Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

The Afghan National Police (ANP) is critical to Afghanistan’s ability to shoulder the security burden increasingly thrust upon them as the international military presence draws down. For Afghanistan to stay on an even keel and advance and sustain overall stability, the ANP, alongside the Afghan military, must be marginally better than the armed non-state groups that threaten the current political order. But the ANP is very ineffective, hamstrung by widespread corruption, attrition, illiteracy and public distrust. Progress is being made, albeit slow and uneven, but this is unlikely to significantly alter the bottom line by 2014, when the international military combat mission in Afghanistan formally draws to a close.

Training the ANP has been the centerpiece of the EUs engagement in Afghanistan since 2007. What began as a German-led police training mission in 2002 became an EU-led mission in February 2007, christened EUPOL. The German effort was found wanting or, in the words of then-SACEUR James Jones, “very disappointing”. Today, after six years, the conventional wisdom of EUPOL and its results generally echo Jones’ verdict. This will undoubtedly cloud the EUs legacy in Afghanistan. But the conventions should not overshadow EUPOLs strengths, for herein lies a lesson can be leveraged in future statebuilding missions.

The EU was widely seen as the ideal candidate to lead the police training mission in February 2007. The EU had extensive experience and expertise from police training missions in Bosnia, Kosovo, Georgia and elsewhere. In European capitals many saw the mission as an excellent opportunity to demonstrate the EUs capabilities in a war that still enjoyed broad public support in most European countries. Finally, there were few serious alternatives to the EU. President Bush had recently announced a military surge in Iraq to enable a dramatic shift in strategy, effectively rendering a larger US role in Afghanistan unfeasible at that time.

As stipulated and adopted by the European Council, EUPOLs mandate was ambitious in scope – although also somewhat ambiguous – explicitly emphasizing the need to link the mission of training the Afghan National Police to a broader undertaking of strengthening rule of law in Afghanistan. Since its inception, however, EUPOL has severely struggled to fulfill this ambition. It hit the ground stumbling, not running. The means were never commensurate to the ends. Results were meager. In recognition of the ill state of the Afghan police and army, and their centrality to Afghanistan’s future and a viable international withdrawal,  the US led a push in late 2009 to form the NATO Training Mission-Afghanistan (NTM-A). Eventually it came to dominate the entire training effort and symbolize the ineffectiveness of the EUs parallel effort.

What when wrong? EUPOL has suffered from ineffective leadership, dysfunctional internal procedures and political and bureaucratic in-fighting since 2007. The first EUPOL-chief resigned after just three months at the helm. Since then, the quality of leadership has varied greatly, but regardless of the person, they have all been hampered by consecutive battles to secure and retain institutional autonomy. This was a fight on several fronts. In Brussels, a strong EU bureaucracy and the contributing member states were reluctant to delegate authority. In Kabul, the EUPOL-chief had a rocky relationship with the EU Special Envoy, who, acting on behalf of the EU, would insist on being the EUPOL-chiefs in-country principal. This was ostensibly a cause of the first EUPOL-chief’s quick resignation. Even withinEUPOL infighting was common. Seconded staff had national agendas, methods and interests specific to their preferences and domestic political context. This further weakened the EUPOL-chiefs authority as well as EUPOLs autonomy and decision-making process.

Moreover, EUPOL has been dramatically and consistently under-staffed since 2007. The mission never had sufficient means at its disposal to achieve its objectives. EUPOL was planned to have 400 police trainers, but for most of its existence the mission has hovered between 200 and 300 trainers. Even if the staffing threshold had been met, it would still have been incommensurate with the task at hand. It paled in comparison to the thousands of trainers NTM-A devoted to build the Afghan national security forces since 2009. This severely limited EUPOLs capacity to drive the ANP forward. Leaving quality aside for now, the output was simply too slow and too little.

EUPOLs mandate also was also constrained by restrictive and risk-averse caveats, preventing it from taking on roles in unstable areas such as in the South and Southeast, where a concerted EU training and advisory mission could have made a difference to the counterinsurgency campaign. Instead, EUPOL operated in relatively secure areas on the outskirts of Kabul and in Bamiyan province in central Afghanistan. That EUPOL could only operate in on the war’s periphery is a stark reminder of the limits of the EUs footprint and impact. Moreover, to the dismay of its critics in Kabul, EUPOL trainers were allowed to drink alcohol, were often not allowed to work on weekends, and had considerably more time off than their international counterparts at NTM-A and elsewhere. Tellingly, in the international community in Kabul – an environment were scathing sarcasm admittedly is a common refuge – EUPOL was an easy and popular target.

