In the coming academic year, the Shorenstein Postdoctoral Fellowship program will double in size.

The four incoming fellows represent the best of the next generation of contemporary Asia scholars. Their research ranges from civil society and authoritarian governance in China to ethnic conflict in South Asia, and Korean migration and identity to election politics in Japan.

During their time at the Shorenstein Asia-Pacific Research Center (Shorenstein APARC), the fellows will conduct their own research and writing, present their work at public seminars, and take part in the research and publishing activities of the Center. Postdoctoral fellows will also have the chance to exchange ideas with Shorenstein APARC experts and interact with the many distinguished visitors who visit each year from throughout the Asia-Pacific region.

In addition, the Asia Health Policy Program at Shorenstein APARC will welcome two postdoctoral fellows in the 2012–13 academic year: an Asia Health Policy Fellow and a Developing Asia Fellow.

Postdoctoral fellows are a vital part of the academic life of the Center, and their relationships with Shorenstein APARC will continue throughout their entire careers.

The Shorenstein Postdoctoral Fellowship Program is made possible through the generosity of Walter H. Shorenstein.

Diana Fu

Diana Fu will be joining Shorenstein APARC from Oxford University’s Department of Politics and International Relations, and from the Massachusetts Institute of Technology where she recently served as a political science research fellow. Her research interests encompass state-society relations in authoritarian regimes, civil society, governance, and labor contention. She will be completing a series of journal articles about civil society and authoritarian governance in China. Fu holds an MPhil in international development from Oxford University where she studied as a Rhodes Scholar, and a BA in global studies and political science from the University of Minnesota.

Jaeeun Kim
Jaeeun Kim is a postdoctoral research associate at the Center for the Study of Religion at Princeton University. She is interested in issues of identity within the context of international migration, which she explores in her dissertation Colonial Migration and Transborder Membership Politics in Twentieth-Century Korea. She is also developing a project focusing on ethnic Korean migrants from northeast China to the United States, including issues such as legalization strategies and conversion patterns. Kim holds an MA and a PhD in sociology from the University of California, Los Angeles, and a BA in law from Seoul National University.

Daniel M. Smith
Daniel M. Smith, a PhD candidate with the Department of Political Science at the University of California, San Diego (UCSD), is completing his dissertation on the causes and consequences of political dynasties in developed democracies, with particular focus on Japan. He has conducted research in Japan as a Japanese Ministry of Education research scholar (2006–2007), and as a Fulbright dissertation research fellow (2010–2011). Smith holds an MA in political science from UCSD, and a BA in political science and Italian from the University of California, Los Angeles. After completing his fellowship at Shorenstein APARC, he will join the Department of Government at Harvard University as an assistant professor.

Ajay Verghese
Ajay Verghese is a PhD candidate in the Department of Political Science at The George Washington University. His work focuses on comparative politics and international relations, and his research interests include South Asia, ethnicity, ethnic conflict, historical analysis, and qualitative methods. Verghese has conducted language training and fieldwork in India, with support from organizations such as the American Institute of Indian Studies and the U.S. State Department Critical Language Scholarship Program. He will be turning his dissertation into a book entitled The Colonial Origins of Ethnic Violence: India and the Indian Ocean Region. Verghese holds a BA in political science and French from Temple University.

Karl Eikenberry, the 2012 Payne Distinguished Lecturer at the Freeman Spogli Institute, has received the George F. Kennan Award for Distinguished Public Service from the National Committee on American Foreign Policy (NCAFP).

The award honors Americans who served the country in an exemplary fashion and have made seminal contributions to defining, illuminating, and promoting the country’s national interest.

Eikenberry was the U.S. ambassador to Afghanistan from May 2009 until July 2011.  He served in the Army for 35 years, retiring in April 2009 as a lieutenant general. He was the commander of the American-led coalition forces in Afghanistan from 2005 to 2007 and has also served as deputy chairman of the NATO Military Committee in Brussels.

