Abstract
Information is at the heart of human rights work, and the growing emphasis on evidence-based policymaking to support development and transition goals has changed the way human rights advocacy is constructed. As the human rights movement responds to new challenges, organizations monitoring and investigating human rights need the ability to understand and analyze large amounts of information easily. However, many organizations, large and small, lack both the systems and staff to manage their growing stores of information internally, and turn that well-structured information into powerful advocacy. In an age of rapid and pervasive information flows, human rights organizations are seeking to make their advocacy more resonant both for policymakers and for a broader public audience, and need the tools and skills to do so - but what is the appropriate technology, and how can a human rights organization turn that into a proposal for funding? The Information Program's Civil Society Communications Initiative and the Human Rights and Governance Grants Program (HRGGP) have jointly decided to address this ever-growing need in OSI's grantees and the human rights sector at large. This talk will discuss the new Human Rights Data Initiative at the Open Society Institute, our strategy over the coming years, and how donors can support the targeted, meaningful implementation of technology and data management in human rights organizations.

Elizabeth Eagen is the joint program officer at Open Society Institute in the Information Program and the Human Rights and Governance Grants Program. For HRGGP she covers Russia, Armenia, Georgia, and Kazakhstan, and is the point person for human rights and information. With the Information Program, she works with the Civil Society Communications Initiative on databases and information management for NGOs, with a global remit.

Prior to joining OSI, she completed a Fulbright in the Republic of Georgia, where she researched national identity's role in regulatory decisions for historical and archeological sites. She holds a Masters of Public Policy and a Masters of Eastern European Studies from the University of Michigan. She also holds an undergraduate degree from Macalester College in Russian and International Studies. From 2000-2002, she was an associate at Human Rights Watch's Europe and Central Asia Division.

This lecture summarizes the argument of a forthcoming book (Suhrkamp, Princeton University Press) that Stalin's crimes of the 1930s should be considered genocide. This requires a review of historical/legal concepts of genocide and of the mass killing of the period itself.

Norman Naimark is the Robert and Florence McDonnell Professor of East European Studies: a professor of history; core faculty member of FSI's Forum on Contemporary Europe; and an FSI senior fellow by courtesy. He is an expert on modern East European, Balkan, and Russian history. His current research focuses on the history of genocide in the 20th century and on postwar Soviet policy in Europe. He is author of the critically acclaimed volumes: The Russians in Germany: The History of the Soviet Zone of Germany, 1945-1949 (Harvard 1995) and Fires of Hatred: Ethnic Cleansing in 20th Century Europe (Harvard 2001).  Most recently, he has co-edited books on Yugoslavia and its Historians (Stanford 2003), Soviet Politics in Austria, 1945-1955: Documents from the Russian Archives (in German and Russian, Austrian Academy of Sciences, 2006),  and The Lost Transcripts of the Politburo (Yale 2008). 

Naimark is a senior fellow by courtesy of the Hoover Institution and Burke Family Director of the Bing Overseas Studies Program at Stanford. He also was chair of Stanford's Department of History and programs in International Relations and International Policy Studies. He has served on the editorial boards of a series of leading professional journals, including: The American Historical Review, The Journal of Modern History, Slavic Review, and East European Politics and Societies. He served as President of the American Association for the Advancement of Slavic Studies (1997) and as chairman of the Joint Committee on Eastern Europe of the American Council of Learned Societies and Social Science Research Council (1992-1997). 

Before joining the Stanford faculty, Naimark was a professor of history a Boston University and a fellow of the Russian Research Center at Harvard. He also held the visiting Catherine Wasserman Davis Chair of Slavic Studies at Wellesley College. He has been awarded the Officer's Cross of the Order of Merit of the Federal Republic of Germany (1996), the Richard W. Lyman Award for outstanding faculty volunteer service (1995), and the Dean's Teaching Award from Stanford University for 1991-92 and 2002-3.

This event marks the Stanford inauguration of the series developed with the Forum on Contemporary Europe at FSI, in partnership with Suhrkamp Verlag.

Norman M. Naimark is the Robert and Florence McDonnell Professor of East European Studies, a Professor of History and (by courtesy) of German Studies, and Senior Fellow of the Hoover Institution and (by courtesy) of the Freeman-Spogli Institute for International Studies. Norman formerly served as the Sakurako and William Fisher Family Director of the Stanford Global Studies Division, the Burke Family Director of the Bing Overseas Studies Program, the Convener of the European Forum (predecessor to The Europe Center), Chair of the History Department, and the Director of Stanford’s Center for Russian, East European, and Eurasian Studies.

