What are the underpinnings of India's vibrant technology sector? Dr. Dossani will look at the causes and prospects of the sector, including the role of the diaspora, education, familiarity with the English language, entrepreneurship and economic and political reforms.

Rafiq Dossani is a senior research scholar at Shorenstein APARC, responsible for developing and directing the South Asia Initiative. His research interests include South Asian security, and financial, technology, and energy-sector reform in India. He is currently undertaking projects on political reform, business process outsourcing, innovation and entrepreneurship in information technology in India, and security in the Indian subcontinent.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

His latest book, India Arriving: How This Economic Powerhouse is Redefining Global Business, will be available at the seminar.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

Clusters of craftsmen have existed as long as people have lived in substantial settlements— certainly since they have lived in cities. Modern examples include diamond cutters in Antwerp, knife makers in Sheffield, sock makers in Yiwu, and the cinematic entertainers in Mumbai. This phenomenon is widely present in Asia’s information technology (it) industry.

Clusters form because firms benefit from having others in the same, or complementary, industries close by. There is a supply of skilled labor, specialized suppliers and buyers, and flows of knowledge among firms. This is the classic story told by the 19th century economist Alfred Marshall. However, the story is a static one, and hightech industries are quintessentially dynamic. New firms can form new clusters.

As these examples suggest, market forces create them (with Silicon Valley being the prime example), but governments often like to accelerate the process. They do this to enjoy the benefits of having a vibrant cluster sooner than the market might produce and from a belief, which might on occasion be warranted, of establishing a vibrant cluster before some other nation does, that is, to gain a first-mover advantage. However, such initiatives imply that government officials know how to do this. The record on this is checkered.

Coit D. Blacker (Opening Remarks)

Coit D. Blacker is the director of the Freeman Spogli Institute for International Studies, the Olivier Nomellini Family University Fellow in Undergraduate Education, an FSI Stanford senior fellow, and a professor of political science, by courtesy.

Professor Blacker is the author or editor of seven books and monographs, including Hostage to Revolution: Gorbachev and Soviet Security Policy, 1985-1991 (1993). During the first Clinton administration, Professor Blacker served as a special assistant to the president for National Security Affairs and senior director for Russian, Ukranian, and Eurasian Affairs at the National Security Council.

Blacker is a graduate of Occidental College (AB, Political Science) and the Fletcher School of Law and Diplomacy (MA, MALD, PhD).

Larry Diamond (Moderator)

Larry Diamond is a senior fellow at the Hoover Institution; a Stanford professor of political science, and sociology by courtsey; and coordinator of the Democracy Program at the Center for Democracy, Development, and the Rule of Law (CDDRL). A specialist on democratic development and regime change and U.S. foreign policy affecting democracy abroad, he is the founding co-editor of the Journal on Democracy.

During 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Iraq. He has written extensively on the factors that facilitate and obstruct democracy in developing countries and on problems of democracy, development, and corruption, particularly in Africa. He is the author of Squandered Victory:The American Occupation and the Bungled Effort to Bring Democracy to Iraq; Developing Democracy: Toward Consolidation; and Promoting Democracy in the 1990s.

He received a BA, MA, and PhD from Stanford University, all in Sociology.

Charles Ferguson (Film Director and Producer)

Charles Ferguson is founder and president of Representational Pictures, LLC, and director and producer of No End In Sight: The American Occupation of Iraq, which is his first film. Ferguson was originally trained as a political scientist. He holds a BA in mathematics from the University of California, Berkeley, and obtained a PhD in political science from MIT in 1989. Following his PhD, Ferguson conducted postdoctoral research at MIT while also consulting for the White House, the Office of the U.S. Trade Representative, the Department of Defense, and several U.S. and European high technology firms. From 1992-1994 Ferguson was an independent consultant, providing strategic consulting to the top managements of U.S. high technology firms including Apple, Xerox, Motorola, and Texas Instruments.

