About the talk

Orthodox economic theory views cognition as taking place inside the skull and skin of individuals. For example, the contract theory of the firm is based on such premise. However, one of essential features of corporate firms can be seen as systems of group-level, distributed cognition.

From this perspective, Aoki identifies five generic types of organizational architecture in terms of three-way relationships between management's and employees' cognitive assets and physical tools of group-level cognition (e.g., computers, file, machines, etc.). He will discuss a variety of governance structures complementary to each of them. It is hoped that in this way, an essential aspect of a competitive form of architectural-governance evolving in global markets beyond national characteristics may be identified.

Aoki will conclude with a suggestion of information roles of equity markets subtly different from what the orthodox finance-property rights theory indicates.

About the speaker

Masahiko Aoki is the Henri and Tomoye Takahashi Professor Emeritus of Japanese Studies in the Economics Department, and senior fellow of Stanford Institute of Economic Policy Research (SIEPR) and Freeman Spogli Institute for International Studies (FSI) at Stanford University. He is a theoretical and applied economist with a strong interest in institutional and comparative issues. His preferred field covers the theory of institution, corporate governance, the Japanese and Chinese economies, and modularity.

Aoki's most recent book, Toward a Comparative Institutional Analysis, was published in 2001 by MIT Press. This work develops a conceptual and analytical framework for integrating comparative studies of institutions in economics and other social sciences based on game-theoretic apparatus. His research has been also published in the leading journals in economics, including the American Economic Review, Econometrica, the Quarterly Journal of Economics, Review of Economic Studies, the Journal of Economic Literature, and Industrial and Corporate Change.

Aoki is president of the International Economic Association (2005-2008) and a former president of the Japanese Economic Association. He is a fellow of the Econometric Society and the founding editor of the Journal of Japanese and International Economies, as well as an associate editor and member of the scientific advisory committees for various professional journals. He was awarded the Japan Academy Prize in 1990, and in 1998 he took the 6th International Schumpeter Prize. Between 2001 and 2004, Aoki served as the President and Chief Research Officer (CRO) of the Research Institute of Economy, Trade and Industry (RIETI), an independent administrative institution specializing in public policy research in Japan.

Aoki graduated from the University of Tokyo with a BA and an MA in economics and earned a PhD in economics from the University of Minnesota in 1967. He was formerly an assistant professor at Stanford University and Harvard University and served as both an associate and full professor at the University of Kyoto before re-joining the Stanford faculty in 1984 after sixteen years of absence. He became professor emeritus in 2004 to concentrate on research as well as be engaged in various international activities.

Masahiko Aoki was the Henri and Tomoye Takahashi Professor Emeritus of Japanese Studies in the Department of Economics, and a senior fellow of the Stanford Institute of Economic Policy Research and the Freeman Spogli Institute for International Studies at Stanford University.

Aoki was a theoretical and applied economist with a strong interest in institutional and comparative issues. He specialized in the theory of institutions, corporate architecture and governance, and the Japanese and Chinese economies.

His most recent book, Corporations in Evolving Diversity: Cognition, Governance, and Institutions, based on his 2008 Clarendon Lectures, was published in 2010 by Oxford University Press. It identifies a variety of corporate architecture as diverse associational cognitive systems, and discusses their implications to corporate governance, as well their modes of interactions with society, polity, and financial markets within a unified game-theoretic perspective. The American troops in Iraq daily face the risk of death or injury--to themselves or their fellow soldiers--by homemade bombs and suicide attackers. So it is not surprising that post-traumatic stress disorder is a common problem among returning soldiers. But how many, exactly, are affected?

This question is key to determining how large an investment the Department of Veterans Affairs needs to make in diagnosing and treating the problem. The United States Army’s Mental Health Advisory Team, which conducted a survey of more than 1,000 soldiers and marines in September 2006, found that 17 percent suffered from P.T.S.D. Similarly, a Rand study put the number at 14 percent.

But these estimates do not take into account the many soldiers who will eventually suffer from P.T.S.D., because there is a lag between the time someone experiences trauma and the time he or she reports symptoms of post-traumatic stress. This can range from days to many years, and it is typically much longer while people are still in the military.

To get a better estimate of the rate of P.T.S.D. among Iraq war veterans, two graduate students, Michael Atkinson and Adam Guetz, and I constructed a mathematical model in which soldiers incur a random amount of stress during each month of deployment (based on monthly American casualty data), develop P.T.S.D. if their cumulative stress exceeds a certain threshold, and also develop symptoms of the disorder after an additional amount of time. We found that about 35 percent of soldiers and marines who deploy to Iraq will ultimately suffer from P.T.S.D. — about 300,000 people, with 20,000 new sufferers for each year the war lasts.

