Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Ian McEwan was born in Aldershot, England, but spent much of his childhood in the Far East, Germany, and North Africa. He returned to England to attend Sussex University where he received a BA degree in English Literature in 1970. He was the first student of the MA Creative Writing course established at the University of East Anglia by novelists Malcolm Bradbury and Angus Wilson.

McEwan is a Fellow of both the Royal Society of Literature and the Royal Society of Arts, a Fellow of the American Academy of Arts and Sciences, and was awarded the Shakespeare Prize by the Alfred Toepfer Foundation, Hamburg, in 1999. He was awarded a CBE (Commander of the Order of the British Empire) in 2000.

His works, ranging from novels to short-fiction collections to screenplays, have earned him worldwide critical acclaim. His commendations include the Somerset Maugham Award in 1976 for his first collection of short stories First Love, Last Rites; Whitbread Novel Award (1987) and Prix Fémina Etranger (1993) for The Child in Time; and Germany's Shakespeare Prize in 1999. He has been shortlisted for the Booker Prize for Fiction three times, winning the award for Amsterdam in 1998. His novel Atonement received the WH Smith Literary Award (2002), National Book Critics' Circle Fiction Award (2003), Los Angeles Times Prize for Fiction (2003), and the Santiago Prize for the European Novel (2004).

Koreans have developed a sense of nation based on shared blood and ancestry. The Korean nation was "racialized" through a belief in a common prehistoric origin, producing an intense sense of collective oneness. Ethnicity is generally regarded as a cultural phenomenon based on a common language and history, and race understood as a collectivity defined by innate and immutable phenotypic and genotypic characteristics.

But historically, Koreans have not differentiated between the two. Instead, race served as a marker that strengthened ethnic identity, which in turn was instrumental in defining the nation. Koreans thus believe that they all belong to a "unitary nation" (danil minjok), one that is ethnically homogeneous and racially distinctive.

Despite 1,000 years of political, linguistic, and geographic continuity - and contrary to popular belief - this sense of ethnic homogeneity took root only in the early 20th century.

Faced with imperialist encroachments, Koreans developed the notion of a unitary nation to show its autonomy and uniqueness. They stressed the ethnic base, rather than civic elements, in defining the Korean nation.

Shin Chae-ho, a leading nationalist, for instance, presented Korean history as one of the "ethnic nation" (minjoksa) and traced it to the mythical figure Dangun. According to him, the Korean people were descendants of Dangun Joseon, who merged with Buyo of Manchuria to form the Goguryeo people. This original blend, Shin contended, remained the ethnic or racial core of the Korean nation, a nation preserved through defense and warfare against outside forces. The nation was defined as "an organic body formed out of the spirit of a people ... descended through a single pure bloodline" that would last even after losing political sovereignty.

The need to assert the distinctiveness and purity of the Korean nation grew even more important under colonial rule, especially as Japan attempted to assimilate Koreans into their empire as "imperial subjects." The Japanese assimilation policy was based on colonial racism, which claimed that Koreans and Japanese were of common origin but the former always subordinate.

The theory was used to justify colonialist policies to replace Korean cultural traditions with Japanese ones in order to supposedly get rid of all distinctions and achieve equality between Koreans and inlanders. Colonial assimilation policy included changing Korean names into Japanese, exclusive use of Japanese language, school instruction in the Japanese ethical system, and Shinto worship.

Koreans resisted by asserting their unique and great national heritage. Yi Kwang-su, a key figure during colonial rule, claimed that "hyeoltong" (bloodline), "seonggyeok" (personality), and "munhwa" (culture) are three fundamental elements of a nation and that "Koreans are without a doubt a unitary nation (danil han minjok) in blood and culture." Such a view was widely accepted among Koreans: To impugn the natural and unique character of the Korean ethnic nation during colonial rule would have been tantamount to betraying Koreanness in the face of the imperial challenge of an alien ethnic nation. Japanese rule did not erase Koreans' national consciousness but rather reinforced their claim to a truly distinct and homogeneous ethnic identity.

