Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

The consequences of state collapse anywhere in the world can be devastating and destabilizing for neighboring and even distant countries.

The complexity of each situation demands a tailored response, according to Stanford scholars embarking on a new American Academy Arts & Sciences project to identify the best policy responses to failing states embroiled in civil wars.

A failed state is that whose political or economic system has become so weak that the government is no longer in control. Such instability has already threatened or affected Syria, Libya, Yemen and other polities.

The project, Civil Wars, Violence and International Responses, is led by Stanford’s Karl Eikenberry and Stephen Krasner. Eikenberry is a faculty affiliate at Stanford’s Center for International Security and Cooperation (CISAC) and the former U.S. ambassador to Afghanistan. Krasner is a faculty member in the political science department and a senior fellow at the Freeman Spogli Institute for International Relations and Hoover Institution.

Other Stanford scholars involved include Francis Fukuyama and Steve Stedman of the Center on Democracy, Development, and the Rule of Law; CISAC's Martha Crenshaw, political scientist James Fearon; Paul Wise of the Center for Health Policy and the Center for Health Policy and the Center for Primary Care and Outcomes Research; and Michele Barry, the senior associate dean for global health at the medical school.

The effort will culminate in a two-volume issue in AAAS’s journal Dædalus. On Nov. 2-4, the academy will hold an authors’ workshop in Cambridge, Mass., to discuss journal content.

Different approaches

In an interview, Eikenberry said the problematic U.S. interventions in Iraq and Afghanistan make it clear that different approaches must be used for different countries.

“The robust counterinsurgency campaign that the U.S. employed for periods of time in both Afghanistan and Iraq was premised on the viability of the standard development model that aims to put countries on the path to economic well-being and consolidated democracy,” he said.

However, such an approach assumes that decision makers in those states have the same objectives as the intervening states, which typically seek to improve the lives of people in those countries, said Eikenbery. Prior to serving as the U.S. ambassador to Afghanistan from 2009 until 2011, Eikenberry had a 35-year career in the U.S. Army, retiring in 2009 with the rank of lieutenant general.

As Krasner points out, when intervention occurs, the hope is that improvements in one area – such as the quality of elections, rule of law, economic growth, or military recognition of civilian authority – would lead to improvements in other areas, according to Eikenberry.

But opposition and a constrained sense of “limited opportunities” can arise to thwart a well-meaning intervention, Eikenberry said.

He added, “Information asymmetries and the absence of mutually compatible interests between national and external elites, make it impossible to put target countries on a rapid path to prosperity and consolidated democracy. External actors must have much more modest goals.”

Syrian consequences

As for the case of Syria, Eikenberry noted that such civil wars can actually become more lethal and dangerous to global order than inter-state conflicts.

These types of conflicts like that in Syria tend to escalate into high levels of violence because of the costs that the losing parties believe they will incur, he said.

“This in turn leads to state fragmentation and the possibility of transnational groups with international ambitions getting involved,” he said. “Civil wars can result in an enormous number of civilian casualties, which generates large scale refugee flows” and puts huge pressure on neighboring states.

Eikenberry said Syria is being “internationalized by entangling regional and great powers in proxy wars,” which is exacerbating that conflict beyond Syria and throughout the greater Middle East. As for the immediate, direct threat to the U.S., that debate still continues, he added. 

On that note, one project goal is to assess risks to other countries that may emanate from civil wars and protracted intrastate violence like that in Syria, Eikenberry said. He and his colleagues will examine the effects of  international terrorism, massive displacements of people, proxy wars that escalate to interstate warfare, criminal organizations that displace governments, and pandemics. 

Policy implications

Eikenberry is hopeful the project influences policy and practice toward countries experiencing civil war and violence.

“Facilitating dialogue among a variety of constituencies with knowledge on the dynamics and impact of civil wars that might not normally or directly interact, including government and military officials, human rights organizations, academic and scholarly experts, and the media, will be one outcome of the project,” he said.

The idea is to allow “new ideas to emerge” regarding how to handle such states, as well as methods of applying such findings, he said.

“Exploring ways to create stability and more lasting peace, taking into consideration voices from academic and practical fields, should prove valuable to the policy community,” Eikenberry said.

Following publication of the volumes, the project will convene international workshops aimed at developing better regional perspectives. Such outreach activities will provide the feedback for the publication of another AAAS paper aimed at informing U.S. and international policy and research on the subject. A series of roundtable discussions in Washington is also planned.

