Tapan Parikh, of UC Berkeley School of Information, spoke about a number of projects that are using mobile phone based technology to give small businesses the information they need to improve productivity. He argued that voice technology has distinct advantages over text, because it overcomes challenges of illiteracy while responding to a strong need people feel to be heard. 

Information is key for economic development and empowerment. But information is worthless unless it is also useable (leads to decisions the business owner can actually take), trusted (comes from a source he respects) and relevant (speaks about the issues he is facing). For information to be really empowering, it must also be two way: there must be ways for individuals to create content themselves.

Tapan described three current projects he is involved in:

Hisaab: Microfinance groups in India often suffer from poor paper based record keeping, making it difficult for the group to track loans and repayments. The Hissab software was designed with an interface suitable for those who may be illiterate and/or new to computing. The use of voice commands and responses in the local language, Tamil, prevented the software from feeling remote and inaccessible and contributed to the success of this initiative. 

Avaaj Otalo: Agricultural extension workers provide advice to farmers on pests, new techniques etc to help improve yields. But often they have limited reach, visiting areas only rarely, or perhaps lacking the expertise to respond to all the problems they encounter. Avaaj Otalo is a system for farmers to access relevant and timely agricultural information over the phone. By dialing a phone number and navigating through simple audio prompts, farmers can record questions, respond to others, or access content published by agricultural experts and institutions. The service has been hugely popular, with farmers willing to spend time listening to large amounts of material to find what they want. The opportunity to be broadcast was a major attraction, reflecting the desire to be heard and to create media rather than be a passive consumer of it.

Digital ICS: Smallholders' compliance with organic, fair-trade and quality requirements is usually measured via paper based internal inspections. The data uncovered by these is vital but often lost. Digital ICS is a mobile phone based application that allows inspectors to fill out the survey digitally, enhance it with visual evidence (e.g. from camera phones) and upload it onto a web application. This is being piloted with coffee farmers in Mexico. A key finding from the work is that farmers want to know who ends up drinking their coffee, what they pay for it and what they think about it. Greater links between producers and consumers may therefore be another area for this project to investigate.

The United Nations Association Film Festival was originally conceived to celebrate the 50th anniversary of the signing of the Universal Declaration of Human Rights. The 12th UNAFF will be held from October 17-25, 2009 in Palo Alto, Stanford University, East Palo Alto and San Francisco. This year, the theme is Energy and the World, reflecting the myriad of problems we encounter saving energy around the world and to seek awareness and solutions — through film — to better our lives and save our planet.

When the U.S. government brought the world’s greatest scientists together to build the first atomic bomb, nuclear physicist Joseph Rotblat was among them. But his conscience would not allow him to continue, and he became the only member of the Manhattan Project to leave on moral grounds. Branded a traitor and spy, Rotblat went from designing atomic bombs to researching the medical uses of radiation. Together with Bertrand Russell he helped create the modern peace movement, and eventually won the Nobel Peace Prize. The Strangest Dream tells the story of Joseph Rotblat, the history of nuclear weapons, and the efforts of the Pugwash Conferences on Science and World Affairs—an international movement Rotblat co-founded—to halt nuclear proliferation. The first Pugwash conference took place in the small Nova Scotia fishing village from which it draws its name. This film brings to light the group’s behind-the-scenes role in defusing some of the tensest moments of the Cold War. The story takes us from the site of the first nuclear test, in New Mexico, to Cairo, where contemporary Pugwash scientists meet under the cloud of nuclear proliferation, and to Hiroshima, where we see survivors of the first atomic attack. The Strangest Dream demonstrates the renewed threat represented by nuclear weapons, while encouraging hope through the example of morally engaged scientists and citizens.

