Energy Working Group Talk: The Role of the Private Sector in the Diffusion of Improved Cookstoves
Visiting Assistant Professor Gireesh Shrimali from the Indian School of Business will be presenting work currently in progress at PESD: An examination of the role of the private sector in the diffusion of improved cookstoves through a comparative case study of private-sector commercial operations. In particular, he will present relevant background, the methodology used in our research, and some preliminary results.
More than 2.4 billion people worldwide rely on traditional biomass for cooking, leading to negative health effects, lost productivity, and environmental harm. Improved cookstoves burn fuel more efficiently, requiring less fuel and resulting in decreased emissions. Yet after more than twenty five years of effort, mainly by governments and NGOs, there has been little progress in disseminating such stoves more widely. Such programs have generally been less successful than anticipated due to issues of sustainability of subsidies, stove design, marketing and adoption of new stove products and scale of effort. Increasingly, for-profit models run by the private sector are seen as potential solutions to these problems. However, the participation of the private sector raises its own set of questions regarding how viable business enterprises can be created to serve lower income consumers.

Bill Thies on leveraging technologies for citizen journalism, education, and healthcare in India
Bill Thies described his group's work to develop projects that utilize those technologies that are already present and familiar in poor Indian communities. He focused his talk on three current projects:
Citizen journalism: Chhattisgarh is a state in central India with very low levels of literacy and poor communications infrastructure. It contains many Gondi speakers, a language that has no written literature. The challenge for Bill's group was to find way for people in Chhattisgarh to share and discuss news in their own language. Radio is not an option because news broadcasts are illegal for all but the government run stations in India.
The team designed a system for mobile phones to be used as a platform for citizen journalism. Working with local NGO media partner CGnet, project Swara provides a simple system whereby anyone can call in and record a news update from their area. Stories are moderated by CGnet's journalists and then can be heard by calling the same number. They are also posted on CGnet's website.
The project is in its early stages, but initial analysis shows that around half the posts are in local languages, providing the very first news outlet in Gondi in any form. Content ranges from reports of social concerns and local news to singing.
Since the system is open to use by anyone, one inevitable concern is the reliability of reports. However, Bill argued that voice gives a level of authenticity that may make people more reluctant, or less able to lie convincingly in their reports. There are also distinct advantages of voice over text, for example the extra information that is gained by hearing the emotion that accompanies words.
Education: Only 14% of schools in India have a computer, and where they are present, they are often under-utilized due to a lack of expertise or familiarity. Older technologies have much higher penetration; 60% of Indian households have a television. Bill's group has begun working with DVD players, which have a penetration of 13% - this is expected to rise to 25% by 2013. They have developed DVDs that contain thousands of Wikipedia entries that can be navigated in a similar way to the chapters of a movie. The DVDs are being piloted with college students in Bangalore who want to do additional research but lack access to PCs.
Healthcare: A quarter of the two million people who die from Tuberculosis each year are Indian. While the disease is curable, treatment requires taking four different drugs, three times a week for a period of six to eight months. A system of directly observed therapy has been put in place in India to ensure that patients take medication. However, the current system means that health workers who perform the checks are only rewarded once a whole treatment cycle has been completed and their interaction with patients is not efficiently tracked. Bill's group has created a biometric terminal for TB clinics which uses a fingerprint reader to verify the interaction between health worker and patient. The day's reports can be uploaded via SMS and the data quickly visualized, enabling better measurement of health worker performance. This is currently being piloted in partnership with the NGO Operation ASHA in two clinics in Delhi.
The U.S. and the Muslim World
The United States and the Muslim World have been at loggerheads on various geopolitical issues over the course of the last century. In facing key global geopolitical and social challenges, the U.S. and global Muslim communities have common interests but the relationships have suffered, particularly since 9/11.
What is the impact of Palestine, Iraq, Iran, and Afghanistan on these relationships? How has the nature of conflict shifted to complicate the dialogue? How should the U.S. government address these issues?
Henry Crumpton, a former career intelligence officer and diplomat, will address the United States' relationship with the Muslim world in a bid to answer the above questions.

