A new study published today in the Proceedings of the National Academy of Sciences by FSE researchers finds smallholder irrigation has great potential to reduce hunger, raise incomes, and improve development prospects in an area of the world greatly in need of these advancements.

But even the cheapest pumps can still be prohibitively expensive without financing.

Distributed irrigation systems are those in which the water access (via pump or human power), distribution (furrow, watering can, sprinkler, drip lines, etc.), and use all occur at or near the same location.

These systems have the potential to use water more productively, improve nutritional outcomes and rural development, and narrow the income disparities that permit widespread hunger to persist despite economic advancement.

Only 4 percent of agricultural land in sub-Saharan Africa is currently irrigated. 

"Success stories can be found where distributed systems are used in a cooperative setting, permitting the sharing of knowledge, risk, credit and marketing as we've seen in our solar market garden project in Benin," said lead author Jennifer Burney

Moving forward development communities and sub-Saharan African governments need a better understanding of present water resources and how they will be affected by climate change.

"Farmers need access to financial services—credit and insurance—appropriate for a range of production systems," said co-author Rosamond L. Naylor. "Investments should start at a smaller scale, with thorough project evaluation, before scaling up."

FSE continues to contribute to these evaluations and added eight new villages to our project in Benin last year.

“Do we have to accept deforestation to feed the world?”

That was one of the provocative questions that Stanford Woods Institute Senior Fellow and land use expert Eric Lambin posed during a recent presentation of research with far-reaching implications for policymakers, businesses and consumers. Among the findings Lambin discussed with Stanford students and faculty during a Stanford Department of Environmental Earth System Science seminar: There is much less potentially available cropland (PAC) globally than previous estimates have suggested. Perhaps surprisingly, however, we don’t need to clear more land, including forests, to plant hunger-alleviating crops, Lambin said.

Previous PAC estimates by international organizations such as the World Bank have been consistently too high, according to Lambin giving decision-makers “carte blanche” to approve a variety of uses for large tracts of land.

By 2030, the additional land worldwide that will be needed for urban expansion, tree plantations and biofuel crops will equal the additional land that will likely be devoted to food crops, according to Lambin. This rapid transformation of the face of the planet makes it essential to get a handle on realistic PAC estimates. To do so, Lambin took a “bottom-up approach” that incorporated factors such as soil quality, land use restrictions, labor availability and occupation by smallholders. Lambin also considered trade-offs such as the carbon stocks lost and natural habitat destroyed by land conversion.

Lambin’s resulting PAC estimates in regions ranging from Argentina to Russia are, on average, only a third of other generally accepted estimates. Along the way, Lambin discovered some surprises. For example, what initially looked like good news – the fact that some countries have gone from net deforestation to net reforestation in recent years – turned out to be less hopeful. Lambin found that most countries in the developed and developing worlds that have stopped cutting down their forests have increased their imports of timber and wood products, often from tropical countries. This “outsourcing of deforestation” is one of several troubling global land trends.

On the other hand, Lambin pointed out that production of crops essential to alleviating hunger have increased in recent years, but their overall land use has not, due to more efficient and intensive agricultural methods. This net gain contradicts assertions that more land, including forests, needs to be cleared for farming in order to alleviate hunger, he said.

The real culprit for such land conversion, according to Lambin, is growing adoption of a Western diet heavy with meat, sugar and vegetable oils. Deforestation for agriculture is often driven by multinational companies that cultivate in tropical regions to export fatty and oily food products to urban markets in rich countries and emerging economies. These companies control a majority of global food supply chains and, in turn, local land use decisions. “Globalization has reshaped land governance,” Lambin said.

Globalization is not a bogeyman, though. In fact, Lambin said, it can be an engine for progress on these issues by allowing for new forms of market-based governance that effectively promote sustainable land use. Market mechanisms such as eco-certification labels and nongovernmental campaigns can promote and incentivize responsible land use, he noted, pointing to coffee farmers he studied with School of Earth Sciences Research Associate Ximena Rueda. The farmers increased tree cover on their plantations with the extra profit they reaped from eco-certified beans.

ABOUT THE TOPIC: Social scientists have been working hard to understand the circumstances and strategies that improve the chances of favorable human rights outcomes.  Their findings are consistent with the view that the long-term prospects for human rights are good.  Despite this, the activities of the human rights movement seem only marginally related to the forces producing rights improvements, and in some circumstances may even be counterproductive.

Dr. Snyder will also briefly reflect on his work over the years, including his 2012 book of collected essays, Power and Progress in International Relations.

