Up-and-coming Stanford entrepreneurs must think and act globally. Critical resources, markets and opportunities are around the world, including the dynamic hotbed of China. Come meet trailblazers breaking ground in China. Hear how they got started, challenges they are wrestling with right now, their outlook for entrepreneurs in China, and their best advice. Then, take the opportunity to meet in break out groups with each leader for informal discussion, followed by a Chinese appetizers and networking.

This event, co-sponsored by the Asia-Pacific Student Entrepreneurship Society (ASES), is open to students, the Stanford community and the general public and is part of Entrepreneurship Week at Stanford University. Full details on panelists are below.

Throughout the week of February 24 - March 3, communities around the country will be celebrating EntrepreneurshipWeek USA, as designated by the U.S. House of Representatives, and Stanford will be no exception. In fact, the national organizers will be launching the national program from Stanford on February 24 during the opening ceremony. The theme of the week is "What is Your Big Idea?"

Stanford University has big plans for the week. Events hosted by entrepreneurship groups across campus will enable you to network with entrepreneurial students, venture capitalists (VCs), entrepreneurs and others; hear thought leaders, and share stimulating ideas. All events are free and most are open to the public.

Featured panelists for "Global Entrepreneurship: Stanford Trailblazers in China":

  • Jack Hong: Principal and Founder of SN38, an incubation fund focusing on social-networking startups in China and the US. Prior to SN38, Hong was VP of Information Technologies at SINA Corporation (NASDAQ:SINA), heading SINA's enterprise IS infrastructure development in Beijing. Hong co-founded the Chinese-language portal SINANET.com in 1995 with fellow students while a PhD candidate at Stanford, and held the title of CTO until it merged with Beijing SRS International to form SINA in 1999.
  • Derek Ling: A serial entrepreneur with strong corporate background focused primarily in the IT and Internet industries. Ling is the founder and CEO of Tianji.com, the leading social networking service for professionals in China. Prior to starting up Tianji.com, Ling held senior management positions at Motorola, Apple Computer (Director of Business Development for Greater China) and SINA.com (Vice President); in 1999 he co-founded the Beijing-based startup Qzone.com, a youth entertainment community in China revolving around homepage and music.
  • Min Zhu: Co-Founder of WebEx Communications, Inc., a NASDAQ-listed company with 2006 revenues over $400 million; after co-founding the company in 1996 he served as President and CTO before being named "Chief WebEx" in 2004; Zhu is a Venture Partner in New Enterprise Associates (NEA), a leading venture capital firm. He serves on a number of Silicon Valley boards and is an advisor for the San Jose Municipal Government. In 2005 he founded Cybernaut, a Hangzhou-based company that aims to create a platform to support real-time multimedia communication applications and services.

This paper evaluates the role of self-employment in China's rural economy, while paying attention to whether the rise of self-employment promotes entrepreneurship and is a sign of development, or whether it is a stopover for disadvantaged workers and a sign of distress. Using data on 20-year labor market histories of a nationally representative sample of individuals, we provide descriptive evidence that self-employment in rural China, unlike in some other places, is a sign of development. Econometric evidence from a random-effects probit model and a continuous-time Markov model shows also that self-employment in rural China shares many features of a productive small-business sector.

A proposal to assess the societal and security implications of the female deficit in China, a study of the impact of higher education's rapid expansion in large developing economies, and incentives for provision of health care services for one billion people in rural China were among the new projects funded by Stanford's Presidential Fund for Innovation in International Studies (PFIIS) in mid-February. Planning grants for an international health and society initiative in the Indian subcontinent and psychosocial treatment for children orphaned by the tsunami in Indonesia were also awarded.

"These projects show great potential to advance human knowledge, help devise sustainable solutions, and build a better, more secure future for millions around the world," said Stanford President John Hennessy. "In launching The Stanford Challenge, we committed to marshal university resources to address some of the 21st century's great challenges in human health, international peace and security, and the environment."

The $3 million, intellectual venture capital fund was established by the Office of the President and the Stanford International Initiative in 2005 to encourage new cross-campus, interdisciplinary research and teaching among all seven schools at Stanford on three overarching global challenges: pursuing peace and security, improving governance, and advancing human well-being. The first $1 million was awarded in February 2006 to eight interdisciplinary faculty teams examining such issues as the HIV/AIDS treatment revolution in sub-Saharan Africa, why Latin America has been left behind in recent gains by developing countries, and food security and the environment.