Anna Grzymała-Busse is a professor in the Department of Political Science, the Michelle and Kevin Douglas Professor of International Studies, senior fellow at the Freeman Spogli Institute for International Studies and the director of The Europe Center. Her research interests include political parties, state development and transformation, informal political institutions, religion and politics, and post-communist politics.

In her first book, Redeeming the Communist Past, she examined the paradox of the communist successor parties in East Central Europe: incompetent as authoritarian rulers of the communist party-state, several then succeeded as democratic competitors after the collapse of these communist regimes in 1989.

Rebuilding Leviathan, her second book project, investigated the role of political parties and party competition in the reconstruction of the post-communist state. Unless checked by a robust competition, democratic governing parties simultaneously rebuilt the state and ensured their own survival by building in enormous discretion into new state institutions.

Anna's third book, Nations Under God, examines why some churches have been able to wield enormous policy influence. Others have failed to do so, even in very religious countries. Where religious and national identities have historically fused, churches gained great moral authority, and subsequently covert and direct access to state institutions. It was this institutional access, rather than either partisan coalitions or electoral mobilization, that allowed some churches to become so powerful.

Anna's most recent book, Sacred Foundations: The Religious and Medieval Roots of the European State argues that the medieval church was a fundamental force in European state formation.

Other areas of interest include informal institutions, the impact of European Union membership on politics in newer member countries, and the role of temporality and causal mechanisms in social science explanations.

Agriculture is placed as the centerpiece of Shizo Abe’s package of economic policy, known as Abenomics. Since his return to the president of the Liberal Democratic Party in September in 2012, Shinzo Abe has repeatedly expressed his high expectation on Japan’s agriculture as one of the most promising industries.   Abe argues that agricultural income should be doubled and agricultural exports should be tripled if its fill powers are exerted. Abe claims that the major stumbling block for agriculture is too much political power of the Central Union of Agricultural Co-operatives, popularly called Zenchu, which is an apex body of Japan's system of agricultural co-operatives. Among Japanese mass media, Zenchu has been described as one of the most powerful voting groups for the Liberal Democratic Party. According to Abe, Zenchu is only concerned in its own vested interests and prevents innovation in the agricultural industry. In the current session of the Diet, Abe has submitted new bills to reduce the power of Zenchu. Taking the responsibility for failing to persuade Abe to realize how Zenchu has promoted agricultural development,  Mr. Akira Banzai, the president of Zenchu, has resigned. Abe’s agricultural policy makes a sharp contrast with the traditional agricultural policy in the successive LDP’s governments (including the first Abe cabinet from 2007 to 2008).  Why does Abe take such an unfriendly attitude to Zenchu? Is really Zenchu is so harmful for the agricultural industry? Does Japanese agriculture really have such high potentials? Why did Abe change agricultural policy so drastically after the resignation of the first cabinet? By examining these questions, the speaker explains a new and tricky dynamics of Japanese agriculture. The speaker reveals the fact that, contrary to mass media’s popular image of ‘ever strong Zenchu,’  Zenchu’s political power started declining in the middle of 1990s and sharply dropped in the late 2000s. The speaker also describes that political groups of the manufacturing and commercial industries, which support Abenomics, are now becoming more and more active in staring agriculture-related businesses for the purpose of receiving agricultural subsidies.  The speaker points out that agricultural subsidies are now used as a cover for the implicit collusion between the current Abe government and the political groups of manufacturing and commercial industries: i.e., instead of Zenchu, manufacturing and commercial sector are cow becoming the major recipients of agricultural subsidies.

Professor Yoshihisa Godo received his PhD from the University of Kyoto in 1992. His research fields include development economics and agricultural economics. Godo’s Development Economics (3rd edition), co-authored with Yujiro Hayami and published by the Oxford University Press in 2005, is especially well known. His Japanese book, Nihon no Shoku to Nou (Food and Agriculture in Japan), received the prestigious 28th Suntory Book Prize in 2006. Three of his books were translated to Mandarin and published by Chinese publishers. He was on sabbatical leave at the East Asian Institute of the National University of Singapore (from April 2013 to March 2014, from August to September 2014, from August to September 2015 and from August to September 2016), the Economic Growth Center at Yale University (from April 2005 to March 2006), and the Asia Pacific Research Center at Stanford University (from April 1997 to March 1998). Prof Godo has served as a committee member on the Osaka Dojima Commodity Exchange, a Special Councillor to the Osaka City Government and a member of the Special Advisory Committee for Regional Revitalisation in the Kagoshima Prefectural Government.

