Takeshi Kondo, "Augmented Reality Application Outside of the Entertainment World"

Augmented Reality (AR), created in the 1960s, has recently attracted attention due to the progress of Information Technology. AR is supplementary text/visual data superimposed over the surrounding real world. For example, in a football game on television, the yard lines and logos displayed on the screen use AR technology. AR technology has been applied to the entertainment world, such as in computer games, in film, and in advertisement. However, there are few examples of the application outside of the entertainment field. In his research presentation, Kondo proposes some possible AR applications outside of the entertainment industries.


Makoto Murata, "Developing New Facilities Strategy and Added Value in "Smart Grid"

Smart Grid is a new concept of power supply and management, and it receives a great deal of public attention. Electricity is the fastest-growing component of total global energy demand. In this environment, there are increasing needs for minimizing costs and environmental impacts while maximizing electric system reliability. Smart grid is thought to be a key solution for them. The deployment of smart grid affects facilities strategy. Murata analyzes facilities strategy for smart grid deployment from the viewpoints of regulations and area characteristics.

 
Eiichi Yamamoto, "Management of Intellectual Assets such as Patents, in the United States and Japan"

In a knowledge economy where there is global competition, intellectual assets become a key factor in a company's performance. The United States government recognized the significance of intellectual assets as a company's value earlier than Japan and has promoted a pro-patent policy since the early 1980s. The policy has encouraged U.S. companies to take advantage of the profitability of patents, much more than Japanese companies have done. In this presentation, Yamamoto analyzes the differences in the management of intellectual assets, such as patents, between the United States and Japan, and tries to explain the reasons for those differences.

Minoru Aosaki, "International Banking Regulation after the Financial Crisis: Economic Impacts and Policy Challenges in the US, Japan, and the EU"

To address lessons of the financial crisis, the Basel Committee introduced a new international framework on banking regulations, known as Basel III. The world leaders subsequently committed to implement it at the last G20 summit meeting. A current key issue is how regulators in each country should/can transform their current regulatory regime to the new regime under their own economic and regulatory environments. To consider the issue, Aosaki examines how economic costs and benefits of the regulatory reform would vary among countries and discusses policy challenges of the regulators to ensure the benefits and mitigate the costs.


Pradnya Palande, "Population Dynamics: A New Approach in Understanding Cancer Development"

Cancer, the most vicious and hard to cure disease, results from an accumulation of genetic alterations best known as mutations, in our body. These mutations constantly keep evolving by natural selection. A consequence of this evolution is that a cancer treatment will tend to kill the susceptible cells but will leave the resistant ones to flourish. A few months later, the cancer will reappear and will be resistant to previous treatment. Hence studying the population dynamics of cancer will provide insight into development of cancer and will help in developing better methods for cancer prevention and therapy.

Palande has concentrated her research on population dynamics of cancer cells in chronic myeloid leukemia, a type of blood cancer. She is trying to study the role of the antibody diversification enzyme, namely Activation Induced cytidine Deaminase (AID), in the generation of mutations associated with cancer progression and drug resistance in chronic myeloid leukemia.

Naoki Takeuchi, "Energy Policies, Clean Technologies, and Business Innovations in the United States"

In January 2011, at his State of the Union speech, President Obama suggested setting a goal that 80% of electricity will come from clean energy sources in the United States by 2035. He also suggested that the United States will become the first country to have a million electric vehicles on the road by 2015. 

In Takeuchi's research, he tries to understand the dynamic interactions among government energy policies, clean technologies, and business innovations in the United States. His research includes an overview of federal energy policies (both regulations and incentives), an overview of California State government policies, recent trends of clean technologies, venture capital investments in cleantech companies, and major areas of clean technologies and business innovations. In this presentation, Takeuchi will present case studies focusing on cleantech companies in the Silicon Valley.

As Japan's troubles continue, CISAC's Thomas Isaacs discusses the future of the nuclear industry.

CISAC: My understanding is that Three Mile Island set back the industry because afterward there was no appetite for building new reactors.

Thomas Isaacs: It's not clear that it was Three Mile Island. It was certainly in that time frame. Others would say it was a combination of a reduction in the demand for electricity at that time and the emergence of alternative energy sources that were less expensive to get started. You saw less of an appetite not just because of the concern about Three Mile Island -- although that was probably a contributing factor -- but because it just no longer made sense to build new, huge, expensive power plants, particularly nuclear power plants.

