The Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to announce that undergraduate senior honors student Yihana von Ritter was awarded The Firestone Medal for Excellence in Undergraduate Research for her outstanding thesis examining HIV/AIDS policy in Papua New Guinea. Von Ritter was presented with the award at a ceremony held on June 11 during commencement weekend at Stanford University.

Von Ritter, a political science major, spent the summer of 2010 on the Papua New Guinea island of Karkar, where she performed extensive field research. She interviewed over 40 government officials, medical personnel, religious and civic leaders, youth, and HIV positive individuals. Her thesis entitled "Between Hope and Despair: An Assessment of HIV/AIDS Policy in Papua New Guinea," underscored the fact that while only 1% of Papua New Guinea's adult population is AIDS-infected, a public health crisis is looming if preventative policies are not swiftly adopted.

According to her thesis co-advisor Professor Emeritus David Abernethy, Von Ritter's thesis received the Firestone Medal­--awarded to the top ten percent of honors theses in social science, science, and engineering--for its remarkable combination of social science analysis and informed policy advocacy.

"Von Ritter provides policy-relevant recommendations in her thesis to enhance interagency communication and encourage active government leadership (in Papua New Guinea)," said Abernethy. Von Ritter also worked closely with Francis Fukuyama, FSI senior fellow and CDDRL faculty member, who provided guidance and support during the thesis writing process.

Purun Cheong and Kamil Dada were both recipients of the CDDRL Undergraduate Honors Program "Best Thesis Award" for their outstanding research and policy-relevant scholarship. Cheong, an international relations major, critically evaluated the failed United Nations state-building efforts in East Timor in his thesis, "When the Blind lead: The United Nations in East Timor-Lessons in State Building."

After spending a summer conducting research in Pakistan, Dada, a political science major, wrote "Understanding International Democracy Assistance: A Case Study of Pakistan," a sobering account of democracy assistance to Pakistan. Cheong and Dada were both advised by CDDRL director Larry Diamond.

The Program on Liberation Technology at the Center on Democracy, Development, and the Rule of Law (CDDRL) hosted two events in May, which brought together the technology and activist communities in support of a common cause-Egypt. The Program benefitted tremendously from the presence of two Egyptian activists, Ahmed Saleh and Sabah Hamamou, who traveled from Cairo to share their experiences and contribute ideas to help build a community between Tahrir Square and Silicon Valley. These events were coordinated by Stanford and Silicon Valley technology firms interested in leveraging their expertise in technology innovation to provide practical benefits for pro-democracy activists in Egypt and beyond.

On May 14, the Program on Liberation Technology in partnership with the Stanford Peace Innovation Lab, Code the Change (a Stanford student group), CloudtoStreet, and Platform d, organized a Hack-a-Thon for Egypt at Stanford's design school. This event attracted more than 80 computer engineers, programmers, technologists, academics, activists, and members of the public. All expressed a firm commitment to volunteer their skills and time towards the development of technology applications to aid activists.

Volunteers connected in real time with Egyptian activists through videoconference and live presentations where they described the type of applications that would be beneficial to their work. Programmers and designers in the room listened intently as ideas for the following technologies were proposed; mobile phone applications for political mobilization, web-based training for election monitors, a crowdsourcing platform for constitutional negotiations, and a tool to monitor the Egyptian parliament.

Ahmed Saleh, a political activist and founder of the Kifaya movement (the Egyptian Movement for Change), provided a personal account of the revolution, captivating the audience's attention with his details of the 18 days leading up to President Mubarak's fall. Sabah Hamamou, a journalist and blogger, emphasized social media's impact on the public's capacity to organize and connect.

Hackers quickly got to work dividing into groups to begin designing the prototypes for some of the suggested applications. Sketching out designs on whiteboards and developing basic code, programmers worked late into the evening on four tangible projects: a web platform to crowdsource constitutional negotiations, a content management system for an Egyptian watchdog group to increase citizens’ ability to hold politicians to account, an election monitoring training and certification interface, and new visualizations of Twitter usage data emerging from the 18 days of protests.

