Gendengarjaa Baigalimaa joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2013-2014 acedemic year as the Asia Health Policy Program Fellow. She joins APARC from the Mongolian National Cancer Center, where she serves as a Gynecological Oncologist.
During her appointment as Health Policy Fellow, she will conduct a comparative study of how knowledge of cervical cancer risk factors has influenced behavior changes in Mongolia before and after the introduction of the National Cervical Cancer Program.
Baigalimaa is the Executive Director of Mongolian Society of Gynecological Oncologists and is also a member of the International Gynecological Cancer Society (IGCS) in Mongolia, Russia, and France.
Baigalimaa holds a MD from Minsk Belarussia Medical University. She also received a Masters in Health Science from Mongolian Medical University. She is fluent in both Russian and English.
John Sloan was appointed Canada’s ambassador to the Russian Federation, Armenia and Uzbekistan in August 2010.
From September 2006 until August 2010 he was Director General for Economic Policy in Canada’s Department of Foreign Affairs and International Trade. In this capacity he was responsible for the coordination and delivery of Canadian objectives in the G8, G20 and APEC Summits, the OECD, for development policy and institutions and for the Department’s economic capacity building. He was Canada’s Senior Official (SOM) to the APEC process and Canada’s representative to the OECD Executive Committee in Special Session (ECSS). He was also Chair of the G8 Accountability Working Group which produced the G8 Accountability Report for the 2010 Muskoka Summit.
From July 2000 until September 2006 John Sloan worked at the Financial Services Authority in London, UK, the UK financial services regulator, where he was Special Advisor/Manager, Global Team. He was particularly involved in the work of the Financial Stability Forum and the Joint Forum and chaired the Joint Forum working group which produced the High-level Principles for Business Continuity for regulators and market participants, which were formally published in September 2006.
He has served as Canada’s Finance Counsellor in Tokyo and London. Other foreign postings include Geneva, Beijing and a first assignment in Tokyo, including two years at the FSI Japanese language school. Ottawa assignments include Senior Departmental Assistant to the Minister of International Trade and a secondment to the Department of Finance where he coordinated Canada’s Paris Club strategy.
John Sloan has a BA from Stanford University in Chinese Studies, and M.Sc. from the London School of Economics in International Relations and an MBA from Business School Lausanne. In 2000 he taught a course on contemporary Canada at Keio University, Tokyo.
John Sloan is the author of The Surprising Wines of Switzerland, published by Bergli Books, Basel. He also co-editedLa nouvelle Europe de l'Est, du plan au marché, published by Editions Bruylant, Brussels. An article he co-authored, The Structure of International Market Regulation, appeared in Financial Markets and Exchanges Law, published by Oxford University Press in March 2007.

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.
Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.
Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.
Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

About the Topic: Analysis of environmental samples collected for nuclear forensics purposes typically involves determination of isotopic composition, which can sometimes (but not always) reveal information about nuclear events or processes that resulted in the anthropogenic radioactivity. This information is referred to as the “isotopic signature”. Sequential extractions have been used for many years to determine chemical forms of contaminants for environmental regulatory purposes and clean-up decisions, and they can reveal “chemical signatures” about the events or processes that resulted in contamination. Coupling sequential extractions with isotopic determinations in nuclear forensics analyses provides an opportunity to link isotopic and chemical signatures, which can improve confidence in identifying the relevant nuclear event or process. This approach shows promise, particularly when coupled with nuclear fuel cycle process knowledge. Examples involving contaminated nuclear sites in the US and Russia will be discussed.
About the Speaker: Sue B. Clark is the regents distinguished professor of chemistry with tenure at Washington State University. She also holds an appointment to the US Nuclear Waste Technical Review Board, appointed in 2011 by President Barack Obama. Her current research areas include the environmental chemistry of plutonium and other actinides, chemistry of radioactive waste systems, and actinide separations. She has over 100 peer-reviewed publications in these areas.
Her research support includes grants and contracts from the U.S. Department of Defense, the U.S. Department of Homeland Security, the U.S. Nuclear Regulatory Commission, and the U.S. Department of Energy's Office of Science and National Nuclear Security Administration. Prof. Clark is a fellow of the American Association for the Advancement of Science (AAAS), the American Chemical Society (ACS), and is the 2012 recipient of the ACS’s Olin-Garvan Medal. Prof. Clark is an editor for the journal Radiochimica Acta. Professor Clark holds a BS degree in Chemistry from Lander College (Greenwood, SC) and MS and PhD degrees in Chemistry from Florida State University (Tallahassee, FL).

The Obama administration says there is no doubt that Syrian President Bashar al-Assad was responsible for a recent chemical weapons attack near Damascus, which Syrian opposition forces and human rights groups allege killed hundreds of civilians.
Secretary of State John Kerry called the attack a “moral obscenity” and the White House has vowed to respond – though the question of how is still under debate.
