The problem: Despite the recent robust growth, there is concern that as China moves up the income ladder that its high level of inequality may be a breeding ground for future instability. We are not merely talking about the current (today’s) inequality: the 3:1 one urban to rural inequality in per capita income. More importantly, we are concerned about the implications of today’s human capital inequality between China’s cities and its poor rural areas. There are inequality gaps of 30:1 (matriculation into college); and 8:1 (early childhood education gap; and 4:1 (matriculation into fast-tracked academic high schools).

Is this a concern of development economists from the West? Or, is this something in which China’s policy making, academic and business communities are interested. In fact, China’s leaders—including those at the very top—have recently become extremely interested in understanding if anything in the nature of its economy is setting up the country to be headed on a road that could end up in a middle income growth trap.

China knows a lot about its own economy today. There are two questions that are outstanding and which this conference hopes to answer:

ONE: We are interested in what if, anything the implications of the human capital gaps on the economy and political stability (wending) of one to two decades from now.

TWO: Are there lessons from the rest of the world—yesterday, today and tomorrow—that can help formulate policy solutions to potential barriers to rapid and sustained growth?

Approach: In a one day conference at Stanford, sponsored by FSI and SCID, experts from growth, inequality, development and political economy, academics and policy people from inside and outside of China (and from inside and outside of Stanford) will contribute their knowledge.

Output: A monograph that distills the lessons from the conference, the target audience being China’s top leadership and its academic elite (who act as advisors to China’s top leadership).

This document will seek to put the current economic development process through which China is moving into international perspective. The monograph will be coauthored by Scott Rozelle, Nick Hope, Hongbin Li, Liu Shouying, Cai Fang and others.

Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology, and a Freeman Spogli Institute for International Studies senior fellow. His main area of research is on institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships.

One of Zhou's current research projects is a study of the rise of the bureaucratic state in China. He works with students and colleagues to conduct participatory observations of government behaviors in the areas of environmental regulation enforcement, in policy implementation, in bureaucratic bargaining, and in incentive designs. He also studies patterns of career mobility and personnel flow among different government offices to understand intra-organizational relationships in the Chinese bureaucracy.

Another ongoing project is an ethnographic study of rural governance in China. Zhou adopts a microscopic approach to understand how peasants, village cadres, and local governments encounter and search for solutions to emerging problems and challenges in their everyday lives, and how institutions are created, reinforced, altered, and recombined in response to these problems. Research topics are related to the making of markets, village elections, and local government behaviors.

His recent publications examine the role of bureaucracy in public goods provision in rural China (Modern China, 2011); interactions among peasants, markets, and capital (China Quarterly, 2011); access to financial resources in Chinese enterprises (Chinese Sociological Review, 2011, with Lulu Li); multiple logics in village elections (Social Sciences in China, 2010, with Ai Yun); and collusion among local governments in policy implementation (Research in the Sociology of Organizations, 2011, with Ai Yun and Lian Hong; and Modern China, 2010).

Before joining Stanford in 2006, Zhou taught at Cornell University, Duke University, and Hong Kong University of Science and Technology. He is a guest professor at Peking University, Tsinghua University, and the People's University of China. Zhou received his Ph.D. in sociology from Stanford University in 1991.

Nicholas Hope is the Director of the Stanford Center for International Development (SCID). He also directs SCID's China research program. His current research is private enterprise development in China and progress of reforms in China, especially in the financial sector. His interests are in East Asian economies, especially China and Indonesia, and his teaching interests are in development of Asian economies, role and effectiveness of international financial institutions, and thesis supervision of students working in those areas.

Prior to coming to Stanford, Dr. Hope worked at the World Bank as Country Director for China and Mongolia, and Director of the Resident Staff in Indonesia. He is the co-editor, with Dennis Tao Yang and Mu Yang Li, of How Far Across the River?: Chinese Policy Reform at the Millennium (Stanford University Press, 2003). He also co-edited, with Belton M. Fleisher, Anita Alves Pena, and Dennis Tao Yang, Policy Reform and Chinese Markets (Edward Elgar Publishing, 2008).

Dr. Hope received his Ph. D. from Princeton University, and his undergraduate degrees from Oxford University and the University of Tasmania. He was awarded the Tasmanian Rhodes Scholarship and a research fellowship from the Brookings Institution in Washington, D.C.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.

His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.

Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. His book, Invisible China: How the Urban-Rural Divide Threatens China’s Rise, was published in 2020 by The University of Chicago Press. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.