(excerpt) Social policy in Latin America has traditionally failed to benefit the poor. Throughout most of the twentieth century, the main redistributive efforts in the region went into building welfare states. Yet unlike their European counterparts, these Latin American welfare states are highly “truncated,” meaning that whatever their nominal degree of universality, in fact they only cover those with formal employment. The poor, being mostly outside the formal sector of the economy, are outside the ambit of the welfare state as well. Latin American social-insurance programs—maternity and family benefits, health insurance, old-age pensions, and disability benefits—typically began as emoluments meant for relatively small groups such as state employees, armed-forces personnel, and those working in certain favored industries. The welfare state’s coverage gradually expanded throughout the twentieth century until most formal workers came under its umbrella, though even then agricultural workers were almost always left out.

Once nominally financed by contributions, most of these programs are now in fact funded more or less directly by taxes. Because “the regressivity in social insurance schemes has not been helped by any significant progressivity in tax financing,” these schemes foster a “reverse Robin Hood effect” in which the poor are made to pay for the benefit of the rich. Latin American social policy, in other words, has mostly worked backwards, making preexisting economic and social inequalities wider rather than narrower.

Abstract
Improving the productivity of small farmers is essential for economic development in most poor countries.  Providing access to timely and relevant information could improve the opportunities available to farmers.  However, there are significant challenges related to literacy, infrastructure, access to technology and social, cultural, institutional and linguistic gaps between producers and consumers of knowledge.  The increased adoption of mobile phones is rapidly reducing the physical barriers of access.  Providing voice-based services via low-cost handsets could empower farmers to become producers as well as consumers of knowledge.  In this talk, I discuss several applications my students and I are developing to explore this potential.  Avaaj Otalo (Gujarati for "voice stoop") is the voice-based equivalent of an online discussion board. Farmers and agricultural experts call a toll-free line to ask questions, provide answers, and listen to each others questions, answers and experiences.  We conducted a six-month trial deployment of Avaaj Otalo with fifty farmers in Gujarat, India. Farmers found it useful to learn both from experts and other farmers, sharing advice on many topics - including the best time to sow fodder, recipes for organic pesticides, and homemade devices to scare away wild pigs at night. Digital ICS allows coffee cooperatives to monitor quality and organic certification requirements, and to be more responsive to farmers' needs.  Field inspectors use mobile phones to document growing conditions and record farmers questions and comments through a combination of text, audio and images.  In a six-month trial deployment, the system significantly reduced operational costs, saving the cooperative approximately $10,000 a year.  The cooperative also obtained richer feedback from its members, which can be used for targeting extension, improving decision-making and reaching out to consumers.  In both of these systems, voice provides not only an accessible interface to information, but a medium for aggregating and representing knowledge itself.  We found this approach more suitable for engaging communities more comfortable with oral forms of communication, for whom text and structured data represent significant barriers to expression.  Most importantly, we have found that rural communities have a deep desire to be "heard", and simply need the tools required to define and achieve "development" on their own terms.

Tapan Parikh's research focuses on the use of computing to support sustainable economic development across the World. I want to learn how to build appropriate, affordable information systems; systems that are accessible to end users, support learning and reinforce community efforts towards empowerment, economic development and sustainable use of natural resources. Some specific topics that I am interested in include human-computer interaction (HCI), mobile computing and information systems supporting microfinance, smallholder agriculture and global health

Philippe C. Schmitter has been on the faculty of the European University Institute (EUI) from 1996 to 2004, after ten years at Stanford University.  He was educated at Dartmouth College, the National Autonomous University of Mexico, the University of Geneva and received his Ph.D. from the University of California, Berkeley.  He taught for many years at the University of Chicago (1967-1982) and held visiting appointments at the University of Brazil in Rio de Janeiro, the Institute for the Integration of Latin America in Buenos Aires, Harvard University, the Universities of Geneva, Zürich, Paris and Mannheim, the Wissenschaftszentrum in Berlin, the Institut d'Etudes Politiques in Paris, the Fundacion Juan March in Madrid and the Instituto de Ciencias Sociais in Lisbon.  Before coming to Stanford in 1986, he spent the previous four years as a professor at the EUI. Currently, he has been a recurrent visiting professor at the Central European University in Budapest, at the Istituto delle Scienze Humanistiche in Florence and at the University of Siena.