Going forward, the teams will work with their Egyptian counterparts to scale-up their projects into applications with practical and broad application. The CloudtoStreet project led by CDDRL visiting scholar Ben Rowswell will work to incubate several of the projects and maintain connections with their Egyptian partners to aid in the implementation phase on the ground. A follow-on event to the Hack-a-Thon is planned for the summer quarter of 2011 to encourage the teams to continue the development of applications.

The second event hosted by the Program on Liberation Technology on May 20, brought executives from Google and Facebook to Stanford to explore social media's impact on democratic transition. More than 40 gathered to hear from Egyptian activists Saleh and Hamamou who spoke at length about their direct experience using social media and its impact on the uprisings.

According to Saleh, "Facebook had a humble start in 2008 (in Egypt) but quickly became viral when activists coordinated a national strike on April 6. This shocked the security services but they quickly learned from their mistakes.” The We Are All Khaled Said Facebook page communicated the message of the revolution, Saleh explained, but it still took a great deal of social mobilization to convince people to join the protests in Cairo. Once the power was cut, Saleh told the audience, the "keyboard activists" were then inspired to go to the streets.

Hamamou showed a variety of YouTube videos featuring cartoons poking fun at the deposed regime, which were produced by small Egyptian media companies. In doing so, she highlighted the fact that social media is becoming increasingly more popular in Egypt as politicians and civil society groups use this tool for civic education and outreach. Sabah explained this by noting that "people want alternative ways of being entertained outside of traditional media." She continued by pointing out that, "if it wasn't for the world watching (the revolution) I am not sure we could have done it."

Both activists outlined practical steps that the technologists in the room could take to help aid their efforts. Saleh underscored the importance of secure communication, which is an enormous challenge for activists who are confronted with sophisticated technologies used by regimes to survey their communication. With limited funds, activists are unable to afford expensive circumvention systems and require software and secure tools that provide user-friendly and cheap solutions. Saleh ended by emphasizing that these secure communication technologies can save lives and are urgently needed.

Hamamou suggested that Silicon Valley-based technology companies should expand their grant-making and philanthropic programs to include Egypt where they can engage directly with NGOs on the ground. She specifically highlighted YouTube's Partnership program and Google's digital journalism grant, which currently have no formal presence in Egypt. A representative from Google explained that engagement in Egypt requires them to comply with local laws to use the Egypt domain, requiring them to censor materials that are not permitted by the authorities. These laws and limitations make it challenging to maximize freedom of expression in this kind of environment.

Both events allowed the Program on Liberation Technology and its partners to match the technological ingenuity of Silicon Valley with the needs of activists in Egypt. Looking forward, the Program will be building on the applications created and the community established around this cause to make a more profound impact on the efforts of pro-democracy activists in Egypt and beyond.

Note: News of the Hack-a-Thon spread quickly through both the traditional and social media sectors, eliciting a great deal of interest and coverage of this event. The initiative was featured on the We Are All Khaled Said Facebook page, home to over 100,000 international members generating an upwards of 350 "likes" and 80 comments. On June 4, 2011, SPICE co-sponsored a conference, “Teaching Human Rights in a Global Context,” with the Program on Human Rights (Center on Democracy, Development, and the Rule of Law, FSI), the Division of International Comparative and Area Studies (ICA), and the Stanford Humanities Center. Fifty community college and high school faculty attended a full day of lectures, panel discussions, and small-group work. Dr. Helen Stacy, Director of the Program on Human Rights, set the context for the conference, and her remarks were followed by a lecture on “The Globalization of Human Rights Education” by Professor Francisco Ramirez, Stanford School of Education. 

Educators discussed, shared, and learned about each other’s experiences of teaching human rights in a wide range of world areas, academic disciplines, and classroom settings. The rudiments of syllabus construction, methods of incorporating a human rights component into traditional courses, sample lesson plans, best ways to make use of interdisciplinary pedagogic resources and materials, and strategies for reaching diverse student populations were topics of discussion. One panel, “Incorporating Human Rights into Your Syllabus,” was facilitated by SPICE’s Jonas Edman. Jonas, Michael Lopez of the Program on Human Rights, and Dr. Robert Wessling, Center for Russian, East European & Eurasian Studies, ICA, served as the primary organizers of the conference, and Dr. Laura Hubbard, Center for African Studies, ICA, served as the emcee. Megan Gorman, Center for Latin American Studies, ICA, and John Groschwitz, Center for East Asian Studies, ICA, also contributed to the organization and promotion of the conference.