In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Andrew G. Walder is the Denise O'Leary and Kent Thiry Professor at Stanford University, where he is also a senior fellow in the Freeman Spogli Institute for International Studies. Previously, he served as Chair of the Department of Sociology, Director of the Walter H. Shorenstein Asia-Pacific Research Center, and Head of the Division of International, Comparative and Area Studies in the School of Humanities and Sciences.

Walder has long specialized in the sources of conflict, stability, and change in communist regimes and their successor states. His publications on Mao-era China have ranged from the social and economic organization of that early period to the popular political mobilization of the late 1960s and the subsequent collapse and rebuilding of the Chinese party-state. His publications on post-Mao China have focused on the evolving pattern of stratification, social mobility, and inequality, with an emphasis on variation in the trajectories of post-state socialist systems. His current research is on the growth and evolution of China’s large modern corporations, both state and private, after the shift away from the Soviet-inspired command economy.

Walder joined the Stanford faculty in 1997. He received his Ph.D. in sociology at the University of Michigan in 1981 and taught at Columbia University before moving to Harvard in 1987. From 1995 to 1997, he headed the Division of Social Sciences at the Hong Kong University of Science and Technology.

Walder has received fellowships and grants from the Guggenheim Foundation, the National Science Foundation, the National Academy of Sciences, the Henry Luce Foundation, the Ford Foundation, the Social Science Research Council, and the Center for Advanced Study in the Behavioral Sciences. His books and articles have won awards from the American Sociological Association, the Association for Asian Studies, and the Social Science History Association. He is an elected member of the American Academy of Arts and Sciences.

His recent and forthcoming books include  Fractured Rebellion: The Beijing Red Guard Movement  (Harvard University Press, 2009);  China Under Mao: A Revolution Derailed  (Harvard University Press, 2015);  Agents of Disorder: Inside China’s Cultural Revolution  (Harvard University Press, 2019); and  A Decade of Upheaval: The Cultural Revolution in Feng County  (Princeton University Press, 2021) (with Dong Guoqiang); and Civil War in Guangxi: The Cultural Revolution on China’s Southern Periphery (Stanford University Press, 2023).

Given the importance of defense industry jobs, especially in Republican-leaning states, is it politically necessary for the U.S. to have an enemy to justify a U.S. military budget larger than the total military budgets of most other nations, many of which are allies of the United States. In other words, do we “need” to depict China as an adversary?

World leaders are focused on agricultural supply data, insurance schemes and speculation as they try to quell volatility in global food markets. They should also turn their attention to perhaps the leading cause of price instability: U.S. ethanol policy.

Five years ago, few if any food or energy experts predicted that 40 percent of the U.S. corn crop in 2011 would be devoted to ethanol production. Nor did they imagine: that corn prices would reach all-time highs at $8 per bushel ($275 per metric ton); that July futures prices for corn in Chicago would exceed those for wheat; that the United States would be exporting ethanol to Brazil; or that an Iowa Senator would co-sponsor a bill to reduce corn-based subsidies just prior to the Iowa Caucuses for the 2012 primary season. What has caused these extraordinary circumstances? Her research includes security and policing in divided societies, as well as racial politics in Brazil and the United States. She has been a graduate fellow at Harvard's Wiener Center for Inequality and Social Policy, and Stanford's Center for International Security and Cooperation. Prior to her graduate study, she spent five years working with the Stanford
Center on International Conflict and Negotiation on grassroots dialogue and community-based mediation programs in Northern Ireland. Brenna speaks Portuguese and received her BA from Stanford in Comparative Studies in Race and Ethnicity.

At CDDRL, Brenna is working with the Global Commission on Elections, Democracy and Security supported by the Kofi Annan Foundation and International IDEA. She is also working on a book project about post-conflict policing in Northern Ireland.

The Center on Democracy, Development, and the Rule of Law is pleased to announce that Nadejda Marques has joined the Program on Human Rights (PHR) to serve as the new program manager. In this capacity, Marques will coordinate a range of interdisciplinary initiatives and events, support new research projects, and spearhead PHR's outreach and fundraising efforts. Marques will work together with PHR Program Director and FSI Senior Fellow, Helen Stacy to support the conceptualization, design, and conduct of PHR's research initiatives, advancing the mission and visibility of PHR activities at Stanford University and beyond.

Marques joins the PHR from Boston where she worked as research coordinator for the Cost of Inaction Project at the François-Bagnoud Xavier Center for Health and Human Rights based at the Harvard School of Public Health. Working for the Cost of Inaction Project, Marques was responsible for researching and analyzing the cost of inaction of public programs and actions that help reduce the impact of HIV/AIDS on children in Angola.