In a statement issued by the NCAFP, the organization praised Eikenberry for his accomplishments.

“We are particularly impressed by his widely respected and exemplary leadership in conceptualizing, designing, and articulating American military and foreign policy strategy and tactics involving and harmonizing both hard and soft power,” the statement said.

Other recipients of the Kennan Award include former Secretary of State Cyrus Vance, CIA Director David Petraeus, and New York City Police Commissioner Raymond Kelly.

China's defense budget has grown over the past two decades to become the second largest in the world, though still far below that of the United States. The steady growth of the People's Liberation Army's (PLA) capabilities and effectiveness influence not only Beijing's security policies, but the behavior of states within, and increasingly beyond, East Asia, including the United States. Ambassador Karl Eikenberry, whose experience with the Chinese military includes assignments as the U.S. defense attaché and assistant army attaché to the People's Republic of China (PRC), will discuss the PLA's modernization efforts and address the evolving role of the military in the PRC's comprehensive national security strategy.

Karl Eikenberry is the Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies at Stanford University (FSI). Within FSI he is an affiliated faculty member with the Center for International Security and Cooperation and the Shorenstein Asia-Pacific Research Center. He is also and an affiliated researcher with the Europe Center. Prior to his arrival at Stanford, he served as the U.S. ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for a transition to full Afghan sovereignty.

Binswanger-Mkhize's talk will look at past and likely future agricultural growth and rural poverty reduction in the context of the overall economy of India, in which growth has accelerated sharply since the 1980s, but agriculture still has not followed suit. Despite slow growth, urban-rural consumption, income and poverty differentials have not risen. This is because urban-rural spillovers have led to a sharp acceleration of rural non-farm growth and income. Binswanger-Mkhize proposes an optimistic vision can be realized if agricultural growth accelerates, high and widely shared economic growth leads to strong spillovers to the rural economy, and the rural non-farm sector continues to flourish. This would enable the rural sector to keep up with income growth in the urban economy and rural poverty would rapidly decline. However, if agricultural growth fails to accelerate, and overall economic growth falters, a more pessimistic vision is also possible. Binswanger-Mkhize will also discuss the role of prices and wages in determining agricultural growth, rural poverty and nutrition, and the two interlinked income parity issues: rural-urban and agricultural-non-agricultural incomes parity.

From the film’s website: ‘Human Terrain’ is two stories in one. The first exposes a new Pentagon effort to enlist the best and the brightest in a struggle for hearts and minds. Facing long wars in Iraq and Afghanistan, the U.S. military initiates ‘Human Terrain Systems’, a controversial program that seeks to make cultural awareness the centerpiece of the new counterinsurgency strategy. Designed to embed social scientists with combat troops, the program swiftly comes under attack as a misguided and unethical effort to gather intelligence and target enemies. Gaining rare access to wargames in the Mojave Desert and training exercises at Quantico and Fort Leavenworth, ‘Human Terrain’ takes the viewer into the heart of the war machine and a shadowy collaboration between American academics and the military.

The other story is about a brilliant young scholar who leaves the university to join a Human Terrain team. After working as a humanitarian activist in the Western Sahara, Balkans, East Timor and elsewhere, and winning a Marshall Scholarship to study at Oxford, Michael Bhatia returns to Brown University to take up a visiting fellowship. In the course of conducting research on military cultural awareness, he is recruited by the Human Terrain program and eventually embeds with the 82nd Airborne in eastern Afghanistan. On the way to mediate an intertribal dispute, Bhatia is killed when his humvee hits a roadside bomb.

War becomes academic, academics go to war, and the personal tragically merges with the political, raising new questions about the ethics, effectiveness, and high costs of counterinsurgency.

Following the screening, James Der Derian (the film's Co-Director and Executive Producer) will discuss the film with the audience.

