The purpose of this presentation is to indicate possible ways in which nuclear power plant (NPP) projects and possibly related nuclear fuel cycle facilities (should there be any) could be subverted to hide and clandestinely support nuclear weapons development programs. The discussion here is generic in nature; however, special applicability to the newly emerging nuclear programs in the Middle East is noted. The speaker's purpose is not to provide a ‘cookbook' for would-be proliferators on how to utilize NPP projects to support clandestine weapons development programs, but rather to provide indication to the nonproliferation-minded as to what to look for and guard against when a number of new NPP projects are initiated within a short time frame in a region with limited past nuclear experience as a direct response to the Iranian quest for ‘nuclear power'. This is not to imply that there are nefarious intents behind the sudden desire to acquire nuclear power capabilities by several countries that are mostly well endowed with oil and natural gas resources. My intent here is rather to provide a general assessment on how such NPP projects might be utilized, should their national owners decide to do so in situations of "supreme national interest', as a guise for clandestine nuclear weapons programs.

Chaim Braun is a CISAC consulting professor specializing in issues related to nuclear power economics and fuel supply, and nuclear nonproliferation. At CISAC, Braun pioneered the concept of proliferation rings dealing with the implications of the A.Q. Khan nuclear technology smuggling ring, the concept of the Energy Security Initiative (ESI), and the re-evaluation of nuclear fuel supply assurance measures, including nuclear fuel lease and take-back.

Braun, currently, is working on an analysis of new nuclear power plant prospects in the Middle East, and the potential for nuclear proliferation from prospective nuclear plants in industrializing countries. He also works on extensions of nuclear fuel supply assurance concepts to regional fuel enrichment plants operated on a ‘black box' mode, particularly as applied to the South Asian, Central Asian and South American regions.

Previously, Braun worked at CISAC on a study of safeguarding the Agreed Framework in North Korea, was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors and, most recently, chaired a working group on the back-end of the nuclear fuel cycle, as a part of a CISAC summer study on Nuclear Power Expansion and Nonproliferation Implications.

Braun is a member of the World Nuclear Association (WNA) committees on Nuclear Economics and Assured Fuel Supplies. He is a permanent lecturer at the World Nuclear University's (WNU) One-Week Courses. Braun was a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration (EIA), the Electric Power Research Institute (EPRI), the Nuclear Energy Institute (NEI), the Non-Proliferation Trust International, and other organizations.

Before joining CISAC, Braun worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. He also managed nuclear marketing in East Asia and Eastern Europe. Prior to that, Braun worked at United Engineers and Constructors (UE&C), EPRI and Brookhaven National Laboratory (BNL).

Mired in political gridlock, battered by economic crisis, and uncertain about its foreign relations, Ukraine faces a difficult year, a year that will end with a presidential election.  How is Ukraine coping with these difficulties?  And how should the West respond in helping Ukraine meet the challenges before it?

Synopsis

Ambassador Pifer begins his assessment of Ukraine’s challenges by identifying the four key issues it will have to face this coming year. Firstly, Mr. Pifer argues that a serious problem is the incompatible relations between Ukraine’s president, Viktor Yushchenko, and Ukraine’s prime minister, Yulia Tymoshenko. Mr Pifer identifies the energy situation as a key battle issue between the two. Most seriously, Mr. Pifer believes that such feuding compromises Ukraine’s ability to deal with serious issues such as energy and the economic crisis. In addition, Russia seems to play the two against each other. Therefore, Mr. Pifer argues that the West begin by getting the two to cooperate on key issues. Mr. Pifer also stresses the need for a coordinated US-EU stance and also proposes the possible revival of a US-Ukraine bi-national commission.

