The global Information and Communications Technologies (ICT) industry has experienced a rapid, radical reorganization of industry leaders and business models—most recently in mobile. New players Apple and Google abruptly redefined the industry, bringing a wave of commoditization to carriers and equipment manufacturers. Technologies, corporate strategies, and industry structures are usually the first places to look when explaining these industry disruptions, but this paper argues that it was actually a set of political bargains during initial phases of telecommunications liberalization, which differed across countries, that set the trajectories of development in motion. This paper shows how different sets of winners and losers of domestic and regional commoditization battles emerged in various ICT industries around the world. Carriers won in Japan, equipment manufacturers in Europe, and eventually, computer services industry actors rather than communications firms emerged as winners in the United States. These differences in industry winner outcomes was shaped by the relative political strength of incumbent communications monopolies and their will to remain industry leaders, given the political system and political dynamics they faced during initial liberalization. The U.S. computer services industry, which developed independently of its telecommunications sector due to antitrust and government policy, eventually commoditized all others, both domestically and abroad. This paper contends that a political economy approach, tracing how politics and regulatory processes shaped industry structures, allows for a better understanding of the underlying path dependent processes that shape rapidly changing global technological and industry outcomes, with implications beyond ICT.

Abstract:

As Silicon Valley continues to be a global center of innovation, companies from all over the world expanding into Silicon Valley face a variety of opportunities and challenges, with a wide range of lessons learned for Japanese firms as they make use of the Silicon Valley ecosystem. DeNA provides an interesting case. Founded in 1999, achieved explosive growth through a series of different business models, with particular success in mobile games and especially with the “mobage” mobile social gaming platform. DeNA entered Silicon Valley in 2008 and expanded its operation through the acquisition of San Francisco-based  smartphone gaming company, ngmoco, for $300M in 2010. Mr. Dai Watanabe has been navigating DeNA's period of transition to build a strong business base in the West. Dai will talk about DeNA's effort in Silicon Valley and his experience.

Mr. Dai Watanabe is VP of Strategy and Corporate Development since the acquisition of ngmoco. He has also served as President of DeNA Global, Inc. since its establishment in 2008 as the U.S. subsidiary of DeNA Co., Ltd.. Dai has been in charge of DeNA’s global expansion strategy and execution since 2005. Prior to his US assignment, he served as President of DeNA Beijing. Dai began his career in Sumitomo Mitsui Banking Corporation right after graduation from Kyoto University with a bachelor degree in Archaeology.

Abstract

The overflow of information generated during disasters can be as paralyzing to humanitarian response as the lack of information. Making sense of this flash flood of information, "Big Data", is proving an impossible challenge for traditional humanitarian organizations; so they’re turning to Digital Humanitarians: tech-savvy volunteers who craft and leverage ingenious crowdsourcing solutions with trail-blazing insights from artificial intelligence. Digital Humanitarians take online collective action to the next level—particularly when spearheading relief efforts in countries ruled by dictatorships. This talk charts the rise of Digital Humanitarians and concludes with their collective action in repressive contexts.

 

Speaker Bio

Patrick Meier is the author of the book " Digital Humnitarians: How Big Data is Changing the Face of Humanitarian Response." He directs QCRI's Social Innovation Program where he & his team use human and machine computing to develop "Next Generation Humanitarian Technologies" in partnership with international humanitarian organizations. Patrick was previously with Ushahidi and the Harvard Humanitarian Initiative. He has a PhD from The Fletcher School, Pre-Doc from Stanford and an MA from Columbia. His influential blog iRevolutions has received over 1.5 million hits. Patrick tweets at @patrickmeier.

Abstract: NSA stands for National Security Agency, but the agency is at odds with itself in its security mission. Undermining global encryption standards, intercepting Internet companies' data center transmissions, using auto-update to spread malware, and demanding law enforcement back doors in products and services are all business as usual. What legal basis does NSA and FBI have for these demands, and do they make the country more or less safe?

About the Speaker: Jennifer Granick started as the Stanford Law School Center for Internet and Society's (CIS) Director of Civil Liberties in June of 2012. She became an affiliate at the Center for International  Security and Cooperation in July 2012. 

Jennifer returned to Stanford after stints as General Counsel of entertainment company Worldstar Hip Hop and as counsel with the internet boutique firm of Zwillgen PLLC. Before that, she was the Civil Liberties Director at the Electronic Frontier Foundation. Jennifer practices, speaks and writes about computer crime and security, electronic surveillance, consumer privacy, data protection, copyright, trademark and the Digital Millennium Copyright Act.

