About the Topic: Osama bin Laden’s demise was merely one sensational moment in the first decade of America’s shadow war, the transformation of the national security apparatus into a machine calibrated for man-hunting operations. Beyond the “big wars” in Afghanistan and Iraq, America has pursued its enemies with killer robots and special operations troops, sent privateers on assassination missions and to set up clandestine spying networks, and relied on mercurial dictators, unreliable foreign intelligence services and ragtag proxy armies. A new military-intelligence complex has emerged: the soldiers have become spies and spies have become soldiers.

The CIA, created as a Cold War espionage service, is now more than ever a paramilitary agency ordered by the White House to kill off America’s enemies: from the sustained bombing campaign in the mountains of Pakistan and the deserts of Yemen and North Africa, to the simmering clan wars in Somalia. For its part, the Pentagon has turned into the CIA, dramatically expanding spying missions in the dark spaces of U.S. foreign policy.

Rajiv Chandrasekaran will discuss his new book, LITTLE AMERICA: The War Within the War for Afghanistan, which focuses on President Barack Obama's decision to surge troops and aid to Afghanistan. Chandrasekaran found the effort sabotaged not only by Afghan and Pakistani malfeasance but by infighting and incompetence within the American government: a war cabinet arrested by vicious bickering among top national security aides; diplomats and aid workers who failed to deliver on their grand promises; generals who dispatched troops to the wrong places; and headstrong military leaders who sought a far more expansive campaign than the White House wanted. Through their bungling and quarreling, they wound up squandering the first year of the surge.

Rajiv Chandrasekaran is a senior correspondent and associate editor of The Washington Post. From 2009 to 2011, he reported on the war in Afghanistan for The Post, traveling extensively through the southern provinces of Helmand and Kandahar to reveal the impact of President Obama's decision to double U.S. force levels. He has served as The Post's national editor and as an assistant managing editor. In 2003 and 2004, he was The Post's bureau chief in Baghdad, where he was responsible for covering the reconstruction of Iraq and supervising a team of Post correspondents. He also wrote Imperial Life in the Emerald City, a best-selling account of the troubled American effort to reconstruct Iraq. He has served two terms as a public policy scholar at the Woodrow Wilson International Center for Scholars in Washington. Security concerns at the Olympics have dominated headlines over the past month after private contractor G4S failed to recruit the number of guards it had promised. The British government responded by deploying military personnel, and now there are more British troops guarding the streets of London than in Afghanistan.

Martha Crenshaw, a senior fellow at the FSI and CISAC, explains what kinds of threats exist at the Games, the challenges of securing such a large event and whether the failure by G4S will make the Olympics an easier or more attractive target.

What motivates terrorists?

Terrorists want to make a political statement. So you have to ask, "What kind of political statement would attacking the Olympics be?" Al-Qaida could regard the Olympics the way they regard the United Nations. They attacked U.N. headquarters in Iraq and a U.N. agency in Algiers. They regard the U.N. as a tool of the oppressor. That said, they don't talk about the Olympics the way they do about the U.S. – the great Satan, etc. And Muslim countries are competing in the Olympics. Of course they oppose many of the regimes of those countries, like Saudi Arabia.

But I'm not aware of any specific threat to the Olympics or chatter about the Olympics.

Is al-Qaida the only terrorist group to be concerned about?

People will be concerned about Hezbollah now because of the series of foiled attacks against Israel and the successful attack in Bulgaria. Hezbollah and al-Qaida have global reach. But when we talk about al-Qaida, we can't forget the groups affiliated with the main organization: al-Qaida in Iraq and al-Qaida in Yemen, for example. There's also the Pakistani Taliban and other al-Qaida linked groups there.

What kinds of terrorist attacks are of most concern?

We've tended to think, and I stress think, that al-Qaida wants spectaculars. In terms of their attacks in general, targets have often been public transportation. Think of Madrid and London. They're also fond of multiple targets at once, and as regards the U.S., it seems they're still focused on airplanes. We could be dead wrong and they could do something that's totally different but this is the pattern. 

It could be that they'd like a big explosion in the middle of Trafalgar Square, but it wouldn't have to be during the Olympics. There are crowds in Trafalgar Square all the time.  However, if Britain were the target, terrorists might think it's particularly embarrassing and spectacular to attack during the Olympics because it would heighten the fear factor.  On the other hand, it's easier to mount an attack when there is not the high level of Olympics security.

Has there always been a great fear of attacks at Olympics?

The hostage taking in Munich in 1972 (of Israeli athletes) and then the bombing in Atlanta in 1996 have made us afraid that something would happen at the Olympics because it's so prominent.

