This image is having trouble loading!FSI researchers examine the role of energy sources from regulatory, economic and societal angles. The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Kate Marvel is a CISAC postdoctoral fellow working on energy security and nuclear nonproliferation.  She received a PhD in theoretical physics at the University of Cambridge, where she was a Gates Scholar and a member of Trinity College. She chaired Cambridge University Student Pugwash and is a member of the Executive Board of International Student/Young Pugwash. Kate holds a BA in physics and astronomy from the University of California at Berkeley and has worked at Lawrence Berkeley Laboratory, California, and the African Institute for Mathematical Sciences in South Africa.   She is active in outreach work and has lectured in settings as diverse as a community center in Lesotho, a physics institute in Tehran, and the Secret Garden Party Festival in the UK.

Tom Isaacs serves as the Director for the Office of Planning and Special Studies at Lawrence Livermore National Laboratory.  During his sabbatical leave he will be in residence at CISAC, focusing his research on several interconnected sets of challenges to the effective management of the worldwide expansion of nuclear energy.  He will also play an important role in a collaborative project with CISAC and the American Academy of Arts & Sciences, Global Nuclear Future Initiative.

Tom's career spans more than two decades with the Department of Energy including managing policies and programs on the advancement of nuclear power and issues associate with security, waste management, and public trust.  He has degrees in Engineering, Applied Physics, and Chemical Engineering from Harvard University and the University of Pennsylvania.

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

Tom is Co-Principal Investigator for the Nuclear Threat Initiative (NTI) Developing Spent Fuel Strategies (DSFS) project coordinating international cooperation on issues at the back end of the nuclear fuel cycle with emphasis on spent fuel management and disposal in Pacific Rim countries. Participants include senior nuclear officials from Japan, Korea, China, Taiwan, Canada, and the United States.

Tom advises national nuclear waste programs on facility siting, communications, stakeholder engagement, and public trust and confidence. He has worked with the Canadian Nuclear Waste Management Organization (NWMO) for 15 years.

Tom was recently named as the Chair of the recently formed Experts Team to support Southern California Edison  at the San Onofre Nuclear Generating Station.

Previously Tom was a Consulting Professor at CISAC, lead advisor to the Blue Ribbon Commission on America’s Nuclear Future, Member of the National Academy of Sciences Nuclear and Radiation Studies Board, Director of Planning at Lawrence Livermore National Laboratory, and long time senior executive at the Department of Energy where he led the siting of Yucca Mountain as the nation’s candidate site for a geologic repository.

He has degrees in Engineering, Applied Physics, and Chemical Engineering from Harvard University and the University of Pennsylvania.

Lynn Eden is acting co-director (2008-09) at the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Eden received her Ph.D. in sociology from the University of Michigan, held several pre- and post-doctoral fellowships, and taught in the history department at Carnegie Mellon before coming to Stanford. In the area of international security, Eden has focused on U.S. foreign and military policy, arms control, the social construction of science and technology, and organizational issues regarding nuclear policy and homeland security. She co-edited, with Steven E. Miller, Nuclear Arguments: Understanding the Strategic Nuclear Arms and Arms Control Debates (Ithaca, N.Y.: Cornell University Press, 1989). She was an editor of The Oxford Companion to American Military History (New York: Oxford University Press, 2000), which takes a social and cultural perspective on war and peace in U.S. history. That volume was chosen as a Main Selection of the History Book Club.

Eden's book Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation(Ithaca: Cornell University Press, 2004; New Delhi: Manas Publications, 2004) explores how and why the U.S. government--from World War II to the present--has greatly underestimated the damage caused by nuclear weapons by failing to predict damage from firestorms. It shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences, from the sinking of the Titanic to not predicting the vulnerability of the World Trade Center to burning jet fuel. Whole World on Fire won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology.