An aspect of Ukraine clearly being affected by this feud is Ukraine’s handling of the economy. Mr. Pifer examines how Ukraine was suddenly hit hard by the global financial crisis in October 2008. This was partly caused by a fall in the global demand for steel, one of Ukraine’s key exports, and led to further inflation and investors avoiding the country. Ukraine also received $16 billion from the IMF on the conditions of having almost no budget deficit and fell short of this condition earlier this year leading to a delay in the transfer of funds from the IMF. While some believe in a possible recovery in 2010, Mr. Pifer argues the West can help in several ways. Firstly, it must push Ukraine to continue to follow IMF conditions to receive the vital funding. Mr. Pifer also proposes an international donor conference for Ukraine to receive the additional money it needs but will not receive from the IMF. He argues for the abolition of Ukraine’s “communist” commercial code and the freer sale of land to get the agricultural market flowing.

Another possible crisis point is Ukraine’s energy situation. Mr. Pifer examines Ukraine’s dependence on Russia and how during the January crisis it did not pass any reserve gas onto its Western neighbors, weakening its international reputation. Mr. Pifer does recognize Ukraine’s efforts to lessen its use of natural gas, particularly due to the increase in prices. However, he argues Ukraine is still very vulnerable, and this is not helped by the fact that Ukraine’s own energy agency is nearing bankruptcy as it maintains unsustainably low prices. Therefore, Mr. Pifer believes the first step forward is, although tough, for energy prices to be raised. Then, the West should offer technical assistance to improve the efficiency of Ukraine’s energy system. Finally, Ukraine should seek EU funding to modernize its pipelines.

The final issue Mr. Pifer addresses is Ukraine’s complex foreign policy. Mr. Pifer explains Ukraine’s difficult relationship with Russia is marred by differences over energy, NATO, and Georgia. Mr. Pifer also cites Russia’s resources in Ukraine to stir tension if it wants to weaken the country. Another serious aspect is Ukraine’s uncertain relationship with the EU consisting of support from the Baltic states and reluctance from the Western states such as France and Germany. Mr. Pifer feels it is important for the West not to give up on Ukraine but to push the country to forge a consistent line between president and prime minister. The US should also let Ukraine know how much support it would receive were it to become involved in an economic conflict with Russia.

Mr. Pifer concludes by stating that the US should be clear that this new attempt at resetting relations might not survive a Russian-initiated crisis with Ukraine.

In answering the audience's multitude of questions, a variety of issues were raised. Discussion included key points such as the receptiveness of Ukrainian leaders to international advice or the impact of Ukraine's membership of the World Trade Organization. One issue Mr. Pifer particularly emphasized was his belief that Ukraine should not be part of NATO as long as public opinion stands against it.

Steven Pifer is a visiting fellow at the Brookings Institution and a (non-resident) senior adviser with the Center for Strategic and International Studies. A retired Foreign Service officer, his more than 25 years with the State Department focused on U.S. relations with the former Soviet Union and Europe, as well as on arms control and security issues. His assignments included deputy assistant secretary of state in the Bureau of European and Eurasian Affairs (2001-2004), ambassador to Ukraine (1998-2000), and special assistant to the president and National Security Council senior director for Russia, Ukraine and Eurasia (1996-1997). He also served at the U.S. embassies in Warsaw, Moscow and London, as well as with the U.S. delegation to the Intermediate-Range Nuclear Forces negotiations in Geneva. He holds a B.A. in economics from Stanford University, where he later spent a year as a visiting scholar at Stanford's Institute for International Studies. He is a member of the Council on Foreign Relations.

Latvia is a country that has come through a crisis before; can it do it again? Professor Stranga examines the current crisis in Latvia, a country much evolved over the past 50 years. He focuses on a variety of social, economic, and political factors in assessing how Latvia can move forward.

