Abstract The Internet is now approaching near-ubiquity as a method for gathering, distributing and obtaining the news. Over the last decade, social tools and websites built in Silicon Valley have come to dominate that conversation. The use of those tools, the Net and the nature of online journalism varies wildly from country to country. Danny O'Brien of the Committee to Protect Journalists discusses how those tools are used by journalists and their sources in dangerous conditions, and what technologists can learn about the future from these edge cases.

Michael McFaul is the former director of CDDRL and deputy director of FSI at Stanford University. He also is the Peter and Helen Bing Senior Fellow at the Hoover Institution, where he co-directs the Iran Democracy Project, as well as Professor of Political Science at Stanford University.
Dr. McFaul is also a non-resident Senior Associate at the Carnegie Endowment for International Peace. In this talk with the leading civil society journal on humanities and social sciences “Mehrnameh”, published in Teheran as one of the few organs of the liberal, democracy-oriented and progressive intellectuals of Iran, Roland Benedikter and Abuzar Baghi cover a wide range of historical and contemporary issues concerning Turkey as an example of Islamic democratization. The interview has been carried out in English and translated autonomously by Abuzar Baghi into Persian (see Persian version).
1- Baghi: What is the state of contemporary Turkey, as seen from the interdisciplinary, multi-dimensional viewpoint of the seven-fold approach to the “global systemic shift” in which you specialize[1]? In particular, what is the state of affairs regarding the intricate relationship between Politics and Religion at the Bosporus today?
Benedikter: First of all, there are undoubtedly deep-reaching economic changes that are related to globalisation. There is indeed, as the current “moderate Islamic” government rightly underscores, a noticeable economic and financial growth with constant increases of the GDP of around 5% per year, though its direct benefits seem to be widely confined to the upper and parts of the middle classes. In addition, due to its conservative, domestic-centred and protection-oriented financial system, Turkey has mastered the global financial crisis of 2007-10 relatively well. As scholars like Adem Yekeler of Bilkent University have shown, the Turkish financial system came across a banking crisis in 2001 and was restructured and strongly regulated between 2001-2008, a.o. by strengthening the Turkish Banking Regulation and Supervision Agency (BRSA). This extended reform and regulation period contributed to the recent success of the Turkish banking system in the crisis period between 2007 and 2010. A steady economic and financial progress is undeniable, although the distribution of its outcome remains disputed. Simultaneously, there are ongoing political and ideological changes in today’s Turkey that in my view could result as systemically at least as important as the economic and financial ones. In short, the secular system based on notions inspired by Western enlightenment, modernization and rationalization established by Mustafa Kemal Atatürk in the 1920s, which as we know has lain at the very basis of the modern republic of Turkey until the present day, is being increasingly challenged by a variety of religion-oriented or at least religio-phil parties, movements and groups.
2- Baghi: Could you explain this a little bit more in depth?
Benedikter: The global “return of religion” [2] has unfolded a powerful grip upon the political landscape at the Bosporus since the early 1990s. In the past decade, it took on concrete electoral forms not least with the three successive, much impressive victories of the “Justice and Development Party” of Abdullah Gül and Recep Tayyip Erdogan in November 2002, in July 2007 and in June 2011. This has tightened the political spectrum, giving the moderate Islamic party an almost monolithic leadership over the country, and making Erdogan the longest-serving Turkish leader after Atatürk. Particularly the last, probably most influential victory in June 2011 paves the way for the change of constitution envisioned by Gül and Erdogan who want to shift the country from the current parliamentary system to a presidential one. That could lead in the middle and the long run not only to a noticeable further concentration of power, but also to a general de-secularization of state and society. It is no chance that due to its widely unparalleled success in the past decade, Erdogan’s “moderate Islamism” is becoming a role model for Islamist parties throughout the Middle East, including for example Egypt’s Muslim Brotherhood. That has of course its pros and cons.
3- Baghi: Which ones?
Benedikter: On the one hand, the “Erdogan-Gül model” of Islamo-phil modernization processes is mitigating Islamic parties throughout the Middle East, particularly in the present situation of fundamental openness and deep-reaching transitions. What is interesting on the other hand is that in the framework of this development the general societal atmosphere in Turkey itself is changing. Foremost the educated, Westernized urban populations are perceiving the largely unchallenged supremacy of the governing party and the respective change as regress. This is because the secular state and its laical system are increasingly - and increasingly publicly - challenged in the name of “true democracy” by the religious right. This fact is of course a contradiction in itself.
4- Baghi: Why?
Benedikter: Among those who are currently crying out for a “better democracy” against the keepers of the secular state, i.e. the parliamentary parties, the parliament, the institutions and the military, are - certainly in a leading role - the various Islam-inspired movements. It is important to note that what their representatives usually mean with “better democracy” is not the improvement of the standards regarding pluralism, electoral representation, tutelage of ethnic minorities, tolerance and human rights. It is rather the request for the implementation of a presidential system inclined towards a kind of modern religious popularism: what the majority wants should be carried out. Not by chance international voices like the Economist and the Financial Times have in the past months repeatedly criticized the Turkish government for its authocratic and populistic tendencies.
5- Baghi: What does that mean?
Benedikter: The overall development indicates a slow, but continuous shift from the mindset of secular enlightenment, rationalization and modernization towards the ascent of a moderate religious populism which is being justified by the impressive economic and technological progress. This justification is another one of the many contradictions inbuilt in the current development of Turkey.
6- Baghi: Are there other ideological influences usually poorly or not considered, when we look at this complex, but increasingly important relationship between Politics and Religion in Turkey?
Benedikter: As colleagues like for example M. Şükrü Hanioğlu of Princeton University, Vural Ülkü of Ankara and Mersin Universitesi or Cüneyt Kalpakoglu have convincingly pointed out, the historical interface between politics and religion in Turkey has seldom be analyzed appropriately when it comes to secular religion and to the generally small, but influential non-confessional, but still “essentialist” worldview groups and movements which have tried to combine modern secularism with a kind of progressive and individualistic, experiential “spiritual realism”. These groups adhere to a “third way” that can be located precisely at the interface between the militant creation of secular institutions and of a laical state on the one hand, and the search for a kind of “spiritual realism”, often also branded as “rational spirituality” appropriate to modernity, on the other hand.
7- Baghi: For example?
Benedikter: Among these groups is for example the - highly differentiated - field of Turkish freemasonry. Turkish freemasonry, or to put it in maybe more precise terms: Turkish freemasons have played an important role in shaping the modern history of Turkey in the past two centuries, including the establishment of a secular republic as such. These forces were present probably less as a “movement” in the strict sense, but more as single individuals connected by some basic convictions and aspirations - individuals who were distributed within the different movements of their times: in basically most of them, not only in the emancipative, reformist, liberal and progressive ones. What connected them was their “intermediate” ideology between political progress and religious conservativism: their attempts of reconciling progressive politics with a rational essentialism. Cüneyt Kalpakoglu and I have just recently published a brief historical overview about this still widely under-researched topic. [3] We hope this article can serve as a concise introduction into the issue in order to foster debate on it exactly in a moment when Turkey seems to be shifting in other directions.
8- Baghi: Does that mean that these “third way”[4] groups that in a certain sense were balancing between militant secularism and religious confessionalism have been trying to build bridges between politics and religion on a moderate, progressive and liberal scale, thus shaping important elements of the history of modernity in Turkey?
Benedikter: In principle yes, even though as always the “reality process” - as our grand doyen Georg Wilhelm Friedrich Hegel called it as you know - is never as clear and well confined as that. In socio-political processes, you are never able to just and only be the “good guy”. Every reality process in the modern era mixes some basic positive aspirations with their opposite almost always, almost necessarily as it seems. And the latter come into play when ideals hit practical politics and the social sphere. In addition, if you are in politics for a certain period of time (as I was between 1995 and 2003), some things unavoidably go wrong, encounter unforeseen events or even turn into their opposite. The outcome is always a combination between your aspirations and the happenings that are out there. But in principle, what you describe was at least the attempt. It was the idealistic aspiration of parts of the progressive movements from the 19th century onwards, including for instance some members of the so-called “Young Turks” and their revolution in 1908. Certain members of the “Young Turks” certainly had in mind the integration of modernity, secularism and a kind of public idealism in the form of a religion of visibly progressive traits. And some of them were undoubtedly closely tied to freemasonry and the respective ideals of freedom, equality and brotherhood, which as we know were at the origins and have remained at the center of the main Western democratization processes.