The Syrian government denies using nerve agents on its own people and has allowed U.N. weapons inspectors into the country to investigate.
As the U.S. weighs its options and rallies its allies for a possible military strike, Stanford scholars examine the intelligence and discuss the implications of military action against Syria. Those scholars are:

Does a military strike on Damascus risk further inflaming terrorists operating in Syria who hate the United States?
Crenshaw: I doubt that an American military response to the Assad regime's use of chemical weapons will make al-Qaida and affiliates hate us any more than they already do. The effect on wider public opinion in the Arab and Muslim worlds is what we should be thinking about. As the U.N. noted in a recent report, al-Qaida has a strong presence in Syria and is attracting outside recruits. The Al Nusrah Front in Syria is affiliated with the Iraqi al-Qaida branch. And Hezbollah's involvement has only intensified sectarian violence.
The three-year civil war has claimed some 100,000 lives and forced an estimated 1.9 million Syrians to flee their country, according to the U.N. Why is it taking President Obama so long to take a more assertive policy in Syria?
Manuel: There are no great policy options in Syria. The administration said several times that “stability” in Syria — even if that means a continuing, limited civil war — is more important than a decisive victory over President Bashar al-Assad. The administration also believes that U.S. military intervention short of using ground troops is unlikely to lead to the creation of a new post-Assad regime that will be friendly to the United States. Finally, the Obama administration is understandably hesitant to side with the rebel groups, which — in part due to U.S. unwillingness to actively assist moderate Syrian elements for the past two years — have become increasingly radicalized. Al Qaida-allied extremists now make up a growing segment of the rebel movement and some groups are reportedly creating “safe havens” within Syria and Iraq.

Have past U.S. intelligence failures made Obama skittish about taking a tougher stance against Syria?
Zegart: Iraq's shadow looms large over Syria. The intelligence community got the crucial WMD estimate wrong before the Iraq war and they absolutely don't want to get it wrong now. People often don't realize just how rare it is to find a smoking gun in intelligence. Information is almost always incomplete, contradictory and murky. Intentions – among governments, rebel groups, individuals – are often not known to the participants themselves and everyone is trying to deceive someone.
What is the intelligence gathering that goes into making the determination that nerve agents were used?
Fingar: The first challenge for the U.S. government is to determine whether and what kind of chemical agents were used. Chain-of-custody issues must be addressed to ensure that samples obtained are what they are claimed to be, and once samples have been obtained, what they are can be established with reasonably high confidence using standard laboratory and pathology techniques.
If it is determined that specific chemical agents were used in a specific place and time, then the next step is to determine who used the agents. Analysts would then search previously collected information to discover what is known about the agents in question, which groups were operating in the area, and whether we might have information germane to the specific incident. Policymakers must be informed about any analytical disagreements if they’re to make informed decisions about what to do in response to the incident.
Pressure on decision-makers to “do something” about Syria may influence their decisions, but it should not influence the judgments of intelligence analysts. If they are suspected of cherry-picking the facts and skewing judgments to fit pre-determined outcomes – they are worse than useless.
How do we know the Syrian opposition did not use nerve gas in an effort to provoke military intervention and aid their efforts to topple Assad?
Henriksen: Tracing the precise origin of gas weapons is not an exact forensic science. It is conceivable that a rebel group staged a "black flag" operation of releasing a deadly gas to provoke a U.S. attack on the Assad regime. But in this case, both Israeli and Jordanian intelligence reports appear to confirm U.S. identification of Assad as the perpetrator of the chemical attacks.
If it's confirmed that Syria did use chemical weapons against it own people, is this a violation of the Geneva or Chemical Weapons Conventions?
Weiner: A chemical weapons attack of the kind that's been described in the media certainly violates the laws of war. Syria, as it happens, is one of only a few countries in the world that is not a party to the Chemical Weapons Convention. Nevertheless, the prohibition on the use of chemical weapons in warfare is a longstanding rule. It is reflected in both the 1907 Hague Convention regulating the conduct of war and the 1925 Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare. (Syria is a party to the 1925 Convention.) The use of a weapon like this also violates the prohibition in the 1977 Geneva Protocols and customary international law on indiscriminate attacks that are incapable of distinguishing between permissible military targets, on the one hand, and the prohibited targeting of civilians and civilian objects, on the other.
If Damascus has violated the conventions, are there non-military actions that can be taken?
Weiner: The illegal use of chemical weapons is a violation of a jus cogens norm, i.e., a duty owed to all states, which means states would have the right to respond to the breach. Such an attack would presumably be a basis for the unilateral imposition of sanctions or severance of relations with Syria. There's an open question under international law whether states not directly injured by Syria's actions could take "countermeasures" that would otherwise be illegal as a way of responding to Syria's illegal action. Under a traditional reading of international law, a violation like this does not give rise to the right by other states to use force against Syria absent an authorization under Chapter VII of the U.N. Charter by the Security Council.
