Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Roderick MacFarquhar is the Leroy B. Williams Professor of History and Political Science and formerly Director of the John King Fairbank Center for East Asian Research. His publications include The Hundred Flowers Campaign and the Chinese Intellectuals, The Sino-Soviet Dispute, China under Mao; Sino-American Relations, 1949-1971; The Secret Speeches of Chairman Mao; the final two volumes of the Cambridge History of China (edited with the late John Fairbank); The Politics of China 2nd Ed: The Eras of Mao and Deng; and a trilogy, The Origins of the Cultural Revolution. He was the founding editor of "The China Quarterly, and has been a fellow at Columbia University, the Woodrow Wilson International Center for Scholars, and the Royal Institute for International Affairs. In previous personae, he has been a journalist, a TV commentator, and a Member of Parliament. His most recent, jointly-authored book on the Cultural Revolution entitled Mao's Last Revolution was published by the Belknap Press of Harvard University Press in 2006.

Over the past eight years, Stanford students have contributed to holding war criminals accountable in trials held both inside the United States and abroad.  Learn how research by students can help to change and/or enforce international law, shape historic memory, and contribute to the construction of the rule of law -- bit by bit.  This forum explores student participation in what is called the "Jesuit Massacre." In 2009, the Spanish National Court formally charged former Salvadoran President Alfredo Christiani Burkard and 14 former military officers for their role in the murder of six Spanish Jesuit priests, their Salvadoran housekeeper and her 16 year-old daughter in November 1989. The Court has called these murders crimes against humanity and state terrorism. In November, Political Science Professor Terry Karl, aided by a team of students, presented extensive evidence to the Spanish Court. The students will talk about their work and what it means

Professor Karl has published widely on comparative politics and international relations, with special emphasis on the politics of oil-exporting countries, transitions to democracy, problems of inequality, the global politics of human rights, and the resolution of civil wars. Her works on oil, human rights and democracy include The Paradox of Plenty: Oil Booms and Petro-States (University of California Press, 1998), honored as one of the two best books on Latin America by the Latin American Studies Association, the Bottom of the Barrel: Africa's Oil Boom and the Poor (2004 with Ian Gary), the forthcoming New and Old Oil Wars (with Mary Kaldor and Yahia Said), and the forthcoming Overcoming the Resource Curse (with Joseph Stiglitz, Jeffrey Sachs et al). She has also co-authored Limits of Competition (MIT Press, 1996), winner of the Twelve Stars Environmental Prize from the European Community. Karl has published extensively on comparative democratization, ending civil wars in Central America, and political economy. She has conducted field research throughout Latin America, West Africa and Eastern Europe. Her work has been translated into 15 languages.

Karl has a strong interest in U.S. foreign policy and has prepared expert testimony for the U.S. Congress, the Supreme Court, and the United Nations. She served as an advisor to chief U.N. peace negotiators in El Salvador and Guatemala and monitored elections for the United Nations. She accompanied numerous congressional delegations to Central America, lectured frequently before officials of the Department of State, Defense, and the Agency for International Development, and served as an adviser to the Chairman of the House Sub-Committee on Western Hemisphere Affairs of the United States Congress. Karl appears frequently in national and local media. Her most recent opinion piece was published in 25 countries.

Karl has been an expert witness in major human rights and war crimes trials in the United States that have set important legal precedents, most notably the first jury verdict in U.S. history against military commanders for murder and torture under the doctrine of command responsibility and the first jury verdict in U.S. history finding commanders responsible for "crimes against humanity" under the doctrine of command responsibility. In January 2006, her testimony formed the basis for a landmark victory for human rights on the statute of limitations issue. Her testimonies regarding political asylum have been presented to the U.S. Supreme Court and U.S. Circuit courts. She has written over 250 affidavits for political asylum, and she has prepared testimony for the U.S. Attorney General on the extension of temporary protected status for Salvadorans in the United States and the conditions of unaccompanied minors in U.S. custody. As a result of her human rights work, she received the Doctor of Humane Letters, honoris causa from the University of San Francisco in 2005.

Professor Karl has been recognized for "exceptional teaching throughout her career," resulting in her appointment as the William R. and Gretchen Kimball University Fellowship. She has also won the Dean's Award for Excellence in Teaching (1989), the Allan V. Cox Medal for Faculty Excellence Fostering Undergraduate Research (1994), and the Walter J. Gores Award for Excellence in Graduate and Undergraduate Teaching (1997), the University's highest academic prize. Karl served as director of Stanford's Center for Latin American Studies from 1990-2001, was praised by the president of Stanford for elevating the Center for Latin American Studies to "unprecedented levels of intelligent, dynamic, cross-disciplinary activity and public service in literature, arts, social sciences, and professions." In 1997 she was awarded the Rio Branco Prize by the President of Brazil, Fernando Henrique Cardoso, in recognition for her service in fostering academic relations between the United States and Latin America.

