John Van Reenen has established an international reputation as a scholar of the economics of consequences and causes of innovation. He works on the applied econometrics of industrial organization and labor economics, especially areas relating to productivity growth, management and organizational practices, R&D, anti-trust, intellectual property, policy evaluation and investment decisions.

John Van Reenen has been a full Professor of Economics at the London School of Economics, and Director of the Centre for Economic Performance since 2003. He graduated with a First from Cambridge University (Queens College) with the highest mark in a decade before completing a Masters degree (with distinction) from the LSE, and doing his PhD at University College London in 1993. He has been a Visiting Professor at the University of California, Berkeley, and a Professor at University College London. He has published over 40 refereed papers in international journals, including the American Economic Review and the Quarterly Journal of Economics. He has also been an editor of many journals, including the Journal of Economic Literature, Journal of Industrial Economics, and the Review of Economic Studies. He has served as a senior advisor to the UK Prime Minister, Secretary of State for Health, and the European Commission. Formerly, he was a partner in an economic consultancy company, Lexecon, and Chief Technology Officer in a software start-up. He frequently appears in newspapers, radio, and TV.

John Van Reenen, Professor of Economics and Director of the Centre for Economic Performance at the London School of Economics, and the Denning Visiting Professor in Global Business and the Economy at Stanford’s Graduate School of Business, offered an FSI Director’s seminar on March 4, looking at “Management Matters: Firm Level Evidence from Around the World.” Finding a dearth of empirical evidence on international management practices, and how they affect business performance and productivity across firms and across countries, Van Reenen and colleagues Nick Bloom, Christos Genakos, and Rafaella Sadum set out to remedy that deficit.

Van Reenen and colleagues developed a new methodology to measure global management practices, scoring firms in three areas: how well they track what goes on inside their firms, how they set targets and trace outcomes, and how effectively they use incentives to address and reward performance. Drawing on interview data from 5,000 firms in 15 countries across the Americas, Asia, and Europe, the researchers found that better performance is correlated with better management.  U.S. firms had the highest average management practice scores followed by Germany, Sweden, and Japan.

Asking why management practices vary so much, they found that multinational firms and firms operating in highly competitive markets have better management practices, while family owned firms and firms facing extensive labor market regulation have the worst. These four factors accounted for half of the variation in management practice scores across firms and across countries.

Elizabeth Sherwood-Randall, a senior research scholar at the Freeman Spogli Institute's Center for International Security and Cooperation (CISAC), has been named special assistant to the president and senior director for European affairs at the National Security Council.

Prior to her appointment, Sherwood-Randall served as a founding senior adviser to the Preventive Defense Project (PDP), a Stanford-Harvard initiative that focuses on security problems and threats. She also was an adjunct senior fellow at the Council on Foreign Relations.

"We are delighted that President Obama has asked Liz to advise him on European issues critical to our mutual political, military, and economic security, particularly during these challenging economic times," said Coit D. Blacker, director of the Freeman Spogli Institute and the Olivier Nomellini Professor in International Studies.

This is the second time Sherwood-Randall has served in the executive branch. From 1994 to 1996 during the first Clinton administration, she was deputy assistant secretary of defense for Russia, Ukraine, and Eurasia. In this role, she developed and implemented regional security policy toward the newly independent states of the former Soviet Union, including Russia, Ukraine, the Caucasus, and Central Asia, and also established defense and military relationships. Sherwood-Randall was instrumental in extending NATO's Partnership for Peace program across Eurasia and in building the foundation for cooperation between Russia and NATO in the joint peacekeeping operation in Bosnia. For her work at the Pentagon, she was awarded the Department of Defense Distinguished Service Medal by then-Secretary of Defense William Perry, who now co-directs the PDP at Stanford.

"Her achievements during her tenure at the Pentagon while I was secretary of defense were significant and far-reaching.  I expect in her new role at the National Security Council she will make equally powerful contributions."

From 2007 to 2008, Sherwood-Randall was a member of the Review Panel on Future Directions for Defense Threat Reduction Agency Missions and Capabilities to Combat Weapons of Mass Destruction. In 2008, she served on the National Security Strategy and Policies Expert Working Group that advised the Commission on the Strategic Posture of the United States, which Perry also leads.

Prior to her service in the Department of Defense, Sherwood-Randall was co-founder and associate director of Harvard's Strengthening Democratic Institutions Project. She also has served as chief foreign affairs and defense policy adviser to then Sen. Joseph R. Biden, Jr., and as a guest scholar in foreign policy studies at the Brookings Institution. 

Sherwood-Randall earned a bachelor's degree from Harvard College and a doctorate in international relations from Oxford, where she was a Rhodes Scholar in 1981.

Nathan Nunn is an Assistant Professor of Economics at Harvard University. Professor Nunn was born in Canada, where he received his PhD from the University of Toronto in 2005. Professor Nunn’s primary research interests are in international trade, economic development, and economic history. He is an Associate editor of the Journal of International Economics and an NBER Faculty Research Fellow.

One stream of Nunn’s research focuses on the relationship between historic events and current economic performance within Africa. In “Historical Legacies: A Model Linking Africa’s Past to its Current Underdevelopment”, published in the Journal of Development Economics in 2007, Nunn develops a game-theoretic model showing how the slave trade and colonial rule could have had permanent long-term effects on economic performance. In “The Long-Term Effects of Africa’s Slave Trades” (Quarterly Journal of Economics, 2008), Nunn documents the long-term adverse economic effects of Africa’s slave trades.

