The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Energy Challenge and Opportunities for the United States and Japan

Japan Studies Program at Shorenstein APARC, Stanford University has launched a three-year project from 2013 to create new channels of dialogue between experts and leaders of younger generations from the United States, mostly from the West Coast, and Japan under a name of "New Channels: Reinvigorating U.S.-Japan Relations," with the goal of reinvigorating the bilateral relationship through the dialogue on 21st century challenges faced by both nations, with a grant received from the Sasakawa Peace Foundation.

The dialogue would be structured to examine the new challenges of the 21st century, in particular, economic growth and employment creation; innovation and entrepreneurship; energy; and East Asian regionalism, including regional security issues, with the aim of developing mutual understanding and constructing a new relationship for cooperation in dealing with 21st century challenges through the dialogue between scholars, entrepreneurs, and policy makers from the two countries. We are hoping that this multi-year initiative will generate a network of trans-Pacific expertise as a vital supplement to existing avenue of communications.

Given the recent dramatic changes in energy environments in both countries, such as shale gas developments in the U.S, and after Fukushima challenges in Japan, this year, as an inaugural year, we will be examining energy issues. Panel discussions open to the public, with the title of "Energy Challenges and Opportunities for the U.S. and Japan," will be held on February 13th, followed by a dialogue among invited participants on 14th, at Stanford University with the participation of policy makers, business leaders, scholars, and experts from both countries.

In the panel discussions we will examine following issues:

  1. Discovery of shale gas deposits in various parts of the world has drastically changed the geopolitics of energy.
  2. New technologies for energy production have been creating various challenges to the existing system of energy supply.
  3. As emerging economies grow rapidly, they will demand increasing amount of energy. They face a challenge of creating a sustainable and secure energy supply system.
  4. After the Fukushima Daiichi nuclear disaster, the call for enhancing safety of nuclear power plants has intensified. While public’s trust in nuclear technology wanes, increasing number of nuclear power plants are built in emerging countries. Nuclear energy policy has become politically contentious.
  5. Use of information technology, such as smart grid, is likely to change the ways energy is supplied and distributed.
  6. The world has not found an effective international framework for slowing the global warming and securing reliable energy supply to support economic growth.

We are very pleased that we were able to invite quite impressive participants, policy makers, business leaders, scholars and experts from the two countries, who would appear as panelists in the panel discussions on February 13th.

We expect that through this panel discussion we would be able to define the challenges we are facing, indicate the pathways we should proceed to, and identify the areas for cooperation.

On the following day, February 14th, we will have the dialogue closed to the public discussing issues and possible cooperation between the U.S. and Japan on energy among invited participants.

We hope to publish a summary of conference presentations and the dialogue discussion after the conference.

Abstract:

Electrical grids have long depended upon information infrastructures—systems for exchanging information about electricity generation, transmission, distribution, and use. But only in the last decade has the notion of a “smart grid” captured the imagination of policymakers, business leaders, and technologists. Smart grid promoters promise that information technology will simultaneously improve the efficiency, reliability, and security of the grid. This article shows how these goals have come into tension as the grid’s information infrastructure has shaped, and been shaped by, government policies. It advances a three-part argument. First, digital technology and digital utopianism played a significant and underanalyzed role in restructuring the electricity industry during the 1980s and 1990s. Second, industry restructuring encouraged utilities to deploy information technology in ways that sacrificed reliability, security, and even physical efficiency for economic efficiency. Third, aligning the many goals for a smart grid will require heterogeneous engineering—designing sociopolitical and technological worlds together.

Abstract:

OBJECTIVE Human blood glucose levels have likely evolved toward their current point of stability over hundreds of thousands of years. The robust population stability of this trait is called canalization. It has been represented by a hyperbolic function of two variables: insulin sensitivity and insulin response. Environmental changes due to global migration may have pushed some human subpopulations to different points of stability. We hypothesized that there may be ethnic differences in the optimal states in the relationship between insulin sensitivity and insulin response.

