This talk will discuss the study of a new factor that makes civil war more likely: the inability of political actors to make credible promises to broad segments of society. Lacking this ability, both elected and unelected governments pursue public policies that leave citizens less well-off and more prone to revolt. At the same time, these actors have a reduced ability to build an anti-insurgency capacity in the first place, since they are less able to prevent anti-insurgents from themselves mounting coups. However, while reducing the risk of conflict overall, increasing credibility can, over some range, worsen the effects of natural resources and ethnic fragmentation on civil war. Empirical tests using various measures of political credibility support these conclusions.

About the speaker:

Philip Keeferis a Lead Research Economist in the Development Research Group of the World Bank. Since receiving his PhD in Economics from Washington University at St. Louis in 1991, he has worked continuously on the interaction of institutions, political economy and economic development on issues ranging from the impact of insecure property rights on economic growth to the effect of political credibility on the fiscal and monetary policy choices of governments. His work has appeared in journals ranging from the Quarterly Journal of Economics to the American Review of Political Science.

His Excellency Zurab Noghaideli assumed the prime ministerial position in Georgia in February 2005. He started his political career in the Green Party of Georgia in the 1990s. Noghaideli was a member of the Parliament of Georgia from 1992 to 2000, where he chaired the Parliamentary Committee on Environment Protection and Natural Resources (1992-1995) and the Parliamentary Tax and Income Committee (1999-2000). He was appointed Minister of Finance in the government of Eduard Shevarnadze in May 2000, but was dismissed from this post in 2002 due to his growing dissent with the corrupt policies of the government. During these years, he was considered a member of a team of young reformists headed by Zurab Zhvania and Mikheil Saakashvili and proved to be quite an effective minister. After the Rose Revolution of November 2003, Noghaideli returned to government as the economic adviser to the acting president Nino Burjanidze. He was re-appointed to his old post as Minister of Finance in February 2004 in the government of Prime Minister Zurab Zhvania.

Noghaideli graduated from Moscow State University with a degree in physics in 1988. He also specialized in the Institute of Geology of the Academy of Sciences of Estonia.

The siting and construction of high-level biocontainment facilities involves a complex review process with environmental impact documents, legally mandated reviews, and public involvement in decision making about associated risks. In some cases, serious public opposition and legal challenges may arise during the review and approval stages of a project. The recent proposed construction of NIH-NIAID regional and national biocontainment labs provided an opportunity for a real-time study of the review and approval processes associated with labs in many different locations. By analyzing environmental impact documents, mass media coverage, internet communications, and detailed timelines at the various labs, it was possible to identify common issues and features associated with labs in general, as well as specific concerns associated with those where public controversies and opposition arose. The study focused on both good and bad experiences at various recently proposed lab sites and compared them with other past case examples to identify 'lessons learned' that are relevant to both current and future biocontainment projects. Overall, the study documented the continuing importance of trust, transparency, and due process in public decision making and highlighted the importance of developing and implementing a comprehensive pro-active risk communication strategy at the earliest stages of project planning. The study also documented indications of public insecurity associated with biodefense research, which may translate into future problems for public health researchers.

Margaret Race is an ecologist working with NASA through the SETI Institute in Mountain View, Calif. She recently completed a study on public decision making and risk communication associated with the construction of BSL-3 and BSL-4 biocontainment labs nationwide. The study, which was begun during a fellowship at Stanford University and CISAC, reflects her longstanding interest in risk perceptions, legal and societal issues, public communication and education associated with controversial science and technological proposals. In her work with NASA, she focuses on planetary protection and the search for extraterrestrial life--which will someday involve construction of a BSL-4 biocontainment lab for handling and testing scientific samples returned from Mars and other solar system locaitons. During the past decade, she has been a lead member of an international team of researchers that helped NASA develop a protocol for the quarantine, handling, and testing of extraterrestrial samples from Mars. She has served on numerous National Resource Council studies analyzing risk communication and societal issues associated environmental protection on Earth and in space. Dr. Race received her BA degree in Biology and MS degree in Energy Management and Policy from the University of Pennsylvania, and her Ph.D. in Ecology/Zoology from the University of California at Berkeley. Her teaching and research work has included positions at Stanford University (Human Biology Program), UC Berkeley (Assistant Dean, College of Natural Resources), and Office of the President, University of California (Senior Science Policy Analyst and Director of Planning). She was also a Postdoctoral Fellow in Marine Policy and Ocean Management at Woods Hole Oceanographic Institution.

A major exporter of oil and natural gas, Central Asia occupies a prominent place in the global economy. While the region has great potential for wealth, most Central Asians remain among the poorest people in the world. This unit explores the extraordinary range of challenges facing Central Asia and encourages students to reflect on what might be done to solve them.