Norman M. Naimark is the Robert and Florence McDonnell Professor of East European Studies, a Professor of History and (by courtesy) of German Studies, and Senior Fellow of the Hoover Institution and (by courtesy) of the Freeman-Spogli Institute for International Studies. Norman formerly served as the Sakurako and William Fisher Family Director of the Stanford Global Studies Division, the Burke Family Director of the Bing Overseas Studies Program, the Convener of the European Forum (predecessor to The Europe Center), Chair of the History Department, and the Director of Stanford’s Center for Russian, East European, and Eurasian Studies.

Norman earned his Ph.D. in History from Stanford University in 1972 and before returning to join the faculty in 1988, he was a professor of history at Boston University and a fellow of the Russian Research Center at Harvard. He also held the visiting Catherine Wasserman Davis Chair of Slavic Studies at Wellesley College. He has been awarded the Officer's Cross of the Order of Merit of the Federal Republic of Germany (1996), the Richard W. Lyman Award for outstanding faculty volunteer service (1995), and the Dean's Teaching Award from Stanford University for 1991-92 and 2002-3.

Norman is interested in modern Eastern European and Russian history and his research focuses on Soviet policies and actions in Europe after World War II and on genocide and ethnic cleansing in the twentieth century. His published monographs on these topics include The History of the "Proletariat": The Emergence of Marxism in the Kingdom of Poland, 1870–1887 (1979, Columbia University Press), Terrorists and Social Democrats: The Russian Revolutionary Movement under Alexander III (1983, Harvard University Press), The Russians in Germany: The History of The Soviet Zone of Occupation, 1945–1949 (1995, Harvard University Press), The Establishment of Communist Regimes in Eastern Europe (1998, Westview Press), Fires of Hatred: Ethnic Cleansing In 20th Century Europe (2001, Harvard University Press), Stalin's Genocides (2010, Princeton University Press), and Genocide: A World History (2016, Oxford University Press). Naimark’s latest book, Stalin and the Fate of Europe: The Postwar Struggle for Sovereignty (Harvard 2019), explores seven case studies that illuminate Soviet policy in Europe and European attempts to build new, independent countries after World War II.

This seminar is based on a recently published article that reviews the history of the September 22, 1979 double flash recorded by the VELA satellite and concludes that the flash was an Israeli nuclear test assisted by South Africa. The work of a government panel created at the time to determine the cause of the flash is discussed as is the author's own involvement in the issue.


About the speaker:

He is also a national advisory board member of the Center for Arms control and Non-Proliferation in Washington, DC. He began his professional career as a PhD researcher in mathematical system theory at the Research Institute for Advanced Studies in Baltimore. This was followed by tenured professorships in applied mathematics and electrical engineering at Brown University and the University of Maryland. During this period he published widely in the applied mathematics literature. In 1976 he received a Congressional Science Fellowship that resulted in a career change. For more than two decades he worked for Senator John Glenn as the staff director of both the Senate Subcommittee on Energy and Nuclear Proliferation and the Committee on Governmental Affairs. He was the chief architect of the Nuclear Nonproliferation Act of 1978 and legislation that created the Defense Nuclear Facilities Safety Board. In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.

The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law, together with Stanford Summer Session are proud to offer a special session on human rights June 25 - July 25, 2012.  The new course entitled, New Global Human Rights presents the question of human rights from an interdisciplinary perspective, taking into account the 21st century context, which requires that both state and non-state actors are included in the movement for rights for all. The course will examine emerging trends in international human rights with an analysis of new categories of human rights victims, actors, and technologies. Other related courses will be offered to allow students to build a summer schedule that allows them to engage in the academic study of human rights in a truly transformative way.

Helen Stacy, director of the Program on Human Rights will teach the course which draws on the expertise of leading figures in the field of human rights. Keynote speakers include Fatou Bensouda, chief prosecutor of the International Criminal Court (ICC), and the former solicitor-general, attorney-general, and Minister of Justice of The Gambia. Last December, Bensouda was elected as the new ICC chief prosecutor and is the first African to hold a top position at the ICC. According to Stacy, “Her (Bensouda's) visit to Stanford is a unique opportunity for the Stanford community to learn about the continuity of the work of the ICC from someone who is genuinely concerned about human rights issues,” said Stacy.