Synopsis

Prof. Stranga begins by examining what he calls Latvia’s “first great crisis” from 1929-1933. At the time, Latvia was a democracy, a member of the League of Nations, but critically had no security guarantees and was stuck between Nazi Germany and Soviet Russia. Prof. Stranga explains that this crisis was overcome by the dictatorship of Karlis Ulmanis, whose regime lasted from 1934 until the Nazi occupation. Those years were seen as the ‘Golden Years,’ times of economic flourishing and national freedom from occupation. Prof. Stranga reveals this period had long lasting effects on the national psyche of Latvia.

To Prof. Stranga, Latvia is in a very different situation today. He argues that these are times of very limited sovereignty, particularly for his country. Prof. Stranga explains that this is mainly due to Latvia’s dependence on the EU, NATO, and the IMF which provide economic and military security. Prof. Stranga identifies the effects of Karlis Ulmanis’ regime as the perception in Latvia that a ‘strong man’ is needed to guide Latvia out of its current crisis. However, the necessity for Latvia to remain a democracy is made clear by the help it receives from the organizations mentioned above.

Although the help is clearly needed, Prof. Stranga feels that its consequences are often very painful. The IMF’s conditions for essentially saving Latvia’s economy include cutbacks in medical assistance and a reduction of teachers and schools, facets of public life deeply engrained in Latvia’s culture. In addition, Prof. Stranga examines the question of energy security. He looks particularly at Latvia’s absolute dependence on Russia exhibited by the fact that Gazprom’s first foreign office is in Latvia, and the fact that this has perhaps hindered Latvia’s progress.

At the same time, it seems clear that Prof. Stranga sees this crisis also as an opportunity. Firstly, he argues that now is probably the time to not be shy but to look for alternative energy sources such as nuclear energy, something Prof. Stranga further discussed when answering questions. Moreover, Prof. Stranga believes there are too many bureaucratic positions, and the crisis is an opportunity to cut these off and direct funding elsewhere. In addition, he feels the crisis is a chance to reconstruct exports. In particular, Prof. Stranga would like to see Latvia leaning more towards innovation rather than timber or agriculture. Finally, Prof. Stranga addresses Latvia’s issue of an internally divided society, particularly between Latvians and Russian speakers. He analyzes Latvian Russians’ diminishing impact as Russia’s economy falters but also expresses concern at the fact that Russian influence in Latvia seems to be heavily dependent on Russia’s economic state.

Prof. Stranga kindly takes the time to briefly answer a few questions and raises several issues in the process. Prof. Stranga cites Latvia's population reduction as perhaps the "greatest" problem it faces. However, he feels reassured by the help of the friendly states of Scandinavia and other organizations across the world. At the same time, Prof. Stranga explains such organizations are not having an entirely positive impact. In particular, he argues against the "inhuman" approach of solely focusing on cutting back capital of the IMF which he feels is an assault on Latvian life.

About the speaker

Aivars Stranga is professor and chair of the Department of History at the University of Latvia. He is the author of seven monographs and more than 150 scholarly and general publications on Latvian domestic and foreign policy andinternational relations between 1918 and 1940, and Latvian foreign policy from 1991 to 2000. Professor Stranga was a distinguished visiting professor at Stanford in 2003, teaching courses on Baltic History and the History of the Holocaust in the Baltics.

Elizabeth Sherwood-Randall, a senior research scholar at the Freeman Spogli Institute's Center for International Security and Cooperation (CISAC), has been named special assistant to the president and senior director for European affairs at the National Security Council.

Prior to her appointment, Sherwood-Randall served as a founding senior adviser to the Preventive Defense Project (PDP), a Stanford-Harvard initiative that focuses on security problems and threats. She also was an adjunct senior fellow at the Council on Foreign Relations.

"We are delighted that President Obama has asked Liz to advise him on European issues critical to our mutual political, military, and economic security, particularly during these challenging economic times," said Coit D. Blacker, director of the Freeman Spogli Institute and the Olivier Nomellini Professor in International Studies.