After independence in 1945, and despite peninsular division into North and South, the unity of the Korean ethnic nation or race was largely taken for granted. Neither side disputed the ethnic homogeneity of the Korean nation, spanning thousands of years, based on a single bloodline of the great Han race. Instead, both sides contested for the sole representation of the ethnically homogeneous Korean nation. Even today, Koreans maintain a strong sense of ethnic homogeneity based on shared blood and ancestry, and nationalism continues to function as a key resource in Korean politics and foreign relations.

Ethnic national identity has been a crucial source of pride and inspiration for people during the turbulent years of Korea's transition to modernity that involved colonialism, territorial division, war, and authoritarian politics. It has also enhanced collective consciousness and internal solidarity against external threats and has served Korea's modernization project as an effective resource.

At the same time, such a blood-based ethnic national identity became a totalitarian force in politics, culture, and society. It came to override other competing identities and led to the poverty of modern thought, including liberalism, conservatism, and radicalism. It has hindered cultural and social diversity and tolerance in Korean society.

Ethnic nationalism will remain an important organizing principle of Korean society. We cannot ignore ethnic national identity or treat it as a mere myth or fantasy. But neither can we remain simply content with its current role.

Instead, it should be recognized that ethnic nationalism has become a considerable force in Korean society and politics and that it can be dangerous and oppressive when fused with racism and other essentialist ideologies. Koreans must thus strive to find ways to use ethnic nationalism constructively and mitigate its potential harmful effects.

In particular, Koreans must seriously consider the establishment of a democratic

institution that can contain the repressive, essentialist elements of nationalism.

The principle of bloodline or "jus sanguinis" still defines the notion of Korean nationhood and citizenship, which are often inseparable in the mind of Koreans. In its formative years Koreans developed the ethnic base of nation without a corresponding

attention to the political notion of citizenship.

After colonial rule, neither state paid adequate attention or made any serious effort to develop a more inclusive notion of citizenship. Social institutions that can address issues of discrimination against ethnic non-Koreans (for example, ethnic Chinese known as "hwagyo" in Korea) have been largely overlooked. The Korean nationality law is still based on jus sanguinis and legitimizes, consciously or unconsciously, ethnic discrimination against foreign migrant workers.

In this context, most Koreans have stronger attachment to "ethnic Koreans living in foreign countries" than to "ethnic non-Koreans living in Korea." It is also much easier for a Korean-American who supposedly has "Korean blood" to "recover" Korean citizenship than for an Indonesian migrant worker living in Korea to obtain Korean citizenship. This is true even if the Indonesian worker might be more culturally and linguistically Korean than a Korean-American.

Korea needs to institutionalize a legal system that mitigates unfair practices and discrimination against those who do not supposedly share the Korean blood. Koreans need an institutional framework to promote a democratic national identity that would allow for more diversity and tolerance among the populace, rather than simply appeal to an ethnic consciousness that tends to encourage false uniformity and enforce conformity to it.

They should envision a society in which they can live together, not simply as fellow ethnic Koreans but as equal citizens of a democratic polity. It should be an integral part of democratic consolidation processes that Korea is currently undergoing. Otherwise, it would be hard to expect Korea to become "Asia's hub," which will require the accommodation of cultural and ethnic diversity and flexibility.

Discussion of unification is premature and can even be considered dangerous if unification occurs without such change. As the German unification experience shows, a

shared ethnic identity alone will not be able to prevent North Koreans from becoming "second-class citizens" in a unified Korea. Even worse, because of higher expectations resulting from a shared sense of ethnic unity, a gap between identity (ethnic homogeneity) and practice (second-class citizens) will add more confusion and tension to the unification process.

Thus, it will be a major challenge for Koreans to develop democratic institutions that can treat people living in Korea as equal citizens of a democratic polity. This task will be all the more important and urgent as Korea becomes more democratic, globalizes, and also prepares for national unification.

Roland Hsu is director of research of the Chinese Railroad Workers in North America Project.

Hsu’s research is dedicated to bringing creative and multi-disciplinary thinking to the challenges of international cultural dialogue, and post-conflict peace and reconciliation.  His own research focuses on migration and ethnic identity formation.  His publications combine humanistic and social science methods and materials to answer what displaces peoples, how do societies respond to migration, and what are the experiences of resettlement. 

