Robert Hormats, Under Secretary of State for Economics, Energy, and Agricultural Affairs, gave an S.T. Lee seminar at FSI on March 11, addressing "The Rise of the New Economic Powers: How the United States Can Meet the Challenge." He set the stage by discussing the vast new economic geography.

  • The global economy is now multi-polar, with a number of players in global trade, finance, and technology development, especially China, India and Brazil.  The rising powers, however, still have large numbers of poor people and see their domestic needs and objectives differently than developed nations.
  • Second, the big sovereign risk questions now surround the developed, not the developing economies, and the pressures of the global financial crisis have made them more concerned with domestic recovery, rather than global systemic issues, particularly trade.
  • Third, the Internet and rising importance of services has brought gains as well as perils. Global integration of production and supply chains is efficient, but disruptions are readily transmitted across national borders. As increasing portions of investment are devoted to services and intangibles, rapid dissemination puts intellectual property at risk.

Asking how to develop a new international system, Hormats emphasized that the Group of 20 was designed to foster greater inclusion and dialogue, calling cooperation during the recent financial crisis the "largest multilateral collaborative endeavor since World War II." In an effort to move forward with strategic concerns, rather than immediate deliverables, the U.S. government is fostering a number of dialogues with key partners - including Russia, China, and Brazil. Hormats also cited the need to address issues more efficiently. Noting that large scale negotiations like Copenhagen no longer work, he identified a new focus on building coalitions of the willing and able.

Global meat production has tripled in the past three decades and could double its present level by 2050, according to a new report on the livestock industry by an international team of scientists and policy experts. The impact of this "livestock revolution" is likely to have significant consequences for human health, the environment and the global economy, the authors conclude.

"The livestock industry is massive and growing," said Harold A. Mooney, co-editor of the two-volume report, Livestock in a Changing Landscape (Island Press). Mooney is a professor of biology, senior fellow at the Woods Institute for the Environment and senior fellow at FSI, by courtesy.

"This is the first time that we've looked at the social, economic, health and environmental impacts of livestock in an integrated way and presented solutions for reducing the detrimental effects of the industry and enhancing its positive attributes," he said.

Among the key findings in the report are:

  • More than 1.7 billion animals are used in livestock production worldwide and occupy more than one-fourth of the Earth's land.
  • Production of animal feed consumes about one-third of total arable land.
  • Livestock production accounts for approximately 40 percent of the global agricultural gross domestic product.
  • The livestock sector, including feed production and transport, is responsible for about 18 percent of all greenhouse gas emissions worldwide. 
Impacts on humanity

Although about 1 billion poor people worldwide derive at least some part of their livelihood from domesticated animals, the rapid growth of commercialized industrial livestock has reduced employment opportunities for many, according to the report. In developing countries, such as India and China, large-scale industrial production has displaced many small, rural producers, who are under additional pressure from health authorities to meet the food safety standards that a globalized marketplace requires.

Beef, poultry, pork and other meat products provide one-third of humanity's protein intake, but the impact on nutrition across the globe is highly variable, according to the report. "Too much animal-based protein is not good for human diets, while too little is a problem for those on a protein-starved diet, as happens in many developing countries," Mooney noted.

While overconsumption of animal-source foods - particularly meat, milk and eggs - has been linked to heart disease and other chronic conditions, these foods remain a vital source of protein and nutrient nutrition throughout the developing world, the report said. The authors cited a recent study of Kenyan children that found a positive association between meat intake and physical growth, cognitive function and school performance.

Human health also is affected by pathogens and harmful substances transmitted by livestock, the authors said. Emerging diseases, such as highly pathogenic avian influenza, are closely linked to changes in the livestock production but are more difficult to trace and combat in the newly globalized marketplace, they said.

Environmental impacts

The livestock sector is a major environmental polluter, the authors said, noting that much of the world's pastureland has been degraded by grazing or feed production, and that many forests have been clear-cut to make way for additional farmland. Feed production also requires intensive use of water, fertilizer, pesticides and fossil fuels, added co-editor Henning Steinfeld of the United Nations Food and Agriculture Organization (FAO).