Consider that only 22 percent of recent veterans who may be at risk for P.T.S.D. (based on their answers to screening questions) were referred for a mental health evaluation. Less than 40 percent of service members who get a diagnosis of P.T.S.D. receive mental health services, and only slightly more than half of recent veterans who receive treatment get adequate care. Those who seek follow-up treatment run into delays of up to 90 days, which suggests there is a serious shortage of mental health professionals available to help them.

Proper P.T.S.D. care can lead to complete remission in 30 percent to 50 percent of cases, studies show. Thorough screening of every soldier upon departure from the military, immediately followed by three to six months of treatment for those who need it, would reduce the stigma that is attached to current mental health referrals. The Rand study estimates that treatment would pay for itself within two years, largely by reducing the loss of productivity. This is the least we can do for our veterans.

The entrepreneur's optimistic vision is polar opposite of the terrorist's dark pessimism. By helping to grow entrepreneurial ecosystems abroad and link those ecosystems with their U.S. counterparts, we both fertilize broad-based future economic growth and strengthen a sense of self-determination, both potent antibodies to terrorist recruiters. This panel discussion will explore this concept.

About the speakers

Richard C. Boly is a national security affairs fellow for 2008-2009 at the Hoover Institution. Mr. Boly represents the U.S. Department of State.

Richard is a career member of the United States Foreign Service. He was an Economic Officer at the U.S. Embassy in Rome, Italy from 2004-2008 and worked in the office of European Union affairs at the State Department from 2002-2004. His other overseas tours include the Dominican Republic, Ecuador, and Paraguay. Richard is the most junior diplomat to win the Cobb Award for commercial diplomacy. Prior to joining the Foreign Service, Richard was the first Presidential Management Fellow with the Inter-American Foundation, was a consultant with the Inter-American Development Bank, and founded and ran a shrimp hatchery in coastal Ecuador. Richard is a native of Tacoma, Washington and a graduate of Stanford University and the Graduate School of International Relations and Pacific Studies at the University of California, San Diego. He plans to use his fellowship year to focus on promoting entrepreneurship abroad as a U.S. policy objective.

Richard Dasher has been with the US-Asia Technology Management Center at Stanford University since 1993, becoming USATMC Acting Director in 1994 and Director in 1996. In this capacity, Dr. Dasher holds consulting faculty appointments in the Department of Electrical Engineering (technology management) and the Department of Asian Languages (Japanese business), moving up from Consulting Associate Professor (1996 - 2003) to Consulting Professor since 2004. He has additionally served as Executive Director of Stanford's Center for Integrated Systems since 1998.

Dr. Dasher was the first non-Japanese person ever asked to join the senior governance of a Japanese national university, serving a one-year term on the Board of Directors of Tohoku University from April 2004. He continues to serve on the Management Steering Council of Tohoku University and as Special Advisor to the Tohoku University president. From 2001-2003, he was a member of the International Advisory Committee to the Japanese Minister of State for Science and Technology Policy in regard to the creation of the Okinawa Institute of Science and Technology. He is regularly called on to consult for local and regional governments in Japan, the U.S. and Asia in regard to innovation-based regional economic development and university-industry relations.

Dr. Dasher maintains an active business consulting practice on international strategy and planning, technology trend and opportunity analysis, and Japan market entry and performance improvement. In addition to projects for large firms, he serves as an outside board director of ZyCube Inc. in Japan and as advisor to several start-up companies in the U.S. and China. Since 2000, Dr. Dasher has been an advisor to the US-Japan Business Incubation Center in San Jose, California.

Dr. Dasher received the Ph.D. in Linguistics from Stanford University and is co-author with Prof. Elizabeth Traugott of the book "Regularity in Semantic Change" (Cambridge University Press, 2002). He is fluent in Japanese and directed the U.S. State Department's Foreign Service Institute training centers in Japan and Korea from 1986-90. From 1990-93, Dr. Dasher was a salaried board director of two Japanese companies in Tokyo, at which he expanded the companies' business lines to include international IP licensing. He taught clarinet and chamber music at the San Francisco Conservatory of Music from 1978-85 and maintains an active interest in performing and enjoying music.

At Stanford University, Dr. Dasher has directed the US-Asia Technology Management Center since 1994, and he has been Executive Director of the Center for Integrated Systems since 1998. He holds Consulting Professor appointments at Stanford in the Departments of Electrical Engineering (technology management), Asian Languages and Cultures (Japanese business), and at the Asia-Pacific Research Center for his work with the Stanford Program on Regions of Innovation and Entrepreneurship. He is also faculty adviser to student-run organizations such as the Asia-Pacific Student Entrepreneurship Society and the Forum for American/Chinese Exchange at Stanford.

