Every year, leaders in politics, industry, and business gather in Germany for the annual Munich Security Conference. Established in 1963 with the goal of building peace through dialogue, the conference is one the world’s premier forums for discussing global security challenges.

At the 2025 conference, the ongoing war in Ukraine, now entering its fourth year, was at the top of the agenda.

FSI Director and former U.S. Ambassador to Russia Michael McFaul was in attendance, while Steven Pifer, a former U.S. Ambassador to Ukraine and FSI affiliated scholar, followed the proceedings closely. As the event came to a close, they reflected on the potential negotiations over the Russia-Ukraine conflict and the changing global security landscape.


Prioritizing Ukraine’s Security Needs


In any proposed resolution to Russia’s invasion, Ambassadors Pifer and McFaul agree that Ukraine’s security needs must be front and center. Writing in The Hill, Pifer outlines the high stakes of the negotiations:

“The less territory Ukraine must give up and the stronger the security guarantees it receives, the greater the prospects the agreement will prove durable — and that U.S. mediation would be seen as a victory for Trump’s diplomacy. He might even win the Nobel Peace Prize he covets.”

Pifer continues:

“On the other hand, a U.S.-brokered settlement that requires Kyiv to cede a great deal of territory with only weak guarantees would leave Ukraine vulnerable to future Russia attack. Few would regard that outcome as a triumph of American diplomacy.”

Ambassador McFaul also views robust security guarantees for Ukraine as a foundational piece of a successful peace deal. In an article for Foreign Affairs, he used a recent history lesson as evidence against conceding too much while offering too little.

“The lessons from U.S. negotiations with the Taliban during Trump’s first term should inform the president-elect’s thinking about dealing with Putin. The Taliban and the Trump administration negotiated a deal that was highly favorable to the militant group but that the Biden administration nevertheless honored. Its terms included a cease-fire, a timeline for the departure of American forces, and the promise of a future political settlement between the Afghan government and the Taliban. The Taliban, however, did not commit to the agreement; instead, they used that peace plan as a way-station on their path to total victory. Appeasement of the Taliban did not create peace. Appeasement of Putin won’t either. Instead of just giving Putin everything he wants—hardly an example of the president-elect’s much-vaunted prowess in dealmaking—Trump should devise a more sophisticated plan, encouraging Ukraine to nominally relinquish some territory to Russia in exchange for the security that would come with joining NATO. Only such a compromise will produce a permanent peace.”

Comments by U.S. officials at the Munich Security Conference and in the days since has left McFaul deeply concerned about Ukraine's influence on the negotiations. Speaking on WBUR’s Here and Now program, he said:

"Zelenskyy is in the fight of his life right now. He is trying to preserve Ukrainian sovereignty, and he's willing to negotiate. But he is very worried he's going to be sold out by the Americans."

Negotiating with Russia


While Ukraine may be feeling sidelined, the groundwork for peace talks with Russia is already being laid in Riyadh, Saudi Arabia.

As former diplomats, McFaul and Pifer both have direct experience negotiating with the Russian Federation, and both agree that the Kremlin is an extremely shrewd and difficult negotiating partner that requires careful, strategic handling.

As the U.S. delegation continues to meet with their Russian counterparts, McFaul offered his advice on the basics of successful diplomacy via X.

In a post-Munich article for The National Interest, Pifer expands on that basic diplomatic framework with specific suggestions for the U.S. team:

  • If Washington seeks to play an honest broker, senior American officials should not concede points to the Kremlin at the outset.
     
  • Dismissive treatment of European allies on issues directly affecting their security will hardly increase prospects that they will assist U.S. efforts.
     
  • Trump’s first call on ending the war should have gone to Ukrainian President Volodymyr Zelensky, not Vladimir Putin, and the second set of calls should have gone to senior European leaders. Eagerness to engage with the Kremlin weakens their hand with their Russian counterparts. 
     
  • Steps to build leverage with Russia by asking Congress to approve new military assistance for Ukraine, working with the G7 to transfer frozen Central Russian Bank assets to a fund for Ukraine, and tightening sanctions on Russia should be taken before engaging directly with Russia.

     

Assessing America on the Global Stage


Both Pifer and McFaul share concerns about how negotiations for the end to the war might impact the standing of the United States as a global leader.

Reacting to Vice President’s J.D. Vance’s keynote address at the Munich Security Conference, McFaul was unconvinced that the administration has accurately assessed the threats to America’s national security.

“For someone to come to Europe and say the biggest threat is censorship and a lack of democracy is just analytically incorrect. The data does not support that hypothesis. The greatest threat to Europe is Russia.” 

