The US-Japan alliance is the longest, most stable, and most indispensable alliance in the modern history of East Asia.  It has served as the foundation for the region's security structure for well over a half-century.  However, with China's emergence as a rising economic and military power, and given territorial disputes involving China, Japan, and South Korea, and with escalating nationalistic rhetoric and fundamental disagreements over historical interpretations of the Pacific War, the United States and Japan are now facing worrisome tensions and strains that could undermine the solidarity of the US-Japan alliance.  Is the time-tested US-Japan alliance capable of managing both the shifts in the regional balance of power, and the threat of conflict over disputed territories, and the rising thermometer of nationalistic sentiments?   

Ambassador Ryozo Kato, former Ambassador of Japan to the United States from 2001 - 08, the longest tenure of any Japanese Ambassador to the United States, and former Commissioner of Nippon Professional Baseball from 2008 - 2013, has had a long and distinguished career in the Ministry of Foreign Affairs of the Japanese Government. A graduate of Tokyo University Faculty of Law and Yale Law School, he served his country in Australia, Egypt, and the United States, in addition to multiple global assignments within the Ministry in Tokyo.

Positions which Ambassador Kato served in the United States include the Third Secretary in the Embassy (1967–1969), Minister in the Embassy (1987–1990), and Consul-General in San Francisco (1992–1994). He returned to Japan to serve as the Director-General of the Asian Affairs Bureau (1995–1997) and the Deputy-General of the Foreign Policy Bureau (1997–1999). After serving as the Deputy Minister for Foreign Affairs (1999–2001), he was appointed the Ambassador of Japan to the United States of America from 2001 to 2008. He has been recognized and respected on both sides of the Pacific for his outstanding understanding of the issues and his clarity in direction to resolve them.

Mr. Rudd served as Australia’s 26th Prime Minister from 2007 to 2010, then as Foreign Minister from 2010 to 2012, before returning to the Prime Ministership in 2013. As Prime Minister, Mr. Rudd led Australia’s response during the Global Financial Crisis. Australia's fiscal response to the crisis was reviewed by the IMF as the most effective stimulus strategy of all member states. Australia was the only major advanced economy not to go into recession. Mr. Rudd is also internationally recognized as one of the founders of the G20 which drove the global response to the crisis, and which in 2009 helped prevent the crisis from spiraling into a second global depression.

As Prime Minister and Foreign Minister, Mr. Rudd was active in global and regional foreign policy leadership. He was a driving force in expanding the East Asia Summit to include both the US and Russia in 2010. He also initiated the concept of transforming the EAS into a wider Asia Pacific Community to help manage deep-routed tensions in Asia by building over time the institutions and culture of common security in Asia. On climate change, Mr. Rudd ratified the Kyoto Protocol in 2007 and legislated in 2008 for a 20% mandatory renewable energy target for Australia. Mr. Rudd launched Australia's challenge in the International Court of Justice with the object of stopping Japanese whaling in the Southern Ocean. Mr Rudd drove Australia’s successful bid for its current non-permanent seat on the United Nation’s Security Council and the near doubling of Australia's foreign aid budget.

Mr. Rudd remains engaged in a range of international challenges including global economic management, the rise of China, climate change and sustainable development. He is on the International Advisory Panel of Chatham House. He is a proficient speaker of Mandarin Chinese, a Visiting Professor at Tsinghua University and funded the establishment of the Australian Centre on China in the World at the Australian National University. He was a co-author of the recent report of the UN Secretary General's High Level Panel on Global Sustainability – “Resilient People, Resilient Planet" and chairs the World Economic Forum's Global Agenda Council on Fragile States. He also remains actively engaged in indigenous reconciliation.

In the post-9/11 world, the days of an American “grand strategy” are over.


Grand strategy has always been seductive because it promises policy coherence in the face of complexity. Yet the sorry truth is that American grand strategies are usually alluring but elusive. Containment during the Cold War, the most often cited example of grand strategy success, is a recent lonely exception that has driven political scientists and policy makers to keep hope alive. That hope is misguided. In the post-9/11 world, forging a successful grand strategy is unlikely and dangerous.

The Europe Center invites you to the inaugural annual lectures of this series by Adam Tooze, Barton M. Briggs Professor of History, Yale University. On the centenary of the outbreak of the First World War, Adam Tooze will deliver three lectures about the history of the transformation of the global power structure that followed from Imperial Germany’s decision to provoke America’s declaration of war in 1917.  Tooze advances a powerful explanation of why the First World War rearranged political and economic structures across Eurasia and the British Empire, sowed the seeds of revolution in Russia and China, and laid the foundations of a new global order that began to revolve around the United States and the Pacific. These lectures will present an argument for why the fate of effectively the whole of civilization changed in 1917, and why the First World War’s legacy continues to shape our world today.

