We are delighted to announce that APARC’s Oksenberg-Rohlen Fellow David M. Lampton is the recipient of the 2019 John and Vivian Sabel Award for best article published in the Journal of Contemporary China (JCC), for his article “Xi Jinping and the National Security Commission: Policy Coordination and Political Power.”

Lampton’s article discusses the rationale for, and progress to date of, creating a National Security Commission in China. First announced in late 2013, the commission was part of Xi Jinping's drive to consolidate his personal power over the internal and external coercive and diplomatic arms of the governing structure. Lampton argues that it remains to be seen whether the institutional attempt to achieve coordination will improve, or further complicate, China's long-standing coordination problem.

The John and Vivian Sabel Award was launched in 2016 to celebrate publication of the 100th issue and the 25th anniversary of the JCC. Dr. Lampton’s article was published in Volume 24, Issue 95, 2015.

An award reception and dinner will be held at the Josef Korbel School of International Studies, University of Denver on April 30, 2019.

Abstract: Did the Cold War of the 1980s nearly turn hot? Much has been made of NATO’s November 1983 Able Archer 83 command post exercise, which the literature typically casts as having nearly precipitated a nuclear war. Warsaw Pact policy-makers, according to the conventional wisdom, suspected that the exercise was more than just a rehearsal of nuclear escalation and concluded that a surprise nuclear attack was imminent, nearly launching a preemptive strike of their own. This article overturns this narrative using new, international evidence from the political, military, and intelligence archives of the Eastern bloc. First, it shows that the much-touted Warsaw Pact intelligence effort to assess Western intentions and capabilities, Project RIaN, which supposedly triggered Eastern fears of a surprise attack was nowhere near operational at the time of Able Archer 83. Second, it presents an account of the East’s sanguine observations of Able Archer 83 disproving accounts which allege that the exercise nearly escalated to nuclear war. In doing so, it advances debates not only in the historiography of the late Cold War, but also pertaining to the stability of the nuclear peace and the role of perception and misperception in policy-making.

After the events of the Revolution of Dignity, Ukraine made a decisive historic choice in its shift towards democracy, notwithstanding current threats to security and sovereignty from Russia’s annexation of Crimea and the war in Donbas. Due to these circumstances, Ukraine is on the frontline of democracy between Russia and the West. In 2019, Ukrainians are facing major decisions in their country’s democratic development with the presidential and parliamentary elections. During the 2019 Presidential elections Ukrainians elected Volodymyr Zelenskiy, a former actor with no political background, with 73% of the vote. The more important Parliamentary elections are yet to come in the fall, and the resulting coalition will shape the future government.

In light of the elections the Ukrainian Emerging Leaders Program at the Stanford University Center on Democracy, Development and the Rule of Law has gathered DC-based policy makers, high-level Ukrainian state officials and parliamentarians to discuss lessons that should be learned from the presidential elections, and what can we take away looking toward the October 2019 parliamentary elections.

The Ukrainian Emerging Leaders Program at the Stanford University Center on Democracy, Development and the Rule of Law has organized a conference on these political developments to discuss pertinent policy issues that will affect Ukraine’s future. This conference reflects how UELP fellows are creating an important place for conversation on global development and Ukraine at Stanford University by raising key questions about the country’s future direction. They are also providing knowledge to their own community by connecting stakeholders in Ukraine to resources at Stanford and Silicon Valley.

Since the Revolution of Dignity, Ukraine has been scrutinized for its record on implementing reforms. However, in the past five years there have been many more success stories than in the history of Ukrainian independence prior to 2014. This panel will explore some of the most successful reforms in post-Maidan Ukraine, such as steps taken to improve the health care system, economics, and anti-corruption efforts. 11:00-12:30 Church and Identity

On January 5, 2019 the tomos of autocephaly of the Ukrainian Orthodox Church was signed, thus granting independence for the Ukrainian church, after centuries of subjugation to Russia. This was a historic move for Ukraine on many levels, from its cultural significance to its role in fighting Russian propaganda as the churches under the Moscow Patriarchate were massively used for propaganda  Since then, at least 340 parishes that were formerly under the Moscow Patriarchate have joined with the newly independent church. The creation of an independent Ukrainian Orthodox Church is a watershed moment in the global understanding of Ukrainian identity. 