As a follow-up to the conference, ICA and the Program on Human Rights will sponsor a limited number of year-long Human Rights Curricular Fellows in the coming 2011–12 academic year. Fellows must teach at an accredited California community college. Also, Jonas will be developing curricular lessons in consultation with some of the educators who attended the conference.

The conference was funded primarily by the Department of Education (Title VI) and ICA.

International Scholars in Residence at the Humanities Center 2011-2012

Distinguished scholars from Australia, Hong Kong - Ghana, Spain, the United Kingdom and France chosen as joint Stanford Humanities Center/FSI international visitors.

The Stanford Humanities Center and the Freeman Spogli Institute for International Studies (FSI) are pleased to announce that four international scholars have been chosen to come to Stanford in 2011-12 as part of a jointly sponsored international program entering its third year. Nominated by Stanford departments and research centers, the international scholars will be on campus for four-week residencies. They will have offices at the Humanities Center and will be affiliated with their nominating unit, the Humanities Center, and FSI.

A major purpose of the residencies is to bring high-profile international scholars into the intellectual life of the university, targeting scholars whose research and writing engage with the missions of both the Humanities Center and FSI.

The following six scholars have chosen to be in residence during the 2011-2012 academic year:

  • Adams Bodomo (October-November 2011) is the Chair of the Department of Linguistics in the School of Humanities at the University of Hong Kong and the Director of the University’s African Studies Program. A linguist hailing from Ghana, his primary expertise resides in the structure of West-African languages (Akan, Dagaare). He has recently undertaken research on the African diaspora in Asia, as well as conducted fieldwork on Zhuang, a minority language in China. He was nominated by the Department of Linguistics.
  • Mario Carretero (January 2012) is a Professor of Psychology at Autonoma University of Madrid, and one of the most prominent leaders studying how young people develop historical consciousness and how they understand history. His work has been at the forefront of the “history wars” since the 1990s over what and who should determine the curriculum on the Spanish-speaking world. Carretero’s research, unlike scholars who explore such issues by dissecting textbooks, is unique in its commitment to fieldwork - conducting interviews with adolescents and observing them in real life situations to understand the dynamics of cultural transmission and resistance. He was nominated by the School of Education.
  • Catherine Gousseff (February 2012) is a world-renowned leading figure in East-Central European history, politics and society of the twentieth Century, as well as of the former Soviet Union. A researcher at the French CNRS (Centre National de la Recherche Scientifique) she is currently affiliated with the Marc Bloch Center in Berlin. While at Stanford, she will share insights into her new research project on collective memories of displacements, diaspora politics in wartime and post-war eras, notably the Polish-Ukrainian population exchange (1944-1950). She was nominated by the Europe Center.
  • James Laidlaw (April 2012) is an anthropologist at Cambridge University. Professor Laidlaw is deeply engaged in fieldwork in Asia, researching the Buddhist ethics of self-cultivation, looking at how the traditional means by which Buddhists practice self-cultivation –asceticism, meditation- are undergoing a massive restructuring. Practices once reserved for male monks are now being adopted by women and laity. James Laidlaw has edited seven books, the two latest ones on the cognitive approaches to religion, exploring them from an ethnographic perspective. He is also an expert on Jainism, a tradition of monastic renunciation like Buddhism that is also the religion of choice of a larger lay population. He was nominated by the Department of Anthropology.
  •    Monica Quijada (October-November 2011) is a public intellectual and historian of Spain and Latin America at the Consejo Superior de Investigaciones Cientificas (CSIC) in Madrid. Her engagement with the UN in Argentina (working with refugees) and her directorship of the investigation carried out in the late 1990s regarding Nazi activities during the Second World War and in post-war Argentina shows her commitment to the public space. She has written extensively on dictatorship, populism, and war and their effect on the public sphere in Argentina and Spain as well as on the relationship between nineteenth-century Latin American states and their indigenous populations. She was nominated by the History Department and the Center for Latin American Studies.
  •    Patrick Wolfe (May-June 2012) is a historian at La Trobe University in Melbourne, Australia. He is a premier historian of settler colonialism, currently working on a comparative transnational history of settler-colonial discourses of race in Australia, Brazil, the United States, and Israel/Palestine. While at Stanford, he will give lectures based on his core work on Australia and also on his forthcoming book Settler Colonialism and the American West, 1865-1904 (Princeton University Press). He was nominated by the Bill Lane Center for the American West.