A senior fellow at the Brookings Institution, Ferguson is the author of three books on information technology. He is also co-founder of Vermeer Technologies, the developers of FrontPage.

Lieutenant Colonel Christopher Gibson (Panelist)

Lieutenant Colonel Christopher Gibson is a national security affairs fellow for 2006-2007 at the Hoover Institution. He comes to Hoover from the 82nd Airborne Division, U.S. Army, where he commanded the 2nd Battalion, 325th Airborne, an assignment that included two tours to Iraq in support of all three national elections there to date. Earlier in his career, Gibson fought in the Persian Gulf War, served in the NATO peace enforcement operation to Kosovo, taught American Politics at West Point, and served two liaison tours with the U.S. Congress. He holds several graduate degrees from Cornell University (MPA, MA, and PhD in government) and was the Distinguished Honor Graduate of the U.S. Army Command and General Staff College. Among his personal awards and decorations are three Bronze Star Medals, a Purple Heart, the Combat Infantryman's Badge with Star, and the Ranger Tab. He was recently selected for promotion to Colonel. His research at Hoover focuses on civil-military relations.

David M. Kennedy (Panelist)

Professor David M. Kennedy is the Donald J. McLachlan Professor of History at Stanford University. Reflecting his interdisciplinary training in American Studies, which combined the fields of history, literature, and economics, Professor Kennedy's scholarship is notable for its integration of economic and cultural analysis with social and political history. His 1970 book, Birth Control in America: The Career of Margaret Sanger, embraced the medical, legal, political, and religious dimensions of the subject and helped to pioneer the emerging field of women's history. Over Here: The First World War and American Society (1980) used the history of American involvement in World War I to analyze the American political system, economy, and culture in the early twentieth century. Freedom From Fear: The American People in Depression and War (1999) recounts the history of the United States in the two great crises of the Great Depression and World War II. In 2000, the book was awarded the Pulitzer Prize, the Francis Parkman Prize, the Ambassador's Prize, and the California Gold Medal for Literature.

Beyond selecting the new President, the second and final round of the 2007 French Presidential election will raise many questions about the meaning of the results for France, and for the EU and trans-Atlantic relations. This roundtable event is scheduled to follow soon after the election to give the benefit of review. Panelists from wide-ranging disciplines will each comment on what can be learned from the campaigns, the final voting patterns, and prospects for French and Francophone politics, culture, and society.

About the Panelists

Patrick Chamorel has been a visiting fellow at Stanford University's Hoover Institution since 2005. He is currently based at the Stanford Center in Washington, D.C., and will soon be the Center's Resident Scholar. He has written extensively on U.S. and European politics and U.S.-European relations. As a political scientist, Chamorel has taught and done research on comparative U.S. and European politics on both sides of the Atlantic. He is currently focusing on French politics on the eve of the 2007 presidential election.

Margaret Cohen is the Andrew B. Hammond Professor of French Language, Literature, and Civilization, and director of the Center for the Study of the Novel at Stanford University. She is author of Profane Illumination: Walter Benjamin and the Paris of Surrealist Revolution and The Sentimental Education of the Novel. Her research interests involve rethinking the literature and culture of modernity from the vantage point of its waterways. She is currently working on a book concerning how the history and representation of global ocean travel informed the development of the modern novel.

Jean-Pierre Dupuy is professor of French and political science at Stanford University and social and political philosophy at Ecole Polytechnique, Paris. He is author of The Mechanization of the Mind: On Origins of Cognitive Science and Self-Deception and Paradoxes of Rationality. His current research projects are: the paradoxes of rationality or the classical philosophical problem of the antinomies of Reason at the age of rational choice theory, analytics philosophy, and cognitive science; the ethics of nuclear deterrence and preemptive war; the philosophy of risk and uncertainty; and the philosophical underpinnings and the future of societal and ethical impacts of the convergence of nanotechnology, biotechnology, information technology, and cognitive science.

