Kara Sex
Please join us for a lecture and book signing with Siddharth Kara, author of Sex Trafficking: Inside the Business of Modern Slavery. In 1995, Mr. Kara first encountered sexual slavery in a Bosnian refugee camp. He has since dedicated his life to traveling and learning the mechanisms behind the business of sex trafficking. Mr. Kara has taken a rare look at analyzing the local drivers and global macroeconomic trends that give rise to this burgeoning industry, in addition to quantifying the size, growth, and profitability of sex trafficking and other forms of modern slavery.

Synopsis

Employing his comprehensive research throughout his talk, Siddarth Kara begins by explaining that sex trafficking is the most profitable form of slavery. Therefore, to Mr. Kara, it is crucial to take a business approach to the issue. Using powerful stories as key examples to ensure focus also remains on the human cost of sex slavery, Mr. Kara divides the operation of sex slavery into three steps. The first is acquisition which most commonly occurs by deceit, seduction, or sometimes even sale by family. The second step is movement which involves all forms of transportation, the use of false documentation, and bribery. The third step is exploitation of the victims which takes place in many forms such as rape, torture, and violent coercion. The sale of women and girls often takes place in brothels, hotels, and streets. Mr. Kara reveals that their fate often involves HIV infection, drug addictions, exclusion from families, and most terrifyingly, retrafficking.

Mr. Kara goes on to argue that current abolition attempts are deficient in four key areas. These include a poor understanding of the trade, lack of funding for and lack of coordination between international organizations, inappropriate laws and insufficient enforce of them, and an improper business analysis of the situation.

However, Mr. Kara stresses repeatedly that this “war on slavery” as he puts it is a war we can win. He boils the industry down to slave trading which is the supply aspect and slavery itself which is the demand aspect. Mr. Kara argues that, like all industries, the slave trade is governed by these two forces as well. Therefore, Mr. Kara’s main argument is that sex slavery must be destroyed by reducing the aggregate demand for sex slaves by attacking the industry’s profitability. In terms of profit making, his research shows it is the demand side which must be focused on the most. Mr. Kara argues the demand for sex slaves is very vulnerable. He personally saw this in a particular brothel when prices rose. In addition, he emphasizes that the fact that business must be conducted between consumer and trader in relative daylight means these criminals can be caught.

Consequently, Mr. Kara proposes a multi-faceted approach of seven tactical interventions to hurt profitability and crucially increase risk for traders. Firstly, Mr. Kara believes in the need to create an international inspection force which works closely with paid locals of the community who are trained to spot such activities in everyday life. Mr. Kara stresses the importance of targeted, proactive raids on centers of such criminal activity. In addition, to avoid bribery and other forms of undermining law enforcement, he feels it is vital to improve the pay of trafficking authorities including judges and prosecutors. This is linked to Mr. Kara’s idea of specialized, fast-track courts for trafficking to quickly close cases. Cases often fall apart because victims or their families are intimidated, Mr. Kara therefore argues for at least 12 months of paid witness protection for victims and their families to avoid intimidation or outright murder. Finally, Mr. Kara stresses the need to increase financial penalties for those found guilty of trafficking to increase the risk in the business.

What Mr. Kara really emphasizes is that more resources are needed in tackling this criminal activity by attacking profitability, increasing risk, and reducing aggregate demand. Mr. Kara concludes by stating that sex trafficking is a “stain on humankind that must be buried.”

In engaging with the audience, Mr. Kara discusses several key issues of his presentation. One central area that is emphasized is his methods in gathering research and formulating statistics. Mr. Kara also explains where the money would come from to fund the global abolitionist movement he presents. In addition, Mr. Kara reveals what ordinary citizens can do in their everyday lives to help the cause.

About the speaker

Siddharth Kara is a former investment banker and business executive with an MBA from Columbia University. He set aside his corporate career to pursue anti-slavery research, advocacy, and writing, and, more recently, a law degree. He currently serves on the board of directors of Free the Slaves, an organization dedicated to abolishing slavery worldwide. In 2005, he testified on contemporary slavery to the United States Congressional Human Rights Committee.