China today is in the midst of sweeping changes. The economy is roaring ahead. Millions of rural families are uprooting themselves in search of better lives in the city. Traditional ways of living, working, and playing are transforming. This image of China often gives an impression of instability, confusion, extreme inequality, and despair, but in fact, every country that has developed—including the United States—has undergone a similar process.

China in Transition, SPICE’s latest curriculum-in-development, introduces high school students to modern China as a case study of economic development. What are the characteristics of the development process, and why does it occur? How is development experienced by the people who live through it, and how are their lives impacted? How do traditional cultural values—such as China’s emphasis on education—contribute to and/or evolve as a result of modernization? Students examine these questions and others as they investigate the roles that urbanization, migration, wealth, poverty, and education play in a country in transition.

This curriculum project represents a new and unique joint venture between SPICE and the Rural Education Action Project (REAP) to bring modern China alive in U.S. high school classrooms. It is the first project of its kind for SPICE and an exciting new intramural collaboration for FSI. “When I first heard about the work of REAP from Professor Scott Rozelle and his staff, I was immediately struck by the significance of REAP’s efforts to help students from poor rural households in China overcome obstacles and harvest their educational dreams,” says SPICE Director Gary Mukai. “This grew into a REAP-SPICE collaborative, which has the goal of making REAP’s efforts and its many important lessons accessible to U.S. high school students through interactive, interdisciplinary activities.”

The partnership capitalizes on the strengths of both organizations, pairing REAP’s rigorous scholarship and field research in China with SPICE’s expertise in curriculum development. The resulting synergies are helping to refine China in Transition into a rich and dynamic resource for high school classrooms. 

Much of the research for China in Transition was gathered in Fall 2010 by an international team of students who participated in REAP’s “Across the Pacific” program (ATP). The “Across the Pacific” team—which comprised students from Stanford University and Chinese universities such as Peking University, Tsinghua University, and Renmin University—conducted academic and field research to investigate key topics in modern China (e.g., its shifting economy, urbanization, migration trends, education system) and produced a collection of original multimedia content that will be incorporated into the final publication. These teaching resources, created by U.S. and Chinese college students, will soon be used to build cross-cultural understanding among high school students. 

REAP and SPICE have worked in close consultation with each other throughout the curriculum development process, and they continue to work together to produce the final curriculum unit, due to be published in Fall 2011.

“Anticipating the future is difficult in any situation, but assessing the prospects for nuclear power in the next fifty years presents especially complex challenges," write Katherine D. Marvel and Michael M. May in a new paper published by the American Academy of Arts & Sciences.

"The public perception of nuclear power has changed and continues to change. Once viewed as a miracle of modern technology, nuclear power came to be perceived by many as a potential catastrophe; now it is viewed as a potential, albeit potentially still dangerous, source of green power. Conventional wisdom in the 1960s held that nuclear power could dominate the electricity sectors of developed countries, while less than twenty years later, many predicted the complete demise of the U.S. nuclear industry following the Three Mile Island accident in 1979. Yet neither attitude fully forecast the situation today: a nuclear industry that is not dominant, but is far from dead. Indeed, the history of long-range planning for nuclear power serves as a caution for anyone wishing to make predictions about the state of the industry over the next half-century.

Nonetheless, it is critical to assess its role in the future energy mix: decisions taken now will impact the energy sector for many years. This assessment requires both a review of past planning strategies and a new approach that considers alternate scenarios hat may differ radically from business as usual. While a number of studies have explored the future of nuclear power under various circumstances, the purpose of this paper is to consider gamechanging events for nuclear energy.”

The Center for International Security and Cooperation is pleased to welcome Dr. Amy Zegart as an affiliated faculty member at CISAC in conjunction with her position as a senior fellow at the Hoover Institution. 

