Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

A documentary film festival featuring films speaking to Martin Luther King, Jr.'s vision of the World House


For the 2022 King Holiday, the World House Project will host a free, four-day webinar and virtual film festival, from the evening of January 14 through January 17, 2022. This virtual event will feature over 30 documentaries, musical performances, interviews, and panel discussions that speak to Dr. King's vision of the World House. 

The webinar will consist of daily Zoom meetings with the World House Project director Dr. Clayborne Carson who will speak with guests and webinar registrants on a range of topics, from the history of the civil rights movement to the legacy of Martin Luther King, Jr., and the African American freedom struggles.

The films and performances cover a variety of themes, from the history of the civil rights and anti-apartheid movements to James Baldwin and Martin Luther King's global visions. A full list of featured films and short descriptions will be available shortly.

At the end of 2021 China Evergrande Group—one of China’s biggest property developers—finally defaulted on its bonds. The default didn’t spark a Lehman Moment—as widely prophesied—or any significant market upheaval, but it’s increasingly clear that Evergrande’s problems mark the start of a momentous shift in how China’s economy grows. Over the past 18 months, Beijing has induced a slowdown of the property sector with the goal of better ensuring financial sector stability and the sustainability of property sector growth. However, it has resulted in defaults, restructuring, and consolidation among China’s largest developers, and has implication for local government finance and the pace of economic growth. This talk will discuss the challenges posed by Evergrande’s decline and imminent restructuring, what Beijing is trying to achieve by reining in the property sector, and what risks are involved.

 



Portrait of Dinny McMahonDinny McMahon is the author of “China's Great Wall of Debt: Shadow Banks, Ghost Cities, Massive Loans, and the End of the Chinese Miracle,” a ground up look at the mechanics of China’s political economy, which he wrote while a fellow at the Woodrow Wilson Center for International Scholars. He later moved to MacroPolo, the Paulson Institute’s think tank in Chicago, where he researched China’s efforts to clean up its financial system. Dinny started his career as a financial journalist in China, spending six years in Beijing with The Wall Street Journal, and four years with Dow Jones Newswires in Shanghai, where he also contributed to the Far Eastern Economic Review. Dinny is currently working on a project for the Wilson Center on China’s efforts to reduce its reliance on the US dollar. He also provides independent research on China’s financial system for financial services firms.

Join us  Tuesday, December 7th from 12 PM - 1 PM PST for “Media Choices, Niche Behavior, and Biases in Online Information” featuring Sandra González-Bailón, Associate Professor at the Annenberg School for Communication at University of Pennsylvania. This seminar series is organized by the Cyber Policy Center’s Program on Democracy and the Internet and the William and Flora Hewlett Foundation’s Cyber Initiative.  

The quality of our democracies relies on the quality of the information that citizens consume but we still know very little about how citizens engage with the news “in the wild”. In this talk, I will discuss two papers that examine that question in different settings. The first paper analyzes the media choices of a representative panel of the U.S. population (N ~ 55,000) as they consume TV, web, and YouTube content over a period of 44 months. Less than 10% of the panelists (N ~ 5,300) view and browse news on the three platforms. This small group of news hyper-consumers is formed predominantly by older male users with higher education. We find no evidence of substitution effects in the time these users spend consuming news on each of the three platforms, but consuming news across the media landscape is a choice that only a small and unrepresentative slice of the population makes. These results help us characterize the digital equivalent of the ‘opinion leaders’ first proposed to understand the effects of mass media. The hyper-consumers we identify in our analyses create the elite of opinion leaders that have a disproportionate influence in how news content is selected, circulated, and (ultimately) algorithmically amplified. That this small group is far from representing the population at large is one of the ways in which online information may perpetuate important biases in the salience of some topics over others. The second paper analyzes news sharing in social media during one of the largest protest mobilizations in U.S. history to examine ideological asymmetries in the posting of news content. We extract the list of URLs shared during the mobilization period and we characterize those web sites in terms of their audience reach and the ideological composition of that audience. We also analyze the reliability of the sites in terms of the credibility and transparency of the information they publish. We show that there is no evidence of unreliable sources having any prominent visibility during the protest period, but we do identify asymmetries in the ideological slant of the sources shared, with a clear bias towards right-leaning domains. Our results suggest that online networks are contested spaces where the activism of progressive movements coexists with the narratives of mainstream media, which gain visibility under the same stream of information but whose reporting is not necessarily aligned with the activists’ goals.