Are there legal means for Washington to bypass the Security Council, knowing that Russia and China would veto any call to action against Syria?
Weiner: Under the U.N. Charter, a state may use force against another state without Security Council authorization only if it is the victim of an armed attack. Most commentators believe this has been expanded to include the right to use force against an imminent threat of attack. But under the prevailing reading of the U.N. Charter, a mere "threat" to U.S. national security would not provide a justification for the use of force.
But the Obama administration is arguing that Assad's actions pose a direct threat to U.S. national security?
Weiner: Some international lawyers – but not very many – argue that there is a right of humanitarian intervention under international law that would permit states to use force even without Security Council approval to stop widespread atrocities against its own population. But this remains a contested position, and most states, including the United States, have not to date embraced a legal right of humanitarian intervention.
What are some recent precedents in which the U.S. intervened militarily?
Weiner: The situation in Syria is not unlike the one faced in Kosovo in 1999, when a U.S.-led coalition did use force to stop atrocities that the Milosevic regime was committing against Kosovar Albanians. As part of its justification for the use of force, the United States cited the ongoing humanitarian crisis and the growing security threat to the region. What's interesting is that the U.S. was careful to characterize its use of force in Kosovo as "legitimate," rather than "legal." I am among those observers who think that choice of words was intentional, and that the U.S. during the Kosovo campaign advanced a moral and political justification for a use of force that it recognized was technically unlawful.
How does one know when diplomacy has reached a dead-end and military intervention remains the only course of action?
Henriksen: It has become nearly reflexive in U.S. diplomacy that force is the last resort after painstaking applications of diplomacy. The Obama administration followed that arc dutifully with appeals and hoped that U.N. envoys could persuade Assad to step aside. In retrospect, it seems that U.S. intervention soon after the outbreak of widespread violence in the spring of 2011 would have been a better course of action. Now, Russia, China and Iran have entrenched their support of Damascus. And, importantly, Hezbollah has joined the fight.
Now, with Washington's "red line" crossed by Syria's use of chemical arms, America almost has to strike or lose all credibility in the Middle East and beyond.
Should we be concerned about getting pulled into another long and costly war? Or is there a way to get in, make our point, and get out?
Henriksen: The worry about stepping on a slippery slope into another war in the Middle East is of genuine concern. Obama's intervention into Libya in early 2011 does provide a model for the use of limited American power. President Bill Clinton's handling of the 77-day air campaign during the Kosovo crisis in early 1999 provides an example of limited interventions. Both these interventions can be analyzed for their pluses and minuses to aid the White House in striking a balance. But no two conflicts are ever exactly the same.
What is the endgame here?
Henriksen: American interest in the Syrian imbroglio are to check Iran, the most threatening power in the Middle East, and to curtail the conditions lending themselves to spawning further jihadists who will prey on Americans and their allies. At this juncture, it appears that the fragmentation of Syria will become permanent. It's fracturing like that of Yugoslavia in the 1990s and will result in several small states. One or more of these mini-states might possibly align with the United States; others could become Sunni countries with Salafist governments, and the rump state of Assad will stay tight with Iran. The fighting could subside, leaving a cold peace or the tiny countries could continue to destabilize the region. Any efforts that undercut al-Qaida franchises or aspirants are in American interests.

This year marks the 60th anniversary of the Korean Armistice Agreement but the situation on the Korean peninsula remains tense and uncertain. Eight months after stepping down as the Republic of Korea’s Minister of Foreign Affairs and Trade, Kim Sung-Hwan will address the difficult challenges to achieving sustainable peace on the Korean Peninsula.
Minister Kim will examine North Korea’s policies toward South Korea and the United States in light of major developments on the Korean Peninsula since the end of the Korean War in 1953. He will also address international efforts to stop North Korea’s development of nuclear weapons. He will share his insights into the current situation in North Korea, including the differences in North Korea’s policies and behavior since Kim Jong Un succeeded his late father Kim Jong Il two years ago as the supreme leader. Minister Kim will conclude by offering his policy recommendations for dealing with the North Korea of today.
Minister Kim completed thirty-six years as a career diplomat in the Republic of Korea’s foreign service in March of this year. His final two positions in government were as Senior Secretary to the President for Foreign Affairs and National Security (2008 to 2010) and as Minister of Foreign Affairs and Trade (2010-2013). Earlier assignments in the ministry headquarters included vice minister (2010) and deputy minister for planning and Management (2005). From 2001 to 2002, he served as director-general of the North American Affairs Bureau, in charge of the Republic of Korea’s relations with the United States. Overseas, Minister Kim’s postings included service in the United States, Russia and India. He was Ambassador to the Republic of Austria and Permanent Representative to the International Organizations in Vienna (2006-2008) and Ambassador to the Republic of Uzbekistan (2002-2004). In July 2012, UN Secretary General Ban Ki-Moon appointed Minister Kim as a member of the High Level Panel on the Post-2015 Development Agenda. Minister Kim graduated from Seoul National University and studied at the School of Slavonic and East European Studies, University of London. Currently, Minister Kim is Chair of the Institute for Global Social Responsibility and Distinguished Visiting Professor at the Graduate School of International Studies at Seoul National University.