ABOUT THE SPEAKER: Jack Snyder is the Robert and Renée Belfer Professor of International Relations in the Department of Political Science and the Saltzman Institute of War and Peace Studies at Columbia University. His books include Power and Progress: International Politics in Transition (Routledge 2012); Religion and International Relations Theory (Columbia 2011); Electing to Fight: Why Emerging Democracies Go to War (MIT Press, 2005), co-authored with Edward D. Mansfield; From Voting to Violence: Democratization and Nationalist Conflict (Norton 2000); Myths of Empire: Domestic Politics and International Ambition (Cornell 1991); and Civil Wars, Insecurity, and Intervention, co-editor with Barbara Walter (Columbia 1999). His articles on such topics as democratization and war, imperial overstretch, war crimes tribunals versus amnesties as strategies for preventing atrocities, and international relations theory after September 11 have appeared in The American Political Science Review, Foreign Affairs, Foreign Policy, International Organization, International Security, and World Politics. His commentaries on current public issues such as the promotion of democracy abroad have appeared in The New York Times, The Washington Post, The International Herald Tribune, and on National Public Radio. Rod Ewing, one of the nation’s leading experts on nuclear materials, has been named the inaugural Frank Stanton Professor in Nuclear Security at the Center for International Security and Cooperation.

Ewing has written extensively on issues related to nuclear waste management and is Chairman of the U.S. Nuclear Waste Technical Review Board. He will have a joint appointment as Professor of Geological and Environmental Sciences in the School of Earth Sciences and as a Senior Fellow at CISAC. He will begin his new position at Stanford in January.

“Given the very long and distinguished history of the Stanton Foundation’s involvement in issues of nuclear security, this appointment provides me with a unique opportunity to blend science with security policy,” Ewing said.

The endowed chair was recently established with a $5 million gift to CISAC from the Stanton Foundation to aid the center in its longstanding mission to build a safer world through rigorous policy research in nuclear security.

Former CBS president Frank Stanton established the foundation, which also funds CISAC’s Stanton Nuclear Security Fellowships for pre- and post-doctoral students and junior faculty who are studying policy-relevant issues related to nuclear security.

Ewing, currently the Edward H. Kraus Distinguished Professor in the Department of Earth & Environmental Sciences at the University of Michigan, will conduct research on nuclear security and energy and related issues relevant to international arms control policy when he arrives at Stanford.

He will teach a course at CISAC related to nuclear security issues. In his research at Stanford’s School of Earth Sciences, Ewing will focus on the response of materials to extreme environments and the demand for strategic minerals for use in the development of sustainable energy technologies.

“I am particularly interested in understanding the connections between nuclear energy, its environmental impact and proliferation of nuclear weapons,” he said “This appointment gives me the freedom to pursue teaching and research in this area across disciplinary boundaries.”

Tino Cuéllar, CISAC’s co-director and next director of its parent organization, the Freeman Spogli Institute for International Studies, said Ewing’s appointment as the inaugural Stanton chair would help CISAC and FSI remain at the forefront of global efforts to understand nuclear energy and its enormous consequences to civilization.

“How societies throughout the world handle nuclear security challenges will have a profound impact on our future, and problems involving the management and security of nuclear waste will in turn greatly affect nuclear security” Cuéllar said.

Ewing’s appointment continues a tradition at CISAC of blending faculty in the sciences and social sciences. The center’s co-founders believed political science and the natural sciences are essential components of global security.

Stanton himself became actively engaged in international security issues in 1954 when President Dwight D. Eisenhower appointed him to a committee to develop the first comprehensive plan for the nation’s survival following a nuclear attack. His connection to Stanford began as a founding member and chair of Stanford’s Center for Advanced Studies in the Behavioral Sciences in 1953 and a university trustee from 1953 to 1971.

The Sustainability Science Award Subcommittee was unanimous in its recommendation that the Seeds of Sustainability team of authors (which included seven FSE affiliates) receive this year's award, citing the following:
Seeds of Sustainability tackles a central challenge of sustainable development: agricultural modernization. It is cutting edge not because the issue itself is new, but rather the level of integration the authors attempted and the innovative process they used. The volume summarizes the findings and reflects on the process of a highly interdisciplinary team of researchers, integrating perspectives from: biogeochemistry, atmospheric sciences, land-use change, institutions, agronomy, economics, and knowledge systems. The foundation of the work is rigorous, grounding its findings in multiple peer reviewed publications, while not hesitating to point out gaps or unresolved issues. Seeds of Sustainability includes an in depth historical analysis, which captures issues of path dependence. It demonstrates both originality and critical reflectiveness in its efforts to engage practitioners in the conceptualization and execution of its research, and the implementation of its findings. And almost uniquely in our collective experience, it speaks seriously, frankly, and insightfully to the challenges of institutionalizing the sort of work it reports on.

SPRIE's Silicon Valley Project is focused on innovation talent, and more specifically on the development and management of innovation talent, as well as the policies that affect innovation talent. This brown bag seminar will feature two perspectives about innovation talent, giving attendees an idea of the situation in Korea and Sweden.