Currently he is pursuing the subject of displaced peoples, with plans to publish three books.  The three books address ethnicity, migration, and diaspora.  His first book, “Ethnic Europe: Mobility, Identity, and Conflict in a Globalized World” (Stanford University Press, 2010) revealed what it means to lay claim to ethnic difference in the traditional national cultures of Europe.  “Ethnic Europe” combines essays by leading scholars whom Hsu with research partners brought to Stanford.  The book is edited and begins with an essay by Hsu on how we think about ethnicity, and why recognizing ethnicity unsettles social tradition in increasingly globalized Europe.  Hsu continues to foster public questioning of the meaning and use of ethnicity by sponsoring programming on European political and cultural initiatives, and with blog postings on diversity policy and the politics of immigration in such publications as Le Monde Diplomatique.

Hsu’s second book, “Migration and Integration: New Models for Mobility and Coexistence” (University of Vienna Press, 2016) asks what displaces people, and how do migrants return or resettle.  Co-edited with Christoph Reinprecht (University of Vienna) “Migration and Integration” compares international and internal migration in East and South-East Asia, North Africa and Southern Europe, Western and Eastern Europe, and Scandinavia.  Based on Hsu’s design with faculty partners of a series of visiting fellowships, workshops, and an international conference, Hsu and Reinprecht invited scholars from multiple disciplines in the Humanities and Social Sciences to contribute to this volume on the history, politics, and culture of migration and integration in an illuminating East-West comparison.

His third book in this series of studies on displaced peoples is “Global Diaspora: Communities of Mind and Place”, co-edited with Dag Blanck (Uppsala University) from Oxford University Press (in process).  Essays in this book will ask how models of resettled communities and diasporas should be revised to help us understand today’s migrant experience.  Combining thirty historical and contemporary case studies, this book on “Diaspora” to be published in the Oxford University Press Handbook series, will help us rethink what has been the consequence of labeling a migrant community as a diaspora, why contemporary displacements due to war, poverty, and climate change disperse peoples more widely, and how we can understand the emerging experience of real and virtual migrant communities.

A fourth project under consideration in this series will be a web-based, curated and dynamic clearing house of the new thinking from scholars, policy leaders, and non-governmental actors on migration and refugees in national, regional, and trans-national settings.

Hsu developed this interest through his teaching and lecturing at Stanford, the University of Chicago, and European universities, and working with scholars, and policy and civil society leaders who have been invited to co-sponsored programming.  Working with Stanford and international university, government, and NGO partners, the list of co-sponsored conferences, workshops, seminars, and public events includes:

Hsu’s previous research and teaching explored a wide range of historical and cultural ruptures.  At the University of Chicago, Hsu taught courses on literature and the visual arts (including themes of “evil”, “revolution”, and the authorial “other” in world literature).  His dissertation on public monuments, history texts, and the political use of the French Revolution reveals the role of history and revolution in legitimizing modern French regimes.  This research inspires his work on conflict and reconciliation in Europe.

At the University of Idaho, Hsu was Assistant Professor of History, completing research on visual representations of revolution and reception theory in nineteenth-century France, and teaching undergraduate and graduate courses on nineteenth-century European intellectual and political history, world history (ancient through modern), empire, colonial and post-colonial eras, and the French Revolution.

At Stanford, Hsu was awarded a three-year Postdoctoral Teaching Fellowship in the Introduction to Humanities Program.  Serving as a Fellow he conducted research on collective memory, and was inspired by Stanford faculty and students to turn his focus to post-conflict and post-atrocity research.  He has increasingly focused on investigating the history and future of post-conflict studies and models for truth and reconciliation and emancipation, using material and methods from the humanities (history, philosophy, literary criticism, visual arts) and the social sciences (political science, sociology, anthropology.)

Hsu has more than twelve years of administrative leadership experience.  At FSI Hsu teamed with staff and faculty to build the Europe Center from its founding as the European Forum, to its growth into the Forum on Contemporary Europe, and ultimately a research center at Stanford’s Freeman Spogli Institute for International Studies.

Hsu’s contributions to the growth of the Europe Center included building multiple research scholar exchange and fellowships (with new funding) for residencies at the Europe Center.  Hsu also cultivated institutional partnerships with more than six European universities for on-going cooperative programming and scholar exchange.

