Emerging nation-states like Libya and Palestine are constrained by local elites integration in socio-economic networks.

Attention is fixed on Mahmoud Abbas' application for Palestinian statehood at the United Nations, and on the capture of state power by Libyan rebels. Have we forgotten to ask whether and under what conditions the nation-state is a viable political vehicle for justice and liberation?

A world composed of nation-states is less than seventy years old. Yet the ideal of "national liberation" dominates the political imagination of many oppressed peoples. Such a politics of emancipation has dire limits because serious power is organised and exercised on a global scale.

Before World War II, the world was made up mostly of empires and colonies. A state of their own seemed to promise freedom and recognition to colonised populations. This is because the world of nation-states masquerades as a world of sovereign equals. Each nation-state supposedly rules its own territory and people, free from outside interference.

 

Only for the others

This was the ideology behind the United Nations, which was conceived and organised by the Western allies during World War II. The war aims of the US and the UK, as expressed in the Atlantic Charter of 1941, included the idea that all "peoples" had a right to self determination. Winston Churchill was quick to claim that this only applied to those in Nazi occupied Europe, not the subject peoples of the British Empire.

But Churchill was a man of the old world. Already the US had pioneered in Latin America and in its "open door" policies towards China modes of intervention and informal rule that recognised the political independence of subordinate states. The diplomatic historian William Appleman Williams used the term "Anticolonial Imperialism" to describe what the US was up to.

Empires always operate in and through some kind of local administration, whether a colonial state, a kept Raja, or an informal relation with a client power. In mature colonies, much of the day to day work of government was carried out by indigenous people, trained up as civil servants, police, and soldiers. Businesses were often operated and even owned by locals.

Occupying such a colony with imperial officials was not only expensive, it caused friction and generated resistance. Why not give local power brokers a somewhat larger cut (but not too large) to run the place for you? The oppressed "nation" could celebrate "independence", the local elites could enrich themselves, and the imperial power could continue to enjoy the advantages of domination and unequal economic relations.

This was not only empire without colonies, it was an empire that could pose as a supporter of "national liberation".

The United Nations took this concept of the nation-state to a global level. The world came to be composed mostly of small, relatively weak states, each proudly sovereign and jealous of its prerogatives. But each one also enmeshed in the brutal and shocking disparities of wealth and power that have characterised global politics since the nineteenth century. Local elites prospered, while their people toiled away at subsistence level.

A nation-state organisation of the world offers advantages to those who want to sustain global hierarchies of power. It also poses immense challenges to those struggling for freedom.

The immediate problem is which group or set of interests will seize state power. Colonial borders encased many different peoples within the same territory, and divided others. Colonisation produced sectors of society which benefitted from and were in sympathy with imperial power in varying degrees. The result is intractable and recurring clashes of identity and interest.

These conflicts are evident now in Libya and they have fractured the Palestinian national liberation movement.

 

"Imagined Community"

Even in Europe, there was no "nation" behind the state to begin with. In myriad ways state power was used to create the "imagined community" of the nation, which often enough was a fiction propagated by a dominant ethnicity or social class.

It is one thing to build a nation-state while rising to world dominance, as in the West. It is quite another to do so when you are on the losing end of global inequities in wealth and power.

New holders of state power in the global South - even in a rich state like Libya - are profoundly constrained and face limited options. Local elites are often deeply enmeshed in economic, cultural and political networks that tie them to foreign powers and interests, Western or otherwise.

The usual outcome is some kind of neo-colony. A local political and economic class benefits from relations with outside powers and global elites, to the neglect of the ordinary people who brought them to power and of their political desires.

Such an arrangement takes many forms. One model is the resource rich country, which can sustain a hyper-wealthy elite, while keeping the masses in check with a combination of repression and bread and circuses. This is the likely fate of Libya, if it does not descend into internal conflict over the possession of state power and its benefits.

Another model is that of South Africa's Bantustans, "tribal" states that were given limited "independence". Their function was to outsource security. Like the Palestinian Authority, the Bantustans self-policed a restive population. They also served as a basis for the power and wealth of a local ruling class, connecting it to the larger order that oppressed everyone else.

None of this is to suggest that people seeking liberation should not seek state power. Among other things, the state has the potential to equal the scales between the public good and the private power of capital, foreign or domestic.

But it is to say that the seizure of state power cannot be the end goal of contemporary liberation politics. In the global South, to have a politics only about the nation-state is to play a game with dice loaded against you.

A liberation politics beyond the nation-state would from the beginning reach out to those in other societies struggling also for a just global order. In so much of both the global South and North right now, politics has been reduced to the servicing of narrow interests by cronies holding offices of state.