9- Baghi: Who exactly were the “Young Turks”? Were they reformists? Or were they on the contrary the ones who alienated Turkey from its glorious past, as some conservative scholars assert?
Benedikter: They were certainly reformists in their minds, and in their aspirations. As I said, the reality process can turn things upside down sometimes, and in a certain sense and to a certain extent it did so also with the goals and hopes of the Young Turks. But in principle, the Young Turks were reformers and innovators in a historical moment of transition. Consider that they were in large parts composed of university students, intellectuals and artists, scientists, bureaucrats and administrators, i.e. the educated elites. These elites sensed already before WWI that the epoch of the great trans-cultural empires in Central and South-eastern Europe and in the Middle East was coming to an end, including the Ottoman Empire, and that the era of the modern nation states had begun. Accordingly, they aimed towards the creation of a nation-state including a constitutional system, a liberal economic order and a secular, nationally unified public culture, including one national language. On the other hand, we would certainly have to debate if they reached their goals, and where yes, to which extent, and in which fields exactly. Let us never forget the role of the Young Turks in the genocide of Armenians and Kurds during WWI. Like other movements of their time, the nationalistic fervour drove important parts of the Young Turks into ethnic cleansing and (until then widely unparalleled) crimes against humanity – an enormous, inexpressible contradiction against their own original ideals and goals.
10- Baghi: What were the dominant groups inside the Young Turks? What was their inner organizational structure?
Benedikter: As with many movements in the history of modernity, their inner organization was complex and contradictory, in many ways ambivalent, being disputed by various currents and sub-tendencies. Formally speaking, there was a continuous competition between at least two structural pillars: the Committee of Union and Progress (CUP) and the Ottoman Freedom Society (OFS). Regarding the ideology, there were strong disputes between the secularist and materialistic forces, the economy-centered liberals and the “third way” tendencies mentioned above. We can probably say that these disputes have never ended; the Young Turks themselves never reached the structural and ideological unity they propagated for the modern nation-state which they envisioned for the future of their country.
11- Baghi: Before the emergence of the Young Turks and before 1908, the Turkish reform process began. This process continued in a way that the education system, the military, the institutions, etc. were in part reconstructed. Within this period, Europe and more generally speaking the West apparently were the main role models for the Young Turks to follow in reforming and reconstructing the socio-political system. The two-fold question resulting from this is: A) Did the reform efforts occur under the pressure of Western powers? Or (B) were they carried out mainly due to the necessities perceived by the convictions of the reformists themselves? In other words: Where did the main motivation of the reform movement come from: was it foreign or domestic?
Benedikter: Both, differing noticeably inside the Young Turks umbrella movement according to the origins and ideological inclinations of the various appertaining groups we mentioned. The influence of the West was particularly strong in the “third way” currents and in the economic liberals. Nevertheless, I don’t think it is possible to say that the reforms were undertaken “under Western pressure”. On the other hand, the Western influence was certainly less present in the radically nationalist groups which were much more interested in establishing a strong, modernized replacement of the Ottoman Empire, a.o. by “cleaning up” its multi-cultural and pluri-ethnic heritage. To put it in very abridged terms, they wanted to create a unified state able to ascent to a new epoch of splendour and influence. Both these tendencies battled each other inside the Young Turks. You have to consider this to understand their inbuilt ambivalences. As it was foreseeable, in times of war, during WWI, the nationalist currents gained supremacy, and this resulted in a kind of humane catastrophe for the movement as a whole, at least seen from the historical retrospective. The roots for the genocides were laid much earlier though, when parts of the Young Turks started to base their ideas of a unified modern nation on certain European notions of race which circulated among parts of the international elites at the end of the 19th century.
12- Baghi: There is a belief among some scholars that in the final phases of the Ottoman Empire, Theodor Herzl met with the Ottoman emperor, Sultan Abdul Hamid II, to get the permission to create a land for the Jewish people. But the Sultan seemingly rejected. Some people reached the conclusion that the Zionist movement tried to take revenge by creating the “Young Turks” movement through its representatives in the Ottoman Empire. They tried to make the empire collapse from within. Is that right?
Benedikter: This is a theory that I am not aware of. I believe that until it is proven by sound historical and socio-political research, it has to be considered as unreliable, and that basically means it has to be considered as wrong. As far as I can see, there is no evidence to backup such claims. As scholars like Hasan Kayali of UCSD have shown by historical in-depth studies, you have so many negative speculations on issues regarding the birth of Israel by misusing the history of Turkey and the Middle East, and by arbitrarily creating connections where there are none. I would completely reject any speculation. I recommend to solely rely upon the facts, and I can see no facts backing these kinds of theories you mentioned.
13- Baghi: Atatürk’s political and ideological heritage has been deeply embedded in the everyday atmosphere of Turkey until today. Until a decade ago, opposition against this heritage faced disadvantage and punishment. I would like to know how the Islamists in Turkey could live in harmony with the heritage of Atatürk?
Benedikter: You probably have to ask them directly to get a well-founded answer. In my view, there are many moderate Islamists in Turkey who recognize the need to keep the features of the modern laical state in effect, even if some of them long for more freedom to manifest their believes in public. My hope is that these moderate currents will prevail within the ongoing religious renaissance in Turkey. And I believe that coexistence is possible, although it will require compromise, and tolerance on all sides involved. My hope is that common sense will prevail. And that in the end, the secular republican system will be defended by the majority of the population, not only by the educated elites. Not least, because this will be a crucial aspect co-decisive for Turkey’s ambitions to modernize, and to join the European Union.
14- Baghi: In recent statements, you describe Turkey as being in the midst of a deep-reaching process of transition; and you describe as the most important issue for its future to activate and empower its “youth” in order to counter-balance the growing influence of traditional religion on the public discourse.[5] Is that a kind of indirect reminiscence towards the “Young Turks” movement?
Benedikter: No, not at all. The “Young Turks” movement belonged to a different era, and it unfolded in completely different historical and socio-political contexts. I wouldn’t compare today’s situation with that of 1908. That said, I believe that it will be a mix of secular and materialistic, economy-driven liberal and “third way” elements together with “non-affiliated” students, intellectuals, artists and members of the civil society (most of them still concentrated in the urban areas) that will be the advocates of the laical republic on the Bosporus in the coming years.
15- Baghi: But again: Could the “Young Turks” in this situation serve as an example for contemporary, progressive reformist movements throughout the region? And if yes: to which extent, and in which fields exactly?
Benedikter: As always with reformist, progress oriented movements of the past, certain aspects may serve as indication, others not. You can’t, and you shouldn’t ever try to repeat history. Every political movement, be it as idealistic, reformist or progressive as it can be, is necessarily ambivalent. So I would prefer to ask your legitimate question slightly differently: Could the republican order of today’s Turkey serve as an example for the surrounding modernizing societies? In my view, the question of the progressive elements of the Turkish civil society serving as an example of a participatory society for its neighbours is as interesting and inspiring as it is disputable.[6] It is interesting and inspiring, because I believe such an example of a “religion-inspired republic” or even “Islamic democracy” is maybe one of the most needed models in our post-9/11-world. It is particularly needed for the transformation towards more liberal societies that is happening throughout the Middle East. But it is also disputable, since Turkey itself is in the midst of a transition of unclear features. I nevertheless am optimistic that the country will exert a positive influence upon the region, hopefully by demonstrating that a moderate religious political influence and a secular, pluralistic state are not completely incompatible.
16- Your outlook on the probable relationship between Politics, Religion and any kind of “intermediate” Ideologies in Turkey to expect for the years ahead?
Benedikter: In my view, the “intermediate” ideologies we talked of may get a unique chance in the coming years. They will get the opportunity to prove their value as an effective, concrete and down-to-earth interface between religion and politics in the 21st century. “Islamic democracy”, “rational spirituality” and a pluralistic society are in principle no opposites. Since we witness the global ascent of “contextual politics”, i.e. of religion, culture, mass psychology, convictions and ideas to become always more influential political factors, those able to build rational and tolerant bridges between the elements will gain in influence. We shouldn’t forget that as long as the moderate religious parties in Turkey are democratically elected, they are legitimated by the people. In turn, these parties shouldn’t forget that they were able to ascent to governmental responsibility by becoming the main beneficiaries of a pluralistic, republican and participatory system dependent on the will of the people.