Currently, Hsu is Director of Research for the Chinese Railroad Workers in North America Project at Stanford University.

Forty students from nine universities across Russia came to Yaroslavl, 150 miles northeast of Moscow, to participate in an arms control exercise led by CISAC director Scott D. Sagan. In a mock U.N. Security Council session, students addressed Iran's nuclear program, to cap off courses they took this year through FSI's Initiative on Distance Learning, funded by Carnegie Corporation of New York.

One day perhaps Marina Agaltsova will join the diplomatic corps at a foreign embassy, or help write policy positions for the Russian government. Coit Blacker hopes that the lessons from her Stanford-sponsored distance-learning course will stick.

Agaltsova was among a group of Russian students brought to the provincial city of Yaroslavl in late May for an academic conference that capped this year's five distance-learning courses offered at nine universities across Russia by the Initiative on Distance Learning at the Freeman Spogli Institute for International Studies.

Through videotaped lectures, web readings and online chat sessions with senior research scholar Kathryn Stoner-Weiss and 14 other Stanford instructors, students in Democracy, Development and Rule of Law explored democratic ideals and practices, studying examples in Latin America, Asia and the former Soviet Union. "The course taught me that there is a black side to the reforms" that followed perestroika in Russia, Agaltsova says. "I learned more about Russian history [in the course] than I had learned in school."

That's the idea, says FSI director Blacker, who wants to re-establish the teaching of critical analysis, lost under decades of Communist rule, in Russian universities. "The social sciences were disemboweled," he says. He wants to develop future generations of diplomats and policy makers whose worldview is shaped "by how they think, not what they're told to think."

This year, to cap off the courses, 40 students came to Yaroslavl to participate in a mock United Nations Security Council session addressing Iran's nuclear program. They traveled from the farthest reaches of the Russian hinterlands, like Amur State University in Blagoveschensk, 4,800 miles from Moscow.

The arms control simulation is a teaching tool developed for the Stanford undergraduate class International Security in a Changing World, taught by Blacker and Scott Sagan, a political science professor and director of the Center for International Security and Cooperation within FSI. Sagan has exported the simulation to several universities in the United States where his former graduate students now teach--UC-Berkeley, Dartmouth, Columbia, Duke--but this was the first one he has conducted overseas.

This year's scenario was the International Atomic Energy Agency's referral of Iran to the U.N. Security Council for failure to fully disclose its nuclear activities. During the simulation, students submitted proposals to their heads of state, played by Blacker, Sagan and Russian faculty members. By the end of the two-day session, delegates had overcome seemingly intractable differences during four intensive sessions led by Stanford third-year law student Matthew Rojansky, acting as U.N. undersecretary-general for legal affairs. The council's resolution gave Iran three months to comply with the IAEA's requests and provided for Iran to obtain nuclear fuel from Russia, with the production and waste disposal to occur on Russian soil under IAEA controls.

After the session closed, students set aside their delegate roles to reflect on what they had learned. Narina Tadevosian, a student from Yakutsk State in far eastern Siberia, said she was surprised at "how strict Russia was" in taking a leading role in the session.

"If only it were so in real life," she added.

A Chinese delegation is visiting Pyongyang to discuss the crisis set off by Kim Jong Il's missile launches. Whether it will exert any real pressure remains unclear. Pantech scholar Scott Snyder comments on the debate.

BEIJING - A message from President Bush to North Korean leader Kim Jong Il will be delivered Monday in Pyongyang -- via two Chinese officials. Beijing now meets quarterly with Mr. Kim, the most contact the unpredictable North has with any outside party. Whether Vice Foreign Minister Wu Dawei and Vice Premier Hui Liangyu will surprise Kim Jong Il and exert real pressure is unclear.

With an international diplomatic effort under way a week after North Korea tested seven missiles, China has proposed informal six-party talks as a way to move the process along.

That is less than the US hoped for from China. But since China insists that it will veto any UN sanctions against the North, the US will accept such talks, according to envoy Christopher Hill.

All told, Beijing would appear key to shaping how the world deals with the defiant Kim. Yet from the moment Kim launched his missiles, China has denied it has clout; it politely insists that the US has the central role.