Ambassador Pifer echoed similar concerns about the United States’ national security priorities. In a discussion with Ian Masters on the Background Briefing podcast, he said:

“Over the past ten years, Putin has made Russia a major adversary to the United States. And it’s not just about the war in Ukraine; they’re moving across the board to try and challenge American interests. They want to weaken and diminish American influence and power.”

If left unchecked, Pifer warns that a sloppy performance negotiating in Ukraine could have far-reaching consequences for American national security.

“Vladimir Putin wants to have a U.S.-Russia negotiation to divide up spheres of influence in Europe. It would be a horrible mistake for the United States to fall into that trap.”

Taking a broad view of current trends in international security and the ripples flowing from the Munich conference, McFaul cautions against an over-reliance on coercive power, or the ability to influence nations to act vis-à-vis the threat of pain or disruption.

Coercive power, McFaul explains on Substack, tends to produce zero-sum outcomes—the powerful get more, and the weak get less.

In contrast, says McFaul, cooperative power typically produces win-win outcomes.

“Like market transactions in which the buyer and seller both benefit from the exchange, everyone is better off from international cooperation, both the weak and the strong.”

Looking to the coming weeks and months of potential negotiations and what it may signal about American leadership more broadly, McFaul urges policymakers to revisit the long-term, tried and tested benefits of cooperation, outreach, and allyship.

“It’s not too late to rethink this singular focus on coercive foreign policy tactics. The United States is not a monarchy or a country run by gangsters. Hopefully, our democratic institutions and norms will allow the American people to engage in a substantive discussion on the wisdom of only relying on coercive power for our security and prosperity.”

There is a widespread perception that China’s digital censorship distances its people from the global internet, and the Chinese Communist Party, through state-controlled media, is the main gatekeeper of information about foreign affairs. Our analysis of narratives about the Russo-Ukrainian War circulating on the Chinese social media platform Weibo challenges this view. Comparing narratives on Weibo with 8.26 million unique news articles from 2,500 of some of the most trafficked websites in China, Russia, Ukraine, and the United States (totaling 10,000 sites), we find that Russian news websites published more articles matching narratives found on Weibo than news websites from China, Ukraine, or the United States. Similarly, a plurality of Weibo narratives were most associated with narratives found on Russian news websites while less than ten percent were most associated with narratives from Chinese news sites. Narratives later appearing on Weibo were more likely to first appear on Russian rather than Chinese, Ukrainian, or US news websites, and Russian websites were highly influential for narratives appearing on Weibo. Altogether, these results show that Chinese state media was not the main gatekeeper of information about Russia’s invasion of Ukraine for Weibo users.

Alice Siu, the Associate Director of CDDRL’s Deliberative Democracy Lab (DDL), presented her work at a CDDRL research seminar on the effect of deliberation on how people think about political issues, particularly in the current polarized context.

DDL and its partners organized discussions on contentious issues, ranging from climate change to institutional democratic reforms, among hundreds of participants from wide-ranging demographic and political backgrounds. For a total of 12 hours, participants discussed topics through an AI-assisted deliberation platform. They were polled before and after deliberation and compared to a control group who did not engage in the discussions. 

The results showed a consistent and significant opinion change among participants following deliberation, with movement towards consensus across party affiliations. Satisfaction with democracy dramatically improved, especially among Republicans, who shifted from 18.9% to 50.1% satisfaction. Evidence showed an increase in participants’ trust and empathy toward individuals with opposing opinions.

The effects of these conversations persisted after the intervention. Three months after deliberation, participants continued to feel more positively about those they disagreed with. Results show that 41.7% agreed that those with opposing viewpoints “have good reasons; there are just better ones on the other side,” compared to 31% before deliberation and 33% immediately after. These long-term effects manifested in the participants’ political participation as well. One year after a climate-focused deliberation, participation in discussions was correlated with stronger support for a Democratic-controlled congress before the 2022 midterm elections.

These results demonstrate that democracy can be strengthened through deliberation. However, for a substantial, long-lasting impact, deliberation must be scaled significantly. To do so, technology must be leveraged. For example, using an AI instead of a human moderator may improve affordable access to deliberation platforms. Furthermore, deliberation should occur in educational settings from the middle school to the graduate level. Investing in youth’s communication skills and civic engagement affords them tools to uphold our democracy for generations. Challenging but empathic conversations with those from differing viewpoints must be encouraged. While this research offers reasons for optimism, a more scalable model must be developed to ensure large-scale participation in robust discourse; at DDL, Siu is leading this effort to bring deliberation to entire societies through the AI-assisted Stanford Online Deliberation Platform.

