FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

On May 23, FSE hosted its final symposium of a two-year series on global food policy and food security in the 21st century. The series was designed to look at the growing nexus of food, water and energy and to understand the disparities in agricultural productivity amongst developed and developing countries. What lessons can be learned from history, and how can these be applied to inform an effective and sustainable effort to eliminate food insecurity in sub-Saharan Asia and South Asia? FSE thanks the series participants and funder, the Bill & Melinda Gates Foundation. This summer FSE will be publishing a synthesis volume as a final product of the series. Food and water security in sub-Saharan Africa remain a challenge despite the region’s abundance of arable land and untapped water resources. In FSE’s final global food policy and food security symposium, water expert John Briscoe drew upon his many years of international field experience (including a 20-year career at the World Bank) to deliver a personal assessment of the issues facing Africa and suggestions for the way forward.

Improvements in infrastructure, agricultural productivity and investment are crucial for tapping Africa’s agricultural and development potential. And middle-income countries, such as Brazil, may have the most lessons to share.

Dams and the quest for water security

“Africa’s infrastructure is lousy,” said Briscoe, an environmental engineer and director of Harvard’s Water Security Initiative. “Crumbling roads, patchy supplies of electricity, and inadequate water storage are some of Africa’s biggest impediments to growth.”

Sub-Saharan Africa has tremendous surface and groundwater resources, yet only 4 to 5 percent of cultivated land is irrigated. Most agricultural land relies on rainfall and is often limited to a three to six month rainy season. For many countries in Africa, economic growth and rainfall are closely linked.

Africa has the potential to irrigate an additional 20 million hectares of land, but building that infrastructure is expensive and finding funding has become more difficult. Historically, the World Bank and wealthy countries like the United States have helped. But funding dams is now unpopular.

Meanwhile, middle-income countries - such as Brazil, India and China - are building infrastructure for water-enabled growth, and are filling the funding gap left by rich countries. Whereas the World Bank now finances about five dams, the Chinese finance over 300 dams outside of China in the developing world.

Sub-Saharan Africa has benefited from some of these projects, but still contends with an international NGO and donor community resistant to dam development.  

Big is beautiful – the case of Brazil

“Africa must increase its agricultural productivity, and a romantic emphasis on small, local, organic farming is not going to get it there,” said Briscoe.

Sub-Saharan Africa’s agricultural growth rate remains very low. In some countries, yields for staple crops like maize are actually falling. A deficit in knowledge to increase agricultural productivity is part of the problem.

Briscoe shared a telling observation of a Ghanaian CEO of a multinational company: ‘Once the best and the brightest Ghanaians went into engineering. Now they become anthropologists because NGOs dominate the job market and this is the skill they want.’ 

Briscoe pointed to Brazil as a compelling case for greater investment in agriculture and agricultural research. Between 1985 and 2006, Brazilian agricultural production grew by 77 percent.

“Much of this growth did not come from cutting down the Amazon, but by doing things smarter than it did before,” said Briscoe. “Over the last 30 years, through financial crises and changing political parties, Brazil sustained public investment in agricultural research.”

Better farming practices led to improved soil quality, high yielding grasslands, and the transformation of soybeans into a tropical crop. Brazil is now the largest exporter of soybeans.

Additionally, Brazil pioneered the use of “no-till” agriculture, now practiced by over 50 percent of its farmers. The culmination of these activities increased productivity while farming more sustainably.

An important contribution to Brazil’s productivity has been its utilization of genetically modified crops. Brazil chose not to eulogize the “small and organic” philosophy of many NGOs, but embraced new technology. Middle-income countries are currently eight of the 10 largest users of GMOs.

Brazil was also pragmatic when it came to scale. Brazilian farms are large. Thirty percent are large commercial operations producing 76 percent of the country’s output. Many environmentalists and small farmers perceived large agrobusiness as the enemy, but these large enterprises were also the grey geese laying the golden eggs for the country.

Understanding that there are no silver-bullet solutions, the Brazilian government sought innovative ways to support smaller farmers. For example, concessions for a large irrigation project in the Pontal were awarded to agribusiness operators that integrated at least 25 percent of irrigable land to small farmers as part of the company’s production chain.

By 2009, Brazil had become the world’s number one exporter of orange juice, sugar, chicken, coffee, and beef.

“Brazil’s success did not happen over night,” said Briscoe. “African countries must be patient and persistent, particularly with respect to public investment in agricultural research…and pragmatic and realistic about scale.”

Role for foreign investors

In the face of low levels of public investment in agriculture and non-existent or shallow domestic capital markets, there is a role for foreign direct investment (FDI) to play. FDI projects, such as international land deals, can help create implementation capacity by bringing capital and know-how, creating employment and developing infrastructure.

