Associate Professor Jae-Seung Lee from Korea University, Division of International Studies will be leading the seminar on energy security and cooperation in Northeast Asia (including East Asia).

Professor Lee holds a B.A. in political science from Seoul National University (1991) and an M.A (1993) and PhD (1998) in political science from Yale University. He also earned a certificate from the Institut D'Etudes Politiques de Paris in France in 1995.

Before joining the faculty of Korea University, he had served as a professor at the Institute of Foreign Affairs and National Security (IFANS), the Ministry of Foreign Affairs and Trade. As a scholar in international political economy, he authored a number of books and articles on Korea, East Asia, and Europe. His current research includes energy security and energy diplomacy of Korea, among others. Prof. Lee has directed the Korea Energy Forum (KEF), an interdisciplinary energy research initiative, and conducted a number of energy projects with UNESCAP and the Ministry of Foreign Affairs and Trade. He has taught at Yale University, Seoul National University, and Korea University.

Global meat production has tripled in the past three decades and could double its present level by 2050, according to a new report on the livestock industry by an international team of scientists and policy experts. The impact of this "livestock revolution" is likely to have significant consequences for human health, the environment and the global economy, the authors conclude.

"The livestock industry is massive and growing," said Harold A. Mooney, co-editor of the two-volume report, Livestock in a Changing Landscape (Island Press). Mooney is a professor of biology, senior fellow at the Woods Institute for the Environment and senior fellow at FSI, by courtesy.

"This is the first time that we've looked at the social, economic, health and environmental impacts of livestock in an integrated way and presented solutions for reducing the detrimental effects of the industry and enhancing its positive attributes," he said.

Among the key findings in the report are:

  • More than 1.7 billion animals are used in livestock production worldwide and occupy more than one-fourth of the Earth's land.
  • Production of animal feed consumes about one-third of total arable land.
  • Livestock production accounts for approximately 40 percent of the global agricultural gross domestic product.
  • The livestock sector, including feed production and transport, is responsible for about 18 percent of all greenhouse gas emissions worldwide. 
Impacts on humanity

Although about 1 billion poor people worldwide derive at least some part of their livelihood from domesticated animals, the rapid growth of commercialized industrial livestock has reduced employment opportunities for many, according to the report. In developing countries, such as India and China, large-scale industrial production has displaced many small, rural producers, who are under additional pressure from health authorities to meet the food safety standards that a globalized marketplace requires.

Beef, poultry, pork and other meat products provide one-third of humanity's protein intake, but the impact on nutrition across the globe is highly variable, according to the report. "Too much animal-based protein is not good for human diets, while too little is a problem for those on a protein-starved diet, as happens in many developing countries," Mooney noted.

While overconsumption of animal-source foods - particularly meat, milk and eggs - has been linked to heart disease and other chronic conditions, these foods remain a vital source of protein and nutrient nutrition throughout the developing world, the report said. The authors cited a recent study of Kenyan children that found a positive association between meat intake and physical growth, cognitive function and school performance.

Human health also is affected by pathogens and harmful substances transmitted by livestock, the authors said. Emerging diseases, such as highly pathogenic avian influenza, are closely linked to changes in the livestock production but are more difficult to trace and combat in the newly globalized marketplace, they said.

Environmental impacts

The livestock sector is a major environmental polluter, the authors said, noting that much of the world's pastureland has been degraded by grazing or feed production, and that many forests have been clear-cut to make way for additional farmland. Feed production also requires intensive use of water, fertilizer, pesticides and fossil fuels, added co-editor Henning Steinfeld of the United Nations Food and Agriculture Organization (FAO).

Animal waste is another serious concern. "Because only a third of the nutrients fed to animals are absorbed, animal waste is a leading factor in the pollution of land and water resources, as observed in case studies in China, India, the United States and Denmark," the authors wrote. Total phosphorous excretions are estimated to be seven to nine times greater than that of humans, with detrimental effects on the environment.

The beef, pork and poultry industries also emit large amounts of carbon dioxide, methane and other greenhouse gases, Steinfeld said, adding that climate-change issues related to livestock remain largely unaddressed. "Without a change in current practices, the intensive increases in projected livestock production systems will double the current environmental burden and will contribute to large-scale ecosystem degradation unless appropriate measures are taken," he said.

Solutions

The report concludes with a review of various options for introducing more environmentally and socially sustainable practices to animal production systems.