The Obama administration seems ready to resuscitate relations with Russia, including by renewing nuclear-arms-reduction talks. Even before the inaugural parade wound down, the White House Web site offered up a list of ambitious nuclear policy goals, with everything from making bomb-making materials more secure to the eventual abolition of nuclear weapons.

That's welcome news, but for such goals to be realized, the White House will need to be prepared to reimagine and reshape the nuclear era and, against strong opposition, break free from cold war thinking and better address the threats America faces today.

George W. Bush actually started down this road. He reached an agreement with the Kremlin in 2002 to cut the number of operational strategic warheads on each side to between 1,700 and 2,200 by the year 2012, a two-thirds reduction. Washington is likely to reach that goal ahead of schedule. President Bush's efforts were propelled by the Nuclear Posture Review - a periodic reassessment of nuclear forces and policies - in December 2001. While still grounded in the belief that nuclear weapons are the silver bullets of American defense, the review let a little daylight into the nuclear bunker by acknowledging that nuclear-weapons policy had to be readjusted to deal with rapidly changing threats. Soon, however, the president's initiatives were overshadowed by the wars in Afghanistan and Iraq, his administration's absorption with the threat of terrorism and the gradual breakdown in relations with Russia.

President Bush's agreement with Moscow, which was built upon weapons reductions made by Presidents Bill Clinton and George H. W. Bush, is President Obama's starting point. But rather than settle for the next level - 1,000 active weapons seems to be the likely goal - the White House should reconsider the entire superstructure of nuclear-weapons strategy. This won't be easy. The mandarins of the nuclear establishment remain enthralled by elaborate deterrence theories premised on the notion that the ultimate defense against a variety of military threats is a bristling nuclear arsenal.

It's true that America's nuclear weapons still offer the hope of deterring attacks from countries like North Korea and, if it soon goes nuclear, Iran. But it is hard to imagine how they would dissuade a band of elusive, stateless terrorists from making a nuclear bomb and detonating it in New York, Washington or Los Angeles.

One provocative road map for moving away from nuclear deterrence comes from a quartet of cold war leaders - Henry Kissinger and George Shultz, former secretaries of state; William Perry, a former secretary of defense; and Sam Nunn, a former chairman of the Senate Armed Services Committee. Two years ago, they bridged their ideological differences to call, improbably, for the abolition of nuclear weapons, and they proposed a series of interim steps to reduce nuclear dangers, stop the spread of bomb-making materials and lay the groundwork for a nuclear-free world.

Even the quartet recognizes that "getting to zero" will be exceedingly difficult. But the issue today isn't whether the elimination of nuclear weapons is feasible. That's a distant goal.

An achievable immediate goal should be to cut the United States' and Russia's nuclear stockpiles down to the bare minimum of operational warheads needed to backstop conventional forces. As long as these two countries have far and away the most nuclear weapons, Washington looks hypocritical when it lectures other nations about the size of their arsenals or their efforts to develop nuclear weapons.

There's reasonable disagreement among experts about the minimum number of nuclear weapons the United States and Russia should maintain. The more emphasis you put on nuclear deterrence, the more potent you think the arsenal should be. And the more you want to engage the world in arms reduction and prevent proliferation, the more you consider radical cuts. To bring the number down below 1,000 would require determined presidential leadership.

The president's determination will be measured by how effectively he makes the case for Senate ratification of the 1996 Comprehensive Nuclear Test Ban Treaty. Leading scientists say that technological advances over the past decade have erased doubts about whether an international monitoring system can detect and locate underground tests outlawed by the treaty. The scientists also say that the United States has the technical expertise and tools to maintain the effectiveness of its nuclear weapons without underground testing, as has been successfully demonstrated since the United States stopped testing in 1992.