Elisabeth Mudimbe-Boyi is professor of French and Comparative Literature at Stanford University. She is also director of the Program in Modern Thought and Literature and the Undergraduate Studies in French program. She is author of Beyond Dichotomies: Histories, Identities, Culture, and the Challenge of Globalization and Remembering Africa. Her research interests include cultural relations between Europe, Africa, and the Caribbean; literature, intellectuals, and society; and women writers.

Tyler Stovall is professor of history at University of California, Berkeley. He is author of Paris Noir: African Americans in the City of Light and The Rise of the Paris Red Belt. He is coeditor, with Sue Peabody, of The Color of Liberty: Histories of Race in France. He has written numerous articles on French history and has been president of the Western Society for French History. His work on African Americans living in Paris is of special importance to contemporary understanding of both French and American culture.

Professor Elisabeth Mudimbe-Boyi is affiliated with both the French & Italian and Comparative Literature departments. Her teaching and research interests include cultural relations between Europe, Africa and the Caribbean; literature, intellectuals and society; and women writers. Before coming to Stanford in 1995, Professor Boyi taught at universities in the Congo and Burundi, as well as Haverford College and Duke University. She was a Visiting Professor in the French Department of the Graduate Center, CUNY in 1994 and in 1995 a Professeur Invité at the Ecole des Hautes Etudes en Sciences Sociales in Paris. In 1999-2000 Professor Boyi was a Fellow at the Stanford Humanities Center. In 2002-2003 Professor Boyi was the president of the African Literature Association, a non-profit society of scholars dedicated to the advancement of African Literary Studies. She served as a member of the Executive Council of the Modern Language Association, where she represents the field of French (2003-2006), and as the Director of the interdisciplinary Program in Modern Thought and Literature at Stanford (2005-2008).

Noah Richmond (speaker) is a CISAC Zukerman Fellow and a Stanford Center on International Conflict and Negotiation fellow. His research has focused on the structure and management of the U.S. officer corps, organizing the U.S. military for new domains of warfare including space and cyberspace, and ballistic missile defense. His current research focuses on international, supra-national, and national control regimes for dual-use technologies. Most recently he co-chaired the working group on new domains of warfare for the Beyond Goldwater-Nichols Study conducted at the Center for Strategic and International Studies. Richmond has previously consulted for the Institute for Defense Analyses, RAND, and Strategic Decisions Group. He received his BS in mathematics from the Massachusetts Institute of Technology, an MS in engineering-economic systems and operations research from Stanford, and a PhD in management science and engineering from Stanford. Richmond is currently a law student at Stanford Law School (class of 2008), where his studies focus on intellectual property and international trade.

David Elliott (respondent) was staff director for science and technology at the National Security Council (NCS) and then vice president at SAIC and SRI. At NCS his portfolio included export control matters, which included the international coordination of our policy. During his time at NCS, major emphases emerged on civilian nuclear issues after the Indian nuclear test and on computer technology as its importance became evident. At CISAC he has contributed to work in cyber security and information technology. Elliott received his BS in physics from Stanford University and both his MS and PhD in experimental high energy physics from the California Institute of Technology.

A major component of the strategy to prevent attacks with Weapons of Mass Destruction (WMD) by transnational terrorist groups requires the widespread utilization of chemical, biological and radiological detection systems. Whether or not one can actually deploy these sensors may well depend on the public perception of the sensor's invasion of their privacy and the court's interpretation of the sensors' challenge to the Constitution's search and seizure protections. However, if scientists and engineers designing new sensors take cognizance of the perspective taken by courts in the past, they will stand a much better chance of providing technical solutions that will balance the Fourth Amendment and civil liberties against the modern realities of terrorist threats. This seminar will discuss and solicit ideas on how legal interpretations of the fourth Amendment can be used to help design modern sensor systems.