"We want to protect those on the margins who are dependent on a handful of livestock for their livelihood," Mooney said. "On the other side, we want people engaged in the livestock industry to look closely at the report and determine what improvements they can make."

One solution is for countries to adopt policies that provide incentives for better management practices that focus on land conservation and more efficient water and fertilizer use, he said.

But calculating the true cost of meat production is a daunting task, Mooney added. Consider the piece of ham on your breakfast plate, and where it came from before landing on your grocery shelf. First, take into account the amount of land used to rear the pig. Then factor in all the land, water and fertilizer used to grow the grain to feed the pig and the associated pollution that results.

Finally, consider that while the ham may have come from Denmark, where there are twice as many pigs as people, the grain to feed the animal was likely grown in Brazil, where rainforests are constantly being cleared to grow more soybeans, a major source of pig feed.

"So much of the problem comes down to the individual consumer," said co-editor Fritz Schneider of the Swiss College of Agriculture (SHL). "People aren't going to stop eating meat, but I am always hopeful that as people learn more, they do change their behavior. If they are informed that they do have choices to help build a more sustainable and equitable world, they can make better choices."

Livestock in a Changing Landscape is a collaboration of the FAO, SHL, Woods Institute for the Environment, International Livestock Research Institute (ILRI), Scientific Committee for Problems of the Environment (SCOPE), Agricultural Research Center for International Development (CIRAD), and Livestock, Environment and Development Initiative (LEAD).

Other editors of the report are Laurie E. Neville (Stanford University), Pierre Gerber (FAO), Jeroen Dijkman (FAO), Shirley Tarawali (ILRI) and Cees de Haan (World Bank). Initial funding for the project was provided by a 2004 Environmental Venture Projects grant from the Woods Institute.

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries -- telecommunications, electricity, water delivery and postal delivery services -- and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).

Professor Wolak received his Ph.D. and M.S. from Harvard University and his B.A. from Rice University.

Coal is both the world's fastest growing fossil fuel and a leading contributor to greenhouse gas emissions. While in the West coal use is under pressure, much of the developing world is predicating economic growth on cheap, reliable electricity from coal. As a result, the next few decades are likely to witness a massive build out of coal capacity.

Morse will explore where coal markets are growing, examine what economic and political variables have the greatest impact on coal use and the global coal trade, and discuss possible leverage points for CO2 mitigation. One mitigation option is a technology called carbon capture and storage, or CCS. Should we place big bets on this expensive and largely unproven option? Morse will discuss whether the current state of CCS deployment for coal-fired power falls short of mitigation levels required by many widely publicized targets and proceed to analyze the potential for commercial deployment of CCS technology at scale.

Professor Jenny S. Martinez is a leading expert on international courts and tribunals, international human rights, and the laws of war. Her scholarship focuses on the role of courts and tribunals in advancing human rights, ranging from her work on the all-but-forgotten 19th-century international tribunals involved in the suppression of the trans-Atlantic slave trade through her work on contemporary institutions like the International Criminal Court and the role of courts in policing human rights abuses in the "war on terror." An experienced litigator, she argued the 2004 case of Rumsfeld v. Padilla before the U.S. Supreme Court, seeking to clarify the constitutional protections available to post-9/11 "enemy combatants" who are U.S. citizens. Professor Martinez was named to the National Law Journal's list of "Top 40 Lawyers Under 40" and the American Lawyer's "Young Litigators Fab Fifty." She serves on the board of directors for the Open Society Justice Initiative and has served as a consultant on international human rights issues for both Human Rights First and the International Center for Transitional Justice.

Before joining the Stanford faculty in 2003, Professor Martinez was a senior research fellow at Yale University and an attorney at Jenner & Block. She clerked for Justice Stephen Breyer (BA '59) of the U.S. Supreme Court and Judge Guido Calabresi of the U.S. Court of Appeals for the Second Circuit; she was an associate legal officer for Judge Patricia Wald of the United Nations International Criminal Tribunal for the former Yugoslavia.

Thitinan Pongsudhirak is a high-profile expert on contemporary political, economic, and foreign-policy issues in Thailand today  He is also a prolific author; witness his op ed, "Moving beyond Thaksin," in the 25 February 2010 Wall Street Journal.