From 2004, Dr. Dasher became the first non-Japanese person ever asked to join the governance of a Japanese national university, serving a term as a Board Director (理事) of Tohoku University . He continued as a member of the Management Council (経営協議会) until March 2010, and he now serves as Senior Advisor to the President (総長顧問) of Tohoku University. From 2001–03, Dr. Dasher was on the International Planning Committee advising the Japanese Minister of State for Science and Technology Policy in regard to the formation of the Okinawa Institute of Science and Technology.

As allowed by Stanford policy, Dr. Dasher maintains an active management consulting practice, through which he is an advisor to start-up companies and large firms in the U.S., Japan, and China. He has been a board director of Tokyo-based ZyCube Inc. since 2006, and he is founder and chairman of Pearl Executive Shuttle in Valdosta, Georgia, U.S.A. In the non-profit sector, he is a Board Director of the Japan Society of Northern California and the Keizai Society U.S. – Japan Business Forum, and he is an advisor to organizations such as the Chinese Information and Networking Association, the Silicon Valley – China Wireless Technology Association, and the International Foundation for Entrepreneurship in Science and Technology (iFEST). In 2010 he served as a consultant to The Indus Entrepreneurs (TiE) in regard to their establishment of a worldwide remote mentoring program for entrepreneurs. Dr. Dasher frequently gives speeches and seminars throughout Japan and Asia, as well as in the U.S. Recent appearances include the Nikkei Shimbun Business Innovation Forum, the Foreign Correspondents Club of Japan, speaking tours of Japan co-sponsored by METI and the U.S. Embassy in Tokyo, and guest lectures at Chubu University, Kochi University of Technology, Ritsumeikan Asia Pacific University, and the University of Tokyo.

From 1990–93, Dr. Dasher was a board director of two privately-held Japanese companies in Tokyo, at which he developed new business in international licensing of media rights packages and other intellectual properties. From 1986–90, he was Director of the U.S. State Department’s Foreign Service Institute advanced field schools in Japan and Korea, which provide full-time language and area training to U.S. and select Commonwealth country diplomats assigned to those countries. He received M.A. and Ph.D. degrees in Linguistics from Stanford University and, along with Prof. Elizabeth Closs Traugott, he is co-author of the often-cited book Regularity in Semantic Change (Cambridge University Press, 2002). Professor Lionnet discusses the various issues surrounding French literary identity. She examines the increasing award-winning French literature coming from writers outside of France and current issues of the term 'Francophone.' Moreover, Prof. Lionnet analyzes that attempts to create the notion of a world literature in French.

Synopsis

Prof. Lionnet begins by revealing that French literature is no longer conventionally French. Prof. Lionnet explains that there are many ‘canonical figures’ who are Francophone but do not have lineage in France. She cites the key poetic movements of the 18th century that opened the way for romanticism and poeticism in prose of three Creole poets notably including the poet Parny. In France, he was seen as Creole. In Russia, where he spent some time during his travels, Parny was seen as French. Prof. Lionnet moves on to discuss the role of Organisation internationale de la Francophonie (OIF) which seeks to promote the French language and oppose the universality of English. Prof. Lionnet also focuses on the tension between the writers’ identity being defined by the language they write in or by their political, social, and ethnic situation. This debate extends into the wider problem of the hierarchy caused by the Francophone system because it arguably impedes French-speaking writers’ access to the same literary glory as native French writers, not in line with the ideals of the French republic. Prof. Lionnet then begs the question of how are we to name this new global literature and how are to deal with this universalism. Prof. Lionnet concludes the first part of her talk by proposing that universalism is the core of the issue. The question lies in how far we are ready to accept differences in the approach to French literature.

Prof. Lionnet begins the second part of her talk by explaining that questions of belonging are still crucial in contemporary debates of identity, especially in literature. Therefore, to Prof. Lionnet, geographically neutral methods of literary criticism fall short. Prof. Lionnet also discusses the 2007 manifesto, published in the newspaper Le Monde, for a world literature in French which crystallizes the cultural, ideological, and political issues relating to identity and language and tries to end the notion of Francophone as unemployable in French literary culture. Prof. Lionnet criticizes the manifesto in a variety of ways. First, she explains that the manifesto naively tries to decouple language and power. She also questions the ability of the French language to work as a world language in all walks of life and highlights the importance of French as a language that adapts and is influenced to wherever region it is used. In arguing against the manifesto, Prof. Lionnet finishes by saying that what is missing from the concept of a world literature in French is respect for the multiplicity of all the languages of the world.