Philip Gourevitch, an American author and journalist will also speak at the summer course. Gourevitch has written feature stories and books documenting global human rights abuses, including; the aftermath of genocide in Rwanda and Cambodia, the dictatorships of Mobutu Sese Seko in Congo and Robert Mugabe in Zimbabwe; the Tamil Tigers in Sri Lanka; and the abuses committed at Abu Ghraib prison in Iraq. “Gourevitch has reported on some of the major and current human rights issues across the globe, " said Stacy, "To hear him speak is the closest we can get the primary account on these situations.”

This course is cross-listed in POLISCI, IPS, and INTNLREL, and open to registered Summer Session students (including Stanford students who register for units in the summer) who wish to explore courses outside their major, or simply accelerate their degree program. To illustrate the worst-case scenario for China in the near future, Scott Rozelle pulls up a picture from Mexico. It's a completely barren manufacturing warehouse, abandoned after wages in Mexico rose to more than four dollars per hour.

Following its manufacturing moment in the 1980s, Mexico has been struggling to create jobs in part because 40 percent of its workers lack a high school education, the Stanford University Professor of Economics said.

Contrast this to South Korea, where almost the entire workforce has attained a high school degree. After manufacturing jobs left South Korea in the 1980s, he said, well-educated workers were able to upgrade to technical jobs like chip manufacturing and computer assembly.

The question for China is: South Korea or Mexico? Rozelle said.

With rising labor costs, China is under pressure to upgrade from low-cost manufacturing to high-tech production. But it's still an open question as to whether China's labor force will have the education levels to take on these new roles, or if the jobs will move elsewhere as they did from Mexico in the last few decades.

The odds are stacked against China. In some parts of the country, China's labor force more resembles Mexico's than South Korea's, with about 40 percent of workers in the poorest rural areas (China's 592 "nationally-designated poor counties," as deemed by China's anti-poverty authorities) lacking a high school education, Rozelle said.

Furthermore, the financial hurdles to attaining higher education are the highest in the world, illustrated most recently by a series of studies conducted by the Rural Education Action Project (REAP)—an umbrella group that includes Rozelle's Stanford University, Tsinghua University, the Chinese Academy of Sciences, Peking University and the Xi'an-based Northwest University.

In one REAP study of 62 nations, China claimed the highest tuition price for public rural high schools: $160 per student per semester, not including costs like housing and everyday living expenses. This is nearly three times the world's second-highest tuition in Indonesia, which also fully subsidizes the education costs of children under the poverty line.

It's also a stark contrast to the fact that the vast majority of nations—93 percent of those studied—fully subsidize education, including places like Brazil, India and Kenya.

The high costs of education will become even more problematic, Rozelle said, once China's economy begins to restructure towards higher-value production. If the skill levels of the labor force cannot keep up, China will be caught in a middle-income trap, he said, possibly leading to high unemployment and social strife—not unlike what is plaguing Mexico now, he said.

Even a small subsidy could push thousands of students into high school. In REAP's most recent study, Rozelle and his colleagues took 250 junior high classes in Shaaxi Province and selected the two poorest students from each, providing one with a 1,500 to 2,500 yuan subsidy. The survey revealed that 51 percent of students who had received the subsidy were admitted to high school in the fall of 2010, while only 38 percent without the subsidy enrolled.

To some degree, the Chinese government has recognized the importance of limiting the costs of education. In 2009, officials enacted a policy to reduce high school tuition costs, providing 20 percent of students in central regions and 30 percent in the China's western parts with scholarships ranging between 1,000 and 3,300 yuan annually.

But the policy has proved somewhat illusory: In its 2011 survey of more than 3,000 students in Shaanxi Province, REAP discovered that less than five percent of the targeted students had actually received the subsidies.