"Nadejda Marques' training as an economist, her 15 years of work in human rights, including her work in the field in Angola and in founding the Brazilian human rights NGO Justiça Global bring valuable experience and expertise to the Program on Human Rights at the Center on Democracy, Development, and the Rule of Law," said PHR director Helen Stacy. "Even more importantly, Nadejda's commitment to bottom-up human rights reform means that she is acutely aware of human rights practice as a multi-faceted and inter-disciplinary activity. I am thrilled to welcome Nadejda to the Program on Human Rights as a thought partner to expand the reach and scope of our programming."

Marques holds degrees in economics (UNA, Brazil) and international finance (FGV, Brazil). She has worked as a special correspondent for the Washington Post in Latin America, and has taught languages and Latin American culture at Harvard, Bentley College, and the University of Massachusetts in Boston. For the past decade, Marques has worked in the field of human rights, most notably with Human Rights Watch in Brazil and Angola. Marques is fluent in English, Spanish, and Portuguese. She serves as a consultant and board member for leading human rights NGOs in Brazil and Angola.

More than 40,000 people have died in drug-related homicides in Mexico since 2006, and recent figures indicate that the pace and severity of drug-related violence is increasing. Organized crime is widespread and appears deeply embedded throughout much of the country. Citizens feel an increasingly pervasive sense of insecurity, and the situation is causing growing concern throughout the hemisphere. 

In an attempt to understand and develop potential solutions to these problems, a group of political scientists, economists, lawyers, policy-makers, and military experts from around the world will visit Stanford this October for a private, two-day conference that will explore problems of violence, organized crime, and governance in Mexico, as well as other countries that have experience tackling similar issues. 

“The increasing violence in Mexico is a major problem for Mexicans and the entire region,” says Mariano-Florentino Cuéllar, incoming co-director of Stanford’s Center for International Security and Cooperation, one of the lead sponsors of the event. “The situation underscores the urgency of problems involving crime, security, and governance not only in our hemisphere but throughout the world. Investigating these problems from a comparative perspective will bring us closer to solutions that can improve security and accountability.” 

In a series of discussions, panelists from the United States, Mexico, Colombia, Brazil, and Germany will examine the effect Mexico's violence has had on civil society, the role of U.S. policies in affecting organized crime and violence, and what lessons may have been learned about combating violence in other contexts, such as the U.S. counterinsurgency strategy in Afghanistan, police and security reform in Brazil, and the sharp decline in drug-related violence in Colombia. Participants will also look at the potential mechanisms for developing institutional capacity and the rule of law in some of the world’s most fragile democracies. 

“Conflict and insecurity pose the greatest challenge to the development of effective institutions of governance and rule of law in Mexico,” says Beatriz Magaloni, a political scientist and the director of the Program on Poverty and Governance at Stanford University's Center on Democracy, Development and Rule of Law. “But surprisingly little is known about the dynamics of violence. Greater understanding could help policy makers craft and pursue effective strategies for tackling the issues in a comprehensive way.” 

The event, scheduled for October 3 and 4, will conclude with a public address by Karl Eikenberry, the former U.S. ambassador to Afghanistan. He is currently in residence at Stanford as the 2011-2012 Frank E. and Arthur W. Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies.

Brazil’s House of Representatives last month approved profound changes to the Forest Code, a series of laws to regulate the country’s land use. The changes would jeopardize ecosystems and allow deforestation of about 20 million more hectares than the original Forest Code, according to estimates by Gerd Sparovek of the University of São Paulo (see go.nature.com/n8lwfu). The Brazilian Senate must seize its last opportunity to block the changes.

The proposed changes would substantially increase carbon emissions. Assuming that half of the newly affected forest (10 million hectares) will be given over to agriculture and that the average carbon biomass in the Amazon, Atlantic Forest and Cerrado is 50 megagrams per hectare (L. F. Alves et al. Forest Ecol. Manage. 260, 679–691; 2010), emissions would amount to some 500 teragrams of carbon — on top of the 100–300 Tg that arise annually from deforestation of the Amazon (J. P. H. B. Ometto et al. Oecologia 143, 483–500; 2005).

The government’s efforts to decrease Amazon deforestation would be wasted, as would investments made in the ethanol industry for a cleaner environment. Brazil’s commitment to the environment could lose credibility internationally, causing developed countries to raise import taxes on Brazilian agricultural products, making them less competitive. 

