Nuclear energy is politically sensitive. For its proponents, nuclear energy is clean and highly efficient and indeed is the only alternative to fossil fuels in providing a base supply of electricity. For its opponents, nuclear energy is nothing but trouble, a symbol of war and weaponry par excellence, and one that creates environmental problems for mankind today and in the future. What is remarkable in this highly emotional debate is the general division between developed and developing countries. Asian and Gulf states are more active than many in other continents in expanding or developing their nuclear energy capacities. China is leading this expansion with 27 reactors under construction now.

Nuclear development in China highlights a series of objectives many developing countries try to balance – energy and economy, energy and development, energy and environment, energy and security, and the need for both clean energy and adequate and reliable energy supplies. It tells a counterintuitive story about Chinese politics – a single-party authoritarian political system with an extremely fragmented institutional structure in nuclear energy policy making, implementation and regulation and with highly competitive market forces in play. It provides a cautionary tale about the Chinese as well as global nuclear future. This paper discusses the challenges of nuclear energy development, using China as an example. It asks who drives it, what technology is selected and adopted, how human capital is developed, what the rules of the games are, and more importantly, which institutions are responsible for issuing licenses, regulating standards, and overseeing the compliance, and what forms of regulation do they use. At the core of these questions is if and how countries can ensure safe, secure and sustainable nuclear development.

Dr. Xu Yi-chong is a research professor of politics and public policy at Griffith University. Before joining Griffith University in January 2007, Xu was professor of political science at St Francis Xavier University in Nova Scotia, Canada. She is author of The Politics of Nuclear Energy in China (2010); Electricity Reform in China, India and Russia: The World Bank Template and the Politics of Power (2004); Powering China: Reforming the electric power industry in China (2002); co-author of Inside the World Bank: Exploding the Myth of the Monolithic Bank (with Patrick Weller 2009) and The Governance of World Trade: International Civil Servants and the GATT/WTO, (with Patrick Weller 2004); and editor of Nuclear Energy Development in Asia (2011) and The Political Economy of Sovereign Wealth Funds (2010). All these projects were supported by the research grants from either Social Sciences and Humanities Research Council of Canada (SSHRC) or Australian Research Council.

Abstract

That democratic governments tend to be more transparent than autocracies is a relatively well-established fact. Yet, we know relatively little about how they become so. Yuko Kasuya will explore this mechanism by focusing on the policy-making processes of the freedom of information acts (FOIAs) around the world. The current majority view holds that under democracies, self-interested politicians embark on transparency reforms because doing so brings them political benefits, especially in terms of winning elections. In contrast, Kasuya will argue that while electoral competition may influence the timing of transparency reform, the degree of reform (FOIA strength) depends on the extent to which the civil society advocacy groups are active in the legislative process. Kasuya will examine this claim through the cross-national statistical analyses (as of 2011, about 75 democracies have enacted a FOIA) as well as the comparative case study of India, Spain, and the United Kingdom.

Sumit Ganguly holds the Rabindranath Tagore Chair in Indian Cultures and Civilizations at Indiana University in Bloomington. He has previously been on the faculty of James Madison College of Michigan State University, Hunter College of the City University of New York and the University of Texas at Austin. He has also taught at Columbia University in New York City. He has also been a Fellow and a Guest Scholar at the Woodrow Wilson International Center for Scholars in Washington, DC and a Visiting Fellow at the Center for International Security and Cooperation at Stanford University. His research and writing focused on South Asia has been supported by grants from the Asia Foundation, the Ford Foundation, the Carnegie Corporation of New York and the W. Alton Jones Foundation.