Three foreign policy experts explored U.S.-China relations in a panel discussion at Stanford earlier this week. In a wide-ranging conversation, they described current relations as often complementary, sometimes conflicting, and above all, unavoidably crucial.

The panel titled “The United States, China and Global Security” included He Yafei, former Chinese ambassador to the United Nations, and Stanford’s Michael Armacost, Shorenstein Distinguished Fellow and former U.S. ambassador, and Karl Eikenberry, a distinguished fellow and former U.S. ambassador to Afghanistan.

Jean Oi, a Stanford professor of political science, moderated the event, which was co-hosted by the China Program and the U.S.-Asia Security Initiative, two entities in the Shorenstein Asia-Pacific Research Center at the Freeman Spogli Institute for International Studies.

“The [U.S.-China] relationship is very complicated and full of complexity,” said He, a career diplomat who was recently appointed as a professor at Peking University.

Shifts in the international system that accompanied the end of the Cold War and China’s rapid growth have brought new demands and necessitated more engagement, He said, weighing the outcomes of “the great convergence,” or closing of the development gap between developed and developing countries, and its impact on the bilateral relationship.

“China has been a major beneficiary of the global system created by the United States,” He said, suggesting it would be unrealistic to assume China would have become the second largest economy without that context, moreover, that Beijing would seek its deterioration.

Uncertainty and the next U.S. administration

China and the United States, as two of the world’s most populous countries, face domestic politics and a range of challenges such as slowed economic growth, population aging and minority and ethnic issues.

“There’s a lot of uncertainty,” Oi said. “As you know, the U.S. presidential election will be taking place quite soon and China itself is going through a period of some uncertainty in its economic development.”

The panelists from the United States offered an optimistic view of the outcome of the presidential election. Armacost, who held a 24-year career in the U.S. government before coming to Stanford, said he foresees consistency in U.S. policy toward China, and more broadly, toward the region, during the next administration.

“Asia is destined to be a huge priority,” Armacost said. Two outstanding areas bound to be “sticking points” on the policy agenda are territorial issues in the South China Sea and international trade, he said. The Trans-Pacific Partnership, a trade agreement between 12 countries of which the United States is a party, has drawn tepid support in the U.S. Congress. And in July, China rejected a ruling by the Permanent Court of Arbitration on maritime rights in a case brought by the Philippines respective to the South China Sea.

Eikenberry shared a similar sentiment about the likelihood of policy continuity from the current U.S. administration to the next, and described the capacity for deepened cooperation between China and the United States as “profound.”

“And we’re already doing it,” he remarked. The Paris Agreement on climate change is one recent testament of the countries’ ability to successfully cooperate and galvanize support for solving global issues, he said.

The panelists agreed that the future of U.S.-China cooperation may well depend on youth, citing surveys of younger generations that show they are more amenable to engaging the other than older generations.

‘Global network of partnerships’

Asked to evaluate the China-Russia relationship, He said the countries have reached a “historic high” in their relationship, underscored by common interests, shared borders and a fraying U.S.-Russia relationship. Russia and China, however, have no intension of forming a formal strategic alliance, he added.

China’s approach to interaction with other countries is based on “a global network of partnerships” focused on trade, cultural exchange and relationships, He said.

The panelists highlighted the importance of striving for more dialogue and consultation between the United States and China on security, an area that is often superseded by economic aspects in bilateral talks.

Concluding the event, Oi emphasized the need for “frank discussions” about the challenges that affect the two countries. During the day, He held closed-door discussions with faculty members, senior research scholars and students focused on East Asia.

Industrial clusters are ubiquitous in history and the contemporary developing world. While many of them grow dynamically, others stagnate. This study explores factors affecting the success and failure of cluster-based industrial development based primarily on own case studies conducted in East Asia, South Asia, and sub-Saharan Africa as well as historical studies in Japan and Europe. It is found that the key to the successful development is multi-faceted innovations, encompassing technical and managerial innovations or improvements. Since innovative ideas spill over, collective actions which attempt to internalize externalities often play a role in sustainable development of industrial clusters. An implication is that stagnant clusters can be vitalized if multi-faceted innovations can be stimulated by policy means.