Pongsudhirak is not senior in years, but he is in stature.  His career path has been meteoric since he earned his BA in political science with distinction at UC-Santa Barbara not long ago. In 2001 he received the United Kingdom's Best Dissertation Prize for his doctoral thesis at the London School of Economics on the political economy of Thailand's 1997 economic crisis.

Since 2006 he has held an associate professorship in international relations at Thailand's premier institution of higher education, Chulalongkorn University, while simultaneously heading the Institute of Security and International Studies, the country's leading think tank on foreign affairs.

His many publications include: "After the Red Uprising," Far East Economic Review, May 2009; "Why Thais Are Angry," The New York Times, 18 April 2009; "Thailand Since the Coup," Journal of Democracy, October-December 2008; and "Thaksin: Competitive Authoritarian and Flawed Dissident," in Dissident Democrats: The Challenge of Democratic Leadership in Asia, ed. John Kane et al. (2008).  He has written on bilateral free-trade areas in Asia, co-authored a book on Thailand's trade policy, and is admired by Southeast Asianist historians for having insightfully revisited, in a 2007 essay, the sensitive matter of Thailand's role during World War II.

He was a Salzburg Global Seminar Faculty Member in June 2009, Japan Foundation's Cultural Leader in 2008, and a Visiting Research Fellow at the Institute of Southeast Asian Studies (Singapore) in 2005.  For ten years, in tandem with his academic career, he worked as an analyst for The Economist's Intelligence Unit.

Robert D. Hormats is the Under Secretary of State for Economic, Energy, and Agricultural Affairs.

Formerly, Mr. Hormats was the Vice Chairman of Goldman Sachs International from 1982 to 2009.

Mr. Hormats served as Assistant Secretary of State for Economic and Business Affairs from 1981 to 1982, as Ambassador and Deputy U.S. Trade Representative from 1979 to 1981, and as Senior Deputy Assistant Secretary for Economic and Business Affairs at the Department of State from 1977 to 1979. He served as a Senior Staff Member for International Economic Affairs on the National Security Council from 1969 to 1977, where he was Senior Economic Advisor to Dr. Henry Kissinger, General Brent Scowcroft, and Dr. Zbigniew Brzezinski. Mr. Hormats was a recipient of the French Legion of Honor in 1982 and Arthur Fleming Award in 1974.

Mr. Hormats has been a visiting lecturer at Princeton University and is a member of the Board of Visitors of the Fletcher School of Law and Diplomacy and the Dean's Council of the John F. Kennedy School of Government at Harvard University. He is a member of the Council on Foreign Relations and a board member of the Irvington Institute for Immunological Research, Engelhard Hanovia, Inc., The Economic Club of New York, and Freedom House.

Mr. Hormats' publications include The Price of Liberty: Paying for America's Wars from the Revolution to the War on Terror; Abraham Lincoln and the Global Economy; American Albatross: The Foreign Debt Dilemma; and Reforming the International Monetary System. Mr. Hormats' articles have appeared in Foreign Affairs, Foreign Policy, The New York Times, The Washington Post, The Wall Street Journal, American Banker, and The Financial Times.

Mr. Hormats earned a B.A. from Tufts University in 1965 with a concentration in economics and political science. In 1966 he earned an M.A. and, in 1970, a Ph.D. in international economics from the Fletcher School of Law and Diplomacy.

In electricity, "downstream" CO2 regulation requires retail suppliers to buy energy from a mix of sources so that their weighted emissions satisfy a standard. It has been argued that such "loadbased" regulation would solve emissions leakage, cost consumers less, and provide more incentive for energy efficiency than traditional source-based cap-and-trade programs. Because pure load-based trading complicates spot power markets, variants (GEAC and CO2RC) that separate emissions attributes from energy have been proposed. When all energy producers and consumers come under such a system, these load-based programs are equivalent to source-based trading in which emissions allowances are allocated by various rules, and have no necessary cost advantage. The GEAC and CO2RC systems are equivalent to giving allowances free to generators, and requiring consumers either to subsidize generation or buy back excess allowances, respectively. As avoided energy costs under source-based and pure load-based trading are equal, the latter provides no additional incentive for energy efficiency. The speculative benefits of load-based systems are unjustified in light of their additional administrative complexity and cost, the threat that they pose to the competitiveness and efficiency of electricity spot markets, and the complications that would arise when transition to a federal cap-and-trade system occurs.