"It's impressive to see the committed, collaborative, and innovative ways Stanford faculty are joining together in new interdisciplinary research and teaching to generate new understanding of the linkages among complex problems and train a new generation of leaders to address them effectively," said Freeman Spogli Institute Director Coit D. Blacker, chair of the International Initiative Executive Committee.

New projects qualifying for funding and their principal investigators are:

  • Female Deficit and Social Stability in China: Implications for International Security. Melissa Brown, anthropological sciences; Marcus Feldman, biological sciences, and Matthew Sommer, history. As the number of surplus, marriage-age men in China approaches 47 million in 2050, this project will study factors that predict men's inability to marry before 30, the availability of social welfare to men and their families, their contribution to the floating population of rural-to- urban migrants, the labor-related migration of unmarried women, and the impact of this migration for domestic stability and international security.
  • Potential Economic and Social Impacts of Rapid Higher Education Expansion in the World's Largest Developing Economies. Martin Carnoy, education; Amos Nur, geophysics; and Krishna Saraswat, electrical engineering. The development of higher education systems in Brazil, Russia, India, and China (BRIC) will have a major impact on their ability to transition to large, developed, knowledge-based economies. Is the way nation states expand and reform higher education in response to global pressures an important indicator of societal capacity to achieve sustained economic growth? This project will examine differing approaches of BRIC governments to higher-education growth and reform, and ask whether these reflect differing levels of state capacity to expand the knowledge base for economic and social development and whether differing approaches result in significant changes in formation of analytical skills in university graduates, particularly scientists and engineers.
  • Health Care for One Billion: Experimenting with Incentives for the Supply of Health Care in Rural China. Scott Atlas, radiology; Scott Rozelle, the Walter H. Shorenstein Asia-Pacific Research Center, FSI. This project examines the effects of existing health policies and institutions in rural areas of China - including rural health insurance, privatization of rural clinics, and investment in township hospitals - and introduces a new experiment to study and realign incentives to address a serious flaw in China's health care system, the practice in which doctors both prescribe and derive significant profits from drugs.

Two planning grants were also awarded, as follows:

  • Stanford International Health and Society Initiative: Proposal to Plan for an Initial Program in the Indian Subcontinent. Vinod K. Bhutani, pediatrics; Nihar Nayak, obstetrics and gynecology. This project seeks to improve unacceptably high maternal and childhood morbidity and mortality rates in the Indian subcontinent by devising innovative strategies to bridge existing social and access barriers in the micro- and macro- health environment. Includes leadership training and cooperative work on practice and policy strategies with experts from Stanford and the subcontinent.
  • Psychosocial Treatment of Children Orphaned by the Asian Tsunami in Indonesia. Hugh Solvason, psychiatry; Donald Barr, sociology. This project's goal is to develop and implement changes to reduce the sense of dislocation, anxiety, and behavioral problems among tsunami orphans at the As-Syafi`iyah Orphanage in Jakarta. By arranging the children into more cohesive groups that can operate like "families" rather than their current state of random associations typically found in orphanages, the project will create a new and ordered social system. In addition, Solvason and Barr plan to develop a system of counseling interventions for the most severely symptomatic children (supervised by Stanford Psychiatry faculty). Translated measures of depression, anxiety, and PTSD will be used to assess the success of the intervention.

The projects will produce new field research, conferences, research papers, books, symposia, and courses for Stanford students.

A third round of project awards will be made in February 2008. A formal request for proposals will be issued in the fall of 2007, with proposals due by December 14, 2007. Priority is given to teams of faculty who do not typically work together, represent multiple disciplines, and address issues that fall broadly within the three primary research areas of the International Initiative. Projects are to be based on collaborative research and teaching involving faculty from two or more disciplines, and where possible, from two or more of Stanford's seven schools.

In 2003, consumption of IT goods worldwide was $1.5 trillion. Asia represented twenty percent of this total. Even more telling, Asia produced about forty percent of these goods. The continued rise of Asian IT innovation will pose a challenge to the eminence of traditional IT centers, notably Silicon Valley.