People around the world are suffering through the nadir of capitalism that is our times. Such circumstances offer possibilities for a local-global politics of liberation.

It is in the global South that liberation movements have the best chance of seizing local state power and its many advantages. At the same time, connections with global struggles for justice will give the free states of the South an international base, a source of power with which to resist becoming a neo-colony.

For it is ultimately only a just global order that long can sustain freedom and equality at home.

Henrik Boesen Lindbo Larsen is a CDDRL visiting researcher 2011-12, while researching on his PhD project titled NATO Democracy Promotion: the Geopolitical Effects of Declining Hegemonic Power. He expects to obtain his PhD from the University of Southern Denmark and the Danish Institute for International Studies (DIIS) in 2013.

Henrik Larsen’s PhD project views democracy promotion as a policy resulting from power transitions as mediated through the predominant narratives of great powers. It distinguishes between two main types of democracy promotion, the ability to attract (enlargement, partnerships) and the ability to impose (out-of-area missions, state-building). NATO’s external policies are increasingly pursued with a lower intensity and/or with a stronger geographical demarcation.

Prior to his PhD studies, Henrik Larsen held temporary positions for the UNHCR in the Eastern Democratic Republic of the Congoand with the Ministry for Foreign Affairs of Denmark working with Russia & the Eastern neighborhood. He holds an MSc in political science from the University of Aarhus complemented with studies at the University of Montreal, Sciences Po Paris and the University of Geneva. He has been a research intern at École Militaire in Paris and he is member of the Danish roster for election observation missions for the OSCE and the EU.

Abstract
The talk will discuss the impact that recent events in Tunisia, Egypt, Libya, Syria and other MENA countries has had on the debate about the Internet & democracy in general and on the future of the so-called "Internet freedom agenda" in particular. The talk will also explore the possibility of finding some workable middle ground between cyber-utopianism and cyber-dystopianism, attempt to articulate what a more culturally-sensitive approach to studying Internet & democratization may look like and argue for the growing relevance of such approach, particularly as a way to avoid essentialist attitudes towards technology. 
 
Evgeny Morozov is the author of the Net Delusion: The Dark Side of Internet Freedom, published earlier this year and a visiting scholar with the Liberation Technology program at Stanford University. He's also a Schwartz fellow at New America Foundation and a frequent contributor to national and international media on questions of technology and politics.

After 9/11, the administration of US President George W Bush initiated the era of the global war on terror. For many, this was a misguided response to terror attacks. But before the decade was over, US forces invaded two countries and are now fighting shadow wars in Yemen, Somalia, and Pakistan, while an air war continues in Libya. Pentagon commands cover the entire planet, and US military assistance programmes are active in almost every country.

 Wars reorder politics and values. They remake that which is taken to be true and right. They render the world unrecognisable from what it was when the balloon went up. That is why epochs of world history are so often marked off by the dates of wars. How should we understand the era of 9/11? In what historical timeline does it belong?

It is useful to begin by recalling some of what seemed true on September 10, 2001. The US enjoyed the unquestioned global supremacy of the "unipolar moment". The "end of history" beckoned, in which liberal democracy and free markets promised peace and prosperity everywhere for all time. The West and its international organisations managed the world, ultimately for the general good. Globalisation was bringing people closer together.

Today, each of these verities lies broken. The failure to understand the 1990s and the significance of the end of the Cold War has left us unable to understand what has been happening in the decade since 9/11.

Renewed global military commitments have hastened an inevitable US decline. The unrestrained power of finance capital is wrecking economies and societies across the Western world. Europe lies prostrate, bereft of anything approaching serious leadership, mired in the divisive politics of austerity and racist, anti-immigrant populism. The great international institutions have sat on the sidelines of the crises roiling the world. The communications technologies that were supposed to lead to mutual understanding instead assist revolts and terrorism, rioters and financial speculators, when they are not being used by states to spy on their own citizens, or by corporations to increase the number of consumer products people desire.

How is it that the received wisdom about the nature of world politics was so badly wrong? What did we fail to see and why?

The great conceit that blinds us is the idea that the powerful make history just as they please. We are particularly prone to this error when thinking about international politics. Assisted by opinion columnists and think tank gurus, we tend to view the world from the perspective of decision makers in the great powers. What should the West do about Libya? How should the US respond to state failure in Yemen or the Iranian bomb? What should the G-20 do about the debt crisis?


'Like cowboys at the rodeo'

In the domestic politics of our own countries, it is easy for us to see that politicians are like cowboys at the rodeo: hanging on for dear life before a force of nature tramples them underfoot. The "bull" that throws them could be a long-simmering social crisis, a downturn of the business cycle, or some series of events over which no one exercises control. The skill of the politician determines how long they can hang on, but we are left in little doubt as to where the real power lies.