Norman earned his Ph.D. in History from Stanford University in 1972 and before returning to join the faculty in 1988, he was a professor of history at Boston University and a fellow of the Russian Research Center at Harvard. He also held the visiting Catherine Wasserman Davis Chair of Slavic Studies at Wellesley College. Naimark’s latest book, Stalin and the Fate of Europe: The Postwar Struggle for Sovereignty (Harvard 2019), explores seven case studies that illuminate Soviet policy in Europe and European attempts to build new, independent countries after World War II.

The Stanford China Program in cooperation with the Center for East Asian Studies will host a special series of seminars to mark 60 Years of the People's Republic of China (PRC). Over the course of the winter and spring terms, we will have six leading scholars, each examining one of the six decades of the PRC's history. Our premise is that history matters. The speaker on each decade will characterize their decade, note shifts within that time, identify the pivotal events, and discuss how the decade shaped what happened afterwards.

Roderick MacFarquhar is the Leroy B. Williams Professor of History and Political Science and formerly Director of the John King Fairbank Center for East Asian Research. His publications include The Hundred Flowers Campaign and the Chinese Intellectuals, The Sino-Soviet Dispute, China under Mao; Sino-American Relations, 1949-1971; The Secret Speeches of Chairman Mao; the final two volumes of the Cambridge History of China (edited with the late John Fairbank); The Politics of China 2nd Ed: The Eras of Mao and Deng; and a trilogy, The Origins of the Cultural Revolution. He was the founding editor of "The China Quarterly, and has been a fellow at Columbia University, the Woodrow Wilson International Center for Scholars, and the Royal Institute for International Affairs. In previous personae, he has been a journalist, a TV commentator, and a Member of Parliament. His most recent, jointly-authored book on the Cultural Revolution entitled Mao's Last Revolution was published by the Belknap Press of Harvard University Press in 2006.

Executive Summary of Report

Nearly twenty years after the end of the Cold War, Russia and the United States continue to maintain hundreds of nuclear weapons capable of striking the other side, and to have at least some of these nuclear forces at Cold War levels of alert, that is, ready to fire within a few minutes of receiving an order to do so.

Even during the Cold War, alert levels were not static and moved up or down in step with changes in the strategic and tactical environments. While the operational readiness of some weapon systems has been reduced, there has been no major change in the readiness levels of most of the nuclear weapon systems in the post-Cold War era. This is in considerable part because Russia and the United States believe that despite fundamental changes in their overall relationship, vital interest requires maintaining a high level of nuclear deterrence.

The post-Cold War experience also demonstrates that alert levels can be reduced and measures can be taken to reduce the risk of accidents or unauthorized takeover of nuclear weapons. Further measures could be taken to reduce operational readiness of nuclear arsenals. U.S. and Russian experts alike stressed survivability as a key element in the acceptance of these measures because of its importance to maintaining deterrence.

Cold War legacy postures under which thousands of weapons are kept on high readiness can be altered through top-down policy initiatives, as was the case in the early 1990s with one class of nuclear weapons.

Technical issues related to the peculiar "ready" character of land-based ICBMs can be resolved by bringing designers into discussions on decreasing operational readiness of nuclear weapons. There was a sense that technical solutions to the problems of nuclear risk reduction are available and can be multilateralized. Information sharing can help implementation of these solutions.

Concerns over "re-alerting" races and vulnerability of "de-alerted" forces to conventional or nuclear strikes during "reversal" can be addressed through survivable forces, dialogue, and confidence building.

Other nuclear weapon states apparently have alert practices that differ from those of Russia and the United States. It was debated whether this state of affairs can be ascribed to an absence of nuclear war fighting capabilities or to a different assessment of the post-Cold War nuclear security environment. There was a sense that nuclear doctrines and alert practices of different nuclear weapon states cannot be analyzed in a vacuum and must be evaluated as parts of a larger political and security framework.

Non-nuclear weapon states' experts forcefully asserted the legitimate interest their states have in the issue and underlined the practical and constructive approach of the U.N. General Assembly resolution on reducing operational readiness of nuclear forces.

Non-nuclear weapon states say that lowering of the operational status of nuclear weapons would both reduce the risk of accidental or unintended nuclear war and provide a much-needed practical boost for disarmament and nonproliferation. Decreasing the operational readiness of nuclear weapons would be a highly desirable confidence-building measure between nuclear weapon states and non-nuclear weapon states. It would also be a welcome step in the lead-up to the 2010 Non-Proliferation Treaty (NPT) Review Conference.