Tracy Quek from the U.S. Bureau at The Straits Times Singapore Newspaper discusses the "Divided Memories and Reconciliation Project," a three-year project to examine how the main players in North-east Asia - China, Japan, South Korea and Taiwan - along with the United States, form their views of the past, or what the scholars call "historical memories."

In April 2005, fierce anti-Japanese protests broke out in China.

Triggered in part by Japan's approval of newly revised history textbooks which glossed over the Japanese wartime abuses of six decades ago, the demonstrations were the most provocative upsurge of anti-Japanese unrest China had seen in years.

It was not the first time problems of the historical sort had sparked trouble between the neighbours in North-East Asia.

But researchers at Stanford University's Walter H. Shorenstein Asia-Pacific Research Centre hope that their work will damp down future outbursts and open a path to lasting reconciliation.

Led by director Gi-Wook Shin and co-director Daniel C. Sneider, researchers are completing an ambitious three-year project to examine how the main players in North-east Asia - China, Japan, South Korea and Taiwan - along with the United States, form their views of the past, or what the scholars call "historical memories."

Entitled Divided Memories and Reconciliation, the project began in 2007 and is divided into three phases. The first stage involves comparing how shared historical events are depicted in history textbooks of the five societies, as history education plays a crucial role in shaping citizens' perspectives on the past.

The second stage, which began last year, looks at the treatment of the 1931-1951 wartime period in the films of China, Japan, South Korea, Taiwan and the US.

In the third phase, researchers will survey elite opinion makers in China, Japan, South Korea and the US for their views on historical issues.

The study, said Mr Sneider, stems from the understanding that unresolved historical issues are drivers of regional tension, and continue to bedevil relations to this day.

"The past is very much part of the present. Unresolved problems of the past feed mistrust and suspicion," he told The Sunday Times. "History issues also feed rising nationalism that can undermine government efforts to repair damaged relations."

Despite growing economic and cultural ties, wounds inflicted in the time of war and colonialism still fuel anti-Japanese sentiment in China and South Korea. The outcome of China's civil war resonates today in tension between the mainland and Taiwan.

The goal was not to forge a common historical account for the region or reach a consensus on specific events, said Mr Sneider. He noted that such attempts by historians and government committees have had limited success.

Stanford University historian Peter Duus explained: "Writing a common history is not feasible politically because the teaching of history in East Asian countries is tied to building and strengthening national identity."

Instead, Stanford researchers felt it was more fruitful to "try to recognise and understand how each society has developed its own distinctive memory of the past, and how that has affected its national identity and relations with others", commented Prof Shin.

Prof Duus and Prof Shin were writing in separate chapters included in a soon-to-be-published edited volume on the textbook study. Parts of the book were seen by The Sunday Times.

To facilitate the textbook study, researchers translated into English the most widely circulated high school history textbooks used in China, Japan, Taiwan, South Korea and the U.S.

Focusing on the period from the beginning of the Sino-Japanese war in 1931 until the formal end of the Pacific War with the San Francisco Peace Treaty in 1951, the researchers selected eight historical issues for translation.

These included the Japanese capture and occupation of Nanjing, China in 1937 and the atomic bombing of Japan in 1945.

Researchers included the US in the textbook study because of its participation in the Pacific War, as well as its role in shaping post-war dynamics in the region.

Looking at the translated textbook excerpts side by side would allow people to compare how historical memory is shaped in the different school systems for the first time, said Mr. Sneider.

The team then brought together historians and textbook writers, including those from Japan and China, in a conference in February last year to analyse the treatment of history in thetextbooks, and their impact on regional relations.

The experts found that the region's history texts were far from objective.

"Textbooks have been written specifically to promote a sense of national identity, and the politics of nationalism invariably affects their writing," wrote Professor Shin.

Both Taiwan and mainland China textbooks, for example, play up the victory over colonialism and imperialism. But while "both agree the defeat of the Japanese army ended a century of humiliation and established China as an international power, the path to victory is described differently and so is the outcome," Professor Duus commented.

The deepest disagreements between the mainland and Taiwanese textbooks are about the nature and effectiveness of Chinese resistance to the Japanese. The Chinese texts played down the role of the Kuomintang, while the Taiwanese texts make scant mention of the Chinese Communist Party's guerilla bases.

Compared with the Taiwanese textbooks, the Chinese texts dwelled on the brutality of the Japanese military in more graphic detail.