Ratification of the test-ban treaty would help build momentum for a 2010 review of the Nuclear Nonproliferation Treaty, the increasingly frail 1968 accord aimed at limiting the spread of nuclear weapons and eventually eliminating them. American leadership is essential to reinvigorating the treaty and buttressing nonproliferation efforts. The best way to avoid nuclear terrorism is to prevent terrorists from acquiring the highly enriched uranium needed to make the simplest nuclear bomb.

Listening to the discussion at a recent nuclear-weapons conference in Washington, I felt as though I had slipped back in time to the cold war and its arcane, often surreal debates about waging nuclear war and the doctrine of mutual assured destruction. It's heartening to see President Obama and his national-security team promising to elevate nuclear-weapons policy and free it from the shibboleths of cold war nuclear theology. Now they must put their words into action.

Stanford political science Professor Michael A. McFaul, who has been deputy director of the Freeman Spogli Institute for International Studies, director of its Center on Democracy, Development, and the Rule of Law, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, has been tapped by President Obama to serve as special assistant to the president for National Security Affairs and senior director for Russian and Eurasian affairs at the National Security Council.

McFaul served as senior advisor on Russia and Eurasia to Barack Obama during the presidential campaign and continued to advise on foreign policy issues during the transition.  He now joins the National Security Council headed by retired Marine Gen. James L. Jones.

“President-elect Obama was fortunate to have the benefit of Mike’s counsel on a range of vital issues during the campaign – including dealing with a resurgent Russia,” said FSI Director Coit D. Blacker, the Olivier Nomellini Professor in International Studies. “Now, from the White House, the president can call on Mike’s expertise and experience in the region to build more constructive relationships with Russia, Eurasia, and our allies across a broad strategic front.”

McFaul is a globally acknowledged expert on U.S. foreign policy, U.S.-Russian relations, political and economic reform in the postcommunist world, and democracy promotion. He is the author and editor of numerous books, including the edited volume with Anders Aslund, Revolution in Orange: The Origins of Ukraine’s Democratic Breakthrough; with Nikolai Petrov and Andrei Ryabov, Between Dictatorship and Democracy: Russian Postcommunist Political Reform; and with Kathryn Stoner-Weiss, After the Collapse of Communism: Comparative Lessons of Transitions.

McFaul is a non-resident senior associate of the Carnegie Endowment for International Peace.  He serves on the editorial boards of Current History, Journal of Democracy, Demokratizatsiya, Perspectives on European Politics and Society, Post Soviet Affairs, and the Washington Quarterly.  He has served as a consultant for numerous companies and government agencies.

McFaul is a frequent commentator on international politics and American foreign policy in the national and international media.  He has appeared on all major television and radio networks, while his op eds have appeared in the New York Times, the Washington Post, the Wall Street Journal, the Los Angeles Times, the New Republic, the International Herald Tribune, and the Moscow Times, among others.

McFaul has been called on frequently to testify before the U.S. Congress on the state of and prospects for U.S.-Russian relations.

McFaul received a BA in international relations and Slavic languages and an MA in Slavic and East European studies from Stanford University in 1986.  He was awarded a Rhodes scholarship to Oxford where he completed his PhD in International Relations in 1991.

Diamond is the founding coeditor of the Journal of Democracy, the co-director of the International Forum for Democratic Studies of the National Endowment for Democracy, and has been coordinating CDDRL's democracy program. His newest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of democratic progress and stress and the prospects for future democratic expansion.

Diamond's other published works include Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq (Times Books, 2005), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1998).

In May 2007, Diamond was named "Teacher of the Year" by the Associated Students of Stanford University for teaching "that transcends political and ideological barriers." At Stanford Commencement ceremonies in June 2007, he was honored with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education and cited, inter alia, for "the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place."

David G. Victor says a comprehensive, national-level climate change policy with bi-partisan support is necessary in the U.S. before engaging, seriously, with other nations. Although the Democrats control both the White House and Congess, previous landmark environmental legislation were authored under centrist Republican administrations. Furthermore, the Administration needs time to carefully construct a national policy that considers current, more stringent, policies at the state-level while balancing the economic crisis.