A recent study concludes that security has been effective. But we don't really know that entirely. We don't know what the terrorists are thinking. We don't know whether they looked at all of the security precautions and said, "This is going to take a lot of work and we will probably fail because security is so good. Let's do something else."

Is London exceptional, because of its size or politics?

From the point of view of this year's Olympics, London could be as much of a target as the Olympics themselves.  But Britain was attacked in 2005 because of their involvement in the war in Iraq, now over. I'm not sure if that changes Britain's vulnerability. We're in the realm of speculation because we don't really know how the adversary is thinking about this. So there is a risk in London but if I were in London I'd be more afraid of a traffic jam.

What does the failure by G4S to provide enough guards say about using private contractors to protect public safety?

Outsourcing security is widespread. A lot of people who were with the military in Iraq and are in Afghanistan are contractors. Everybody contracts out security these days.

But, the question deserves to be looked at. Is it a good idea to rely on these private firms? Would it be a good idea even if all of their people showed up? Are their guards reliable, are they trustworthy, or do they pose a security problem? Have they all been properly vetted to ensure they haven't been infiltrated by al-Qaida and don't include people who are mentally unstable? It raises a lot of questions about who provides security against terrorism for very large international events.

Does the use of military personnel at the last minute create vulnerabilities?

It's possible to imagine that some very determined and nefarious groups would look at this situation and say it's not really going to win us much fame and glory to go shooting a bunch of private security guards, but now the military is a target by being deployed on the streets of London. If someone wanted to attack them, they might think here is the opportunity.

But this switch also means that anybody who decided now that they wanted to target the military or the Olympics won’t have much time to plan. Typically, not always but typically, attacks that cause large numbers of casualties and a lot of destruction have been elaborately planned for a long time – even the lone wolf types like Anders Breivik in Norway or the recent attack in Colorado. Individuals or groups plan in advance and work to get the weapons and explosives, which is not easy. So even if somebody got the idea of doing something it wouldn't be so simple in this short time to come up with a plan and acquire the right materials.

How hard is it to guard a place like London, as well as the Olympics?

It's hard to protect lots of people in a big city. There are lots of crowds, lots of movement. It's not as though you can extend a perimeter; it's a moving target all the time. The Olympics might be a target, London has been a target, so the combination of the two could cancel each other out but I'm sure security officials are worried.

Yet, at this point, if I were the British government dealing with the fallout of the security firm's lack of preparedness, I'd much rather rely on soldiers who have been vetted and have experience than security officers who were quickly brought together.

The president, surrounded by his Cabinet members and senior national security and foreign policy advisors, appears grim as he declares: “This is certainly the greatest crisis I’ve ever faced as a president.”

He has ordered the deployment of U.S. forces into Syrian territory to protect civilians and establish safe zones. His Cabinet must now determine whether to order a pre-emptive strike against Syrian troops on word from the CIA that the Bashar al-Assad regime appears ready to use chemical and biological weapons stored in underground bunkers east of Damascus.

After a military briefing by the commander of CENTCOM, the president cautions those assembled at the classified briefing: “Remember, history will judge us, in part, by how thoroughly we discuss all the options today.”

With imagined top-secret memorandums from the CIA and the White House – as well as the real-deal Obama Nuclear Posture Review – some 20 Stanford undergraduate and law students dressed in suits and armed with laptops and position papers spend three hours debating the merits of an attack on Syrian forces.

Scott Sagan, a political science professor and senior fellow at the Center for International Security and Cooperation (CISAC), plays Obama in the class co-taught by Allen Weiner, director of the Center on International Conflict and Negotiation at the Law School.

The Ethics and Law of War class presents law and political science students with some of the political, legal and moral consequences of war. For their final simulation, they must stay in character, grill one another as policymakers and world leaders might do behind closed doors – and then defend their final decisions.

“Instead of simply learning abstract just-war theory or international law doctrine, the simulations encourage students to apply what they've learned to real problems,” says Weiner, once a legal adviser at the State Department. “This provides for much deeper awareness of the subject matter and richer appreciation of the nuances and complexities.

Ethics & War

The class grew out of Stanford’s hugely successful, two-year War & Ethics lecture series, which concluded last month. Philosophers, writers, journalists, historians, social scientists, human rights activists and policy makers came together several times a month to grapple with the complex ethical equations of war. Co-sponsored by a dozen centers and departments across campus, the series drew big names and big crowds.

Vietnam War veterans and award winning authors Tobias Wolff – a Stanford English professor – and Tim O’Brien told a sold-out audience that writing about war was both therapeutic and heartbreaking. O’Brien was a Pulitzer Prize finalist for “The Things They Carried,” a harrowing string of stories about a platoon of American soldiers in Vietnam.

