The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Providing food security for a world that will be warmer, more populous, and continually developing requires the implementation of sound policies that enhance food and agricultural consumption, production, incomes, and trade. FSE is in the midst of hosting a two-year, 12-lecture symposium series on Global Food Policy and Food Security.

WASHINGTON, D.C.- Phillip Lipscy of Stanford University was among the scholars to join a week-long meeting of the U.S.-Japan Network for the Future in Washington, D.C. in June. Dr. Lipscy was one of 15 emerging Japan specialists selected for the U.S.-Japan Network for the Future, a new program launched last year by the Maureen and Mike Mansfield Foundation in collaboration with the Japan Foundation Center for Global Partnership. The purpose of this program is to build and enhance a network of new generation Japan specialists that can bring diverse expertise and perspectives to the U.S.- Japan policymaking process.

Dr. Lipscy is an assistant professor of political science and FSI Center Fellow at the Shorenstein Asia Pacific Research Center at Stanford University. His fields of research include Japanese politics, U.S.-Japan relations, international and comparative political economy, international security, and regional cooperation in East and Southeast Asia. His most recent research examines the politics of financial crises with a particular focus on Japan and the United States. He has also written on a wide range of topics such as negotiations over representation in international organizations, the politics of energy efficiency, the use of secrecy in international policymaking, and Japanese responses to the Asian financial crisis. Dr. Lipscy obtained his PhD in political science at Harvard University. He received his MA in international policy studies and BA in economics and political science at Stanford University. In 2009, he was named as the inaugural Sakurako and William Fisher Family Faculty Scholar.

During the meeting in Washington, Dr. Lipscy and the other U.S.-Japan Network for the Future Fellows had an opportunity to meet with senior policymakers and participate in briefings about current issues affecting U.S.-Japan relations. The meeting followed an introductory meeting for U.S.-Japan Network for the Future Fellows held in Washington this January. U.S.-Japan Network for the Future Fellows also will participate in workshops and a study trip to Japan during the two-year program. They will help shape public policy by preparing opinion pieces and by sharing their views and recommendations at a public Policy Brief Session in Washington in early 2011. These and other activities are expected to lead to deeper and more vigorous dialogue and research on topics of immediate concern to U.S.- Japan relations as well as on ways to strengthen the bilateral relationship through cooperation and shared goals in the global arena. The Maureen and Mike Mansfield Foundation is a 501(c)3 organization that promotes understanding and cooperation in U.S.-Asia relations. The Foundation has offices in Washington, D.C.; Tokyo, Japan; and Missoula, Montana.

The Center for Global Partnership (CGP) is a part of the Japan Foundation, which is a Japanese Independent Administrative Institution (Dokuritsu Gyosei Hojin). CGP operates grant programs as well as self-initiated projects and fellowships. CGP has offices in Tokyo, Japan and New York, New York.

Kate Marvel has been named the second annual Perry Fellow for the 2010-2011 academic year.

The Perry Fellowship honors an early or mid-career researcher from the United States or abroad with a record of "outstanding work in natural science, engineering or mathematics...who is dedicated to solving international security problems." Marvel, 29, will spend the year at CISAC conducting research on two projects, Understanding the Regional Consequences of Global Climate Change and Game Changers for Nuclear Energy.

"I'm very honored to be recognized," said Marvel, "but truly all of my colleagues would be deserving of this fellowship. I look forward to working with them as my research progresses over the next year."

Marvel spent the past year at CISAC as a postdoctoral fellow after studying at the University of Cambridge where she received her PhD in applied mathematics and theoretical physics. In addition to researching her project, Modeling Distributed Electric Grids, Marvel co-chaired CISAC's weekly Thursday research seminar with Lynn Eden.

Marvel holds a BA in physics and astronomy from the University of California at Berkeley and has worked at Lawrence Berkeley Laboratory, California, and the African Institute for Mathematical Sciences in South Africa.   She is active in outreach work and has lectured in settings as diverse as a community center in Lesotho, a physics institute in Tehran, and the Secret Garden Party Festival in the UK.

William J. Perry and the Perry Fellowship
Perry earned bachelor's and master's degrees in mathematics from Stanford in 1949 and 1950, and a doctorate from Pennsylvania State University. He went on to found the Silicon Valley electronics company ESL, build a venture capital company and pursue a distinguished career in public service. At the heart of Perry's work is a commitment to bring the rigors of science to international security issues. The William J. Perry Fellow in International Security at Stanford University will pursue this commitment.

In 2009 China, the world's largest coal producer, in seemingly a counterintuitive shift, became the world's largest coal importer at the same time.  The resulting realignment of the global coal trade has altered global prices for coal and power, and may be the harbinger of an "Asian coal decade" to come. 