As the political climate becomes increasingly more repressive in Russia, civil society organizations have come under threat by the government.
A new law requires advocacy oriented non-governmental organizations (NGOs) receiving foreign funding to register as foreign agents, jeopardizing their financial lifeline and reputation. In addition, nation-wide inspections have threatened to suspend activities of organizations advancing and defending democratic practices.
Sevortian has an esteemed career as a journalist and human rights defender. In 2010, Sevortian became the director of the Human Rights Watch office in Moscow. Previously, she was a visiting scholar at Cambridge University and the Woodrow Wilson International Center for Scholars. At present, she is participating in a mid-career course at Harvard's Kennedy School.Anna Sevortian, a 2006 Draper Hills Summer Fellows alumna, comments on the unfolding situation in Russia - reminiscent of Soviet times - and the tough trade-offs Russian NGOs must make to secure their survival in this climate of intimidation. However, Sevortian remains hopeful that the fight for human rights will continue despite these adverse circumstances.
Can you describe the current political climate in Russia?
It is a sad thing to say, but the current political climate in Russia quickly grows more regressive and repressive. Human Rights Watch's 2013 annual report describes it as probably the worst crackdown on fundamental freedoms in the country’s post-Soviet history.
This environment has an immediate toll on the society’s collective thinking and ability to act. For example, the anti-Lesbian Gay Bisexual Transgender (LBST) legislation that bans so-called “LGBT propaganda” literally returns Russia back to the times when homosexuality was a criminal offence.
What is the new foreign agent law?
This bill introduced a requirement for NGOs that receive foreign funding and are involved in any sort of “political activity” (advocacy is the closest English word for the definition given in the law) to formally register as “foreign agents.” For a native speaker of Russian a “foreign agent” means a foreign spy.
The law was passed in July 2012 and this spring there has been a nation-wide campaign of inspections of NGOs, sometimes run in a clearly intimidating manner.
Currently over 60 groups received and are trying to appeal warnings or orders to register. Many of these groups are prominent voices of Russian civil society. According to the law, those who fail to register within six months may be suspended without a court order.
The introduction of the “foreign agent” law brings back the heavily loaded and hateful rhetoric of the 20th century. This is detrimental to the freedom of thought in Russia.
What is the impact of the “foreign agent” law on NGO activity in Russia?
Since Vladimir Putin’s third presidential term started in May 2012, the authorities acquired broad and often abusive powers to restrict freedom of assembly and association. The new NGO law is only one of the tools used for that purpose.
In addition, Russia’s treason definition was amended and now allows penalization for international human rights advocacy. NGOs are being marginalized and demonized as foreign spies. As we speak, advocacy groups in Russia need to make a tough choice - whether to comply with largely illegitimate laws to survive or, perhaps, see their own demise in the near future. This is possible both due to political or purely financial reasons.
Can you describe your experience leading the Human Rights Watch office in Russia?
Trained as a journalist, I worked for rights organizations for almost all of my life. However, Human Rights Watch was certainly something new - being part of a dynamic, global and highly professional team. As director of the Russia office, I spent a lot of time travelling and conducting advocacy on human rights issues in Russia and Belarus, talking to journalists and doing research. Ensuring the well-being of the Human Rights Watch office in Moscow became all the more significant as the new wave of crackdown on civil society started last summer.
What were some of the issue areas you worked on at Human Rights Watch?
Our priority themes are very much those “on the frontline” and include: Russian civil society, the situation in the North Caucasus, implementation of the European Court of Human Rights’ judgments, migrant workers and more recently – the 2014 Sochi Olympics.
During my time at Human Rights Watch we started research on palliative care and access to morphine for terminally ill cancer patients. Social and economic rights are typically less visible in the Human Rights Watch Russia portfolio and we were glad to take this one on board. In Russia approximately 300,000 cancer and HIV/AIDS patients die every year and only one-fifth of them receive access to adequate pain treatment.
How has Human Rights Watch been impacted by the foreign agent law, if at all?
Human Right Watch’s status in Russia is a representative office of an international NGO. The “foreign agent” law has primarily targeted Russian NGOs. However, for all NGOs - including representative offices - this law stipulates tougher reporting requirements and institutional as well as individual legal and criminal penalties for non-compliance.
Under this new legislation, Human Rights Watch as well as many NGOs were visited by governmental inspectors this spring. Most importantly, the law has affected many of our local counterparts – so the environment we all operate is a very different from one before 2012.
How can the international community intervene - if at all -to help support the efforts of civil society in Russia?
