We have ample examples of efforts to "engage" adversaries, from Willy Brandt’s Ostpolitik to Kissinger’s conception of détente and Kim Dae Jung’s Sunshine policy. Yet much more attention has been given to understanding the logic of sanctions than the logic of inducements. Drawing an array of new sources of information on the North Korean economy, from the direction of its foreign trade to two firm‐level surveys of Chinese and South Korean firms doing business in the country, we consider the political and economic logic of engagement. Like sanctions, the conditions under which engagement strategies are likely to work are subject to a number of constraints. Target governments appear well aware of the risks of engagement and there is only mixed evidence for claims that such engagement has transformative effects.
Dr. Stephan Haggard is the Lawrence and Sallye Krause Distinguished Professor of Korea-Pacific Studies and Director of Korea-Pacific Program (KPP) at the University of California, San Diego Graduate School of International Relations and Pacific Studies.
Stephan Haggard works on the political economy of developing countries, with a particular interest in Asia and the Korean peninsula. He is the author of Pathways from the Periphery: The Politics of Growth in the Newly Industrializing Countries (1990), The Political Economy of Democratic Transitions (1995, with Robert Kaufman), The Political Economy of the Asian Financial Crisis (2000) and Development, Democracy and Welfare States: Latin America, East Asia, Eastern Europe (2000, with Robert Kaufman). His current research focuses on the relationship between inequality, democratization and authoritarianism in developing countries.
Professor Haggard has written extensively on the political economy of North Korea with Marcus Noland, including Famine in North Korea: Markets, Aid, and Reform (2007) and Witness to Transformation: Refugee Insights into North Korea (2011). Haggard and Noland co-author the "North Korea: Witness to Transformation" blog at the Peterson Institute for International Economics.

Urbanization and obesity-related chronic diseases are cited as threats to the future health of India's older citizens. With 50% of deaths in adult Indians currently due to chronic diseases, the relationship of urbanization and migration trends to obesity patterns have important population health implications for older Indians. The researchers constructed and calibrated a set of 21 microsimulation models of weight and height of Indian adults. The models separately represented current urban and rural populations of India's major states and were further stratified by sex.
Neo-liberalism, which became a dominant ideology in policy-making in many countries from the early 1980's, is now blamed for worsening inequality and the 2008 world financial crisis. As the recovery process is moving very slowly due to lingering uncertainties from the Euro crisis, going back to the European model of a welfare state is not a feasible policy direction for most countries. Thus, now is the time to seek a new paradigm for a sustainable capitalism and welfare state, Dr. Sang-Mok Suh argues. He proposes 'welfarenomics,' implying a better balance between economics and welfare.
Welfarenomics means promoting a sustainable calitalism through modifying the neo-classical market economy model in three ways: (1) strengthening the role of government in the areas of formulating & implementing national strategy; (2) increasing social values of business activities through developing new CSV (Creating Shared Value) activities; and (3) creating a habitat for co-development through activating civil society. Welfarenomics also implies promoting a sustainable welfare state through modifying the European welfare state model in three ways: (1) building a foundation for 'workfare' through developing customized job programs for welfare beneficiaries; (2) utilizing various welfare programs as means for social innovation; and (3) improving the effectiveness of welfare programs through applying various management concepts to the field of social welfare.
The presentation will cite some of the recent experiences in Korea, but the concept of welfarenomics can be applied to any country in need of achieving both economic growth and social equity.
For the past four decades, Dr. Sang-Mok Suh has been a policy-making expert in both economics and social welfare. After receiving his PhD in economics from Stanford University in 1973, Professor Suh worked at the World Bank for five years and at the Korea Development Institute (KDI), a top South Korean think tank, for ten years as a researcher. His doctoral dissertation was on the relationship between economic growth and income distribution. In 1986, he led the research team at KDI for formulating the National Pension Scheme for Korea. He was vice president of KDI, 1984–1988. As a Korea National Assembly member, 1988–2000, Dr. Suh played the key role of coordinating economic and welfare policies between the ruling party, on the one hand, and the government and opposition parties, on the other. While he was Minister of Social Welfare, 1993–1995, Dr. Suh formulated a comprehensive welfare strategy for Korea for the first time and initiated the Osong Bio Industrial Complex.

Abstract:
On October 11 and 12th, the Democracy in Taiwan Project at the Center for Democracy, Development, and the Rule of Law, in cooperation with the Shorenstein Asia-Pacific Research Center, will hold its 8th annual conference, on the Trans-Pacific Partnership (TPP). The TPP is a free trade agreement currently being negotiated by at least nine Pacific Rim countries that has the potential to re-shape economic relations in the region for the coming decades. This conference will bring together policymakers and scholars from Taiwan with leading specialists from other Asian countries and the U.S. to examine the evolution, geopolitics and future of the TPP, and also to consider how Taiwan is responding to the challenge of freer trade and what its strategy for deepening its trade relations and maintaining its economic development should be.