Since 2003, China has embarked on a historic effort to prop up and aid North Korea -- a state it had the frostiest relations with for more a decade. Now, $2 billion in aid gives Beijing unprecedented access -- something China is reluctant to squander, to "mix aid and diplomacy," as a Chinese scholar here puts it.

"China's influence on North Korea is more than it is willing to admit, but far less than outsiders tend to believe," says a recent report by the Seoul branch of the International Crisis Group.

To outsiders, it appears that a rising China -- running a lifeline of energy and food to its poor comrade - ought to have clout in Korea, as it holds more carrots and sticks than anyone. It seems axiomatic that Beijing can simply apply ancient Chinese wisdom and modern Chinese might to stop Kim's nuclear ambition. Both states are communist, wear green and red uniforms, fought the US together, and share borders and history. China is the only country with easy access, as well as trade and tourism, to the North.

"China does have leverage, but it is afraid it may overplay its hand," says Joseph Cheng, head of the political science department at City University in Hong Kong.

Since Kim Jong Il's July 4 missile shots, voices from Sandy Berger, President Clinton's security adviser, to John Bolton, US ambassador to the UN, have argued that "China is the key" to dealing with North Korean belligerence. It has become nearly a mantra in Washington. Twelve months ago, it was an article of faith in senior White House circles, misplaced or not, that China would deliver a deal with Kim to dismantle his nuclear program. Yet this did not happen.

Instead, with the US preoccupied in Iraq, China embarked on a quiet policy of self-interest: to strengthen North Korea. That policy helps to maintain the North as a "buffer state" between China and South Korea.

China does not want the North to collapse, and for US troops to fill the vacuum and appear on its northeast border. China has hosted Kim, and moved relations away from a bad patch in the 1990s, during the North's epic famine, when China asked for cash payments for food instead of barter.

In the past two years, Chinese officials have told Kim that he can reform his state along socialist lines just as China did. China has indicated it will help with economic aid, while he retains complete political control. To now castigate Kim could wreck that formula, sources say.

In the larger sense, Kim's launch of missiles, most of which could hit long-time nemesis Japan or US bases in East Asia, puts China in the position of choosing between its North Korean comrade and an evolving consensus in the international community. So far, China has tried to please both sides.

"I'm concerned that China isn't recognizing how serious this issue is," says Zhang Liangui, head of foreign studies at the Central Party School in Beijing, in a rare dissent. "China is taking a rigid position. Yet we have long said that if China wants to be viewed as a responsible superpower, it must not be isolated in the international community."

Adding to Beijing's problems is an unresolved ideological struggle in China -- where "neo-orthodox" hard-liners who maintain contact with North Korea want China to support its revolutionary posture. There is also genuine puzzlement in Beijing over how to deal with Kim, whose founder-father, Kim Il Sung, reputedly warned him many times that China would attempt to take over his regime one day.

"I hear often that China is the key, which involves a set of policy steps Beijing can take that will bring about the outcome the allies want," says Russell Leigh Moses of People's University. "But I have yet to see anyone show how if China does X, Pyongyang will do Y."

The White House seems to have abandoned its 2003 optimism that China will harness Kim. China may agree that a nuclear peninsula and a regime that test-fires rockets is not desirable. But it isn't clear on how to force Kim to open his highly controlled state and allow international inspectors to flood in, witness his system of gulags, and bring in potentially subversive material -- all to dismantle a nuclear program he's cherished for decades. The White House seems to understand this.

Scott Snyder of Stanford University argues the US is using the same strategy that it used with China in closing down Kim's accounts in Macau. China was forced to choose between the international regulatory authority, or North Korean money-laundering behavior.

Sunday, Undersecretary of State Nicholas Burns argued on FOX News Sunday that "It's time for China to exert its influence that it does have on North Korea." Also on Sunday programs, US and Japanese officials claimed they might have the votes to support a Japan-backed resolution for sanctions against the North.