Singapore’s typically robust economy and stable hegemonic-party polity today face arguably their most serious challenges in half a century. The hyper-global affluent nation-state is more vulnerable than most to de-globalization trends accelerated by the global pandemic and climate change, increased disallowance of international competition based on tax avoidance and state subsidies for multinationals, and pressures to unwind global supply-chains given the growing prioritization of resilience over efficiency, and rising geopolitical tensions, particularly in U.S.-China relations. These external developments coincide and interact with domestic social pressures over intertwined race, immigration, and inequality concerns that arguably give an edge to the previously weak political opposition. The PAP government’s responses to date include both promises of more “liberal” welfare policies and the enactment of more “authoritarian” restrictions on freedom of expression and association.

Linda Lim is a Singaporean economist who is professor emerita of corporate strategy and international business at the Stephen M. Ross School of Business at the University of Michigan, where she formerly served as director of the Center for Southeast Asian Studies.  She has studied and published extensively on the Singapore economy, edited the SG50 (50th anniversary) volume Singapore's Economic Development: Retrospection and Reflections (2016), and reprinted select articles in the collection, Business, Government and Labor: Essays on Economic Development in Singapore and Southeast Asia (2018), which includes her work on women workers, and on Overseas Chinese business in Southeast Asia.  Linda served from 1998-2016 on the boards of two U.S. public companies with tech manufacturing operations in China, including the sale of one to a Chinese company, and from 2015-2018 directed and taught in custom executive education programs for senior executives of Chinese financial SOEs, on international business, industrial policy and technology development.  In 2019 she co-founded AcademiaSG, a website that champions academic freedom and publishes commentaries by and organizes webinars featuring scholars of Singapore on salient social issues such as race, inequality, international relations, and the environment. At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”

Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces.  Recent writings include The Deer and the Dragon: Southeast Asia and China in the 21st Century (ed., 2020); “‘No Sole Control’ in the South China Sea,” in Asia Policy  (2019); ASEAN @ 50, Southeast Asia @ Risk: What Should Be Done? In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars. 



Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.

A new study co-authored by Stanford Health Policy's Maya Rossin-Slater finds that 71% of New York and New Jersey employers surveyed during COVID-19 said they backed paid family leave — up from nearly 62% in 2019, before the coronavirus outbreak.

What’s more, the research released by the National Bureau of Economic Research as a working paper finds the jump in support was driven by employers that were previously opposed to the policy, and not just neutral about it.

“The big roadblock to passing paid family leave legislation is a concern that small businesses are not supportive and that it would be challenging for them,” Rossin-Slater says. “We find that’s not the case.”

Rossin-Slater, an associate professor of health policy and a senior fellow at the Stanford Institute for Economic Policy Research (SIEPR), also finds that views about paid family leave became more favorable among employers with at least one worker who used it during the pandemic. Both New York and New Jersey offer the benefit under state law. The employers were also subject to a temporary paid family leave provision that was included in a 2020 federal stimulus package but has since expired.

The study comes at a critical moment in the years-long, bipartisan effort to pass a federal law providing workers with partially paid leave to take time off to care for family or their own medical issues. The United States is one of six countries without national paid leave — despite polls showing Americans overwhelmingly want it. A plan to offer four weeks of paid leave is part of President Biden’s proposed Build Back Better Act, which the House of Representatives is expected to vote on soon.

Opponents of current and past efforts to pass federal paid leave legislation say that it would be too costly and burdensome, especially for small employers. Rossin-Slater dented that argument in a separate study earlier this year of the impacts of New York’s paid leave policy on select indicators of profitability. She and her co-authors found that small businesses were not adversely affected by the policy on these measures, and actually reported that it was easier to deal with worker’s absences once the policy was in place.