A second stream of Professor Nunn’s research focuses on the importance of hold-up and incomplete contracting in international trade. He has published research showing that a country’s ability to enforce written contracts is a key determinant of comparative advantage (“Relationship-Specificity, Incomplete Contracts and the Pattern of Trade”, Quarterly Journal of Economics, 2007).

Summary of talk:

In his presentation "The Slave Trade and the Origins of Mistrust in Africa", Nathan Nunn offers an empirical investigation into the relationship between Africa's Slave Trade (1400 to 1900) and its culture of mistrust today. The project is an individual-level analysis of whether members of heavily enslaved ethnic groups in Africa display lower levels of trust today. The underlying argument posits that the slave trade created a culture of "enslave or be enslaved", where a non-trivial proportion of slaves were actually tricked and sold off into slavery by their own friends or family members. These conditions left a legacy of mistrust that has persisted to this day.

The empirical analysis relies on estimates of slave flows and records of slaves' ethnic membership. It also relies on 2003 Afrobarometer survey data to measure individual attitudes of trust toward neighbors, family members, local councilmen and co-ethnics in 17 sub-Saharan African countries. The results indicate a negative effect of Africa's slave trade on individual levels of trust: ethnic groups most affected by the slave trade are most likely to be distrusting today. The results further show that this occurs not through the effect the slave trade had on the locality in which the individual currently resides, but rather through the effect the slave trade had on that individual's ethnic ancestors.

The post-World War II fabric of global security, designed and maintained by the United States, has dangerously frayed. Built for a different age, current international institutions are ill-equipped to address today's most pressing global security challenges, ranging from climate change and nuclear proliferation to civil strife and terrorism.

Revitalizing the institutions of cooperation will require a new conceptual foundation for global security. The "national sovereignty" of the twentieth century must give way to "responsible sovereignty"-a principle requiring nations not only to protect their own people, but also to cooperate across borders to safeguard common resources and tackle common threats. Achieving this will require American leadership and commitment to a rule-based international order.

In Power and Responsibility Bruce Jones, Carlos Pascual, and Stephen Stedman provide the conceptual underpinnings for a new approach to sovereignty and cooperation. They present ideas for the new U.S. administration, working with other global powers, to promote together what they cannot produce apart-peace and stability. Recommendations follow more than a year of consultations with policymakers and experts all over the world. They reflect the guidance of the Managing Global Insecurity Project Advisory Group, composed of prominent figures from the United States and abroad. They call for the new president and key partners to launch a 2009 campaign to revitalize international cooperation and rejuvenate international institutions.

As Washington prepares for a presidential transition, the time has arrived for a serious rethinking of American policy. For the United States, this is no time to go it alone.

Please join the Forum on Contemporary Europe, the Taube Center for Jewish Studies, and the Department of German Studies for a reading and discussion of The Truth About Sascha Knisch by author Aris Fioretos.

A "biological thriller" set in the underworlds of Weimar Berlin, Aris Fioretos's The Truth about Sascha Knisch (Jonathan Cape, 2006; Overlook 2008) deals with the so-called "sexual question," its lures and seductiveness, dangers and temptations, but also with the shrewd love between two young people in a Germany at the brink of disaster.

 

Aris Fioretos studied at Stockholm, Paris, and Yale universities. Since 1991, he has published over a dozen books - novels, prose poetry, and essays. He has also edited several academic volumes and translated the works of Paul Auster, Friedrich Hölderlin, and Vladimir Nabokov into Swedish. A past counsellor of culture at the Swedish Embassy in Berlin, he is the recipient of several prizes and awards, most recently from the Swedish Academy, the American Academy in Berlin, and All Souls College, Oxford. His most recent publication is the essay collection Das Maß eines Fußes (Hanser Verlag, 2008). In the fall, a new novel will appear.

This daylong discussion, attended by roughly 40 scholars and practitioners from universities, labor organizations, corporations and NGOs, focused on how companies can move beyond monitoring and compliance to build socially and environmentally responsible supply chains.

At two workshops in 2008, the group discussed a few key strategies, leading Josh Cohen and Rick Locke to seek funding for a new research center. These included:

  1. Scaling up codes of conduct
  2. Reinvigorating national regulation
  3. Combining labor standards and trade rules

  • Key issue is how to tie labor and environmental agenda together; for some companies, environmentalism is self-interest—materials like bamboo often resonate with designers. But who makes the bamboo shirt is less of an issue. One option is to derive cost savings from environmental policies and direct that money to programs for workers.
  • Big question: in an entry-level sector, how far across the spectrum from minimum or entry-level to living wage do we go? How do we measure progress? Is it a 3% increase in labor value /product each year?
  • Another issue in need of further exploration: where upgrading doesn’t reach lower down in the supply chain. There’s got to be a virtuous circle where technical upgrading and labor issues can be joined
  • Environmental issues have won the battle because regulatory environment incents companies to care about it, and consumers care, too—it’s become hip. Maybe what’s needed is to institutionalize the “triple bottom line” approach to business such that companies with good labor policies get tax breaks.