Animal waste is another serious concern. "Because only a third of the nutrients fed to animals are absorbed, animal waste is a leading factor in the pollution of land and water resources, as observed in case studies in China, India, the United States and Denmark," the authors wrote. Total phosphorous excretions are estimated to be seven to nine times greater than that of humans, with detrimental effects on the environment.

The beef, pork and poultry industries also emit large amounts of carbon dioxide, methane and other greenhouse gases, Steinfeld said, adding that climate-change issues related to livestock remain largely unaddressed. "Without a change in current practices, the intensive increases in projected livestock production systems will double the current environmental burden and will contribute to large-scale ecosystem degradation unless appropriate measures are taken," he said.

Solutions

The report concludes with a review of various options for introducing more environmentally and socially sustainable practices to animal production systems.

"We want to protect those on the margins who are dependent on a handful of livestock for their livelihood," Mooney said. "On the other side, we want people engaged in the livestock industry to look closely at the report and determine what improvements they can make."

One solution is for countries to adopt policies that provide incentives for better management practices that focus on land conservation and more efficient water and fertilizer use, he said.

But calculating the true cost of meat production is a daunting task, Mooney added. Consider the piece of ham on your breakfast plate, and where it came from before landing on your grocery shelf. First, take into account the amount of land used to rear the pig. Then factor in all the land, water and fertilizer used to grow the grain to feed the pig and the associated pollution that results.

Finally, consider that while the ham may have come from Denmark, where there are twice as many pigs as people, the grain to feed the animal was likely grown in Brazil, where rainforests are constantly being cleared to grow more soybeans, a major source of pig feed.

"So much of the problem comes down to the individual consumer," said co-editor Fritz Schneider of the Swiss College of Agriculture (SHL). "People aren't going to stop eating meat, but I am always hopeful that as people learn more, they do change their behavior. If they are informed that they do have choices to help build a more sustainable and equitable world, they can make better choices."

Livestock in a Changing Landscape is a collaboration of the FAO, SHL, Woods Institute for the Environment, International Livestock Research Institute (ILRI), Scientific Committee for Problems of the Environment (SCOPE), Agricultural Research Center for International Development (CIRAD), and Livestock, Environment and Development Initiative (LEAD).

Other editors of the report are Laurie E. Neville (Stanford University), Pierre Gerber (FAO), Jeroen Dijkman (FAO), Shirley Tarawali (ILRI) and Cees de Haan (World Bank). Initial funding for the project was provided by a 2004 Environmental Venture Projects grant from the Woods Institute.

Rachael Garrett is a 3rd year PhD student in the Emmett Interdisciplinary Program in Environment and Resources. Rachael earned her Bachelor of Arts in History and Environmental Analysis and Policy at Boston University, Magna Cum Laude, where she was a University Scholar and earned the Franklin C. Erickson Prize for Excellence in Geography. She later obtained her Master in Public Administration in Environmental Science and Policy from Columbia University. She is the current recipient of the Richard L. Kauffman and Ellen Jewett IPER Fellowship.

Rachael studies the economic and institutional determinants of soybean production in Brazil. To develop a more well-rounded understanding of these issues she incorporates multiple spatial scales in her analysis, including: local case studies, regional modeling, and macroeconomic analysis.  Garrett presented some preliminary research on the macroeconomic drivers of soybean planted area in Brazil at the Association of American Geographers Annual Conference in April 2010 and is currently focusing on developing the local and regional scales of her dissertation. This summer Garrett will be returning to Brazil for three months to conduct additional interviews with soy farmers.

Norway has made a point of administering its petroleum resources using three distinct government bodies: a national oil company (NOC) engaged in commercial hydrocarbon operations; a government ministry to help set policy; and a regulatory body to provide oversight and technical expertise.  In Norway's case, this institutional design has provided useful checks and balances, helped minimize conflicts of interest, and allowed the NOC, Statoil, to focus on commercial activities while other government agencies regulate oil operators including Statoil itself.  Norway's relative success in managing its hydrocarbon resources has prompted development institutions to consider whether this "Norwegian Model" of separated government functions should be recommended to other oil-producing countries, particularly those whose oil sectors have underperformed. 