This "Meet Our Researchers" series showcases the incredible scholars at Stanford’s Center on Democracy, Development and the Rule of Law (CDDRL). Through engaging interviews conducted by our undergraduate research assistants, we explore the journeys, passions, and insights of CDDRL’s faculty and researchers.

Dr. Didi Kuo is a Center Fellow at Stanford's Freeman Spogli Institute for International Studies (FSI), manager of the Program on American Democracy in Comparative Perspective at the Center on Democracy, Development and the Rule of Law (CDDRL), and co-director of CDDRL's Fisher Family Honors Program. Her research focuses on democratization, political reform, corruption, and the evolution of political parties. She is the author of Clientelism, Capitalism, and Democracy (Cambridge University Press, 2018) and the forthcoming The Great Retreat: How Political Parties Should Behave and Why They Don’t (Oxford University Press, 2025). Dr. Kuo has been an Eric and Wendy Schmidt Fellow at New America and is a non-resident fellow with the Carnegie Endowment for International Peace. She received a PhD in political science from Harvard University, an MSc in Economic and Social History from Oxford University, where she studied as a Marshall Scholar, and a BA from Emory University.

What inspired you to pursue research in your current field, and how did your journey lead you to CDDRL?


I first became interested in politics growing up in the American South during the early stages of today’s polarized era. Living in a deeply conservative area during the rise of partisan media and in Newt Gingrich’s congressional district sparked my curiosity about politics and its broader implications.

In college, my interest expanded beyond American democracy. Post-Cold War debates on democratization and the U.S.’s role in promoting democracy, particularly during the wars in Iraq and Afghanistan after 9/11, shaped my desire to explore democracy, governance, and international policy—questions that remain critical today.

I majored in political science, pursued graduate studies in the UK, and worked at think tanks where I saw PhDs bridging research and policy. This inspired me to pursue a doctorate. After earning my PhD, I was fortunate to join CDDRL as a postdoctoral fellow, where I’ve found the ideal environment to explore these issues and contribute to broader discussions on democracy and development.

What is the most exciting or impactful finding from your research, and why do you think it matters for democracy?


I don’t tend to think of my findings as particularly “exciting” in the traditional sense, as they often reaffirm long-standing conventional wisdom. However, one key insight that my research reinforces is that stable and thriving democratic societies require not just strong democratic institutions but also robust intermediary organizations.

My new book focuses on political parties, which are a prime example of these intermediary organizations. Much of my research highlights the importance of understanding not just what governments and institutions look like, but how they link to society. How do they connect with citizens? How do they convince citizens that government actions are meaningful and worthwhile? These are critical questions for democracy.

I believe you cannot fully grasp concepts like governance, democracy, or even state capacity without understanding the role of these intermediaries. They play a vital role in bridging the gap between institutions and the public, ensuring that democracy is not just about structures but about meaningful engagement with citizens. This finding matters because, without these linkages, even the strongest institutions risk losing public trust and legitimacy.

Can you talk to us a bit about your book, its research questions, context, and what inspired you to write it?


When I arrived at Stanford 10 years ago, I noticed a disconnect: while political science views strong political parties as essential for democratic success, public opinion often sees them as a problem. At CDDRL, I observed how many outside academia dislike or even distrust parties, despite their historical link to stability and democratic consolidation.

My book was inspired by this gap. It defends political parties, arguing that many of democracy’s challenges over the past 50 years stem from weaker parties—not stronger ones. My goal is to challenge the narrative that parties are the problem and show how strengthening them is key to addressing today’s democratic challenges.

Given that academic research often emphasizes the electoral functions of parties, should reforms focus on narrowing the scope of party roles to enhance public connection? How can parties prioritize their most responsive roles without deprioritizing critical functions like fundraising?


That's a critical question. Angelo Panebianco’s 1988 concept of the "electoral-professional party" highlights how professionalized parties prioritize winning elections over grassroots connections—a trend that has only intensified with today’s competitive elections and internal party factions.

Despite electoral success through strategies like PR and micro-targeting, parties struggle to meaningfully connect with voters, leading to dissatisfaction, distrust, and rising disillusionment. This indicates that a purely electoral focus is unsustainable.

Parties are unlikely to shift strategies without electoral losses. For instance, Democrats must rebuild trust and align policies with popular interests, while Republicans face the challenge of reconciling their traditional structure with the influence of the MAGA faction.

Both parties need to balance professionalization with public engagement by fostering grassroots connections and building sustainable support. Without recalibration, they risk further alienating voters and undermining trust in democratic institutions.