Don Prosnitz is currently the deputy drector (programs) for nonproliferation, homeland and international security at Lawrence Livermore National Laboratory and is responsible for overseeing all of the directorate's technical programs. He received his BS from Yale University and his PhD in physics from the Massachusetts Institute of Technology. He then spent two years as an assistant professor in the Engineering and Applied Science Department at Yale before joining Lawrence Livermore National Laboratory as an experimental laser physicist. Over the next three decades, he conducted research on lasers, particle accelerators, high-power microwaves, free-electron lasers, and remote sensing, and managed the design, construction, and operation of numerous research facilities. In 1990, he was awarded the U.S. Particle Accelerator Award for Achievement in Accelerator Physics and Technology; in 2002, he was named a Fellow of the American Physical Society. He has served on multiple technical panels, including a Defense Science Board study and various intelligence committees. He is currently a member of the National Academies of Science Board on Chemical Sciences and Technology. In 1996, Prosnitz was briefly detailed to the Department of Energy where he provided technical support to the Office of Nonproliferation and National Security. In 1999, Prosnitz was named the chief science and technology advisor for the Department of Justice (DOJ) by Attorney General Janet Reno. In this newly created position, he was responsible for coordinating technology policy among the DOJ's component agencies and with state and local law enforcement entities on science and technology projects and programs. He served on numerous interagency working groups and federal committees, including the National Science and Technology Council, the Data Management Improvement Act Task Force (immigration systems), and the National Human Research Protections Advisory Committee. He advised the attorney general and DOJ officials and component agencies, such as the FBI, DEA, and former INS (Immigration and Nationalization Service), on such technical matters as weapons of mass destruction, forensics, human subject protection, immunization policy, immigration policy, biometrics, border protection, and information technology. In 2003 he returned to LLNL where he promotes continuing education of the workforce with a special emphasis on the interaction of society and technology.

Objective:

To describe an academic medical center's experience with housestaff involvement in the implementation of a new clinical information system, with particular emphasis on resident contributions in tailoring the technology to meet the workflow needs of the center.

Methods:

A resident advisory group was formed to tailor the new system. Housestaff developed user interface screens to streamline presentation of patient data. Order sets were developed, offering an opportunity for education in standardized care and "best practice." A rounds report displays aggregated patient specific data for use in prerounding and rapid assessment of patient information. A sign-out tool was designed to facilitate transfer of information during change of shift.

Results:

Residents contributed in tailoring the technology to meet the workflow needs of our academic medical center setting.

Conclusion:

The design and implementation of a new clinical information system can be used to introduce concepts important in practice-based learning and systems-based practice.

On May 20-21, 2006, the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) of Stanford University and the China Institute for Science and Technology Policy (CISTP) of Tsinghua University will co-sponsor a workshop in Beijing, China, with the collaboration of Zhongguancun Science Park and the Industrial Technology Research Institute. The English version of the proceedings will be published by SPRIE.

Theme and Topics

The theme is the progress in and challenges to Greater China's innovative capacities. The workshop will include discussions of key drivers of innovative capacity: the inputs, processes, institutions, management strategies and outputs, including evidence of innovative capacities as demonstrated in new products, processes, services or business models.

The workshop will focus on information technology and telecommunications, focusing on development within and linkages among Mainland China and Taiwan, plus Singapore and Silicon Valley. Workshop sessions will include:

SPRIE Fellow Doug Fuller takes issue with a recent Duke University report downplaying concerns about the low number of U.S. science and engineering graduates compared to those produced in China and India. Fuller explains what is behind the numbers and cautions that "it would be a grave mistake to drop our concerns about China's competitive challenge."

A recent report from Duke University that critiques the supposed gap between the number of American science and engineering (S&E) graduates and those of merging economies -- especially China's -- has led to false reassurance that the U.S. lead in science and technology is not under threat from China. It would be a grave mistake to drop our concerns about China's competitive challenge.

First, the Duke report simply claimed that China's true number of science and engineering bachelor degrees was 351,000, rather than the widely reported 600,000. Coupling this with an upward adjustment for American graduates still left China producing 214,000 more such degrees than the United States.