Keijiro Otsuka is a Professor of Development Economics at the Graduate School of Economics at the Kobe University and a Chief Senior Researcher at the Institute of Developing Economies in Tokyo. He was a professor at the National Graduate Institute for Policy Studies (GRIPS) from April 2001 to March 2016. He received a Ph.D. in economics from the University of Chicago in 1979.

He was a core member of World Development Report 2013: Jobs. He was also President of International Association of Agricultural Economists (IAAE) from 2009 to 2012. He received Purple-Ribbon Medal from the Japanese Government in 2010.

He has been conducting comparative analyses on cluster-based industrial development, poverty and income distribution, land reform and land tenure, and Green Revolution between Asia and Africa. He published 123 articles in refereed international journals and 23 coauthored and coedited books. He is Fellows of International, American, and African Association of Agricultural Economists.

ABSTRACT

By now, those following the news on Syria have been saturated with analysis, data, information, and misinformation on developments there since 2011. Yet we observe an increasing gravitation to mutually exclusive narratives that adorn websites and publications on the situation in Syria: (a) the narrative of pure and consistent revolution versus that of (b) external conspiracy/designs on Syria. Both narratives carry grains of truth, but are encumbered by maximalist claims and fundamental blindspots that forfeit various potentials for enduring cease-fires and/or transitions, let alone mutual understanding. This talk will address these competing narratives in the context of international escalation marked by increasing US-Russian tension and continued multi-layered conflicts on the battlefield. It closes with addressing a framework for understanding and gauging potential prospects despite conflicting declarations by all parties involved.

Xiuxiao Wang joins the Walter H. Shorenstein Asia-Pacific Research Center (APARC) during the 2016-17 academic year from Central University of Finance and Economics'(CUFE) Department of Sociology where he serves as an associate professor. He also holds a Research Fellowship at the Center for Studies on China’s Overseas Development in CUFE.

His research interests focus mainly on organizational sociology and institutional transition in contemporary China. While emphasizing Danwei is the pillar of institutional infrastructure in urban China and the power/authority structure is the key to understand Danwei system, his dissertation and a few recent publications shed some light on the past, present and future of Danwei system (单位体制) in China, trying to comprehend the institutional causes underlying its persistence and/or transition after the Reform initiated in the late 1970s, as well as the (unintended) consequences that this organizational transformation has brought to world's largest population.

During his one-year visit at APARC, Wang will work on his latest more challenging project, to explore the transition of power/authority structure (if any), both within and among different (ideal) types of organizations, alongside the continuum of core-periphery distribution of power/authority. Thus, government authority, state-owned enterprise, shiye danwei (事业单位), private enterprise and social organization will be scrutinized simultaneously in a comparative analytical framework to uncover, hopefully, the mystery of social governance at basic level urban China. Besides his own research, he will also seek opportunity to participate in China Program as well as other related interdisciplinary programs at APARC.

Wang's publications include peer-reviewed journal articles appeared on Chinese Journal of Sociology, Comparative Economic & Social System and Sociological Review of China. He also contributed several chapters and coauthored a book titled The In-Group Differentiation of Chinese Christians: Interaction between Subject and Object of Classification in a Northeast Church (2015).

While his research stays relatively focused on organizational sociology and Danwei study, Wang's teaching and reading interests cover a wider range of subjects, including Classic and Modern Sociological Theories, Qualitative Research Methods, Social Scientific Study of Religions, Contemporary China, and China’s Overseas Development.

Wang holds a Ph.D. (2010) and MA (2007) in sociology from Renmin University of China, and a BA (2005) in sociology from Hunan Normal University.

Portrait of Prof. Andrew Walder

Stanford professor Andrew Walder has been awarded the Founder’s Prize from the journal Social Science History for his paper, “Rebellion and Repression in China, 1966-1971.” The journal’s editorial board selects one recipient annually for exemplary scholarly work.

Using data from 2,213 historical county and city annals, the paper charts the breadth of the Chinese Cultural Revolution, its evolution through time and the repression through which state structures were rebuilt in the post-Mao era.

Walder, who is a senior fellow in the Freeman Spogli Institute for International Studies and director emeritus of the Shorenstein Asia-Pacific Research Center, has long studied the sources of conflict, stability and change in communist regimes. He recently published China under Mao, a book that explores the rise and fall of Mao Zedong’s radical socialism.

When Harold Trinkunas joined CISAC in September, it was like coming home again.

