The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Leading the world's only global Navy, Secretary Mabus has traveled over 1.3 million miles, visited over 150 countries and territories to maintain and develop international relationships. He has focused efforts to rebalancing the U.S. Fleet to have 60% of all Navy and Marine Corps assets based in the Indo-Asia-Pacific by the end of the decade as a reflection of our commitment to this critical region. Additionally, he has established a Marine Rotational Force in Darwin on a rotational basis to conduct exercises and train with the Australian Defense Force and maintain a stronger presence in the Pacific region.

Secretary Mabus is also leading efforts to use alternative energy sources to improve our warfighting capabilities and reduce our reliance on foreign sources of fossil fuels, denying potential adversaries the opportunity to use energy as a weapon against us, and our partners. During the 2016 Rim of the Pacific Exercise, the largest naval exercise in the world, completed in August, the ships of nine partner nations took delivery of, and operated on, biofuel blends delivered from U.S. ships.

Ray Mabus is the 75th United States Secretary of the Navy, the longest to serve as leader of the Navy and Marine Corps since World War I. Responsible for an annual budget in excess of $170 billion and leadership of almost 900,000 people, Secretary Mabus has worked to improve the quality of life of Sailors, Marines and their families; decrease the Department's dependence on fossil fuels; strengthen partnerships with industry and internationally; and increase the size of the Navy fleet.

CISAC's William J. Perry created a free, public 10-week course for people to learn more about the looming dangers of nuclear catastrophe. His new MOOC, developed with the support of Stanford’s Office of the Vice Provost for Teaching and Learning, offers a chance to take that message to a much larger audience.

 

Living at the Nuclear Brink: Yesterday and Today is an online course (a "MOOC") taught by former Defense Secretary William J. Perry and a team of international experts. 

“I believe that the likelihood of a nuclear catastrophe is greater today than it was during the cold war,” said Perry, who recently wrote a New York Times op-ed on why America should dismantle its ICBM missile systems.

Because the continued risk of nuclear catastrophe isn’t widely recognized, Perry believes, “our nuclear policies don’t reflect the danger. So I’ve set off on a mission to educate people on how serious the problem is. Only then can we develop the policies that are appropriate for the danger we face.” 

The course offers participants the chance to ask questions and participate in discussions via an online forum, which Perry and his fellow experts will address during weekly video chats. Each week, Perry will be joined in conversation by top thinkers, including CISAC's Martha Crenshaw, David Holloway and Siegfried Hecker, Scott D. Sagan, and Philip Taubman. George Shultz, the former secretary of state, will also participate. Outside experts include Ploughshares Fund president Joseph Cirincione, nuclear negotiator James Goodby, former Russian Deputy Minister of Defense Andre Kokoshin, and Joseph Martz of the Los Alamos National Laboratory.

The back-end of the nuclear fuel cycle has become the Achilles Heel of nuclear power, as CISAC’s Rodney Ewing writes in this new article. After more than 50 years of effort, no operating nuclear waste repositories exist in the U.S. for the spent nuclear fuel from commercial nuclear power plants – or for the high-level waste from the reprocessing of spent fuel. The Fukushima nuclear accident, and its ongoing aftermath, is at the forefront of the debate over the utility of nuclear energy in resolving global issues of climate change and energy security. And North Korea’s headlong rush towards acquisition of nuclear weapons and delivery systems has sparked talk of going nuclear in both South Korea and Japan and discussion over how to provide extended deterrence, including the role of missile defense.

The Shorenstein Asia-Pacific Research Center has brought together the representatives of the three principle powers in the region – China, Japan and South Korea – together with our own academic expert to discuss these issues.

Liyou Zha, Deputy Consul General of the Peoples Republic of China, San Francisco

Born in 1964, Jiangsu Province, Consul Zha began his career in 1987 at the State Economic Commission and moved from there to work in the Organization Department of the Communist Party of China. He began his service in the Foreign Ministry in 1990 with the Department of Consular Affairs and the Department of Personnel. From 2012 he served at Chinese Embassy in the United States as Counselor and Deputy Head of Office for Congressional and State Government Affairs. He has served as Deputy Consul General of the People's Republic of China in San Francisco since March 2015. 

Shouichi Nagayoshi, Deputy Consul General of Japan, San Francisco

Deputy Consul General Shoichi Nagayoshi began his career with the Ministry of Foreign Affairs of Japan in 1988. His assignments overseas have included posts in the United Kingdom, Ghana, New York, and Malaysia. His assignments in Tokyo have included works at European Affairs Bureau, Disarmament, Non-Proliferation and Science Department and Foreign 

Jimin Kim, Deputy Consul General of the Republic of Korea, San Francisco

Has been Deputy Consul General of the Republic of Korea in San Francisco since August 2016. Most recently, he served as Director of Protocol from 2015 to 2016. He has been a career diplomat for almost 20 years. His prior foreign mission posts include First Secretary at the Korean Embassy in Japan from 2008-2011 and Counselor at the Korean Embassy in the Dominican Republic from 2011 to 2013. Consul Kim received a B.S. in Foreign Service from Georgetown University and an M.A. in International Affairs from Columbia University. He was awarded the Citation of the Foreign Minister in 2011.