He serves on the editorial boards of Asian Affairs, Asian Survey, Current History, the Journal of Strategic Studies and Security Studies. He is also the founding editor of both the India Review and Asian Security, two referred journals published by Taylor and Francis, London. Professor Ganguly is the author, editor or co-editor of a dozen books on South Asia. Šumit Ganguly is a Senior Fellow and directs the Huntington Program on Strengthening US-India Relations at the Hoover Institution, Stanford University. He is Distinguished Professor of Political Science Emeritus and the Rabindranath Tagore Chair in Indian Cultures and Civilizations Emeritus at Indiana University, Bloomington. He has previously taught at James Madison College of Michigan State University, Hunter College and the Graduate Center of the City University of New York and the University of Texas at Austin.

Professor Ganguly has been a Fellow at the Woodrow Wilson International Center for Scholars in Washington, DC, a Visiting Fellow at the Center for International Security and Cooperation and at the Center on Democracy, Development and the Rule of Law at Stanford University, a Guest Scholar at the Center for Cooperative Monitoring in Albuquerque and a Visiting Scholar at the German Institute for International and Area Studies in Hamburg. He was also the holder of the Ngee Ann Chair in International Politics at the Rajaratnam School for International Studies at Nanyang Technological University in Singapore in the spring term of 2010. In 2018 and 2019 he was an Alexander von Humboldt Fellow at the University of Heidelberg, Germany.

Professor Ganguly is member of the Council on Foreign Relations (New York) and a Fellow of the American Academy of Arts and Sciences. A. Lawrence Chickering is a political and social entrepreneur and writer whose work has focused on empowering citizens to increase their roles in public institutions from government schools to foreign policy—while also contributing to economic and social progress.

To this end, Chickering has founded or co-founded several public policy organizations that promote “transpartisan” reforms in both the U.S.and globally. His most recent organization, Educate Girls Globally (EGG), works with the government in the tribal state of Rajasthan inIndia, promoting cultural change not only in traditional communities, but also in government bureaucratic cultures.

Chickering has focused his recent writing on the challenges of policy toward the “weak states” that have become the new priority concerns of foreign policy.  At a time when the new threats to security come from non-state actors, he believes that both development and counterinsurgency warfare (COIN) need civil society organizations (CSOs) to play a greatly expanded role in promoting change by empowering citizens.

In a series of articles he has written for the Small Wars Journal (SWJ), Chickering has raised questions about the government’s capacity to reform its institutions and policies, and embrace CSOs as active partners.  A major problem, he argues, is that the foreign policy community, both inside and outside the government, knows almost nothing about civil society and how it can promote change from “inside” societies.  That explains why foreign policy continues to be directed entirely toward governments, assuming that weak states are strong, and asking them to do things they have no capacity to do.

Chickering stresses the importance of empowering people rather than only helping them.  EGG provides no financial incentives.  Both its school reform and community projects result from empowerment alone.  Together with working in government schools, this allows EGG to operate at very large, strategic scales and low costs.  This commitment, however, conflicts with the overwhelming objectives of donor and philanthropic organizations. 

Chickering believes that the troubled transition from dictatorship to democracy, now underway in Egypt and other countries, could have been largely prevented by an indigenous civil society strategy promoting trust, expanding participation in government, and building human infrastructure for transition.  He also believes that a strong civil society strategy is the essential, missing element in efforts to bring peace to the Middle East. 

To show what is possible in this arena, EGG is currently negotiating with the U.S. Central Command to implement a demonstration project in Afghanistan.  The experience in Rajasthan shows how the model empowers people to take responsibility for their own security, in addition to other forms of progress. 

Chickering’s coauthored book, Strategic Foreign Assistance: Civil Society in International Security, and his more recent SWJ writings, present the most complete statements of his thinking about how civil society initiatives can be used to promote economic, social, and political change in these tribal societies. He believes that new ways of thinking about foreign and national security policy need to be built on a combination of civil society initiatives and new thinking about the strategic uses of communication to influence people’s perceptions. 

Chickering has authored two “transpartisan” books on American politics. His book Beyond Left and Right (1993) drew wide praise across the U.S. political spectrum, and his 2008 book Voice of the People, coauthored with James S. Turner, includes two chapters on foreign policy.