Prof. Lionnet also kindly takes the time to answer many questions in the audience touching on multiple issues. She debates the suitability of the suffix ‘-phone’ in Francophone and analyzes tentative parallels between the situation of today and the 19th century use of ‘lower class’ language in the literature by writers such as Victor Hugo. Prof. Lionnet touches on the role of the Academie Francaise and the long time universality of France which is currently coming into question as the population itself has to deal with identity issues as its ethnic makeup continually evolves.

Françoise Lionnet is Professor of French and Francophone Studies at UCLA. Author of Autobiographical Voices: Race, Gender, Self-Portraiture (Cornell, 1989), and Postcolonial Representations: Women, Literature, Identity (Cornell, 1995);co-editor of a special double issue of Yale French Studies entitled "Post/Colonial Conditions: Exiles, Migrations, Nomadisms", and a special issue of Signs on "Postcolonial, Indigenous, and Emergent Feminisms."

Currently she is working on a book entitled Dissonant Echoes: Seduction and Disavowal in Postcolonial Novels, which is a study of Francophone Caribbean and Indian Ocean writers' re-appropriation of 19th- and 20th-century British and American classics.

The subject of the lecture is the emergence of memory-life. I consider the early 1980s to effectively bring the twentieth century to a close. In this time of the collapse of Communism it became obvious that the Utopian experiments, based on continuous, deep state intervention on the macro-sphere, could no longer be sustained. Memory as a discursive frame became available and readily usable for anybody, for millions of people, who lost their future because they lost their past, both in the East and West, and especially in East and Central Europe. By making use of the readily available Memory frame, they managed to find a past under a new description. Memory has emerged as a tool with which to reimagine and represent both individual and collective identity. Instead of analyzing notions of individual or collective memory, I will focus my talk on the emergence of Memory as a discursive and existential frame. I will closely examine the emergence of a specific interactive type, The Survivor, The Living Memorial, who considers it as his or her obligation to bear witness to his or her refashioned, newly found past.

Synopsis

Professor Rev begins by explaining that the 20th century had led to the emergence of the science of memory. Prof. Rev shows how there is an unfortunate and unnecessary line between history and memory when in fact they should complement each other. Aiming to survey the public discourse from the mid-1980s , Prof. Rev begins his story at a time where the after effect of the Vietnam War was deeply pitted in the American psyche, there was serious alarm at the high incidents of child abuse, and fundamental critiques were being made of the typical bourgeois family. He discusses the crucial notion of trauma through the example of the work of Catherine MacKinnon in trying to associate mass rape during the Balkans conflict of the 1990s as genocide due to its attacks on sex and ethnicity. Prof. Rev also explains the intense discussions of the trauma in the section on mass rape of the U.N. archives on humanitarian violence in former Yugoslavia. To Prof. Rev, this along with other historical factors, such as the outbreak of hysteria in France in the 1970s, led to a new kind of memory born from the previously unrecognizable state called trauma and the previously unknown kind of forgetting called repression.

Prof. Rev explores how memories of atrocities are closely connected with traumatic silence, as well as the theory of how trauma can be passed onto others by listening, making trauma an intergenerational experience. The significance of such transmission has led to a belief that the history of events such as the Holocaust is better experienced than understood. Prof. Rev also examines how such historical events really came to light once communism had fallen, and there was a ready made discursive frame for the past to be made sense of. The significance of memory, in particular in Eastern Europe, was that memory was a tool of unmediated access to the past or a source of authenticity after decades of censored, centrally written history. Consequently, issues such as the Holocaust departed from being shameful taboos to a respected identity for the Jewish people. Prof. Rev explains how through memory such an identity could really be formed.

Prof. Rev also analyzes how the fall of the Soviet Union led the liberation of memories through key works such as Alice Miller’s ‘Breaking Down the Wall of Silence.’ Miller links difficult childhoods to the acts of great tyrants such as Hitler and Stalin. Prof. Rev reveals how a tough childhood stunts the growth disabling one reach the full human capacity of being able to feel inclinations such as compassion. He links this with the work of Jeffrey Mason, archivist for Freud’s archives, who emphasized that sexual, physical, and emotional violence is a tragic part of the lives of many children. Mason’s book played a serious role in the recovered memory movement. Prof. Rev brings this all together by expressing that, to him, the Holocaust is a symptom as well as a cause of repressed memories of child abuse.