12:30-2:00 Luncheon: New Faces in Ukrainian Politics

In light of the upcoming 2019 parliamentary elections you will have the opportunity to meet representatives from major political parties and movements who are considered up and coming reformers in Ukraine. The goal is to engage parliamentarians and others in a discussion about the future of Ukrainian political development. Stanford will bring together reform-minded stakeholders from prominent political parties that will be contending in the October 2019 parliamentary elections so that a multitude of opinions can be voiced and debated.


2:15-3:45 Security and Foreign Policy

One of the largest challenges Ukraine’s next president will face is the security of the country against Russian aggression. The 2018 Kerch Strait incident not only demonstrated the relentlessness of Russia’s continued incursions on Ukrainian sovereignty, but raised questions as to how Ukraine and the West should act in light of such attacks. Whoever wins the spring 2019 presidential elections will face important strategic decisions in the war effort and cooperation with international allies.

IT industry is a growth engine of Ukraine’s economy. Ukraine IT outsourcing industry is a globally recognized leader. Tech ventures working with enterprise software, ML / AI, cyber security, life-science, big data management, gaming, agribusiness and e-commerce. Exports of Ukrainian ICT services is the third largest export sector showing constant growth. Foreign investments into the industry are increasing ($285 mln in 2018). Moreover, the number of SMEs tech companies is growing as well (4,000+ IT companies). Furthermore, from year to year the number of successful tech ventures with Ukrainian founding teams and R&D offices in Silicon Valley is increasing. Ukraine has the largest and fastest-growing engineering talent pool in Europe with 160,000 specialists in 2018 and 242,000 prognosis by 2025. The House Permanent Select Committee on Intelligence held a public hearing on Thursday, March 28, 2019, as part of its investigation into Russian influence during and after the 2016 election campaign.

The hearing, "Putin’s Playbook: The Kremlin’s Use of Oligarchs, Money and Intelligence in 2016 and Beyond” included testimony by Michael McFaul, former U.S. Ambassador to Russia and Director of the Freeman Spogli Institute at Stanford University.

To contain and thwart the malicious effects of “Putinism,” the United States government and the American people must first understand the nature of the threat. This testimony focuses onthe nexus of political and economic power within Russia under Putin’s leadership, and how these domestic practices can be used abroad to advance Putin’s foreign policy agenda. Moreover, it is important to underscore that crony capitalism, property rights provided by the state, bribery, and corruption constitute only a few of many different mechanisms used by Putin in his domestic authority and foreign policy abroad.

This testimony proceeds in three parts. Section I describes the evolution of Putin’s system of government at home, focusing in particular on the relationship between the state and big business. Section II illustrates how Putin seeks to export his ideas and practices abroad. Section III focuses on Putin’s specific foreign policy objective of lifting sanctions on Russian individuals and companies.

U.S. and Chinese trade negotiators remain engaged in intensive talks, although it is yet to be seen whether and when they can strike a final deal. But even if they are able to reach an agreement, in the confrontation between Washington and Beijing “the trade part is incidental: it’s a technology war, not a trade war,” said Ambassador Craig Allen, president of the U.S.-China Business Council (USCBC), speaking at Shorenstien APARC on March 11.
 
Allen has spent much of his career in Asia and dealing with China-related issues from various posts within government, including serving as deputy assistant secretary for China at the U.S. Department of Commerce. As head of USCBC, he now leads an organization representing over 200 American companies doing business with China. He delivered his remarks at a seminar that is part of the China Program’s colloquia series about the future of U.S.-China relations.
 
Allen first brought the audience up to speed on the latest developments in the U.S.-China trade talks, where there are still outstanding questions such as whether the tariffs end now or later and whether a trade agreement will include a unilateral or bilateral enforcement mechanism. He expressed optimism that an agreement would bring significant progress on multiple fronts from the U.S. perspective, including enormous expansion in Chinese purchase of U.S. goods in various sectors; progress over IP rights; progress in eliminating forced technology transfers; improved market access to China; and even renewed commitment to reducing cybertheft. Yet Allen also suggested that these changes, which the Chinese are willing to make, are the ones that they know serve to make their markets more competitive in the end.
 