Making IT examines the causes as well as the major consequences of the dramatic rise of Asia in this industry. The book systematically analyzes each country's policies and results, on both a national level and, more importantly, in the innovation regions that have developed in each country: Japan's excellence in technology and manufacturing skills; Bangalore, India's late start and sudden explosion; Taiwan's Hsinchu Science-based Park's entrepreneurship and steady growth; Korea's Teheren Valley's impressive development of large companies; Singapore's initial reliance on multinational firms and its more recent switch to a home-developed strategy; and China's Zhongguancun Science Park's encouragement of investment from foreign firms while also promoting a domestic IT industry.

The book outlines the difficulties in the IT industry, including Japan's tendency to keep out most foreign firms and China's poor protection of intellectual property. Developed by the team that brought readers The Silicon Valley Edge, Making IT analyzes why this region has an advantage in this industry, the similarities and differences in the countries' strategies, why companies have clustered in specific localities, and most important, what will be changing in the coming years.

Making IT should leave no doubt that the United States and other countries competing in the global economy will face enormous challenges--and opportunities--responding to the rise of an innovative Asia.

On Tuesday, November 14, the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) will be hosting a first look at Making IT: The Rise of Asia in High Tech.

Making IT is edited by Henry S. Rowen, Marguerite Gong Hancock and William F. Miller, and features findings by scholars from from the United States, Japan, Korea, Singapore, Taiwan, China and India.

Henry S. Rowen was a senior fellow at the Hoover Institution, a professor of public policy and management emeritus at Stanford University's Graduate School of Business, and a senior fellow emeritus of the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). Rowen was an expert on international security, economic development, and high tech industries in the United States and Asia. His most current research focused on the rise of Asia in high technologies.

In 2004 and 2005, Rowen served on the Presidential Commission on the Intelligence of the United States Regarding Weapons of Mass Destruction. From 2001 to 2004, he served on the Secretary of Defense Policy Advisory Board. Rowen was assistant secretary of defense for international security affairs in the U.S. Department of Defense from 1989 to 1991. He was also chairman of the National Intelligence Council from 1981 to 1983. Rowen served as president of the RAND Corporation from 1967 to 1972, and was assistant director of the U.S. Bureau of the Budget from 1965 to 1966.

Rowen most recently co-edited Greater China's Quest for Innovation (Shorenstein APARC, 2008). He also co-edited Making IT: The Rise of Asia in High Tech (Stanford University Press, 2006) and The Silicon Valley Edge: A Habitat for Innovation and Entrepreneurship (2000). Rowen's other books include Prospects for Peace in South Asia (edited with Rafiq Dossani) and Behind East Asian Growth: The Political and Social Foundations of Prosperity (1998). Among his articles are "The Short March: China's Road to Democracy," in National Interest (1996); "Inchon in the Desert: My Rejected Plan," in National Interest (1995); and "The Tide underneath the 'Third Wave,'" in Journal of Democracy (1995).

Born in Boston in 1925, Rowen earned a bachelors degree in industrial management from the Massachusetts Institute of Technology in 1949 and a masters in economics from Oxford University in 1955.

On November 13-14, 2006, the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) of Stanford University and the Industrial Technology Research Institute (ITRI) together with the School of Technology Management, National Tsing Hua University, will co-sponsor an invitation-only workshop at Stanford University.

Deadlines and Proposal Submission Guidelines

  • Paper proposals are due by July 31; notification of acceptance will be by Aug. 18; papers are due Oct. 31
  • Papers will be considered for inclusion in the proceedings, which will be published in English by SPRIE.
  • Paper proposals should be 1-2 pages long (single-spaced) and in English; include with your proposal citations of your recent and related publications.
  • Submit your proposal in .pdf format; send via electronic mail with the subject "November workshop proposal" to sprie-stanford@stanford.edu. Be sure your proposal arrives in time for the July 31 deadline or it will likely not be considered!
  • Academic presenters of papers will receive a sum that serves both as an honorarium and as support for travel expenses from the home institution to Stanford. Those whose travel across the Pacific or Atlantic will receive $2,000; those who travel from within the contiguous United States will receive $1,800, and those from the Bay Area will receive $1000; lodging and food will be covered by the organizers. Note that papers with multiple authors only receive one honorarium.