In a lengthy question-and-answer session, Prof. Rev and the audience raise of a number of points. For example, Prof. Rev further explores the concept of inherited or transgenerational memory. In addition, he reiterates his concern about the clash between historians and memory scientists. Another notable point Prof. Rev addressed among a variety of others was the history of the status accorded to victims and the fraudulent behavior that may be caused by this phenomenon.

About the speaker

Istvan Rev is Professor of History and Political Science at the Central European University, Budapest, where he is also the Academic Director of the Open Society Archive. He has been a visiting faculty member at the University of California, Berkeley on several occasions. Since the early 1980s, Rev has published widely on the political cultural, and architectural history of Hungary and other Eastern bloc countries. He is the author of "Retroactive Justice" (Stanford University Press, 2005). He edited the special issue of Representations on "Monumental Histories"(1991).

Seema Jayachandran is an assistant professor in the Department of Economics at Stanford University. She is also a Faculty Research Fellow at the National Bureau of Economic Research (NBER), and a Research Affiliate of the Bureau for Research and Economic Analysis of Development (BREAD), Centre for Economic Policy Research (CEPR), and Stanford Center for International Development (SCID).

Her research focuses on microeconomic issues in developing countries, including health, education, labor markets, and political economy. Her work has been published in the American Economic Review ("Odious Debt," on sovereign debt incurred by dictators), Journal of Political Economy ("Selling Labor Low," on labor market risk in India), and the Quarterly Journal of Economics ("Life Expectancy and Human Capital Investments," on increased education caused by declines in maternal mortality in Sri Lanka), and other journals.

Her current projects are based in India, Nepal, and Zimbabwe. She also works on social issues in the United States. Previously she was a Robert Wood Johnson Scholar in Health Policy Research at the University of California, Berkeley. She also worked as a management consultant with McKinsey & Company in San Francisco. She earned a PhD and master's degree from Harvard University, a master's degree from the University of Oxford where she was a Marshall Scholar, and a bachelor's degree from MIT.

Seminar summary:

Seema Jayachandran's presentation focused on the problem of what to do about "odious debt" -- that is, debt lent to rogue regimes that ultimately must be borne and paid by successive (legitimate) governments. She asks to what extent the status quo can change so that lenders will not want to lend to illegitimate governments. Her solution lies in increasing the costs of lending to rogue regimes through a policy of loan sanctions. Adopting an ex ante posture, Jayachandran argues that interests rates for loans would move toward infinity if banks knew that future legitimate governments would repudiate the debts of past regimes, particularly if new governments would have the blessing of the international community to do so. The loan-sanctions solution addresses a challenge faced by the debt relief movement, which focuses on debt "overhang," which weakens a poor country's economy. Instead, loan sanctions focus on the notion that some debt is, simply, illegitimate. And while trade sanctions pose problems (Jayachandran mentions that trade sanctions are often easy to evade and hurt people more than government), loan sanctions prevent a sanctioned government from borrowing. Loan sanctions are also self- enforcing (e.g., a lender would not lend if that lender knew it was unlikely to be repaid). The author raised questions for debate about who or what international body would implement loan sanctions or policy, the problem of banks making short-term loans to dictators who pay, and defining bad behaviors narrowly (or broadly) enough so as to target rogue or illegitimate regimes.

The Shorenstein Award, which carries a cash prize of $10,000, honors a journalist not only for a distinguished body of work, but also for the particular way that work has helped American readers to understand the complexities of Asia. It is awarded jointly by the Walter H. Shorenstein Asia-Pacific Research Center in the Freeman Spogli Institute for International Studies at Stanford University, and the Shorenstein Center on Press, Politics, and Public Policy in the Kennedy School of Government at Harvard University.

This year’s recipient is Seth Mydans. Seth Mydans covers Southeast Asia for The New York Times and the International Herald Tribune from his base in Bangkok, Thailand. Since taking up the post in 1996 he has covered the fall of Suharto and rise of democracy in Indonesia; the death of Pol Pot, the demise of the Khmer Rouge and the trauma and slow rebirth of Cambodia; repeated attempts at People Power in the Philippines; the idiosyncracies of Singapore and Malaysia; the long-running political crisis in Thailand and the seemingly endless troubles of Myanmar.

In the 1980s he covered the fall of Marcos and struggles of Corazon Aquino in the Philippines and was in Burma for the massacres that led to the emergence of Aung San Suu Kyi and the current junta.
        
He worked for a construction company in Vietnam during the war after graduating from Harvard, and has followed the Vietnam story since then, through the exodus of refugees, to their resettlement in the United States, to the shaping of a new post-war Vietnam.