The succession struggle for Japan's next prime minister has brought the two opposing schools of Japan's foreign policy into sharper focus. Foreign affairs analyst and Shorenstein APARC Associate Director for Research Daniel C. Sneider writes that the result of the current debate between the ruling party's Realist school and the Nationalist school could point to the future direction of Japan's foreign policy toward its Asian neighbors. The "Assertive Nationalists," represented by the views of candidate Shinzo Abe, value a solid relationship with the U.S., India, and Australia over camaraderie with China and South Korea. He also rejects Chinese pressure against any official visits to the Yasukuni shrine, where some Class A war criminals from World War II are interred. The "Conservative Realists" are represented by Yasuo Fukuda. He advocates integration of the region through economic partnerships that include China and South Korea along with Japan. He also pushes for negotiations with North Korea over their policies on nuclear weapons, while Abe is more hard-line. As China becomes increasingly powerful on the global stage and as North Korea becomes more defiant, Sneider urges that it is in every nation's interest to pay close attention to Japanese politics.

Japanese politics have long been driven by patronage and pork. Prime Minister Junichiro Koizumi has managed to add personality to the mix. Issues, when they mattered at all, were deeply domestic -- the last election, for example, focused on deregulation of the postal savings system.

So it is a bit of a shock to find Japan embroiled in a political struggle with foreign policy topping the agenda. The contest to succeed Koizumi has become a surrogate battleground for a debate over how to repair Japan's tattered relations with its Asian neighbors, China and South Korea.

Put simply, this war of ideas has two schools -- Conservative Realists and Assertive Nationalists.

The Realists fear that Japan has become dangerously isolated from Asia, its influence waning to the benefit of China. Constant tensions with China and South Korea put Japans economic recovery at risk, they worry. The Realists blame Koizumi for his provocative visits to the Yasukuni shrine to Japan's war dead and worry he tilts too far in his embrace of Bush and his policies in places such as Iraq and Iran.

The Nationalists see China as the principal national security threat to Japan. Their priority is to strengthen the alliance with the U.S., even at the cost of ties to Asia. They believe it is crucial to stand up to what is seen as Chinese bullying, symbolized by Beijing demanding that the Yasukuni visits stop as a price for high-level contacts.

This debate harkens back to the Meiji era and Japan's emergence as a great power. But the tortured history that ensued has left a clear legacy -- both camps accept the U.S. alliance as the foundation of Japanese security. The issue now is one of balance and relative independence in the formation of Japanese policy.

Each camp has a champion in the unofficial campaign for the September vote to replace Koizumi as president of the conservative Liberal Democratic Party -- a post that carries with it the premiership. Chief Cabinet Secretary Shinzo Abe, the frontrunner and Koizumi's preferred successor, represents the Nationalists. Yasuo Fukuda, who served as chief cabinet secretary for four years, until 2005, carries the Realist flag into battle.

Abe and Fukuda are cast from almost identical molds. Both are veteran politicians, scions of famous political families, even members of the same faction within the party. Yet they offer remarkably contrasting positions on Japan's diplomatic path in Asia and, less visibly, on how to manage relations with the U.S.

Abe, at age 51, is considered a representative of the younger generation. Like Koizumi, he has personal appeal, at ease on television and able to speak directly and emotively. Abe is the son of a former foreign minister and grandson of former Premier Nobusuke Kishi, a towering figure in post-war conservative politics.

Fukuda, who turns 70 in July, is an old-style Japanese politician, more comfortable working behind closed doors than in front of the TV cameras. "Fukuda is cool, rational, calculating, practical, nonideological and noncommunicative," comments William Breer, a former senior U.S. diplomat in Japan. Fukuda, too, is the son of a major conservative leader, former Premier Takeo Fukuda.

Abe is the front-runner, scoring well in polls and among party members. But Fukuda's star has risen in recent months, tied largely to the rise of tensions with China.

"Fukuda looks more mature, serious and experienced," says Breer. "People want better relations with China, though not at any cost. Fukuda can probably deliver that. Abe may not."

The starkest gap between the two men is over Yasukuni. Fukuda led an effort five years ago to create a secular memorial that would allow a prime minister to honor the war dead while avoiding the issue of the 14 Class A war criminals enshrined at Yasukuni and the unabashed lack of remorse over the war displayed at the shrine's museum.

Fukuda decried the defiant rhetoric in Japan surrounding the shrine, which has become a symbol of defying Chinese pressure. "Discussions in Japan have escalated too far," he said in a speech in late May. "Voices raised here reach China and South Korea, creating a vicious cycle."

