Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

The University of Tokyo, the National University of Singapore, and numerous other Asian higher education institutions appear in the annual worldwide rankings of top universities.

Education, so closely linked to economics, is an increasingly global competition in the digital information age. Many Asian policymakers are now pushing for higher education reform—and not merely as a matter of academic prestige. They believe strong, innovative higher education systems will pave the way for their countries’ future economic and political strength.

Looking comparatively at situations across Asia and in the United States, the Stanford Kyoto Trans-Asian Dialogue considered possible solutions to the challenges of reforming higher education today. This annual event, the fourth since Shorenstein APARC established the Dialogue series in 2009, took place September 6 and 7 in Kyoto. It concluded with a public symposium and reception at the Kyoto International Community House.

In an interview before the event, Gi-Wook Shin, director of Shorenstein APARC, spoke about the mission and history of the Stanford Kyoto Trans-Asian Dialogue, and about the significance of this year’s theme.

From where did the idea for the Dialogue originate, and what makes Kyoto an ideal location for the event?

The Dialogue is dedicated to establishing ongoing policy-oriented conversations between the countries of the Asia-Pacific region. For several years, my Shorenstein APARC colleagues and I envisioned having an annual forum in Asia where scholars and practitioners from the United States and Asia could come together. The Stanford Kyoto Trans-Asian Dialogue, established in 2009, represents that vision.

Forums on Asia-Pacific regional issues have historically taken place in the United States, but seldom actually in Asia. The Dialogue is about engaging and learning from multiple perspectives—it is not a one-way conversation. Each year, we identify an issue of major significance to the entire Asia-Pacific region, including such themes as: energy and the environment; regional political structures; and demographic change.

Kyoto, the home of the Stanford Japan Center (SJC), offers the perfect setting. Stanford and Kyoto have enjoyed a close relationship since SJC was founded in 1989, and Kyoto is both a beautiful and an international city.

Who are some of the experts who will be participating this year, and why will the issue of reforming higher education become increasingly important in the coming decades?

One of the Stanford Kyoto Trans-Asian Dialogue’s strongest features is the participation of both academics and practitioners in the conversation. We exchange views with one another, but we also seek to make a positive policy impact in our respective countries.

This year, we have several top-level academic administrators involved in the Dialogue, including current or former university presidents, vice presidents, and provosts. We also have officials who are involved in government-level higher education reform. These are some of the key people who are helping to shape the future of higher education in the United States and Asia.

Reforming higher education has become a major issue in many countries in Asia, especially Singapore, Hong Kong, South Korea, and Japan. This is related in part to global economic competition, and also to academic prestige. These countries often look to American colleges for a model, but there are many lessons to be found within Asia itself. The Asia-Pacific region abounds with higher education institutions, from those that are only a few decades old to those that are a century or older.

How does the Dialogue help Shorenstein APARC stay connected with its friends and alumni in Asia? 

Former visiting scholars and fellows to Shorenstein APARC take part each year in the Stanford Kyoto Trans-Asian Dialogue. Some of our donors even attend. We are fortunate to have a large network of alumni and friends throughout Asia, including scholars, researchers, government officials, business executives, non-profit leaders, lawyers, and journalists.

We conclude each Dialogue with a public symposium and reception at the Kyoto International Community House, which a number of our Corporate Affiliates Program alumni always attend. This year, in conjunction with the Dialogue, we are also holding a reception in Tokyo. We are looking forward to reconnecting with a large number of our Shorenstein APARC friends and alumni living in Japan.

From Shanghai to São Paulo, people around the world are living longer than ever, challenging long-held ideas about retirement and well-established national retirement systems. Stanford health economists Karen Eggleston and Victor R. Fuchs offer an innovative view of the global aging phenomenon in an article published recently in the Journal of Economic Perspectives.

Drawing on a century of demographic data from 17 countries, Eggleston and Fuchs show that the share of increases in life expectancy realized after age 65 was only about 20 percent at the beginning of the 20th century but close to 80 percent by the dawn of the 21st century. Expected lifetime labor force participation as a percent of life expectancy is now declining. Eggleston and Fuchs share four interrelated responses to the economic and social challenges posed by this “new demographic transition:”

  • Increase the retirement age.
  • Encourage savings.
  • Strengthen education.
  • Emphasize healthy lifestyles early to ensure productivity in old age.