This latest study will be published in a journal of the American Sociological Association, Socius: Sociological Research for a Dynamic World.

Leave-Taking Led to Higher Support

The findings are not only timely, but they also provide the strongest evidence yet of how COVID has changed employers’ minds about paid family leave, Rossin-Slater says. Since 2016, she and her co-authors — Ann Bartel, Meredith Slopen, and Jane Waldfogel of Columbia University, and Christopher Ruhm of the University of Virginia — have been surveying employers with 10-99 employees in New York, New Jersey, and Pennsylvania to learn about the effects of paid family leave. As part of their annual questionnaire, they have asked firms in New York and New Jersey to share their overall attitudes toward the policy. This is how they were able to reliably gauge in this latest study how small business owners and managers were feeling about paid leave on the eve of the pandemic.

Another advantage of the survey is that it focuses on employers’ experiences with paid family leave during COVID and not, as most other polls have done, only on workers.

Rossin-Slater says that assessing employers’ overall attitudes, in addition to measuring effects on operational issues, provides further evidence as to whether businesses are harmed by paid leave.

“Actual views provide a summary of how businesses think the policy is affecting operations,” she says. “If it was a disaster and really hard for them, they’re probably not going to be very supportive. The opposite is likely if their experience was smooth and not complicated.”

In all, 539 New York and New Jersey businesses that participated in the 2019 survey also responded in 2020, rating their opinions on paid family leave according to a 5-point scale. The researchers analyzed changes in opinions within each firm and controlled for other factors that could have changed over the time period, such as the total number of employees and their characteristics. They found that the share of employers reporting that they were very or somewhat supportive of the policy rose by 9.6 percentage points, from 61.6 percent to 71.2 percent. Meanwhile, the portion of firms that were somewhat or very opposed declined by 8.8 percentage points, to 11.2 percent.

The increase in support was somewhat larger among employers with 50-99 workers, although the rise in favorable opinions was also meaningful among even the smallest employers in the study. The researchers also found that employee use of state paid leave during COVID was associated with more favorable employer views.

“What’s striking,” Rossin-Slater says, “is that during COVID — when it’s become incredibly clear how important it is for workers to be able to take time off work with pay and job protection to care for ill family members or for kids who are out of school — employers became even more supportive of paid family leave.”

Rossin-Slater says that one drawback to the study is its relatively small sample size. Over the years, she and her collaborators have surveyed 4,711 employers. Of the 1,151 that responded to the 2020 survey, 887 were operating. About two-thirds of those still in business answered questions about their attitudes toward leave and whether workers used it during the pandemic.

Even so, shedding any light on what employers think about paid family leave is important, she says.

“As economists, we focus a lot on measurable impacts like productivity or turnover rates, and those are important to quantify,” Rossin-Slater says. “But at the end of the day, whether these policies get passed is ultimately a political question, and people’s attitudes shape the public discourse in this country. Understanding how attitudes change, especially during a pandemic, is insightful for thinking about where this policy is ultimately headed.”

Online social media platforms have brought numerous positive changes, including access to vast amounts of news and information. Yet, those very opportunities have created new challenges—our information ecosystem is now rife with problematic content, ranging from misinformation, conspiracy theories, to hateful and incendiary propaganda. As a social computing researcher, Dr. Mitra’s work introduces computational methods and systems to understand and design defenses against such problematic online content. In this talk, she will focus on two aspects of problematic online information: 1) conspiracy theories and 2) extremist propaganda.

First, leveraging data spanning millions of conspiratorial posts on Reddit, 4chan, and 8chan, Dr. Mitra will present scalable methods to unravel who participates in online conspiratorial discussions, what causes users to join conspiratorial communities and then potentially abandon them. Second, she will dive into a special type of problematic content: extremist hate groups. Merging theories from social movement research with big data analyses, Dr. Mitra will discuss the ecosystem of extremists’ communication and the roles played by them. Finally, she will close by previewing important new opportunities to address some of these problems, including conducting social audits to defend against algorithmically generated misinformation and designing socio-technical interventions to promote meaningful credibility assessment of information.