Zegart comes to Stanford after serving as professor of public policy at UCLA's Luskin School of Public Affairs, where she taught graduate and undergraduate courses in U.S. national security policy, U.S. intelligence, global studies, and public policy. She has won three UCLA teaching awards, including the 2010 Outstanding Public Policy Professor of the Year for excellence in undergraduate teaching.

Zegart has been featured by The National Journal as one of the ten most influential experts in intelligence reform. Her research examines the organizational deficiencies of American national security agencies. Her first book, Flawed By Design: The Evolution of the CIA, JCS and NSC, which chronicled the politics of bureaucratic design of the Central Intelligence Agency, Joint Chiefs of Staff, and the National Security Council, won the American Political Science Association's Leonard D. White Dissertation Award and has become standard reading for several U.S. military and intelligence training programs.

Her second book, Spying Blind: The CIA, the FBI, and the Origins of 9/11, which examined why U.S. intelligence agencies failed to adapt to the rise of terrorism before 9/11, won the 2008 Louis Brownlow Book Award, the top literary prize given by the National Academy of Public Administration for outstanding contributions to the field.

She has also published in International Security, Political Science Quarterly, Presidential Studies Quarterly, and other leading academic journals.

Zegart served on the Clinton Administration's National Security Council staff. She has testified before the Senate Select Committee on Intelligence, provided intelligence training to the Marine Corps and the Office of the Director of National Intelligence, and was a member of The National Academics of Science Panel to Improve Intelligence Analysis.  

She currently serves on the FBI Intelligence Analysts Association National Advisory Board, the Los Angeles Police Department's Counter-terrorism and Community Police Advisory Board, and advises local, state, and federal officials on intelligence and homeland security matters.

She will arrive at Stanford on June 17.

Even though the last of the remaining aged survivors of the Second World War who fought and suffered through its horrors are now dying out, interpretations of what happened remain politically and morally contested. It is now an old story that West (but not East) Germany admitted the criminal nature of the Nazi regime, apologized, and incorporated recognition of what occurred into its school curriculum. Officially, Japan never has unambiguously done so and Japanese remain deeply divided over their wartime historical record, including its colonial rule in Asia.  

But the story is much more complicated than that because most of the West European countries occupied by Germany during the war only gradually and belatedly admitted that their many collaborators played a crucial role in helping the Germans carry out the Holocaust and fight their war. This was even more the case in East Europe, where many are still evasive about the widespread cooperation with the Nazis that occurred during those years. Poland had to be shocked by Jan Gross’s path-breaking book, Neighbors, before starting to come to grips with the reality of its anti-Semitism, and in many other parts of the region that has not really begun to take place, even now. And in East Asia, the successful channeling of nationalist passions against Japan by the Koreans and Chinese has allowed them to evade the records of their own numerous collaborators.

The importance of World War II memories goes well beyond arguments about guilt or innocence, or concerns about official obscurantism in school textbooks and public avoidance, even denial of the relevance of the topic. The reality is that people have their own version of what happened passed on in family lore, while leaders’ interpretations of their past continue to shape present policy choices. 

There has been much valuable scholarship on how both Europe and East Asia have approached issues related to World War II, but relatively little that directly compares the two areas. By bringing together a small group of the best analysts of the contentious twentieth century in both Europe and East Asia, we hope to deepen the comparative scholarship of how they have shaped their historical memory of the wartime past and how that legacy continues to shape current history in both regions. Each panel focuses on a key question and pairs specialists from Asian and European studies to address that same question.

This conference draws upon the three-year Divided Memories and Reconciliation project of the Walter H. Shorenstein Asia-Pacific Research Center. The papers presented here will be published as an edited volume by a major university press.

The number one topic around the globe has been the world after Bin Laden and the appropriate ways for democracies to dispose of terrorists. From Washington, to Brussels, to Tel Aviv and Islamabad, pundits and average citizens have weighed in on the debate.

Sweden’s contribution to the question of how to deal with terrorism was to provide a welcome mat - in the form of a taxpayer-funded lecture tour - for the notorious Popular Front for the Liberation of Palestine (PFLP) airplane hijacker, Leila Khaled.

