International Development

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Abstract:

The roots of the revolts known as the Arab Spring lie in many sources but one of the leading causes was the high rates of unemployment, low skill levels, and the growth of the youth populations. Now Arab governments are faced with the dual challenges of creating new political and economic systems that can meet the needs and demands of the peoples of their countries. This presentation will focus on the role of the private sector and the need to build an entrepreneurial eco-system that can foster rapid economic growth. Practical examples of reform programs will be emphasized drawing from the work of the Center for International Private Enterprise.

Speaker Bio:

John D. Sullivan is the executive director of the Center for International Private Enterprise (CIPE), an affiliate of the US Chamber of Commerce. As associate director of the Democracy Program, Sullivan helped to establish both CIPE and the National Endowment for Democracy in 1983. After serving as CIPE program director, he became executive director in 1991. Under his leadership CIPE developed a number of innovative approaches that link democratic development to market reforms: combating corruption, promoting corporate governance, building business associations, supporting the informal sector, and programs to assist women and youth entrepreneurs. Today, CIPE has more than 90 full-time staff with offices in Afghanistan, Egypt, Iraq, Pakistan, Romania, Russia, and Ukraine.

Sullivan began his career in Los Angeles’ inner city neighborhoods, helping to develop minority business programs with the Institute for Economic Research and the Office of Minority Business Enterprise. In 1976 he joined the President Ford Election Committee in the research department on campaign strategy, polling, and market research.  Sullivan joined the public affairs department of the U.S. Chamber of Commerce in 1977 as a specialist in business and economic education.

United Nations Secretary-General Ban Ki-moon presented a free public talk at Stanford on Thursday, Jan. 17.

Ban, who is the eighth secretary-general of the UN, will speak about the UN's role in creating opportunities out of the challenges posed by today's rapidly transitioning world.

"Times of transition are times of profound opportunity," he recently said during his acceptance speech for the Seoul Peace Prize. "The decisions we make in this period will have an impact for generations to come.”

Ban's initiatives as UN secretary-general have focused on promoting sustainable development; empowering women; supporting countries in crisis or instability; generating new momentum on disarmament, arms control, and nonproliferation; and strengthening the UN. Among his many activities as secretary-general, he has successfully raised major pledges and financing packages for aid and crisis response, established the agency UN Women, and introduced new measures to promote UN transparency and efficiency.

Ban was born in the Republic of Korea in 1944, and he served for 37 years with the ROK Foreign Ministry, in roles including that of minister of foreign affairs and trade, foreign policy adviser to the president, and chief national security adviser to the president. He took office as UN secretary-general in January 2007, and was re-elected for a second term by the UN General Assembly in June 2011. Ban will serve as secretary-general until December 2016.

The Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and the Freeman Spogli Institute for International Studies are co-sponsoring the event. Ban's talk, part of the Asia-Pacific Leaders Forum, will kick off a series of activities commemorating Shorenstein APARC's thirtieth anniversary.

Founded in 2005, Shorenstein APARC's Asia-Pacific Leaders Forum regularly convenes senior leaders from across Asia and the Pacific to exchange ideas on current political, economic, and social dynamics in the region.

This paper evaluates the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) of 2005. MGNREGA provides last-resort employment to rural Indians and guarantees beneficiaries one hundred workdays per year, which consist of building and maintaining local infrastructure. I find that that although the program has had strong short-term results, as it currently stands it will likely not generate lasting impacts. Due to a lack of skills development and durable infrastructure, workers remain dependent on the scheme for income, and the maintenance of infrastructure is dependent on continued program funding. In addition, poor oversight allows for corruption and decreases effectiveness. I describe MGNREGA’s weakest areas, as well as provide recommendations for how to refine them.

Scientists are making progress in helping millions of wheat farmers adapt to hotter conditions, but the gains have been uneven, reports a new study led by Stanford University. New approaches to breeding are needed to withstand increasingly common heat waves and keep pace with growing global food demand.

Wheat is the most widely grown crop in the world; unfortunately it is also one of the most sensitive to future global warming. Scientists around the world strive to develop new wheat varieties each year that incorporate improved features, much like car companies release new models each year. Different strategies are commonly used; some target fully irrigated conditions that favor very high yields, while others focus on dry and hot conditions where yield maintenance under stress is a priority.