Schmitter has conducted research on comparative politics and regional integration in both Latin America and Western Europe, with special emphasis on the politics of organized interests.  His dissertation dealt with the rise and persistence of corporatism in Brazil and his early work focused on the role of this mode of interest intermediation in Latin America and Western Europe. With Gerhard Lehmbruch, he edited Trends Toward Corporatist Intermediation and Patterns of Corporatist Policy-Making.  He is the co-author (with Guillermo O=Donnell) of Transitions from Authoritarian Rule: Prospects for Democracy (4 vols.) and is currently completing a book on Essaying the Consolidation of  Democracy.  In recent years, he has devoted increasing attention to the "emerging polity@ of the European Community, first in a co-authored book on Governance in the European Union (with Gary Marks, Fritz Scharpf and Wolfgang Streeck) and in a book entitled: How to Democratize the European Union ....and Why Bother?  With Alexandre Trechsel, he has written a Green Paper for the Council of Europe on The Future of Democracy in Europe.

He has been the recipient of numerous professional awards and fellowships, including a Guggenheim in 1978, and has been vice-president of the American Political Science Association.  He was honoured with the award for lifetime achievement in European politics by the ECPR in 2008, and with the award for lifetime achievement in the study of European integration by EUSA, the Mattei Dogan Prize of the IPSA and the Johan Skytte Prize by Uppsala University - all in 2009.  His greatest achievement, however, was to have been rejected twice for membership in the political science section of the American Academy of Arts and Sciences.

Philippe C. Schmitter is a visiting scholar at CDDRL during winter quarter 2010. Since 1967 he has been successively assistant professor, associate professor and professor in the Politics Department of the University of Chicago, then at the European University Institute (1982-86) and at Stanford (1986-96). He was Professor of Political Science at the European University Institute in Florence, Department of Political and Social Sciences until September 2004. He is now Emeritus of the Department of Political and Social Sciences at the European University Institute.

He has been visiting professor at the Universities of Paris-I, Geneva, Mannheim and Zürich, and Fellow of the Humboldt Foundation, Guggenheim Foundation and the Palo Alto Centre for Advanced Studies in the Behavioral Sciences.

He has published books and articles on comparative politics, on regional integration in Western Europe and Latin America, on the transition from authoritarian rule in Southern Europe and Latin America, and on the intermediation of class, sectoral and professional interests.

His current work is on the political characteristics of the emerging Euro-polity, on the consolidation of democracy in Southern and Eastern countries, and on the possibility of post-liberal democracy in Western Europe and North America.
Recently, Professor Schmitter was awarded the The Johan Skytte Prize in political science (2009).

He earned his PhD from the University of California at Berkeley.

Synthetic fertilizers have dramatically increased food production worldwide. But the unintended costs to the environment and human health have been substantial. Nitrogen runoff from farms has contaminated surface and groundwater and helped create massive "dead zones" in coastal areas, such as the Gulf of Mexico. And ammonia from fertilized cropland has become a major source of air pollution, while emissions of nitrous oxide form a potent greenhouse gas.

These and other negative environmental impacts have led some researchers and policymakers to call for reductions in the use of synthetic fertilizers. But in a report published in the June 19 issue of the journal Science, an international team of ecologists and agricultural experts warns against a "one-size-fits-all" approach to managing global food production.

"Most agricultural systems follow a trajectory from too little in the way of added nutrients to too much, and both extremes have substantial human and environmental costs," said lead author Peter Vitousek, a professor of biology at Stanford University and senior fellow at Stanford's Woods Institute for the Environment.