Khaled literally burst onto the world scene in 1969 when she boarded TWA’s flight 840 in Rome with hand grenades taped around her waist. She stormed the cockpit, declaring she belonged to the Che Guevara Commando Unit of the Marxist-Leninist PFLP. Terrified passengers were held hostage and only released after Israel agreed to free Palestinian prisoners held in Israeli prisons. One year later, she masterminded a new brutal hijacking after undergoing plastic surgery to conceal her identity.

In 2002, in the wake of the 9/11 attacks, The European Union through its European Council decided to include the PFLP on its list of terrorist groups.

The people of Israel are all too familiar with the savagery of the PFLP. It took responsibility for the 2001 assassination of Tourism Minister, Rehavam Zeevi. On Friday night, March 11th 2011, two PFLP members butchered the Fogel family in Itamar, including four-and eleven-year-old children and a three-month infant.

Ms. Khaled sits on the PFLP Central Committee and has not expressed regret for her involvement in terrorism. Because of her history of aiding and abetting terrorism, a police complaint was recently issued against her in Sweden for gross violations of international law.

But that came too late. During her tax-payer funded visit to Sweden, Khaled spoke at the May Day demonstrations of the Stalinist Swedish Communist Party and the Anarcho-syndicalist Trade Union Federation. She held publicly funded lectures at an Art Gallery and spoke on developments in the Middle East at the publicly- funded Södertörn
University College.

Incredibly, Khaled also participated at a seminar on political activism arranged by the Left Party represented in Sweden’s Parliament.

The organizers of her appearances had nothing but praise for the PFLP leader. Anna Ahlstrand, Project Manager at Konsthall C, which is funded by the government’s Arts Grant Committee, declared “she is an icon for many people”. Jonatan Habib Engqvist, Project Manager at the Governmental Arts Grants Committee that financed her tour described the arch terrorist as “a very established feminist thinker.”

Unfortunately, Leila Khaled isn’t the first member of a Palestinian terrorist group to get special treatment from Stockholm. In 2006, the Swedish consulate in Jerusalem, in contravention of EU regulations, granted a Schengen visa to Hamas’ Minister of Refugees, Atef Adwan. Such a visa makes it possible for the bearer to travel across 15 European Countries. That decision provoked protests from Israel, which said it lent legitimacy to Hamas, and from France, which had rejected earlier visa requests by Hamas leaders.

So far Sweden’s decision to grant entry to Khaled – a leading representative of an organization deemed a terrorist group by more than 30 countries, including Sweden, all EU Member States and the United States – hasn’t spurred protest from the US or other
European countries.

But the decision to allow her into Sweden could have broader consequences. It comes at a time when many European nations want to take back direct control of their national frontiers. Indeed, the European Commission is currently debating the re-imposition of border controls within the so-called Schengen region.

Leila Khalid’s taxpayer-funded trip comes even as Swedish authorities continue to turn a deaf ear to repeated calls from the Jewish Community and the Simon Wiesenthal Center to fund security for Jewish institutions facing increasing anti-Semitism and global Islamist threats.

The irresponsible behavior of Swedish authorities will likely doom any future role in Israeli-Palestinian negotiations. Back in 2000, following a more even-handed Middle East policy under then Swedish PM Goran Persson, Stockholm did help facilitate Israeli Palestinian negotiations.

According to leaked WikiLeaks reports, Carl Bildt, the current Foreign Minister is characterized, as a “medium size dog with big dog attitude.” But his government hasn’t even bothered to present a veneer of neutrality when it comes to the Holy Land, as evidenced by the fact that not a single minister visited Israel during the Swedish EU Presidency.

On the Iranian front, Bildt distinguished himself as one of the EU leaders most opposed to increased sanctions against Tehran. The very same diplomat rushed to Istanbul in June 2010 to personally greet and have his picture taken with Swedish participants in the infamous Turkish Gaza Flotilla.

If Sweden is serious about opposing terrorism and promoting Mideast peace, it must reveal the circumstances behind Leila Khalid’s entry and departure from Swedish and EU Territory and who approved the allocation of taxpayers’ funds for a woman who stands for everything Osama Bin Laden lived and died for.