CISAC:  Experts now say that what's going on in Japan is worse than Three Mile Island. If so, how might that affect the building of nuclear reactors in the future?

Isaacs: The effects are probably unknown and unknowable now. We'll need to have a much better idea of what actually transpires, and how it is handled by the Japanese. We'll also have to see what the consequences are and what the perceived consequences are, and the ability of the Japanese government and utilities to generate a sense of confidence, which is lacking right now. All of that will have an effect and it will be different for a variety of countries, but it's hard to speculate. My own assumption is that in countries where there is more of a national, organized effort to build nuclear, principally in places like China and India, you might not see as much effect as you might see in countries where nuclear has been much more of a controversial issue, and where the public has much more engagement in the decision-making process. In emerging countries that now have no or very few plants, you might see much more controversy. 

CISAC: What about regulation? Might there be more regulation, both here and in China, India, and elsewhere?

Isaacs: I think we don't know that yet either. You would hope that people would view this as a sobering event -- an opportunity to learn lessons for the future. As a result of Three Mile Island and then Chernobyl we have organizations like the World Association of Nuclear Operators, who come together from all over the world to share lessons learned. This will be an example of a place where you would hope they will take this very seriously -- I'm sure they will -- and they will ask very searching questions about whether our regulations or anybody's regulations are appropriate given what we've experienced. There's no question that the track record for U.S. reactors has been outstanding and getting better over the last 20 to 30 years. Should that lead to a sense of comfort? No. It should lead to a sense that we've always had an obligation to ask ourselves if we're doing everything that makes sense, and we can continue to learn from experience and improve.

CISAC: The issue of nuclear waste is important in this country and elsewhere. How might it fit into what we're seeing in Japan right now?

Isaacs: There is spent nuclear fuel, which is a waste form if it's not reprocessed. That's what would ultimately go into the repository, and that potentially is one of the problems that's causing the release of radioactivity at some of these plants. More broadly, you need to feel confident you know how to handle waste, both in the short term and in the very long term, because it is potentially hazardous for geologic time periods. Most people who work in that business believe that disposing of it in a geologic repository, in a stable geologic formation that has the right characteristics, is a very fine way to solve that problem, and pretty much every country that has decided to move toward nuclear waste disposal has chosen that approach. But from a societal point of view and a political point of view, it's a very tough problem. It's not just the science and technology problem.

In developing countries authority is often wielded unevenly. Tribes, clans, religious groups and other traditional leaders control zones of governance outside of the reach of the state. The accepted view has been that traditional authorities are a historical burden to developing societies striving to modernize.

This EWG talk will highlight PESD's first analysis using our new coal model by demonstrating how it can be used to analyze the effects of China's import behavior on world thermal coal consumption. We will explore China's capability as a consumer to exercise market power in the domestic Chinese markets, and to what extent this behavior affects the price, consumption, and production of steam coal globally. Two scenarios will be presented: 1) we assume Chinese consumers with import capability behave competitively and 2) we assume they exercise market power.

The use of coal as a fuel has increased tremendously over the past decade, with most of the growth coming from rapidly expanding economies like those in China and India. As coal continues to be the fuel of choice for electricity generation around the world, PESD is excited to be developing a model to further understand the global steam coal market.  In the future, we anticipate the model will help answer questions regarding climate and trade policies, market structure, and technology improvements.

Michael joined PESD in July of 2010 after graduating from Stanford with a BA in Economics. He works with the Program Director, Frank A. Wolak, as a Quantitative Research Assistant. At Stanford he discovered his interest in Economics as a tool for encouraging more responsible use of energy and resources. He looks forward to working at PESD where he will continue to explore these interests.

His research interests include studying the effects of price-based climate policies, and to what extent they accelerate the production and adoption of low-carbon energy technologies.

On February 23, John Roos, U.S. Ambassador to Japan, Robert Hormats, U.S. Under Secretary of State, and Norihiko Ishiguro, Director-General of Japan's Ministry of Economy, Trade, and Industry, will join the Walter H. Shorenstein Asia-Pacific Research Center's Michael H. Armacost, William F. Miller, and Robert Eberhart, as well as prominent Japanese and American business leaders, academic experts, and government officials, will meet at Stanford for a roundtable dialogue on entrepreneurship and innovation in Japan. Larry Sonsini, Chairman of Wilson, Sonsini, Goodrich, and Rosati, will give the keynote address.