A lot of academic research tends to focus on how parties are becoming more polarized, but there are a lot of cleavages developing within the parties themselves. How do you think the Democrats and Republicans differing approaches to mobilization and organization will shape the future of partisanship in the U.S.? Do these differences create opportunities for a realignment of political coalitions, and how might this frame how we view partisanship in the future?


That’s a great question, and we’re already seeing a partisan realignment. Historically, Democrats and left-leaning parties represented the working class, but now they increasingly draw support from highly educated urban professionals. Meanwhile, right-leaning parties, traditionally backed by elites, are gaining support from the working class.

This shift, driven by education and economic divides, challenges both parties. Democrats must balance appealing to urban professionals and working-class voters, while Republicans struggle to reconcile small-government policies with the needs of a working-class base.

State and local parties may offer insights by experimenting with coalition-building strategies, such as Democrats succeeding in rural areas or centrist Republicans challenging MAGA influence. These cleavages create both opportunities and uncertainty, and how parties manage these divisions will shape the future of U.S. partisanship.

You mentioned that parties used to have a stronger social connection and representation role, which has now largely been replaced by social movements and NGOs. Should parties want to reclaim that function, how could they go about it? Would they need to replace NGOs, partner with them, or take another approach? How do you see this relationship evolving in the future?


As parties have become more professionalized, their community engagement has become episodic, focused mainly around elections. This has left advocacy and organizing to NGOs, civic groups, and social movements, many of which operate independently or are even anti-party.

To reclaim their social role, parties need to maintain a consistent presence in communities year-round, addressing local issues and collaborating with civic groups. NGOs and social movements, in turn, should see parties as potential partners rather than adversaries, working together to institutionalize their causes and foster democratic engagement.

This relationship should be a two-way street—parties investing in communities and NGOs collaborating within the party system. Together, they can rebuild connections and create a more integrated approach to representation and problem-solving.

Finally, what book would you recommend for students interested in a research career in your field?


I recommend Making Democracy Work by Robert Putnam. While Putnam is better known for Bowling Alone, this book initially captured my interest in political science. It compares governance in northern and southern Italy, introducing the concept of social capital as critical to local institutions' success. Putnam demonstrates how formal institutions and society are deeply interconnected, linking contemporary outcomes to historical legacies of conquest and political development.

Reading it in college while traveling through Italy was transformative—it brought the book to life and showed how political science connects institutions, societies, history, and economics. It’s a great introduction to the field, encouraging young researchers to tackle complex questions and piece together relationships to understand political challenges like democratic backsliding. Each piece of research adds to a larger puzzle, making this work so rewarding.

On November 8, 2024, a film screening of Instruments of a Beating Heart was held at Stanford University that was followed by a conversation between filmmaker Ema Ryan Yamazaki, Professor Kiyoteru Tsutsui, and Dr. Mariko Yang-Yoshihara. The film screening was sponsored by the Japan Program, Shorenstein Asia-Pacific Research Center. Erin Tsutsui shared her reflections of the film. Erin is a student at Gunn High School, Palo Alto, California.

The award-winning documentary short Instruments of a Beating Heart by Ema Ryan Yamazaki captures a core essence of Japaneseness—discipline in the name of contributing to the greater good for a harmonious society. Set in a regular elementary school in Tokyo, the film tracks a seemingly trivial event of a first grader’s performance in her school’s end-of-year ensemble. Through its portrayal of practice sessions, the film demonstrates how the Japanese school system instills Japan’s famous collectivist mindset from a young age with an emphasis on compliance and respect for others. Protagonist Ayame is reduced to tears when her school teacher points out her lack of practice in front of her peers. However, with encouragement from her mentors and a newfound motivation to practice her music, she nails her performance, thus bolstering her work ethic and penchant for a greater community good. This mindset makes Japan function so well as a society with its clean roads, low crime rates, and timely trains, but it also exerts pressure to conform and can lead to a loss of self-respect and individuality.

I grew up in the United States, where people commend individuality and free will and celebrate being different from others. I also attended Japanese elementary schools, though only for a couple of weeks each year, and noticed the stark contrast in the way students behave. I now realize that what I observed in those schools represent different social norms that govern each country. Japanese students mop the floors and serve the food to each other, carrying the responsibility of maintaining their space and learning the importance of combined efforts. In the meantime, American schools have custodians and lunch servers to shoulder all the burden while students tend to their own interests.

It is evident to me now, having experienced the contrasting school systems, that the cultural norms and ideals are integrated into the nations’ citizens early on.