In a piece for the Wall Street Journal on August 13, visiting scholar Evgeny Morozov cautions Western nations to be mindful of the dangerous precedent they set to authoritarian regimes when monitoring Internet content. While recent events in Norway and London may compel governments to employ surveillance tools, Morozov argues that Beijing and Tehran will be vindicated by their own repressive policies.
Did the youthful rioters who roamed the streets of London, Manchester and other British cities expect to see their photos scrutinized by angry Internet users, keen to identify the miscreants? In the immediate aftermath of the riots, many cyber-vigilantes turned to Facebook, Flickr and other social networking sites to study pictures of the violence. Some computer-savvy members even volunteered to automate the process by using software to compare rioters' faces with faces pictured elsewhere on the Internet.
The rioting youths were not exactly Luddites either. They used BlackBerrys to send their messages, avoiding more visible platforms like Facebook and Twitter. It's telling that they looted many stores selling fancy electronics. The path is short, it would seem, from "digital natives" to "digital restives."
As social media's role in the London riots is explored, British politicians are considering whether temporarily banning or censoring sites like Twitter and Facebook would quell or enflame the tensions, Cassell Bryan-Low reports from London.
Technology has empowered all sides in this skirmish: the rioters, the vigilantes, the government and even the ordinary citizens eager to help. But it has empowered all of them to different degrees. As the British police, armed with the latest facial-recognition technology, go through the footage captured by their numerous closed-circuit TV cameras and study chat transcripts and geolocation data, they are likely to identify many of the culprits.