“Making Peace in Europe 1917-1919: Brest-Litovsk and Versailles”
Recent events in Ukraine pose the question, is a comprehensive peace for Europe, both East and West, possible? This lecture will address the first moment in which that question was posed, during and after World War I. In light of current events the lecture will focus on the influence of Russian power and powerlessness in shaping both the abortive effort to make peace in the East between Imperial Germany and Soviet Russia at Brest Litovsk - the first treaty to recognize the existence of an independent Ukraine - and the efforts to make peace in the West at Versailles and after. Returning to the period 1917-1923 suggests sobering conclusions about the stability of the order that we have taken for granted since 1991.

“Hegemony: Europe, America and the Problem of Financial Reconstruction, 1916-1933”

Having established itself in the 19th century as the financial center of the world, Europe's sudden impoverishment by World War I came as a dramatic shock. The ensuing trans-Atlantic crises of the 1920s and early 1930s were not only the most severe but the most consequential in the history of Europe and the wider world. But, to this day there is substantial disagreement amongst both social scientists and historians as to the causes of the disaster. Was it American leadership or a failure of cooperation that was to blame? This lecture will argue the case for a revised and historicized version of the hegemonic failure thesis. The absence presence of American influence was crucial in determining Europe's fate.

“Unsettled Lands: The Interwar Crisis of Agrarian Europe”
Until the middle of the twentieth century Europe, like the rest of the world, was majority agrarian. And yet the most influential accounts of the interwar crisis, framed as they were by the industrial and urban world of the later twentieth-century Europe, tended to ignore this evident fact, focusing instead on workers and business-men, politicians and soldiers. This lecture will illustrate how brining the peasantry back in has the potential not only to throw new light on Europe's great epoch of crisis, but to open that history, beyond the Bloodlands to the wider world.

    

Tooze is the author of The Wages of Destruction: The Making and Breaking of the Nazi Economy (2006) and Statistics and the German State 1900-1945: The Making of Modern Economic Knowledge (2001), among numerous other scholarly articles on modern European history.

SCID and SCP present a special seminar with Professor Xiaonian Xu

The Chinese economy has grown so fast and for so long. But the “miracle” has started fading in recent years.  Why?  Prof. Xu argues that the reform era can be divided into two fundamentally different phases.  Phase I, from 1978 to the mid-1990s, is characterized by market-oriented reforms, whereas Phase II, from the mid-1990s onward, is dominated by government-led investment and interventions. Though China’s growth performance looks identical in numbers over the two phases, the source of growth has changed from efficiency gains to increased use of resources. Phase II growth is thus unsustainable, and worse, it has brought about structural distortions that severely undermine the economy’s growth potential. To maintain growth even at a moderate level, China needs to go beyond what the leadership has promised and planned.

Dr. Xiaonian Xu is Professor of Economics and Finance at CEIBS. He worked for China International Capital Corporation Limited (CICC) since 1999 as Managing Director and Head of Research. The research team under Dr. Xu was ranked No. 1 in 2002 among domestic brokerage firms by Chinese institutional investors. And Dr. Xu himself was voted in the same survey as the best in economics research. Prior to CICC, Dr. Xu was Senior Economist with Merrill Lynch Asia Pacific based in Hong Kong from 1997 to 1998. He worked as a consultant of the World Bank in Washington DC in 1996. Dr. Xu was appointed Assistant Professor of Amherst College, Massachusetts, from 1991 to 1995, teaching Economics and Financial Markets. He was employed by the State Development Research Center of China as a research fellow from 1981 to 1985.
 
Dr. Xu obtained Ph.D. in Economics, University of California, Davis, in 1991, and MA in Industrial Economics in 1981 from People's University of China . He received Sun Yefang Economics Prize in 1996, the highest Chinese award in the field, for his research on China 's capital markets. His research interests include: Macroeconomics, Finance, Financial Institutions and Financial Markets, Transitional Economies, and China 's Economic Reform. Dr. Xu is the recipient of the 2005 and 2006 CEIBS Teaching Excellence Award. Dr. Xu received the prestigious CEIBS Medal for Teaching Excellence in 2010.

Born in Paris in 1956, Christine Lagarde completed high school in Le Havre and attended Holton Arms School in Bethesda (Maryland, USA). She then graduated from law school at University Paris X, and obtained a Master’s degree from the Political Science Institute in Aix en Provence.

After being admitted as a lawyer to the Paris Bar, Christine Lagarde joined the international law firm of Baker & McKenzie as an associate, specializing in Labor, Anti-trust, and Mergers & Acquisitions. A member of the Executive Committee of the Firm in 1995, Christine Lagarde became the Chairman of the Global Executive Committee of Baker & McKenzie in 1999, and subsequently Chairman of the Global Strategic Committee in 2004.