Tanu Mitra is an Assistant Professor at the University of Washington, Information School, where she leads the Social Computing research group. She and her students study and build large-scale social computing systems to understand and counter problematic information online. Her research spans auditing online systems for misinformation and conspiratorial content, understanding digital misinformation, unraveling narratives of online extremism and hate, and building technology to foster critical thinking online. Her work employs a range of interdisciplinary methods from the fields of human computer interaction, data mining, machine learning, and natural language processing. Dr. Mitra’s work has been supported by grants from the NSF, DoD, Google, Social Science One, and other Foundations. Her research has been recognized through multiple awards and honors, including an NSF-CRII, an early career ONR-YIP, Adamic-Glance Distinguished Young Researcher award and Virginia Tech College of Engineering Outstanding New Assistant Professor award, along with several best paper honorable mention awards. Dr. Mitra received her PhD in Computer Science from Georgia Tech’s School of Interactive Computing and her Masters in Computer Science from Texas A&M University

Following the deaths of George Floyd, Breonna Taylor and Elijah McClain, the effectiveness of policing and police reform have reemerged as a prominent topic of debate both in the United States and in communities around the world. One popular method of police reform is community policing, defined generally as law enforcement systems where officers build and maintain active, reinforcing relationships with local stakeholders, including citizens and community leaders.

The principle underpinning this philosophy is simple; when law enforcement officers create a personal, responsive presence in a community, they are better able to do their job, benefit from citizens’ cooperation, and overall safety improves. But gauging the actual effectiveness of these practices has proven challenging to study in a controlled and rigorous way.

In a first-of-its-kind study led by Graeme Blair (Dept. of Political Science, University of California–Los Angeles), Jeremy Weinstein (Dept. of Political Science, Stanford and FSI Senior Fellow at the Center on Democracy, Development and the Rule of Law) and Fotini Christia (Dept. of Political Science, Massachusetts Institute of Technology), a group of intercollegiate researchers have published new research examining the effectiveness of community policing in the Global South.

To mark the publication of the new findings in the journal Science this week, Blair, Christia and Weinstein spoke to us about what their findings reveal about the usefulness of community policing practices in a global context, and what more needs to be done to implement police reform in diverse systems.



Let’s start by defining what community policing is. Can you give some context on where this style of intervention comes from and why it has become a popular model in so many places?

Weinstein: Community policing is perhaps the most celebrated policing reform in recent decades. The idea is pretty simple in theory: the police should involve regular citizens directly in their work by building channels of dialogue and improving police-citizen collaboration. In practice, community policing takes lots of different forms including frequent beat patrols, decentralized decision-making, community engagement programs, and problem-oriented policing.

After compelling evidence emerged about the efficacy of community policing in Chicago in the 1990s, the approach took off around the United States. By 2015, nearly all U.S. cities identified community policing as a core element of their mission. Increasingly, advocates have promoted the export of community policing to countries in the Global South where issues of insecurity and mistrust in the police are significant. We wanted to figure out whether these practices work in a wholly different context.

There’s a great deal of support for community policing, but not a lot of concrete data on whether it works. What makes this a challenging issue to study?

Christia: Building trust between police and the citizens they are tasked to protect is at the core of community policing. As such, an important challenge lies with identifying the right measures to capture this often-complex police-citizen interaction. This was even more of a pronounced challenge in our study as we conducted six coordinated experiments across a diverse set of sites in the Global South in Brazil, Colombia, Liberia, Pakistan, the Philippines and Uganda.

To make progress in understanding the impacts of community policing, we needed to develop a set of common strategies for the police to implement that made sense in each national context, which we call locally appropriate community policing interventions. We also needed to agree upon a shared research design across countries and to introduce common outcome measures to ensure that we were looking at the impacts of these programs in similar ways. This approach to launching coordinated, multi-site, randomized controlled trials across contexts has been pioneered by the organization that sponsored this work, Evidence in Governance and Politics (EGAP).

Your team partnered with six communities across the Global South in Brazil, Colombia, Liberia, Pakistan, the Philippines and Uganda. Based on your research, what evidence did you find for or against the use of community policing practices?