Some British politicians quickly called on the BlackBerry maker Research in Motion to suspend its messaging service to avoid an escalation of the riots. On Thursday, Prime Minister David Cameron said that the government should consider blocking access to social media for people who plot violence or disorder.
After the recent massacre in Norway, many European politicians voiced their concern that anonymous anti-immigrant comments on the Web were inciting extremism. They are now debating ways to limit online anonymity.
Does the Internet really need an overhaul of norms, laws and technologies that gives more control to governments? When the Egyptian secret police can purchase Western technology that allows them to eavesdrop on the Skype calls of dissidents, it seems unlikely that American and European intelligence agencies have no means of listening the calls of, say, a loner in Norway.
We tolerate such drastic proposals only because acts of terror briefly deprive us of the ability to think straight. We are also distracted by the universal tendency to imagine technology as a liberating force; it keeps us from noticing that governments already have more power than is healthy.
The domestic challenges posed by the Internet demand a measured, cautious response in the West. Leaders in Beijing, Tehran and elsewhere are awaiting our wrong-headed moves, which would allow them to claim an international license for dealing with their own protests. The yare also looking for tools and strategies that might improve their own digital surveillance.
After violent riots in 2009, Chinese officials had no qualms about cutting off the Xinjiang region's Internet access for 10 months. Still, they would surely welcome a formal excuse for such drastic measures if the West should decide to take similar measures in dealing with disorder. Likewise, any plan in the U.S. or Europe to engage in online behavioral profiling—trying to identify future terrorists based on their tweets, gaming habits or social networking activity—is likely to boost the already booming data-mining industry. It would not take long for such tools to find their way to repressive states.
But something even more important is at stake here. To the rest of the world, the efforts of Western nations, and especially the U.S., to promote democracy abroad have often smacked of hypocrisy. How could the West lecture others while struggling to cope with its own internal social contradictions? Other countries could live with this hypocrisy as long as the West held firm in promoting its ideals abroad. But this double game is harder to maintain in the Internet era.
In their concern to stop not just mob violence but commercial crimes like piracy and file-sharing, Western politicians have proposed new tools for examining Web traffic and changes in the basic architecture of the Internet to simplify surveillance. What they fail to see is that such measures can also affect the fate of dissidents in places like China and Iran. Likewise, how European politicians handle online anonymity will influence the policies of sites like Facebook, which, in turn, will affect the political behavior of those who use social media in the Middle East.
Should America and Europe abandon any pretense of even wanting to promote democracy abroad? Or should they try to figure out how to increase the resilience of their political institutions in the face of the Internet? As much as our leaders might congratulate themselves for embracing the revolutionary potential of these new technologies, they have shown little evidence of being able to think about them in a nuanced and principled way.