The international community should watch and be vocal about the human rights situation in Russia, especially in the light of the upcoming 2014 Sochi Olympics. It is essential that issues around Russian civil society are raised at every bilateral and multilateral talk with the Russian Federation. Of course, international solidarity actions are crucial for moral support. These days all you need to show solidarity is to go online.
What does all of this mean for the future of human rights in Russia?
It has been a very challenging time for human rights in Russia, a difficult time. However, the human rights groups survived and actually even managed to develop in the Soviet era. Human rights is about strong principles so I believe this work will not discontinue at any given time. Indeed, the scale of it can be diminished. But change in Russia can also happen very quickly.

America may have legitimate competitive reasons to worry about the number of computer science and engineering graduates from elite Chinese and Indian universities – the figure dwarfs that of U.S. students with similar degrees.
But a new book by Stanford researchers and others says that the concern that these countries will develop their own centers of high-tech production and innovation and draw research, development and scholarship away from American shores is still premature.
The research, a multidisciplinary look at the growth of higher education in the world's four largest developing economies – Brazil, Russia, India and China (known collectively as the BRICs) – analyzes the quality of institutions, the quantity of people getting degrees and equal access to education.
"In the past 20 years, university systems in these big countries have just exploded," said Martin Carnoy, a Stanford professor of education and one of the authors. Carnoy is also an affilate of the Center on Democracy, Development, and the Rule of Law at the Freeman Spogli Institute for International Studies.
"So the questions are why did it happen and what are the implications? And specifically, what are the implications for the U.S. if the market is flooded with new scientists and engineers? Are we going to be overwhelmed? What happens to their societies if all the energy is focused on elite institutions," Carnoy said.
The researchers approached their questions with the belief that societies, and governments, can be judged by the way they invest in and organize their public higher education systems.
For example, how well these countries create a labor force that is competitive in the information age depends on the quality of higher education. Whether people have equal chances to succeed relies on having colleges that are accessible to even the poorest students. And how effectively a country expands its university system may determine how successful it is at growing a robust economy and competing with the United States and Europe, the scholars argue.
"If you have economic growth and provide educational opportunities, you're perceived as a legitimate, successful government," Carnoy said. "So our theory was, if you can pull this off, if you can successfully expand your university systems, you are likely a pretty efficient government."
BRIC undergraduate education increased from about 19 million students in 2000 to more than 40 million students in 2010. The largest increase was in China, which went from less than 3 million to almost 12 million bachelor's degree students during that period, the study says.
Financing elite schools
The study found that BRIC countries are pouring money into their elite colleges in an effort to create world-class institutions and have their graduates compete with the United States and Europe.
Researchers say the elite colleges are much better for the focused investment, and the engineers and computer scientists are graduating with similar competency and training as those from developed countries.
But the mass institutions are receiving fewer resources, the study says, and that's where most of the students go. In 2009, 2.1 million of the 2.5 million total bachelor's graduates in China matriculated from mass institutions, not elite ones. In India, it was 2.2 million of 2.3 million.
Students read college application forms for admission to undergraduate courses at Delhi University in New Delhi, India. Delhi University has over 300,000 students and is one of the largest universities in the world.
This widening funding gap between top schools and mass institutions has broad implications, the scholars argue. The gap has the potential to slow economic growth domestically, deepen income inequality and create less social mobility.
Students who go to the mass institutions aren't getting high quality, competitive educational experiences, the study says, and many of the students also get stuck with big bills as funding assistance is directed toward the elite universities.
"What happens, then, is they are doing a good job of educating students at the elite levels, but they are not doing a good job of educating students at the non-elite levels who are also fundamental for the economy," said Prashant Loyalka, a research fellow at FSI and one of the study's authors.
In absolute terms, the sheer numbers of students graduating from elite institutions in computer science and engineering majors in these countries is also high. In China, for example, the total number of computer science and engineering graduates from elite universities is more than the total number of such graduates from the United States.
But sustaining and building innovation hubs requires more than the elite, the researchers said. The engine of these new economies is the rest of the population – those that attend mass institutions.
"In the United States, we have relied on competent second-tier engineers. They are the guts of our system. We need good students in all fields in these second-tier universities because the top-tier universities just don't produce that many graduates. They simply don't," Carnoy said.
He warned that this redistribution of funds away from second-tier institutions is a concern in the United States as well. "To an extent the BRICs have to do it, because they don't have enough resources to go around. But do we have to do it? The answer is probably no. It certainly should be no," Carnoy said.
The research is one of the first empirical and comparative looks at the higher education systems across these countries, and relied on in-country interviews, surveys, data analysis and classroom observation.
Report card
Overall, the researchers found that significant challenges remain as these countries march toward creating universities that can rank alongside those in the United States and Europe.
China, the scholars said, is doing pretty well, but Russia and Brazil are question marks.