PESD releases new Working Paper titled "Adapting to Shifting Government Priorities: An Assessment of the Performance and Strategy of India's ONGC
The state-owned company Oil and Natural Gas Corporation Limited (ONGC) is India's largest company devoted to exploration and production (E&P). This paper attempts to unpack the dynamic of the government-ONGC relationship. Focusing specifically on how government ownership and control has influenced ONGC's performance and strategy, this paper makes four main arguments.
First, ONGC exists, just as with national oil companies in many other countries, because of a legacy of suspicion about outsiders. It performed well when it was tasked with things that were not that difficult and when it had help for the more difficult ventures, such as frontier E&P and development.
Second, ONGC has run into trouble as it matured, and the roots of its troubles are mainly in its interactions with the GoI and secondarily in its management.
Third, a slew of reforms instituted since the mid 1990s have fundamentally changed the landscape of the E&P sector in India and the dynamic of government-ONGC relationship. Targeted at improving corporate governance, enhancing competition in E&P, and eliminating price controls, those reforms have had a mixed impact on ONGC's performance and strategy. They also highlight the difficulties the government has had in encouraging higher efficiencies in ONGC and the oil and gas sector.
Fourth, given the deep interconnects of the oil and gas sector with India's political economy, fixing the oil and gas sector essentially entails fixing the larger political economy within which the sector is embedded.

Zalmay Khalilzad is President and CEO of Khalilzad Associates LLC, an international advisory firm. He serves as a Counselor at the Center for Strategic and International Studies (CSIS) and sits on the Boards of the National Endowment for Democracy (NED), America Abroad Media (AAM), the RAND Corporation's Middle East Studies Center, the American University of Iraq in Suleymania (AUIS), and the American University of Afghanistan (AUAF).
Dr. Khalilzad served as U.S. Permanent Representative to the United Nations from 2007-2009, a post for which he was unanimously confirmed by the U.S. Senate. Prior to that position, he spent more than two years in Baghdad as U.S. Ambassador to Iraq
(2005-2007).
He previously served as U.S. Ambassador to Afghanistan (2003-2005), Special Presidential Envoy to Afghanistan (2001-2003), and Special Presidential Envoy and Ambassador at Large for Free Iraqis (2002-2003).
Dr. Khalilzad held a series of high level positions at the National Security Council and in the White House between 2001 and 2003, including Special Assistant to the President for Islamic Outreach and Southwest Asia Initiatives, and Special Assistant for Southwest Asia, Near East, and North African Affairs. He is the recipient of three Distinguished Public Service Medals, one each from three consecutive Secretaries of Defense.
Between 1993 and 1999, he was Director of the Strategy, Doctrine and Force Structure program for RAND's Project Air Force. At RAND, he also founded the Center for Middle Eastern Studies.
Dr. Khalilzad previously served as Deputy Under Secretary of Defense for Policy Planning from 1990 to 1992. He served on the State Department's Policy Planning Staff and as Special Advisor to the Undersecretary of State for Political Affairs from 1985 to 1989.
Earlier in his career, he was an associate professor at the University of California at San Diego and an assistant professor of Political Science at Columbia University. Ambassador Khalilzad earned his Bachelor's and Master's degrees from the American University of Beirut, Lebanon, as well as a PhD from the University of Chicago. He regularly appears on U.S. and foreign media outlets to share his foreign policy expertise.

Varun's research focuses on technologies and policies for carbon capture and storage (CCS), technological innovation and diffusion, and the technology and energy policy of India. He leads the carbon capture and storage (CCS) research at PESD.
He received his Ph.D. and MS in Mechanical Engineering from Stanford with specialization in energy systems and technologies. He holds a Bachelor's degree in Mechanical Engineering from the Indian Institute of Technology (IIT) Kharagpur.