Mr. Chickering is a graduate of StanfordUniversity and theYale Law School. He lives in San Francisco with his wife and son.

Abstract
Paul Kim will share his long journey that has been focused on devising, offering, and evaluating educational access to the underserved children in developing regions of the world. In shedding light on how these fortuitous events, this narrative account of educational progress and change shares the research outcomes of a variety of mobile technology-integration projects at the K-12 level including: (1) literacy development in Mexico, (2) mobile math learning in California and India, (3) executive functioning assessment in Palestine, and (4) mobile science learning in El Salvador and India. Each country and school visited has its own unique story or set of stories and outcomes that can guide future developments of mobile learning technology including educational games, e-books, and other applications.

Paul Kim is the Assistant Dean for Technology & CTO for Stanford University School of Education. He is one of researchers for Programmable Open Mobile Internet (POMI) http://pomi.stanford.edu. He has been conducting research with multidisciplinary approaches and teaching graduate courses on technology-enabled empowerment and entrepreneurship. He is also working with numerous international organizations in developing mobile empowerment solutions for extremely underserved communities in developing countries. In the higher education space, he advises investment bankers and technology ventures focused on e-learning, knowledge management, and mobile communication solutions. His due-diligence engagements include early-stage angel funding and also later-stage private equity-based investments for large education enterprises.

Abstract

Running across freeways with labor organizers, speaking with taxi drivers and laborers, and visiting rural areas of Egypt convinced me during my fieldwork that neither social media technologies nor the youth that use them caused or directly led a revolution where people from every walk of life took to the street. Indeed, only 15% of Egyptians and other Arab Spring countries have Internet access and a small percent of them are active on social media. These dynamics replay themselves in the many countries and cultures that I have worked within - from Kyrgyzstan, to Native America, to India. Indeed, while re-telling a story that places heroic youth and wonderfully liberating technologies at the center ignores the masses, dismissing social media’s dramatic impact on journalism and high-end organizing in turn is equally shortsighted. This talk will bring up different arguments (sometimes in conflict with one another) of how networks of the street and networks of the Internet work with one another, placing working classes and community organizers side-by-side with social media users.

Dr. Ramesh Srinivasan, Assistant Professor at UCLA in Design and Media/Information Studies, studies and participates in projects focused on how new media technologies impact political revolutions, economic development and poverty reduction, and the future of cultural heritage. He recently wrote a front page article on Internet Freedom for the Huffington Post, an Op/Ed in the Washington Post on Social Media and the London Riots, an upcoming piece in the Washington Post on Myths of Social Media, and was recently on NPR discussing his fieldwork in Egypt on networks, actors, and technologies in the political sphere. He was also recently in the New Yorker based on his response (from his blog: http://rameshsrinivasan.org) to Malcolm Gladwell’s writings critiquing the power of social media in impacting revolutionary movements. He has worked with bloggers who were involved in overthrowing the recent authoritarian Kyrgyz regime, non-literate tribal populations in India to study how literacy emerges through uses of technology, and traditional Native American communities to study how non-Western understandings of the world can introduce new ways of looking at the future of the internet. The Freeman Spogli Institute for International Studies at Stanford University is pleased to welcome Karl Eikenberry as the 2011 Payne Distinguished Lecturer. 

Eikenberry comes to Stanford from the U.S. State Department, where he served between May 2009 and July 2011 as the U.S. Ambassador to Afghanistan. In that role, he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Earlier, he had a 35-year career in the U.S. Army, retiring in April 2009 with the rank of lieutenant general.

“I am delighted that he has joined us,” says Coit D. Blacker, FSI’s director and the Olivier Nomellini Professor in International Studies. “Karl Eikenberry’s international reputation, vast experience, and on-the-ground understanding of military strategy, diplomacy, and the policy decision-making process will be an enormous contribution to FSI and Stanford and are deeply consistent with the goals of the Payne Lectureship.”