One effect of the new Obama administration's global charm is that America could be let out of the environmental doghouse. The Obama plan to restart the economy is stuffed full of green incentives, and the new president has earned global cheers for his promise to cut the gases that cause global warming. But hope and change are not easy to implement in Washington, and the first big disappointment is likely to come later this year when the world's governments gather in Copenhagen to replace the aging and ineffective Kyoto treaty.

In reality, the greenish tinge on nearly every economic recovery plan, even China's, show that this crisis offers green opportunity.

Pundits have been talking down the Copenhagen summit on the theory that the current financial crisis makes 2009 a tough time for governments to focus on costly and distant global goals like protecting the planet. In reality, the greenish tinge on nearly every economic recovery plan, even China's, show that this crisis offers green opportunity. The real reason Copenhagen will be a disappointment is that the new Obama administration can't lead until it first learns what it can actually implement at home. And delivering greenery in the American political system is harder than it looks-even when the same left-leaning party controls both the White House and Congress.

On environmental issues, America is barely a nation. Under a single flag it uneasily accommodates a host of states pushing greenery at wildly different speeds. In the 1970s and 1980s, this multispeed environmentalism propelled America to a leadership position. The key was truly bipartisan legislation, which allowed Washington to craft a coherent national approach. In fact, most of the major U.S. environmental laws did not arise solely from the environmental left but were forged by centrist Republican administrations working closely with centrist and left-leaning Democrats. Republican President Nixon created America's pathbreaking clean air and water regulations; Republican George H.W. Bush updated the air rules to tackle acid rain and other pernicious long-distance pollutants. In his more moderate second term, Ronald Reagan was America's champion of the ozone layer and helped spearhead a treaty-probably the world's most effective international environmental agreement-that earned bipartisan support at home and also pushed reluctant Europeans to regulate the pollutants.

Ever since the middle 1990s-about the time that the U.S. government was shut down due to a partisan budget dispute-such broad coalitions supporting greenery have been rare. In the vacuum of any serious federal policy, for nearly a decade the greener coastal states devised their own rules to cut warming gases. The United States as a whole let its green leadership lapse. (At the same time, the project to create a single European economy has shifted authority in environmental matters from individual member states into the hands of central policymakers in Brussels, where a coterie of hyperrich and very green countries have set the agenda. Europe, long a laggard on environmental issues, is now the world leader.)

The normal multispeed script was playing out on global warming as the Obama administration took power. Industry, worried about the specter of a patchwork of regulations, has lobbied for a coherent national strategy. But the Obama administration's first major policy on global-warming policy went in precisely the opposite direction: he reversed the Bush administration's decision that blocked California from adopting its own strict rules on automobile efficiency.

Today's challenge, which won't be solved by Copenhagen, is for Obama to stitch these many state environmental efforts together. That's no easy task. Global-warming regulation will probably have a larger impact on the nation's economy than any other environmental program in history, and any plan will have to allow enough room for some states to move quickly while also satisfying industry's well-founded need for harmony. Obama's Democratic Party controls both the White House and Congress, but that does not guarantee success. It will be difficult to craft a national policy that earns broad and bipartisan support while also taking the big bite out of the emissions that the rest of the world is hoping Obama will promise to the Copenhagen treaty. The difficulties aren't just in dragging along wary conservative Republicans. In fact, the most important skepticism about an aggressive national strategy has been from a coalition of centrist Democrats who fear the impact on jobs and economic growth.

One key to success will be crafting a deal with China and other developing countries to show that they, too, are making an effort. But serious efforts on that front are still in their infancy.

The big challenge for Copenhagen will be to find a way to allow negotiations to stretch beyond the unrealistic 2009 deadline while still keeping momentum. America's slowness in getting serious about global warming should be welcome because it is a contrast to its rushed behavior in negotiating the Kyoto treaty. At Kyoto, Bill Clinton's administration promised deep cuts in emissions without any plan for selling them at home, which is why the Bush administration could so easily abandon the treaty. Repeating that mistake would be a lot worse than waiting a bit for America to craft real leadership. If that's why Copenhagen falls short of the mark, then that's good news-real greenery, rather than fakery.

