About the Event: Michael Morell, Former Deputy Director and twice Acting Director of the Central Intelligence Agency, will be interviewed by Amy Zegart, CISAC Co-director and Davies Family Senior Fellow at the Hoover Institution. Audience members will have an opportunity to ask questions after the interview.
About the Speaker: Michael Morell, the former Acting Director and Deputy Director of the Central Intelligence Agency, is the Wesson Lecturer at the Freeman-Spogli Institute for International Studies and the Center for International Security and Cooperation for 2017. He is one of our nation’s leading national security professionals, with extensive experience in intelligence and foreign policy. He has been at the center of our nation’s fight against terrorism, its work to prevent the proliferation of weapons of mass destruction, and its efforts to respond to trends that are altering the international landscape—including the Arab Spring, the rise of China, and the cyber threat. Politico has called Michael the “Bob Gates of his generation.”
During his 33-year career at CIA, Michael served as Deputy Director for over three years, a job in which he managed the Agency’s day-to-day operations, represented the Agency at the White House and Congress, and maintained the Agency’s relationships with intelligence services and foreign leaders around the world. Michael also served twice as Acting Director, leading CIA when Leon Panetta was named Secretary of Defense and again after David Petraeus left government.
Michael’s senior assignments at CIA also included serving for two years as the Director of Intelligence, the Agency’s top analyst, and for two years as Executive Director, the CIA’s top administrator—managing human resources, the budget, security, and information technology for an agency the size of a Fortune 200 firm.
Michael has been a witness to history on multiple occasions. He is the only person who was both with President Bush on September 11th, when al-Qaida burst into the American consciousness, and with President Obama on May 1st, when Bin Laden was brought to justice. Michael played a major role in the Bin Laden operation.
Michael is known inside CIA for his leadership. He inspired individuals and work units to perform beyond expectations. He mentored most of the Agency’s current senior leadership team, including a significant number of women and minorities. When he departed CIA, thousands of officers wrote Michael notes of thanks.
Michael is the recipient of many awards. He received the Presidential Rank Award for exceptional performance – the nation’s highest honor for civilian service. He also received the Distinguished Intelligence Medal, CIA’s highest award, for his role in the Bin Laden operation. Michael is also the recipient of the Distinguished Career Intelligence Medal, the National Intelligence Distinguished Service Medal, and the Department of Defense Service Medal.
Today, Michael is involved in a wide range of activities. He is a member of the Board of Directors of the Goodyear Tire and Rubber Company; Senior Counselor to Washington’s fastest growing consulting firm, Beacon Global Strategies; and a consultant to a number of private sector entities. He is the Chairman of the Board of one of those entities – Culpeper National Security Solutions, a subsidiary of DynCorp International.
Much of what Michael does today is tied to national security. Until recently, he was a senior national security contributor for CBS News. He is a frequent guest on the Charlie Rose Show discussing national security issues. He is a Senior Fellow at Harvard University’s Kennedy School of Government; a Senior Fellow at West Point’s Center on Combatting Terrorism; a resident fellow this fall at the Institute of Politics at the University of Chicago, a member of the Aspen Institute’s Homeland Security Group, which advises the Secretary of Homeland Security on national security issues; a member of the Board of Director’s of the Atlantic Council, a member of the Advisory Board to the University of Chicago’s Project on Security and Terrorism, and a member of the Atlantic Council’s advisory group to its study on the future of the Middle East. He served as a Member of President Obama’s Review Group on Intelligence and Communications Technology.
Michael is the author of the New York Times bestseller on CIA’s nearly 20-year fight against al Qa`ida. The title of the book is “The Great War of Our Time: An Insider’s Account of the CIA’s Fight Against Terrorism – From al Qaida to ISIS.” It was published in May 2015.
Michael is a native of Cuyahoga Falls, Ohio, and he maintains close ties to northeast Ohio. His father and mother—who taught him hard work, the pursuit of excellence, and humility—were an autoworker and a homemaker. Michael is a first-generation college student, earning a B.A. summa cum laude in economics from the University of Akron. He also earned an M.A. in economics from Georgetown University.
Michael is involved with charities associated with supporting the families of fallen soldiers and intelligence officers.

Shorenstein APARC colloquia put India into focus
India is a focus of colloquia at the Shorenstein Asia-Pacific Research Center during the next few months. A seminar series entitled “A New India? The Impact of 25 Years of Reform” will explore the country’s economic growth and efforts to revitalize its foreign relations.