Radiation detection technology might significantly enhance a nation state’s ability to detect and counter the threat of nuclear terrorism, but the technology is not a panacea for the nuclear terrorism problem. Because of limitations imposed by physics (and arguably even more serious and fundamental limits imposed by geometry), radiation detection systems may never be able to detect all nuclear threats in credible risk scenarios. Of course, it is highly unlikely that the problem of nuclear terrorism- like many societal problems we face today- has a simple technological solution, but technology can help. I will argue that the pursuit of an all technological solution has- paradoxically- limited the progress that has been made in developing effective systems for detecting nuclear threats. Using an investment metaphor: we in the US and most of the developed world have bet on “get rich quick” schemes with respect to radiation detection technologies and have eschewed a path of steady progress. I argue that the US- and others- should take a more straightforward model to funding radiation detection research and development and develop simple metrics to measure steady progress as opposed to our current policy of betting all on “transformational solutions” that would “solve the problem”.
About the speaker: Jim Lund is a Senior Manager at Sandia National Laboratories in Livermore, CA. Prior to arriving at Sandia in 1994, he worked at Radiation Monitoring Devices in Massachusetts for 12 years where he was the manager of the Advanced Radiation Detector Group and led a group developing radiation detectors for advanced medical diagnostics and imaging.
After arriving at Sandia as a Consultant, Lund became a Senior Member of the Technical Staff and eventually a Distinguished Member of the Technical Staff before becoming a Manager in 2003. He is currently a Senior Manager of Security Systems Engineering- a group of five engineering and science departments at Sandia, Livermore.
Lund has a B.S. in Chemistry and Math from Salem State University and an M.S. in Applied Physics from the University of Massachusetts. He has written and coauthored many publications in the field of ionizing radiation detection, refereed for several journals, evaluated proposals for DOE, NSF, and NIH, and has been invited to present to several national advisory groups (NAS, JASON, DSB, etc.).

The process of joining an IO may cause liberalization before membership. Thus studies that only evaluate compliance after membership underestimate the effects. Conditional membership may be one of the most important sources of leverage for IOs. The rule-makers establish rules that don't go far beyond what they would otherwise do, but rule-takers often must accept a broad range of policy reforms they would not otherwise consider. The influence of accession conditions has been studied in the context of EU and NATO, where sizeable benefits and formal conditions motivate major concessions by applicants. This paper proposes to examine a much less powerful organization, the OECD. Here the qualifications for membership are ambiguous and leave open room for informal pressure for a range of economic reforms. The politics of joining organizations touch closely on concerns about status and legitimacy as well as functional demands for cooperation in complex issue areas. I will examine how OECD membership has motivated specific reforms in regulatory policies and trade in a comparison of the East European transition economies accession with that of Japan, Mexico, and Korea. Statistical analysis of patterns of when countries apply for membership will test for the role of economic and political conditions as well as the political relations among members.

The seminar session will present findings from a new study on the entrepreneurship ecosystem in post-revolutionary Egypt and Tunisia. The discussion will focus on the challenges facing entrepreneurs and would-be entrepreneurs in these countries and the MENA region, and will highlight the importance of reform of the legal and regulatory environment.