“But it is easier said than done,” said Briscoe. “Foreign investors, including the World Bank's International Finance Corporation (IFC), have struggled in sub-Saharan Africa because farming is a complex business.”

Briscoe noted a shortage of indigenous entrepreneurs, the small size of potential investments, and lack of access to markets have constrained IFC engagement and performance in sub-Saharan Africa.

While there are no shortcuts for Africa, Briscoe insisted optimism and a determination to move faster are needed. Africa must decide whether to follow the prescriptions of the advocacy community or, like Brazil, pursue an opposite strategy.

“Will Africa focus on its real problems, ‘the politics of the belly’?” asked Briscoe. “Or will it succumb again, to the western ‘politics of the mirror’?”

Stanford scientists joined colleagues in presenting California Gov. Jerry Brown on Thursday with a consensus statement sounding the alarm on climate change and urging action on pollution, population growth, overconsumption and other global environmental challenges.

The document, which was signed by 520 scientists from 44 countries, warns that Earth is rapidly approaching a tipping point, and if nothing changes, "we will suffer substantial degradation."

Forty-eight Stanford scientists endorsed the statement. Rosamond L. Naylor, director of the Center on Food Security and the Environment, was one of eight faculty members who helped draft the statement.

"By the time today's children reach middle age, it is extremely likely that Earth's life-support systems, critical for human prosperity and existence, will be irretrievably damaged by the magnitude, global extent and combination of these human-caused environmental stressors, unless we take concrete, immediate actions to ensure a sustainable, high-quality future," the scientists write in a summary of the statement.

Before receiving the statement, Brown said it's important that scientists communicate clearly to the public.

"We're in a war here in the contest of ideas," he said. "You have to reach people who are skeptical, disinterested and maybe even somewhat hostile."

Later, he urged those who support the statement to spread its message.

"You have to become missionaries," the governor said.

The statement, "Maintaining Humanity's Life Support System in the 21st Century," offers broad-brush solutions for challenges including climate change, loss of eco-diversity, extinctions, pollution, population growth and overconsumption of resources.

"It's important to start fixing these problems today – not next week, next year or next decade," the statement's lead author, Anthony Barnosky, a University of California-Berkeley integrative biology professor and Cox Visiting Professor in Stanford's Department of Environmental Earth System Science, said before the event. "We want to deliver this message to every world leader in government, business, religious institutions and people in all walks of life. These are big problems, but they are fixable."

Among the scientists who joined Barnosky on the stage when he presented the statement to Brown were Stanford Woods Institute Senior Fellows Rodolfo Dirzo, Paul Ehrlich, Elizabeth Hadly and Stephen Palumbi, as well as Anne Ehrlich, a senior research scientist in Stanford's Biology Department.

"This statement deciphers decades of science describing how humans have radically changed the planet," said Hadly, one of 23 senior fellows at the Stanford Woods Institute for the Environment who signed the statement. "I hope it helps policymakers of California and the world practice effective global stewardship."

Among the statement's recommendations:

  • Replace fossil fuels with carbon-neutral energy sources such as solar, wind and biofuels
  • Promote energy-efficient buildings, transportation and manufacturing systems
  • Plan adaptation measures for climatic impacts such as sea-level rise
  • Recognize the long-term economic benefits and intangible gains that accrue from protecting natural ecosystems, and act accordingly in dealing with pressures such as overfishing
  • Improve the efficiency of food production and distribution
  • Slow and eventually stop world population growth by ensuring access to education, economic opportunities and health care, including family planning services, with a special focus on women's rights

The effort grew out of a conversation between Brown and Barnosky, lead author of a 2012 paper warning that Earth is approaching a tipping point beyond which the planet's climate and biodiversity will be radically and unalterably changed beyond anything humanity has known.

"Governor Brown asked me last year why, if global change is such a big deal, scientists are just publishing in scientific journals and not translating their findings into terms that policymakers, industry and the general public can understand and start to address," Barnosky said.

"In 30 years, there are a few things that people will credit us for doing now or bemoan our failure if we don't," said statement co-author Stephen Palumbi, a professor of biology at Stanford and director of the university's Hopkins Marine Station. "Grappling with climate change, and stopping it, is the best gift we can give the future, because unstopped it will crack our society and impoverish our children."

The statement's signers include two Nobel Prize winners and dozens of members of national academies of science around the world.

In addition to Naylor, the other Stanford faculty who helped write the document were Gretchen Daily, Rodolfo Dirzo, Anne Ehrlich, Paul Ehrlich, Elizabeth Hadly, Harold A. Mooney, and Stephen Palumbi.

The water and agriculture glass in Africa is half-empty: Africa has failed to develop its massive water resources and failed to achieve agricultural growth. But the glass is half full, too, as Africa is making a start in building its needed infrastructure and in attracting managerial and knowledge assistance which can help start the needed transformation.