Blair: We find that community policing doesn’t live up to its promise when implemented in the Global South. Community policing doesn’t build trust between citizens and police, it doesn’t lead to citizens to share the kinds of tips and information with police that might improve police efficiency, and, perhaps not surprisingly then, it does not lead to lower crime. This disappointing result was apparent across all six contexts and for all of the primary outcomes we measured.

Is there an alternative to community policing, or ways to reform these systems, that would make them more efficacious at creating the desired outcomes?

Weinstein: We carefully examined each of the six contexts, including through interviews with the police agencies and the research teams, to make sense of this null result. We identified three primary constraints that may have impeded the implementation of community policing: (a) a lack of prioritization of these new practices by police leadership (b) the rotation to new posts of police officers who had championed the effort and were trained to implement it and (c) limited resources to follow up on the concerns raised by citizens.

The bottom line is that community policing isn’t positioned to deliver increased trust and collaboration in environments with limited incentives and resources to enable police to change their behavior. Our conclusion is that community policing should be seen as an incremental reform that can make a difference in well-resourced police departments with strong incentives to be responsive to citizen concerns. But when those conditions are absent, an incremental approach can’t deliver. More systemic reforms are required.

How does the data from your work fit into broader issues of equity, just representation, and racism that communities across the world continue to grapple with?

Blair: In many ways community policing appears to be the ideal policy for this moment, where so many are demanding that police abuse be reduced while also reducing crime victimization. Community policing is meant to do both, constructing a virtuous cycle between citizen-police cooperation, trust, and crime reduction. Our null results sound a note of caution: it may not be so simple. We observed big barriers to implementing this shift in policing, and barriers that likely affect other incremental policies. To address equity in the way governments enforce the law, we may need more systematic changes to how we organize the police and hold them accountable.

The Asia-Pacific Economic Cooperation (APEC) is a regional economic forum with 21 member economies, including the US, China, and Russia, headquartered in Singapore. As a summer graduate intern at APEC, I worked closely with APEC’s policy unit that oversees and conducts policy research and analysis for publications and reports, which are used as key discussion agendas in ministerial level discussions and conferences. The Policy Support Unit (PSU)’s core areas of work are 1) trade and investment liberalization and facilitation, 2) structural reform, 3) connectivity including supply chain connectivity and global supply chains, 4) economic and financial analysis, and 5) sustainable economic development. During my summer internship, I was able to gain direct experience with almost all of these core areas through conducting quantitative and qualitative research.

As a graduate intern at APEC, I worked closely with APEC’s policy unit that oversees and conducts policy research for publications and reports used in ministerial meetings.

The PSU has been working on a publication that analyzed the impacts of travel restrictions during the pandemic. The report provided evidence and policy recommendations for APEC economies to resume cross-border travel in a safe and equitable way. I was tasked to draft two sections of the report, including a literature review of various multilateral organizations’ initiatives on safe re-opening, and an analysis of the disproportionate impacts of travel restrictions on vulnerable population, especially women. Women were not only experiencing economic impacts from border closures, such as loss of jobs and business closures, but women seeking abortion procedures in countries with restrictive regulations faced significant challenges when cross-border travel was limited to “essential workers.” Such challenges were even more pronounced for lower-income women or women with disabilities who may not be able to access services through other means domestically. 

I also worked on drafting APEC’s flagship publication, APEC in Charts 2021, which resides within APEC’s fourth core area of work, economic and financial analysis. APEC in Charts is an annual publication that provides a visual overview of the region’s economic, trade and investment performance. Using data from international organizations like the World Bank, International Monetary Fund, and the United Nations, I calculated aggregate statistics for the APEC region on the following indicators: trend in trade, tariff liberalization indicators such as free trade agreements, trend in FDI inflows and outflows, COVID-19 vaccination status, and various sustainability indicators such as household food waste and greenhouse gas emissions trends.

Since APEC includes Taiwan and Hong Kong, both of which did not have disaggregated data, the most challenging part of this task was to locate and calculate the information using limited data. While data disaggregation was challenging, I was thankful for all those nights that I stayed up in the first quarter to complete data aggregation for economic analysis assignments for the Global Economy course, INTLPOL 302, which built a foundation for key skills required at APEC.