Lina Khatib is the co-founding Head of the Program on Arab Reform and Democracy at the Center on Democracy, Development, and the Rule of Law at Stanford University. She joined Stanford University in 2010 from the University of London where she was an Associate Professor. Her research is firmly interdisciplinary and focuses on the intersections of politics, media, and social factors in relation to the politics of the Middle East. She is also a consultant on Middle East politics and media and has published widely on topics such as new media and Islamism, US public diplomacy towards the Middle East, and political media and conflict in the Arab world, as well as on the political dynamics in Lebanon and Iran. She has an active interest in the link between track two dialogue and democratization policy. She is also a Research Associate at SOAS, University of London, and, from 2010-2012, was a Research Fellow at the USC Center on Public Diplomacy at the Annenberg School.
Amr Adly has a Ph.D. from the European University Institute-Florence, Department of political and social sciences (Date of completion: September 2010). His thesis topic was "The political economy of trade and industrialization in the post-liberalization period: Cases of Turkey and Egypt". The thesis was published by Routledge in December 2012 under the title of State Reform and Development in the Middle East: The Cases of Turkey and Egypt.
He has several other academic publications that have appeared in the Journal of Business and Politics, Turkish Studies, and Middle Eastern Studies, in addition to articles in several other periodicals and newspapers in English and Arabic.
Before joining Stanford, he worked as a senior researcher at the Egyptian Initiative for Personal Rights, heading the unit of social and economic rights, and at the Ministry of Foreign Affairs as a diplomat.
At Stanford, he is leading a research project on reforming the regulatory environment governing entrepreneurship after the Arab Spring in Egypt and Tunisia, which will result in policy papers as well as conferences in the two countries.
Greg Simpson is Deputy Regional Director of the Middle East and North Africa division at the Center for International Private Enterprise (CIPE), where in addition to co-managing the division with the regional director, he also directly oversees CIPE’s sizeable Egypt portfolio. A veteran of the nongovernmental sector with eighteen years of experience in strengthening democratic institutions, Simpson came to CIPE from the U.S. online political firm New Media Communications, where he focused on developing and managing the company’s international initiatives. Prior to New Media, Simpson worked at the International Republican Institute (IRI), where he held three successive country director posts in the Balkans. There he directed assistance programs in political party development, political communications, local governance, grassroots organization and mobilization, civil society development, public opinion research, and election observation. During this time, Simpson advised and trained hundreds of political activists and elected officials, and directly advised two of the region’s presidents. Before joining IRI, Simpson held positions at the American Council of Young Political Leaders (ACYPL) and the Center for Civil Society in Southeastern Europe. He holds a B.A. in International Studies from American University in Washington, DC. Simpson currently resides in Alexandria, Virginia with his wife and two children.
One of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce, the Center for International Private Enterprise (CIPE) is a U.S. non-profit organization with the mission of strengthening democracy around the globe through private enterprise and market-oriented reform. CIPE has supported more than 1,300 initiatives in over 100 developing countries, involving the private sector in policy advocacy and institutional reform, improving governance, and building understanding of market-based democratic systems. CIPE provides management assistance, practical experience, and financial support to local organizations to strengthen their capacity to implement democratic and economic reforms.

John Sloan was appointed Canada’s ambassador to the Russian Federation, Armenia and Uzbekistan in August 2010.
From September 2006 until August 2010 he was Director General for Economic Policy in Canada’s Department of Foreign Affairs and International Trade. In this capacity he was responsible for the coordination and delivery of Canadian objectives in the G8, G20 and APEC Summits, the OECD, for development policy and institutions and for the Department’s economic capacity building. He was Canada’s Senior Official (SOM) to the APEC process and Canada’s representative to the OECD Executive Committee in Special Session (ECSS). He was also Chair of the G8 Accountability Working Group which produced the G8 Accountability Report for the 2010 Muskoka Summit.
From July 2000 until September 2006 John Sloan worked at the Financial Services Authority in London, UK, the UK financial services regulator, where he was Special Advisor/Manager, Global Team. He was particularly involved in the work of the Financial Stability Forum and the Joint Forum and chaired the Joint Forum working group which produced the High-level Principles for Business Continuity for regulators and market participants, which were formally published in September 2006.
He has served as Canada’s Finance Counsellor in Tokyo and London. Other foreign postings include Geneva, Beijing and a first assignment in Tokyo, including two years at the FSI Japanese language school. Ottawa assignments include Senior Departmental Assistant to the Minister of International Trade and a secondment to the Department of Finance where he coordinated Canada’s Paris Club strategy.
John Sloan has a BA from Stanford University in Chinese Studies, and M.Sc. from the London School of Economics in International Relations and an MBA from Business School Lausanne. In 2000 he taught a course on contemporary Canada at Keio University, Tokyo.
John Sloan is the author of The Surprising Wines of Switzerland, published by Bergli Books, Basel. He also co-editedLa nouvelle Europe de l'Est, du plan au marché, published by Editions Bruylant, Brussels. Jonathan Rodden is a professor in the political science department at Stanford who works on the comparative political economy of institutions. He has written several articles and a pair of books on federalism and fiscal decentralization. His most recent book, Hamilton’s Paradox: The Promise and Peril of Fiscal Federalism, was the recipient of the Gregory Luebbert Prize for the best book in comparative politics in 2007. He frequently works with the World Bank and the International Monetary Fund on issues related to fiscal decentralization.
He has also written papers on the geographic distribution of political preferences within countries, legislative bargaining, the distribution of budgetary transfers across regions, and the historical origins of political institutions. He is currently writing a series of articles and a book on political geography and the drawing of electoral districts around the world.
Rodden received his PhD from Yale University and his BA from the University of Michigan, and was a Fulbright student at the University of Leipzig, Germany. Before joining the Stanford faculty in 2007, he was the Ford Associate Professor of Political Science at the Massachusetts Institute of Technology.