After the first Dialogue on Japanese Entrepreneurship held in February 2010, representatives from the U.S. and Japanese governments met in Tokyo on May 27, 2010, to consider ways to foster an environment that would promote new businesses and job creation. Utilizing data from the Stanford Project on Japanese Entrepreneurship (STAJE) and the American Chamber of Commerce of Japan, business representatives shared their views with officials of both governments on policies and practices that would encourage such growth. On November 13, 2010, the White House and the Prime Minister's Office formally launched the U.S.-Japan Dialogue to Promote Innovation, Entrepreneurship, and Job Creation, elevating it to a policy-level dialogue, with SPRIE-STAJE providing academic expertise. The February 23 event aims to build on the conversation about how to foster innovation through entrepreneurship.

The event will consist of a roundtable discussion on policies and ecologies to promote entrepreneurship and job growth. Following the keynote address, a panel discussion on smart grid technologies will take place with representatives from Cisco Systems, Toshiba, GE, Panasonic, Toyota, IBM, and officials of the U.S. and Japanese governments.

This event will be held closed session to facilitate more open dialogue and will involve Stanford students and scholars, business leaders, and government officials.

Using research from the SPRIE-Project on Japanese Entrepreneurship (SPRIE-STAJE), representatives from the U.S. and Japanese governments met initially in Tokyo on May 27, 2010 to consider ways to foster an environment to promote new businesses and job creation. On November 13, 2010, the White House and the Prime Minister's Office formally launched the U.S.-Japan Dialogue to Promote Innovation, Entrepreneurship and Job Creation, elevating it to a policy-level dialogue in cooperation with SPRIE-STAJE. This dialogue aims to build on the conversation among Stanford's academic experts, prominent business people, and government officials about how to foster innovation through entrepreneurship. A roundtable discussion features the importance of innovation and entrepreneurship with leading Stanford academic experts, government officials, and business leaders. This will be followed by a panel discussion by experts from the U.S. and Japan on collaborative opportunities in pioneering smart grids for energy production, transmission, and distribution.

The first decade of the 21st century has seen a dramatic reversal of fortune in the relative prestige of different political and economic models. Ten years ago, on the eve of the puncturing of the dotcom bubble, the US held the high ground. Its democracy was widely emulated, if not always loved; its technology was sweeping the world; and lightly regulated "Anglo-Saxon" capitalism was seen as the wave of the future. The United States managed to fritter away that moral capital in remarkably short order: the Iraq war and the close association it created between military invasion and democracy promotion tarnished the latter, while the Wall Street financial crisis laid waste to the idea that markets could be trusted to regulate themselves.

China, by contrast, is on a roll. President Hu Jintao's rare state visit to Washington this week comes at a time when many Chinese see their weathering of the financial crisis as a vindication of their own system, and the beginning of an era in which US-style liberal ideas will no longer be dominant. State-owned enterprises are back in vogue, and were the chosen mechanism through which Beijing administered its massive stimulus. The automatic admiration for all things American that many Chinese once felt has given way to a much more nuanced and critical view of US weaknesses - verging, for some, on contempt. It is thus not surprising that polls suggest far more Chinese think their country is going in the right direction than their American counterparts.

But what is the Chinese model? Many observers casually put it in an "authoritarian capitalist" box, along with Russia, Iran and Singapore. But China's model is sui generis; its ­specific mode of governance is difficult to describe, much less emulate, which is why it is not up for export.

The most important strength of the Chinese political system is its ability to make large, complex decisions quickly, and to make them relatively well, at least in economic policy. This is most evident in the area of infrastructure, where China has put into place airports, dams, high-speed rail, water and electricity systems to feed its growing industrial base. Contrast this with India, where every new investment is subject to blockage by trade unions, lobby groups, peasant associations and courts. India is a law-governed democracy, in which ordinary people can object to government plans; China's rulers can move more than a million people out of the Three Gorges Dam flood plain with little recourse on their part.