The principal objection to decreasing operational readiness of nuclear weapons as commonly understood has been that it seeks to address a problem that does not exist. Even if it does exist in some instances, it can be addressed by technical and organizational means updated to cover current threats such as nuclear terrorism. Furthermore, the remedy itself could end up undermining nuclear deterrence and strategic or crisis stability.

The insight that emerged during the meeting was that the above objection flows from a narrow view of de-alerting as meaning measures that make it physically impossible to promptly launch an attack on order. Such a view also leads to a somewhat excessive focus on verification of technical measures, which ends up giving an easy argument to the opponents of de-alerting-that it is not verifiable and therefore should not be attempted.

There are no fundamental obstacles to many useful measures of decreasing operational readiness of nuclear weapons, provided the issue is not framed narrowly. De-alert has to be seen not only as a technical fix but also as a strategic step in deemphasizing the military role of nuclear weapons, in other words, moving to retaliatory strike postures and doctrines instead of legacy preemptive or "launch on warning" postures. The ongoing U.S. Nuclear Posture Review (NPR) offers an opportunity for such a perceptual shift.

If decreasing operational readiness of nuclear weapons is reframed in this manner, several concrete steps become possible:

As part of the START follow-on negotiations, Russia and the United States could examine how measures to reduce operational readiness can accompany the bilateral arms control process.

Both Russia and the United States could further strengthen controls against unauthorized action, takeover, and tampering; further increase the capability of warning systems to discriminate real from imagined attacks; and enhance the survivability of their forces and their command and control systems.

Arrangements related to data exchange and ensuring a capability to destroy a "rogue" missile in flight could be multilateralized, at least in terms of sharing data, to bring other declared nuclear weapon states into the process.

Multilateralization of institutions such as the Joint Data Exchange Center may also have collateral benefits in the area of space security.

The premise of maintaining nuclear deterrence between Russia and the United States should not be considered immutable. A dialogue on legacy nuclear postures and doctrines in the Russia-U.S. context may trigger a broader dialogue among relevant states on reducing the salience of nuclear weapons, thus facilitating progress on disarmament and nonproliferation.

Nearly 18 years after the collapse of the Soviet Union and the ensuing restoration of Ukraine’s independence, the country has yet to make a clear, committed choice about its geopolitical future. Having established itself as a sovereign state in the 1990s, Ukraine’s foreign policy sought to balance its drive to build links to Europe and the United States with its need to maintain stable relations with Russia.

Many believed the 2004 Orange Revolution and Viktor Yushchenko’s subsequent election as president would lead to a concerted Ukrainian push to integrate fully into Europe and the Euro-Atlantic community. But political infighting within Kyiv and other problems have stymied the country’s efforts to take advantage of its new opportunities. The upcoming presidential election hopefully will result in an executive branch that can execute more coherent policies than has been the case in the past four years.

The United States and European countries that would like to see Ukraine more closely linked to the West will have to decide the best way to pursue engagement with Ukraine after Ukrainians choose their next president. It is possible, for example, that the new president will adopt a more modest pace to efforts to integrate into institutions such as NATO, while showing greater sensitivity to Russian concerns. In such a case, the United States and Ukraine’s supporters in Europe should maintain robust relations with Kyiv and press the country’s government to implement needed constitutional and economic reforms, while keeping doors open and working with Ukraine to integrate it into Europe and the Euro-Atlantic community at a pace that Kyiv will choose.

This volume brings together a distinguished group of scholars working on Eastern Europe and the former Soviet Union to examine in depth three waves of democratic change that took place in eleven different former Communist nations. Its essays draw important conclusions about the rise, development, and breakdown of both democracy and dictatorship in each country and together provide a rich comparative perspective on the post-Communist world. The first democratic wave to sweep this region encompasses the rapid rise of democratic regimes from 1989 to 1992 from the ashes of Communism and Communist states. The second wave arose with accession to the European Union (from 2004 to 2007) and the third, with the electoral defeat of dictators (1996 to 2005) in Croatia, Serbia, Georgia, and Ukraine. Although these three waves took place in different countries and involved different strategies, they nonetheless shared several overarching commonalities. International factors played a role in all three waves, as did citizens demanding political change. Further, each wave revealed not just victorious democrats but also highly resourceful authoritarians. The authors of each chapter in this volume examine both internal and external dimensions of both democratic success and failure.

