FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.
They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.
FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.
FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Jenny Bowen: What China’s Orphans Taught Me About Moving Mountains

Jenny Bowen is the founder and chief executive officer of Half the Sky Foundation, which strives to enrich the lives of orphaned children in China. A former screenwriter and independent filmmaker, Bowen founded Half the Sky in 1998 in order to give something back to her adopted daughters’ home country and to the many children then languishing behind institutional walls. Half the Sky’s five innovative programs now provide nurturing, family-like care for thousands of children of all ages. In partnership with China’s Ministry of Civil Affairs, Half the Sky has embarked on a groundbreaking Integrated National Training Plan that will eventually make the Half the Sky approach the approved national standard of care for all children in the welfare system.
In 2008, Bowen received the Skoll Award for Social Entrepreneurship. She serves on China’s National Committee for Orphans and Disabled Children and on the Expert Consultative Committee for Beijing Normal University’s Philanthropy Research Institute. She is the author of the recently released memoir, Wish You Happy Forever: What China’s Orphans Taught Me About Moving Mountains.

The Rural Education Action Program (REAP) at Stanford is an impact evaluation organization that aims to inform sound education, health and nutrition policy in China. REAP’s goal is to help students from vulnerable communities in China enhance their human capital and overcome obstacles to education so that they can escape poverty and better contribute to China’s developing economy.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.
His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.
Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. His book, Invisible China: How the Urban-Rural Divide Threatens China’s Rise, was published in 2020 by The University of Chicago Press. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.
In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Economies and Identities: The Politics of Taiwan's Globalization in the Age of China
Abstract:
For several weeks in March and April, university students in Taiwan camped out in the legislative and cabinet offices to protest the Cross-Strait Agreement on Trade in Services between China and Taiwan. Joined by hundreds of thousands of Taiwanese, spilling out to the streets, the demonstrators claim President Ma Ying-jeou negotiated the agreement with China without seeking any public input and bypassing the legislative process entirely. Implications of this historical social movement include the functioning of Taiwan's democratic institutions, which have undergone regime change but democratic consolidation remains in question. Additionally, a potential cross-strait crisis can affect U.S. - China relations in the post-Cold War era. Two important forces are also at play: China's meteoric playing-by-its-own-rules economic rise, and the evolving Taiwanese national identity after its transition to democracy. This talk will center on the national specific consequences of liberal trade and democracy for Taiwan's economic globalization and political development.
Speaker Bio:
Roselyn Hsueh is Assistant Professor of Political Science at Temple University and currently, Visiting Scholar at the University of California, Berkeley. Her research focuses on the politics of market reform, comparative capitalism, development, and other areas of international and comparative political economy. (Her publications include China's Regulatory State: A New Strategy for Globalization (Cornell University Press, 2011) and "China and India in the Age of Gloablization: Sectoral Variation in Postliberalization Reregulation," Comparative Political Studies 45 (2012): 32-61. She received her Ph.D. from U.C. Berkeley and has served as a Hayward on R. Alker Postdoctoral Fellow at the University of Southern California and conducted research as a U.S. Fulbright Scholar at the Institute of World Economics and Politics, Chinese Academy of Social Sciences.

Socialist Living in North Korea, 1953–65
In the immediate postwar period, when very real limits on the power of the party-state remained and the population was still recovering from the dislocations of the war, the socialist promise of what in North Korea came to be known as the ‘new living’ became the subject of much ideological and material investment on the part of a wide spectrum of actors. Yet the construction of such ‘new living’ was certainly not straightforward. This paper analyzes political anxieties that emerged over worker dormitory life, tensions surrounding consumption in a growing economy, and worries about the comforts of family life offered by new fangled apartments.