Eikenberry is a graduate of the U.S. Military Academy, and has master’s degrees from Harvard University in East Asian Studies and from Stanford University in Political Science. He was also a National Security Fellow at the Kennedy School of Government at Harvard, and he earned an Interpreter’s Certificate in Mandarin Chinese from the British Foreign Commonwealth Office while studying at the United Kingdom Ministry of Defense Chinese Language School in Hong Kong. He has an Advanced Degree in Chinese History from Nanjing University in the People’s Republic of China.

"Karl Eikenberry first came to Stanford as a graduate student in the Political Science Department in the mid-1990s, and we are extraordinarily happy to have him back," says Stephen D. Krasner, deputy director at FSI and Graham H. Stuart Professor of International Relations. "He has an exceptional, actually unique, set of experiences and talents that will greatly enrich the intellectual community at FSI and throughout the university."

Eikenberry's work in Afghanistan includes an 18-month tour as commander of the U.S.-led coalition forces. He has also served in various strategy, policy, and political-military positions, including deputy chairman of the North Atlantic Treaty Organization (NATO) military committee in Brussels, and director for strategic planning and policy for U.S. Pacific Command.

His military operational posts included service as commander and staff officer with mechanized, light, airborne, and ranger infantry units in the continental United States, Hawaii, Korea, and Italy. His military awards and decorations include the Defense Distinguished and Superior Service Medals, Legion of Merit, Bronze Star, Ranger Tab, Combat and Expert Infantryman badges, and master parachutist wings.

Eikenberry has also published numerous articles on U.S. military training, tactics, and strategy, on Chinese ancient military history, and on Asia-Pacific security issues. He was previously the president of the Foreign Area Officers Association and is a member of the Council on Foreign Relations and the International Institute for Strategic Studies.

At Stanford, Eikenberry will also be an affiliated faculty member at the Center for International Security and Cooperation (CISAC) and at the Center on Democracy, Development, and the Rule of Law (CDDRL).

He will deliver this year's inaugural Payne Distinguished Lecture on Oct. 3 at the Cemex Auditorium at the Knight Management Center. The public address will be given in conjunction with a private, two-day conference that will bring to Stanford an international group of political scientists, economists, lawyers, policy-makers, and military experts to examine from a comparative perspective problems of violence, organized crime, and governance in Mexico.

Ten years after the terrorist attacks, five leading experts weigh in on the state of the jihadist movement, U.S. intelligence, and the cost of safety.

Martha Crenshaw It depends on what we mean by safer. If we're asking how likely it is that we'll experience an attack of the magnitude of 9/11, I don't that it's likely. Our awareness of the possibility is so much greater. Khalid Sheikh Mohammed, the mastermind of the attack, is in custody. Other major players are dead or under arrest. Osama Bin Laden is gone. The drone strikes in Pakistan have been very effective. However, we're not entirely safe from the threat of terrorism against U.S. interests and citizens abroad. We're still vulnerable in many ways. Al-Qaeda in the Islamic Maghreb and Al-Qaeda in the Arabian Peninsula are still threats. They've inherited anti-Americanism from the original Al-Qaeda, and while Al-Qaeda central is weakened, these affiliated groups will likely become stronger because of the power vacuum that's left in the jihadist movement. These different factions could unite. Al Qaeda itself was a merger of different national movements. This could happen again -- they could reconstitute themselves into a very powerful organization.

Mariano-Florentino Cuéllar We are safer -- up to a point. In 2003 I wrote that there was little reason to think we were safer than we were on Sept. 11, 2001, and that in order to improve our security we would need to invest in meaningful long-term changes rather than focusing on quick fixes. Much has changed today. American attacks have been devastating to al-Qaeda, showing how 9/11 was perhaps a tactical success for the group but almost certainly a strategic miscalculation. Americans have forged alliances with countries throughout the world, sharing financial intelligence and pooling efforts to disrupt terrorist mobility. Many communities have made important strides in safeguarding airports and chemical plants. Federal lawmakers enacted landmark, bipartisan food safety legislation to bolster the safety of the food supply, and doctors working with public health authorities have enhanced their capacity to respond to infections and biosecurity threats such as the H1N1 virus. Meanwhile, pressing issues like cyber-security and emergency preparedness are starting to receive much-needed attention.