We are forced to confront the underlying social structures, historical legacies, and economic relations that determine our fates. Human agency, too, has its say, but it is not only that of the great leaders that matter. Ordinary people and the social and political movements they create can drive events and force the "policymakers" to respond. But fate usually works against human purposes. Rarely do either the powerful or those who resist them achieve quite what they intended.

A wonderful example of the impoverished vocabulary with which we think about international politics is the idea that "Reagan won the Cold War". The vast apparatus that is a modern state is reduced to its leader - "Thatcher", "Gorbachev". Agency, the power to shape events, rests firmly in the hands of this leader, who is located in the global North. A range of violent struggles, fought almost entirely in the global South, are subsumed under one term which denies there was even a war at all. Most of all, a tidy end - 1989 - is imagined in which, needless to say, the good guys won.

Epoch-defining dates like 1989 or 9/11 invoke various imagined histories and geographies. But too often the dates with which we order world politics are curiously Eurocentric. It is European exploration, the French revolution, a Congress in Vienna, and German invasions, for example, which mark out the globe's historical eras: 1492, 1789, 1815, 1914, 1939.

We are thus singularly unable to grasp the global histories and social relations that delivered us to 9/11. Within the conventional terms of analysis of international relations, it is almost impossible to see the great social, political and economic struggles between the global North and South that have driven modern world politics. European imperialism and the prodigious efforts to incorporate ever more peoples and places, ever more domains of life, into the capitalist world system lie at the origins of these global histories.

It is crucial to underscore that imperialism, capitalism and the modern world they together did not simply emanate from Europe. They were joint productions with the non-European world, albeit amid unequal power relations. Imperialism requires collaborators, while capital needs labour. The first factories were not built in England, but in the Caribbean, producing sugar with African slaves.

The World Wars gutted European imperial power and unleashed struggles for independence across the global South, led almost everywhere by the anti-imperialist left. For over forty years revolutionaries and insurgents, death squads and soldiers, carried on a deadly combat.

 

The fall of the left

The global significance of 1989, broadly speaking, was the defeat in both the North and the South of the political left, of those political movements that sought to replace, contain, or redirect the expansive energies of capital in accordance with humane values.

During the Cold War, Western powers had to maintain social welfare systems at home lest communism begin to look attractive. The Soviets, meanwhile, tried and failed to demonstrate that they too could produce washing machines, refrigerators and other consumer items. With the collapse of the USSR, neoliberalism was unleashed and could begin in earnest to do away with welfare states in the West. "Shock therapy" was delivered to the former Soviet bloc countries, while the debt crisis was used to control many economies in the global South. No longer did the West have to secure Third World allies with lavish aid.

The defeat of the left produced two outcomes which have defined the last twenty years and will continue to make history over the next twenty.

The end of the Cold War did not mean the end of the dire social consequences of unrestrained capitalism. The grievances, the injustices, the poverty, the anger, the continued reduction of everything human to the bottom line, to something that can be bought or sold, all this remained, even intensified. But now it was not the left that would make political lemonade out of these lemons, but the right; not communists, but religious fundamentalists, both Christian and Islamic. This is where the Tea Party belongs, feeding on the misdirected resentments of those devastated by unregulated capitalism.

The second outcome of 1989 is a dramatic increase in the political power of capital. Across the Western world, but most especially in the US, politicians are in hock to Big Money, while corporate media fundamentally shapes political debate.


Blinkered worldview

The problem with this, as Karl Marx would have told us, is that while capitalists know what is in the interest of their specific business, they are unable to cooperate for the good of the system as a whole. To maintain a capitalist society of a kind anyone would want to live in requires tremendous public investment and infrastructure; a neutral, professional and active civil service; and a strong framework of effective, lawful regulation.

Few capitalists want to pay taxes for all this, or subject their industries to significant regulation. Give capitalists as a class too much political power, and they will enfeeble government with their special interests, lobbyists, and kept politicians. The consequence is the drama currently on display: the self-destruction of the West and its economies. It is plainly obvious that Western societies are in dire need of modernisation, investment, and strategies for growth and employment. But the political forces that might fight for these have long since been vanquished. Anguished experts like Paul Krugman are left accurately to foretell a doom that the political systems of the West willfully do nothing to avoid.

It is this self-inflicted crisis that drives the timing of the scale-down of the global war on terror currently underway. After all, nation-building at home or abroad requires taxes. Rather than occupying countries in a "forward strategy for freedom", as Bush termed the invasion of Iraq, the war on terror will transform into the police, spy and special operations war Western liberals had originally called for in 2001.