"Russia has provided the vast majority of its people with a high level of education, but it has lagged in terms of putting money into research," Loyalka said. "Brazil has a high-level of graduate education and research at its top-tier public institutions, and these institutions are receiving a lot of support. However, the vast majority of students attend private institutions, which are, on average, of dubious quality."
India, Loyalka noted, was surprising. Despite its very good technical universities, he said, "you have a small proportion of Indians going to those, and the mass institutions are of really poor quality."
"The higher education system in India does not appear to be well organized," Loyalka said.
Among other recommendations, the researchers said India should increase its graduate education and, along with Russia, increase spending on research.
The project began in 2007 as an interdisciplinary venture supported by FSI, and incorporated scholars in economics and international comparative education at Stanford Graduate School of Education, FSI and universities in Moscow and Beijing.
Several articles focusing on different aspects of the review also have been published over the past year. The most recent, which appears in the July/August issue of the journal Change, highlights the research on quality and quantity of graduates in engineering and computer science from the four countries.
Besides Carnoy and Loyalka, the scholars involved in the project include Maria Dobryakova, a research associate and the director for portals at the Center for Monitoring Quality Education at the Higher School of Economics in Moscow; Rafiq Dossani, a senior economist at RAND Corp. and former senior research scholar at Stanford's Shorenstein Asia-Pacific Research Center at the Freeman Spogli Institute; Isak Froumin, a mathematician and director of the Institute for Educational Studies at the National Research University Higher School of Economics in Moscow; Katherine Kuhns, who received her PhD in the International and Comparative Education Program at Stanford Graduate School of Education; Jandhyala B. G. Tilak, a professor at the National University of Educational Planning and Administration in New Delhi, India; and Rong Wang, director and professor of the China Institute for Educational Finance Research at Peking University.

More than 450 nuclear tests were carried out by the Soviet Union in the isolated steppes of eastern Kazakhstan from 1949 to 1989. When the Soviet Union collapsed, the Russians pulled out and left the Kazakhs to their own devices – literally. Enough fissile material for a dozen or more nuclear weapons was left behind in mountain tunnels and bore holes, virtually unguarded and vulnerable to scavengers, rogue states or potential terrorists.
In a remarkable, yet closely held feat of collaboration between the United States, Russia and Kazakhstan, engineers and nuclear scientists from the three countries spent 15 years and $150 million to secure many of the tunnels and test areas at the sprawling Semipalatinsk Test Site. Siegfried S. Hecker, a senior fellow at Stanford's Center for International Security and Cooperation and professor (research) in the Department of Management Science and Engineering, launched the project while director of the Los Alamos National Laboratory. He used his personal ties with Russian scientists to prod them into working with the Americans and Kazakhs after a visit to the test site in 1998 left him stunned by the lack of security and the presence of scavengers.
It was one of the greatest nuclear nonproliferation stories never told, until the White House and Pentagon revealed some details in 2012, which David Hoffman and Eben Harrell of Harvard’s Belfer Center made public over the weekend in an in-depth report: Plutonium Mountain. In October 2012, officials from Kazakhstan, Russia and the United States dedicated a monument that simply reads: The world has become safer.
Hecker – who teaches the popular Stanford class, “Technology and National Security” with former Secretary of Defense William J. Perry – answers questions about the extraordinary Semipalatinsk mission. He also talks about next steps to secure the site.
Q: Why were you concerned about plutonium or highly enriched uranium scattered around the former Soviet test site? Did you see it as more than just an environmental and health problem?
Hecker: The atmospheric nuclear explosions resulted in environmental contamination because everything is vaporized in such an explosion. However, I was familiar with additional experiments we Americans performed at our Nevada Test Site and, in fact, some in bore holes at Los Alamos which left these materials much more intact and easily attainable, thus presenting proliferation or terrorism concerns.
Q: Why did you suspect the Soviets of conducting similar tests?
Hecker: We knew the Soviets had at least as robust a nuclear test and experimentation program as we had. If Nevada became an independent country tomorrow, the way the Soviet site now belongs to Kazakhstan, I would be very concerned. Besides, we had kept a close eye on what was going on at Semipalatinsk during the Cold War. It turned out that we had good reason to be concerned.
Q: You were director of the Los Alamos National Laboratory. Why did you get personally involved in this project?
Hecker: The great thing about being at Los Alamos was that you have so many bright people around you who kept track of everything going on in the security world. It was our scientists who had been tracking the Soviets for decades who brought these issues to my attention. These problems involved more than science; they involved politics and diplomacy, and with those they needed help. They also needed someone who understood the problem and could get action in Washington.
Q: Was this the first time you got involved with the Russian nuclear complex?