Seeking insight into this question, we study eight countries with different political and institutional characteristics, some of which have attempted to separate functions in oil in the manner of Norway and some of which have not.  We conclude that while the Norwegian Model may be a "best practice" of sorts, it is not the best prescription for every ailing oil sector.  The separation of functions approach is most useful and feasible in cases where political competition exists and institutional capacity is relatively strong.  Unchallenged leaders, on the other hand, are often able to adequately discharge commercial and policy/regulatory functions in the oil sector using the same entity, although this approach may not be robust against political changes (nor do we address in this paper any possible development or human welfare implications of this arrangement). 

When technical and regulatory talent is particularly lacking in a country, better outcomes may result from consolidating commercial, policy, and regulatory functions in a single body until institutional capacity has further developed.  Countries like Nigeria with vibrant political competition but limited institutional capacity pose the most significant challenge for oil sector reform: unitary control over the sector is impossible but separation of functions is often impossible to implement.  In such cases reformers are wise to focus on incremental but sustainable improvements in technical and institutional capacity.

Taylor C. Boas is a visiting Fellow at the Kellogg Institute for International Studies, University of Notre Dame, and Assistant Professor of Political Science at Boston University (on leave during 2009-2010). He received a Ph.D. in Political Science from the University of California, Berkeley in 2009. His current research focuses on campaigns, parties, and political communication in Latin America. He has also done work on methodology and concept analysis, and on the impact of the Internet in developing countries and authoritarian regimes.

His dissertation, "Varieties of Electioneering: Presidential Campaigns in Latin America," (pdf) develops a theory of success contagion to explain why the prevailing patterns of presidential campaign strategy in Chile, Brazil, and Peru have evolved in fundamentally different directions since their transitions to democracy.

Achilles Zaluar is Minister-Counselor of Political Affairs at the Brazilian Embassy to the United States in Washington, D.C. From 2008-09 Zaluar served as Minister-Counselor of Multilateral and International Security Affairs at the Brazilian Embassy to the United States. Zaluar has previously held positions as Deputy Head of the Division for United Nations Affairs (DNU), 2003-06, and assistant at the Theory of International Relations Chair of the Rio Branco Institute, 2002-03. From 1997-98 Zaluar served as a member of the team that drafted the position papers and presidential message for Brazil’s accession to the NPT. Zaluar has held posts at the Brazilian Embassy to the U.S, Washington, 2006-present; Brazilian Mission to the United Nations, New York, 1995-98; and the Brazilian Embassy to Paraguay, Asuncion, 1998-2001. In 1993 Zaluar served as secretary of the interagency group that drafted Brazil’s export control law. From 1991 to 1994, he worked on non-proliferation and export control, including Brazil’s relations with the MTCR and NSG control regimes, and US-Brazil issues. Zaluar received a Bachelor in Mathematics at Rio Catholic University in 1985, graduated in Diplomacy from the Rio Branco Institute, Brazil’s diplomatic academy, in 1991, and received a Master in Public Administration (MPA/MC) at the Harvard Kennedy School, in 2002.

Anticipating Opportunities: Using Intelligence to Shape the Future
"We spend $45 billion annually to reduce uncertainty, to help us combat threats to our nation, our people, and our security," said Payne Distinguished Lecturer Thomas Fingar in his third Payne lecture on October 21, devoted to anticipating the future -- "not for purposes of prediction but for purposes of shaping it."  Noting that strategic intelligence treats the future neither as "inevitable or immutable," Fingar employed real-life examples from his career in national intelligence (most recently as deputy director of national intelligence for analysis and chairman of the National Intelligence Council) to explore concrete ways intelligence can be used to move developments in a more favorable direction.