Such serious consequences would offset any short-term gain by the Brazilian agricultural sectors that might result from changes to the Forest Code.

The conference will bring together a multidisciplinary group of political scientists, economists, and lawyers, together with policy makers and military experts in Mexico and the United States, seeking to provide better answers about how to confront drug-related violence and strengthen the rule of law and state capacity in Mexico.

While the focus is on Mexico, we believe that sharing research strategies and findings from other settings, notably Colombia, Brazil, and Afghanistan, will contribute to the debate on the current state and future trajectory of Mexico’s situation.

The conference seeks to foster an exchange of ideas based on the analysis of various actors in contentious environments, including, but not limited to, drug trafficking organizations. Examining the mechanisms behind the violence in Mexico from a comparative perspective will bring us closer to developing constructive policy recommendations to reduce violence in Mexico.

Mr. Karl Eikenberry will deliver a keynote address at the end of the day on Thurs., Oct. 3rd, and that part of the event will be open to the public.

On October 3-4, 2011, the Stanford University Program on Poverty and Governance at the Center on Democracy, Development, and the Rule of Law and the Center for International Security and Cooperation, in conjunction with the Center for Latin American Studies, the Stanford Law School, and the Bill Lane Center for the American West, hosted a conference to discuss the problem of violence, organized criminal activity, and governance. In particular, the conference focused on growing concerns about Mexican security. Participants examined the issue from a comparative perspective, drawing lessons from the experience of Afghanistan, Colombia, and other countries that have grappled with similar challenges.

Among other topics, the conference explored the root causes of the dramatic upswing in violence in Mexico in recent years, compared those problems to chronic violence and illicit activity in other countries, and considered potential solutions that could reduce the risk of violence in the future. The conference was held at Stanford University in the Bechtel Conference Center in Encina Hall. Participants included scholars and doctoral candidates from the United States, Mexico, Colombia, and Germany, representatives from the U.S. Departments of Justice and Treasury, and the Mexican Embassy.

Context of the Problem

Crime and violence pose a serious challenge to Mexico. According to one of the participants, between January 2007 and December 2010, official statistics confirm that approximately 40,000 homicides have occurred. The problem appears to be growing worse, with 2011 on pace to become the most violent year on record.

The rising violence in Mexico has resulted in a sharply heightened sense of fear among citizens, who now feel the presence of cartels in their every day lives. The use of extortion and kidnapping by cartels combined with a lack of trust in security forces terrorizes the population and makes them feel like they have no where to turn. Despite this fact, crime rates in Mexico remain lower than in other parts of Latin America. Venezuela, for example, has among the highest homicide rates in the world. Yet the pervasive infiltration of cartels into public life gives Mexicans a heightened sense of the severity of violent crime in their own country.

There are no simple answers explaining these developments. Some participants trace the violence back to the 1980s when the United States began working closely with the Colombian government to stem the flow of cocaine across the Caribbean, and to disrupt powerful Colombian criminal organizations. The scholars suggested that the crackdown on those illegal trafficking routes caused the drug trade to divert through Mexico on the way to markets in the United States. These trade routes strengthened Mexican drug trafficking organizations (DTOs), thereby altering the landscape and scale of illicit activity in the country.

Some participants also noted the importance of  attributing other factors to explain the growing violence in Mexico, citing four domestic factors. First, the efforts made by President Felipe Calderón of Mexico to crack down on drug-related violence after his inauguration in 2006; second, the fragmentation of Mexican cartels due to the capture or assassination of "kingpins" in the organizations; third, a diversification in the economic incentives of the DTOs; and fourth, the weak status of rule of law in Mexico.

These four explanations are by no means independent of each other, and the endogenous nature of these factors is exactly why it is so difficult to stop the increasing violence in Mexico. Indeed, examining these four factors a bit further makes it clear that they are closely linked. Following his inauguration, President Calderón made violence and drug trafficking top priorities. His strategy was to target and remove the cartel leadership, assuming that breaking the cartels up would make them easier to subdue. The effort had the opposite effect. Capturing and killing cartel kingpins created a power vacuum and splintered the cartels into many smaller, less organized, and more militant gangs. The smaller and less centralized gangs began fighting each other for control of routes and territory. Without centralized control, the groups also became less efficient as cocaine traffickers - a system that had previously thrived from economies of scale. As a result, they began diversifying their revenue streams. Extortion, human trafficking, money laundering, arms trading, and petty crime all became more economical relative to small-scale drug trafficking and dealing, which led the cartels to diversify further still. Though participants heavily debated the directionality of the link between this diversification and gang fractionalization, consensus emerged that dividing up the cartels led to increased violence in Mexico.