Much can and should be learned from these mistakes and shortcomings before the EU takes on a similar task. But given the politics and mechanisms of the EU, it is highly unlikely that these issues will ever be sufficiently resolved. Future EU police training missions will also suffer from lack of delegated discretion, in-fighting across national staff, limited resources and restrictive caveats. Instead, it its worthwhile to consider the strengths of EUPOL in order to gain a realistic understanding of how and for what specific objectives the EU can make a serious contribution to future, similar missions. EUPOLs flaws should not lead to a neglect of its special assets that, if leveraged with a narrow mandate, could make a valuable impact.

One of EUPOLs unparalleled strengths in Afghanistan was that its training effort was conducted by active policemen and –women with a wealth of professional experience from home and in post-conflict settings. This is in stark contrast to NTM-As effort, which is predominantly led by military personnel and contractors. The lack of civilian police trainers has reinforced the ANPs heavily militarized nature. The training, mindset and operational activities of the ANP is more green than blue. This is a significant obstacle to the ANPs long-term normalization from a war-fighting force advancing stability to a constabulary force advancing the rule of law. Most of the ANP today lack the skills to perform even the most basic police functions beyond preventing and deterring malign actors by the use or threat of force. Officers trained by EUPOL at the ANP Staff College near Kabul are educated and socialized as a truly blue police force. As the ANPs future leaders, they have the capacity to act as agents of reform (though it is unclear if they have the incentives to do so). 

In Bamiyan province EUPOLs training effort has had a tangible impact, providing a visible benefit for the local population in that their police units are more effective and trusted. Being heavily dominated by the ethnic Hazara minority – the minority most exposed to repression under the Taliban’s brutal rule – the insurgency will likely never attain a strong foothold in the province. Nevertheless, EUPOLs effort may have hardened the security against pressures from criminal networks and potential spill-over effects from less stable neighboring provinces. Moreover, while Bamiyan is relatively unimportant to the outcome of the counterinsurgency effort, EUPOLs presence there has somewhat counteracted what many Afghans point to as a morally hazardous incentive structure inherent in the international community’s strategy: the logic of counterinsurgency prevails upon ISAF countries to devote the lion’s share of their development resources in areas that are contested by insurgents in order to shore up fragile security gains. To many Afghans outside these unstable areas – such as in the orderly Bamiyan province – ISAF is essentially rewarding bad behavior.

The story of EUPOL is a testament to the limits of the EUs capacity to shoulder large, strategic burdens in the “hard” end of the spectrum of counterinsurgency tasks. EUPOL was never designed, resourced or able to build a sufficiently effective ANP – at least by 2014. Its results have fallen dramatically behind the goal envisioned when the EU took on the responsibility in 2007. As such, EUPOL will cast a cloud over the EUs legacy in Afghanistan. It has not been a success. But the silver lining sheds light on an important lesson: The EUs capacity to produce a high-quality, although incremental, training output is an asset that should not be forgone in future missions. In nascent security institutions, where professionalism is weak and internal cohesion low, effective leaders can make a truly decisive difference. Well-trained leaders have an amplifier effect. They can prove the difference between an ANP unit that stands its ground, builds rapport with the local community and prevails and a unit that preys upon the local citizens, colludes with malign actors or simply falls apart. The EU cannot supplant US-led actors like the NTM-A in large scale training efforts, but it can complement it in ways that, if leveraged effectively, can make a substantial contribution.

Since its inception, the European Union has come under criticism that it has consistently shied away from taking full-fledged global political and security responsibilities despite its role as an economic powerhouse on the world stage. The EU, its critics argue, has been content to linger in the protective limbo provided by the United States and NATO, while conveniently voicing some ethical disagreements against the unilateral posture of its trans-Atlantic defender, without ever formulating any specific alternatives.

For the last three decades of the 20th century, the European Union largely looked inward to the management of its complex and never-ending integration process. At best, it sought bland diplomatic engagement with its unstable southern and eastern neighbors, while relying on American leadership elsewhere. As a result, the EU has taken a backseat on significant issues, including the global fight against terrorism and the handling of the Middle East peace process, over which American interests has largely predominated.