How do you write about war? “You do it sentence by sentence, line by line, character by character, even syllable by syllable,’ O’Brien told a mesmerized audience. “You dive into that wreck and try to salvage something.”

Journalist Sebastian Junger spoke at the screening of  “Restrepo,” his documentary about the Afghanistan War. Stanford students and faculty performed in George Packer’s play, “Betrayed,” which illuminated the U.S. abandonment of young Iraqi interpreters who risked their lives for Washington during the Iraq War. For the final event, Debra Satz, a philosophy professor and director of the McCoy Family Center for Ethics in Society, Sagan, and Charles Dunlap, a retired Air Force general who now leads the Center on Law, Ethics and National Security at Duke University, debated the future ethical challenges of war.

Sagan, an expert in nuclear policy and the proliferation of weapons of mass destruction who worked at the Pentagon and was a consultant to the Secretary of Defense, said the lecture series enriched his students by forcing them to pay attention and question the moral and legal underpinnings of the wars in Iraq and Afghanistan.

“I was stretched, intellectually, by this series,” he said. “It encouraged me to read and discuss both fiction and philosophy that raises the same ethical issues – from a very different perspective – that we analyze in political science.”

Back to class

Weiner, as stand-in for Vice President Joe Biden, tells those assembled they must consider that within 24 hours, 6,000 American troops will be in danger. The CIA has a “high degree of confidence” that Assad has ordered the removal of the chemical weapons from the underground bunkers and transport trucks have been spotted at the sights.

“As we head into an election cycle, the difficulties of the decision that we make today will be placed under even greater scrutiny,” Weiner says.

That decision will be to make one of these hard choices:

  • The U.S. military withdraws its troops and avoids a military confrontation, but risks further civilian deaths and the condemnation of Arab Spring allies;
  • Obama orders conventional airstrikes against Syrian troops, which could lead to thousands of inadvertent civilian casualties;
  • Washington takes extraordinary measures and uses nuclear weapons to destroy the underground storage bunkers for its weapons of mass destruction. This last option likely would eliminate any chance of Syrian troops using chemical weapons, but it would open a Pandora’s box for the Nobel Peace Prize president who has pledged to work toward a nuclear-free world.

The students know Americans are weary of war after the WMD fiasco in Iraq and a decade-long war in Afghanistan, both of which have claimed countless lives and a trillion-plus in taxpayer dollars. Their decision – as Secretary of State Hillary Clinton and Secretary of Defense Leon Panetta, among others – is weighted by the concern that Americans likely won’t re-elect a president who drags them into another costly warm, and by the fear that a successful president cannot let American troops be exposed to deadly chemical attacks.

The mock military briefing by Gen. James Mattis – played by visiting CISAC military fellow, U.S. Army Col. Viet Luong, himself a commander in Afghanistan – lays out the risks and probabilities of casualties under each scenario.

A student asks Luong which military option he would recommend.

The general prevaricates: “I’m a military guy; I tend to lean toward success and then I also consider civilian casualties. But I’m also very concerned about putting my soldiers at risk.”

Clinton, voiced by international policy student Micaela Hellman-Tincher, says she’s concerned about mission creep. “Consider the international implications of us entering into conflict,” she says.

The fake Samantha Power of the National Security Council, played by Ashley Rhoades, urges diplomatic measures and a stand-down from military conflict. “I’m not advocating in any way for inaction,” she says. “There are several diplomatic solutions. We ask that you give us 24 hours to be able to work on these diplomatic options and multilateral diplomacy.”

Such as what? Such as calling on Moscow to mediate or seeking a U.N. envoy.

The legal team from the law school lays out their arguments for why a preventive strike would be illegal under certain conventions; while a pre-emptive strike based on imminent and unavoidable threats of attack might be permissible.

Then Stanford law student Alex Weber – playing Avril Haines, legal advisor to the National Security Council – addresses the elephant in the room: the nuclear option.

“If you use a nuclear weapon, regardless of whether the Syrians use chemical weapons against our troops, you are, as Colin Powell said in the 1991 Gulf War, opening a Pandora’s Box, particularly because Syria has no nuclear weapon,” Weber says. “You are the nuclear nonproliferation president. There is a psychological button that you push that will prompt the media to take the ethical debate to new levels.”

In the end, consensus appears to be growing around an immediate preventive strike against the storage bunkers using conventional forces. The Cabinet knows this could lead to deaths on both sides, but allowing the Syrians to use chemical weapons could lead to even more.

“You can’t cut and run, Mr. President,” insists student Torry Castellano, playing White House Chief of Staff Jacob Lew.

