On April 19, the Freeman Spogli Institute for International Studies convened a special conference on Technology, Governance, and Global Development, to examine how technical innovation solves, or fails to solve, the problems of chronic global underdevelopment. Experts from business, medicine, philanthropy, academia, government and non-governmental organizations, along with young Stanford alumni, addressed technology’s ability to help secure gains in health, economic development, agricultural innovation, food security, and human development.

With a wealth of expertise and on-the-ground experience, panelists tackled central issues and engaged in spirited debate, animated by moderator Phil Taubman. “The Promise of Information and Communications Technology” examined whether technology can transform lives of individuals, even in poorly governed countries, finding encouraging evidence in health and economic development.

Philip Taubman is affiliated with the Center for International Security and Cooperation at Stanford University. Before joining CISAC in 2008, Mr. Taubman worked at the New York Times as a reporter and editor for nearly 30 years, specializing in national security issues, including United States diplomacy, and intelligence and defense policy and operations. He served as Moscow bureau chief and Washington bureau chief, among other posts. He is author of Secret Empire: Eisenhower, the CIA, and the Hidden Story of America's Space Espionage (2003), The Partnership: Five Cold Warriors and Their Quest to Ban the Bomb (2012),  In the Nation's Service: The Life and Times of George P. Shultz (2023), as well as co-author (with his brother, William Taubman) of McNamara at War: A New History (2025).

Joshua Cohen is a professor of law, political science, and philosophy at Stanford University, where he also teaches at the d.school and helps to coordinate the Program on Liberation Technology. A political theorist trained in philosophy, Cohen has written extensively on issues of democratic theory—particularly deliberative democracy and the implications for personal liberty, freedom of expression, and campaign finance—and global justice. Cohen is author of On Democracy (1983, with Joel Rogers); Associations and Democracy (1995, with Joel Rogers); Philosophy, Politics, Democracy (2010); The Arc of the Moral Universe and Other Essays (2011); and Rousseau: A Free Community of Equals (2011). Since 1991, he has been editor of Boston Review, a bi-monthly magazine of political, cultural, and literary ideas. Cohen is currently a member of the faculty of Apple University.

Abstract
Information access and distribution is expanding exponentially.  Recent technological advancements have created a state of information openness where the general public has easy access both to a wealth of information previously available only for select government agencies and to a large array of communication-collaboration tools that can further develop and disseminate content. This information, or cyber, openness is having a profound impact on society at large and has equally profound, if not greater, implications for international and national security in terms of both capabilities and vulnerabilities. Nevertheless, many of the potential expanded capabilities have yet to be realized and many of the new vulnerabilities have yet to be fully understood.  This project aims to illuminate the emerging cyber capabilities from various viewpoints: users and developers, operational impacts and vulnerabilities in conflict and crisis management, enhancement and suppression of democratic development, and future trends: what issues will face society in the cyber world of 2050?

Alistair Dawson is the Executive Assistant to CISAC’s co-director, Professor Siegfried Hecker. Prior to her arrival at CISAC, she served as an Administrative Assistant at the UC Institute on Global Conflict and Cooperation in San Diego, California.  She obtained a BA in International Studies with an emphasis in Political Science along with a minor in European History from the University of California San Diego. Alistair received additional training in European Politics and Government while participating in the Education Abroad Program at the University of Kent in Canterbury, England.

Jeff Richardson recently retired after 35 years at Lawrence Livermore National Laboratory.  At LLNL he held a variety of program management positions, including Division Leader of Chemistry and later of Proliferation Prevention.  He spent two tours in Washington DC, supporting NNSA in Nonproliferation R&D and DoD in the USAF Directorate of Nuclear Operations, Plans and Requirements.  His most recent paper, Shifting from a Nuclear Triad to a Nuclear Dyad, explores an alternate future strategy for the US nuclear arsenal.  At CISAC he will focus on science diplomacy, using science as a tool for international engagement and promoting regional security. He will also be working on developing the concept of cyber openness (i.e., how the information revolution will change international security).

Jeff earned his BS degree in chemistry from CalTech and his PhD in organic chemistry from Stanford University.  His work at LLNL including chemical and materials science research, energy research, materials development for nuclear weapons programs, radiation detection for border security, nuclear materials protection, and proliferation detection, science cooperation for international security, and support for the Chemical Weapons Convention.

He recently completed 4-year assignment working for CRDF as the U.S. Science Advisor for the ISTC program, administered by the Office of Cooperative Threat Reduction, State Department. Jeff earned his BS degree in chemistry from CalTech and his PhD in organic chemistry from Stanford University. Rebecca MacKinnon is Visiting Fellow at Princeton's Center for Information Technology.