In the realm of nuclear politics, too, the EU has played “catch-up” to the United States, even though some of its members had thriving nuclear power-generation industries, and the second-largest nuclear exporter in the world – France – was one of its core founders. Tom Sauer, a European scholar based at the University of Antwerpen, argued: “Europe, in contrast to the United States, acted for a long time as if it were living on another planet. Each time the European States seemed to catch up in the field of non-proliferation, the United States moves to a higher gear. Europe always ran behind. When the European Community (EC) member-states decided to ratify the Nuclear Non-Proliferation Treaty (NPT), in the mid 1970s, the U.S. was already pushing for stricter control in the frameworks of the nuclear supplier groups. When the EC agreed with the Nuclear Supplier Group (NSG) guidelines, the Carter administration had further hardened its policies. When the EC gradually established non-proliferation policy in the ‘80s and in the ‘90s, the U.S. changed the analytical framework by introducing the concept of counter-proliferation. The latter placed more emphasis on military instruments in the fight against terrorism”.

The EU’s reluctance to take a more muscular role in global nuclear governance is rooted in both institutional deficiencies and acute political disagreements among its member-states.  First, the enlargement process, which has brought 27 countries together under a single European flag in a 40-year-long transition period, has demanded significant effort for internal institution-building and policy harmonization, which in turn has reduced the ability of the EU to formulate foreign policy strategies and to engage proactively with the rest of the world.

More important, at the political level, reaching consensus on the features and contours of a European nuclear policy has proven particularly contentious and divisive for the EU and its member-states. Establishing an EU nuclear strategy entails tackling a series of complex issues, nuclear disarmament in particular, on which Europeans have held highly disparate views even before the eastern enlargement process of 2004. And at present, the EU comprises two nuclear weapons states (France and the UK) that remain skeptical on the possibility of moving toward the total elimination of nuclear weapons, five other countries that are currently hosting NATO nuclear-armed bases (Italy, Germany, the Netherlands, Belgium and Greece) and harbor substantial disagreements on the future of such weapons, and a widely diverse bloc of countries adamantly opposed to nuclear weapons (notably Sweden, Germany, Spain), nuclear energy for peaceful use (Italy) or both (Austria and Ireland).

Given these political constraints, EU policy-makers have consistently acted upon a “lowest common denominator” rationale, and have adopted a low-key position on nuclear-related matters to avoid stirring unnecessary controversies among member-states. This has inevitably translated into modest positions, timid decisions and compromised policies.

Things have started to improve, at least on the front of nuclear proliferation. In the 1990s, two important achievements altered the institutional landscape of nuclear cooperation within the European Union. First, France’s late accession to the NPT (which the country ratified in 1992) finally freed the EU to develop common positions within major international nuclear forums, giving it credibility and influence as a single unified actor.   Second, the discovery in 1991 of Iraq’s clandestine nuclear program provided much-needed impetus for the three main European nuclear exporters – Germany, the UK and France – to align their efforts to develop EU dual-use-technology export-control regulations. That policy adopted in 1994 and revised and strengthened in 2000 and 2009, was the first substantial political step taken by the EU both to acknowledge the significant threat posed by nuclear proliferation and to prevent further cases of nuclear proliferation in its neighboring area and beyond.

Building on these important achievements, the EU took on a more explicit global outlook during the first decade of the new century. A string of initiatives – the adoption in 2003 of the EU strategy against proliferation of weapons of mass destruction (henceforth EU WMD Strategy, an enhanced European role in the Iranian nuclear crisis (2003 to present), and the launch of an EU-designed and -led nuclear security agenda (2010) – underscore a significant change within the European Union in its approach to responding to and preventing proliferation of weapons of mass destruction.

First, a clear shift within the European Union has given security considerations primacy over economic calculations in exporting and trading dual-use technology.  Throughout the ‘60s and ‘70s, both Germany and France, in particular, were engaged in nuclear exporting without sufficient appreciation of the potential risks associated with the spread of nuclear technology. But increasingly in the ‘80s, and much more explicitly since the ‘90s, after severe proliferation crises in Iraq, Libya and North Korea, these countries have assumed a much more responsible and cautious position as nuclear exporters. The turn toward nuclear cooperation based on security factors was made explicit in the 2003 EU WMD strategy through the establishment of the so-called “proliferation clause”. The clause states that any EU trade agreement with a non-EU third party will be halted if the contracting party is in breach of one or more international nuclear non-proliferation treaties and agreements.  Such a breach would automatically lead to cancelation of the agreement and cessation of all cooperation.