Obama says he will take their advice under advisement and all rise as he leaves the war room.

As the Soviet Union was dying in December 1991, a quiet collaboration between Russian and American scientists was being born. The Russians were bankrupt, the KGB was in disarray and nuclear scientist Siegfried S. Hecker – at the time director of the Los Alamos National Laboratory – was alarmed as tens of thousands of nuclear weapons and much of the more than 1,000 tons of fissile materials across the broken Soviet states stood poorly protected.

Thousands of Soviet scientists were suddenly in limbo and President George H.W. Bush worried some might turn to Iran or Iraq to sell their nuclear knowledge. Washington suddenly found itself more threatened by Russia’s weakness than its strengths. That recognition drove U.S. Senators Sam Nunn and Richard Lugar to launch cooperative threat reduction legislation, subsequently known as the Nunn-Lugar Cooperative Threat Reduction Act.

Secretary of Energy Admiral James Watkins echoed President Bush’s concern when he called a meeting in December 1991 with Hecker, today the co-director of Stanford’s Center for International Security and Cooperation (CISAC).

“I told him, I’ve been trying to get us together with the Russians for several years,” Hecker said. “Why don’t we go to their lab directors and say, `What’s it going to take to keep your guys home and from selling their knowledge someplace else?’”

Several weeks later, in February 1992, Hecker was on a tarmac in the once-secret Russian nuclear city of Sarov, shaking hands with Yuli Khariton. The Soviet physicist was the chief designer of Russia’s atomic bomb – their Robert Oppenheimer, creator of our nuclear bomb and first director of the Los Alamos laboratory in New Mexico.

Hecker would go on to make 44 trips to Russia in the name of nuclear nonproliferation and cooperation. His most recent was last month with CISAC researchers Peter Davis and Niko Milonopoulos and a dozen Americans scientists, to commemorate 20 years of laboratory-to-laboratory cooperation. They hosted a conference with their Russian counterparts in Sarov, the Russian version of Los Alamos 300 miles east of Moscow.

Some 100 Americans and Russians attended various legs of the conference, including the scientific directors of the three Russian nuclear weapons laboratories: Rady Ilkaev, Evgeny Avrorin and Yuri Barmakov. The American delegation included Jeffery Richardson, CISAC affiliate and former head of chemistry and proliferation prevention at Lawrence Livermore National Laboratory; James W. Toevs, former project leader for the Nuclear Cities Initiatives at Los Alamos; and K. David Nokes, former vice president of national security and arms control at Sandia National Laboratory.

Hecker is determined to reignite the collaboration efforts, which have diminished dramatically in the last decade due to stark differences at the highest levels of our governments and because the Russian secret service agency has again tightened their grip on the nuclear complex.

“The 1990s were the heydays for us,” he said. “The scientists played a major role; we actually pushed the envelope on what we could do cooperatively. We worked well with the Russians.”

The U.S. Department of Energy supported and financed the joint efforts of the American and Russian nuclear laboratories to secure and safeguard Russian nuclear facilities and materials. They enlisted the help of civilian institutes to make urgent security upgrades at their nuclear facilities and the Americans brought the Russians to the U.S. nuclear sites – including the plutonium facility at Los Alamos – to let them see firsthand how Americans handled protection, control and accounting of nuclear material.

“The Sandia National Laboratories actually helped provide Kevlar blankets to protect Russian nuclear weapons while they were transporting them so that in case somebody shot at them, you didn’t get a mushroom cloud,” Hecker recalled.

Then, Russian President Vladimir Putin came to power for the first time in 2000 and the Federal Security Service – formerly the KGB – started tightening the screws. U.S. visas became difficult to obtain after the 9/11 terrorist attacks ratcheted up consular bureaucracy. Scientists on both sides began to feel less welcome at the labs and sites they had readily visited for a decade.

During his April trip, Hecker felt as if he were under house arrest in the worst security squeeze he’d seen in the 20 years of visiting Russia. He was followed by a security agent when he jogged, until the mud along the river became too deep for the agent’s shiny black shoes; Davis and Milonopoulos had their access denied at the last minute and were not allowed to enter Sarov to attend the three-day portion of the conference.

Many lab-to-lab cooperative agreements were allowed to expire by the Russian side in the last decade; even collaborations on fundamental research have been restricted and there is little nuclear power engineering cooperation. Worst of all, Hecker said, joint efforts to battle nuclear terrorism and compare means by which each side keeps its nuclear warheads safe and secure without nuclear testing are now virtually nonexistent.

“We ought to be working together, for heavens sake,” he said. “We’re not going to terrorize each other; we’ve got to keep the terrorists away from the rest of the world. We just have to get back to working together.”