Unifying the eras of the Cold War, the 1990s, and the decade following 9/11, are reinvigorated efforts to control the politics, economies and populations of the global South in the wake of the collapse of formal empire in 1945. Wars of tremendous folly and human cost have marked this entire period, in Korea, Vietnam, Algeria, Mozambique, and across Central and Latin America, among others. Bush's travesties in Iraq and Afghanistan will likely bring this series to an historical close. The tentative approach to Libya is a transition to a future of reduced Western ambition in the global South.

The retreat of the West from extensive and effective political and military efforts to control the global South - a history which began in the 16th century - rings the death knell of Western world power. The decade since 9/11 is the penultimate chapter in this history.

Reports of sexual violence during the ongoing unrest in Libya have captured headlines across the world. Libyan leader Muammar al-Qaddafi's forces, some have alleged, were given Viagra to facilitate their rape of hundreds, if not thousands, of victims. Recently, Luis Moreno-Ocampo, the chief prosecutor at the International Criminal Court, and U.S. Secretary of State Hillary Clinton both expressed outrage at what was apparently a purposeful campaign. Yet recent reports by the U.N. and by advocacy groups shed doubt on these claims. Amnesty International, for example, has been unable to locate a single rape victim, or even anyone who knows a victim.

As the veracity of stories about sexual violence in Libya came into question, the American Journal of Public Health published a study estimating that the prevalence of rape in the Democratic Republic of the Congo was far worse than previously documented. The article estimated that between 2006 and 2007 more than 400,000 women between the ages of 15 and 49 were raped during the war there -- 26 times the U.N.'s official count.

So what are we to make of these two cases -- a possible exaggeration of rape in Libya and a gross underestimation of it in the DRC? Wartime sexual violence has rightly been called a hidden epidemic; in truth, we know very little about its actual magnitude and impact. Reports of rape are increasingly common in countries wracked by conflict, such as Colombia, the DRC, East Timor, Côte d'Ivoire, Libya, and Sudan, but no one knows what the relationship is between increased reports and increased rape. Even in peacetime, sexual violence is severely and unevenly underreported. Beyond prevalence, patterns of where, when, and by whom rape is committed -- not to mention why it is committed -- are even less clear. War exponentially worsens these problems. As a result, estimates of rape in prominent conflicts are often unreliable.

Doctors have a long history of complicity in torture, but the torture of political dissidents holds a privileged place.  In Saddam Hussein's Iraq, surgeons removed the ears of men who failed to report for military service or defected from the army. In the Soviet Union, psychiatrists held political dissidents in mental hospitals with false diagnoses, in order to isolate and punish them. It is in this tradition of medical torture of dissidents that the Syrian healthcare establishment may be heading.

A July 6 report by Amnesty International documents the treatment of Wassim, a 21-year-old protester in the Syrian town of Talkalakh. After an injury from a soldier's bayonet, Wassim was taken to al-Bassel hospital, which had been occupied by Syrian security forces. As he reported: "The nurses, men and women […] swore at me and beat me hard and one female nurse punched me repeatedly with all her strength on my chest. Some were taking off their shoes and slapping me with them. I could hear many voices asking: 'You want freedom, eh?'" The report states he later had his wounds stitched without anesthesia, before being beaten on these wounds by hospital staff.  

Wassim's is not an isolated incident. In May, Reuters documented the case of a protester who had lost sensation in his legs who requested to see a doctor in jail. He told the news agency: "The doctor hit my knees with his legs, and asked: 'There, is it better now?' and then he slapped me". Most pervasively, reports suggest that even when doctors have not been involved in direct abuse, they have falsified the causes of injuries and released information about patients to the Syrian regime's security forces. The result is a public distrust of hospitals, and a clear incentive for injured protestors to avoid the healthcare system. 

The medical torture of political dissidents holds a privileged place because it can be perversely justified. The torture of dissidents may be seen as an act of loyalty to the state. Doctors acting on behalf of the state, such as military doctors, have what is called "dual loyalty" - loyalty to both their patient and a third party.

In addressing the issue of dual loyalty, Physicians for Human Rights has proposed guidelines that physicians not be present when torture takes place, and calls on them to report all human rights violations, especially when they interfere with their loyalty to patients. Like the medical professionals from the US recently implicated in the torture and abuse of prisoners at Guantánamo Bay and Iraq, some Syrian doctors may have valued their contribution to the security of the state more than their adherence to the norms of their profession. 