Second, the EU has shifted its focus from a regional to a global nuclear approach. In its 2003 EU WMD strategy, the EU clearly states that “proliferation of WMD is a global threat which requires a global approach”. While priority will still be given to nuclear non-proliferation in European neighborhoods (the Middle East, Central Asia and North Africa in particular), the EU’s commitment to halt and prevent proliferation is global. To signal its willingness to act as a global player, the EU has embraced the U.S.-led global counter-proliferation strategy as well as America’s global nuclear-security agenda to fight nuclear terrorism. In addition to lending its support to U.S. measures such as the  Proliferation Security Initiative (PSI) and UN Resolution 1540  (the preliminary draft of which was produced through Franco-American cooperation), the EU has also launched parallel initiatives such as the Chemical-Biological-Radiological-Nuclear (CBRN) Risk Mitigation Centres of Excellence. This project, perhaps the most ambitious nuclear-security initiative ever launched at the global level, authorizes six regional centers around the world to provide capacity-building training programs for emerging countries to develop appropriate border and export control policies in the fight against nuclear terrorism and to minimize illicit smuggling of sensitive dual-use technology to both non-state actors and rogue states.

The third EU shift has been from a soft-power approach to a harder, more coercive approach to WMD proliferation. The EU’s WMD strategy introduces the concept of “effective multilateralism” and explicitly states that “when measures – such as political dialogue and diplomatic pressure – have failed, coercive measures under Chapter VII of the UN Charter and international law could be envisioned”.  The shift in rhetoric has been matched by actions. In the handling of the 2003 Iranian crisis, the EU’s main approach had been one of constructive engagement, but increasingly, and particularly from 2008, during the tenure of the EU Presidency by France, the EU has shifted to a much harder stance, calling for and adopting a broad range of economic sanctions.

The costs of global nuclear leadership

Although the changes in the EU’s nuclear approach are significant – and welcome – in an era of increasing nuclear-technology diffusion, they have nonetheless generated some negative consequences that have been acknowledged only marginally by EU officials. Such externalities must be tackled and resolved if EU global nuclear engagement is to remain credible and sustainable over time. Four types of negative externalities can be identified.

The first are political consequences. The increasing engagement of the EU in global nuclear governance has deepened the divide between the main European nuclear players and the rest of the member-states by institutionalizing de facto an EU Directorate comprising France, Germany and the United Kingdom. While the directorate had always been at work within the EU, particularly in matters related to foreign and security policy, for several years it has remained an informal arrangement, usually disguised within bilateral or trilateral talks among the “Big Three”. Yet, the establishment of the EU3+3 (the three EU states plus the United States, Russia and China) to lead Iran negotiations has provided a quasi-officialization to its existence, engendering resentment from other European players and raising questions about its legitimacy within the European Union institutional architecture. Although the majority of the EU member-states seem to be willing to cooperate under an EU Directorate, a few have at times voiced their dissatisfaction. For instance, Italy, the fourth-largest economy within the European Union, openly complained about the Big Three’s handling of the Iranian nuclear row and about its exclusion from the negotiations. Italian Prime Minister Romano Prodi clearly highlighted Italians’ disapproval during a 2007 interview with the German Newspaper Die Welt, when he stated, “Tehran and Rome are significant business partners and I have not realized why Italy, as an important European player, should not enter negotiations with Iran over the nuclear issue." To mitigate internal friction, the High Representative for Foreign Affairs and Security Policy (Javier Solana of Spain through 2009, succeeded by Catherine Ashton of the UK) has been invited to lead negotiations to ensure coordination between the Big Three and the rest of the Union. But tensions will likely flare up again as the EU continues to deepen its engagement with nuclear issues in the future.