Their first step will be to compile the proceedings of the meetings with their Russian counterparts in Sarov, Nizhny Novgorod and Moscow. The document will be provided to the U.S. Department of Energy and policymakers in the Obama administration, as well as the three current U.S. nuclear lab directors, who are making their first joint visit to Russia in June. Hecker said his Russian counterparts are trying to coax Moscow into jumpstarting the collaboration efforts while wooing a new generation of nuclear scientists to the table.

Hecker, along with two former Russian nuclear weapons lab directors, is working on a book to document 20 years of nuclear collaboration between Russian and American nuclear scientists.

“The book is going to do a thorough job of looking at: What we did, why did it matter, what conditions made it possible and, then, what lessons were learned that might allow us to reestablish the relationship,” he said.

Hecker had another mission on his recent trip to Sarov. He wanted to reassure his Russian counterparts that their personal relationships truly mattered.

With the collapse of the Soviet Union in 1991, scientists in Russia, Ukraine, Kazakhstan and Belarus were confronted with a new reality: They went from lives of privilege to poverty. Programs launched by the U.S. Departments of State and Energy brought financial support to Russia’s closed nuclear cities, showed the Russian nuclear workers that they had a future in non-weapons research – and that someone cared about their well-being.

“One thing that came out, talk after talk during this trip, was how important the social relationships were between the scientists; how they are absolutely crucial,” Hecker said. Those little-known relationships – many of which became enduring friendships that celebrate marriages and grandchildren – led to significant steps in the U.S.-Russian nuclear threat reduction program.

President Ronald Reagan used one of his signature phrases, “Trust, but verify,” when he and Soviet General Secretary Mikhail Gorbachev signed the Intermediate-Range Nuclear Forces Treaty in 1987, eliminating nuclear and conventional ground-launched ballistic and cruise missiles with intermediate ranges. The phrase was taken from an old Russian proverb.

A year later, that proverb was put in effect with Hecker’s hand on the nuclear button at the Nevada test site for the Joint Verification Experiment.

“In August of ’88, the Soviets were at our test sites in Nevada and I was in the control room, essentially pushing the button to blow up one of our nuclear devices down hole, while the Russians had a cable that ran down the hole with which they were going to measure the magnitude of the nuclear explosion,” Hecker said. The following month, American scientists were in Russia to do the same.

“So I was sitting there in our control room, with the Russians right across the table from me,” he recalls. “That introduced us to the Russian nuclear scientists for the first time. You know what we said? These guys are just like us. They just want to do exactly the same thing for their country that we were doing for ours: keep their country safe and secure. And that started the process of working together.”

Today, the Russian proverb made famous by an American president could be turned on its head if the Russian-American nuclear collaboration is allowed to thrive: Verify through Trust.

Scarborough Shoal, a tiny rocky outcropping and lagoon off the west coast of the Philippines, sits at the center of the latest South China Sea tug-of-war. Protesters took to the streets in Manila on May 11 to criticize China’s support of fishermen who entered the disputed territory a month ago and sparked a yet unresolved naval standoff between the Philippines and China. On May 9, while ships from both sides maneuvered in the area, Manila's secretary of defense assured Filipinos that if Beijing attacked, Washington would come to the country’s defense.  

That expectation had been strengthened in Manila in November 2011 when the visiting American secretary of state, Hillary Clinton, referred to the South China Sea as the “West Philippine Sea.” Clinton’s slip of the tongue was not a major diplomatic incident. But some Flipinos saw it as a sign of U.S. support for their government's maritime claims.

Washington’s refusal to side with any of the claimant states had not changed. What had changed was the level of American concern. In the November 2011 issue of Foreign Policy Clinton had defended the idea of a “pivot” toward Asia, meaning a renewed U.S. focus on Asia after a decade of intense military activity in Afghanistan and Iraq.

The term “pivot” has fallen out of favor in Washington, but the Obama administration’s heightened interest in Asia is real and ongoing, says Donald K. Emmerson, director of Stanford’s Southeast Asia Forum. He recently discussed the nuances of what he describes as an important but “lopsided pivot.”

How does the pivot fit into the larger global picture?

In the continuing debate as to whether the United States is in decline, the key question is: relative to what? Certainly, if we compare the situation now with the period immediately after World War II, the United States is less powerful relative to the power of other states. But 1945 ushered in a uniquely unipolar moment in American history. Americans had escaped the physical devastation wreaked on Europe and much of Asia. Germany and Japan lay in ruins. Twenty million Russians were dead. China’s long-running civil war would soon resume. Suddenly America had no credible competitors for global power.