This is the second time Sherwood-Randall has served in the executive branch. From 1994 to 1996 during the first Clinton administration, she was deputy assistant secretary of defense for Russia, Ukraine, and Eurasia. In this role, she developed and implemented regional security policy toward the newly independent states of the former Soviet Union, including Russia, Ukraine, the Caucasus, and Central Asia, and also established defense and military relationships. Sherwood-Randall was instrumental in extending NATO's Partnership for Peace program across Eurasia and in building the foundation for cooperation between Russia and NATO in the joint peacekeeping operation in Bosnia. For her work at the Pentagon, she was awarded the Department of Defense Distinguished Service Medal by then-Secretary of Defense William Perry, who now co-directs the PDP at Stanford.

"I am delighted that Liz has been selected for this important job," Perry said. "Her achievements during her tenure at the Pentagon while I was secretary of defense were significant and far-reaching.  I expect in her new role at the National Security Council she will make equally powerful contributions."

From 2007 to 2008, Sherwood-Randall was a member of the Review Panel on Future Directions for Defense Threat Reduction Agency Missions and Capabilities to Combat Weapons of Mass Destruction. In 2008, she served on the National Security Strategy and Policies Expert Working Group that advised the Commission on the Strategic Posture of the United States, which Perry also leads.

Prior to her service in the Department of Defense, Sherwood-Randall was co-founder and associate director of Harvard's Strengthening Democratic Institutions Project. She also has served as chief foreign affairs and defense policy adviser to then Sen. Joseph R. Biden, Jr., and as a guest scholar in foreign policy studies at the Brookings Institution. 

Sherwood-Randall earned a bachelor's degree from Harvard College and a doctorate in international relations from Oxford, where she was a Rhodes Scholar in 1981.

(Excerpt) In 1987, Slobodan Milosevic showed promise as a modern liberator. The former Yugoslav communist apparatchik turned national protagonist rose to power swiftly, enjoyed immense initial support and ultimately retained the authority he achieved with violence, xenophobic propaganda, patronage and misappropriation of the country's wealth as his popularity declined. He ruled as Yugoslavia's constituent republics devolved into separate nations, through four wars and a NATO bombing campaign that pitted his regime against the West. The stirring electoral victory of his opposition and subsequent protests that removed Milosevic on October 5, 2000 came after more than a decade during which the autocrat often seemed unassailable, invulnerable and incorrigible. His fall was hailed inside and outside of Serbia as a decisive moment of revolutionary democratic change.

Few of the players critical in the dramaturgy of the electoral breakthrough of 2000 characterize the ouster of Milosevic as revolutionary today, however. Much of the architecture of the regime's judicial, security and intelligence apparatus remain intact. National chauvinism, distrust of pluralist politics, poor relations with the West, endemic corruption, and economic stagnation persist. It is not always the case that a successful breakthrough also triggers a gradual, evolutionary process of consolidating liberal democracy. Instead, successful cases can degenerate into partially consolidated democracies and sometimes slip back into authoritarian rule.

The intended focus of this study, however, is not democratic consolidation. Nor is it post- conflict stabilization or gradual liberalization. The subject is specifically the set of factors that produce democratic breakthrough (in this case within Serbia), factors that may be quite different from those that contribute to other kinds of democratic change.

The change of Russian foreign policy under President Putin, the war in Georgia, and the recent disputes over Russian gas exports cannot but affect Moscow's relations with the European Union. Looking back at the history of these relations in the 1960s and 1970s will provide the analyst with valuable insights and with recommendations for future European policy.

Dr. Mueller focuses not only on Russia's current relations with the EU but also the historical buildup to the current state of play. He examines the most recent issues straining the EU-Russia relationship and the dependence of the two powers on each other. Dr. Mueller also leads the audience from World War II to the USSR's eventual recognition of the EEC in 1988. 