Trinkunas will serve in the concomitant role of senior research scholar and associate director for research. One of the nation’s leading Latin America experts, he comes to CISAC from the Brookings Institution, where he was the Charles W. Robinson Chair and senior fellow as well as director of the Latin America Initiative in the Foreign Policy program.

“This is a great opportunity to work in collaborative ways with exceptional scholars around some very important themes in today’s world,” Trinkunas said, noting the urgency of such issues as risks posed emerging technology, the future of the global order, and international security.

CISAC co-directors Amy Zegart and David Relman wrote in their introduction of Trinkunas that his “leadership will continue to advance the center's mission of training the next generation of international security specialists; developing original policy-relevant scholarship; and extending our outreach to global policymakers to improve the peace and security of our world.”

Evolving global realities

Born and raised in Venezuela, Trinkunas earned his doctorate in political science from Stanford University in 1999 and has been a predoctoral fellow and later a visiting professor at CISAC.  His first exposure to CISAC took place when he served as a teaching assistant to Scott Sagan in 1992.

Through the years, CISAC has evolved and adjusted its focus to reflect the global security realities, Trinkunas said. “CISAC has successfully adapted to the changing times since its inception.” Research at CISAC spans such topics, including biosecurity and global health, terrorism, cybersecurity, governance, and nuclear risk and cooperation, to name a few.

Trinkunas is looking forward to the mentoring aspect of working with predocs and postdocs while tapping into the CISAC alumni network to open doors for those rising scholars.

“The Center has developed so many positive connections to scholars, policymakers, foundations, and civil society and the private sector more broadly, both in this country and around the word. One of my goals will be to build on those relationships in a way that’s rewarding for all parties,” said Trinkunas, who also served as an associate professor and chair of the National Security Affairs Department at the Naval Postgraduate School.

Security and governance

His newest book, Aspirational Power: Brazil's Long Road to Global Influence, co-authored with David Mares of UC San Digo, was published this summer by Brookings Institution Press. 

Trinkunas is especially interested in the intersections of security and governance. In his research, he has examined civil-military relations, ungoverned spaces, terrorist financing, emerging power dynamics, and global governance.

“Latin America is the part of the world that I know most about,” he said, adding that the region particularly stands out due to the decreasing number of wars and conflicts between states over the past few decades, even as problems of criminal violence have become more salient.

Part of the reason for region-wide stability, Trinkunas explained, is that democratization led many elected leaders to de-emphasize the role of military responses to interstate disputes in an effort to reduce the importance of the armed forces in domestic politics.

In a region with a history of military dictatorship, many democratic leaders saw their own armed forces as a more significant threat to their permanence in power than their neighbors’ militaries, he said.

In addition, the U.S. foreign policy toward the region has tended to become less interventionist over time and has focused instead on minimizing the use of force as a solution to interstate disputes in the region. Recent efforts to normalize of the U.S.-Cuba relationship are a reflection of this trend, Trinkunas added.

CISAC's William J. Perry created a free, public 10-week course for people to learn more about the looming dangers of nuclear catastrophe. His new MOOC, developed with the support of Stanford’s Office of the Vice Provost for Teaching and Learning, offers a chance to take that message to a much larger audience.

 

Living at the Nuclear Brink: Yesterday and Today is an online course (a "MOOC") taught by former Defense Secretary William J. Perry and a team of international experts. 

“I believe that the likelihood of a nuclear catastrophe is greater today than it was during the cold war,” said Perry, who recently wrote a New York Times op-ed on why America should dismantle its ICBM missile systems.

Because the continued risk of nuclear catastrophe isn’t widely recognized, Perry believes, “our nuclear policies don’t reflect the danger. So I’ve set off on a mission to educate people on how serious the problem is. Only then can we develop the policies that are appropriate for the danger we face.” 

The course offers participants the chance to ask questions and participate in discussions via an online forum, which Perry and his fellow experts will address during weekly video chats. Each week, Perry will be joined in conversation by top thinkers, including CISAC's Martha Crenshaw, David Holloway and Siegfried Hecker, Scott D. Sagan, and Philip Taubman. George Shultz, the former secretary of state, will also participate. Outside experts include Ploughshares Fund president Joseph Cirincione, nuclear negotiator James Goodby, former Russian Deputy Minister of Defense Andre Kokoshin, and Joseph Martz of the Los Alamos National Laboratory.