The second issue is institutional.  As EU involvement in nuclear governance increases, so does the level of tension between the European Council and the European Commission. In the current European institutional hierarchy, the Council defines the general political direction and priorities of the EU, and the Commission is in charge of producing actual legislation, fitting within the political framework provided by the Council and subsequently approved by the European Parliament. For several years before the Treaty of Lisbon entered into force in December 2009, the main responsibility for crafting an EU nuclear policy was assigned almost exclusively to the European Commission through two different Departments: Energy and External Relations. Now, however, with the strengthening of the European Council and the establishment of the post of High Representative of the Union for Foreign Affairs & Security Policy and of an EU diplomatic staff – the External Action Service – EU nuclear policy has been fragmented and dispersed between the two institutions raising challenges of coordination, duplication and institutional competition.  Above all, the institutional clash resulting from the expanding role of the EU in nuclear governance is something of a paradox.  On the one hand, the EU has begun work on nuclear issues because of the deepening of its regional integration process, and on the other, the very process risks undermining the sustainability of the EU nuclear approach in the long run.

The third negative externality is geo-political. If nuclear governance is to be successful and sustainable, it cannot be merely reactive, responding after the eruption of nuclear crises. Rather, it must address the root causes of proliferation, such as instability, insecurity, prestige or status-seeking aspirations among countries engaged in WMD development and/or acquisition. This means that global nuclear politics should never be disjoined from broader security and development policies.  For this reason, in order to maintain a critical linkage between its nuclear policies and its broader security and defense approach, the EU released in 2003 the EU WMD Strategy in conjunction with its first European Security Strategy. The proliferation of weapons of mass destruction was defined as an international security threat as grave as terrorism, organized crime, state failure, energy insecurity and climate change.

Although the impelling necessity for the EU to adopt a strategic-thinking culture is frequently discussed and acknowledged by EU officials and diplomats of EU member-states, very little has been done in this regard so far, and the negotiations with Iran have exposed, even more seriously, EU naiveté and incongruence in articulating its strategic long-term vision on world politics.  Sauer, for instance, has remarked that the assumption by the EU of a leadership role in the Iranian crisis was initiated with too much confidence, without proper preparations and without a realistic estimate of the potential political backlash for the EU deriving from the failure of such negotiations. 

In this regard, the future engagement of the European Union in emerging proliferation crises could produce serious political backlashes for the EU unless such an engagement is prepared and takes place in the broader context of a consistent and forward-looking defense and security policy. Engaging with nuclear crises on ad-hoc basis will only contribute to bring attention to the actual lack of strategic thinking of the EU as whole.

Finally, there is what I call reputational and identity externalities. As the EU shifts toward a more coercive approach to halt nuclear proliferation – as in the case of Iran – the original view of an EU based on multilateralism, dialogue, economic cooperation and soft power is called into question. The aura of neutrality, impartiality and goodness that the EU has used to distinguish itself from the United States in foreign policy also is fading away, with important repercussions. A deeper engagement in global nuclear politics and great-power politics in general, inevitably entails bold actions, taking sides and sometimes opting for unpopular decisions, such as using military means to prevent rogue countries from acquiring weapons of mass destruction. This may clash with the fundamental idea of the EU as it has been cast for the past two decades. Can we – as Europeans – bear the prospect of an EU more willing to act boldly and strategically in the pursuit of a specific global nuclear order?

EU aspirations in the era of global nuclear leadership

These externalities exist and must be managed, if not completely resolved, through a skillful process that involves transparency, political boldness, strategic insight and, above all, leadership among European Union members and institutions.

At the political level, it is important for the Big Three countries to recognize that their power on the global stage is only as strong as the level of support they get from the other EU member-states. This means that nuclear politics within the EU cannot become an issue managed by a mini-club of countries. In order to avoid marginalization, the EU must be able to engage all members in nuclear discussions. One possible route to that end would be to establish a subcommittee within the European Council exclusively mandated to handle and facilitate nuclear discussions. This could prove tricky, at least in the beginning, because a number of countries within the EU would probably seize the opportunity to raise the controversial issue of nuclear disarmament in Europe that a few members, including the Big Three, oppose. If nuclear policy is to become a true European priority, discussions around nuclear disarmament will have to be undertaken sooner or later. The willingness of the European Council to tackle these sensitive issues in a democratic and participatory way, instead of simply avoiding them altogether, will in time pay off in terms of acquired strength, credibility and legitimacy.