Personally, I remember my elementary school years in America to be freeing and unrestrained, where I learned the value of my uniqueness from the next person and celebrated our differences. These values continue to shape me today, as I hold a strong sense of selfhood and understand the power of my voice. On the other hand, during my brief time attending a Japanese school, I was struck by how disciplined my peers were, considering the tremendous amount of homework and tasks assigned to them. I remember working with my new friends to clean our classroom floors, serve lunch, and finish massive academic tasks in the classroom. At the beginning it was overwhelming and somewhat puzzling, but over time I found it rewarding knowing I contributed to the well-kept communal space and accomplished tasks with my young friends.

It is evident to me now, having experienced the contrasting school systems, that the cultural norms and ideals are integrated into the nations’ citizens early on. Though Ayame felt dejected in the beginning, her teachers’ scolding and nurturing helped improve her discipline, and she ultimately performed well. That discipline of hers, combined with that of her classmates, made the orchestra work. The instrumental orchestra is quite symbolic of the value of working together to create a masterpiece, as a slip-up from any one ensemble member can disrupt the balance of the ensemble. Writ large, Japanese society functions well because Japanese citizens exercise their discipline to work together toward a greater good. For all its other problems, such as overbearing societal pressures and suppression of individual expressions, Japan has much to offer to other societies in how to run a well-functioning society.

Join us for a compelling discussion on the evolving challenges and strategies shaping China’s economy and its impact on global industrial policy. During this panel discussion, Skyline Scholars Loren Brandt from the University of Toronto and Xiaonian Xu from the China Europe International Business School, as well as Senior Fellow Mary Lovely from the Peterson Institute for International Economics will explore the slowdown of China’s economy and the structural reforms needed to address its debt and growth challenges. Scott Rozelle, Co-Director of the Stanford Center on China's Economy and Institutions, will moderate the discussion. Panelists will examine the shifting role of industrial policy in China, its strategic and economic motivations, and its broader effects on China’s long-term trajectory, as well as how China’s policies influence U.S. policy decisions, including the role of industrial policy in an era of increasing global competition.

The discussion will begin with opening remarks at 3:15 pm on Wednesday, February 26th. We invite you to join us before the event for light refreshments.

Loren Brandt headshot

Loren Brandt is the Noranda Chair Professor of Economics at the University of Toronto specializing in the Chinese economy. He is also a research fellow at the IZA (The Institute for the Study of Labor) in Bonn, Germany. He has published widely on the Chinese economy in leading economic journals and been involved in extensive household and enterprise survey work in both China and Vietnam. With Thomas Rawski, he completed Policy, Regulation, and Innovation in China’s Electricity and Telecom Industries (Cambridge University Press, 2019), an interdisciplinary effort analyzing the effect of government policy on the power and telecom sectors in China. He was also co-editor and major contributor to China’s Great Economic Transformation (Cambridge University Press, 2008), which provides an integrated analysis of China’s unexpected economic boom of the past three decades. Brandt was also one of the area editors for Oxford University Press’ five-volume Encyclopedia of Economic History (2003). His current research focuses on issues of entrepreneurship and firm dynamics, industrial policy and innovation and  economic growth and structural change.

Mary E. Lovely is the Anthony M. Solomon Senior Fellow at the Peterson Institute. She served as the 2022 Carnegie Chair in US-China Relations with the Kluge Center at the Library of Congress. Lovely is professor emeritus of economics at Syracuse University's Maxwell School of Citizenship and Public Affairs, where she was Melvin A. Eggers Economics Faculty Scholar from 2010 to April 2022. She was coeditor of the China Economic Review during 2011–15.

Her current research projects investigate the effect of China's foreign direct investment policies on trade flows and entry mode, strategic reform of US tariffs on China, and recent movements in global supply chains. Lovely earned her PhD in economics at the University of Michigan, Ann Arbor and a master's degree in city and regional planning from Harvard University.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.

In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

 

Xiaonian Xu headshot

Dr. Xiaonian Xu is Professor Emeritus at CEIBS, where he held the position of Professor of Economics and Finance from 2004 to 2018. In recognition of his contributions, he was named an Honorary Professor in Economics from September 2018 to August 2023.

Dr. Xu earned his Ph.D. in Economics from the University of California, Davis, in 1991, and an MA in Industrial Economics from the People's University of China in 1981. In 1996, he was awarded the distinguished Sun Yefang Economics Prize, the highest honor in the field in China, for his research on China’s capital markets. His research interests include Macroeconomics, Financial Institutions and Financial Markets, Transitional Economies, China’s Economic Reform, Corporate Strategy and Digital Transformation. His publications include: Freedom and Market Economy, There has Never been A Savior, China: Market Economy or Planned Economy, the Nature of the Business and the Internet, and the Nature of the Business and the Internet, 2nd Edition.