The ABCD Framework of K-Strategy: The Secret to Korea's Success
Economists and business scholars have long tried to construct theoretical models that can explain economic growth and development in emerging economies, but Western models have not always been fully applicable to developing economies, particularly in Asia, due to differences in political, economic and social systems. Created to address this gap, the ABCD framework of K-Strategy is a more nearly universal approach showing how inherent disadvantages can be overcome and competitive advantages achieved. Using the ABCD framework, the lecturer will analyze Korea’s success at both national and corporate levels since the 1960s and discuss the framework’s implications for Korea’s future government policies and corporate strategies. He will also demonstrate the ABCD framework’s applicability to other countries. Hwy-Chang Moon, dean of Seoul National University’s graduate school of international studies, has done extensive research and theoretical work on the ABCD framework.
Hwy-Chang Moon received his PhD from the University of Washington and is currently a professor of international business and strategy in the graduate school of international studies at Seoul National University. Professor Moon has taught at the University of Washington, University of the Pacific, State University of New York at Stony Brook, Helsinki School of Economics, Kyushu University, Keio University, Hitotsubashi University, and other executive and special programs in various organizations. On topics such as international business strategy, foreign direct investment, corporate social responsibility, and cross-cultural management, Professor Moon has published numerous journal articles and books. He is currently the editor-in-chief of the Journal of International Business and Economy, an international academic journal. Professor Moon has conducted consulting and research projects for several multinational companies, international organizations (APEC, World Bank, and UNCTAD), and governments (Malaysia, Dubai, Azerbaijan, and Guangdong Province of China). For interviews and debates on international economy and business, he has been invited by international newspapers and media, including New York Times and NHK World TV.

New FSI initiative expands global research opportunities for students
Zack Bonzell came to Stanford with a strong interest in human biology and political science. Last summer, the undergraduate had the chance to fuse his interests while doing field research with faculty at the university’s Freeman Spogli Institute for International Studies (FSI).
During a two-week internship, he travelled to Guatemala with FSI senior fellows Paul Wise, Beatriz Magaloni, Alberto Díaz-Cayeros and Scott Rozelle to learn about the country’s rural health care system by shadowing doctors and interviewing mothers in an impoverished area about the issues leading to the area’s high rates of child malnutrition.
“That experience was an ideal way to blend my interests and gave me a better idea of how to craft my course of study at Stanford,” said Bonzell, who is now a junior. “One of the things that really struck me was when Paul Wise said the health outcomes we were seeing are the result of extreme material deprivation. These people are sick because they are poor. That gave me more of an interest in political economy.”

FSI is now expanding its educational opportunities for students, like Bonzell, who want to do research on global issues in Asia, Latin America, Europe and Africa.
The Stanford Global Student Fellows program (SGSF) is being funded in large part through a $1.25 million anonymous gift that will help grow existing programs and create new offerings for graduates and undergraduates.
“This program deepens FSI’s commitment to its mission of educating the next generation of leaders in international affairs,” said FSI Director Mariano-Florentino Cuéllar. “It also offers outstanding opportunities for Stanford students to work closely with the leading thinkers on global policy issues.”
The program, which is part of FSI’s efforts to expand student opportunities, will build on the institute’s undergraduate mentorship programs that allow students to work on faculty research projects each quarter. Those positions will now be available during the summer. Some of the positions will be connected to projects in FSI’s new International Policy Implementation Lab, an initiative that gives students a close-up view of how academics and policy influencers can address some of the world’s thorniest issues.

Building on FSI’s experience placing students in research opportunities, the program will create and expand summer field research internships. The two- to six-week internships this summer will give undergraduates the opportunity to work with FSI senior fellows in China, Guatemala, India and Mexico who study global health, conflict resolution, governance and poverty reduction. In coming years, the program will likely include additional fieldwork projects in Rwanda, Tanzania and Brazil. The SGSF program covers all travel expenses for students and provides students with an opportunity to work closely with a faculty member and a team of other students on an ongoing research project addressing real-world problems in a specific region.
“What makes FSI such an incredible institution is that it attracts faculty who have very pragmatic interests,” Bonzell said. “It seeks to wed academic work with a more direct impact, and there’s a lot of potential for more students to think along similar lines.”
The Stanford Global Student Fellows will also allow FSI to work closely with its partners, including the Program in International Relations, the Haas Center for Public Service, and Stanford in Government to provide opportunities for graduate and undergraduate students.

One of the program’s new initiatives geared toward undergraduates is the Global Policy Summer Fellowships. The fellowships help secure placement and a $6,000 stipend for students interested in interning at international policy and international affairs organizations. This summer,The Europe Center at FSI is placing students at the Center for European Policy Studies and Bruegel, two Brussels-based think tanks. Future positions will be created with six offerings abroad and two based in the United States.including the Program in International Relations, the Haas Center for Public Service, and Stanford in Government to provide opportunities for graduate and undergraduate students.
The Stanford Global Student Fellows program will also commit $400,000 to create a Mentored Global Research Fellowship that will provide research opportunities for students to conduct their own overseas research under the close mentorship of a faculty member. The program will award stipends of $6,000 for summer undergraduate projects and $9,000 for summer graduate projects, and $1,500 for smaller projects executed during the school year.