The team, which includes scientists from Stanford and the International Maize and Wheat Improvement Center (known as CIMMYT), evaluated 25 years of data from historical trials around the globe and analyzed the outcome of different past breeding approaches to help prioritize future strategies. The fully irrigated nursery, known as the elite spring wheat yield trials, produces varieties that are released for the majority of wheat farmers in countries like India and Egypt each year. While cultivars selected under stressed conditions showed significant yield progress at higher temperatures, the elite trials did not.

“There has been very impressive progress in improving yields for the elite varieties at the cooler temperatures that wheat prefers,” explains lead author Sharon Gourdji, a post-doctoral scholar in Stanford’s department of Environmental Earth System Science and Center on Food Security and the Environment (FSE).

“However, to date, our analysis shows a lack of yield gains for these varieties in hot environments over the past 25 years. Along with the gains in cool conditions, this means that the yield difference between cool and hot conditions is getting larger.”

"I think we have learned that the current main approach to breeding won't quite cut it in terms of adapting wheat to climate change,” said co-author David Lobell, assistant professor in Environmental Earth System Science and FSE center fellow. “That is useful information as breeding centers try to raise their game to contend with long-term warming."

Lobell notes that there are good reasons why improved heat tolerance for the elite varieties has not happened naturally.

“Breeding is tough since scientists are aiming for so many traits at once – for example, disease resistance, high yields, and good quality for bread making. Adding heat tolerance is like telling a scout looking for a superstar athlete, ‘by the way, make sure he’s a straight A student’,” said Lobell.

One important lesson from the study is that sifting through historical data can help identify what works and what does not.

“It can often be a hard sell to have breeders take the time to send their data back once they have selected their varieties and moved on,” explains CIMMYT wheat physiologist and co-author Matthew Reynolds. “This study clearly demonstrates the advantage of having these data to assess progress. It shows the genetic potential of wheat to adapt to warmer-than-usual conditions, and reinforces the value of screening under stress as a strategy for adaptation to climate change.”

The progress in the nursery targeted towards stress conditions shows that it is possible to make sizable gains in improving heat tolerance. But whether this can be combined with continued high performance under cooler conditions remains to be seen.

“It is critically important for farmers that they not only survive the bad or hot years, but that they can take full advantage of the favorable years” says Gourdji. “What is needed is a breeding strategy that can successfully achieve both.”

There is considerable optimism that India will continue to grow economically, address the crippling poverty that the majority of the population still faces and become a great nation. Dr. Gupta will first analyze India's energy security by examining the different energy sectors and evaluate to what extent it can meet its energy needs. Dr. Gupta will then analyze the economic, geographical and technology advantage that China holds over India and what India must do to address these challenges.


Dr. Rajan Gupta is a theoretical physicist at Los Alamos National Laboratory and a Laboratory fellow. He currently serves as Program Manager of the High Energy Physics Program an LANL and previously served as Group Leader of Elementary Particles and Field Theory. He obtained his Masters in Physics from Delhi University, India, and earned his Ph.D. in Theoretical Physics from The California Institute of Technology in 1982. The main thrust of his research is to understand the fundamental theories of elementary particle interactions. Dr. Gupta has also worked extensively on a project related to the mapping of global energy systems. He has published over 125 research papers and is a fellow of the American Physical Society. During 2007 he served as the chair of the LANL energy council, helped create a strategic plan for LANL's investment in energy R&D and advocated for energy security to be made a part of the core LANL mission.