A dedicated educator, he has been recognized with the CEIBS Teaching Excellence Award in 2005 and 2006, as well as the esteemed CEIBS Medal for Teaching Excellence in 2010.

Dr. Xiaonian Xu is Professor Emeritus at CEIBS, where he held the position of Professor of Economics and Finance from 2004 to 2018. In recognition of his contributions, he was named an Honorary Professor in Economics from September 2018 to August 2023.

Between 1999 and 2004, Dr. Xu served as Managing Director and Head of Research at China International Capital Corporation Limited (CICC). Before joining CICC, he was a Senior Economist at Merrill Lynch Asia Pacific, based in Hong Kong from 1997 to 1998, and worked as a World Bank consultant in Washington DC in 1996. Dr. Xu was appointed Assistant Professor of Amherst College, Massachusetts, where he taught Economics and Financial Markets from 1991 to 1995. Earlier in his career, he was a research fellow at the State Development Research Centre of China from 1981 to 1985.

Dr. Xu earned his Ph.D. in Economics from the University of California, Davis, in 1991, and an MA in Industrial Economics from the People's University of China in 1981. Applications are now open for the Virtual East Asia Seminar for High School Teachers, a free professional development opportunity for California high school teachers who wish to enhance their teaching of East Asia. Offered by the Stanford Program on International and Cross-Cultural Education (SPICE) and the National Consortium for Teaching about Asia (NCTA), this seminar will select 20 teachers to participate in four virtual sessions from March to May 2025.

The application form is now live at https://forms.gle/zCYyEaBFjyf4kAot5. The deadline to apply is February 28, 2025.

High school teachers in California are welcome to apply. Selected teachers will strengthen their content knowledge of East Asia by learning from experts in a series of private virtual seminars via Zoom on the following Tuesdays, 4:00 to 6:00pm Pacific Time: March 25, April 8, April 22, and May 6. Throughout the program, participants will explore and examine various aspects of East Asia, U.S.–Asia relations, and the Asian diaspora in the United States.

Participants will receive extensive teaching resources and an opportunity to discuss content and pedagogy in the classroom to help support their teaching of East Asia. Teachers who attend the four Zoom sessions, complete pre-assigned readings, and participate in group discussions will receive a $300 professional stipend and be eligible to receive three units of credit from Stanford Continuing Studies.

“We are excited to launch our virtual seminar on East Asia for high school teachers again in 2025,” said Naomi Funahashi, Manager of Teacher Professional Development at SPICE. “This initiative will provide an engaging platform featuring expert lectures, interactive discussions, and valuable curricular resources. Our goal is to equip educators with the tools and resources to explore the complex histories, societies, and cultures of East Asia and the diversity of the Asian American experience. Together, we hope to explore new insights and strategies that will enhance student learning and foster global awareness, while creating a vibrant community of teachers who are excited to learn and share fresh perspectives and innovative teaching strategies with one another.”

The Shorenstein Asia-Pacific Research Center (APARC) is delighted to share that Stanford Sociologist Gi-Wook Shin, the William J. Perry Professor of Contemporary Korea, director of APARC, and founding director of the Korea Program at APARC, is the recipient of the Korean American Achievement Award for his contributions to promoting Korean Studies, strengthening U.S.-Korea relations, and fostering transnational collaboration. The award was presented at the 122nd anniversary celebration of Korean American Day in San Francisco on January 11, 2025.

The Korean American Achievement Award recognizes individuals who have made outstanding contributions to the Korean American community’s academic, cultural, and civic development. Shin, a historical-comparative and political sociologist who is also a senior fellow at the Freeman Spoglli Institute for International Studies, has dedicated himself to addressing Korea’s contemporary challenges and bridging the United States and Korea. His work combines rigorous research with actionable policy insights, focusing on democracy, nationalism, societal development in Korea, migration, and international relations. He is also a sought-after media commentator on Korean affairs and U.S.-Korea ties.

Shin is the author and editor of 25 books and numerous articles. His most recent book is Korean Democracy in Crisis: The Threat of Illiberalism, Populism, and Polarization (Shorenstein APARC, 2022). Stanford University Press will publish his next book, The Four Talent Giants: National Strategies for Human Resource Development Across Japan, Australia, China, and India, in July 2025.