In engaging with this great challenge Africa has to make a choice. Will it continue to follow the path advocated by many in the aid community of the rich countries who say “the soft path”, “no dams”, “the social cart before the economic horse”, “small is beautiful” and “no GMOs”? Or will Africans follow the alternative path that brought food security to Asia and income-enhancing agricultural growth to Latin America? The latter focused on science, infrastructure, management and scale. Will, in short, Africans follow “the politics of the mirror” or the “the politics of the belly”?

Interactions between global supply chains, land use, and governance: the case of soybean production in South America

Rapid growth in global soybean demand has had a profound impact on land cover in South America over the last three decades, contributing to a 30 million hectare increase in soybean planted area during this period. Much of this new soybean area came at the expense of native vegetation in the Amazon, Cerrado, and Chaco forests and savannas. The goal of my dissertation is to integrate theories from agricultural economics, land change science, and economic geography to better understand the economic and institutional mechanisms that influence the location and impact of soybean production in South America at multiple scales. In particular, I aim to: i) link changes in international demand, consumer preferences, and macroeconomic conditions to local changes in soybean area in South America through the study of soybean supply chains, and ii) understand how supply chains create or enforce land use institutions and market mechanisms.

I show that a country’s use of GM soybean technology influences how competitive that country is in foreign soybean markets. Trade relationships, in turn, interact with supply chain configurations to mediate producers’ exposure to consumer preferences in importing countries and opportunities to tap into additional niche markets for environmentally responsible soybeans. This cyclical feedback between trade relationships and land use helps determine the overall environmental impact of soybean production in a particular country. I also find that differences in land tenure and environmental institutions in the Brazilian Cerrado and Amazon influence the development of agglomeration economies in soybean production. Where agglomeration economies occur, they act to create positive externalities related to prices, information, and access to resources for farmers, which increases the total factor productivity and local profitability of agriculture. The organization of the supply chain in each county, in turn, influences the enforcement of environmental regulations through the type of actors being involved and their sustainability commitments.

Rachael Garrett is a 3rd year PhD student in the Emmett Interdisciplinary Program in Environment and Resources. Rachael earned her Bachelor of Arts in History and Environmental Analysis and Policy at Boston University, Magna Cum Laude, where she was a University Scholar and earned the Franklin C. Erickson Prize for Excellence in Geography. She later obtained her Master in Public Administration in Environmental Science and Policy from Columbia University. She is the current recipient of the Richard L. Kauffman and Ellen Jewett IPER Fellowship.

Rachael studies the economic and institutional determinants of soybean production in Brazil. To develop a more well-rounded understanding of these issues she incorporates multiple spatial scales in her analysis, including: local case studies, regional modeling, and macroeconomic analysis.  Garrett presented some preliminary research on the macroeconomic drivers of soybean planted area in Brazil at the Association of American Geographers Annual Conference in April 2010 and is currently focusing on developing the local and regional scales of her dissertation. This summer Garrett will be returning to Brazil for three months to conduct additional interviews with soy farmers.

China and the World

This multiyear project, coordinated by Thomas Fingar, Oksenberg-Rohlen Distinguished Fellow, at the Freeman Spogli Institute for International Studies at Stanford University, looks sequentially and systematically at China’s interactions with countries in all regions and across many issue areas. The project seeks to clarify China’s objectives and policies to achieve them, but it also seeks to identify and explain the goals and policy calculations of other countries that see opportunities and perils associated with China’s greater activism on the world stage.

Phase one of the project examined China’s engagement with Japan, the Republic of Korea (ROK), and the Democratic People’s Republic of Korea. Scholars and foreign policy practitioners from China, Japan, the ROK, Russia, and the United Stated discussed these questions at a two-day workshop in Beijing in March 2012. Participants from several Southeast Asian countries also attended the workshop to ensure that questions explored were broad enough to facilitate comparisons and the search for patterns and learning across issues and areas at the follow-on regional workshop held in Singapore in November 2012.

The Singapore workshop, phase 2, discussed China's objectives and policies with respect to Southeast Asia, but focused primarily on the ways in which China's approach and actions are perceived by individual countries in the region and what regional countries seek to achieve with respect to China. Implicit in some of the presentations was the notion that China was trying to restore its traditional primacy in the region and to prevent any country inside or outside of Southeast Asia from exercising greater regional influence. Other participants emphasized material goals, including access to resources, markets for Chinese goods, and fostering economic dependence on China. Participants agreed that China's influence and impact are large and growing, and that states in the region are pursuing different strategies to advance their own interests and maximize their own freedom of action.

The third workshop, to be held at Stanford University on June 20-21, 2013, will examine China’s relationship with South and Central Asia. While there is a focus on the bilateral relationship between China and India, the largest and most powerful regional actor, the conference will also look at other key bilateral relationships, such as with Pakistan, and at interactions on a regional level, including in the economic sphere. The workshop will explore the management of cross border issues such as migration flows, water, and energy resource development. The sessions on Central Asia will offer broader understanding of China’s intersection with other powers such as Russia and India in that region.