RESEARCH DESIGN AND METHODS We identified studies that measured the insulin sensitivity index (SI) and acute insulin response to glucose (AIRg) in three major ethnic groups: Africans, Caucasians, and East Asians. We identified 74 study cohorts comprising 3,813 individuals (19 African cohorts, 31 Caucasian, and 24 East Asian). We calculated the hyperbolic relationship using the mean values of SI and AIRg in the healthy cohorts with normal glucose tolerance.

RESULTS We found that Caucasian subpopulations were located around the middle point of the hyperbola, while African and East Asian subpopulations are located around unstable extreme points, where a small change in one variable is associated with a large nonlinear change in the other variable.

CONCLUSIONS Our findings suggest that the genetic background of Africans and East Asians makes them more and differentially susceptible to diabetes than Caucasians. This ethnic stratification could be implicated in the different natural courses of diabetes onset.

Canalization is the way in which organisms develop phenotypic robustness as a response to genetic or environmental perturbations. This process ensures the stability of critical biological processes like blood glucose regulation. Canalization of this trait can be represented by a hyperbolic function of two underlying variables: insulin sensitivity and insulin response, as primarily described by Kahn et al. (1,2).

Global migration in the early history of Homo sapiens placed people in new environments, resulting in novel diets, food scarcity, different climates, and exposure to novel pathogens. These changes may have shifted population averages of factors that influence insulin sensitivity and secretion. They include body size, body composition, energy expenditure, storage, and heat production. As these factors changed, they may have disclosed cryptic genetic variation or adopted novel mutations, leading to disruption of the unique point of stable equilibrium of ancestral populations. As this process continued over hundreds of millennia, specific genetic and environmental perturbations may have pushed some subpopulations to different points of stability (1,35).

We hypothesized that there may be ethnic differences in the optimal states in the relationship between insulin sensitivity and insulin response and that these differences may depend on a population’s genetic or evolutionary history. To assess this hypothesis, we performed a systematic review and a meta-analysis of studies of the insulin sensitivity index (SI) and the acute insulin response to glucose (AIRg). Our analysis was done in cohorts in any of the three major ethnic groups: Africans, Caucasians, and East Asians. We found significant differences between the groups.

Phillip Y. Lipscy and Lee Schipper examine energy efficiency in the Japanese transportation sector since the 1970s. Comparisons with the United States and other developed economies illustrate that Japan primarily stands out due to low activity levels and modal structure rather than modal energy intensity. On-road automobile energy intensity has shown little improvement, albeit from a low base, over the past four decades. They also consider policy measures undertaken by the Japanese government. Political arrangements in Japan after World War II made it attractive for politicians to pursue energy conservation by making transportation, particularly by automobile, expensive for the average Japanese citizen. The revenues raised from various fees and taxes on automobile transportation were redistributed to core supporters of the ruling Liberal Democratic Party. These political arrangements have come under fire in recent years, calling into question Japan's traditional approach towards transportation sector energy efficiency.

Frontiers in Food Policy: Perspectives on sub-Saharan Africa is a compilation of research stemming from the Global Food Policy and Food Security Symposium Series, hosted by the Center on Food Security and the Environment at Stanford University and funded by the Bill and Melinda Gates Foundation. The series, and this volume, have brought the world's leading policy experts in the fields of food and agricultural development together for a comprehensive dialogue on pro-poor growth and food security policy. Participants and contributing authors have addressed the major themes of hunger and rural poverty, agricultural productivity, resource and climate constraints on agriculture, and food and agriculture policy, with a focus on sub-Saharan Africa.

We study the governance of public good provision in poor communities in Oaxaca, Mexico. We estimate the effect of usos y costumbres—a form of participatory democracy prevalent in indigenous communities—on the provision of local public goods. Because governance is endogenous, we address selection effects by matching on municipal characteristics and long-term settlement patterns. Using a first-differences design we show that these municipalities increase access to electricity, sewerage, and education faster than communities ruled by political parties. We also show they are places of vibrant political participation, not authoritarian enclaves protecting the political monopoly of local bosses.