Under Shin’s leadership as its founding director, the Korea Program has become a renowned Stanford hub for interdisciplinary research and dialogue on contemporary Korea. The program celebrated its 20th anniversary in 2022, marking two decades of promoting education and exchange on Korea’s political, economic, and social evolution. Beyond academia, the program is a platform for fostering the next generation of leaders dedicated to advancing Korea’s future and strengthening Korea-U.S. ties.

Shin also spearheads the Stanford Next Asia Policy Lab (SNAPL), an initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia through interdisciplinary, policy-relevant, and comparative studies and publications.

The Korean American Day commemorates the arrival of the first Korean immigrants in the United States on January 13, 1903. The 122nd anniversary of Korean American Day was co-hosted by the Consulate General of the Republic of Korea in San Francisco, the San Francisco & Bay Area Korea Center, and Korean organizations in Northern California. The event was held at the San Francisco & Bay Area Korea Center.

Congratulations to Professor Shin on this well-deserved honor! It is a testament to his leadership and contributions that enrich the Korea Program and APARC’s mission to deepen the understanding of Asia and strengthen U.S.-Asia relations.

Akio Takahara is Distinguished Visiting Professor at the Tokyo Woman’s Christian University and former Professor of Contemporary Chinese Politics at the Graduate School of Law and Politics at The University of Tokyo. From April to July 2024, he is also serving as Senior Fellow of the Mercator Institute for China Studies (MERICS). He received his DPhil in 1988 from Sussex University, and later spent several years as Visiting Scholar at the Consulate-General of Japan in Hong Kong, the Japanese Embassy in Beijing, Harvard University, Peking University, the Mercator Institute for China Studies, and the Australian National University. Before joining The University of Tokyo, he taught at J. F. Oberlin University and Rikkyo University. He served as President of the Japan Association for Asian Studies, and as Secretary General of the New Japan-China Friendship 21st Century Committee. Akio was Dean of the Graduate School of Public Policy at The University of Tokyo from 2018 to 2020, and Director of the Japan International Cooperation Agency (JICA) Ogata Sadako Research Institute for Peace and Development from 2020 to 2023. He currently serves as Senior Adjunct Fellow of the Japan Institute of International Affairs, Distinguished Research Fellow of the Japan Forum on International Relations, Senior Research Adviser of the Japan International Cooperation Agency (JICA) Ogata Sadako Research Institute for Peace and Development, and Trustee of the Sasakawa Peace Foundation. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Tsutsui received his bachelor’s and master’s degrees from Kyoto University and earned an additional master’s degree and Ph.D. from Stanford’s sociology department in 2002. Tsutsui’s research interests lie in political/comparative sociology, social movements, globalization, human rights, and Japanese society. I first learned about Sayama City, located in Saitama Prefecture, through its Sayama-cha—one of the three most famous teas in Japan. A thoughtful gift from an owner of a manufacturing company in Sayama City introduced me to this delightful tea, which quickly became a regular part of my daily life. Sayama’s vibrant tea culture, enriched by its lush plantations and lively festivals, reflects the city’s deep pride in this heritage. Never did I imagine that, a few years later, I would be working with a high school in this remarkable city.

In the spring of 2024, SPICE launched the Stanford e-Bunri course in partnership with Seibu Gakuen Bunri Junior and Senior High School (Seibu Bunri) in Sayama City. Under the leadership of the newly appointed principal, Dr. Pedro Marques, Seibu Bunri is dedicated to nurturing young Japanese leaders to be ready to thrive on the global stage. Principal Marques envisions the school as more than just a place for academic excellence; he sees it as a dynamic environment where students actively engage in their learning and tackle complex challenges. I was thrilled to contribute to this vision by bringing SPICE’s educational philosophy to Seibu Bunri by underscoring the importance of diverse perspectives, critical thinking, and innovation. Principal Marques commented:

In today’s rapidly changing world, education must go beyond the classroom and traditional academic boundaries. It is essential to provide students with real-world experiences that connect them deeply to the communities they live in and serve, while fostering their understanding and bonding with international communities. Through such initiatives, we are building a resilient community of learners and leaders who are prepared to face the challenges of tomorrow with confidence and a strong sense of purpose.


In September, we successfully concluded our inaugural Stanford e-Bunri course. Building on discussions with the school staff to address critical challenges in shaping a more inclusive, equitable, and innovative future in Japan, Stanford e-Bunri focused on three key topics: diversity, women’s rights, and entrepreneurship. Over the course of four months, 30 students participated in the virtual classrooms, completed reading and writing assignments, engaged in online discussions, and delivered group presentations on these topics.