Although we recognize that our world leaders need to know the difference between Shiite and Sunni, we often assume that they don't need to understand the difference between a plutonium bomb and a dirty bomb. Good scientific advice is necessary but not sufficient; our leaders need to understand the technology.  In our high tech world, poor understanding has led to poor decisions in everything from nuclear waste storage to addressing global warming.   I'll illustrate this by touching on key scientific aspects of four broad subjects: terrorism and counterterrorism; energy; nukes (weapons and power sources); and climate change.  These are topics covered in my course at Berkeley, and in my recent book, "Physics for Future Presidents." (Norton, 2008).

Richard A. Muller is known for his broad range of achievements, in fields ranging from particle physics to geophysics, applied physics, astrophysics, physics education, and climate change. His skill at explaining science to non-scientists was honed over decades of advising top business and government leaders. His course, titled "Physics for Future Presidents", was voted by the study body to be the "Best Class at Berkeley."

Muller graduated from Columbia College in New York, and went to graduate school at Berkeley, where he studied under (soon to be) Nobel Laureate Luis Alvarez. After he earned his Ph.D. (in particle physics) he instigated a series of innovative physics projects, including a study of the cosmic microwave radiation, about which he wrote a Scientific American Article in 1978, and which eventually led to a Nobel Prize for his protege, George Smoot.  He developed a new way to measure radioisotopes (called "Accelerator Mass Spectrometry"), now one of the most widely used techniques in the world for radioisotope tracing in medicine and dating for geology.  He coined the name "Nemesis" for a star that he and his colleagues suggested is orbiting the sun at great distance.  He created a supernova search program at Berkeley; his graduate student Saul Perlmutter eventually took over the project, and became the co-discoverer of the dark energy.  Muller has published major papers on the analysis of lunar soil, adaptive optics, paleoclimate, reversals of the Earth's magnetic field, and analysis of cycles in the fossil record.  He has over 130 published papers, eight books, and four patents.

His most recent book, "Physics for Future Presidents," was published by Norton in 2008.  He hopes it will influence our new president.

His achievements have been honored by many awards, including a MacArthur Foundation "genius" prize, the Alan T. Waterman Award of the National Science Foundation, the Texas Instruments Founders Prize.  He was named by Newsweek Magazine in 1989 as one of the top 25 innovators in the United States in all fields.  He is a fellow of the American Physical Society, the American Association for the Advancement of Science, and the California Academy of Arts and Sciences.

Muller's primary work in recent years has been in climate change, energy independence, alternative energy, and high-tech innovation.  He was a Jason consultant to the the US Government on national security issues for 34 years, and is now a technology consultant for several companies.

David E. Sanger covers the White House for The New York Times and is one of the newspaper's senior writers. In a 24-year career at the paper, he has reported from New York, Tokyo and Washington, covering a wide variety of issues surrounding foreign policy, globalization, nuclear proliferation, Asian affairs and, for the past five years, the arc of the Bush presidency. Twice he has been a member of Times reporting teams that won the Pulitzer Prize. Sanger's new book, The Inheritance: The World Obama Confronts and the Challenges to American Power (Harmony, 2009), is an examination of the challenges that the tumultuous events of the past eight years have created for the new president.

Before covering the White House, Mr. Sanger specialized in the confluence of economic and foreign policy, and wrote extensively on how issues of national wealth and competitiveness have come to redefine the relationships between the United States and its major allies. As a correspondent and then bureau chief in Tokyo for six years, he covered Japan's rise as the world's second largest economic power, and then its humbling recession. He also filed frequently from Southeast Asia, and wrote many of the first stories about North Korea's secret nuclear weapons program in the 1990's. He continues to cover proliferation issues from Washington.

Leaving Asia in 1994, he took up the position of chief Washington economic correspondent, and covered a series of global economic upheavals, from Mexico to the Asian economic crisis. He was named a senior writer in March, 1999, and White House correspondent later that year.