Nonetheless, the quality of Chinese government is higher than in Russia, Iran, or the other authoritarian regimes with which it is often lumped - precisely because Chinese rulers feel some degree of accountability towards their population. That accountability is not, of course, procedural; the authority of the Chinese Communist party is limited neither by a rule of law nor by democratic elections. But while its leaders limit public criticism, they do try to stay on top of popular discontents, and shift policy in response. They are most attentive to the urban middle class and powerful business interests that generate employment, but they respond to outrage over egregious cases of corruption or incompetence among lower-level party cadres too.

Indeed, the Chinese government often overreacts to what it believes to be public opinion precisely because, as one diplomat resident in Beijing remarked, there are no institutionalised ways of gauging it, such as elections or free media. Instead of calibrating a sensible working relationship with Japan, for example, China escalated a conflict over the detention of a fishing boat captain last year - seemingly in anticipation of popular anti-Japanese sentiment.

Americans have long hoped China might undergo a democratic transition as it got wealthier, and before it became powerful enough to become a strategic and political threat. This seems unlikely, however. The government knows how to cater to the interests of Chinese elites and the emerging middle classes, and builds on their fear of populism. This is why there is little support for genuine multi-party democracy. The elites worry about the example of democracy in Thailand - where the election of a populist premier led to violent conflict between his supporters and the establishment - as a warning of what could happen to them.

Ironically for a country that still claims to be communist, China has grown far more unequal of late. Many peasants and workers share little in the country's growth, while others are ruthlessly exploited. Corruption is pervasive, which exacerbates existing inequalities. At a local level there are countless instances in which government colludes with developers to take land away from hapless peasants. This has contributed to a pent-up anger that explodes in many thousands of acts of social protest, often violent, each year.

The Communist party seems to think it can deal with the problem of inequality through improved responsiveness on the part of its own hier­archy to popular pressures. China's great historical achievement during the past two millennia has been to create high-quality centralised government, which it does much better than most of its authoritarian peers. Today, it is shifting social spending to the neglected interior, to boost consumption and to stave off a social explosion. I doubt whether its approach will work: any top-down system of accountability faces unsolvable problems of monitoring and responding to what is happening on the ground. Effective accountability can only come about through a bottom-up process, or what we know as democracy. This is not, in my view, likely to emerge soon. However, down the road, in the face of a major economic downturn, or leaders who are less competent or more corrupt, the system's fragile legitimacy could be openly challenged. Democracy's strengths are often most evident in times of adversity.

However, if the democratic, market-oriented model is to prevail, Americans need to own up to their own mistakes and misconceptions. Washington's foreign policy during the past decade was too militarised and unilateral, succeeding only in generating a self-defeating anti-Americanism. In economic policy, Reaganism long outlived its initial successes, producing only budget deficits, thoughtless tax-cutting and inadequate financial regulation.

These problems are to some extent being acknowledged and addressed. But there is a deeper problem with the American model that is nowhere close to being solved. China adapts quickly, making difficult decisions and implementing them effectively. Americans pride themselves on constitutional checks and balances, based on a political culture that distrusts centralised government. This system has ensured individual liberty and a vibrant private sector, but it has now become polarised and ideologically rigid. At present it shows little appetite for dealing with the long-term fiscal challenges the US faces. Democracy in America may have an inherent legitimacy that the Chinese system lacks, but it will not be much of a model to anyone if the government is divided against itself and cannot govern. During the 1989 Tiananmen protests, student demonstrators erected a model of the Statue of Liberty to symbolise their aspirations. Whether anyone in China would do the same at some future date will depend on how Americans address their problems in the present.

The Electric Power Research Institute (EPRI) awarded $100 thousand to fund PESD's research project on "Transmission Planning to Support Renewable Energy at Scale and Enhance Wholesale Electricity Competition."

At present, the lack of adequate transmission infrastructure makes it difficult to connect generators in regions with rich wind or solar potential to major population centers, thus a major barrier to least-cost renewable energy deployment.  The current transmission planning and expansion processes, incentives for vertically integrated, regulated monopoly regimes versus wholesale market regimes for renewable energy, ambitious state-level renewable energy goals, and the geographic concentration of the major renewable energy sources obstruct the ability for low cost renewable energy for consumers, healthy competition, least cost transmission, and the expansion of renewable energy generation.

A major goal of this research project is to quantify the differences in the least cost transmission network configuration between the vertically-integrated regime and wholesale market regime and quantify the differences in the cost of serving load associated with using a transmission planning and expansion process not suited to the wholesale market regime.
