Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Abstract:
Can the introduction of the Internet undermine incumbent power in a semi-authoritarian regime? I examine this question using evidence from Malaysia, where the incumbent coalition lost its 40-year monopoly on power in 2008. I develop a novel methodology for measuring Internet penetration, matching IP addresses with physical locations, and apply it to the 2004 to 2008 period in Malaysia. Using distance to the backbone to instrument for endogenous Internet penetration, I find that areas with higher Internet penetration experience higher voter turnout and higher candidate turnover, with the Internet accounting for one-third of the 11% swing against the incumbent party in 2008. The results suggest that, in the absence of the Internet, the opposition would not have achieved its historic upset in the 2008 elections.
 

Luke Miner recently completed his PhD in economics from the London School of Economics. He was also a postdoctoral fellow at the Center on Democracy, Development and the Rule of Law in the Liberation Technology Program. He is currently working as a data scientist in the techology sector.

Miner’s research interests are political economy and development economics. In particular, he aims to quantitatively assess the effect of the Internet and new media on political accountability, development, and election outcomes. His past research finds a strong effect of Internet diffusion on results of Malaysia's 2008 elections, where it contributed to the ruling coalition's largest electoral setback in thirty years. His current research looks at the effect of the Internet on the 2008 U.S. presidential elections, in particular as a means of promoting campaign contributions.

Sunny Seong-hyon Lee, a journalist based in Beijing, China, is the 2013-14 Pantech Fellow in Korean Studies at the Walter H. Shorenstein Asia-Pacific Reseach Center.

Dr. Lee has lived in China for 11 years, including as chief correspondent and later as director of China Research Center of the Korea Times. He served as an internal reviewer of the North Korean reports by the International Crisis Group (ICG) on multiple occasions. A fluent Chinese speaker and writer, he is a frequent commentator on China-Korea relations as well as on North Korea in Chinese newspapers and on TV. He has also appeared on CNN, Al Jazeera, and the Chinese state CCTV.

Dr. Lee taught at Salzburg Global Seminar, gave lectures to members of Harvard Kennedy School, the Confucius Institute, Seoul National University, Yonsei University, Korea University, Tsinghua University, Guo JI Guan Xi Xue Yuan, Korea Economic Institute, The Korea-China Future Forum, the Korea Journalists’ Association, and the Korea-China Leadership Program of the Korea Foundation for Advanced Studies.

Dr. Lee will use his Pantech Fellowship at Stanford to write a book manuscript on the latest China-Korea relations, especially since the death of North Korean leader Kim Jong-il. He will also engage Stanford audiences and members of the public through lectures and research meetings.

Dr. Lee received a bachelor’s degree from Grinnell College, a master’s degree from Harvard University and Beijing Foreign Studies University, and a PhD from Tsinghua University, where he completed his doctoral dissertation on North Korea, examining the media framing of North Korea by analyzing the journalist-source relationship. He is also a non-resident James A. Kelly Fellow at Pacific Forum CSIS, and a 2013 Korea Foundation-Salzburg Fellow.

Developing Asia Health Policy Fellow

Gendengarjaa Baigalimaa joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2013-2014 acedemic year as the Asia Health Policy Program Fellow. She joins APARC from the Mongolian National Cancer Center, where she serves as a Gynecological Oncologist.

During her appointment as Health Policy Fellow, she will conduct a comparative study of how knowledge of cervical cancer risk factors has influenced behavior changes in Mongolia before and after the introduction of the National Cervical Cancer Program.

Baigalimaa is the Executive Director of Mongolian Society of Gynecological Oncologists and is also a member of the International Gynecological Cancer Society (IGCS) in Mongolia, Russia, and France.

Baigalimaa holds a MD from Minsk Belarussia Medical University. She also received a Masters in Health Science from Mongolian Medical University. She is fluent in both Russian and English.

Shorenstein Postdoctoral Fellow in Contemporary Asia

Ling Chen joins the Walter Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2013-2014 year from Johns Hopkins University where she received her Ph.D. in political science. Her research interests lie in comparative politics and political economy, especially the political origins of economic policies and outcomes in China and East Asia. During her time at Shorenstein APARC, Chen will conduct research on how global firms enabled bureaucratic manipulation of mandatory economic policies in local China. Her research is based on 18 months of fieldwork throughout China and economic census and survey data at both the city and the firm level.

Chen has published articles in The China Journal, Review of International Political Economy, and New Political Economy. A recent article based on her dissertation research has also been accepted for publication by Politics & Society.  Her research has received support from the Social Science Research Council (Andrew Mellon Foundation), Institute for Humane Studies, Fei Hsiao-Tung Foundation, Johns Hopkins University, as well as other institutions.