But, in their pursuit of perceived enemies of the state, have these physicians become enemies of the profession? Doctors involved in torture should be pursued as enemies of medicine: their crimes documented, their professional credentials revoked, and their ability to practice internationally thwarted.

Identifying and disqualifying doctors involved in torture

While it is exceedingly unlikely that Bashar al-Assad, an ophthalmologist, will go back to correcting cataracts in London - where he trained - if his regime is overthrown, other physicians culpable in his regime's torture will seek to continue clinical practice abroad.

Even with continued instability, it is likely that physicians and other elites will seek to emigrate. Could doctors involved in abuse head to Europe, North America or neighbouring Arab countries and continue to operate? How will they be identified? Critically, the majority of Syrian physicians that have not been complicit with abuses must be distinguished from those who have. 

Unfortunately, the medical profession has no method for identifying or punishing doctors complicit in torture. We rely on human rights organisations to provide sporadic documentation of medical torture.

With limited access and competing priorities - such as being able to provide medical care while working in countries where torture occurs - these organisations have a narrow scope for documenting the occurrence of torture. In an excellent Lancet article, Len Rubenstein and Melanie Bittle argue that the World Health Organization is best positioned to play a leading role in documenting attacks on medical functions in conflict, and this should include those attacks committed by physicians.

Among the suggestions put forth by Rubenstein and Bittle are a UN Security Council resolution providing a mandate for the WHO to pursue investigations, and the use of mobile devices for securely and quickly transmitting information about abuse. By documenting medical complicity in torture, we give physicians under incredible pressures incentive to oppose orders from their superiors and the state.

The greatest challenge, however, is enforcement, and the punishment of physicians complicit in torture. No international body retains information on professional qualifications. Like most other professions, medicine has proclaimed a need to be self-regulating, yet it has no system in place to disqualify or sanction physicians on a global level (national licensing bodies exist in most countries, but there is little to no international coordination). To this day, investigations continue of Rwandan doctors now practising in Europe and Africa, accused of involvement in the 1994 genocide.

Of course, their crimes were far more widespread than those in Syria today, as doctors oversaw the killing of hundreds of patients and staff in their hospitals, but the challenge of enforcement is nearly identical. Even if medical complicity in torture does not warrant imprisonment, it ought to warrant professional disqualification - and as of yet, no institution or process is in place to disqualify a physician from practising internationally. 

Honouring the heroism of Syrian doctors

Attacks on the healthcare system are common - perhaps inevitable - in modern war, but doctors don't always become complicit. In Bahrain, the Salmaniya medical centre was raided, and its doctors beaten and jailed for treating protesters. In Libya, Misurata hospital came under fire, deterring the sick from seeking care and endangering staff and patients.

Despicable as these attacks are, they have come to be expected as a feature of conflict. Attacks on the healthcare system have been documented in almost all recent conflicts including in Afghanistan, Kosovo, Nepal, Iraq, and the occupied Palestinian territories. In most cases, doctors have acted admirably, and sometimes heroically: seeing the sick in their homes, in secretive and makeshift clinics, risking their lives to provide care. Under oppressive regimes, doctors may be risking their lives just by refusing to be complicit in torture. 

In Syria, a group known as the "Damascus Doctors" has been organising on Facebook to provide hidden clinics in areas of protest, as reported by CNN. These doctors are upholding a tradition of professionalism and protest that existed since at least 1980, when more than 100 healthcare professionals were arrested for striking to demand the lifting of Syria's state of emergency, in place since 1963 (as of 1990, at least 90 of them remained missing). These doctors, like many others who have opposed the regime, were subjected to gruesome physical and psychological torture. 

The overwhelming majority of Syrian physicians have likely been acting heroically. It is in their honour that we should pursue aggressive international efforts to document and disqualify those physicians complicit in torture. This will require emboldened international institutions, cooperation among national licensing bodies, and the courage of doctors, journalists, activists and human rights organisations in documenting and reporting medical torture.

Freedom House’s Freedom in the World survey showcases an alarming decline in freedom, democracy and respect for human rights around the world for a fifth consecutive year. Only 60% of the world’s 194 countries and 14 territories can be defined as democracies with respect for fundamental human rights and freedoms.

While universal human rights are trampled upon in dictatorships as North Korea, Iran, Syria, Libya and China, the European foreign policy debate is dominated by Israel’s blockade of Hamas-controlled Gaza and the US-led war against international terrorism.

Flotillas to Gaza receive massive publicity in the European press, despite the fact that the border between Egypt and the Gaza Strip is open and the UN secretary general calling the campaign "an unnecessary provocation."