But Americans continue to face profound challenges, too. We must work to enhance the infrastructure that protects our public health, cyber-security, and emergency response.  The Sept. 11 attacks starkly show the need to reconcile security goals with laws and constitutional principles. Policy makers and the public must focus attention on strengthening the economic and social foundations supporting America’s long-term position in the world. At the same time, the nation must remain determined, creative, and vigilant in confronting the continuing threats posed by non-state actors and failed states.

Karl Eikenberry If we talk about the defense of the homeland, we are clearly safer against the international terrorist threat. Our level of awareness is much higher. We were asleep when we got hit. And the systems that we've established, I think have made us safer. Now, that's very specifically against the terrorist threat. Is the United States of America stronger on a relative basis than on 9/11/2001 -- are we a stronger nation? I think the answer is no. I think that our economic strength has declined. And I think there's been a degree of militarization of our foreign policy over the last decade that’s made us less attractive globally.

Thomas Fingar We are safer with respect to the danger of a major terrorist attack than we were 10 years ago but not with respect to other risks that endanger more of our citizens and are more likely to occur. We have spent billions of dollars to detect, prevent, and respond to terrorist threats from abroad and we have reduced the already low probability of death or injury from terrorist attacks to even lower levels. These gains have had a high opportunity cost because achieving them was at the expense of efforts to reduce other dangers. Far more Americans continue to die from inadequate hospital procedures, unsafe food, drunk drivers, and other well-known dangers than have died in terrorist attacks. We will not be much safer until we address these and similar problems, repair and replace our aging infrastructure, and do more to prepare for the more severe weather that will result from climate change. 

Amy Zegart Osama bin Laden is dead. Yet 10 years after 9/11, it would be dangerous and wrong to think that the terrorist threat is behind us. Violent Islamist extremism comes from many places, not just the 50 to 100 core al Qaeda fighters holed up along the Af/Pak border. The years 2009 and 2010 have seen a spike in plots against the U.S. homeland. Nearly all of them have come from radicalized homegrown terrorists or “franchise” groups with loose and murky ties to the core al Qaeda organization.

In addition, WMD terrorism remains a haunting future possibility. And the FBI has not made the leap from crime fighting to intelligence. FBI analysts, whose work is vital to connect dots and protect lives, are still treated like second class citizens -- labeled “support staff” alongside janitors and secretaries, and relegated to middle and lower rungs of the bureaucracy. So long as FBI analysts are treated like second-class citizens, Americans will get second-class security. These three factors -- diversification of the terrorist threat, the potential to combine destructive motives with devastating weapons, and the FBI's continued weaknesses -- suggest that the future may not be any safer than the past.

Crystal Chang joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from the department of political science at the University of California, Berkeley. Her doctoral dissertation research focuses on China's growing independent automotive industry, examining Chinese automakers alongside historical case studies from Japan and Korea.

During her time at Shorenstein APARC, she will expand her dissertation to include a comparative study of India's contemporary automotive industry, which, like China's, has experienced domestic and international success. She will also continue research that she is currently conducting about China's private energy sector, with a focus on the solar power industry.

Chang holds an MPIA degree in international management from the University of California, San Diego, and a BA in international relations from Stanford University.

India’s 160 million Muslims differ geographically by language, socio-economic status, and culture. The Muslim-Indian community shares a common trajectory of challenges in their political power and socio-economic status. Their identity, in the eyes of the average Indian, is evermore monolithic and faith-based. To some politicians, Muslim Indians are now considered a security risk. In a talk held August 10 at the Commonwealth Club of California, Rafiq Dossani discussed the causes of their challenges and possible future.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.