The brown bag seminar will begin with "Innovation Talent in Korea: Challenges and Responses" by Sunyang Chung, Ph.D., Professor of Technology Management; Dean of the William F. Miller School of MOT at Konkuk University; and Visiting Scholar at SPRIE. Dr. Chung will discuss the situation of innovation talent in Korea and the responses of the Korean government and Samsung.

Dr. Anne Lidgard, Director of the VINNOVA Silicon Valley Office, will then speak on "Swedish Policy for Attracting Innovation Talent." Sweden is a country with only 9 million people at the northern edge of Europe. There is a very high risk that global flows of talent will bypass Sweden in the future. Dr. Lidgard's talk will cover some policy actions taken over the past years to facilitate the attraction of foreign talent and also look at some of the effects.

After the presentations, attendees will have the opportunity to ask questions in a Q&A session.

Lunch will not be provided, but there will be sweet snacks for those attending.

Dr. Sunyang Chung Dr Sunyang Chung, Dean at Miller School of MOT, Konkuk University
received his Ph.D. from the University of Stuttgart in Germany. He worked at the Fraunhofer-Institute for Systems and Innovation Research (FhG-ISI) in Karlsruhe, Germany. He has been a senior researcher at the Science and Technology Policy Institute (STEPI), under Korea's Ministry of Science and Technology (MOST).

In 2004, on the basis of his research work, Dr. Chung was selected as the youngest lifetime fellow of the Korean Academy of Science and Technology (KAST - Korea's equivalent of the National Academy of Sciences). Since March 1, 2008, he has worked as Director of KAST's Policy Research Center.

In 2008 he established the William F. Miller School of MOT (Management of Technology) at Seoul's Konkuk University. Dr. Chung currently serves as Dean of the Miller MOT School.

Anne Lidgard
Anne Lidgard, Ph.D., has a background in corporate R&D at AT&T Bell Labs and at Ericsson. She has also spent many years working with small businesses in various positions, from Director of Sales to CEO to Partner at a venture catalyst company.

She joined VINNOVA, the Swedish Governmental Innovation Agency in January 2006, and has been part of the management team since May 2009. As of June 2012, she is Director of VINNOVA's Silicon Valley Office and a Visiting Scholar at Stanford University.

Despite hundreds of aboveground nuclear tests, the effects of a ground-level, low-yield nuclear detonation in a modern urban environment remain the subject of scientific debate. In support of the Department of Homeland Security's Science and Technology Directorate, Federal Emergency Management Agency, and Office of Health Affairs, Lawrence Livermore National Laboratory has provided detailed consequence modeling in support community preparedness activities. Details on effects specific to several cities was provided to that community's emergency response personal and managers. Block by block detailed analysis of observable effects, potential casualties, infrastructure effects, and response issues. Additionally, visualization aids for response organizations trying to understand the event was requested and developed at the community's request. These products provide first person points of view and described the dynamic nature of the event as it changes in both time and space and have greatly enhanced Federal, State, and local planning efforts.


Brooke Buddemeier is an associate program leader in the Global Security Directorate of Lawrence Livermore National Laboratory (LLNL). He supports the Risk and Consequence Management Division in their efforts to evaluate the potential risk and consequence of radiological and nuclear terrorism. Brooke is a council member of the National Council on Radiation Protection and Measurements (NCRP) and served on the scientific committees which developed Commentary No. 19 - Key Elements of Preparing Emergency Responders for Nuclear and Radiological Terrorism (2005) and NCRP Report # 165 – Responding to a Radiological or Nuclear Terrorism Incident: A Guide for Decision Makers (2010).

From 2003 through 2007, Brooke was on assignment with the Department of Homeland Security’s as the WMD emergency response and consequence management program manager for Science and Technology’s emergency preparedness and response portfolio. He supported FEMA and the Homeland Security Operations Center as a radiological emergency response subject matter expert. He also facilitated the department’s research, development, test, and evaluation process to improve emergency response through better capabilities, protocols, and standards. Prior to that, he was part of LLNL’s Nuclear Counterterrorism Program and coordinated LLNL’s involvement in the National Nuclear Security Administration’s Radiological Assistance Program for California, Nevada, and Hawaii. RAP is a national emergency response resource that assists federal, state and local authorities in the event of a radiological incident. As part of RAP’s outreach efforts, Brooke has provided radiological responder training and instrumentation workshops to police, firefighters, and members of other agencies throughout the nation and abroad. Brooke has also provided operational health physics support for various radiochemistry, plutonium handling, accelerator, and dosimetry operations.

He is Certified Health Physicist who received his Master’s in Radiological Health Physics from San Jose State University and his B.S. in Nuclear Engineering from the University of California, Santa Barbara.