Eggleston is director of the Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center. Fuchs is Henry J. Kaiser, Jr., Professor Emeritus, in Stanford’s Department of Economics and Department of Health Research and Policy, and a senior fellow at FSI and SIEPR.

Of the four policy responses the article proposes, is one especially critical?

Fuchs: The most important solution in terms of its potential impact would be people changing their attitudes toward retirement. This would mean people postponing retirement and saving more during their working years. If you work five years longer, for example, you would have greater savings and a shorter period of time when you would need the money.

Eggleston:
We tend to think of the solutions as being interrelated. To address this longstanding and inevitable global demographic transition, organizations and policy structures need to support changes in individual behavior. In the case of the retirement age in the United States and European countries, policymakers need to change the many incentives that encourage people to retire younger.

What do you most hope policymakers will take away from the article?

Fuchs: We hope they will recognize the absolute need for individuals and organizations to plan for later retirement.

What are the special challenges faced by China and India, the world’s largest populations?

Eggleston: Longer lives in China and India contribute to improved human development, yet population aging also brings special challenges. China’s population is aging more rapidly than India’s and both countries need to invest more in the education and health of their young people, especially in poor rural areas.

In India, nutrition and education will help to reap a one-time boost to economic growth if the large cohorts of the working age population can be productively employed, while building a foundation for sustained improvement of living standards. China’s youth need to be as productive as possible to support the elderly while continuing to improve the national living standard.

The coming decade will be crucial in China, as the country transitions into a new economic phase and expands its fledging social protection system. The goal should be to ameliorate disparities and protect the vulnerable, while maintaining a financially sustainable and culturally appropriate balance of government and family responsibility for old-age support.

Why are transfers from younger to older generations generous in some societies and not in others? For example, people in northeast Japan tend to provide better nursing care to their aged parents and invest more in their children's education than those in the southwest. Communities in the northeast tend to be small and isolated compared to those in the southwest. This paper argues that differences in intergenerational dependence are due to demographic variation in community networks. This analysis of sustainability of intergenerational transfers posits a game theoretical model of overlapping generations in which breadwinners make transfers to their parents and children. A novel feature of the model is that there is a local community that may supply information about its members' past behaviors. I demonstrate that an efficient level of intergenerational transfers can be sustained if neighbors "gossip" about each other. As an implication, my theory suggests that individuals in a close-knit community prefer lower levels of social protection. Empirical results from Japan support this argument: Individuals who interact with their neighbors tend to provide better nursing care to their aged parents, spend more on their children’s education, and demand less from the government than those who do not interact with their neighbors.

Adi Greif is a Ph.D. candidate in Political Science at Yale University and a pre-doc at CDDRL from 2013-2015. Her dissertation, "The Long-Term Impact of Colonization on Gender", investigates why gender equality varies by former colonizer (French or British) in the Middle East and globally. It uses cross-national statistics, a regression discontinuity across the former colonial border in Cameroon, and interviews from Egypt and Jordan. Her research abroad was supported by a Macmillan Dissertation Fellowship.

Adi's research interests are colonialism, international alliances, state formation and comparative gender policies with focus on the Middle East and sub-Saharan Africa. She has lived in Egypt, Jordan, and Morocco, and visited Tunisia, the United Arab Emirates, and Turkey. Adi holds an M.A. in Political Science from (Yale University) and a B.A with honors in Political Science and a minor in Math (Stanford University). Before coming to Yale, she worked at the United States Institute of Peace in Washington, D.C. through the Tom Ford Fellowship in Philanthropy.

Education has provided the critical foundation for Asia’s rapid economic growth. However, in an increasingly globalized and digital world, higher education faces an array of new challenges. While the current strengths and weaknesses of educational systems across Asia differ considerably, they share many of the same fundamental challenges and dilemmas.

The fourth annual Stanford Kyoto Trans-Asian Dialogue examined challenges and opportunities in reforming higher education in Asia. At its core, the challenge facing every country is how to cultivate relatively immobile assets—national populations—to capture increasingly mobile jobs with transforming skill requirements. This raises fundamental questions about skills needed for fast-paced change, domestic inequality, the role of government, and choices of resource allocations.