Rebecca's presentation explored two key arguments: first, that China should challenge our assumptions about the inherent relationship between the internet and democratization; and second that existing democracies are currently legislating in ways that may jeopardize the empowering potential of the internet.

The emergence of the internet in China has enabled many people to engage in a more varied public discourse than ever before. The government has also begun to actively engage with its Netizens; for example, Wen Jiabao recently instigated an annual live web chat in which he takes questions on a wide range of social and political issues.

But we should not equate this more open discourse with a move towards democracy, for at least two reasons:

The government still largely controls the conversation: While Wen Jiabao may have been happy to engage in online debate, negative commentary by a prominent blogger (pointing out that this engagement is meaningless the absence of political structures) was swiftly removed. By putting the onus on providers such as blog platforms, China is successfully keeping more controversial content from ever appearing online. Attempts to openly criticize the government or to politically organize are still regularly met with arrest and imprisonment. And the government has adopted a much more sophisticated strategy for media coverage in recent years. Recognizing that press blackouts on controversial events are no longer viable in the age of the camera phone, it now allows these to be reported, saturating the public with its approved version of events, whilst squeezing out individual accounts by citizens.

The government is using the internet to argue that does not need democratic structures to engage its people: Far from signally the death of the Communist Party (as Rebecca and her CNN colleagues had predicted in the 90s), the internet may actually be prolonging its survival because it allows the regime to claim it can engage with its people without political structures. Many educated people in China buy into the idea that they can now be heard, and without a commitment to invest time and resources in circumventing censorship, they remain unaware of some of the most serious abuses. The internet may certainly serve a role in promoting deliberation, but China demonstrates that this deliberation can exist in an authoritarian context.

Meanwhile, in existing democracies, efforts to solve issues related to security and protection are causing governments to legislate in ways that move them closer to illiberal models of surveillance and censorship. In South Korea, the government has instigated a law requiring users of certain sites to create accounts that include their national ID number. This makes it extremely easy for authorities to identify authors who previously could have remained anonymous, and has already led to several arrests. In the UK, the Digital Economy Bill, aimed at preventing copyright infringements, will force ISPs to monitor customers' use of their networks and report suspicious activity to copyright groups. Concerns for child safety online have recently led some UK campaign groups to lend support to China's idea to pre-install all new PCs with censorship software.  These examples highlight the need for a renewed debate about the right balance between security and liberty online. As we come to rely on the internet more and more for understanding the world around us, governments need to think holistically about how their policies will shape its use and impact.

Long before the current global economic crisis, Japan adopted important reforms in commerce, corporate governance, finance, and education. These changes stemming from the 1990s "lost decade" have created new opportunities for entrepreneurial activity.
Following a presentation of new cross-sectional data on 60,000 operating Japanese corporations started in the last decade, the panel will discuss the state of Japanese entrepreneurship. What companies are forming? Who is behind them? What are their potential fates?

This discussion is part of continuing research being undertaken by SPRIE's Stanford Project on Japanese Entrepreneurship and is presented in conjunction with Entrepreneurship Week at Stanford.

Robert Eberhart is the SPRIE Researcher at the Stanford Program on Regions of Innovation and Entrepreneurship and leads the SPRIE-Stanford Project on Japanese Entrepreneurship. He researches comparative corporate governance of growth companies with emphasis on Japan and the role of institutions in fostering entrepreneurship. Previously, he founded and served as CEO of WineInStyle, a VC-funded start-up Japanese company.

At Stanford University, Dr. Dasher has directed the US-Asia Technology Management Center since 1994, and he has been Executive Director of the Center for Integrated Systems since 1998. He holds Consulting Professor appointments at Stanford in the Departments of Electrical Engineering (technology management), Asian Languages and Cultures (Japanese business), and at the Asia-Pacific Research Center for his work with the Stanford Program on Regions of Innovation and Entrepreneurship. He is also faculty adviser to student-run organizations such as the Asia-Pacific Student Entrepreneurship Society and the Forum for American/Chinese Exchange at Stanford.