The faculty advisory committee overseeing the development and implementation of these new programs includes Scott Rozelle, the Helen F. Farnsworth Senior Fellow and the co-director of FSI’s Rural Education Action Program; Stephen Stedman, a senior fellow at FSI and the deputy director of CDDRL; and Lisa Blaydes, assistant professor of political science.
The application deadline for all summer programs is Feb. 28, 2015. The deadline to apply for academic quarterly programs is the end of the first week of each quarter, beginning in the fall of 2014.

Ukraine: A Roundtable Discussion (note time change)
Mark von Hagen teaches the history of Eastern Europe and Russia, with a focus on Ukrainian-Russian relations, at Arizona State University, after teaching 24 years at Columbia University, where he also chaired the history department and directed the Harriman Institute. At the Harriman Institute, he developed Ukrainian studies in the humanities and social sciences. He was elected President of the International Association for Ukrainian Studies in 2002 and presided over the Congress in Donetsk in 2005. He also served as President of the Association for Slavic, East European and Eurasian Studies (2009). During his New York years, he was a member of the Council on Foreign Relations, and remains a member of the Advisory Board for Europe and Asia at Human Rights Watch. He has worked with historians, archivists, and educators in independent Ukraine and with diaspora institutions. He has served on the advisory board of the European University in Minsk (in exile in Vilnius, Lithuania), to the Open Society Institute; on the Board of Directors of the National Council for Eurasian and East European Research, and the International Fellowship Committee of the Social Science Research Council.
Ambassador Vlad Lupan has been the Ambassador, Permanent Representative of the Republic of Moldova to the United Nations, in New York, since January 2012, where he is focusing on development issues, rule of law and human rights, and conflict resolution. He has held a variety of diplomatic posts since 1996 till 2008, last one being Head of Political-Military Cooperation Department and was a negotiator on Transnistrian conflict settlement. He also worked with OSCE field Missions in in Georgia, Albania and Croatia. In 2008 Mr. Lupan joined the civil society, and became a member of the advisory board to the Ministry of Defense. During this time he was also the host of the “Euro-Atlantic Dictionary” radio talk show. In 2010 he became the Foreign Policy Advisor to the Acting President of the Republic of Moldova, and was later elected as a Member of the Parliament.
Educated at the State University of Moldova and at the National School of Political Science and Public Administration in Bucharest, Romania, Ambassador Lupan earned his international relations degree, and later a master’s degree in journalism and public communications from the Free Independent Moldovan University in Chisinau. Ambassador Lupan has published mainly in Romanian, though he also published in Russian or English, on foreign and domestic politics issues, including international security matters, Security Sector Reform, Transnistrian conflict settlement and European Union Eastern Partnership.
Dr. Yaroslav Prytula is an Associate Professor at the Department of International Economic Analysis and Finance at Lviv Ivan Franko National University (LIFNU) and a Professor at the Lviv Business School of the Ukrainian Catholic University in Lviv, Ukraine. Previously he served as an Academic Secretary of LIFNU and a Vice-Dean of the Faculty of International Relations at LIFNU. He is a member of the Supervisory Board of Lviv Ivan Franko National University. His scholarly interests are in macroeconomic modelling, quantitative methods in social science and higher education in transitional societies. His current research is related to socio-economic regional development in Ukraine. During 2001 he spent a semester in The George Washington University Elliott School of International Affairs under William and Helen Petrach scholarship and continued his research during 2003-04 in The George Washington University Research Program in Social and Organizational Learning under the U.S. Department of State funded Junior Faculty Development Program. During 2004-07 he was a fellow of the Open Society Institute Academic Fellowship Program. During 2007-09 Yaroslav was a fellow of the Global Policy Fellowship Program of the Institute for Higher Education Policy (Washington, DC). In 2011 Dr. Prytula was a visiting scholar at the George Mason University under the University Administration Support Program funded by the Carnegie Corporation of New York and administered by the International Research and Exchanges Board (IREX). Currently Dr. Prytula is a Fulbright Research Scholar at the George Washington University School of Business. Dr. Prytula was awarded his PhD in Mathematical Analysis from LIFNU in 2000. He graduated from the Faculty of Mechanics and Mathematics of LIFNU. Yaroslav Prytula has received numerous awards and scholarships.