Institutionally, it is essential that the EU can rely on a clear organizational structure mandated to design, manage and lead nuclear efforts in a consistent fashion. The inter-institutional difficulties in coordinating nuclear policies are affecting the ability of the EU to implement nuclear policies and must be resolved. In this regard, the recent establishment, upon French recommendation, of the position of Principal Adviser and Special Envoy for Non-Proliferation and Disarmament within the EU is welcome.  The Envoy will advocate EU nuclear policies in front of the international community, and will also play a key role in facilitating information sharing and policy design among the different institutions of the EU. The Special Envoy’s office must be given adequate resources (both technical and human) and some discretionary autonomy to avoid being completely hijacked by factional politics and member-states’ single-minded interests.

Geostrategically, it is imperative that the EU become much better at using international forums as well as at cooperating with regional and inter-regional institutions. Here, too, the EU can also aspire to be an institution-builder. Given the cosmopolitan nature of the EU’s foreign policy establishment and its global economic outreach, the EU should maintain an informal discussion network with key powers in the regions where it is establishing its Centres of Excellence. This would provide an outstanding opportunity for the EU to develop ties with key regional players and to acquire a more comprehensive and global perspective on nuclear governance.

A more effective EU engagement with the world would also build credibility at home. In the eyes of its European constituency, a globally active, strategically engaged EU could be more “justified” in taking bold actions beyond Europe. However, global engagement must be explained to all Europeans more effectively than the EU has done so far. Europeans can understand that the fight against nuclear proliferation is a vital one that goes to the core of both security and economic interests of the Union, as long as European institutions are willing to work transparently and coherently.

These policy strategies will not be implemented easily, and they will require committed leadership. Stepping into the global arena of nuclear politics demands courage and forward-looking vision. The procrastination that the EU has displayed in nuclear politics has not paid off. Risks have increased, as have insecurity and instability. Since 2003, the EU has demonstrated its willingness to engage more proactively with nuclear governance and to take some risks. Sustaining that change of heart demands further assumption of responsibilities as consequences unfold and externalities emerge. If the EU is able to face head-on the costs of global nuclear engagement, it will step into the 21st century as a true global power.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Emma is a PhD Student from the Department of Economic History, Stockholm University, Sweden. She received her Master Degree in International Relations from Stockholm University in 2009. After her studies, Emma worked on disarmament policy for different Swedish NGOs; between 2008 and 2009 for the Swedish affiliate of the International Physicians for the Prevention of Nuclear War (IPPNW), and between 2009 and 2012 for the Swedish Section of the Women’s International League for Peace and Freedom (WILPF).

Emma started her PhD program in 2012 and her research is focused on the role of gender in the making of Swedish nuclear disarmament policy during the cold war. During her time at the Europe Center, Emma will study the international context within which Swedish disarmament efforts have taken place.

Peter will discuss work at SRI and the University of Cambridge under two projects currently funded by DARPA, relating to clean-slate architectures for hardware, software, networking, and clouds, aimed at higher-assurance security, resilience, evolvability, and other critical requirements.

Peter G. Neumann (Neumann@CSL.sri.com) has doctorates from Harvard and Darmstadt. After 10 years at Bell Labs in Murray Hill, New Jersey, in the 1960s, during which he was heavily involved in the Multics development jointly with MIT and Honeywell, he has been in SRI's Computer Science Lab since September 1971. He is concerned with computer systems and networks, trustworthiness/dependability, high assurance, security, reliability, survivability, safety, and many risks-related issues such as election-system integrity, crypto applications and policies, health care, social implications, and human needs -- especially those including privacy. He is currently PI on two DARPA projects: clean-slate trustworthy hosts for the CRASH program with new hardware and new software, and clean-slate networking for the Mission-oriented Resilient Clouds program. He moderates the ACM Risks Forum, has been responsible for CACM's Inside Risks columns monthly from 1990 to 2007, tri-annually since then, chairs the ACM Committee on Computers and Public Policy, and chairs the National Committee for Voting Integrity (http://www.votingintegrity.org). He created ACM SIGSOFT's Software Engineering Notes in 1976, was its editor for 19 years, and still contributes the RISKS section. He is on the editorial board of IEEE Security and Privacy. He has participated in four studies for the National Academies of Science: Multilevel Data Management Security (1982), Computers at Risk (1991), Cryptography's Role in Securing the Information Society (1996), and Improving Cybersecurity for the 21st Century: Rationalizing the Agenda (2007). His 1995 book, Computer-Related Risks, is still timely. He is a Fellow of the ACM, IEEE, and AAAS, and is also an SRI Fellow. He received the National Computer System Security Award in 2002 and the ACM SIGSAC Outstanding Contributions Award in 2005. He is a member of the U.S. Government Accountability Office Executive Council on Information Management and Technology, and the California Office of Privacy Protection advisory council. In 2012, he was elected to the newly created National Cybersecurity Hall of Fame as one of the first set of inductees. He co-founded People For Internet Responsibility. He has taught courses at Darmstadt, Stanford, U.C. Berkeley, and the University of Maryland. North Korea conducted an underground nuclear test on Tuesday, prompting President Barack Obama to call the detonation of a miniature nuclear device a “highly provocative act” that threatens U.S. security and international peace. It is the third nuclear test by Pyongyang since 2006 and is escalating concern that the isolated Stalinist state is now closer to building a bomb small enough to be fitted on a missile capable of striking the United States and its allies. The test was conducted hours before Obama’s annual State of the Union speech.