Chen holds a MA in political science from the University of Toronto and a BA in political science and a BA in economics from Peking University. She was also a pre-doctoral research fellow at Brown University.

Millions of Americans who need to buy health insurance are eligible for federal subsidies. But the government may have underfunded the expense by billions of dollars, according to Stanford researchers.

In a recent article published in Health Affairs, the researchers expose the remarkable control employers will soon have on federal revenue. Employers will soon decide whether to continue providing health insurance to their employees, cut their coverage or increase premiums that workers pay. 

These choices will in part determine whether it will be financially beneficial for workers to buy insurance through the government’s new health insurance exchanges, rather than be insured through their employers.  And such decisions could change government expenditures by billions of dollars– a potential spending increase that the federal government has likely not accounted for.

"There’s going to be a lot more federal money required for insurance subsidies than people are ready for," said Jay Bhattacharya, an associate professor of medicine at Stanford and a core faculty member of Stanford Health Policy, a center at the university’s Freeman Spogli Institute for International Studies. Bhattacharya co-authored the study with medical students Daniel Austin, Anna Luan and Louise Wang from Stanford.

Because a lot of employers and employees are going to realize that employer-provided coverage isn’t worth it – that it makes more economic sense for their employees to get health insurance through the exchanges,” Bhattacharya said.

As of Oct. 1, millions of Americans began receiving federal subsidies to buy health insurance under the Affordable Care Act. People are eligible for a subsidy if they earn between 133 and 400 percent of the poverty level. For individuals, that’s between $14,404 and $43,320. And for a family of four, the range is between $29,326 and $88,200. The subsidies from the government amount to $9,247 for a family of four living on $56,604 a year.

The new health care law assumes that workers who already have affordable insurance through their employers will not use the exchanges, though no mechanism is in place to check that a person using a subsidy isn’t already insured. And while there is a penalty – about $3,000 per employee after the first 50 employees – to  large employers who stop offering health insurance, it is often cheaper for an organization to pay the fine. Providing insurance to cover an employee’s family could cost a business $16,000 or more to cover an employee’s family.

Bhattacharya was interested in understanding the financial implications for the federal government should an employer decide to keep or end its health insurance coverage for employees eligible for subsidies. So he and his colleagues modeled how much the federal government would have to provide in subsidies if an employer stopped providing health insurance to workers, and those employees then used the federal subsidies to buy themselves insurance on the exchanges.  

“These decisions that employers are making about whether or not to provide their employees health insurance has a huge effect on federal government spending,” Bhattacharya said.  

According to the researchers’ calculations, if everyone who would benefit financially from receiving health insurance through the exchanges rather than from their employer chose to buy insurance on the exchanges, the federal government would be on the hook for $132 billion per year to pay for the subsidized insurance.  While not everyone who benefits financially from dropping employer-based coverage will do so, Bhattacharya estimates that federal costs would climb by nearly $7 billion if employers raise health insurance premiums by even just $100 because it would induce millions of employees to switch to exchange-based coverage.

In many instances, Bhattacharya pointed out, companies can still ensure their employees have benefits and make more money by cutting their workers’ health insurance if they’re eligible for subsidies, paying their employees a slightly higher salary and encouraging them to receive the federal subsidies and buy their own policies. But doing so puts a heavier financial burden on the government.

On the flip side, if more employers decide to offer health insurance – perhaps wanting to avoid the small penalty or because of the appearance of not offering a basic benefit – the government could end up spending a lot less on subsidies. But Bhattacharya expects that is unlikely.

The study used data from the Medical Expenditure Panel Survey Household Component – a national survey of household health care use, insurance status, and health expenses, as well as demographic and socioeconomic information – to construct a model.  The model revealed that as employees’ health insurance contributions rise (when their insurance is provided by an employer), employees are increasingly enticed to drop their employer coverage and buy insurance through the exchange. Among workers who qualify for a subsidy and see an increase of $100 in their employer-based premium contribution levels, 2.25 million individuals would choose to instead buy insurance on the exchanges – increasing federal spending for subsidies by $6.7 billion.

“In the model we assume that if there’s a $1 benefit, employees will drop their employer-sponsored coverage. In reality there’s a lot of inertia and you most likely won’t get that $1 increase,” Bhattacharya said. “On the other hand, in the medium run, employers might say ‘employees will benefit if I drop coverage. I can raise their wages, and they’ll get better coverage on the exchanges.’”

The seminar session will present findings from a new study on the entrepreneurship ecosystem in post-revolutionary Egypt and Tunisia. The discussion will focus on the challenges facing entrepreneurs and would-be entrepreneurs in these countries and the MENA region, and will highlight the importance of reform of the legal and regulatory environment.