Today? Conventional wisdom holds that Asia has become the center of gravity in the global economy. Yet even if we use purchasing power parity rather than exchange rates to measure the American share of world GDP, that share has only modestly decreased. Meanwhile, China’s remarkable rise may be leveling off. The evidence is less that the United States is in secular decline than that the world is changing in ways to which Americans need to adapt if they are to regain economic health. If the pivot facilitates that adaptation, it will have been a success.

Do you interpret the pivot to the Asia-Pacific as more hype or reality?

The pivot is definitely a reality, but the reality is partly about symbolism and atmospherics. The pivot conveys reassurance, particularly to Southeast Asia, that the United States cares about the Asia-Pacific region and that it is willing to cooperate more than before with the Association of Southeast Asian Nations (ASEAN). Part of that is simply “showing up”—a willingness to attend ASEAN regional meetings. Another part of the pivot, however, involves raising the American security profile in the region, which has so far strengthened ASEAN’s diplomatic hand in dealing with China’s sweeping claim to the South China Sea.

How has the pivot been received and interpreted in Asia?

Generally speaking, the pivot has been welcomed in Southeast Asia, despite worries that if it becomes an effort to contain China, a Sino-American cold war could result. The specific responses of Southeast Asian governments have differed, however, on a spectrum from passive acquiescence to active support.

In Japan, the rotation of prime ministers in and out of office has understandably focused that country’s politics more on domestic concerns, and the still not fully resolved disposition of U.S. forces on Okinawa has drawn energy from the bilateral relationship.

As a “middle power,” South Korea has been supportive of multilateral frameworks and solutions. Seoul is pleased to see a renewed American interest in working with Asians in multilateral settings such as ASEAN and the East Asia Summit.

China’s response has varied between cool and hostile. The foreign ministry has treated the pivot with some equanimity compared with the hostility of those in the People’s Liberation Army who view increased American involvement in Asia as a threat to Chinese aims and claims, especially regarding the South China Sea. China’s foreign policy is the outcome of contestation between various groups inside the country that do not necessarily see eye to eye on how best to handle the United States.

What do you see as the main implications, repercussions, and complications of the pivot?

The pivot, as Hillary Clinton advertised it in her Foreign Policy article, signals a shift in U.S. priorities away from Iraq and Afghanistan. For a time following the 9/11 attacks on America in 2001, the United States tended either to neglect Southeast Asia or to treat it as a second front in the “war on terror.” Economically, the pivot implies an acknowledgment that if America is to prosper in this century it will have to pay closer attention to Asia as an engine of global economic growth. Diplomatically, the pivot implies that with regard to Asian states, Washington cannot merely manage its relations bilaterally as the hub where their spokes meet, but must cultivate multilateral diplomacy as well. Militarily, the pivot implies that even while the American global force posture is drawn down in some parts of the world, it needs to be upgraded in Asia in response to Asian and American concerns over the terms on which China’s rise will take place.

A major constructive repercussion of the pivot has been the evolution of China’s own diplomacy in Southeast Asia. Previously China had disavowed multilateral diplomacy with Southeast Asians over claims to the South China Sea—a bilateralist strategy that in Southeast Asian eyes resembled an effort to “divide and rule.” America’s willingness to reach out to ASEAN and take part in ASEAN events has helped diplomats in any one Southeast Asian country to resist having to face China alone. Multilateral discussions, involving China and meant to prepare the way toward an eventual Code of Conduct, are now underway.

But as we saw recently during Hillary Clinton’s visit to the Philippines, it is important for Washington to maintain its independence and impartiality while facilitating peace in the region.

Complications? Yes, there is a danger that Washington could be dragged into supporting, or appearing to support, the claims of one of the Southeast Asian parties to the dispute. The Obama administration is aware of this risk, however, and I strongly doubt that an American official will again refer to the “West Philippine Sea.” 

A more serious complication in the longer run may arise from the pivot’s emphasis to date on Asian-Pacific security, and its relative lack of attention to creating and cultivating American economic opportunities in Asia.

China’s economic footprint in Asia is large and growing. It has moved up to become the main trading partner of many countries that used to trade proportionally more with the United States. An unbalanced relationship in which China saves and lends what Americans borrow and spend is unhealthy for both countries, and it cannot last. The pivot should forestall an invidious division of labor whereby Washington through the Seventh Fleet subsidizes the regional peace that enables Asians to prosper doing business with China. A higher priority needs to be placed on promoting American trade and investment in Asia, including China.