North Korea’s official Korean Central News Agency said the test was conducted, “in a safe and perfect way … with the use of a smaller and light A-bomb, unlike the previous ones, yet with great explosive power.” The statement said the nuclear device did not impose “any negative impact” on the environment.

North Korea said the atomic test was merely its “first response” to what it called U.S. threats and said there would be unspecified “second and third measures of greater intensity” if the United States remains hostile to the North. Washington had led the call for more U.N. sanctions against Pyongyang after the North launched its first rocket and put a satellite into obit in December. While the North said the launch was for its civilian space program, the Obama administration believes it was part of a covert program to develop ballistic missiles that can carry nuclear warheads.

We ask two Stanford experts on North Korea to weigh in: David Straub, the associate director of the Korean Studies Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC), and Nick Hansen, an affiliate of the Center for International Security and Cooperation who is an expert in foreign weapons systems.   

Q. Why conduct the test now?

Straub: Since the two previous North Korean nuclear tests took place on American holidays and the North Korean themselves have announced that their moves are "targeted" at the United States, many observers have concluded that the this test was especially timed to coincide with President Obama's State of the Union address. It is also possible that, as others have speculated, the North Koreans also took into account that Feb. 16 is the birthday of North Korean leader Kim Jong Un's father, Kim Jong Il, the man who is said to have instructed North Koreans to proceed with the nuclear weapons and missile programs. Others have speculated that the North Korean leadership wanted to test the device before the Feb. 25 transition in South Korea from the current president Lee Myung-bak, to the president-elect, Park Geun-hye. The timing could be intended to punish Lee, whom the North Koreans say they despise, while, the argument goes, making it a little easier for Park to reach out to the North before her inauguration.

Q. What message is North Korea’s young and relatively new president, Kim Jong Un, trying to send to the world with this test?

Hansen: Kim seems to be saying: I’m going to do what I say I’m going to do – and nobody is going to dissuade me. The North said they were going to launch a satellite, and by God they did. They said they were going to touch off a nuclear test after that, and by God they did. Now we have to wait and see what’s next.

Straub:  The North Koreans themselves are saying that the test is a response to the military threat posed to it by the United States and to U.S.-led UN sanctions imposed on North Korea after its rocket test in December. The North Koreans have complex motivations for pursuing nuclear weapons. Many North Koreans may actually believe that having nuclear weapons will defend them against the United States. But the fact of the matter is that the United States and South Korea have never attacked North Korea over the decades, while the North Koreans have repeatedly attacked South Korean and American targets, most recently killing 50 South Koreans in 2010. North Korea's top leaders see nuclear weapons and missiles as a panacea. Fearful of opening up to the outside world because of the lies they have told their people, Pyongyang wants to believe that it will eventually maneuver the United States and the international community as a whole into accepting its possession of nuclear weapons and forcing the removal of sanctions against it. That won't happen, but even if it did, it would not resolve Pyongyang's basic problems, which stem from the totalitarian nature and history of its regime.