I also immersed myself in the topic of climate change over the summer. Policy actions on climate change became one of the center of APEC’s agendas to build economic resilience post-COVID. I drafted a section on climate change in APEC’s Regional Trends Analysis (ARTA) report by conducting quantitative and qualitative research on green indicators. Calculating carbon emissions was one challenge, but comparing how much each economy had pledged to reduce emissions and what it would actually take to keep global warming below 2°C was another challenge. 

Climate change was not a topic I was very familiar with from a research standpoint, but I took the opportunity to self-educate through reading various literature, including the most recent publication from the Intergovernmental Panel on Climate Change (IPCC). It was striking that more than 60% of global greenhouse gases were generated by APEC economies. Unless APEC as a region curbs cumulative emissions, the expected repercussions are disastrous. Again, the most vulnerable – including women and girls, migrants, those in poverty, mountain communities and people in urban slums – will experience more severe consequences, and the repercussions are even more pronounced for those in developing nations.

This 11-week internship experience at APEC over the summer was a rewarding one that helped me understand the way multilateral organizations work. I was motivated by working with an organization responsible for shaping economic policies through cooperation to build resilience in the post-COVID world. Plus, I was able to tone up key techniques learned from MIP’s core courses such as STATA and advanced excel skills. Although it was a remote internship, I benefited from learning from my fellow interns and co-researchers on their broad range of expertise and experience. I strongly recommend future MIP students work with APEC over the summer as policy interns!

When President Joe Biden meets with his Chinese counterpart President Xi Jinping next week, they will both want to show the world that the two countries have common and compatible objectives and that cooperation is possible, says Stanford scholar Thomas Fingar.

While there are real differences between the two countries, global threats exist that require joint effort to address, such as nuclear proliferation and the danger of new arms races, said Fingar in an interview with Stanford News Service.

In anticipation of the upcoming summit scheduled for Monday, Fingar discusses what to expect when the two leaders meet and what goals Biden will want to work towards as it fits with his larger objectives for the U.S.

Fingar is a Shorenstein fellow at The Walter H. Shorenstein Asia-Pacific Research Center (APARC), which is part of the Freeman Spogli Institute for International Studies. He is leading a multi-year study, China and the World, that seeks to better understand China’s global engagement.

Fingar returned to Stanford in 2009 after having served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94) and chief of the China Division (1986-89). Between 1975 and 1986 he held several positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Where does diplomacy between the U.S. and China now stand?

Friction between Beijing and Washington did not put an end to diplomatic exchanges, but having markedly different approaches has inhibited the two sides. Simply stated, the United States has sought to work on specific global and bilateral problems to achieve priority objectives such as limiting greenhouse gases and reducing the dangers of unconstrained nuclear, space and cyber competition. China has maintained that “building trust” and improvement of the overall bilateral relationship are prerequisites for progress on specific issues. Developments in the run-up to the summit, such as the joint climate statement in Glasgow, suggest that Beijing has relaxed its preconditions.

How does the summit symbolize a diplomatic reset?

Both symbolically and substantively, the summit will empower lower-level officials in both countries to work on issues within their purview. This is more significant in China, where clear signals from the top are necessary for subordinates to engage, but it will also help to mitigate paralysis on the U.S. side resulting from competing visions of how best to address China-related issues.

What issues will be top of mind for Biden and Xi?

Both will want to diminish exaggerated characterizations of bilateral friction as evidence that we have entered a new Cold War and may be on the verge of conflict, and that cooperation on any issue is impossible. We have very real disagreements, but we also have many common or compatible objectives. Helping domestic and external audiences to understand that things are not nearly as dire as many observers contend will be a priority objective. Beyond that, I think clarifying matters of greatest concern to the other side and establishing mechanisms to address them will be on the agenda.

What areas can they agree on and where can they make progress?