As the Bush administration comes to a close, U.S.-Russian relations have fallen to their lowest level since the Soviet Union collapsed in 1991. Unresolved and problematic issues dominate the agenda, little confidence exists between Washington and Moscow, and the shrill tone of official rhetoric approaches that of the Cold War.

This state of affairs is a far cry from what Presidents George Bush and Vladimir Putin envisaged in 2002, when they defined a framework for a qualitatively different U.S.-Russian relationship. Both sides bear responsibility for the failure to realize that vision.

As President Barack Obama takes charge of the Oval Office, he confronts a wary and assertive Russia among the many foreign policy challenges in his inbox. Moscow desires to reclaim “great power” status, an ambition fueled over the past five years by hundreds of billions of dollars in energy revenues. Its desires are colored by a bitter perception that the West took advantage of Russian weakness in the 1990s and that Washington has failed to take serious account of Moscow’s interests. Building a more sustainable relationship with Russia will not prove easy.

Ukraine and Ukrainians will be tested over the course of 2009. The global financial and economic crisis already has provoked a deep recession and falling living standards. Kyiv will need to make a real effort to strike a balance between integration into Europe and the Euro-Atlantic community and maintaining stable relations with Russia. Doing so will not be easy, as Russia regards Ukraine’s pro-Western policy as inimical to Russian interests, and Ukraine’s politics are subject to influence from Moscow. In particular, Ukraine must address its energy security situation, where it remains vulnerable to Russian pressure.

Why do Western democracies respond militarily to complex humanitarian emergencies when and as they do?  Why do they send peacekeepers or combat forces to some conflicts and not others?  When they do so, how do they choose the political goals, military strategies, and military resources that they contribute to these operations?  I will explain what I mean by the term ‘complex humanitarian emergency,' and lay out the humanitarian implications of different kinds of military responses.  To illustrate, I will provide a few examples of complex emergencies and Western responses to them.  I will also offer some ideas about the factors that influence these policy decisions, and demonstrate their importance with a few comparative examples of Australian responses to complex humanitarian emergencies in its region.

Andrea Everett is a 2009-2010 CISAC visiting scholar. A Ph.D candidate in international relations at the Department of Politics at Princeton University, she is also a 2004 CISAC Undergraduate Honors Program graduate.  After graduating from Stanford but before arriving at Princeton, Andrea spent a year studying transatlantic relations in Berlin, Germany on a Fulbright scholarship.

Andrea's research interests include international security and comparative democratic foreign policy. She is especially interested in the role of domestic political influences on democratic states' foreign policy decisions in the security arena. Her dissertation, "Responding to Catastrophe: Explaining Democratic Responsiveness to Complex Emergencies," seeks to explain why Western democracies respond to complex humanitarian emergencies abroad when and as they do. She focuses on understanding when and how these states decide to use military force in pursuit of positive humanitarian outcomes, and investigates the roles of public pressure, characteristics of complex emergencies, military capabilities, and national interests in these decisions.

Kenneth Schultz is an associate professor of political science at Stanford University and an affiliated faculty member at CISAC. His research examines how domestic political factors such as elections, party competition, and public opinion influence decisions to use force in international disputes and efforts to negotiate the end of international rivalries.

He is the author of Democracy and Coercive Diplomacy (Cambridge, 2001), as well as a number of articles in scholarly journals. He is the recipient of several awards, including the 2003 Karl Deutsch Award, given by the International Studies Association to a scholar under the age of 40 who is judged to have made the most significant contribution to the study of international relations and peace research. Schultz received his BA in Russian and Soviet studies from Harvard University and his PhD in political science from Stanford University.

He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into six languages, most recently into Czech in 2008. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

Since joining the Stanford faculty in 1986 -- first as a professor of political science and later (in 1996) as a professor of history as well -- Holloway has served as chair and co-chair of the International Relations Program (1989-1991), and as associate dean in the School of Humanities and Sciences (1997-1998). Matthias Englert is a postdoctoral fellow at CISAC. Before joining CISAC in 2009, he was a researcher at the Interdisciplinary Research Group Science Technology and Security (IANUS) and a PhD student at the department of physics at Darmstadt University of Technology in Germany. 

His major research interests include nonproliferation, disarmament, arms control, nuclear postures and warheads, fissile material and production technologies, the civil use of nuclear power and its role in future energy scenarios and the possibility of nuclear terrorism.  His research during his stay at CISAC focuses primarily on the technology of gas centrifuges for uranium enrichment, the implications of their use for the nonproliferation regime, and on technical and political measures to manage proliferation risks.