Synopsis

Dr. Mueller begins by introducing the current status of both the EU and Russia. As it stands, Russia’s population of 142m people is outweighed significantly by the EU’s 500m. In addition, Dr. Mueller reminds the audience that the EU’s economy is 10 times the size of Russia’s. However, the two are important trade partners. To Russia, the EU represents more than 50% of its trade. To the EU, Russia represents its 3rd largest trading partner. However, the EU’s dependence on Russia for energy is crucial. Dr. Mueller explains how various integration efforts have come to very little. The 1997 Partnership and Cooperation Agreement has not been renewed, and the four common spaces approach the EU took to Russia has borne little fruit. Dr. Mueller reveals how relations are further strained by a variety of current issues such as debates over disarmament, democracy in Russia, and Kosovo.

In order to properly understand this, Dr. Mueller returns to the post-World War II period and the formation of the EEC in 1957. While Western European countries saw the EEC as an opportunity to unite and help each other in economic recovery after the war, the USSR perceived it as an economic base for NATO and an organization standing in the way of the USSR becoming Europe’s supreme power. Dr. Mueller describes how the Soviet Union was forced to change such an attitude because of the success of the EEC in raising wages in member states as well as Eastern European countries’ increasing dependence on it as an export partner. In 1962, Khrushchev took a new approach to all-European integration but his offer of formal relations fell through when de Gaulle vetoed the UK’s membership application into the EEC. Such efforts on the part of the USSR fell through once again in 1972 when the EEC was not interested in dealing with Comecon. Under Gorbachev, the USSR finally recognized the EEC in 1988. Dr. Mueller concludes by saying that while it was obvious that USSR did not really endorse Western European integration, it is surprising that the USSR did not see it as an opportunity to counter U.S. influence during the Cold War.

Dr Wolfgang Mueller is a research fellow at the Austrian Academy of Sciences and a lecturer in Russian history and politics at the University of Vienna. His book on Soviet policy in Austria, Die sowjetische Besatzung in Österreich 1945-1955 (Böhlau 2005), was awarded the R.G. Plaschka Prize. Dr Mueller was a visiting scholar at the Freeman Spogli Institute's Forum on Contemporary Europe during the 2008-2009 academic year.

Dr Wolfgang Mueller, PhD in contemporary history and Russian studies (University of Vienna), is a research associate at the Austrian Academy of Sciences. Former professional affiliations include the Montreal Holocaust Memorial Centre, Canada, and the Institute of East European History, University of Vienna. Wolfgang Mueller was a visiting fellow at the Russian Academy of Sciences and a member of OSCE missions to the CIS area. He teaches Russian history and politics at the University of Vienna.

Research interests: Russian and Soviet foreign policy, international relations, the Cold War, European integration. Current research projects: continuities in Russian foreign policy behavior, the USSR/Russia and European integration; the revolutions of 1989.

A new administration means a new opportunity to forge a U.S.-Russian missile defense cooperative in Europe. Getting there won't be easy, but it's not impossible.

What a difference eight years makes. Following the 2000 U.S. presidential election, Russian President Vladimir Putin offered a new disarmament initiative that called for reducing U.S. and Russian strategic nuclear arsenals to 1,500 warheads apiece. Although that statement was basically ignored--at the time, Washington was embroiled in the recount saga--Putin's proposal remained the official Russian position on disarmament in subsequent years.

Fast-forward to this recent president election. Instead of calling for reductions in nuclear weapons in the aftermath of Barack Obama's victory, Russian President Dmitry Medvedev threatened to move short-range ballistic missiles to the Kaliningrad region if Obama proceeds with installing missile defense installations in Poland and the Czech Republic. Thus, he quickly presented Obama with his first major foreign policy test--how to handle the issue of missile defense in Europe, the biggest irritant in U.S.-Russian relations. He also seemed determined to demonstrate that Russia is going to be a difficult and capricious partner for the new U.S. administration.