Scholars and top-level administrators from Stanford University and universities across Asia, as well as policymakers, journalists, and business professionals, met in Kyoto on September 6 and 7, 2012, to discuss questions that address vital themes related to Asia’s higher education systems. These included:

  • Can higher education meet the challenges of economic transformations?
    As skill requirements change with the increasing use of IT tools that enable manufacturing and service tasks to be broken apart and moved around, how can higher education systems cope? How can education systems address the increasing need for global coordination across languages and cultures? How can countries deal with demographic challenges, with developed countries facing overcapacity and developing countries with younger populations facing an undercapacity of educational resources?
  • How are higher education systems globalizing?
    What are the strategies for the globalization of higher education itself? How are universities positioning themselves to attract top talent from around the world, and what are their relative successes in achieving this? What are the considerations when building university campuses abroad? Conversely, what are the issues surrounding allowing foreign universities to build within one’s own country?
  • How can higher education play a greater role in innovation?
    What is the interplay between private and public institutions and research funding across countries, and what are the opportunities and constraints facing each? What is the role of national champion research initiatives? For developed East Asian countries, a focus on producing engineers raised the economic base, but many are discovering that they are still not at the leading edge of innovation. What are ways to address this dilemma? For developing countries, the challenge is how to improve basic education from the level of training basic factory workers to creating knowledge workers. How might this be accomplished? Is there room for a liberal arts college model?
  • What are the challenges and opportunities in reforming higher education?
    What are effective ways of overcoming organizational inertia, policy impediments, and political processes that hinder reform? What are the debates and issues surrounding ownership, governance, and financing of higher education?

The Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) established the Stanford Kyoto Trans-Asian Dialogue in 2009 to facilitate conversation about current Asia-Pacific issues with far-reaching global implications. Scholars from Stanford University and various Asian countries start each session of the two-day event with stimulating, brief presentations, which are followed by engaging, off-the-record discussion. Each Dialogue closes with a public symposium and reception, and a final report is published on the Shorenstein APARC website.

Previous Dialogues have brought together a diverse range of experts and opinion leaders from Japan, South Korea, China, Vietnam, Thailand, Indonesia, Singapore, India, Australia, and the United States. Participants have explored issues such as the global environmental and economic impacts of energy usage in Asia and the United States; the question of building an East Asian regional organization; and addressing the dramatic demographic shift that is taking place in Asia.

Ramesh Srinivasan, Associate Professor at UCLA in Design and Media/Information Studies, studies and participates in projects focused on how new media technologies impact political revolutions, economic development and poverty reduction, and the future of cultural heritage. He has worked with bloggers, pragmatically studying their strengths and limitations, who were involved in recent revolutions in Egypt and Kyrgyzstan, as discussed in a recent NPR interview. He has also collaborated with non-literate tribal populations in India to study how literacy emerges through uses of technology, and traditional Native American communities to study how non-Western understandings of the world can introduce new ways of looking at the future of the internet. His work has impacted contemporary understandings of media studies, anthropology and sociology, design, and economic and political development studies.

Greg Distelhorst is a Ph.D. candidate in the MIT Department of Political Science and a predoctoral fellow at Stanford University's Center on Democracy, Development, and the Rule of Law. His dissertation addresses public accountability under authoritarian rule, focusing on official responsiveness and citizen activism in contemporary China. This work shows how citizens can marshal negative media coverage to discipline unelected officials, or "publicity-driven accountability." These findings result from two years of fieldwork in mainland China, including a survey experiment on tax and regulatory officials. A forthcoming second study measures the effects of citizen ethnic identity on government responsiveness in a national field experiment. His dissertation research has been funded by the U.S. Fulbright Program, the Boren Fellowship, and the National Science Foundation. A second area of research is labor governance under globalization, where he has examined private initiatives to improve working conditions in the global garment, toy, and electronics supply chains.

Ryo Masuda is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2012-13.  Masuda has more than six years of experience in media markets working for Sumitomo Corporation, one of Japan's major trading and investment conglomerates.  Most recently, Masuda worked for Japan's largest CATV operator, one of Sumitomo Corporation's affiliated companies, where he was responsible for business development.  Masuda graduated from Hitotsubashi University with a bachelor's degree in commercial science.