Speakers bio:

Lina Khatib is the co-founding Head of the Program on Arab Reform and Democracy at the Center on Democracy, Development, and the Rule of Law at Stanford University. She joined Stanford University in 2010 from the University of London where she was an Associate Professor. Her research is firmly interdisciplinary and focuses on the intersections of politics, media, and social factors in relation to the politics of the Middle East. She is also a consultant on Middle East politics and media and has published widely on topics such as new media and Islamism, US public diplomacy towards the Middle East, and political media and conflict in the Arab world, as well as on the political dynamics in Lebanon and Iran. She has an active interest in the link between track two dialogue and democratization policy. She is also a Research Associate at SOAS, University of London, and, from 2010-2012, was a Research Fellow at the USC Center on Public Diplomacy at the Annenberg School.

Amr Adly has a Ph.D. from the European University Institute-Florence, Department of political and social sciences (Date of completion: September 2010). His thesis topic was "The political economy of trade and industrialization in the post-liberalization period: Cases of Turkey and Egypt". The thesis was published by Routledge in December 2012 under the title of State Reform and Development in the Middle East: The Cases of Turkey and Egypt.

He has several other academic publications that have appeared in the Journal of Business and Politics, Turkish Studies, and Middle Eastern Studies, in addition to articles in several other periodicals and newspapers in English and Arabic.

Before joining Stanford, he worked as a senior researcher at the Egyptian Initiative for Personal Rights, heading the unit of social and economic rights, and at the Ministry of Foreign Affairs as a diplomat.

At Stanford, he is leading a research project on reforming the regulatory environment governing entrepreneurship after the Arab Spring in Egypt and Tunisia, which will result in policy papers as well as conferences in the two countries. 

Greg Simpson is Deputy Regional Director of the Middle East and North Africa division at the Center for International Private Enterprise (CIPE), where in addition to co-managing the division with the regional director, he also directly oversees CIPE’s sizeable Egypt portfolio. A veteran of the nongovernmental sector with eighteen years of experience in strengthening democratic institutions, Simpson came to CIPE from the U.S. online political firm New Media Communications, where he focused on developing and managing the company’s international initiatives. Prior to New Media, Simpson worked at the International Republican Institute (IRI), where he held three successive country director posts in the Balkans. There he directed assistance programs in political party development, political communications, local governance, grassroots organization and mobilization, civil society development, public opinion research, and election observation. During this time, Simpson advised and trained hundreds of political activists and elected officials, and directly advised two of the region’s presidents. Before joining IRI, Simpson held positions at the American Council of Young Political Leaders (ACYPL) and the Center for Civil Society in Southeastern Europe. He holds a B.A. in International Studies from American University in Washington, DC. Simpson currently resides in Alexandria, Virginia with his wife and two children. 

One of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce, the Center for International Private Enterprise (CIPE) is a U.S. non-profit organization with the mission of strengthening democracy around the globe through private enterprise and market-oriented reform. Sixty-eight years after the Holocaust, governments continue to struggle with preventing genocide and mass atrocities. In 2005, United Nations member states agreed that nations share a responsibility to protect their citizens from genocide, crimes against humanity, war crimes, and ethnic cleansing. Join us for a discussion about how the responsibility to protect (or R2P) has been applied in recent crises.

 

Speakers bio:

Richard Williamson is a nonresident senior fellow in Foreign Policy at Brookings and a principal in the consulting firm Salisbury Strategies LLP. His work focuses on human rights, multilateral diplomacy, nuclear nonproliferation and post-conflict reconstruction. Prior to those positions, Mr. Williamson served as U.S. special envoy to Sudan, under President George W. Bush. Earlier in the Bush administration, Mr. Williamson, who has broad foreign policy and negotiating experience, served as ambassador to the United Nations for Special Political Affairs, and as ambassador to the U.N. Commission on Human Rights. Previously, Mr. Williamson served in several other senior foreign policy positions under Presidents Ronald Reagan and George H.W. Bush, including as assistant secretary of state for international organizations at the Department of State, and as an assistant to the president for intergovernmental affairs in the White House.

Michael Abramowitz is director of the Center for the Prevention of Genocide at the U.S. Holocaust Memorial Museum. He joined the Museum in 2009 after nearly 25 years at the Washington Post, where he served as White House correspondent and previously as national editor, helping supervise coverage of national politics, the federal government, social policy, and national security. He is a member of the Council on Foreign Relations and a non-resident fellow of the German Marshall Fund. He was also a media fellow at the Hoover Institution at Stanford University.