Leading high tech regions face the challenge of sustaining their competitive position amidst shifts in the global knowledge economy. Their ability to create/re-create their edge depends in large measure on the ability to foster innovation and entrepreneurship--to respond to challenges and opportunities presented by competition and collaboration with rising high tech regions as well as to innovate in technologies, services, processes, strategies and business models. The workshop will concentrate on three topics:

Indicators and Analysis of Regional Innovation and Entrepreneurship

  • What are the core strengths and weaknesses of major high tech regions now facing the challenge of sustainability? How are they evolving? Which indicators best reveal regional attributes and trends and how can we improve the collection of such data?
  • What key factors are determining the development of these regions and how is each region's performance in innovation and/or entrepreneurship?
  • What indicators point to the next stage of development for these regions?
Policies, Strategies, Models
  • How are regions responding to pressing challenges and opportunities? How are regional leaders reinventing strategies, exploring new practices, and developing new models?
  • How effective have government policies (national and local) been in fostering productive high tech regions? What are similarities and differences in these policies across regions/countries?
Global Linkages
  • High tech regions are connected through people, technology and capital, linkages that have become both more important and more complex.
  • How do multinationals, hybrid firms and local firms use linkages of people, technology and capital to enhance their competitive advantage? What new business models have emerged recently?
  • What forces nurture or inhibit these global high tech linkages? What kinds of processes and networks are at play and what is their impact on the vitality and sustainability of regions?

On May 20-21, 2006, the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) and the China Institute for Science and Technology Policy (CISTP) of Tsinghua University co-sponsored an international workshop in Beijing on "Greater China's Innovative Capacity: Progress and Challenges."

The workshop, held in collaboration with the Zhongguancun Science Park and the Industrial Technology Research Institute (ITRI), was hosted on the campus of Tsinghua University. Participation by more than 70 academics, industry leaders and government policy makers reflected many of the ongoing partnerships SPRIE holds with institutions, individuals and organizations around the world.

The nine workshop sessions and more than twenty paper presentations provided rich opportunities for engaging discussion and knowledge sharing. The output of this workshop will lead to the publishing of selected proceedings in the near future.

Theme and Topics

The workshop addressed how the innovative capacities in Greater China are evolving. What are the most significant areas of progress and challenge? Scholars and business leaders from the U.S., Europe and Asia were brought together to discuss new research and current practice of key aspects of Greater China's innovative capacity: inputs, processes, outputs, institution, government policies, business models and management strategies.

More specifically, the workshop focused on:

  • information and communications technologies
  • innovation across the value chain from R&D to business processes and models
  • development within and linkages among key regions and players in mainland China, Taiwan, Singapore and Silicon Valley

The workshop will include discussions of key drivers of innovative capacity: the inputs, processes, institutions, management strategies and outputs, including evidence of innovative capacities as demonstrated in new products, processes, services or business models.

The workshop will focus on information technology and telecommunications, focusing on development within and linkages among Mainland China and Taiwan, plus Singapore and Silicon Valley. Workshop sessions will include:

Workshop Format

Attendance at the two-day workshop will be by invitation only. More than twenty papers will be presented and discussed by a group of international scholars; panel participants will include senior industry leaders and government policy makers. The workshop format will facilitate discussions.

The Government of India has appointed Senior Research Scholar Rafiq Dossani to a new Committee on Technical Innovation and Venture Capital (VC). In this capacity, he will recommend policy and regulatory changes to improve the development and financing of technical innovation. The committee reports to the Planning Commission, which is the apex body for policy changes.

Dossani also serves on the U.S.-India Venture Capital Working Group, within the U.S. Department of Commerce, whose objective is to suggest policies that will enhance the flow of U.S. venture capital money to India. Dossani has put the two committees in touch, so that the work of one can help that of the other.

Both committees offer Dossani -- who conducts extensive policy-relevant research on South Asia at Shorenstein APARC -- an opportunity to influence policy in a field that is important to both India and the United States. VC investments in India exceeded $2 billion last year -- 70 percent of which was funded by U.S. institutions -- making India the largest destination for American VC outside the United States.