Eden has also written on life in small-town America. Her first book, Crisis in Watertown (Ann Arbor: University of Michigan Press, 1972) was her college senior thesis; it was a finalist for a National Book Award in 1973. Her second book, Witness in Philadelphia, with Florence Mars (Baton Rouge: Louisiana State University Press, 1977), about the murders of civil rights workers Schwerner, Chaney, and Goodman in the summer of 1964, was a Book of the Month Club Alternate Selection.

Providing commentary on Dr. Eden's paper is Lieutenant Colonel John Vitacca, a national defense fellow for 2009-2010 at CISAC. 

John holds a Bachelor of Business Administration degree in Marketing from Texas A&M University, a Master of Business Administration degree in Management from Rensselaer Polytechnic Institute, and a Master of Arts degree in Military Operational Art and Science from Air Command and Staff College, Air University, Alabama.  He is a command pilot with over 3,400 flight hours in the B-2 and B-52, qualified as both an instructor and evaluator pilot.  Prior to coming to CISAC, John served in various assignments including a tour at the Pentagon as the Chief of the Global Persistent Attack Branch and the B-2/Next Generation Bomber subject matter expert.   Most recently, he was the Commander of the 393d Bomb Squadron at Whiteman Air Force Base, one of only two operational B-2 stealth bomber squadrons in the USAF.  His research at CISAC will focus on nuclear weapons policy issues.

The topic of Smart Grid has become more and more popular because technologies concerning it are effective for efficiency improvement and renewable energy increase in electric power systems. However, Smart Grid is an ambiguous term and its meanings vary with different audiences. Therefore, it is increasingly difficult to identify what Smart Grid is or understand the potential benefits or concern for future electric power systems. As the result, grasping strategies for future electric power systems is complicated. This research focuses on clarifying the future strategies for electric power systems in ambiguous renewable and Smart Grid circumstances.

The Smart Grid is a next generation power grid that controls the supply and demand of electricity by using advanced information and communications technology. The Smart Grid is considered revolutionary in the power industry - just as the Internet was to the IT industry. In recent years, worldwide interest in the Smart Grid has increased due to its close relationship to renewable energy. In particular, the interest in the United States has grown significantly since the Obama administration unveiled its plan to invest heavily in the Smart Grid. Nakahashi's research in the Smart Grid examines current trends in the United States and Japan and analyzes opportunities for new businesses.

Tomohiro Yamaguchi, "Mobile Industry in the U.S. and Japan:  The Differences and Direction in Each Country"

With the rise of smartphones, such as the iPhone and Android phone, the mobile internet market is dramatically growing in the United States. In Japan, on the other hand, the closed nature of the market is seen as a problem, which is sometimes called "Galapagos", with the negative connotation of the nature. Yamaguchi considers the difference between both markets, and attempts to answer the questions -"Which market is leading?" and "How much is it leading?" Finally, Yamaguchi will conjecture the direction of the future.

Improving crop yields in major agricultural regions is one of the foremost scientific challenges for the next few decades. In Northwest India, the stagnation of wheat yields over the past decade presents a distressing contrast to the tremendous yield gains achieved during the Green Revolution. One commonly proposed way to raise yields is to reduce the often considerable gap between yield potential and average yields realized in farmers' fields, yet the likely effectiveness of different strategies to close this gap has been poorly known. Here we use a unique, decade long satellite-based dataset on wheat yields to examine various options for closing the yield gap in the south of Punjab. Persistent spatial differences in sowing dates and distance from canal are found to be significant sources of yield variation, with the latter factor suggesting the importance of reliable access to irrigation water for yield improvement in this region. However, the total yield gains achievable by addressing persistent factors are only a small fraction of yield losses in farmers' fields. The majority of the yield gap is found to arise from factors unrelated to field location, such as interactions between management and weather. Technologies that improve farmers' ability to anticipate or adjust to weather variations, or that improve stability of genotype performance across different weather conditions, therefore appear crucial if average crop yields are to approach their genetic potential.