The persistent problems of the Mexican legal system have also exerted a huge impact on the ability of the Mexican government to subdue the violence. High rates of corruption within local police forces, due in part to low compensation, means that the police are unreliable as a means to enforce order in municipalities. This has prompted the government to deploy armed forces to try to restore order in some areas. Furthermore, the judicial system in Mexico is weak, with poor judges, a shortage of lawyers, and a backlog that makes due process nothing more than an idealized notion.

Participants also presented evidence that additional factors could have exacerbated the violence. Among them: the global recession, which has reduced economic opportunities, and democratization in the 1990s. But in general, participants concluded that the evidence that either of these factors affected the overall crime situation in Mexico was weak relative to the other factors discussed.

The overall consensus was that any policy initiative made to control violence in Mexico invariably must address the weak rule of law institutions, the economic incentives of the cartels, and the exploding intra- and inter-cartel violence. Successful strategies, moreover, must approach these topics differently than how they have been addressed thus far.

Lessons and Proposals

What can be done to rein in the rising violence? Participants examined a number of successful anti-gang and anti-drug policies in other countries for potential answers. For instance, the Unidades de Polícia Pacificadora (Pacifying Police Units or UPP) program in Rio de Janeiro, which started in 2008, consists of proximity policing, gaining the trust of and working with favela populations, and directly engaging with and helping favela children and youth. The program's main goal is to keep organized crime out of favelas, which have been their hideout for decades. The program helped restore law and order, participants said, because of the high effectiveness of proximity policing in high-risk communities, which combined policing with social and public services to increase legitimacy of the program. This dual security approach-using specialized forces during conflict and then proximity policing to maintain daily safety and security in the slums-has been highly successful at maintaining order and controlling police corruption in Rio.

In Colombia, because the violence of a few decades ago seemed to be more a result of a weak state than the presence of drugs, the situation improved when the state's capacity increased. Nevertheless, part of the solution found in the city of Medellín, where the local cartel proved too strong to destroy, was to allow one cartel to have a monopoly. Yet while this trade-off worked in the short-term, once the Medellín Cartel kingpin was captured and extradited with the help of U.S. military aid, violence started to increase again.

U.S. military aid to Colombia also had a drawback as some of the funding was leaked to paramilitary activities. Conference participants said one lesson from this experience is that it is important to invest more in drug interdiction than in eradication, because eradication programs increase the price of drugs, thereby improving trafficking incentives. The most important implication of this is that squeezing the traffickers will only cause them to re-route, not stop. When squeezed out of Colombia and the Caribbean, they re-routed through Mexico. If this occurs in Mexico, traffickers will most likely move into Central America. The issue of drug trafficking cannot be resolved if policymakers ignore Central American republics.

Several other proposals received attention during the conference. Among them was the suggestion that Mexican policy emulate aspects of the Colombian model by concentrating all efforts toward destroying the single-most violent cartel until it is entirely eliminated, and then progressing on to the next largest and so forth. Theoretically, doing so would systematically destroy the cartels while minimizing their fragmentation.

Participants also suggested that authorities focus on targeting extortion, kidnapping, and other non-drug related economically incentivized crimes committed by the gangs, which could help limit their ability to fragment and diversify. This approach could benefit from careful analysis of efforts to implement community policing strategies that some participants believe to have yielded results in the United States and Brazil. A third proposal with serious implications is to reform the judicial and penal system in Mexico to ensure that incarcerated "narcos" cannot continue operating from within Mexican prisons.

Finally, much discussion was given to the best way to address the demand-side of drug trafficking. While legalizing drugs in the United States was seen as highly unlikely option with very unclear potential results, a participant proposed that policymakers encourage the expansion of rigorous drug treatment programs, such as Hawaii's highly successful Opportunity Probation with Enforcement program. It requires convicted drug offenders on probation to undergo randomized drug tests one to seven times a week, with automatic incarceration for anyone who tests positive or is found to be in violation of their parole.

Conclusion

Daunting problems remain in understanding crime and governance in Latin America. But this conference, among other things, helped highlight areas where further research on drug trafficking, organized crime, violence, and issues of citizen security are still needed. There were also several highly actionable proposals put forth based on programs that have been implemented in other countries in the Western Hemisphere. These initiatives hold promise for helping Mexico deal with its own situation. This conference should serve as a launch pad to encourage and develop research and communication in this area with policy implications for the near future.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.