No flotillas are sailing towards Damascus and Teheran, despite the fact that Amnesty reported some 1,400 deaths in the Syrian uprising against the Assad regime, as well as rape and torture of children. Meanwhile, the Islamic Republic of Iran has executed 175 people this year, including women, children and homosexuals by public hanging and stoning.

Calls for a boycott of China are rarely issued in the European debate, although the communist regime in Beijing occupies Tibet and accounts for two thirds of the world’s executions. No fly-ins head to Atatürk International Airport, despite the fact that Turkey illegally occupies Northern Cyprus and commits systematic human rights violations in the Kurdish territories.

Elsewhere, very few European writers and cultural figures condemn the Castro regime, despite the fact that Cuba has forced 18 dissident journalists into exile this year.

The one-sidedness of the European foreign policy debate is clearly exemplified in the case of North Korea, one of the world’s worst human rights abusers according to Amnesty. A recently publicized UN report charged that some 3.5 million of the country’s 24 million inhabitants suffer from acute food shortages as result of the totalitarian regime’s policies.

Pyongyang has established a system of prison camps throughout the country where 200,000 dissidents are subjected to systematic torture and starvation. Forced labor guarantees that no detainees are strong enough to rebel; attempts to escape are punished with torture and execution.

Very few European campaigns are initiated in support of the North Korean people. This selective engagement can be explained by the fact that countries like North Korea don’t generate widespread media coverage or political debate. More significantly, the problems don’t fit into the dominant European foreign policy discourse, which discriminates between moral principles in the name of biased political agendas.

If the Gaza flotilla was motivated by altruistic humanism, we would have seen some boats setting sail for Benghazi, loaded with medicine and humanitarian aid. Ships with oppositional literature and laptops would have done wonders for the democratic opposition in Havana and Tehran. A universal commitment to the promotion of human rights would have prompted European public engagement against the mass starvation and torture in North Korea.

Next time self-styled European human rights and peace activists in Ireland, Sweden, Belgium, Norway, Switzerland or Spain issue declarations in the name of humanism while condemning the only democracy in the Middle East, you should think twice; specifically when these statements are motivated by a questionable commitment to the promotion of democracy and human rights in all countries of the world.

Conservatives Would Turn Our History and Our Future on Its Head

We cannot know exactly how disastrous the failure of Congress to increase the debt ceiling would be to the global financial system. It is wholly unprecedented to test what once was an unshakable foundation—that the United States of America will always make good on its financial promises.

But what is clear is that the debt ceiling debate in Washington, which many around the world are watching as if their lives depended on it (because they might), is already damaging our nation’s standing just as it was starting to recover from the twin blows of the Iraq War and the Wall Street-born financial crisis. It is also providing ample evidence to those who argue that America is a power in decline.

Until recently, the Chinese were restrained in public, urging the United States to think of its “customers” but also outwardly confident that Washington would strike a last-minute deal. In private, however, with more than $1 trillion in U.S. Treasuries at stake, they have been going quietly berserk. As Stephen Roach, nonexecutive chairman of Morgan Stanley Asia, put it, “Senior Chinese officials are appalled at how the United States allows politics to trump financial stability. One high-ranking policymaker noted in mid-July, ‘This is truly shocking. … we understand politics, but your government’s continued recklessness is astonishing.’”

Now, a published report in the state-run English-language Xinhua newspaper opines, “Given the United States' status as the world's largest economy and the issuer of the dominant international reserve currency, such political brinkmanship in Washington is dangerously irresponsible, for it risks, among other consequences, strangling the still fragile economic recovery of not only the United States, but also the world as a whole.”

For the Chinese, this has to be a rich but unsettling role reversal. They have been on the receiving end of countless American entreaties to be more responsible themselves. Some in China are even citing the budget impasse as evidence of the shortcomings of democracy as a political system. As the Xinhua report asks, “How can Washington shake off electoral politics and get difficult jobs done more efficiently?”

In the world’s largest democracy, India, officials there are incredulous, according toReuters. "How can the U.S. be allowed to default?" said an official at India's central bank. "We don't think this is a possibility because this could then create huge panic globally."

Our democratic allies in Europe are also dismayed. German commentary from across their political spectrum is deeply worried. The popular German newspaper Bild laments, “[W]hat America is currently exhibiting is the worst kind of absurd theatrics. And the whole world is being held hostage." British colleagues recently stated repeatedly how “embarrassed” they were for our country. It is truly embarrassing to have the British embarrassed for us, given the scandal swirling there.

An opinion piece in France’s Le Monde warned that American politicians “whose only concern seems to be to evade their responsibility to pass the compromise to solve this budget mess” should “ponder the lessons of the pound sterling and the inexorable loss of influence of the British Empire." The editorial concludes that "American politicians supposed to lead the most powerful nation in the world are also becoming a laughing stock."