The state-owned company Oil and Natural Gas Corporation Limited (ONGC) is India's largest company devoted to exploration and production (E&P). This paper attempts to unpack the dynamic of the government-ONGC relationship. Focusing specifically on how government ownership and control has influenced ONGC's performance and strategy, this paper makes four main arguments.

First, ONGC exists, just as with national oil companies in many other countries, because of a legacy of suspicion about outsiders.  It performed well when it was tasked with things that were not that difficult and when it had help for the more difficult ventures, such as frontier E&P and development.

Second, ONGC has run into trouble as it matured, and the roots of its troubles are mainly in its interactions with the GoI and secondarily in its management.

Third, a slew of reforms instituted since the mid 1990s have fundamentally changed the landscape of the E&P sector in India and the dynamic of government-ONGC relationship. Targeted at improving corporate governance, enhancing competition in E&P, and eliminating price controls, those reforms have had a mixed impact on ONGC's performance and strategy. They also highlight the difficulties the government has had in encouraging higher efficiencies in ONGC and the oil and gas sector.

Fourth, given the deep interconnects of the oil and gas sector with India's political economy, fixing the oil and gas sector essentially entails fixing the larger political economy within which the sector is embedded.

On Tuesday, September 7, 2010, the Program on Energy and Sustainable Development in collaboration with the Stanford University's Graduate School of Business and Stanford Law School hosted a special conference on Climate Policy Instruments in the Real World.

This conference featured presentations by leading researchers on the political, economic, and regulatory challenges associated with major climate policy instruments.  The goal of this conference was to transfer the state-of-the-art in policy-relevant academic research on key aspects of climate policy design and analysis to the business, regulatory and policymaking communities.  Each presentation was followed by comments from two discussants that develop the practical implications of the research results presented for decision-makers in industry and government.

Topics our experts explored included: setting a price for carbon, engaging the developing world in climate change mitigation, the role of renewable energy sources in climate change mitigation, mechanisms for reducing greenhouse gases from the transportation sector, managing intermittency in the electricity sector, and mechanisms for adapting to climate change.

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries -- telecommunications, electricity, water delivery and postal delivery services -- and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).

Professor Wolak received his Ph.D. and M.S. from Harvard University and his B.A. from Rice University.

The UCLA School of Law’s India and Climate Change conference will be held on Friday, April 9, 2010.

PESD researcher Varun Rai will be a panelist on the challenges for domestic progress in India on climate and energy questions along with Ann Carlson (UCLA School of Law), Anjali Jaiswal (NRDC), and Armin Rosencranz (Stanford University).

This event will bring together non-profit groups, policy analysts, and legal and political science scholars working both in the U.S. and in India on climate change issues for an all-day symposium examining how India will affect, and be affected by, climate change.  Panels will focus on promising routes for engaging with India post-Copenhagen; challenges for domestic progress in India on climate and energy; and the intersection of international trade law and climate questions in India-US relations.

Associate Professor Jae-Seung Lee from Korea University, Division of International Studies will be leading the seminar on energy security and cooperation in Northeast Asia (including East Asia).

Professor Lee holds a B.A. in political science from Seoul National University (1991) and an M.A (1993) and PhD (1998) in political science from Yale University. He also earned a certificate from the Institut D'Etudes Politiques de Paris in France in 1995.

Before joining the faculty of Korea University, he had served as a professor at the Institute of Foreign Affairs and National Security (IFANS), the Ministry of Foreign Affairs and Trade. As a scholar in international political economy, he authored a number of books and articles on Korea, East Asia, and Europe. His current research includes energy security and energy diplomacy of Korea, among others. Prof. Lee has directed the Korea Energy Forum (KEF), an interdisciplinary energy research initiative, and conducted a number of energy projects with UNESCAP and the Ministry of Foreign Affairs and Trade. He has taught at Yale University, Seoul National University, and Korea University.