Q. What concerns you most in the wake of this test?

Hansen:  The thing I’m worried about now is that they also said they’re going to launch more satellites and long-range missiles. They displayed one in the military parade of 2010, an intermediate-range missile that can probably go 2,000 miles. When you think about that, 2,000 miles, or maybe a little bit longer, it puts just about every U.S. base in Asia under its threat, including Guam, Okinawa, Taiwan and everything in Japan. It’s a threat if they could put a warhead on it. The KN-08 is a bigger, three-stage rocket and is more of a threat, with the potential of hitting at least Alaska, Hawaii and maybe the U.S. West Coast. But remember, the North has tested neither.

Q. The test was in defiance of Pyongyang’s chief ally, Beijing, which had urged Kim not to risk confrontation and said the North would “pay a heavy price” if it proceeded with a test. How will China respond?

Straub: China is key in dealing with the North. China provides North Korea with most of its external support, including vital food and energy supplies. Chinese leaders are certainly not happy with their North Korean counterparts, as China would prefer peace and stability in the region, so it can focus on its own economic development. But Chinese leaders are fearful that putting a great deal of pressure on North Korea might result in chaos, with unpredictable and possibly very dangerous repercussions for China and the region. Thus, before North Korean nuclear and rocket tests, typically the Chinese press Pyongyang not to proceed. But immediately after a test, the Chinese begin to urge "all parties" to exercise restraint. In the United Nations, where China has a veto on the Security Council, it reluctantly agrees to the minimum condemnations of and sanctions against North Korea. After the dust settles, however, China doesn't seriously implement the sanctions. In fact, since North Korea conducted its first nuclear test in 2006, Chinese trade with North Korea has dramatically increased as a result of a PRC government decision to support North Korea. China may agree to a stronger resolution this time, but ultimately this pattern will almost certainly repeat itself.

Q. The North Koreans have said the test poses no risks to the environment or its people. Is this accurate?

Hansen: It takes a while for the particles that are released from the test to get released from the cracks in the rock and get into the atmosphere. My guess is that because of this very hard rock, they probably don’t have much of a radiation release problem. It probably will just seep through naturally and should not be of any danger. Engineers seem to have done a good job from a security and safety standpoint; the way the tunnels make right-handle turns and then there are the blast doors and piles of dirt to soak up any release.

Until recently, democracies in new European Union members and aspirants were believed to be on their way to consolidation. Nonetheless, the recent financial crisis has had important political implications, with renewed fears of instability and even reversal of democratic gains. In Hungary, the Fidesz government has changed the Constitution and the electoral system, and has fired more than 10,000 government employees amid complaints of political discrimination. In Romania, austerity measures have led to in-fighting between the president and the parliament-backed prime minister, resulting in a failed attempt to impeach the president, and EU concerns over government attacks on the independence of the Constitutional Court. Moreover, the December 9, 2012, Romanian elections have dealt a decisive victory to the prime minister’s Social Liberal Union, which will likely make co-habitation with the current president crisis-prone. Bulgaria is another recently admitted EU member wherein concerns over the rule of law negatively affected democratic performance, while Serbia has recently elected a nationalist government with connections to the Milosevic regime. These developments raise doubts over the sustainability of New Europe’s democratic gains, and warrant a reassessment of the consolidation of these democracies.

How do we historicize recurring aesthetic forms? In his talk, which addresses themes from his recent book Realism after Modernism, Fore explores the return to figuration in European art of the 1920s, asking if it is possible that the reappearance of aesthetic strategies from the 19th century during the interwar period did not mark a regression to an older set of artistic practices, but, to the contrary, may have heralded a new aesthetic paradigm.

Gregory Poling will begin with a multimedia presentation highlighting the most important aspects of the South China Sea disputes, including the competing legal claims, recent clashes, and the oil, fisheries, and trade interests that help feed the conflict. He will then examine recent actions by the various claimants and the motivations behind them, including the Philippines' recent decision to take China's claims to a UN arbitration tribunal. He will show why commentators have been too quick to dismiss Manila's case. During the Q&A he will field questions on any aspect of the disputes, including what they imply for Asia and US-Asian relations.

Gregory Poling’s work at CSIS includes managing projects focused on US foreign policy in the Asia-Pacific, especially in Southeast Asia. In addition to the South China Sea, his research interests include democratization in Southeast Asia and Asian multilateralism. Before joining CSIS he lived and worked in China as an English language teacher. He has an MA in international affairs from American University, earned his BA in history and philosophy at Saint Mary's College of Maryland, and has studied at Fudan University in Shanghai.