American textbooks, in general, were better than the Asian textbooks at encouraging critical thought. "You have a debate over the decision to drop the atomic bomb on Japan, or discussions of the events that led to Pearl Harbour, for example," Mr Sneider noted.

In contrast with Chinese and US textbooks, the tone in Japanese textbooks is "muted, neutral, bland", Prof Duus wrote. While they make no effort to conceal the brutality of Japanese forces towards occupied peoples, they do not give students much of an analytical construct to understand events, observed Mr. Sneider.

What the study made obvious was that the problem was not just with the Japanese historytextbooks, even though they have received most of the criticism. Experts point out that the textbooks which whitewashed wartime abuses are used in less than 2 per cent of Japanese schools.

"This is a problem for everybody," said Mr Sneider. "We are all participants in creating a divided, and to some degree, implicitly distorted understanding of the past."

The edited volume on the textbook study - which includes discussions from the February 2008 conference, and translated textbook excerpts - will be out next year. A teaching supplement based on the textbook study has been prepared for use by high school teachers in the US.

Mr Sneider said researchers hoped their work would show that "we need to take a dispassionate, comparative approach to history that recognises there is no single historical truth that everybody has to subscribe to".

He added: "There is room for discussion which can hopefully lead to reconciliation."

One Alliance, Two Lenses examines U.S.-Korea relations in a short but dramatic period (1992-2003) that witnessed the end of the Cold War, South Korea's full democratization, inter-Korean engagement, two nuclear crises, and the start of the U.S. war on terror. These events have led to a new era of challenges and opportunities for U.S.-South Korea (ROK) relations.

A new moral, ethical, and legal framework is needed for international human rights law. Never in human history has there been such an elaborate international system for human rights, yet from massive disasters, such as the Darfur genocide, to everyday tragedies, such as female genital mutilation, human rights abuses continue at an alarming rate. As the world population increases and global trade brings new wealth as well as new problems, international law can and should respond better to those who live in fear of violence, neglect, or harm.

Modern critiques global human rights fall into three categories: sovereignty, culture, and civil society. These are not new problems, but have long been debated as part of the legal philosophical tradition. Taking lessons from tradition and recasting them in contemporary light, Helen Stacy proposes new approaches to fill the gaps in current approaches: relational sovereignty, reciprocal adjudication, and regional human rights. She forcefully argues that law and courts must play a vital role in forging a better human rights vision in the future.

On December 18, tobacco control was the theme of the 2009 Kunming Health and Development Conference, co-convened by the Yunnan Health and Development Research Association, Pioneers for Health, and ThinkTank Research Center for Health Development. “Pioneers for Health” is a health policy non-governmental organization (NGO) founded in China a year ago with help from AHPP faculty affiliate Matthew Kohrman, Associate Professor of Anthropology. Pioneers for Health also received the good news that Tobacco-Free Kids/Bloomberg Initiative to Reduce Tobacco Use has renewed it for another two-year grant to cover all operational and health advocacy costs.

More than sixty specialists and academicians from the fields of medicine, economy and sociology convened in Kunming (YunnanProvince) on December 18 for the 2009 Kunming Health and Development Conference, jointly hosted by the Yunnan Health and Development Research Association, Pioneers for Health, and ThinkTank Research Center for Health Development. The theme of the conference was "Tobacco Control for the Creation of a Healthy Lifestyle".  The conference was divided into three parts. For the first part a short film was shown. Titled "Tobacco: From Global Epidemic to Global Control", the film detailed the history of the global tobacco epidemic and its development up to the current day. It looked at the background and significance of the Framework Convention on Tobacco Control. The specialists and academicians present all agreed that a global consensus has been reached regarding the need for tobacco control. As a signatory of the FCTC and as a large nation, China is now responsible for carrying out a huge task. Tobacco control in Yunnan Province will be especially arduous. The second part -- Tobacco Control in Yunnan; Taking the First Step -- focused on the tobacco control effort in Yunnan Province. Topics for discussion included an analysis of ideas and methods to prevent youth from smoking. In the third part -- The Challenges and Opportunities for Tobacco Control in Yunnan Province; a Multi-disciplinary Perspective -- economists, sociologists and health experts engaged in a discussion of issues regarding tobacco control. During the discussion the participants stressed that tobacco control concerns not only public health, but also community development, the domestic economy, the people's livelihood, and the government's image. The most popular topics in this segment were "Tobacco and the Economy", "Tobacco and Health", and "The Influence of Popular Culture on the Behavior of Smoking". A multi-disciplinary approach was used when delving into the issues surrounding tobacco control.