The Obama administration is hoping to persuade more Asian economies to join an arrangement called the Trans-Pacific Strategic Economic Partnership (TPP), but the bar that it sets is high. The TPP’s strict protections for the environment, labor, and intellectual property rights and its comprehensive cuts in both tariff and non-tariff barriers to trade have raised its quality but lowered its appeal, especially to the region’s larger economies. Meanwhile, anticipated cuts in American budgets for defense will only intensify the need to refocus the pivot on economic as well as military access to Asia.

Karl Eikenberry has spent the better part of the last 40 years in uniform, and much of it in combat zones. Then as U.S. ambassador to Afghanistan, he continued a mission of service to his country.

Now he's offering his thoughts on the future of the military, and even turning a critical eye on the institution he has long served.

But, he told an audience during his second Payne Lecture, hosted by Stanford's Freeman Spogli Institute for International Studies, "We must not confuse dissent for disloyalty."

Eikenberry, who left the Army in 2009 when he became ambassador, said he has been disturbed in recent years by how political leaders have been using the military and by what he characterized as the military's outsized role in determining national security and foreign policy.

"These are problems that have to be acknowledged and debated publicly for the good of the nation and, I believe, our Armed Forces," he said during the May 3 lecture.

He said the dissolution of the draft after the Vietnam War led to the creation of an incredibly competent and capable military, but one that elected officials are more willing to deploy.

Drafted vs. voluntary armed forces

"Question No. 1," Eikenberry asked the audience, "If we had a conscript Armed Forces in 2003 and that conscript Armed Forces then are the sons and daughters, drafted, of constituents of our members of Congress, I want you to raise your hand if you think in 2003 we would have invaded Iraq."

Eikenberry questioned, as well, whether Congress would have held hearings – which it hasn't done – into the killings of Americans and allied servicemen by Afghan soldiers and police if the victims had been draftees rather than enlistees.

After only a few hands went up, Eikenberry said, "When you see those results, is there something wrong with the system?"

The former lieutenant general, who did not endorse a draft, urged a debate on ownership of the military: Does it belong to the American people or politicians?

He warned that the separation between soldiers and civilians – in daily life on bases, for example – also leads to ignorance of how the other lives. The separation can mean less judiciousness by lawmakers when determining whether to send service members into war, he said.

He also criticized the lack of oversight of the military by Congress and the media.

"I witnessed this up close and personal in Afghanistan when I transitioned from general to the top diplomat," he said. "Formerly treated with great deference by members of Congress, both I and my embassy team were now constantly on the witness stand."

He said lawmakers were right to challenge them: "We're spending a good deal of taxpayers' money."

He said as a member of the military, he never experienced that kind of scrutiny, as lawmakers are reluctant to be seen as less than fully supportive of troops.

"But by not subjecting the military to the same rigorous standards of scrutiny, they were applying a double standard and I don't think they were doing their complete jobs," he said.

He also said the media have failed to provide critical analysis of military engagements because of relentless pressure to file stories and fear they'll lose authoritative sources if they question actions.

Eikenberry spoke about responsibility and accountability within the military itself, as well.

Regarding the second Iraq war, he said the failure to anticipate the post-invasion environment was a massive failure of military command and planning, not just civilian.

"The costs of this failure have been enormous," he said. "And yet, there has been no accounting."

The 'strategic corporal'

He also talked about the "strategic corporal," a term coined by then-Marine Corps Commandant General Charles Krulak in 1999. The strategic corporal refers to the serviceman whose missteps, wittingly or unwittingly, can have a strategic impact on the outcome of a military campaign.

He said in World War II there were no strategic corporals, only strategic commanders. A corporal's missteps would likely not affect military advancement in a battle.

"In the 21st century, however, in an era of instantaneous global communications and decentralized combat fought across very complex political, ethnic and religious mosaics, the strategic corporal does decidedly exist," he said, mentioning Abu Ghraib, the recent Koran burnings and the suspected murder of 17 Afghan civilians by an Army soldier.

"When the president of the United States has to apologize frequently for the misdeeds of members of our Armed Forces on the global stage as he's had to do in recent months, I have to say, I don't think that he or the American people are being well served," Eikenberry said.

He said in those cases of misdeeds, the mission may be too risky or the strategy not well planned out, and policy should possibly be reconsidered.

As the war in Afghanistan winds down and the military's mission is refocused, Eikenberry said the biggest security threat to the U.S. is a faltering economy. He echoed the sentiments of former Joint Chiefs of Staff Adm. Mike Mullen, who said in 2010 that he considered the country's growing debt to be its No. 1 security threat.

"With a broken economy, our country cannot make the foundational investments in education, research and development, and infrastructure that are absolutely essential to sustaining a strong defense," Eikenberry said.

Eikenberry said retirement and health care costs in the Defense Department also are ballooning.