Abstract: Taiwan (the Republic of China) has been changing with the times. So has its diplomacy. Having served his country for more than 40 years in various important diplomatic posts under different administrations, Ambassador Chen is one of Taiwan’s most seasoned diplomats. He joins us to share his personal experience and perspectives of Taiwan’s diplomacy. It is a historical review, but also an attempt to explore the future. Ambassador Chen believes that the diplomacy of Taiwan is unique because of its unique background. Although it should be defined by its own people, the country has been heavily influenced by the Chinese Mainland and the United States of America. How to promote Taiwan’s interests while preserving its identity and dignity, and conducting the balancing exercises in an asymmetric international environment has always been the crux of diplomacy in Taiwan. Ambassador Chen’s insights will allow us a better understanding of diplomacy in Taiwan, its successes and frustrations and presenting a possible roadmap for the future.

C.J. Chen is the former Minister of Foreign Affairs of the Republic of China (1999-2000). He has also served as Taiwan’s de facto Ambassador to the United States (2000-2004) and European Union (2004-2006). Having spent most of his career in the Foreign Ministry, Mr. Chen is regarded as one of Taiwan’s most accomplished diplomats and an expert on U.S./Taiwan relations. He was educated in Taiwan, Britain, Spain and the US, and has extensive experience representing his nation in the United States. He began his first tour of duty in Washington, D.C. in 1971 and was later a key member of the team that negotiated with the United States government for the future relations between Taiwan and the U.S. after the U.S. switched diplomatic ties from the Republic of China (ROC) to the People’s Republic of China) in 1979. Mr. Chen was heavily involved in communicating with the U.S. Congress during the implementation of the Taiwan Relations Act (TRA) which still serves as the back bone and framework for U.S./ Taiwan relations. In addition to Mr. Chen’s diplomatic experience, he was also selected by the Kuomintang (KMT), to be a member of the Legislative Yuan, where served under both the blue (KMT) and green (DPP) administrations.

On December 16, 2012, Japan’s Liberal Democratic Party (LDP), which was swept from power in 2009 by the Democratic Party of Japan (DPJ) after more than half a century of dominance, roared back with a landslide of its own. Entering the election with only 118 of 480 seats in the House of Representatives, the lower house of the National Diet, the LDP emerged with a whopping 294 seats, more than a third of them captured by first-time candidates. Moreover, the LDP and its long-time coalition partner, the Komeito, jointly surpassed the two-thirds threshold needed to override vetoes from the upper house, the House of Councillors, where the coalition lacks a majority—at least until the upper house election this July. The incumbent DPJ, which had taken power with an even more impressive 308 seats in 2009, retained just 57 seats this time, barely managing second place after three difficult years in government.

How did the LDP do it? In this presentation, Smith will highlight the key findings of two chapters on the LDP’s candidate selection and election results from the forthcoming volume, Japan Decides 2012 (Palgrave Macmillan, 2013), edited by Robert Pekkanen, Steven R. Reed, and Ethan Scheiner.

Daniel M. Smith was a postdoctoral fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2012–13 academic year.

He is an expert on Japanese politics whose research interests include political parties, elections and electoral systems, candidate recruitment and selection, and coalition government. During his time at Shorenstein APARC, he will be completing a book manuscript about the causes and consequences of political dynasties in developed democracies, with a particular focus on Japan.

Smith earned his PhD and MA in political science from the University of California, San Diego, and his BA in political science and Italian from the University of California, Los Angeles. He has conducted research in Japan as a Ministry of Education, Culture, Sports, Science, and Technology research scholar at Chuo University (2006–2007), and as a Fulbright IIE dissertation research fellow at the Institute of Social Science at the University of Tokyo (2010–2011). After completing his fellowship at Shorenstein APARC, he will join the Department of Government at Harvard University as an assistant professor.

China is indeed an intriguing potential role model for developing nations in quest of rapid economic growth and successful poverty reduction. It has not only sustained an average annual GDP growth rate of 10 percent between 1980 and 2011, it has also been extraordinarily successful at reducing poverty, taking more than 650 million people out of extreme poverty over the period. These are two extraordinary feats. It is, however, often said that China is a unique case, with few transposable lessons due to its exceptional size and past. With Sub-Saharan Africa (SSA) at a time of economic takeoff and in need of sustained growth and massive poverty reduction, finding out if at least some lessons from the Chinese experience are transposable can be a useful contribution. There are no better researchers to inform us on this than Scott Rozelle and Jikun Huang. So, what they have to say is indeed important. In what follows, let me try to qualify and extend some of the lessons they are proposing.