So far, the Obama team has shown great care in dealing with the thorny issue of missile defense in Europe. During the campaign, they deliberately avoided making any critical statements on the European system to avoid alienating Polish voters in battleground states such as Pennsylvania. And now that the election is over, we're hearing that they're telling the eager Polish government that their general position on missile defense--it should be deployed only "when the technology is proved to be workable"--applies to the European part of the system as well. This isn't good news for missile defense in Europe, since its technology is "workable" only in a narrow sense, if at all.

Of course, this story is far from over. If the Obama administration decides not to deploy interceptors and radar in Europe, it opens itself to a charge of yielding to Russian pressure--especially from Republicans, for whom missile defense is a signature issue. The plan to deploy missile defense in Europe also has supporters in Poland and the Czech Republic; both governments seem to believe that the presence of U.S. personnel on their soil would provide them a security guarantee far stronger than NATO membership. Finally, Russia isn't exactly interested in seeing the issue disappear: The system presents no threat whatsoever, but the controversy allows the Kremlin to score lots of rhetorical points.

Finding a solution that calms the waters and satisfies everyone won't be easy. But it's not impossible either. One thing the new administration must avoid is getting into a discussion with Russia about whether Washington has the right to deploy its military facilities in Poland and the Czech Republic, or whether Russia should have the right to veto such a decision. While a legitimate discussion, we know that it's not going to get us anywhere.

Therefore, we need to take the dispute in a different direction. Instead of arguing about the terms and conditions of missile defense deployment, Washington should accept Moscow's standing offer to use its early warning radars in Armavir and Gabala to build elements of a joint monitoring system. The offer still seems to be on the table, although Russia has been far less enthusiastic about it since the United States made clear that this joint system wouldn't replace the missile defense sites in Poland and the Czech Republic.

The problem with those sites might seem serious, but it can be solved. A year ago, Washington considered delaying the actual deployment of the interceptors until the ballistic missile threat from Iran (or maybe some other country) becomes evident. Moscow seemed interested, but the United States withdrew the offer. It certainly could be revived now. And I believe such a compromise would satisfy missile defense supporters and skeptics alike and also buy the necessary time to make the issue less sensitive politically. History shows us that once controversy dissipates, legitimate questions can be asked about effectiveness and cost--and on these counts, the current U.S. plan for missile defense in Europe fails in any sober, independent assessment.

What would remain then is a joint U.S.-Russian project in which both countries would work together to monitor missile tests and satellite launches. It's hard to think of a better legacy of the current missile defense dispute.

Although Iraq dominates the headlines, the situation in Afghanistan may be more decisive to longterm international security, said Sarah Chayes, who has lived in the country since 2001 after covering the last stand of the Taliban for National Public Radio (NPR).

Chayes, an American who directs Arghand, a cooperative in Kandahar that produces soap from local plants and fruits as an alternative to opium production, spent Wednesday, Nov. 5, at Stanford. During several talks with CISAC faculty, staff, students and donors she discussed regional security, the future of democracy in Afghanistan and the stresses of everyday life in the ancient city of Kandahar, where she lives and where civilians must carry firearms to protect themselves. 

Chayes strongly criticized efforts to negotiate with the Taliban, which has fought a protracted guerilla war against the Afghan government since 2004. The extremist movement ruled the country from 1996 to 2001, when the Northern Alliance and NATO forces removed its leaders from power. "There is no intrinsic support from the population for the Taliban," Chayes said. "The Taliban want all, they understand they won't get all so they are trying to get what they can. Negotiating with the Taliban [offers] zero benefit."

Instead, according to Chayes, Afghanistan needs to experience the "real substance of democracy," not simply elections. It also needs a surge of non-military volunteers trained to mentor leaders working in civil society. "Thirty years of combat undoes a lot of structure" in society, she said. "People get things done as fast as possible because they might be shot in the next 50 seconds."