"Some parts of the world, including much of China, use far too much fertilizer," Vitousek said. "But in sub-Saharan Africa, where 250 million people remain chronically malnourished, nitrogen, phosphorus and other nutrient inputs are inadequate to maintain soil fertility."

Other co-authors of the Science report include Woods Institute Senior Fellows Pamela Matson, dean of Stanford's School of Earth Sciences, and Rosamond L. Naylor, director of the Program on Food Security and the Environment.

China and Kenya

In the report, Vitousek and colleagues compared fertilizer use in three corn-growing regions of the world--north China, western Kenya and the upper Midwestern United States.

In China, where fertilizer manufacturing is government subsidized, the average grain yield per acre grew 98 percent between 1977 and 2005, while nitrogen fertilizer use increased a dramatic 271 percent, according to government statistics. "Nutrient additions to many fields [in China] far exceed those in the United States and northern Europe--and much of the excess fertilizer is lost to the environment, degrading both air and water quality," the authors wrote.

Co-author F.S. Zhang of China Agriculture University and colleagues recently conducted a study in two intensive agricultural regions of north China in which fertilizer use is excessive. Their results showed that farmers in north China use about 525 pounds of nitrogen fertilizer per acre (588 kilograms per hectare) annually--releasing about 200 pounds of excess nitrogen per acre (227 kilograms per hectare) into the environment. Zhang and his co-workers also demonstrated that nitrogen fertilizer use could be cut in half without loss of yield or grain quality, in the process reducing nitrogen losses by more than 50 percent.

At the other extreme are the poorer countries of sub-Saharan Africa, such as Kenya and Malawi. In a 2004 study in west Kenya, co-author Pedro Sanchez and colleagues found that farmers used only about 6 pounds of nitrogen fertilizer per acre (7 kilograms per hectare)--little more than 1 percent of the total used by Chinese farmers. And unlike China, cultivated soil in Kenya suffered an annual net loss of 46 pounds of nitrogen per acre (52 kilograms per hectare) removed from the field by harvests.

"Africa is a totally different situation than China," said Sanchez, director of tropical agriculture at the Earth Institute at Columbia University. "Unlike most regions of the world, crop yields have not increased substantially in sub-Saharan Africa. Nitrogen inputs are inadequate to maintain soil fertility and to feed people. So it's not a matter of nutrient pollution but nutrient depletion."

The contrast between Kenya and China is dramatic and will require vastly different solutions, the authors said. However, large-scale change is possible, they said, noting that since the 1980s, increasingly stringent national and European Union regulations and policies have reduced nitrogen surpluses substantially in northern Europe.

In the Midwestern United States, over-fertilization was the norm from the 1970s until the mid-1990s. During that period, tons of excess nitrogen and phosphorus entered the Mississippi River Basin and drained into the Gulf of Mexico, where the large influx of nutrients has triggered huge algal blooms. The decaying algae use up vast quantities of dissolved oxygen, producing a seasonal low-oxygen dead zone in the Gulf that in some years is bigger than the state of Connecticut.

Since 1995, the imbalance of nutrients--particularly phosphorus--has decreased in the Midwestern United States, in part because better farming techniques have increased yields. Statistics show that from 2003 to 2005, annual corn yields in parts of the Midwestern United States and north China were almost the same, even though Chinese farmers used six times more nitrogen fertilizer than their American counterparts and generated nearly 23 times the amount of excess nitrogen.

"U.S. farmers are managing fertilizer more efficiently now," said co-author Rosamond Naylor, who is also a professor of environmental Earth system science and senior fellow at Stanford's Freeman Spogli Institute for International Studies. "The dead zone in the Gulf of Mexico persists due to continued fertilizer runoff and animal waste from increased livestock production."

Low nitrogen in Africa

In sub-Saharan Africa, the initial challenge is to increase productivity and improve soil fertility, the authors said. To meet that challenge, co-author Sanchez recommends that impoverished farmers be given subsidies to purchase fertilizer and good-quality seeds. "In 2005, Malawi was facing a serious food shortage," he recalled. "Then the government began subsidizing fertilizer and corn seeds. In just four years production tripled, and Malawi actually became an exporter of corn."