Freedom House’s Freedom in the World survey showcases an alarming decline in freedom, democracy and respect for human rights around the world for a fifth consecutive year. Only 60% of the world’s 194 countries and 14 territories can be defined as democracies with respect for fundamental human rights and freedoms.
While universal human rights are trampled upon in dictatorships as North Korea, Iran, Syria, Libya and China, the European foreign policy debate is dominated by Israel’s blockade of Hamas-controlled Gaza and the US-led war against international terrorism.
Flotillas to Gaza receive massive publicity in the European press, despite the fact that the border between Egypt and the Gaza Strip is open and the UN secretary general calling the campaign "an unnecessary provocation."
No flotillas are sailing towards Damascus and Teheran, despite the fact that Amnesty reported some 1,400 deaths in the Syrian uprising against the Assad regime, as well as rape and torture of children. Meanwhile, the Islamic Republic of Iran has executed 175 people this year, including women, children and homosexuals by public hanging and stoning.
Calls for a boycott of China are rarely issued in the European debate, although the communist regime in Beijing occupies Tibet and accounts for two thirds of the world’s executions. No fly-ins head to Atatürk International Airport, despite the fact that Turkey illegally occupies Northern Cyprus and commits systematic human rights violations in the Kurdish territories.
Elsewhere, very few European writers and cultural figures condemn the Castro regime, despite the fact that Cuba has forced 18 dissident journalists into exile this year.
The one-sidedness of the European foreign policy debate is clearly exemplified in the case of North Korea, one of the world’s worst human rights abusers according to Amnesty. A recently publicized UN report charged that some 3.5 million of the country’s 24 million inhabitants suffer from acute food shortages as result of the totalitarian regime’s policies.
Self-styled peace activists Pyongyang has established a system of prison camps throughout the country where 200,000 dissidents are subjected to systematic torture and starvation. Forced labor guarantees that no detainees are strong enough to rebel; attempts to escape are punished with torture and execution.
Very few European campaigns are initiated in support of the North Korean people. This selective engagement can be explained by the fact that countries like North Korea don’t generate widespread media coverage or political debate. More significantly, the problems don’t fit into the dominant European foreign policy discourse, which discriminates between moral principles in the name of biased political agendas.
If the Gaza flotilla was motivated by altruistic humanism, we would have seen some boats setting sail for Benghazi, loaded with medicine and humanitarian aid. Ships with oppositional literature and laptops would have done wonders for the democratic opposition in Havana and Tehran. A universal commitment to the promotion of human rights would have prompted European public engagement against the mass starvation and torture in North Korea.
Next time self-styled European human rights and peace activists in Ireland, Sweden, Belgium, Norway, Switzerland or Spain issue declarations in the name of humanism while condemning the only democracy in the Middle East, you should think twice; specifically when these statements are motivated by a questionable commitment to the promotion of democracy and human rights in all countries of the world.