Chayes is the author of The Punishment of Virtue: Inside Afghanistan after the Taliban. In 2006, she was awarded The Bulletin of the Atomic Scientists' inaugural Ruth Adams Award for her work explaining the impact of U.S. policy on Afghanistan after 9/11. The prize recognizes journalists who translate complex issues of peace and security into everyday language and images. Chayes left NPR in 2002 to help rebuild Afghanistan. Initially, she served as field director for Afghans for Civil Society, a non-profit founded by the brother of Afghan President Hamid Karzai. She founded Arghand in May 2005.

Abstract: In this age of increasing "Global Transparency," commercial satellite imagery has now made it possible for anyone to remotely peer "over the fence" and view what heretofore had been otherwise impossible...clandestine nuclear facilities (most significantly, those capable of producing fissile material suitable for use in nuclear weapons). The synergistic combination of readily available tools: personal computers, the internet, three-dimensional virtual globe visualization applications such as Google Earth, and high resolution commercial satellite imagery has gone beyond what anyone could have imaged just a few years ago. The downside of all this is that those who want to keep their clandestine nuclear facilities and associated activities from being either detected, identified, and/or monitored, are becoming more adept in their use of camouflage, concealment, and deception.

Iran is one such case where it has followed a steep learning curve of adapting to the threat that overhead observation can pose. After repeated dissident group revelations about Iran's clandestine nuclear facilities, together with confirming media broadcast of commercial satellite images of those facilities followed by verification inspections by the International Atomic Energy Agency (IAEA); the government of Iran has become increasingly aware of this threat and gone to greater and greater lengths to try and defeat it. Iran's cover-up tactics have improved with time...from concealed infrastructure and false cover stories (Natanz)...to refurbishment and sanitization of facilities following removal of incriminating equipment (Kalaye Electric and Lashkar Abad), to the wholesale razing of facilities together with the removal of dirt and vegetation to defeat IAEA forensic environmental sampling (Lavizan).

While the international community continues to debate the issue of whether or not Iran's nuclear program is purely peaceful in nature (helping it to stay an "open case"), Iran is defiantly pursuing its goal of fissile material production. Syria, on the other hand (evidently together with North Korea), was also quite aware of the overhead observation threat, taking great pains to conceal its plutonium production reactor at Al-Kibar. Syria disguised the true function of the facility by employing minimal site security (no fences or guard towers), having minimal support infrastructure (with non visible powerlines and only buried water lines), not installing a telltale reactor ventilation stack or cooling tower, hiding the reactor building in a ravine (terrain masking), and finally camouflaging the facility with a false façade to make it appear as a byzantine fortress. Nonetheless, despite all those steps, a leak of ground-level reactor construction and interior photographs, which formed the basis for the subsequent bombing of the facility by Israel, successfully thwarted that effort (the "closed case?"). Rather than confessing the truth about al-Kibar, the Syrian government rushed to remove all traces of the destroyed reactor and supplant it with a new larger footprint building for as yet unknown purposes while continuing to claim it was previously only a disused military warehouse. The IAEA asked d Syria for permission to inspect not only the Al-Kibar site, but reportedly up to three other sites thought to be associated with it. The Syrians refused access to all but the now heavily sanitized Al-Kibar location. We must now all await the IAEA report on the findings of that singular onsite inspection.

Frank Pabian is a Senior Nonproliferation Infrastructure Analyst at Los Alamos National Laboratory who has over 35 years experience in the nuclear nonproliferation field including six years with the Office of Imagery Analysis and 18 years with Lawrence Livermore National Laboratory's "Z" Division.  Frank also served as a Chief Inspector for the IAEA during UN inspections in Iraq from 1996-1998 focusing on "Capable Sites." In December 2002, Frank served as one of the first US nuclear inspectors back in Iraq with UN/IAEA. While at Los Alamos, Frank has developed and presented commercial satellite imagery based briefings on foreign clandestine nuclear facilities to the International Nuclear Suppliers Group, the IAEA, NATO, and the Foreign Ministries of China and India on behalf of the NNSA and STATE.