Food production is paramount, added co-author G. Philip Robertson, a professor of crop and soil sciences at Michigan State University. "Avoiding the misery of hunger is and should be a global human priority," Robertson said. "But we should also find ways to do this without sacrificing other key aspects of human welfare, among them a clean environment. It doesn't have to be an either/or choice."

For countries where over-fertilization is a problem, the authors cited a number of techniques to reduce environmental damage. "Some of these--such as better-targeted timing and placement of nutrient inputs, modifications to livestock diets and the preservation or restoration of riparian vegetation strips--can be implemented now," they wrote.

Designing sustainable solutions also will require a lot more scientific data, they added. "Our lack of effective policies can be attributed, in part, to a lack of good on-farm data about what's happening with nutrient input and loss over time," said co-author Alan Townsend, an associate professor of ecology and evolutionary biology at the University of Colorado-Boulder. "Both China and the European Union have supported agricultural research that yields policy-relevant information on nutrient balances. But the U.S. is particularly lacking in long-term data for a country with such a well-developed scientific enterprise."

Even in Europe, with its strong research programs on nutrient balances and stringent policies for reducing fertilizer runoff, nitrogen pollution remains substantial. "The problem of mitigation of excess nitrogen loss to waters is not easily resolved," said co-author Penny Johnes, director of the Aquatic Environments Research Centre at the University of Reading, U.K. "Society may have to face some difficult decisions about modifying food production practices if real and ecologically significant reductions in nitrogen loss to waters are to be achieved."

According to Vitousek, it is important in the long run to avoid following the same path to excess in sub-Saharan Africa that occurred in the United States, Europe and China. "The past can't be altered, but the future can be and should be," he said. "Agricultural systems are not fated to move from deficit to excess. More effort will be required to develop intensive systems that maintain their yields, while minimizing their environmental footprints."

Professor Walter P. Falcon, Deputy Director of the Center on Food Security and the Environment (FSE), former director of FSI, and Helen Farnsworth Professor of International Agricultural Policy, Emeritus has been recognized with an honorary degree from McGill University for his research aimed at reducing world hunger and enhancing global food security.

Professor Falcon's expertise is in food policy, commodity markets, trade policies, and regional development. Professor Falcon's current research focuses on agricultural decision-making in Indonesia and Mexico, biotechnology, climate change, and biofuels.

From 1972 to 1991, Professor Falcon served as professor of economics and director of Stanford University's Food Research Institute, after which he directed the Freeman Spogli Institute for International Studies until 1998. From 1998 to 2007 he co-directed the Center for Environmental Science and Policy. At Stanford he has also served as senior associate dean for the social sciences, a member of the academic senate, and twice a member of the University's Advisory Board.

Professor Falcon has also consulted with numerous international organizations, been a trustee of Winrock International, and was chairman of the board of the International Rice Research Institute (IRRI). From 1978 to 1980, he was a member of the Presidential Commission on World Hunger and in 1990 was named a Fellow of the American Agricultural Economics Association. From 1996-2001 he served as chairman of the board of the International Corn and Wheat Institute (CIMMYT), and from 2001-07 served on the board of the Center for International Forestry Research (CIFOR).

Falcon was cited as the outstanding 1958 graduate of Iowa State University in 1989 and in 1992 was awarded the prestigious Bintang Jasa Utama medal of merit by the government of Indonesia for twenty-five years of assistance to that country's development effort.

The patient was a 41 year-old Mexican American women who presented with a decrease in visual acuity along with periorbital and peripheral edema. She was diagnosed with bilateral serous retinal detachment and diffuse proliferative lupus nephritis. She improved considerably in hospital after treatment with corticosteroids.