They are likely to find it easier to agree on issues requiring joint effort than on the best way to address issues like nuclear proliferation (Iran and North Korea), new weapons systems and the danger of new arms races (hypersonic glide vehicles, cyber and kinetic threats to nuclear surveillance and command and control systems) and transition to cleaner energy sources.

What areas will spark disagreement and will these issues come up?

I suspect that both leaders will feel compelled to raise all of the high salience concerns in their countries. For Biden, that list includes Xinjiang, Hong Kong, PRC [People’s Republic of China] actions near Taiwan and the rollback of opportunities for Americans in China. Xi will raise U.S. military operations around China’s periphery, arms sales and relations with Taiwan, restrictions on visas for Chinese citizens and Chinese investment in the U.S., among other issues.

What would signal that the meeting was productive?

The fact that it has occurred will be significant because it will open the door to other, hopefully, less contentious exchanges across a broad spectrum of issues. Easing of travel restrictions should be easy to achieve but of more than symbolic importance. I doubt that the meeting is designed to solve any of the difficult issues in our relationship.

What do you think about Biden’s approach to China?

I agree with the President’s focus on his largely domestic “Build Back Better” agenda. Spending the time, effort and political capital necessary to secure approval of measures to address infrastructure, energy, education, childcare, internet access and a host of social justice, pandemic and voter protection issues are, in my opinion, more important than trying to improve relations with China for the sake of improving the relationship. Where working with China is necessary and/or perceived to be possible for achieving other domestic and foreign policy goals, he should do so. I think the fact that this summit is taking place is a sign that he is attempting to do that, but I judge that he is unwilling to jeopardize his ability to achieve higher priority objectives by making concessions to Beijing merely to create the appearance of a better relationship.

Join us on November 16th for “Analyzing Social Media From A User-eye View With PIEGraph” from 12 - 1 PM PT featuring Deen Freelon, associate professor at the UNC Hussman School of Journalism and Media at the University of North Carolina. This session will be moderated by Jeff Hancock, founding director of the Stanford Social Media Lab and is organized by the Cyber Policy Center’s Program on Democracy and the Internet and the William and Flora Hewlett Foundation’s Cyber Initiative. 

Quantitative social media research has traditionally been conducted from what might be called a platform-centric view, wherein researchers sample, collect, and analyzed data based on one or more topic- or user-specific keywords. Such studies have yielded many valuable insights, but they convey little about individual users’ tailored social media environments—what Professor Freelon calls the user-eye view. Studies that investigate social media from a user-eye view tend to be rare because of the expense involved and a limited number of suitable tools. This talk introduces PIEGraph, a novel system for user-eye view research that offers key advantages over existing systems. PIEGraph is lightweight, scalable, open-source, OS-independent, and collects data viewable from mobile and desktop interfaces directly from APIs. The system incorporates an extensible tagging taxonomy that allows for straightforward classification of a wide range of political, social, and cultural phenomena. The presentation will focus on how Professor Freelon’s research team is using PIEGraph to examine users’ potential levels of exposure to high- and low-quality information sources across the ideological spectrum.

Speakers:

Deen Freelon is an associate professor at the UNC Hussman School of Journalism and Media at the University of North Carolina and a principal researcher at the Center for Information, Technology, and Public Life (CITAP). His theoretical interests address how ordinary citizens use social media and other digital communication technologies for political purposes, paying particular attention to how identity characteristics (e.g. race, gender, ideology) influence these uses. Methodologically, he is interested in how computational research techniques can be used to answer some of the most fundamental questions of communication science. Freelon has worked at the forefront of political communication and computational social science for over a decade, coauthoring some of the first communication studies to apply computational methods to social media data. 

Jeff Hancock is the founding director of the Stanford Social Media Lab and is Harry and Norman Chandler Professor of Communication at Stanford University. Professor Hancock and his group work on understanding psychological and interpersonal processes in social media. The team specializes in using computational linguistics and experiments to understand how the words we use can reveal psychological and social dynamics, such as deception and trust, emotional dynamics, intimacy and relationships, and social support. Recently Professor Hancock has begun work on understanding the mental models people have about algorithms in social media, as well as working on the ethical issues associated with computational social science.