Thomas Hegghammer is the Zukerman fellow at CISAC for 2012-2013 and senior research fellow at the Norwegian Defence Research Establishment (FFI) in Oslo. He has previously held fellowships at the Institute for Advanced Study in Princeton and at Harvard, Princeton and New York Universities. Thomas studies militant Islamism with a particular focus on transnational jihadi groups. His book Jihad in Saudi Arabia (Cambridge 2010) won the silver medal of the Arthur Ross Book Award from the Council of Foreign Relations. He also co-authored Al-Qaida in its own Words (Harvard 2008) and The Meccan Rebellion (Amal Press 2011). His other publications include academic articles for International Security and theJournal of Peace Research, op-eds for the New York Times and the Guardian, and reports for the International Crisis Group and the Combating Terrorism Center at West Point. He has commented widely in international media and has testified in parliamentary hearings on terrorism legislation in Canada and Denmark.  

Thomas currently works on two main research projects, one on the Islamist foreign fighter phenomenon and the other on socio-cultural practices (rituals, music, etc) in terrorist groups. He is in the process of completing two books: a monograph about the jihadi ideologue Abdallah Azzam and an edited volume about “jihad culture”, both for Cambridge University Press. While at CISAC, he will begin work on a new comparative study of socio-cultural practices in terrorist groups of different ideological persuasions.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

The Program on Human Rights at CDDRL, the Center for African Studies and its Africa Table Lecture Series and Student Anti-Genocide Coalition STAND are honored to host Abbé Benoît Kinalegu and Ida Sawyer for this special seminar.

Congolese activist Abbé Benoît Kinalegu works to document and expose abuses by the Lord’s Resistance Army (LRA) and rehabilitate its victims.

The LRA is a rebel armed group that has terrorized civilians for years, first in Uganda and now in the Democratic Republic of Congo, the Central African Republic, and South Sudan. It is known for extreme brutality, and stands accused of killings, rapes, cutting off people’s lips and limbs, and looting. But it’s perhaps most notorious for abductions of adults and children to serve as soldiers, laborers, or sex slaves. Since 2008, the LRA has killed more than 2,600 civilians and abducted more than 4,000 others.

As head of the Catholic Church’s Peace and Justice Commission in northern Congo’s Haut-Uele District, Kinalegu helped create an Early Warning Network in which local activists report LRA attacks and movements by high-frequency radio. These offer advance warning to UN workers, humanitarians, and local communities in the LRA’s path. Kinalegu is also setting up a rehabilitation center to help some of the most traumatized children who escaped from the LRA and who now need to find their families and try to restore a normal life.

Kinalegu was one of the main advocates for the adoption in 2010 of the Obama administration’s LRA Disarmament and Northern Uganda Recovery Act, and he has become a powerful voice urging the international community to bring LRA commanders to justice.

Human Rights Watch has worked with Kinalegu on numerous joint research and advocacy projects, and his organization is a steering committee member of the Congo Advocacy Coalition, which Human Rights Watch coordinates. In October 2011, Kinalegu’s organization and Human Rights Watch co-led a workshop in Dungu, northern Congo, with more than 30 civil society activists from across the LRA-affected regions of central Africa. Participants shared experiences and developed a common position on mobilizing regional and international pressure to end LRA depredations.

Human Rights Watch honors Abbé Benoît Kinalegu for his commitment to protecting civilians and ending the threat posed by the LRA.

Ida Sawyer is Congo researcher and advocate in the Africa Division of Human Rights Watch in Kinshasa, Congo's capital, where she has been based since October 2011. Hired as Goma-based Congo researcher in January 2008, Ida has conducted research across Congo and in areas of northern Congo and neighboring countries affected by the Lord's Resistance Army (LRA). She is one of the main researchers and authors of six Human Rights Watch reports and dozens of press releases and public letters. Ida also conducts outreach with local civil society groups. Ida came to Human Rights Watch from Cairo, where she worked as a freelance journalist. Her previous Great Lakes experience includes work for Care International and the Charity for Peace Foundation in Northern Uganda, as well as research in Congo on the cross-border dynamics of natural resource exploitation. She holds a master's in International Affairs, specializing in Human Rights, from Columbia University.