The colloquia, co-sponsored by Stanford’s Center for South Asia, will include lectures from scholars, policymakers and other thought leaders on India’s democratic system and society, and provide a forum to discuss how the country can overcome obstacles to long-term prosperity.
Kathleen Stephens, the William J. Perry Fellow at Shorenstein APARC and former U.S. ambassador to the Republic of Korea, has organized and will moderate the colloquia. She served as the chargé d'affaires at the U.S. Embassy in New Delhi in 2014.
Stephens said, “Now is the right time and Stanford is the right place for a renewed focus on India, its daunting challenges and its extraordinary potential. This series will consider the strategic bet U.S. policymakers have made on India's rise, and India's own aspirations to play a bigger global role, particularly in Asia.
“In this series and beyond, we want to knit together the expertise and resources at Stanford and in Silicon Valley with policy leaders from India and elsewhere to expand our understanding of India in all its contemporary complexity and importance.”
From 1999 to 2013, Shorenstein APARC had a prolific initiative that supported scholarly work related to South Asia. The center envisions the colloquia will be some of many activities about the region going forward.

The election of Donald Trump has introduced a big question mark into America’s relations with China. Will the new president start a trade war with the world’s second biggest economy? Will Trump attempt to refashion America’s relations with Taiwan and thus infuriate Beijing? Will Trump’s vow to build more U.S. naval vessels place the United States and China on a path to conflict in the South China Sea? How will Trump handle the prospects of a North Korea armed with nuclear weapons and an intercontinental ballistic missile with which to deliver them? As for China, how will it react to this new administration, which espouses a decidedly different view of China than the one that predominated in Washington over the past several decades? Will China adopt the role of “responsible [global] stakeholder” in contrast to Trump’s “America first” ideology? Or will China join the United States in a race to the bottom, precipitating further ideological, economic and geostrategic competition that pulls the world down with it?

Beijing’s new Silk Road initiative links old trade corridors from Asia to Africa and Europe. Many perceive that President Xi Jinping’s “One Belt, One Road” initiative as well as its many other trade, investment and finance projects transcend their economic calculus and reflect Beijing’s geopolitical ambitions to reposition China’s standing on the global stage. The China Program brings leading experts to explore the drivers and motivators of China’s international initiatives, their reach and scope as well as the implications of China’s increasing activism on the world stage.
A "Comprehensive and Cooperative Partnership"?: Assessing China's Role in Latin America
Latin American trade with China has grown exponentially since 2000. From insignificant amounts, trade with China now constitutes 13 percent of Latin America’s total global trade. Major loans and investments also add to China’s growing role in the region’s economy. China has become an important alternative for capital, trade and technology for Latin America, but without the policy conditionality that regional governments have traditionally experienced in relations with developed countries. China’s growing economic role has been welcomed by Latin America’s political classes, and China has advocated for a ‘comprehensive and cooperative relationship.’ However, some critics observe that economic relations with China have only benefited Latin America’s commodity exporters while its manufacturers have struggled to compete. Others have raised concerns that China may use its growing role to press Latin American states to roll back gains made on labor, environmental, and human rights to favor Chinese investors. Yet others have suggested that China enables some political leaders in the region to pursue policies that undermine democracy and contribute to political instability. As part of a project on China-Latin American relations at the Brookings Institution, Harold Trinkunas assesses how China’s growing economic relations actually influence politics and policies across the region. Trinkunas will be joined in conversation with Shorenstein APARC Fellow Thomas Fingar.

Taiwan's Foreign Policy in a New Era
Abstract
Dr. Tien will reflect on security and economic trends in the Asia-Pacific region, and speak about Taiwan's foreign policy strategy in light of these trends.
