shown that a system of tough laws that control procurement make managers wary of projects that could fail. Although such laws are designed to help stamp out corruption, a noble goal, they are administered by parts of the Mexican government that know little about the risky nature of the oil business.

Pemex's ability to control its own investment capital is probably more important to its success than anything else. The firm, though, has been hobbled because the government keeps all profits for use in the federal budget and the finance ministry has the final word on all Pemex investments. Solving that problem would require distancing government from the oil company. Given that the government is dependent on Pemex cash, that is politically risky. In fact, the real foundation for Calderon's reforms announced last week actually happened long ago when he first took office and spearheaded an effort to change Mexico's tax system. Much of the Mexican economy doesn't pay taxes to the government, which explains why its need for cash from Pemex is particularly desperate. Those tax reforms, however, are too modest to make a fundamental difference in the government's dependence on Pemex.

Calderon's reforms seem unlikely to solve the politically hardest task: reigning in the Pemex workers' union, which favors projects that generate jobs and benefits for its members. The union is well-connected to Mexico's left-leaning political parties, which helps explain why those same parties are so wary of "privatization." In fact, Calderon's proposals would not privatize the companies, but the union and the left know that cry will rally the people to prevent change.

Elsewhere in the world a thicket of similar, interlocking problems loom over the oil patch. Kuwait has a procurement system much like Mexico's, with a similarly perverse effect on the incentives for workers in that country's oil company to take risks and perform at world standard. Even in Brazil, whose state oil company is one of the best performing, has a hard time keeping the government at bay when it comes to taxing oil output. Two massive new oil finds over the last six months have kindled discussions in Brazil about raising the tax rate and channeling ever more of the oil output for government purposes. In Venezuela, where Chavez has taken a good oil company and run it into the ground, the burden of public projects is so great that the oil company can no longer focus on actually producing oil efficiently, and production is in decline.

The odds are that Calderon will make some reforms but won't transform Pemex. And that outcome, multiplied through state-owned oil companies around the world, suggests that oil output will increase only sluggishly. With demand still strong, oil prices are set to stay high for some time.