Tod Lindberg is a research fellow at the Hoover Institution, Stanford University, based in Hoover’s Washington, DC, office. His areas of research are political theory, international relations, national security policy, and US politics. 

Lindberg is a contributing editor to the Weekly Standard and an adjunct associate professor at Georgetown University, where he teaches in the School of Foreign Service. From 1999 until it ceased publication in 2013, he was editor of the bimonthly journal Policy Review.

In 2007–8, Lindberg served as head of the expert group on international norms and institutions of the Genocide Prevention Task Force, a joint project of the U.S. Holocaust Memorial Museum, the American Academy of Diplomacy, and the U.S. Institute of Peace. In 2005, Lindberg was the coordinator for the group Preventing and Responding to Genocide and Major Human Rights Abuses for the United States Institute of Peace's Task Force on the United Nations. He was a member of the Steering Committee of the Princeton Project on National Security, for which he served as cochair of the working group on anti-Americanism. He is a member of the Council on Foreign Relations.

Speaker bio:

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.

Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.

Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.

Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

Adel Iskandar is a scholar of media and international communication. He is the author and coauthor of several works including Al-Jazerra: The Story of the Network that is Rattling Governments and Redefining Modern Journalism (co-authored with Mohammed el-Naway, Basic Books, 2003). Iskandar's work deals with the intersections of media (pring, electronic, and digital) culture, identity, and politics, and he has lectured extensively on these topics at universateries worldwide. His latest publications include two coedited volumes titled Edward SAid: A Legacy of Emancipation and Representation (co-edited with Hakem Rustom, University of California Press, 2010) and Mediating the Arab Uprisings (Tadween, 2013). His just published title the uthored anthology Egypt In Flux: Essay on an unfinished Revolution (OUP/AUC Press, 2013. Iskandar is a postdoctoral fellow at the Center for Contemporary Arab Studies at Georgetown University.

Hesham Sallam is a doctoral candidate in government at Georgetown University and co-editor of Jadaliyya ezine. He is former program specialist at the U.S. Institute of Peace. His research focuses on Islamist movements and the politics of economic reform in the Arab World. Sallam’s research has previously received the support of the Social Science Research Council and the U.S. Institute of Peace. Past institutional affiliations include Middle East Institute, Asharq Al-Awsat, and the World Security Institute. Hesham Sallam is a Senior Research Scholar at CDDRL, where he serves as Associate Director for Research. He is also Associate Director of the Program on Arab Reform and Development. Sallam is co-editor of Jadaliyya ezine and a former program specialist at the U.S. Institute of Peace. His research focuses on political and social development in the Arab World. Sallam’s research has previously received the support of the Social Science Research Council and the U.S. Institute of Peace. He is author of Classless Politics: Islamist Movements, the Left, and Authoritarian Legacies in Egypt (Columbia University Press, 2022), co-editor of Struggles for Political Change in the Arab World (University of Michigan Press, 2022), and editor of Egypt's Parliamentary Elections 2011-2012: A Critical Guide to a Changing Political Arena (Tadween Publishing, 2013). Sallam received a Ph.D. in Government (2015) and an M.A. in Arab Studies (2006) from Georgetown University, and a B.A. in Political Science from the University of Pittsburgh (2003).

Abstract
The American government is at a crossroads in its relationship with the people it governs. Despite long-standing official denials, documents leaked to the press by 29-year-old government contractor Edward Snowden show that the United States has a vast domestic spying program in which it indiscriminately collects information on millions or hundreds of millions of Americans in the name of foreign intelligence and counterterrorism. These revelations impact our domestic law and policy as well as commercial and international interests.  In this talk, Granick will review what we now know about government surveillance, discuss the legality of these programs and discuss principles to help lawmakers and the public understand and respond to mass surveillance. 

Jennifer Granick is the Director of Civil Liberties at the Stanford Center for Internet and Society. Jennifer returns to Stanford after working with the internet boutique firm of Zwillgen PLLC. Before that, she was the Civil Liberties Director at the Electronic Frontier Foundation.  Jennifer practices, speaks and writes about computer crime and security, electronic surveillance, consumer privacy, data protection, copyright, trademark and the Digital Millennium Copyright Act. From 2001 to 2007, Jennifer was Executive Director of CIS and taught Cyberlaw, Computer Crime Law, Internet intermediary liability, and Internet law and policy. Before teaching at Stanford, Jennifer spent almost a decade practicing criminal defense law in California. She was selected by Information Security magazine in 2003 as one of 20 "Women of Vision" in the computer security field. She earned her law degree from University of California, Hastings College of the Law and her undergraduate degree from the New College of the University of South Florida.