Genetic improvements in heat tolerance of wheat provide a potential adaptation response to long-term warming trends, and may also boost yields in wheat-growing areas already subject to heat stress. Yet there have been few assessments of recent progress in breeding wheat for hot environments. Here, data from 25 years of wheat trials in 76 countries from the International Maize and Wheat Improvement Center (CIMMYT) are used to empirically model the response of wheat to environmental variation and assess the genetic gains over time in different environments and for different breeding strategies. Wheat yields exhibited the most sensitivity to warming during the grain-filling stage, typically the hottest part of the season. Sites with high vapour pressure deficit (VPD) exhibited a less negative response to temperatures during this period, probably associated with increased transpirational cooling. Genetic improvements were assessed by using the empirical model to correct observed yield growth for changes in environmental conditions and management over time. These ‘climate-corrected’ yield trends showed that most of the genetic gains in the high-yield-potential Elite Spring Wheat Yield Trial (ESWYT) were made at cooler temperatures, close to the physiological optimum, with no evidence for genetic gains at the hottest temperatures. In contrast, the Semi-Arid Wheat Yield Trial (SAWYT), a lower-yielding nursery targeted at maintaining yields under stressed conditions, showed the strongest genetic gains at the hottest temperatures. These results imply that targeted breeding efforts help us to ensure progress in building heat tolerance, and that intensified (and possibly new) approaches are needed to improve the yield potential of wheat in hot environments in order to maintain global food security in a warmer climate.

“In the fields with which we are concerned, knowledge [Erkenntnis] comes only in lightning flashes. The text is the long roll of thunder that follows,” This sentence from his Arcades-project belongs to the most fluently cited passages of Benjamin’s work. However, in contrast to many reading the lecture argues that this has not to be understood as a metaphor. Instead lightening flash and image function as words mutually replacing each other in order to describe a mode of sudden, simultaneous recognition / knowledge that is at the centre of his image-based epistemology.

This lecture argues that this epistemology is informed by (1) an intense study of paintings and other pieces of visual arts and (2) the engagement with the development of media technology in modernity. Whereas the younger Benjamin studied the perceptive mode of visual art as a site of afterlife of an epiphanic mode of insight he later, in the context of his project on modernity, turned this mode of knowledge, due to the invention of electricity and technical media, into a modern epistemology. Through a kind of breaking in of technique into iconography many of its conventional figures were turned into epistemological constellations. In this way Benjamin developed a theory of knowledge and history based in simultaneity.

Professor Harrison received his doctorate in Romance Studies from Cornell University in 1984, with a dissertation on Dante's Vita Nuova. In 1985 he accepted a visiting assistant professorship in the Department of French and Italian at Stanford. In 1986 he joined the faculty as an assistant professor. He was granted tenure in 1992 and was promoted to full professor in 1995. In 1997 Stanford offered him the Rosina Pierotti Chair. In 2002, he was named chair of the Department of French and Italian. In 2014 he was knighted "Chevalier" by the French Republic.  He is a member of the American Academy of Arts & Sciences, and lead guitarist for the cerebral rock band Glass Wave.

Professor Harrison's first book, The Body of Beatrice, was published by Johns Hopkins University Press in 1988. It deals with medieval Italian lyric poetry, with special emphasis on Dante's early work La Vita NuovaThe Body of Beatrice was translated into Japanese in 1994. Over the next few years Professor Harrison worked on his next book, Forests: The Shadow of Civilization, which appeared in 1992 with University of Chicago Press. This book deals with the ways in which the Western imagination has symbolized, represented, and conceived of forests, primarily in literature, religion, and mythology. It offers a select history that begins in antiquity and ends in our own time. Forests appeared simultaneously in English, French, Italian, and German. It subsequently appeared in Japanese and Korean as well. In 1994 his book Rome, la Pluie: A Quoi Bon Littérature? appeared in France, Italy, and Germany. This book is written in the form of dialogues between two characters and deals with topics such as art restoration, the vocation of literature, and the place of the dead in contemporary society.

Professor Harrison's next book, The Dominion of the Dead, published in 2003 by University of Chicago Press, examines the relations the living maintain with the dead in diverse secular realms. This book was translated into German, French and Italian. Professor Harrison's book Gardens: An Essay on the Human Condition appeared in 2008 with the University of Chicago Press, in French with Le Pommier, and in Italian with Fazi Editori , and in German with Hanser Verlag (it subsequently appeared in Chinese translation). His most recent book Juvenescence: A Cultural History of Our Age came out in 2014 with Chicago University Press.  In 2005 Harrison started a literary talk show on KZSU radio called "Entitled Opinions."  The show features hour long conversations with a variety of scholars, writers, and scientists.  Robert Harrison is also the Director of Another Look, a Stanford-based book club.