From 2004, Dr. Dasher became the first non-Japanese person ever asked to join the governance of a Japanese national university, serving a term as a Board Director (理事) of Tohoku University . He continued as a member of the Management Council (経営協議会) until March 2010, and he now serves as Senior Advisor to the President (総長顧問) of Tohoku University. Dr. Dasher has been a member of the high-profile Program Committee of the World Premier International Research Center Initiative (WPI) of the Japanese Ministry of Education (MEXT) since 2007. He has served on the Multidisciplinary Assessment Committee of the C$500 million Canada Foundation for Innovation Leading Edge Fund in 2007 and again in 2010, and as a member of the Phase I and Phase II Review Panels of the C$200 million Canada Excellence Research Chairs Program in 2008 and again in 2010. He was a distinguished reviewer of the Hong Kong S.A.R. study on innovation in 2008–09, and since 2007 he has been a member of the Foresight Panel of the German Ministry of Education and Research. From 2001–03, Dr. Dasher was on the International Planning Committee advising the Japanese Minister of State for Science and Technology Policy in regard to the formation of the Okinawa Institute of Science and Technology.

As allowed by Stanford policy, Dr. Dasher maintains an active management consulting practice, through which he is an advisor to start-up companies and large firms in the U.S., Japan, and China. He has been a board director of Tokyo-based ZyCube Inc. since 2006, and he is founder and chairman of Pearl Executive Shuttle in Valdosta, Georgia, U.S.A. In the non-profit sector, he is a Board Director of the Japan Society of Northern California and the Keizai Society U.S. – Japan Business Forum, and he is an advisor to organizations such as the Chinese Information and Networking Association, the Silicon Valley – China Wireless Technology Association, and the International Foundation for Entrepreneurship in Science and Technology (iFEST). In 2010 he served as a consultant to The Indus Entrepreneurs (TiE) in regard to their establishment of a worldwide remote mentoring program for entrepreneurs. Dr. Dasher frequently gives speeches and seminars throughout Japan and Asia, as well as in the U.S. Recent appearances include the Nikkei Shimbun Business Innovation Forum, the Foreign Correspondents Club of Japan, speaking tours of Japan co-sponsored by METI and the U.S. Embassy in Tokyo, and guest lectures at Chubu University, Kochi University of Technology, Ritsumeikan Asia Pacific University, and the University of Tokyo.

From 1990–93, Dr. Dasher was a board director of two privately-held Japanese companies in Tokyo, at which he developed new business in international licensing of media rights packages and other intellectual properties. From 1986–90, he was Director of the U.S. State Department’s Foreign Service Institute advanced field schools in Japan and Korea, which provide full-time language and area training to U.S. and select Commonwealth country diplomats assigned to those countries. He received M.A. and Ph.D. degrees in Linguistics from Stanford University and, along with Prof. Elizabeth Closs Traugott, he is co-author of the often-cited book Regularity in Semantic Change (Cambridge University Press, 2002). He received the Bachelor of Music degree in clarinet and orchestra conducting from the San Francisco Conservatory of Music, where he served on the faculty from 1978-85.

Megan Smith, Vice President, New Business Development and General Manager, Google.org., argued that greater interconnectedness achieved by information technology is a major liberating force in the world. Whether it is aiding the coordination of protests or increasing transparency of governments, the exchange of information has huge benefits. This is not a new phenomenon. In places where people have been able to exchange information easily, social progress has followed. Megan cited the example of Seneca Falls, New York where the canal system allowed for extensive communication; it became significant in both the women's rights and abolition movements.

While a large proportion of the world is benefiting from greater interconnectedness, Africa still lacks the infrastructure to take full advantage. Submarine fiber optic cables are necessary for quick and cheap internet cables and many African countries, particularly in the east, are not connected to these, relying instead on satellites. This is likely to change over the next few years, bringing great potential for further development.

The mission of Google.org is to use technology to drive solutions to global challenges such as climate change, pandemic disease and poverty. The organization was set up as part of a commitment to devote approximately one percent of Google's equity plus one percent of annual profits to philanthropy, along with employee time.  Google.org now places its strategic focus on those projects that can leverage the resources of Google staff, particularly its engineers.

Current projects that harness the power of information include:

  • Google Flu Trends: This uses aggregated Google search data to estimate flu activity up to two weeks earlier than traditional methods. This system has almost 90% accuracy in real time flu prediction and is therefore an extremely useful tool for health delivery agencies. It is now being used in 30 countries. Google is also starting to work in Cambodia to collect data around SARS.
  • Google Power Meter provides a system for consumers to understand their in-home energy use and to take steps to reducing this. The Meter receives information from utility smart meters and in-home energy management devices and visualizes this information on iGoogle (a personalized Google homepage).The premise underlying this project is that greater information is going to be crucial to tackling climate change and consumers ought to be able to be empowered to make informed decisions about their energy use.
  • Disaster relief: In response to the Haitian earthquake, a team of engineers worked with the U.S. Department of State to create an online People Finder gadget so that people can submit information about missing persons and to search the database. Google Earth satellite images have also been used to document the extent of damage.