Moreover, undergraduates are only part of the concern. China's production of those with doctorates has increased rapidly. By 2003, China's homegrown science and engineering doctorates numbered almost half of the U.S. total.

Chinese were also earning large numbers of doctorates abroad. In 2001, the number of Chinese S&E doctorates earned in Japan, the United Kingdom and the United States equaled 72 percent of the total of S&E doctorates earned by American citizens and permanent residents.

Since 1975, China has increased its global share of S&E doctorates from zero (courtesy of the Cultural Revolution) to 11 percent, not counting doctorates earned overseas. During the same three decades, the U.S. global share has fallen from half to roughly 22 percent.

More worrisome than the aggregate numbers is American universities' reliance on foreigners who earn doctorates. In engineering, foreigners account for over half of America's doctorates, and in computer science just under half.

If foreign-born holders of doctorates continued to stay in the United States, we wouldn't have to worry. Unfortunately, there are many signs that it is becoming much harder to retain them.

One need only look at the flow from Taiwan, one of the former main sources of American S&E doctoral degrees, to see what could happen. Up until 1994, Taiwanese earned more science and engineering doctorates in the United States than members of any other foreign nationality. By 2000, their numbers had plummeted because economic and educational opportunities at home were more appealing.

The Taiwanese didn't just stop coming to America. They also began to leave. As Taiwan's tech sector boomed in the 1990s, huge numbers of Taiwanese technologists (estimates range as high as 100,000) left America for home and took their technical skills with them.

Our two current biggest foreign sources of technologists, China and India, appear to be following Taiwan's path. China has begun to lure back large numbers of technologists. China's central and local governments offer free office space and other benefits to attract technologists home. These inducements are working. A 2005 survey of the Chinese American Semiconductor Professionals Association's members showed that the vast majority regard China as the most likely future work destination, and they rated Shanghai higher than even Silicon Valley on career potential. India's recruitment efforts have also started to bear fruit.

The challenge is not simply keeping up the numbers of technologists in America. China by many measures has improved its technological capabilities. On the Georgia Institute of Technology's Index of Technological Capability, China has more than doubled its index score over the past decade. China now ranks fourth behind the United States, Japan and Germany.

This rapid ascent is not surprising given China's increasing investments. China's research and development spending as a percentage of gross domestic product has tripled to 1.3 percent in the last decade, even while its GDP has ballooned. Few emerging economies spend even 1 percent of their GDP on research.

U.S. patents invented in China are also on the rise. Information-technology patents from corporations' Chinese technologists have risen from 134 in 1997-2001 to 482 during 2002-04. As a first step to meet this challenge, we should increase federal spending on basic and exploratory research. Our R&D spending has been flat at 2.6 percent of GDP for four decades, but the share of federal spending has declined from two-thirds to one-quarter.

Given that corporations now de-emphasize basic scientific research, the federal government should further support the basic research that could maintain our lead at the cutting edge of technology.

Increased federal funding would also address the issue of the falling share of investment in certain disciplines. With spending flat, the rising share commanded by biomedicine has meant a falling share spent on engineering and physics.

Federal support may also play a direct role in increasing interest in pursuing a science education. Since the 1950s, the number of undergraduate S&E majors in America has risen and fallen in line with federal research funding, as Professor Henry Rowen of Stanford University has pointed out.

Before meeting China's challenge, we first must recognize it. Complacency in reaction to "good'' news that China is producing fewer S&E graduates than commonly thought is not the answer.

In a groundbreaking new project, led by Rafiq Dossani and Henry S. Rowen, researchers are exploring means by which rural India -- where there is less than one telephone on average per one hundred inhabitants (compared with over twenty in urban areas) -- can obtain the benefits of information and communication technologies (ICT). Undertaken jointly with the Indian Ministry of Communications and Information Technology, researchers have studied several private, NGO, and state providers through site visits.