From 2001 to 2007, Jennifer was Executive Director of CIS and taught Cyberlaw, Computer Crime Law, Internet intermediary liability, and Internet law and policy. Before teaching at Stanford, Jennifer spent almost a decade practicing criminal defense law in California. She was selected by Information Security magazine in 2003 as one of 20 "Women of Vision" in the computer security field. She earned her law degree from University of California, Hastings College of the Law and her undergraduate degree from the New College of the University of South Florida.

Abstract: With the development of cyber capabilities by an increasing number of states, policymakers as well as scholars have been calling for the negotiation of a new international treaty to regulate cyber warfare. This paper provides an account and analysis of relevant debates in the United Nations with a focus on the position of four states – Russia, China, the US and the UK. Discussions have been concentrated in the First Committee of the General Assembly which has been seized with the issue since 1998 when the Russian Federation submitted a proposal for an international convention to govern the use of information and communication technologies for military purposes. While these efforts towards a wholesale international treaty have not materialized, Russia and China continue to advocate a change in the legal status through the promulgation of additional norms. In contrast, the US and the UK have been firm supporters of applying current legal regimes, including the UN Charter and the Geneva Conventions, to the use of cyber capabilities by states. In advancing these positions, two powerful narratives have emerged each emphasizing different aspects of the cybersecurity debate.

 

About the Speaker: Elaine Korzak is a postdoctoral cybersecurity fellow at CISAC. She earned her Ph.D from the Department of War Studies at King´s College London in 2014. Her thesis examined the applicability and adequacy of international legal frameworks to the emerging phenomenon of cyber attacks. Her analysis focused on two legal areas in particular: international law on the use of force and international humanitarian law. Elaine holds both an MA in International Peace and Security from King´s College London and an LL.M in Public International Law from the LSE. Her professional experience includes various governmental and non-governmental institutions, including NATO´s Cyber Defence Section as well as the European Commission´s Directorate-General on Information Society and Media.

CoCo 2014 was the inaugural edition of the Coalition against Corruption (CoCo) conference co-hosted by The Center on Democracy, Development and the Rule of Law, Stanford University, Janaagraha Centre for Citizenship and Democracy, Bangalore and Sunlight Foundation, Washington DC. 

CoCo brought together participants from over fifteen countries and across a wide spectrum comprising researchers and academics, elected representatives, government officials, practitioners, civil society organisations, technologists and citizens. 

Over three days, we engaged in conversations on a wide range of issues on the following corruption types: 

  • Corruption in public resource allocation
  • Political financing and lobbying
  • Corruption in public procurement
  • Retail corruption in public services for citizens

CoCo 2014 explored these corruption-types in an innovative format across the themes of rule of law, tools of transparency and accountability and the impact of grassroots pressure groups and digital platforms. 

Besides the four plenaries, CoCo allowed plenty of time for short presentations, for showcasing practitioner successes and for open group discussions. Part of the agenda was also an “Unconference” session for surfacing and discussing critical challenges that went beyond the four corruption-types in focus at CoCo.

Abstract

In this article, we focus on three forceful arguments that have been made in favour of “direct” cash transfers: One, cash can be delivered directly to the beneficiaries by removing many layers of intermediaries that are typically involved in delivering other benefits such as subsidised food in the Public Distribution System. It has been argued that since intermediaries are often corrupt, transferring cash directly to beneficiaries will eliminate corruption. Two, technology could be used at all steps of the transfer of benefits and thus we can track the flow of money from start to end, which will make the flow of cash entirely transparent. Three, direct transfers are instantaneous. These arguments have been used by proponents to build support for direct cash transfers alternative to other forms of benefits transfer. We examine these claims empirically.

I am a population scientist working on collecting, validating, and analyzing new and existing survey data. My research focuses on internet use in developing countries and making population estimates from sampled populations on- and off-line. Prior to joining Facebook I did graduate study in sociology at Chicago, Oxford, and the LSE. I did further work at the Harris School of Public Policy, the American Journal of Sociology, NORC, and the Center for TIme Use Research.

Michael Callen is assistant professor of public policy at the Harvard Kennedy School of Government. His recent work uses experiments to identify ways to address accountability and service delivery failures in the public sector. He has published in the American Economic Review, the Journal of Conflict Resolution, and the British Journal of Political Science. He is an Affiliate of Evidence for Policy Design (EPoD), the Bureau for Research and Economic Analysis of Development (BREAD), the Jameel-Poverty Action Lab (J-PAL), the Center for Effective Global Action (CEGA), the Center for Economic Research Pakistan (CERP), Empirical Studies of Conflict (ESOC), and a Principal Investigator on the Building Capacity for the Use of Research Evidence (BCURE): Data and evidence for smart policy design project. His primary interests are political economy, development economics, and experimental economics.