Bio
Dr. Hung-mao Tien received his Ph.D. in Political Science from the University of Wisconsin-Madison. Since September 2016, he has been the the chairman of the Straits Exchange Foundation, the semi-official body in Taiwan responsible for direct exchanges and dialogue with the People's Republic of China. He is also the president and board chairman of the Institute for National Policy Research in Taipei, as well as an advisor to the Carnegie Endowment for International Peace, and board member of several foundations and business corporations in Taiwan. He previously served as Minister of Foreign Affairs, ROC (Taiwan), Representative (ambassador) to the United Kingdom, and presidential advisor to former President Lee Teng-hui. He has also served in an advisory capacity to Harvard University’s Asia Center, The Asia Society in New York, and the Brookings Institution in Washington, D.C. Dr. Tien has taught in universities in both the US and Taiwan as professor of political science. His numerous publications in English (author, editor and co-editor) include: Government and Politics in Kuomintang China 1927-37 (Stanford University Press); The Great Transition: Social and Political Change in the Republic of China (Stanford: Hoover Institution Press); and Democratization in Taiwan, Implications for China (St. Anthony’s Series, Oxford University), Consolidating the Third Wave Democracies, Themes and Perspectives (Baltimore and London: The Johns Hopkins University Press), China Under Jiang Zemin (Rienner), and The Security Environment in the Asia-Pacific (M.E. Experts gather in Beijing to discuss institutional contexts of building world-class universities
Alluding to the famous dictum by China’s late leader, Deng Xiaoping, Min Weifang, the executive president of Chinese Society for Education Development Strategies and professor at Peking University (PKU), China, noted that the “water has become very deep, it is difficult to touch the stones [to cross the river].” Min’s comments came at the end of a conference titled “Building World-Class Universities: An Institutional Perspective,” and they specifically referred to the challenges facing Chinese institutions of higher learning. Yet, the phrase nicely captured the challenges facing institutions of higher education worldwide in remolding institutions, social norms and structures to better adapt to the 21st century. Institutions of higher learning – whether “world-class” or not – need to grasp the demands of a rapidly changing future that is hard to discern. Speakers highlighted the complexities of globalization, market pressures, and a contracting public purse which encumber university governance and produce conflicting goals.
The conference, which was hosted at the Stanford Center at Peking University from Nov. 4-5, was part of the Beijing Forum 2016 and brought together over 30 scholars, university presidents and other thought leaders from 11 countries in Europe, Russia, North America and the Asia-Pacific region. The Forum aimed to focus on the institutional contexts that promote the construction and longevity of world-class universities. The second half of the Forum featured debates about the criteria for and, even, the very definition of “world-class.”
The Forum generated cross-cutting themes among a wide range of experts in attendance. The most prominent themes that emerged included the role of the government; government-university relations; and the tensions between education and knowledge production in universities. The Forum first highlighted the various “world-class university-projects” and elite national university-projects around the globe including in China, Russia, South Korea, Japan and Pakistan. Forum discussions then shifted to focus on questions such as “what is a university?” and “what is world-class”? Various university ranking systems drew skepticism, yet were also recognized as a resource used by donors, governments, alumni and prospective students.
As a policy prescription, a heavy role of the government in university education drew the most fire especially from Chinese colleagues who emphasized China’s need for greater university autonomy from government interference. All could agree, however, upon the important role of the government in tertiary education and, in particular, for building world-class universities, even if striking the proper balance between the role of the government and university administration necessarily differed depending on the national context.
Panelists agreed that contemporary challenges facing top-tier universities are many. They include social and economic pressures that favor “multiversities” over smaller, more cohesive universities; tensions among conflicting stakeholders in “multiversities”; intensification of science, technology, engineering and math (STEM) research; commercialization of knowledge; diminishing focus on undergraduate education; overproduction of doctoral degrees; inequality in access to and quality of higher education; and increasing administrative scale and complexity of university management. Many panelists throughout the conference appeared to concur that accelerated knowledge production, a more direct connection to national development goals, increased specialization and commercialization have produced significant benefits in recent years. But they also acknowledged that these benefits have come with a price – perhaps in the form of excellence in undergraduate teaching.
The gains that Peking University and Tsinghua University, in particular, and Chinese universities, in general, have made were widely acknowledged. Increasing numbers of Asian universities, too, have entered the top-tier in global rankings. Yet, solving 21st century demands – as opposed to just managing them – still appeared difficult as experts and thought leaders grappled with what, if any, institutional models can best meet those demands. Some experts suggested providing students access to different kinds of tertiary education (for example, in the form of community colleges, vocational colleges, liberal arts and research universities, as in the U.S. context). Most experts, if not all, agreed that universities need to shore up their educational missions and ensure balanced support for both the humanities and social sciences as well as the sciences and technical fields. In addition, many experts emphasized the need to address societal imbalances and provide better access to quality higher education to all socioeconomic classes.