Diversity

During our diversity-focused lessons, students were treated to lectures from Dr. Gary Mukai and Dr. Ignacio Ornelaz Rodriguez from Stanford University, focusing on diversity in the United States. Dr. Mukai explored the history of Japanese American experiences during World War II, while Dr. Ornelas shed light on the lives of Mexican workers through an overview of the Bracero Program. These topics, which represent significant yet often overlooked aspects of American history, provided students with valuable perspectives not typically covered in Japanese curricula.

The word “empathy” deepened my understanding of diversity. Both lecturers mentioned that empathy is really important in this diverse society; I felt that empathy will be the key point to building good relationships with people with different cultures and backgrounds.

In the last session of the diversity module, students considered the lessons learned about diversity in the United States and applied them to the issues in a Japanese context. They conducted research and delivered group presentations on various aspects of diversity, including race, gender, LGBTQ+ rights, socioeconomic status, disability, and age-related issues. These presentations offered valuable insights into the complex and multifaceted challenges surrounding diversity in Japanese society, encouraging students to recognize that diversity is not just a global concept but also deeply significant and relevant within Japan.

Women’s Rights

During the lessons on women’s rights, students learned from Dr. Mariko Yang-Yoshihara from Stanford University, who discussed the current state of STEAM education and her initiative to empower girls with STEAM education in Japan. Another lecture was given by Ms. Yukiko Kimura, former Founder and CEO at Genic Lab Inc. and Senior Product Manager at Amazon Web Services, who shared her personal journey as a female entrepreneur in Japan, including the challenges she faced and the resilience required to overcome them. Both sessions offered students a deeper understanding of the systemic and cultural barriers women encounter, while inspiring students to think critically about ways to foster equity.

Ms. Kimura’s quote made a lasting impression on me: “It is important to become the person you want to be, not the person others want you to be.” I will try to be who I want to be from now on, because limiting myself by other people’s expectations may change my life.—Seiji Yamakawa


In the final session of the women’s rights module, students researched gender-related issues and challenges in Japan and proposed solutions in group presentations. This exercise encouraged students to reflect on how they, too, could contribute to fostering greater gender equality in their own communities and beyond.

Entrepreneurship

The entrepreneurship module featured engaging and inspiring lectures from Mr. Kenji Niwa, Co-founder and CEO at Firstcard Inc., and Ms. Min Zhu, Co-founder and CTO at EnChannel Medical, both of whom shared their personal journeys and deep insights into the entrepreneurial mindset. Through their stories and expertise, the students gained a deeper understanding of the mindset needed to overcome challenges and failures, embrace innovation, and cultivate resilience—qualities that are essential not only for entrepreneurial success but also for thriving in any endeavor.

The lectures showcased inspiring stories of people who overcame obstacles to achieve their goals, highlighting the importance of resilience and continuous learning. I also realized that success is deeply personal, shaped by individual values rather than societal expectations. —Sora Ikeda


To conclude the entrepreneurship module and the entire course, students identified pressing social issues in Japan and proposed innovative solutions in a business pitch format. Their presentations received feedback from guest observer Mr. Christopher Chang, Strategic Advisor at Beenext Capital Management, providing students with valuable insights into real-world problem-solving. This interactive session not only encouraged creativity and critical thinking but also provided students with a glimpse into the practicalities of turning ideas into actionable solutions.

My experience working with Seibu Bunri and the students of the Stanford e-Bunri course has been both inspiring and rewarding. Through thought-provoking lectures, discussions, and hands-on projects, the students not only expanded their understanding of critical global topics but also delved deeply into examining key issues within their own society. This process challenged them to reflect on how they can actively contribute to creating positive changes.

I wish to express my heartfelt gratitude to my collaborators at Seibu Bunri for their amazing support and partnership. They are Dr. Pedro Marques, Mr. Toshiyuki Shijima, Ms. Tamaki Komaeda, Mr. Hiroshi Inoo, Mr. Joshua Moon, Mr. Opaon Cleo, Mr. Toshikazu Ishizaka, and Ms. Kayo Imanaga. I would also like to thank our guest lecturers who generously dedicated their time and expertise to speak for the Stanford e-Bunri course. Their contributions played a crucial role in bringing the course content to life, offering students a unique perspective on the topics of diversity, women’s rights, and entrepreneurship. Last but not least, I’d like to congratulate the dedicated students who participated in the course.

In closing, I have learned that Sayama-cha—compared to other tea plants—is characterized by its thick leaves. This is because the region’s cold climate sometimes causes frost in winter, making plants sometimes unable to survive without thick leaves. I am excited to see how the students will apply the insights and skills learned from Stanford e-Bunri to become resilient leaders who can thrive on the global stage despite inevitable “weather changes” in their lives.