Eikenberry said it is important to keep our research and development lead, invest in education, ensure we have systems in place to defend U.S. borders against terrorism and invest more in alliances and partnerships as the world becomes more multi-polar.

He also said the military needs to know what it's after.

"With the end of the Afghan and Iraq conflicts, and our current fiscal crisis, our military leaders and our civilian leaders, they need to better define threats and they must be ready to address today and tomorrow these threats," he said.

Thomas Fingar, who has observed developments in U.S.-China relations since "ping-pong diplomacy" in the early 1970s, spoke with China-based Leaders Magazine about the significance of—and hype surrounding—the Obama administration's "Asia pivot." The following is an edited version of the interview transcript.

President Obama recently announced a new military strategy, in which he stated that budget cuts will not weaken the U.S. presence in the Asia-Pacific. How do you interpret this?

The Asia-Pacific is the most economically dynamic region in the world, and it has the largest military forces and the most nuclear powers. U.S. interest has always been there. Our interest, our stake, and our involvement as a Pacific power is very great.

President Obama has been talking about our overall budget deficit and the need to reduce spending, including on defense. Some savings have already come from ending the war in Iraq and winding down the war in Afghanistan, which then increases the relative percentage of the military budget for East Asia. In the process of balancing its budget, the United States is not going to do anything to destabilize the region.

Is this just the policy of the Obama administration, or is it a longer-term strategic shift that could lead to a cold war?

I would distinguish between the rhetoric of "pivoting" toward Asia and the fact that the United States never left Asia. The George W. Bush administration did not send representatives to a number of ASEAN meetings and that troubled people in the region. But U.S. economic and political involvement and military deployments in the region, as well as the alliance structure, have not changed for decades.

American engagement has been important to the threat of nuclear weapons and to the freedom of the seas in the Asia-Pacific. Our allies and China can be confident that this policy is not aimed against anybody—it is not a cold war.

Some experts say that relations between Washington and Beijing are actually doing much better than the media portrays. Do you agree with this perspective?

I do agree with it. I have been involved in U.S.-China relations since "ping-pong diplomacy" in 1972, and we still have ups and downs and swings in our relationship, but the pattern is clear and the magnitude of the swing is much smaller than it used to be. In recent years, we have bumped up against one another in more places around the world, on more issues, because we are both global players. Most issues are handled pretty smoothly, however, and in a pretty routine fashion. The strength of the bilateral relationship—the depth of the interdependence—keeps growing.

From your experience, will there be a big impact on bilateral relations when the new Chinese leadership takes office later this year?

I think it used to be the case that personalities mattered a great deal, but it does not make so much of a difference now in both countries. I do not expect China’s policies and objectives to change, or its perceptions of the United States. In addition, if we elect a new presidential administration, I also do not expect a change in American perceptions of the opportunities and challenges China poses.

Which issue in U.S.-China relations most concerns you?

Mutual suspicion concerns me the most. Some people in China believe the United States will attempt to stop China’s rise or to contain it at some point. In the United States, the things we do not understand about China's intentions and aspirations lead to a similar kind of “worst case” thinking. I think the two countries need to do more to talk directly to one another about their concerns, and to find new approaches. For example, China does not like the bilateral alliance structure the United States has in Northeast Asia. The United States is quite prepared to acknowledge it is an arrangement that was developed for a different time and conditions. What kind of a new collective security arrangement can we have in the region that then? We are a long way from figuring it out, but we need to start talking about it together.

Jamie Shea's essay "Keeping NATO Relevant" appearing in the Carnegie Endowment for International Peace April 2012 edition of Policy Outlook offers a comprehensive, thoughtful, and - given the 20-21 May NATO Summit in Chicago - timely discussion of the Alliance's future.

Shea, currently the Deputy Assistant Secretary General for Emerging Security Challenges, is one of the most experienced and articulate senior officials assigned to the NATO International Staff.

During my own posting to NATO Headquarters in Brussels from 2007 to 2009, I was consistently impressed with Shea’s ability to make clear the Alliance’s strategic vulnerabilities and opportunities.  He has done this in spades in “Keeping NATO Relevant.” 

As the NATO mission in Afghanistan transitions from one of large scale combat to that of limited training assistance, Alliance leaders must look to the future and better define the organization's purpose.  The author identifies and covers the relevant issues well - threat assessment, tasks, required capabilities, degree of reliance on the United States, and the role of partnerships between NATO and other countries.

A fiscally constrained United States will need to rely on its alliance partners even more in the post- Iraq and Afghanistan era.  Foremost among these alliances is NATO.  I commend Jamie Shea's article to those interested in better understanding its limitations and potential.