Abstract: In the 1970s, soaring oil prices provided huge revenues to oil producing Arab countries, which, together with private Arab companies and individuals, invested billions of dollars in the U.S. economy. The influx of Arab petodollars drew mixed reactions from Americans. Some feared that wealthy Arabs were “buying up America” and gaining control over the nation’s political, economic, educational, and cultural institutions. Others welcomed Arab investment as a boon to the U.S. economy and to global stability. Petrodollars also played a key role in Arab American history. Demeaning portrayals of oil-rich Arabs in media and government discourse—reaching a crescendo in the FBI’s “Abscam” sting operations of 1978-1980—goaded Arab Americans to adopt more organized methods of combating anti-Arab stereotypes. Salim Yaqub draws on his new book, Imperfect Strangers: Americans, Arabs, and U.S.-Middle East Relations in the 1970s, to explore the complex legacy of Arab petrodollars in American life.

About the Speaker: Salim Yaqub is Professor of History at the University of California, Santa Barbara, and Director of UCSB’s Center for Cold War Studies and International History. He is the author of Containing Arab Nationalism: The Eisenhower Doctrine and the Middle East (University of North Carolina, 2004) and of several articles and book chapters on the history of U.S. foreign relations, the international politics of the Middle East, and Arab American political activism. His second book, Imperfect Strangers: Americans, Arabs, and U.S.-Middle East Relations in the 1970s, was published by Cornell University Press in September 2016.

The Shorenstein Asia-Pacific Research Center (APARC) at Stanford is now accepting applications for the Shorenstein Postdoctoral Fellowship in Contemporary Asia, an opportunity made available to two junior scholars for research and writing on Asia.

Fellows conduct research on contemporary political, economic or social change in the Asia-Pacific region, and contribute to Shorenstein APARC’s publications, conferences and related activities. To read about this year’s fellows, please click here.

The fellowship is a 10-mo. appointment during the 2017-18 academic year, and carries a salary rate of $52,000 plus $2,000 for research expenses.

The book covers challenges in education including America's use of educational funds, standardized testing, and the use of classroom technology.  On the topic of energy, this book examines debates on climate, the current and future developments of the nuclear power industry, the benefits and cost decline of natural gases, and the promise of renewable energy. The authors also discuss national security, focusing on the issues of nuclear weapons, terrorism and cyber security.  Urban resilience is addressed in the context of natural threats such as hurricanes and floods.

DESIGN UNDER UNCERTAINTY: APPLICATIONS IN AIRCRAFT DESIGN AND WATER RESOURCES

What do stock market investments and aircraft design have in common? They both contain uncertainties! For example, one can never be sure of next year's stock returns or exactly what weather an aircraft will fly in. Despite their differences, in fact both disciplines can use similar techniques to manage their uncertainties. Engineers can use these techniques to make predictions about the behavior of the stock market or aircraft performance, leading to savings in time, saving (or making) money, and in the case of aircraft design, confidently achieving a required level of safety. His research seeks to advance these techniques and integrate them with optimization methods used in design. Rick is also expanding my application area to water resources engineering at Peking University.

COMMUNICATING WITH LIGHT ON COMPUTER CHIPS

Light has been used for centuries as a mode of communication between people such as by light houses, signal lamps, or even mirrors reflecting the sunlight. Recently, light has also revolutionized the world of telecommunications by transmitting our long-distance telephone calls, Internet traffic, and cable TV signals. However, one area in which light can still make significant advances is the communication of information between or within computer chips, otherwise known as the field of "silicon photonics," which can reduce power dissipation and increase speed in computer chips. Her research seeks to answer how to first generate light on computer chips.

In a recent television interview with the Korean Broadcasting System (KBS), SK Center Fellow Yong Suk Lee said that tougher economic sanctions on North Korea are not achieving their intended effects and may actually be exacerbating inequality instead. Analyzing satellite night lights data, Lee found that the North Korean regime has avoided the impact of sanctions by reallocating electricity from poor, rural areas to urban areas where privileged elites reside. Lee published the research in a working paper, “Countering Sanctions: The Unequal Geographic Impact of Economic Sanctions in North Korea,” which was highlighted in a Stanford News Service article in Oct. 2014. Lee also presented his preliminary findings at a public seminar at Stanford.