Hecker: No, on Aug. 17, 1988, 25 years ago, I was sitting in the Nevada Test Site control room for the detonation of one of our nuclear devices. What was remarkable is that across from me was Viktor Mikhailov, leader of a Soviet scientific delegation and later minister of atomic energy. We were conducting an experiment to verify that the other side could adequately monitor the size of nuclear explosions. It was part of the Reagan-Gorbachev set of initiatives to end the Cold War and grew out of technical discussions on the sideline of meetings to negotiate verification measures for the Threshold Test Ban Treaty.
Q: How did this experience play a role in the Semipalatinsk project?
Hecker: We worked together with the Russian nuclear weapons scientists for the first time in Nevada and in a reciprocal nuclear test at Semipalatinsk on Sept. 14, 1988. These events began the essential process of building the personal trust necessary to work side by side to tackle problems like those at Semipalatinsk.
Q: You visited the Russian nuclear weapons labs in early 1992, right after the dissolution of the Soviet Union. Did they tell you about the problems at Semipalatinsk then?
Hecker: No. They had fond memories of the nuclear testing days at Semipalatinsk. They thought it was tragic that Russia lost such an important asset to the now-independent country of Kazakhstan. They believed the real estate and its problems now belonged to Kazakhstan. The Russian government did not want to be stuck with a bill to clean up the test site and believed the highly publicized environmental issues were greatly overblown.
Q: But surely they must have known that there was a proliferation risk with all the plutonium and highly enriched uranium that was left behind from their tests?
Hecker: In the 1990s, the Russian nuclear weapons labs had bigger problems. They were worried about survival and how to pay their people. One has to put the Semipalatinsk issue in perspective. During one of my many visits to the Russian labs the scientists told me that they had not been paid for nearly six months. They also did not think that someone would look for nuclear materials in such a desolate place.
Q: How did you confirm your suspicions that the problems at Semipalatinsk were more than an environmental problem?
Hecker: We got some discomforting reports from Kazakh scientists that prompted us to investigate this issue further.
Q: How did you get involved with them?
Hecker: The U.S. government began a project in the early 1990s with the Kazakhs to close the testing tunnels and eliminate the nuclear testing infrastructure at Semipalatinsk under the Nunn-Lugar Cooperative Threat Reduction program. That was the first major U.S.-Kazakh effort. We also involved the Kazakhs in an extension of programs we developed with the Russians on nuclear materials security. That brought Los Alamos and other Department of Energy laboratory scientists to the nuclear reactor on the Caspian Sea; to one in Almaty, Kazakhstan’s capital at that time; and to research reactors at the test site.
Q: Did Kazakh scientists who visited Los Alamos and confirm your worst fears?
Hecker: As part of the Nunn-Lugar program, the U.S. established what was called an International Science and Technology Center program with the Kazakhs to help scientists make the post-Cold War transition to civilian work. That program brought Kazakh scientists to work with my colleagues at Los Alamos. It was a January 1998 visit by Kairat Kadyrzhanov, director of the Kazakh Institute of Nuclear Physics, which confirmed my fears. He told me not only about finding radioactive hot spots on the test site, but also about not being able to control the metal scavengers digging up copper cables to sell. And he invited me to Semipalatinsk.
Q. What did you find during your April 1998 visit to Semipalatinsk?
Hecker: I was alarmed to find unmanned guard posts and virtually no security at the site. My Los Alamos colleagues and I became convinced that Semipalatinsk was not only a serious proliferation problem, but also an urgent one. The copper cable thieves were not nomads on camelback, but instead they employed industrial excavation machinery and left kilometers of deep trenches digging out everything they could sell. We were concerned that some of that copper cabling could lead to plutonium residues.

Q: How did you convince Washington and Moscow that we had a problem that needed to be addressed on a trilateral basis?
Hecker: Washington was easy. We briefed then-DOE Assistant Secretary Rose Gottemoeller and Under Secretary Ernie Moniz. They were very supportive of our efforts. We also had a great advocate for our effort in Andy Weber in the Office of the Secretary of Defense. Moscow was more difficult. The Ministry of Atomic Energy was reluctant to get involved.
Q: What persuaded them to take action?
Hecker: I traveled to Sarov, the Russian Los Alamos, and showed director Rady Ilkaev the photos I had taken at Semipalatinsk. I asked if he was sure that they didn’t leave anything of concern behind. He talked to Ministry of Atomic Energy officials that night and sent the scientists who conducted some of the most important experiments at the site to see me the next morning. The Russian scientists knew this was important and they convinced Moscow that we should work together to mitigate the risks at the test site.
Q: Why did you need the Russians if you had good relations with the Kazakh nuclear establishment and the test site was now under their jurisdiction?
Hecker: Semipalatinsk is huge, almost the size of New Jersey and five times as big as the Nevada Test Site, so we wouldn’t know all the places to look. It would be like looking for a needle in a haystack. Besides, we would have little idea of how dangerous it was to dig around without knowing what we should expect to find. Only the Russians knew where to look and what to look for.
Q: Did the Russians scientist cooperate?