Drawing on their recent presentation at Coaltrans Asia 2010, PESD researchers Gang He and Richard Morse examine the recent trend of soaring Chinese coal imports, and offer a theory of what will drive this long term coal import/export balance between China and the world in the next 10 years.  He and Morse argue that China's voracious appetite for imported coal is largely profit driven and takes advantage of key arbitrage relationships in the global market.  But those relationships are in turn largely a function of key political economy issues in China's domestic energy markets. 

Major coal and power sector reforms,  such as coal sector consolidation and coal-power integration, will impact domestic coal prices and therefore will largely drive China's import trends going forward.  Thus China's shift to imports is not a paradigm shift in global markets, but rather a harbinger of greater trade volatility in the future.

Prior to joining PESD, he was with the World Resources Institute as a Cynthia Helms Fellow.  He has also worked for the Global Roundtable on Climate Change of the Earth Institute at Columbia University. With his experiences both in US and China, he has been actively involved in the US-China collaboration on energy and climate change. 

Mr. He received an M.A. from Columbia University on Climate and Society, B.S. from Peking University on Geography, and he is currently doing a PhD in the Energy and Resources Group at UC Berkeley.

Abstract

Over the past two decades, Indonesia's coal industry has transformed itself from being an unknown, minor player in Asia's coal markets to the world's largest exporter of steam coal. In what is likely the most detailed analysis of the Indonesian coal industry ever released, Dr. Bart Lucarelli tells the story of how Indonesia created this world-scale industry over two decades despite challenges created by widespread government corruption, a weak legal system, the Asian Financial Crisis of 1997, and the fall of the Soeharto government in 1998.

The paper argues that key physical and technical factors, along with regulatory and political factors, have acted as the primary drivers of the industry's phenomenal growth over the past two decades and will be the most important factors for consideration over the next two decades.  It also discusses current estimates of Indonesia's coal resources and reserves, the role played by location and geological factors in the development of its coal resources, the future impacts of the passage of Indonesia's Mining Law of 2009 and its related implementing regulations, and how these issues might affect the coal industry's structure and performance before 2020.

This Spring quarter, while our seminar series took a break, Terry Winograd and Joshua Cohen taught a new course at the Hasso Plattner Institute of Design (the d.school): Designing Liberation Technologies.

During this class, small interdisciplinary teams focus on a term-long design project, taking advantage of the design process structures and methods that have been developed in the d.school. This year's course developed as a collaboration between Stanford, the University of Nairobi and Nokia Africa Research Center.  The focus area was finding ICT solutions to the healthcare needs of people living in Kibera slum outside Nairobi.

Under the guidance of Jussi Impiö at Nokia and the Computer Science faculty, 27 students from the University of Nairobi Computer Science department conducted need finding studies at a number of health-related sites, including clinics, hospitals, community health workers, community leaders, and government offices. They read background materials, made observations, and talked with a wide variety of stakeholders. Their reports became the basis of the Stanford teams' initial understanding of users and needs. Communication with the group in Nairobi was also maintained throughout the course, using a Facebook group to facilitate discussions, as well as several teleconference sessions.

Working in small teams, 20 Stanford students from a wide range of disciplines worked over 10 weeks to develop initial design concepts to respond to some of the needs that had been identified. Click on the title of each project to view their final presentations:

  • mNote: an online archive for community health worker notes. This application empowers community health workers by preserving the flexibility and control they appreciate in their current paper notebooks, but adding digital knowledge management capabilities.
  • M-MAJI ("mobile water"): an electronic information system that allows people to use their mobile phones to identify clean water sources in their community. The application seeks to decrease the time and money spent searching for water, improve water quality, and foster vendor accountability by providing a mechanism for user feedback.
  • Babybank: a dedicated savings plan designed specifically for pregnant women in the slums of Nairobi. By leveraging a popular cell phone payment system, M-Pesa, the application aims to make savings easier, so that expecting mothers can afford the services that will keep themselves and their babies healthy.
  • Mazanick: an application to provide support and advice to pregnant women via SMS, with the aim of helping motivate them to attend prenatal appointments.
  • PillCheck (Kifaa cha Tenbe): a mobile application to help people in Kibera find information on the availability and pricing of malaria drugs quickly.
  • PatientMap :a system to make the waiting process in clinics more transparent, and to increase patient trust in the medical system.

This summer, two follow up trips are planned, with Nairobi students due to spend several weeks at Stanford, while a number of students from the Stanford group will visit Nairobi to explore possibilities for developing their projects further. Building on the success and lessons learnt so far, the Designing Liberation Technologies course will be open to a new set of students next academic year.

On September 7, 2010, the Program on Energy and Sustainable Development in collaboration with the Stanford University's Graduate School of Business and Stanford Law School hosted an all-day conference on "Climate Policy Instruments in the Real World" in the Bechtel Conference Center. This conference featured presentations by leading researchers on the political, economic, and regulatory challenges associated with major climate policy instruments.