As Dominique Strauss-Kahn, head of the world’s most powerful financial institution, the International Monetary Fund (IMF), spends a few nights in Rikers Island prison awaiting a hearing, the world is learning a lot about his history of treating women as expendable sex objects. Strauss-Kahn has been charged with rape and forced imprisonment of a 32-year-old Guinean hotel worker at a $3,000-a-night luxury hotel in New York.
While the media dissects the attempted rape of a young African woman and begins to dig out more information about Strauss-Kahn’s past indiscretions, we couldn’t help but see this situation through the feminist lens of the “personal is political.”
For many in the developing world, the IMF and its draconian policies of structural adjustment have systematically “raped” the earth and the poor and violated the human rights of women. It appears that the personal disregard and disrespect for women demonstrated by the man at the highest levels of leadership within the IMF is quite consistent with the gender bias inherent in the IMF’s institutional policies and practice.
Systematic Violation of Women’s Human Rights
The IMF and the World Bank were established in the aftermath of World War II to promote international trade and monetary cooperation by giving governments loans in times of severe budget crises. Although 184 countries make up the IMF’s membership, only five countries—France, Germany, Japan, Britain, and the United States—control 50 percent of the votes, which are allocated according to each country’s contribution.
The IMF has earned its villainous reputation in the Global South because in exchange for loans, governments must accept a range of austerity measures known as structural adjustment programs (SAPs). A typical IMF package encourages export promotion over local production for local consumption. It also pushes for lower tariffs and cuts in government programs such as welfare and education. Instead of reducing poverty, the trillion dollars of loans issued by the IMF have deepened poverty, especially for women who make up 70 percent of the world’s poor.
IMF-mandated government cutbacks in social welfare spending have often been achieved by cutting public sector jobs, which disproportionately impact women. Women hold most of the lower-skilled public sector jobs, and they are often the first to be cut. Also, as social programs like caregiving are slashed, women are expected to take on additional domestic responsibilities that further limit their access to education or other jobs.
In exchange for borrowing $5.8 billion from the IMF and World Bank, Tanzania agreed to impose fees for health services, which led to fewer women seeking hospital deliveries or post-natal care and naturally, higher rates of maternal death. In Zambia, the imposition of SAPs led to a significant drop in girls’ enrollment in schools and a spike in “survival or subsistence sex” as a way for young women to continue their educations.
But IMF’s austerity measures don’t just apply to poor African countries. In 1997, South Korea received $57 billion in loans in exchange for IMF conditionalities that forced the government to introduce “labor market flexibility,” which outlined steps for the government to compress wages, fire “surplus workers,” and cut government spending on programs and infrastructure. When the financial crisis hit, seven Korean women were laid off for every one Korean man. In a sick twist, the Korean government launched a "get your husband energized" campaign encouraging women to support depressed male partners while they cooked, cleaned, and cared for everyone.
Nearly 15 years later, the scenario is grim for South Korean workers, especially women. Of all OECD countries, Koreans work the longest hours: 90% of men and 77% of women work over 40 hours a week. According to economist Martin Hart-Landsberg, in 2000, 40 percent of Korean workers were irregular workers; by 2008, 60 percent worked in the informal economy. The Korean Women Working Academy reports that today 70 percent of Korean women workers are temporary laborers.
Selling Mother Earth
IMF policies have also raped the earth by dictating that governments privatize the natural resources most people depend on for their survival: water, land, forests, and fisheries. SAPs have also forced developing countries to stop growing staple foods for domestic consumption and instead focus on growing cash crops, like cut flowers and coffee for export to volatile global markets. These policies have destroyed the livelihoods of small-scale subsistence farmers, the majority of whom are women.
“IMF adjustment programs forced poor countries to abandon policies that protected their farmers and their agricultural production and markets,” says Henk Hobbelink of GRAIN, an international organization that promotes sustainable agriculture and biodiversity. "As a result, many countries became dependent on food imports, as local farmers could not compete with the subsidized products from the North. This is one of the main factors in the current food crisis, for which the IMF is directly to blame."
In the Democratic Republic of Congo (DRC), IMF loans have paved the way for the privatization of the country’s mines by transnational corporations and local elites, which has forcibly displaced thousands of Congolese people in a context where women and girls experience obscenely high levels of sexual slavery and rape in the eastern provinces. According to Gender Action, the World Bank and IMF have made loans to the DRC to restructure the mining sector, which translates into laying off tens of thousands of workers, including women and girls who depend on the mining operations for their livelihoods. Furthermore, as the land becomes mined and privatized, women and girls responsible for gathering water and firewood must walk even further, making them more susceptible to violent crimes.
We Are Over It
Women’s rights activists around the globe are consistently dumbfounded by how such violations of women’s bodies are routinely dismissed as minor transgressions. Strauss-Kahn, one of the world’s most powerful politicians whose decisions affected millions across the globe, was known for being a “womanizer” who often forced himself on younger, junior women in subordinate positions where they were vulnerable to his far greater power, influence, and clout. Yet none of his colleagues or fellow Socialist Party members took these reports seriously, colluding in a consensus shared even by his wife that the violation of women’s bodily integrity is not in any sense a genuine violation of human rights.
Why else would the world tolerate the unearthly news that 48 Congolese women are raped every hour with deadening inaction? Eve Ensler speaks for us all when she writes, “I am over a world that could allow, has allowed, continues to allow 400,000 women, 2,300 women, or one woman to be raped anywhere, anytime of any day in the Congo. The women of Congo are over it too.”
We live in a world where millions of women don’t speak their truth, don’t tell their dark stories, don’t reveal their horror lived every day just because they were born women. They don’t do it for the same reasons that the women in the Congo articulate – they are tired of not being heard. They are tired of men like Strauss-Kahn, powerful and in suits, believing that they can rape a black woman in a hotel room, just because they feel like it. They are tired of the police not believing them or arresting them for being sex workers. They are tired of hospitals not having rape kits. They are tired of reporting rape and being charged for adultery in Iran, Pakistan, and Saudi Arabia.
Fighting Back
For each one of them, and for those of us who have spent many years investing in the tenacity of women’s movements across the globe, the courage and gumption of the young Guinean immigrant shines like the torch held by Lady Liberty herself. This young woman makes you believe we can change this reality. She refused to be intimidated. She stood up for herself. She fought to free herself—twice—from the violent grip of the man attacking her. She didn’t care who he was—she knew she was violated and she reported it straight to the hotel staff, who went straight to the New York police, who went straight to JFK to pluck Strauss-Kahn from his first-class Air France seat.
In a world where it often feels as though wealth and power can buy anything, the courage of a young woman and the people who stood by her took our breath away. These stubborn, ethical acts of working class people in New York City reminded us that women have the right to say “no.” It reminded us that “no” does not mean “yes” as the Yale fraternities would have us believe, and, most importantly that no one, regardless of their position or their gender, should be above the law. A wise woman judge further drove home the point about how critically important it is to value women’s bodies when she denied Strauss-Kahn bail citing his long history of abusing women.
Strauss-Kahn sits in his Rikers Island cell. It would be a great thing if his trial succeeds in ending the world’s tolerance for those who discriminate and abuse women. We cannot tolerate it one second longer. We cannot tolerate it at the personal level, we must refuse to condone it at the professional level, and we must challenge it every time it we see it in the policies of global institutions like the International Monetary Fund.

The Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University is pleased to announce the 2012 class of Senior Honors Students. This marked the first year that CDDRL is officially an interdisciplinary honors program, allowing the Center to reach beyond the traditional international relations discipline and recruit students from computer science, economics, political science, history, and beyond.
The 2012 class is composed of 12 remarkable juniors with a global footprint and social conscious, who are interested in undertaking significant research in areas examining civil society in Sudan, Uganda's emerging oil economy, technology's impact on democracy, and transnational justice, among others. This diverse cohort was selected from among a competitive pool of applicants for the opportunity to join the CDDRL scholarly community for the 2011-12 academic year.
Honors students will spend four quarters participating in research seminars to refine their proposed thesis topic, while working in consultation with a CDDRL faculty advisor to supervise their project. In September, the group will travel to Washington DC for honors college where they will visit leading government and development organizations to witness policymaking in practice and consult with key decision-makers.

What interests you about the field of Democracy, Development, and Rule of Law? I was lucky enough to grow up in several different countries, which I think gave me a very real awareness of how different economic development is across and even within countries. I want to better understand why the discrepancies exist and what can be done to help the people who suffer most from global inequity. I recognize that this is a multifaceted issue, with obstacles and potential solutions in government, civil society, the business sector, and elsewhere, and this is why I am interested in the combined field of Democracy, Development and the Rule of Law.
Why you are excited about joining the CDDRL community? I am drawn to the interdisciplinary nature of the Center -- an issue like development, in which I am particularly interested, cannot be solved through Political Science or Economics methods alone and so I can learn about the topic in a more well-balanced way. The chance to interact with professors and fellow students who are engaged in interesting work across all aspects of the field of democracy, development, and the rule of law, appeals to me as well.

Perspective thesis topic: How can youth movements in Sudan promote democracy and government accountability?
What interests you about the field of Democracy, Development, and Rule of Law? The process of democratization is one of the most studied and least uniform among any of political science's many subfields. It has been proven to be correlated with greater welfare, higher standards of living, peace and more responsive government. Yet despite these documented effects, a large portion of the world is living under faux-democratic or authoritarian governments.
More personally, my own family left Sudan in the early years of the Bashir regime because my father was a political activist, although we return for summers. Having seen the first-hand effects of such repression on individuals and communities I am very interested in how democracy can be spread to those places where it is least likely. I think my country of Sudan is a good place to start.
Why you are excited about joining the CDDRL community? CDDRL boasts some of the greatest scholars in the field of democracy. It will be an honor and a pleasure to tap the Center's resources and minds to further my own understanding and research in the field.
Future aspiration post-Stanford: Perhaps working in journalism in Africa or the Middle East. Other options include working with an NGO or the UN in the aforementioned regions.

What interests you about the field of Democracy, Development, and Rule of Law?Throughout my time at Stanford I have been moved by both the remarkable successes and dramatic failures of economic development and political transformation across the globe. My work both inside and outside the classroom has forced me to confront the fact that today newspapers are filled with stories of both healthy political discourse and nation-sweeping political upheaval, of civil stability and civil war, of fabulous wealth and stunning poverty. The field of Democracy, Development, and Rule of Law has captivated my interest, therefore, not only because it is intellectually challenging but also because the questions that define it are critical to the well-being of people all over the world. Having the chance to explore these questions with the CDDRL program is an honor and a privilege.
Why you are excited about joining the CDDRL community? The opportunity to write an honors thesis with at CDDRL is an opportunity to explore, to engage, and to grapple. It is an opportunity to build upon the work I have done and to deepen my understanding of the work I will do. It is an opportunity to apply my love for critical thinking and problem solving, to journey further into the fascinating complexities of the developing world, and to face off with the awesome challenges of political and economic transformation. And because it provides me the privilege of utilizing extensive resources, working hands-on with leaders of the academic world, and sharing thoughts and theories on issues of global importance with other smart and passionate students, it is an opportunity that thrills me.
Future aspiration post-Stanford: After I graduate, I hope to work in the international development field. There are a number of organizations that are finding new and creative ways to stimulate emerging markets through investment and micro-finance, but the industry as a whole still suffers from structural inefficiencies, and there is great progress to be made both in terms of identifying viable and profitable enterprises and unleashing the enormous potential of the developing world.
Fun fact about yourself: Last summer, I rode my bike across the country from New Jersey to California to raise money for the Valentino Achak Deng Foundation, a San Francisco based organization that is building a school in Southern Sudan.