Hecker: The Russian scientists were terrific. Without their cooperation, none of this could have been done. Director Ilkaev cleared the way with Moscow. The two key scientists from Sarov, Dr. Yuri M. Styazhkin and Dr. Viktor S. Stepanyuk, felt it was their moral duty to help solve the problems they left behind. They spent the better part of the next 15 years working on this problem. Unfortunately, Dr. Styazhkin passed away and was not able to celebrate with us when we had a small gathering of scientists at the site last September, just before the official unveiling of the monument in October.
Q: What about the American side?
Hecker: The key technical person was my Los Alamos colleague, Dr. Philip Hemberger. He took over the daily scientific leadership and provided the trusted interface with the Russian scientists. He also spent a better part of the next decade, and his career, working on this problem. The Defense Threat Reduction Agency (DTRA) managed the project with oversight from Andy Weber in the Pentagon.
Q. What was physically done to secure the sites?
Hecker: One site required an enormous sarcophagus, at another huge metal vessels were filled with concrete and special materials, and some of the tunnels were filled with concrete. The entire region in question at the test site was equipped with video cameras, seismic sensors and drones feeding information back to a sophisticated control room.
Q: Why did the operation take so long?
Hecker: The test site is huge. The Soviets conducted nuclear tests and other experiments there for 40 years. It involved their two weapons laboratories and multiple defense agencies. They were in a hurry, especially in the early years, and likely did not keep complete records. And, some of the key people were no longer alive. There were three countries involved and a lot of bureaucracy and diplomatic tussles, but the personal trust between the scientists helped to overcome the logjams.
Q: Was the length of time not related to lack of cooperation from the Russian side since they were reluctant to get involved in the first place?
Hecker: Yes, there was reluctance, but some of it was quite justified. For example, they were concerned that if we start digging around in some of the suspected areas, but then pull out U.S. support, we would leave the area more dangerous than it was before because now we had shown the scavengers where to look. They wanted to move step by step – identify an area, take samples and analyze the risk, then remediate if necessary. Trust was built along the way and they continued to roll out one problem area after another.
The trust and personal relationships developed among the scientists in all three countries were crucial."
Q: Who paid for all of this?
Hecker: The Americans paid the entire bill. The project was managed by professionals from DTRA supported by Nunn-Lugar funds appropriated by the U.S. Congress.
Q: But why only American money?
Hecker: The Russians were in no position to pay at the beginning of the project, as 1998 was a year of financial meltdown for the Russian economy. If we waited for them to pay, the copper cable thieves may have beat us to the nuclear materials. Likewise, the Kazakhs did not have the financial means and they believed they were not responsible for creating the problem. On the other hand, the U.S. initiated the Nunn-Lugar program to reduce the nuclear risks we face from the proliferation of nuclear weapons or materials resulting from the disintegration of the Soviet Union. Washington, spanning three presidential administrations, was prepared and willing to pay. It was money well spent.

Q: Is the problem fully resolved now?
Hecker: No, it likely will never be. As the Russian scientist, Viktor Stepanyuk, wrote in one of his papers about the mission: “The `definitive reduction’ of proliferation risks … on the territory of the former STS (Semipalatinsk Test Site) can be realized only though comprehensive set of activities comprising physical protection, security, information and legal protection.” I believe it will require the attention of all three countries for a long time to come. During my visit to Semipalatinsk last September and in subsequent discussions, we agreed to hold a trilateral technical workshop early next year on the long-term future of Semipalatinsk.
Q: What were the secrets to success behind the Semipalatinsk Project?
Hecker: The Semipalatinsk project serves as a remarkable example of how scientists can work together and how their efforts should be reinforced by governments to address serious proliferation problems. The trust and personal relationships developed among the scientists in all three countries were crucial. American Nunn-Lugar funds were crucial and the effective project management by DTRA was essential as the project expanded.
Q: Do you see cooperation with the Russians as particularly important?
Hecker: Yes. The U.S. and Russia have special responsibilities to lead the world’s efforts in nuclear safety and security. They own the bulk of the world’s nuclear weapons, nuclear materials and nuclear facilities. The others pale in comparison. Semipalatinsk was only one example of how Russian and U.S. scientists cooperated to make the world safer. Russian and American scientists believe strongly that we have much more work to do. But the strained relations between Moscow and Washington are impeding our efforts. I hope the Semipalatinsk story reminds them that nuclear cooperation is in the interests of both sides.
Q: Finally, with success at Semipalatinsk, what keeps you awake at night now?
Hecker: Most certainly, the nuclear hotspots around the world, namely, North Korea; Iran and Israel in the Middle East; and Pakistan and India in South Asia. Of equal concern, however, is getting all countries to take nuclear safety and security seriously. They require constant vigilance – one is never done. There are no simple technical fixes. International cooperation at all levels is required to ensure that world-class nuclear safety and security is practiced at all nuclear sites around the globe