Global Trends 2025: A Transformed World examined the trends which will "drive, shape and constrain" individuals, governments, and nations around the world. Among prominent trends, he cited globalization, which will provide unprecedented prosperity but greater inequality; the rise of the BRIC countries - Brazil, Russia, India, and China; the rise of new powers such as Indonesia, Turkey, and Iran; and the coming demographic boom, which will add 1.2 billion people to the world, with less than 3 percent of that occurring in the West.

The Geopolitical Implications of Climate Change.  Instructed by the Congress to provide an assessment of the impact of global climate change, given controversy about the imminence of the threat and man's role in it, the NIC studied which regions and countries would be most dramatically affected by climate change, with a focus on water, food production, and changes in weather patterns. The results remain classified, because of the potential impact on vulnerable countries. 

The 2007 National Intelligence Estimate on Iran's Nuclear Intentions and Capabilities. This estimate, attacked from both the right and the left, concluded with a moderate to high degree of confidence that Iran had not obtained sufficient fissile material from external sources (to make a bomb) and that its fastest route to produce a nuclear weapon would be through domestic production of enriched uranium. The NIE also judged that Iran had halted the weaponization portions of its nuclear program in 2003, but had retained the option to pursue a weapon and whether to do so was a "political decision" which could be made at any time.

Martha Crenshaw, a senior fellow at the Center for International Security and Cooperation (CISAC), has been awarded $500,000 by the National Science Foundation to identify patterns in the evolution of terrorist organizations and to analyze their comparative development.

The three-year grant is part of the Department of Defense's Minerva Initiative launched in 2008, which focuses on "supporting research related to basic social and behavioral science of strategic importance to U.S. national security policy."

Crenshaw's interdisciplinary project, "Mapping Terrorist Organizations," will analyze terrorist groups and trace their relationships over time. It will be the first worldwide, comprehensive study of its kind-extending back to the Russian revolutionary movement up to Al Qaeda today.

"We want to understand how groups affiliate with Al Qaeda and analyze their relationships," Crenshaw said. "Evolutionary mapping can enhance our understanding of how terrorist groups develop and interact with each other and with the government, how strategies of violence and non-violence are related, why groups persist or disappear, and how opportunities and constraints in the environment change organizational behavior over time."

According to Crenshaw, it is critical to understand the organization and evolution of terrorism in multiple contexts. "To craft effective counter-terrorism strategies, governments need to know not only what type of adversary they are confronting but its stage of organizational development and relationship to other groups," Crenshaw wrote in the project summary. "The timing of a government policy initiative may be as important as its substance."

"Mapping Terrorist Organizations" will incorporate research in economics, sociology, business, biology, political science and history. It will include existing research to build a new database using original language sources rather than secondary analyses. The goal is to produce an online database and series of interactive maps that will generate new observations and research questions, Crenshaw said.

The results, for example, could reveal the structure of violent and non-violent opposition groups within the same movements or conflicts, and identify patterns that explain how these groups evolve over time. Such findings could be used to analyze the development of Al Qaeda and its Islamist or jihadist affiliates, including the Taliban in Afghanistan and Pakistan, she said.

The findings may also shed light on what happens when a group splits due to leadership quarrels or when a government is overturned, Crenshaw said. "Analysis that links levels of terrorist violence to changes in organizational structures and explains the complex relationships among actors in protracted conflicts will break new ground," the summary noted.

Extensive information on terrorist groups already exists, but it has been difficult to compile and analyze. Despite such obstacles, Crenshaw said, violent organizations can be understood in the same terms as other political or economic groups. "Terrorist groups are not anomalous or unique," she wrote. "In fact, they can be compared to transnational activist networks."

Crenshaw should know. Widely respected as a pioneer in terrorism studies, the political scientist was one of a handful of scholars who followed the subject decades before the attacks of Sept. 11, 2001. She joined CISAC in 2007, following a long career at Wesleyan University, where she was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought. In addition to her research at Stanford, Crenshaw is a lead investigator at START, the Consortium for the Study of Terrorism and the Response to Terrorism at the University of Maryland.