Combating militant violence-particularly within South Asia and the Middle East-stands at the top of the international security agenda. Despite the extensive literature on the determinants of political attitudes, little is known about who supports militant organizations and why. To address this gap we conducted a 6000-person, nationally-representative survey of Pakistanis that measures affect towards four important militant organizations. We apply a novel measurement strategy to mitigate social desirability bias and item non-response, which plagued previous surveys due to the sensitive nature of militancy. Our study reveals key patterns of support for militancy. First, Pakistanis exhibit negative affect toward all four militant organizations, with those from areas where groups have been most active disliking them the most. Second, personal religiosity does not predict support, although views about what constitutes jihad do. Third, wealthy Pakistanis and those who support core democratic rights are more supportive of militant organizations than others. Longstanding arguments tying support for violent political organizations to individuals' economic prospects or attitudes towards democracy-and the subsequent policy recommendations-may require substantial revision.

Jacob N. Shapiro is Assistant Professor of Politics and International Affairs at Princeton University. His primary research interests are the organizational aspects of terrorism, insurgency, and security policy. Shapiro’s ongoing projects study the causes of support for militancy in Islamic countries and the relationship between aid and political violence. His research has been published in International Security, International Studies Quarterly, Foreign Policy, Military Operations Research, and a number of edited volumes. Shapiro co-directs the Empirical Studies of Conflict Project. He is a member of the editorial board of World Politics, is a former Harmony Fellow at the Combating Terrorism Center at the United States Military Academy, and served in the U.S. Navy and Naval Reserve. Jon Krosnick received a B.A. degree in psychology from Harvard University and M.A. and Ph.D. degrees in social psychology from the University of Michigan.

Prior to joining the Stanford faculty in 2004, Dr. Krosnick was professor of psychology and political science at Ohio State University, where he was a member of the OSU Political Psychology Program and co-directed the OSU Summer Institute in Political Psychology.

He has taught courses on survey methodology around the world at universities, for corporations, and for government agencies, including at IBM, Pfizer, the National Opinion Research Center, RTI International, the White House Office of Management and Budget, Total Research Corporation, the American Society of Trial Consultants, the National Science Foundation, the U.S. General Accounting Office, the Office for National Statistics, London, UK, the London School of Economics and Political Science, the University of Amsterdam, the University of Johannesburg, the Australian Market and Social Research Society's Professional Development Program, and ZUMA (in Mannheim, Germany). He has provided expert testimony in court and has served as an on-air election-night television commentator.

More than six decades after the end of World War II, the Japanese government has yet to release an estimated ¥200 billion worth of unpaid wages owed to Korean forced laborers who were brought to wartime Japan. Nor has the government disbursed an additional ¥200 billion worth of financial benefits owed to Korean and Taiwanese military servicemen. During the Allied Occupation of Japan, American authorities directed Japanese officials to compensate these Asian victims of the war effort, setting up a custody account for labor conscripts in 1946 and a foreign creditor's account for military conscripts in 1949. However, the outbreak of the Korean War destroyed any chance of monetary compensation, as the U.S. preoccupation over the new cold-war conflict effectively froze up bank accounts relating to Japan's former colonial subjects. Clarifying the historical record of American involvement in this unresolved issue of war compensation can contribute towards resurrecting efforts to reach regional reconciliation between Japan and its neighbors in Northeast Asia.

Matthew Augustine is the 2009-2010 Northeast Asia History Fellow at Shorenstein APARC, Stanford University. He received his Ph.D. from the History Department at Columbia University and his B.A. from the Politics Department at Princeton University. His research interests include military occupations, especially the U.S. occupations in Japan, Korea, and Okinawa after World War II; transnational migrations and border controls; Japan's colonial empire in the Asia-Pacific; and the history and politics of war reparations in Northeast Asia.

After two years of research at the University of Tokyo, Dr. Matt Augustine recently received his Ph.D. in History from Columbia University. Augustine also received a M.A. in History from Columbia and received a B.A. from the Politics Department at Princeton University. He specializes in the history of modern Japan and Korea.

Augustine’s research focuses on international and comparative history of military occupations, especially U.S. occupations in Japan, Korea, and Okinawa; Japan’s colonial empire in the Asia-Pacific; and the history of race, migration, and border controls.

He recently published an article that explores the interaction between the cross-border smuggling and reversion movement with Japan as acts of resistance by Okinawans against U.S. military rule in the Ryukyu Islands after World War II. Augustine’s dissertation, “Crossing from Empire to Nation: Repatriation, Illegal Immigration, and the Allied Occupation of Japan, 1945-1952,” examines the relationship between migration and border controls, as well as the redefinition of nationality and ethnicity in post-imperial Japan.

While at Shorenstein APARC, Augustine will research and write on the history of war reparations that continue to affect relations between Japan and its neighbors in Northeast Asia. He will also teach a course that covers such issues as war, empire, postcolonialism, and U.S. military occupations in the region.