Abe, like Koizumi, sees China's interference on Yasukuni as the problem.

"China's diplomacy is high-handed," Abe said recently. "If we permit China to engage in such diplomacy, China will also take a similar attitude on other issues."

But recently Abe pointedly avoided directly answering the question of whether he would continue the shrine visits. That has led some to speculate that Abe may want to find a way out of this cul-de-sac.

The Japanese public, according to recent polls, is evenly divided on the question of whether the next prime minister should visit Yasukuni. They overwhelmingly support the goal of improving relations with Japan's Asian neighbors, but a majority is also sympathetic to Abe's stance against Chinese pressure on Yasukuni.

Beyond Yasukuni, the two men offer contrasting visions of Japan's relationship to Asia and response to growing regional integration.

Fukuda points to the example of the "Fukuda Doctrine," a 1977 initiative by his father that responded to rising anti-Japanese sentiment by declaring that Japan would not become a military power and would try to build relations in the region as an equal partner.

In a series of recent speeches, Fukuda advocated integration of the region through an economic partnership agreement and called on Japan, China, and South Korea to cooperate toward this end. He visited South Korea in March along with former Prime Minister Yasuhiro Nakasone and met with the South Korean president.

Abe, in contrast, echoes the Bush administration in calling for a strategic dialogue with India, Australia, and other democracies in Asia, as well as the U.S., unifying on the basis of common values -- widely interpreted as a thinly disguised attempt to counter China's rise.

They differ on other issues. Abe is a hardliner on North Korea, while Fukuda has pushed for negotiations. Abe puts revision of Japan'a antiwar constitution at the top of his priority list. Fukuda warns about hasty steps that would alarm Japan's neighbors.

When it comes to managing the U.S. alliance, the choice is subtle. Both have strong ties to the Bush administration. Fukuda played a key role in forging the Japanese rapid response to the September 11 attacks, including the decision to send ships to support the war in Afghanistan. Both supported the dispatch of peacekeeping troops to Iraq.

"Fukuda, however, might be a little more honest in evaluating U.S. foreign policies," suggests Breer. "He might not be as pliable as Koizumi."

Abe remains the favorite to win, particularly among LDP members. But Fukuda's fortunes may have been aided by the emergence of Ichiro Ozawa as leader of the main opposition party. Ozawa, a remarkable political operator and former LDP leader, believes in issue-based politics. He visited China this week and met with Hu Jintao, which suits his clear Realist agenda.

Other events could shape the fight. Koizumi has signaled his desire to visit Yasukuni on August 15, the anniversary of Japan'a surrender. Some analysts suggest that could strengthen Fukuda's appeal. Alternately, the North Korean test missile launches could consolidate Abe's bid for power.

Whatever the outcome, this succession fight will likely mark a turning point for Japan. It could slow -- or perhaps accelerate -- the slippage toward Sino-Japanese tensions. And it will mark the re-emergence of a Japan that looks outward. It is time for the rest of the world to pay attention to Japanese politics.

Daniel Cohn-Bendit was born in France and spent his childhood in Paris. He moved to Germany in 1958 but later returned to France to study sociology at the University of Nanterre. It was here in 1968 that he first became known as a spokesperson and student leader during the May Revolution in Paris. He was subsequently expelled from France and he settled in Frankfurt where he was an active member of the Sponti scene which exercised a social revolution in the 1970s. Growing from this scene was the alternative urban magazine "Pflasterstrand", of which Cohn-Bendit served as the editor and publisher. It was here that he began taking part in eco-struggles against nuclear energy and the expansion of the Frankfurt airport. The Sponti movement officially accepted parliamentary democracy in 1984 and Cohn-Bendit joined the German Green Party. In 1989, he became deputy mayor of Frankfurt, in charge of multicultural affairs. Since January of 2002, he has served as co-president of the Greens/Free European Alliance Group in the European Parliament. He is a member of the Committee on Economic and Monetary Affairs and a member of the Committee on Constitutional Affairs. In addition to his political activities, Cohn-Bendit was the host of the "Literaturclub" show for Swiss TV station DRS for 10 years, and he is an author of several books including the most recent, Quand tu seras président, written with Bernard Kouchner and published in April 2004.