Structural vs. Cosmetic Changes

Allen was far less confident, however, about the prospects of addressing structural issues with China, that is, areas where the Chinese economy is an outlier to the global economy, violates WTO rules, and greatly differs from OECD norms. This is because these core dimensions touch on the role of the Chinese Communist Party (CCP) in the government and in the economy.

He counted among these structural issues the enormous role of state-owned enterprises (SOEs); the scale of subsidies going to the technology sector and their lack of transparency; prohibitions on foreign investment in sensitive industries like telecommunications and media; the unequal treatment of foreign companies; discriminatory implementation of regulations and the lack of an appeals process; uneven implementation of IP rights; the outsized role of the CCP in the economy; the dominant role of industrial policy; Xi Jinping government’s aggressive techno-nationalism, which is manifested in its calls for indigenous innovation and for self-reliance; and its excessive control over the information space.

“China is willing to make cosmetic changes to these problems,” said Allen, “even muscular changes, but no changes to the skeleton, the core, the system under which the CCP has complete control.”

A trade deal might remove the immediate threat of tariffs as a source of friction between the United States and China, noted Allen, but the essence of the conflict is not about trade: rather, it has to do with technology. “The trade war will morph into a technology war,” he predicted, and 2019 will mark a change in that direction, making life much more complicated for both American—especially Silicon Valley—and Chinese companies.

A Security Dilemma

Both the United States and China are now locked in a “security dilemma,” noted Allen. “One side takes defensive measures which the other side perceives as aggressive measures,” and “we are ratcheting up on national security.” The U.S. Department of Commerce, for instance, is looking to change the ways of dealing with Chinese companies and to expand export controls, extending their scope to a whole new category of “emerging technologies,” regarding whose definition there is intensive debate in Washington. Depending on its scope, a broad definition could jeopardize hundreds of thousands of projects and disrupt investment and global supply chains.

On the Chinese side, Allen noted, there is a parallel process going on. In 2019, we should expect China to similarly impose tightened export controls, he cautioned, cybersecurity law, personal identification information law, data localization requirements, and a strengthened national security law that, among other requirements, will ratchet up audit requirements of American companies seeking market access and the type of companies allowed to have only Chinese-origin equipment.

Both countries have given in to exaggerated security concerns that threaten the global commons, argued Allen. “American and Chinese companies have worked together in the innovation space for years in a beautiful manner. It has been a remarkably productive exercise over the last four decades that brought tremendous benefit for everyone. You can't imagine a company like Apple without China, and you can't imagine China without a company like Apple. Now all this is being put into question.”

The heightened security measures on both sides are fraught with threats to research institutions, businesses, and the innovation ecosystem at large. Academic exchanges, students, and professors will be deemed exports of knowledge subject to technology licensing laws, cautioned Allen. He asked: “How many thousands of collaborative research ventures will be impacted?”

We are entering the technology war at the wrong time, said Allen, just as China is becoming a middle-income country with hundreds of millions of middle-class citizens who want to buy American-made goods and services that U.S. companies want to sell to them. Now is the time to take advantage of China’s transitioning to a consumption-led economy, he claimed, and “become a good friend of Chinese middle-class consumers.”

China is also forging ahead with its innovative economy, particularly in areas such as AI, 5G, and aspects of the life sciences. “This isn’t a one-way street,” emphasized Allen. “We need their brains as much as they need ours […] China will remain an innovative country, and we need to deal with that.”

“This is not a time to panic,” he pointed out, “but a time to reset and ask: ‘What are the rules of the road for technology cooperation and competition? What are the rules for enforcement and how do we enforce the new rules fairly?”

“If China follows its WTO obligations then we would get there,” Allen claimed. “But if President Xi is going to be single-minded about self-reliance and cutting foreign influence on the Chinese economy, then we’re up for rough sledding and 2019 will be a definitive year in determining the course forward.”