Dr. Dongwook Lee, 2013 Visiting Scholar in Korean Studies, will discuss Korea's industrial convergence policies that would help Park administration achieve its national agenda, a creative economy.

Dr. Lee is Director General at the Ministry of Trade, Industry and Energy in Korea, and has served as a government official for the past twenty-two years. He led and took part in developing industrial convergence policies and laws. Dr. Lee holds a BA in business administration from Yonsei University, an MA in public administration from Seoul National University, and a PhD in economics from Konkuk University, in Korea.

Speaker bio:

Karl Eikenberry is the William J. Perry Fellow in International Security at the Center for International Security and Cooperation and a faculty member of the Shorenstein Asia-Pacific Research Center at Stanford University.  He is also an affiliated faculty member with the Center for Democracy, Development, and Rule of Law, and researcher with The Europe Center.

Prior to his arrival at Stanford, he served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty.

Before appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a thirty-five year career in the United States Army, retiring in April 2009 with the rank of Lieutenant General.  His military operational posts included commander and staff officer with mechanized, light, airborne, and ranger infantry units in the continental U.S., Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005-2007. 

He has served in various policy and political-military positions, including Deputy Chairman of the North Atlantic Treaty Organization (NATO) Military Committee in Brussels, Belgium; Director for Strategic Planning and Policy for U.S. Pacific Command at Camp Smith, Hawaii; U.S. Security Coordinator and Chief of the Office of Military Cooperation in Kabul, Afghanistan; Assistant Army and later Defense Attaché at the United States Embassy in Beijing, China; Senior Country Director for China, Taiwan, Hong Kong and Mongolia in the Office of the Secretary of Defense; and Deputy Director for Strategy, Plans, and Policy on the Army Staff.

He is a graduate of the U.S. Military Academy, has master’s degrees from Harvard University in East Asian Studies and Stanford University in Political Science, and was a National Security Fellow at the Kennedy School of Government at Harvard.

Ambassador Eikenberry earned an Interpreter’s Certificate in Mandarin Chinese from the British Foreign Commonwealth Office while studying at the United Kingdom Ministry of Defense Chinese Language School in Hong Kong and has an Advanced Degree in Chinese History from Nanjing University in the People’s Republic of China. 

His military awards include the Defense Distinguished and Superior Service Medals, Legion of Merit, Bronze Star, Ranger Tab, Combat and Expert Infantryman badges, and master parachutist wings.  He has received the Department of State Distinguished, Superior, and Meritorious Honor Awards, Director of Central Intelligence Award, and Chairman of the Joint Chiefs of Staff Joint Distinguished Civilian Service Award.  He is also the recipient of the George F. Kennan Award for Distinguished Public Service and Harvard University Graduate School of Arts and Sciences Centennial Medal.  His foreign and international decorations include the Canadian Meritorious Service Cross, French Legion of Honor, Afghanistan’s Ghazi Amir Amanullah Khan and Akbar Khan Medals, and the NATO Meritorious Service Medal.

Ambassador Eikenberry serves as a Trustee for the International Institute for Strategic Studies, The Asia Foundation, and the National Committee on American Foreign Policy, and is a Fellow of the American Academy of Arts and Sciences.  He is a member of the Council on Foreign Relations, the American Academy of Diplomacy, and the Council of American Ambassadors, and was previously the President of the Foreign Area Officers Association.  His articles and essays on U.S. and international security issues have appeared in Foreign Affairs, The Washington Quarterly, American Foreign Policy Interests, The New York TimesThe Washington Post, Foreign Policy, and The Financial Times.  He has a commercial pilot’s license and instrument rating, and also enjoys sailing and scuba diving.