End goal

Crenshaw wants to use the findings to better analyze how threats to U.S. security evolve over time. "Terrorist attacks on the United States and its allies abroad often appear to come without warning, but they are the result of a long process of organizational development," she wrote. "Terrorist organizations do not operate in isolation from a wider social environment. Without understanding processes of development and interaction, governments may miss signals along the way and be vulnerable to surprise attack. They may also respond ineffectively because they cannot anticipate the consequences of their actions." The project seeks to find patterns in the evolution of terrorism and to explain their causes and consequences. This, in turn, should contribute to developing more effective counter-terrorism policy, Crenshaw said.

This talk provides an overview of deliberative democracy projects conducted by the Center for Deliberative Democracy and its partners in China, Northern Ireland, Brazil, Bulgaria, Greece, Poland and other countries as well as on a European-wide basis. The projects all involve scientific random samples deliberating about policy choices and providing the before and after results as an input to policy making. The talk will focus particularly on the challenges of conducting such projects when they are intended as a precursor to further democratization or when there is ethnic conflict.

James S. Fishkin holds the Janet M. Peck Chair in International Communication at Stanford University where he is Professor of Communication and Professor of Political Science. He is also Director of Stanford's Center for Deliberative Democracy and Chair of the Dept of Communication.

He is the author of a number of books including Democracy and Deliberation: New Directions for Democratic Reform (1991), The Dialogue of Justice (1992 ), The Voice of the People: Public Opinion and Democracy (1995). With Bruce Ackerman he is co-author of Deliberation Day (Yale Press, 2004). His new book When the People Speak: Deliberative Democracy and Public Consultation will be published by Oxford University Press in fall 2009.

He is best known for developing Deliberative Polling® - a practice of public consultation that employs random samples of the citizenry to explore how opinions would change if they were more informed. Professor Fishkin and his collaborators have conducted Deliberative Polls in the US, Britain, Australia, Denmark, Bulgaria, China, Greece and other countries.

Fishkin has been a Visiting Fellow Commoner at Trinity College, Cambridge as well as a Fellow of the Center for Advanced Study in the Behavioral Sciences at Stanford, a Fellow of the Woodrow Wilson International Center for Scholars at the Smithsonian Institution in Washington and a Guggenheim Fellow.

Fishkin received his B.A. from Yale in 1970 and holds a Ph.D. in Political Science from Yale as well as a second Ph.D. in Philosophy from Cambridge.

(Excerpt) According to climate scientists, averting the worst consequences of climate change requires that the increase in global temperature should be limited to 2°C (or 3.6°F). to achieve that objective, global emissions of green house gases (GHGs)—the main human cause of global warming—must be reduced to 50 percent of 1990 levels by 2050.

The key to successful climate change abatement at those scales lies in leveraging the collective actions of developed and developing countries. Cumulatively, developed countries have been responsible for most human emissions of GHGs. that picture will be quite different in the future as emissions from the developing world take over the top mantle. Given this dynamic, there is a general agreement internationally that developed countries will lead emissions reductions efforts and that developing countries will follow with “nationally ap- propriate mitigation actions.” turning that agreement into environmentally beneficial action requires close international coordination between the developed and developing countries in allocating the responsibility for the necessary reductions and following up with credible actions. However, the instruments employed so far to promote the necessary collective action have proved to be insufficient, unscalable, and questionable in terms of environmental benefit and economic efficiency.

Currently, the most important and visible link be- tween developed and developing countries’ efforts on climate change is the Clean development Mechanism (CdM). the CdM uses market mechanisms—the “carbon markets”—to direct funding from developed countries to those projects in developing countries that lead to reductions in emissions of warming gases. In reality, the experience with the CdM has been mixed at best since its inception in 2006. while the CdM has successfully channeled funding to many worthy projects that reduce emissions of warming gasses, it has also spawned myriad projects with little environmental benefits. overall, the CdM has led to a significant overpayment by developed countries for largely dubious emissions reductions in developing countries.