Christine Lagarde joined the French government in June 2005 as Minister for Foreign Trade. After a brief stint as Minister for Agriculture and Fisheries, in June 2007 she became the first woman to hold the post of Finance and Economy Minister of a G-7 country. From July to December 2008, she also chaired the ECOFIN Council, which brings together Economics and Finance Ministers of the European Union.

As a member of the G-20, Christine Lagarde was involved in the Group's management of the financial crisis, helping to foster international policies related to financial supervision and regulation and to strengthen global economic governance. As Chairman of the G-20 when France took over its presidency for the year 2011, she launched a wide-ranging work agenda on the reform of the international monetary system.

In July 2011, Christine Lagarde became the eleventh Managing Director of the IMF, and the first woman to hold that position.

Christine Lagarde was named Officier in the Légion d'honneur in April 2012. A former member of the French national team for synchronized swimming, Christine Lagarde is the mother of two sons.

Abstract
The Internet makes lives better, around the world, in ways people couldn't have imagined not even a decade ago.  It sparks prosperity, inspires dissent, improves education, and encourages freedom.  But all of the good it does is under threat, largely from governments. He will discuss where those threats are coming from, and the critical importance for us all that we overcome them.

David Drummond joined Google in 2002, initially as vice president of corporate development. Today as senior vice president and chief legal officer, he leads Google’s global teams for legal, government relations, corporate development (M&A and investment projects) and new business development (strategic partnerships and licensing opportunities).

David was first introduced to Google in 1998 as a partner in the corporate transactions group at Wilson Sonsini Goodrich and Rosati, one of the nation’s leading law firms representing technology businesses. He served as Google’s first outside counsel and worked with Larry Page and Sergey Brin to incorporate the company and secure its initial rounds of financing. During his tenure at Wilson Sonsini, David worked with a wide variety of technology companies to help them manage complex transactions such as mergers, acquisitions and initial public offerings.

When Michael McFaul steps down from his post as Washington’s ambassador to Moscow later this month, he will return to Stanford where he is a senior fellow at the Freeman Spogli Institute for International Studies (FSI) and a former director of the institute’s Center on Democracy, Development, and the Rule of Law (CDDRL).

Announcing his decision this week to leave Russia following the Winter Olympics, McFaul wrote on his blog that "it is time to come home."

"We are immensely proud of the service Michael McFaul has rendered in these past five years of steering U.S. policy toward Russia, first at the National Security Council and then for the past two years as U.S. Ambassador to Russia," said CDDRL Director Larry Diamond. "During this time, he has navigated skillfully through some of the toughest challenges in U.S. foreign policy, showing that it is possible for the United States to advance its strategic interests while also standing up for its values of freedom, democracy and an open society."  

At Stanford, McFaul will resume his academic activities as a professor in the department of political science, a resident faculty member at CDDRL and the Peter and Helen Bing Senior Fellow at the Hoover Institution.

"Ambassador McFaul's return is a sterling opportunity for Stanford and FSI," said FSI Director Mariano-Florentino Cuéllar. "His unique experience as a diplomat and a leading scholar are enormous assets to our centers and educational programs, and to the entire university."

McFaul has worked in the Obama administration for the past five years, and was tapped as ambassador in 2011. He arrived in Russia with the mandate to reset relations with Moscow, which proved to be challenging in a political climate marked by increasing tensions between the two countries. From the ban on U.S. adoptions to the Edward Snowden affair, McFaul faced many setbacks as he embarked on his political mandate.

Nevertheless, McFaul leaves Moscow citing major gains in improving trade and tourism between the two countries, having worked to secure Russia's membership to the World Trade Organization and a new visa regime. He was also integral to negotiating the historic agreement with Russia to eliminate Syrian chemical weapons.

U.S. Secretary of State John Kerry praised McFaul's service in a statement released by the U.S. State Department, "From the New START Treaty to securing Russian cooperation on Iran’s nuclear program, to resupplying our troops in Afghanistan and expanding our trade, there’s scarcely an issue in our bilateral agenda that didn’t benefit from Mike’s steady hand and good old fashioned willpower."

Kerry continued to commend McFaul's deep commitment and engagement with Russian civil society on human rights and the independent media, which often invoked tension with the Russian government.

McFaul was a trailblazer in public diplomacy, using the social media platforms Twitter and Facebook to connect to audiences in Russia and beyond. In his blog, McFaul admits to never having sent a tweet before his time as ambassador but now reaches over 60,000 followers through his Twitter account.

"He grasped the importance of social media in an information age, but he also grasped a much more essential truth: that all people everywhere should be able to express themselves and, ultimately, determine how they are governed," said Kerry. "That’s an enduring conviction, and Mike leaves behind an enduring legacy."