What interests you about the field of Democracy, Development, and Rule of Law? My interests continue to center on the Middle East and Africa, two regions with the worst human rights records and most tragic histories of conflict, but ones that also offer clear opportunities for reform, growth, and inspirational transformation. The rule of law, most directly pertinent to my thesis topic, is and will continue to be a vital facet in encouraging domestic and global societies to respect the rights of their people. This field is filled with arduous challenges as well as tremendous opportunities that surface each day in the current events facing the world.
Why you are excited about joining the CDDRL community? The program at CDDRL offers a tremendous opportunity in the form of a smaller student group that is motivated for discussion, analysis, and research by the dynamic professors with whom they work, the great resources available to them by the Center, and their own personal desire to not only observe but also impact the world. I want a pragmatic and useful thesis that contributes to the creation of strong human rights protections and hope where there currently is none. CDDRL, its resources, and the faculty offer me such an opportunity.
Future aspiration post-Stanford: I would love to spend some more time in Italy (following my six months in Florence), but even more, I want to travel around the Middle East and Africa, both for personal interest and for career/academic opportunities. After that, I’m open to any opportunity that comes my way – whether that is law or graduate school, a job, or even the Peace Corps.

What interests you about the field of Democracy, Development, and Rule of Law? As a history major focusing on Southern Africa, I'm constantly studying successful and unsuccessful democracies, failed development projects, and the complete absence of the rule of law. After studying these topics for the past three years and spending six months in South Africa, I want to use the CDDRL Honors Program to finally understand from a political science perspective why it is that democracy has or has not succeeded in Southern Africa, why corruption is so prevalent, and how we can improve economic growth in the region.
Why you are excited about joining the CDDRL community? I'm excited to join the CDDRL community because of the incredible resources, especially the brilliant faculty, that the Center offers. Nowhere else on campus can you ask a question about governance in Zimbabwe and receive a response from one of the leading experts on this topic. Just the opportunity to talk to the CDDRL faculty, let alone actually work with them and have them as advisors, is unbelievable. I'm beyond excited for the upcoming year.

I am so excited to have the opportunity to work one-on-one with the wonderful researchers in the CDDRL community and to be a part of the international effort to promote improved governance and substantive rule of law in some of the world's darkest places.

Perspective thesis topic: What is the genesis, evolution and apparent trajectory of Chinese philanthropy, non-profits and social enterprise in China?
What interests you about the field of Democracy, Development, and Rule of Law? I think that often democracy, development and the rule of law are considered as independent entities but they are deeply interconnected with one another. As we promote any one of them, it is essential that we consider the causal effects on the other two.
Why you are excited about joining the CDDRL community? I am really excited about engaging with people who are all working on different areas of study and are willing and interested to share their research with each other. As we embark on trying to understand the complexities of democracy, development and the rule of law, it is fascinating to reflect upon cross-disciplinary approaches to issues, innovation of thoughts and ideas whilst at the same time appreciating consensus and respecting divergence of views.
Future aspiration post-Stanford: I am very interested in the integration of business with societal issues which leads to fields such as philanthro-capitalism, social entrepreneurship, micro-finance and venture philanthropy. I am particularly interested in models of organization which facilitate cooperative research and develop metrics of success in the developmental field. I intend to find a role for myself somewhere at the forefront of creative development which will have an impact on the world.
Fun fact about yourself: When I was 12 years old, I spoke on behalf of the Baha’i faith on the importance of protecting the environment for Commonwealth Day at Westminster Abbey. Before the event I was talking to Desmond Tutu and he gave me a high five for being cheeky! Recently I met him again at the Skoll World Forum and reminded him of our last encounter. This time he gave me two high fives and a hug!

What interests you about the field of Democracy, Development, and Rule of Law? I may be majoring in a very different field, but the issues and questions that DDRL constantly visits are ones which come up constantly in my mind. If there was more time, I would have double majored in Political Science and CS- but right now, I'm focused on learning all I can and seeing how I can use technology to make things better.
Why you are excited about joining the CDDRL community? The conversations, and the chance to bounce ideas and thoughts off people who have so much domain knowledge in these areas. Just the chance to learn from them, and refine my ideas is invaluable in itself.

What interests you about the field of Democracy, Development, and Rule of Law? Development is, in my opinion, the central challenge of our time. I'm very excited about having the chance to help contribute to our knowledge of this field and ultimately to help accelerate the development process, especially in Sub-Saharan Africa. Given the interconnections between development, governance, and accountability, being at a center that looks at all three is particularly interesting.
Why you are excited about joining the CDDRL community? Honestly, it was the T-shirt that really got me ("Democracy Never Looked So Good"). No, more seriously, I'm very excited to have a chance to build more relationships across the different disciplines of democracy, development, and governance and to see how research can help to drive policy.
Future aspiration post-Stanford: After Stanford, I want to enter the policy-making community around development. I'm interested in the intersection of development and security, so I'd ultimately love to have a position on the National Security Council helping to coordinate development policy. (Professor Jeremy Weinstein's current position on the NSC is a model for the type of position that I'd like to hold.)
Fun fact about yourself: I spent my seventh grade year living in Paris, France - the second most time I've spent outside the country is last summer, which I spent in Accra, Ghana.