The United States is certainly not acting the part of a world leader. It is hard to imagine the conservative congressional leaders of our nation in 1950 or 1980 or 2000 coming anywhere near this close to wreaking havoc with the very system it set up and nurtured because it has allowed America, and countries around the world, to thrive.

Sadly, even if Washington manages to avert disaster, we will pay a price for this moment. The calls for a new international reserve currency, which gained momentum after the global financial crisis, are only going to get stronger. China and others will shift away from dollar-denominated assets as soon as they can. And another pillar of U.S. power will begin to erode.

The cost of this erosion of power, as well as the damage this crisis is doing to our leadership and credibility, is hard to measure. America could find it harder to muster worldwide support for all our goals, from Libya to currency reform to climate. And we will have to endure more satire like the recent report “China Puts US on eBay: ‘Government Sold Separately,’ Sales Listing Says.”

Ironically, it’s the same right-wing choir that (falsely) accuses President Obama of not adequately embracing American exceptionalism that are pushing proposals with no chance of passage. Moreover, their proposals eviscerate diplomatic resources as well as domestic investments into future American greatness, thwarting our long-term ability to reclaim our role as an economic, political, and moral leader around the globe. They do not seem to understand that an exceptional future is what we need, not just an exceptional past.

"This is my way: I invite unto Allah with sure knowledge, I and whoever follows me."

It was with this these words, quoted from the Qur'an, that King Mohammed VI ended his speech on 17 June, urging Morocco's people to vote for his new constitution project in a referendum to be held on 1 July.

It takes quite a nerve to identify oneself with the prophet Muhammad and compare a political reform to Allah's path. It's also a paradox, coming from a monarch who is supposedly on the point of renouncing his own divine right.

According to Morocco's new draft constitution, the king won't be "sacred" any more. Instead, the people will owe him respect and tawqeer – an Arabic term which means something between reverence and adoration. So how much of a paradigm change is it really?

Although the US says it is "encouraged" by the draft constitution, this is not particularly good news for the monarchy. This mild praise from a rather unknown state department spokesperson during a routine press briefing demonstrates, if anything, the cautious retreat of US diplomacy.

It's a far cry from Hillary Clinton's heartfelt declaration on 30 March, commending Morocco for "achieving democratic change [in a way that is] a model for other countries in the region". At the time it was useful to highlight the difference between a ruthless US-bombed colonel slaughtering his people, and a nice US-backed monarch reacting to street protests by promising "comprehensive constitutional reform". But since then, the situation has changed.

After taking down two dictators, Arab revolutionary fever was tempered by war in Libya and the bloody repression in Syria. Inside Morocco, the 20 February youth-led, pro-democracy movement has petered out. Because it couldn't produce leaders, centralised structures and a focused, unifying claim, it lost momentum and finally proved harmless to the monarchy.

Since the king had already promised a new constitution, he had to deliver it. But with the pressure gone, the final draft is merely a democratic window dressing: each time a clause appears to bring genuine progress, another one seriously tones it down – or revokes it altogether.

To comply with democratic norms, the new constitution was supposed to curtail the king's prerogatives and to empower the elected prime minister, but the only real change is a semantic one. The prime minister will henceforth be called "chief of government" (CoG), though he's still bound hand and foot to the royal palace, not even controlling his own cabinet.

The king will still appoint and dismiss the ministers at will. At best, the CoG can "propose" ministers for nomination or "require" that they be dismissed, but the king is not bound to accept. On the other hand, the king can reshuffle government whenever he wants. He will now have to "consult" the CoG – but again, he's not bound to take his opinion into account.

To cut a long story short, the Moroccan king's absolutism, just like his "sacredness", has not gone. As for separation of powers, the king said it has been "bolstered" – and yet he still presides over the high council of magistrates, thus tightly controlling the courts of justice.

Optimists may see officialisation of the Tamazight (Berber) language as recognition of Morocco's ethnic and cultural diversity, but beyond the statement of intent, legislation is yet to be crafted. Morocco's regime has a history of undelivered promises on that matter. King Mohammed had already committed to implement Tamazight in the schools' curriculum in 2001, though little progress has been made since then.

In Morocco, practice often contradicts theory. For instance, the palace-promoted new supreme law "forbids" (again, in the absence of specific legislation) conflicts of interest by politicians and the abuse of dominant positions. Yet one can doubt the sincerity of this provision, knowing that the king's private holding company outrageously dominates Morocco's economy, to the extent that its global revenue equals 8% of GDP.