Trade deal or no deal, in the U.S.-China race for technology supremacy, he concluded, trust is a commodity in short supply.

Abstract:  As Russian President Vladimir Putin pursues a more assertive policy toward the West, one of his primary grievances is that NATO enlarged despite 1990 assurances to the contrary.  At the end of the Cold War, did Washington in fact promise Moscow that it would refrain from expanding NATO eastward?  Russia says yes; the US says no; what does the evidence say?  Professor Sarotte, a historian, has conducted archival research and interviews on this topic in the US, Russia, Germany, Britain, and France. In this lecture, she will draw on both her previous publications and on newer declassifications to re-examine this controversy and its legacy for NATO expansion – even as President Donald Trump raises the possibility of a NATO contraction through US withdrawal.

 

Speaker's Biography:  Mary Elise Sarotte is the Marie-Josée and Henry R. Kravis Distinguished Professor of Historical Studies at the Johns Hopkins School of Advanced International Studies in Washington DC.  Her five books include The Collapse: The Accidental Opening of the Berlin Wall and 1989: The Struggle to Create Post-Cold War Europe, both of which were named Financial Times Books of the Year, along with receiving other awards and commendations.  Sarotte earned her AB in History and Science at Harvard University and her PhD in History at Yale University.  After graduate school, she served as a White House Fellow and subsequently joined the faculty of the University of Cambridge.  Sarotte received tenure at Cambridge in 2004 and returned to the United States to teach at University of Southern California as the Dean's Professor of History before moving to Hopkins.  Sarotte is a former Humboldt Scholar, a former member of the Institute for Advanced Study in Princeton, a research associate of Harvard's Center for European Studies, and a member of the Council on Foreign Relations.  She is currently writing a book on NATO expansion; it is based (among other sources) on formerly secret Defense Department, State Department, and White House documents which she has declassified though Freedom of Information appeals.

Abstract: How do nuclear-armed states coerce their adversaries in wars with limited aims without using nuclear weapons? I develop a theory of strategic substitution to explain why states use space, cyber and conventional missile weapons instead of nuclear weapons to maximize leverage against their adversaries. I also explain how they select space, cyber, and conventional missile force postures, defined as weapons and plans for using them. Threats to use space, cyber and conventional missile weapons are more credible sources of strategic leverage against adversaries in wars that do not threaten a state’s survival. I demonstrate the plausibility of the theory using China’s cyber force posture. China developed space, cyber and conventional missile weapons to solve a common problem: giving Beijing the leverage it could not gain from its nuclear weapons in a future war over Taiwanese independence involving the United States. Using original Chinese-language written sources and interviews conducted during extensive fieldwork, I show that Chinese leaders pursued cyber weapons to maximize their strategic leverage after the United States bombed the Chinese Embassy in Belgrade in 1999. As China’s vulnerability to cyber attacks grew during the 2000s, its appetite for risk in using cyber weapons declined, resulting in a change to its military cyber force posture in 2014.

Speaker Bio: Fiona Cunningham is a Post-Doctoral Fellow at CISAC. Her research interests lie at the intersection of technology and conflict, with an empirical focus on China. She received her PhD in September 2018 from the Department of Political Science at the Massachusetts Institute of Technology (MIT), where she was a member of the Security Studies Program. Her dissertation explained China’s development of space, cyber and conventional missile force postures as substitutes for using nuclear weapons to coerce adversaries. Her research is based on extensive fieldwork, including a year-long dissertation research fellowship at the Renmin University of China, Beijing, in 2015-6. She was a Pre-Doctoral Fellow in the Cyber Security Project at the Belfer Center for Science and International Affairs at the Kennedy School of Government, Harvard University, in 2017-8. Fiona’s research has been supported by the Smith Richardson Foundation, China Confucius Studies Program, and the MIT Center for International Studies. Her research on China's nuclear strategy has been published in the quarterly journal, International Security. Fiona holds a Bachelor of Arts in Politics and International Relations from the University of New South Wales and a Bachelor of Laws from the University of Sydney, both with first-class honors. She was a research associate at the Lowy Institute for International Policy in Sydney from 2009 until 2012, where she focused on extended nuclear deterrence in East Asia and nuclear nonproliferation. Fiona speaks Mandarin Chinese and French.