Mr. Sanger joined the Times in the Business Day section, specializing in the computer industry and high-technology trade. In 1986 he played a major role in the team that investigated the causes of the space shuttle Challenger disaster, writing the first stories about what the space agency knew about the potential flaws in the shuttle's design and revealing that engineers had raised objections to launching the shuttle. The team won the 1987 Pulitzer Prize for national reporting. He was a member of another Pulitzer-winner team that wrote about the struggles within the Clinton Administration over controlling exports to China.

In 2004, Mr. Sanger was the co-recipient of the Weintal Prize for diplomatic reporting for his coverage of the Iraq and Korea crises. He also won the Aldo Beckman prize for coverage of the presidency, awarded by the White House Correspondent's Association. The previous year he won another of the association's major prizes, the Merriman Smith Memorial Award, for coverage of the emergence of a new national security strategy for the United States. In 2004 he and four other colleagues also shared the American Society of Newspaper Editor's top award for deadline writing, for team coverage of the Columbia disaster.

Mr. Sanger appears regularly on public affairs and news shows. Twice a week he delivers the Washington Report on WQXR, the radio station of the Times. He is a member of the Council on Foreign Relations and the Aspen Strategy Group.

Born in 1960 in White Plains, N.Y.,  Mr. Sanger was educated in the public school system there and graduated magna cum laude in government from Harvard College in 1982.

Dr. Thomas Fingar is Payne Distinguished Lecturer in the Freeman Spogli Institute for International Studies at Stanford University. From May 2005 through December 2008, he served as the first Deputy Director of National Intelligence for Analysis and, concurrently, as Chairman of the National Intelligence Council.

Dr. Fingar served previously as Assistant Secretary of the State Department’s Bureau of Intelligence and Research, Principal Deputy Assistant Secretary (2001-2003), Deputy Assistant Secretary for Analysis (1994-2000), Director of the Office of Analysis for East Asia and the Pacific (1989-1994), and Chief of the China Division (1986-1989). Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.

From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar is a graduate of Cornell University (A.B. in Government and History, 1968), and Stanford University (M.A., 1969 and Ph.D., 1977 both in political science). His most recent books are From Mandate to Blueprint: Lessons from Intelligence Reform (Stanford University Press, 2021), Reducing Uncertainty: Intelligence Analysis and National Security (Stanford University Press, 2011), The New Great Game: China and South and Central Asia in the Era of Reform, editor (Stanford University Press, 2016), Uneasy Partnerships: China and Japan, the Koreas, and Russia in the Era of Reform (Stanford, 2017), and Fateful Decisions: Choices that will Shape China’s Future, co-edited with Jean Oi (Stanford, 2020). Offering the first of the 2009 FSI Director's seminars, Thomas Fingar, the 2009 Payne Distinguished Lecturer, and the nation's first Deputy Director of National Intelligence for Analysis and Chairman of the National Intelligence Council (2005-2008), set forth major challenges identified in the recent National Intelligence Council study Global Trends 2025: A Transformed World. Against that backdrop, Fingar then asked what the U.S. relationship with major Muslim countries might look like in 2025, what the salient trends and drivers would be, and how prepared governments are to deal with those trends.

Underscoring the complexity of the Muslim world, Fingar chose to examine extant and emerging trends in five discrete regions – the Maghreb, the Levant, the Gulf, South and Central Asia, and Southeast Asia – and state capacity to deal with these challenges as they escalate simultaneously and exacerbate one another.

In an accompanying paper, Fingar emphasized that Washington should eschew attempts to formulate an overarching strategy for countries with large Muslim communities, in order to increase the efficacy of policies tailored to address specific issues in specific contexts. Noting that U.S. relations with Islamic countries will be multifaceted and diverse, Fingar said that governments will – or should – welcome this approach, because it offers unprecedented opportunities for collaboration on complex issues that directly affect the lives of people in and beyond the Islamic world.