Innovative financial instruments are being created to reward conservation on private, working lands. Major design challenges remain, however, to make investments in biodiversity and ecosystem services economically attractive and commonplace. From a business perspective, three key financial barriers for advancing conservation land uses must frequently be addressed: high up-front costs, long time periods with no revenue, and high project risk due to long time horizons and uncertainty. We explored ways of overcoming these barriers on grazing lands in Hawaii by realizing a suite of timber and conservation revenue streams associated with their (partial) reforestation. We calculated the financial implications of alternative strategies, focusing on Acacia koa ("koa") forestry because of its high conservation and economic potential. Koa's timber value alone creates a viable investment (mean net present value = $453/acre), but its long time horizon and poor initial cash flow pose formidable challenges for landowners. At present, subsidy payments from a government conservation program targeting benefits for biodiversity, water quality, and soil erosion have the greatest potential to move landowners beyond the tipping point in favor of investments in koa forestry, particularly when combined with future timber harvest (mean net present value = $1,661/acre). Creating financial mechanisms to capture diverse ecosystem service values through time will broaden opportunities for conservation land uses. Governments, nongovernmental organizations, and private investors have roles to play in catalyzing this transition by developing new revenue streams that can reach a broad spectrum of landowners.

The working title of his PHD project is Democracy besides Elections: An Exploration into the Development and Causes of Respect for Civil Liberties in Latin American and Post-Communist Countries. The dissertation addresses the extent of civil liberty (freedom of: opinion and expression, assembly and association, religion, movement and residence as well as independent courts) in 20 Latin American and 28 post-communist countries. Apart from tracking the development of respect for civil liberties from the late 1970's till 2003, it also attempts to explain the present level of respect by examining different structural explanations, such as historical experience with liberty, ethno-religious composition, modernization and natural resources (primarily oil).

Skaaning has constructed his own dataset and index on civil liberties based on coding of the State Department's Country Reports on Human Rights Practices from 1977 to 2003, which he uses in his descriptive analysis of the development and as the dependent variable in the subsequent causal assessment. In this stage of the research, he both undertakes intraregional analyses, utilizing the fuzzy-set method and OLS-regression, and interregional comparisons.

Skaaning received his B.A. (2000) and M.A. (2003) in Political Science from the University of Aarhus, Denmark, where he is also a PHD scholar in the final year. Parts of his MA degree were completed at Ruprecht-Karls-Universität (Heidelberg) and Freie Universität (Berlin).

Jeremy Carl is a research fellow at the Hoover Institution whose work focuses on energy and environmental policy, with particular emphasis on energy security, climate policy, and global fossil fuel markets. In addition, he writes extensively on US-India relations and Indian politics.

Before coming to Stanford, he was a  research fellow in resource and development economics at the Energy and Resources Institute (TERI), India’s leading energy and environmental policy organization.

He is the editor of Conversations about Energy: How the Experts See America’s Energy Choices, and his work has appeared in numerous publications including the Journal of Energy Security, Energy Security Challenges for the 21st Century, Natural Resources and Sustainable Development, and Papers on International Environmental Negotiation.

In addition to his work on energy, the environment, and India, Jeremy has written about a variety of other issues related to U.S. politics and public policy; Jeremy’s work has been featured in and cited by the New York Times, Wall Street Journal, San Francisco Chronicle, Newsweek, South China Morning Post, Indian Express, and many other leading newspapers and magazines. He has advised and assisted numerous groups including the World Bank, the United Nations, and the staff of the U.S. Congress.

Jeremy received a BA with distinction from Yale University. He holds an MPA from the Kennedy School of Government at Harvard University and did doctoral work at Stanford University, where he was a Packard Foundation Stanford Graduate Fellow.

The need to meet food demand while protecting environmental quality and natural resources for future generations is a scientific challenge that has been grossly underestimated, and this theme provides a unifying framework for my research. Agricultural systems must ultimately contribute to solving the most pressing environmental problems facing humankind because agriculture is practiced on 33% of the earth's surface. Hence, the ultimate goal of my research and educational programs is to ensure that increases in food production do not compromise the quality of soil and water resources or threaten the ecological integrity of natural ecosystems. Current projects focus on understanding process controls on carbon sequestration in agricultural soils, energy efficiency of major rainfed and irrigated cropping systems in the north-central USA, the potential for ecological intensification of maize-based cropping systems, and use of crop simulation models to improve crop and soil management decisions. As a member of interdisciplinary research teams, our goal is to seek fundamental knowledge about the dynamic, interactive effects of climate and crop/soil management practices on short- and long-term performance of agroecosystems-with a focus on carbon sequestration, greenhouse gas emissions, nitrogen and energy efficiency, and crop productivity.