The main reason for viewing this new constitution with suspicion is that it is being validated at a breakneck pace. Political parties were given less than 24 hours to review the draft before the king threw it to referendum.

The 20 February activists immediately organised nationwide protests against what they saw as an "imposed" constitution. Unlike what happened in May, demonstrations were not brutally broken up by police but instead the authorities hired swarms of thugs who thronged the streets, looking for a fight with pro-democracy protesters and bawling that Mohammed VI is their "only king". The mood is turning ugly.

Meanwhile, the referendum campaign is obviously crooked. The state-controlled mosques are mobilised to preach the constitution's virtues – which is evidently unfair. As for public TV, the Election Watch Collective had asked, alongside Mamfakinch website (the online extension of the 20 February movement) for a fair and balanced airtime-sharing between "yes" and "no" arguments. But the government turned a deaf ear. A few days before the king's speech, an administrative decree was issued on the sly, splitting airtime only between officially recognised, mainly palace-subservient political parties and trade unions.

Because of the ongoing mass propaganda, there is no doubt that the outcome of the referendum will be "yes". But the government also needs to persuade large numbers of Moroccans to vote. If the participation rate is below 80%, the monarchy's motto of "unanimous popular support" will become harder to assert.

This is why the local authorities are preparing to transport armies of citizens to polling stations, even though it's illegal. For its part, the 20 February movement is calling for a boycott and preparing to video all suspicious "troop movements" during referendum day. A website has been created specially for that purpose with a new battle cry: Mamsawtinch, ou mamfakinch! – "We won't vote, and we won't give up!"

As a new era of democratic change swept across the Arab world this year, the Program on Arab Reform and Democracy (ARD) at the Center on Democracy, Development, and the Rule of Law hosted two conferences to examine the Arab Spring. On April 29, twelve internationally renowned Egypt scholars convened at Stanford to probe the root causes of the Egyptian revolution and debate the challenges facing the transition period. The second annual ARD conference held May 12-13, brought Arab activists and academics from the region together to provide a comparative perspective on political activism.

Participants in the Democratic Transition in Egypt conference were hesitant to label the popular uprising in Egypt a revolution in light of the fragile transition period. According to Professor Jason Brownlee of the University of Texas at Austin, "repressive agencies of the old order still exist in Egypt: the military intelligence, state security, and the general intelligence service."

Scholars unanimously agreed that nascent opposition parties face the enormous challenge of organizing during a hurried transition period and within a competitive party and campaign structure. Professor Samer Soliman from the American University in Cairo emphasized this point, "the party law is designed to bias the old guard and a legacy of suspicion towards political parties leaves youth hesitant to join or form political parties."

Significant discussion was dedicated to the role of the Muslim Brotherhood who many argued is the only well-organized opposition party in Egypt capable of commanding a majority in the upcoming parliamentary elections. Scholars were left wondering how to translate the success of this popular movement into a constitutionally-based political system representative of all societal interests.

The From Political Activism to Democratic Change in the Arab World conference featured eight activists from Tunisia, Egypt, Lebanon, Syria, Jordan, Morocco, Bahrain, and Yemen--in addition to a live presentation from Ramallah by Mustafa Barghouthi --who were joined by leading scholars to provide a grassroots perspective and original voice to the uprisings.

Panels presented country-based case studies highlighting the key challenges activists face in diverse Arab states and societies to evaluate the potential of democratic transition to take root. While variation exists in each country, it was clear that activists faced the same obstacles in pursuit of their goals and clearly benefitted from this shared forum at Stanford.

Participants emphasized the contagion that spread protests across the region, beginning in Tunisia. Looking forward, participants agreed that these revolutions are far from complete and challenging work lies ahead. According to CDDRL director Larry Diamond, "democratic change is not produced by grassroots protest and activism alone but requires organization, strategy, and hierarchical structure.”

In each Arab country, tribal, sectarian, political, and religious division threaten the stability of the fragile transition period. In the near term, participants stressed the importance of delaying elections to give time for political parties, institutions, and leadership to develop so the status quo does not reassert itself.

The role of external actors-- from the US to the GCC--was cited as exerting influence on the internal politics in each country. Activists collectively commented on the inconsistency of US foreign policy in the region, which has placed strategic interests above ideological ones, not actively pressing for change in Bahrain, Jordan, and Syria in the same way as in Tunisia, Egypt, and Libya.

A tone of cautious optimism imbued both conferences as scholars and activists alike were hesitant to declare the Arab Spring a success, stressing that time will determine the ultimate outcome. Both conferences allowed the ARD Program to make a substantial contribution to the body of scholarly research on this topic as conference papers will be published in an edited volume.