An annual tradition since 2002, the Shorenstein Journalism Award carries a cash prize of US $10,000 and recognizes outstanding veteran journalists who have spent their careers helping audiences around the world interpret the complexities of the Asia-Pacific region. It honors the legacy of APARC’s benefactor, Mr. Walter H. Shorenstein, and his twin passions for promoting excellence in journalism and understanding of Asia. “With this award we are committed to advancing journalism that persistently and courageously seeks accuracy, deep reporting, and nuanced U.S.-Asia dialogue,” said APARC Director Gi-Wook Shin.
 
Over the course of its history, the award has recognized world-class journalists who push the boundaries of coverage of the Asia-Pacific region and help advance mutual understanding between audiences in the United States and their Asian counterparts. Recent honorees include Anna Fifield, Caixin Media, Ian Johnson, Jacob Schlesinger, Siddharth Varadarajan, and Aung Zaw. The award alternates between recipients whose work has mostly been published through American news media and recipients whose work has mostly been conveyed through news media in one or more parts of the Asia-Pacific region. The 2019 award will recognize a recipient from the latter category, which oftentimes includes candidates who work at the forefront of the battle for press freedom.    
 
APARC has recently assembled a new selection committee for the award that presides over the judging of nominees and is responsible for the selection of honorees. “I am delighted to welcome our new committee members who have all distinguished themselves in their careers and bring expertise across journalism, policy, and Asia research and reporting,” noted Director Shin.
 
The selection committee for the Shorenstein Journalism Award includes Wendy Cutler, Vice President and Managing Director, Washington, D.C. For the Shorenstein award, the Asia-Pacific region is defined broadly to include Northeast, Southeast, South, and Central Asia and Australasia. Both individual journalists with considerable body of work and journalism organizations are eligible for the award. Nominees’ work may be in traditional forms of print or broadcast journalism and/or in new forms of multimedia journalism. APARC is seeking 2019 award nomination submissions from editors, publishers, scholars, journalism-related associations, and entities focused on researching and interpreting the Asia-Pacific region. The award will be presented by APARC at Stanford in the Autumn quarter of 2019.

Speaker Bio: Ms. Kirsti Kauppi became Ambassador of Finland to the United States in September 2015. Before that (2012-2015) she was Political Director (Director General for Political Affairs) and (2009-2012) Director General for Africa and the Middle East in the Ministry for Foreign Affairs in Helsinki.

2005 she was appointed Ambassador of Finland to Austria and Permanent Representative to the UN-related international organizations located in Vienna. Ambassador Kauppi has also served in the Finnish Embassy in Berlin (2003-2005) as Deputy Chief of Mission (Minister). Her other foreign posts include Washington (1997-2000), the Finnish Permanent Mission to the EU in Brussels (1993-1997) and Bangkok (1989-92).

 

Abstract: Pillars of European security show signs of strain. The question is what can be the building blocks for stability and security in Europe in the future. 

Finland is a Nordic country, amongst the most stable countries in the world, one of the most open economies, technologically advanced and the “happiest” country in the world.  A rules-based international order is vitally important for countries like Finland. Return of great power competition as the organizing principle of international relations is a bleak perspective for small nations.  How should Europe position itself and what should the Europeans do? How about the transatlantic community and the West as a whole?

Finland offers an interesting point of view.  A committed member of the European Union, Finland underlines the importance of European integration, including using EU methods to strengthen European security and defense.  Finland holds the transatlantic relationship and NATO an irreplaceable pillar of stability in Europe even if the country has not joined the Alliance.  Believer in cooperative security Finland promotes dialogue and confidence building, but at the same time possesses robust military capabilities.  Finland looks at Russia with clear eyes and concern, and has through history a unique perspective to what to make of Russia and how to manage the relationship with Russia.

At the talk, the different challenges to European security are discussed and also the elements through which Europe and the US could respond and reinforce the foundations of stability in Europe, as well as why it is important that the USA and Europe are on the same page in these issues.
