Dominique Struye de Swielande became ambassador of Belgium to the United States on December 29, 2006. Ambassador Struye previously served as Belgium's permanent representative to NATO (2002-06), ambassador to Germany (1997-2002), head of cabinet for the state secretary for international cooperation (1995-96), and director-general for administration at the Ministry of Foreign Affairs (1994-95). In addition, Ambassador Struye was diplomatic counselor and deputy head of cabinet for the prime minister (1992-94), head of cabinet for the minister of foreign affairs (1991-92), director of the European Section at the Ministry of Foreign Affairs (1990), deputy permanent representative and consul general to the United Nations in Geneva (1987-90), as well as counselor in the cabinet of the foreign affairs minister (1984-87). He has also served postings in Zaire, Zimbabwe, Nigeria and Austria.

Ambassador Struye, who joined the Ministry of Foreign Affairs in 1974, holds a doctorate in law from the Catholic University of Leuven, a master's of law from the University College London, and a master's of European Law from the University of Ghent.

 

Event Synopsis:

Ambassador Struye describes the difficulty in defining common security interests between Europe, where ideas of security tend to revolve around individual welfare provided by the state, and the United States, where international terrorism is viewed as the predominant security threat especially after 9/11.

Ambassador Struye then describes three major multilateral institutions and their role in global security: the UN, NATO, and EU. He outlines how the UN has expanded in recent years, both in terms of membership and of issue areas. Belgium has been actively involved in security discussions within the UN, and has shared the disappointment of the US about the limited capacity of the UN to contribute to peace and security in the world. He then addresses NATO's recent evolution in the direction of "out of area" policy, influenced by American pressure for NATO to become a security provider outside of Europe, including as an "instrument of democratization." Finally, Ambassador Struye describes the development of political mechanisms of the European Union which are now moving toward building common foreign and security policy, which the ambassador sees as important even without a European military force.

The ambassador details several challenges, including the difficulty  of evaluating common threats, determining how global a regional organization should be in its policy and how each organization should relate to the others, and a lack of a coherent global vision for how the world should evolve. Two policy areas where Ambassador Struye sees consensus are Afghanistan and missile defense. He concludes that although security policy is hard to define across regions, multilateral organizations are essential and the transatlantic alliance remains indispensable.

A discussion session following the talk included such issues as whether Turkey should be a member of the EU given its UN and NATO membership, how the ambassador views prospects for relations between North Africa and the multilateral institutions he describes, whether sufficient development funding should be available before military interventions in places like Afghanistan and Iraq, and whether the EU might come to serve as a world power in its own right.

Anatol Lieven is right to cite the West's approach to Turkey as a model for how to engage Russia today ("A different way of talking to Russia," Views, Oct. 18). Western advocates of disengagement and containment are gravely mistaken. Such an approach would only lead to greater conflict with Russia and would further isolate the Russian people from the West.

However, Western leaders and especially EU leaders must not compromise their standards concerning markets and democracy.

Enloe and Painted Crow will discuss the implications of the militarization of women's lives in the context of the increasing escalation of US militarism. They will also dialogue about their views on various approaches to peace, bringing to bear their respective experiences as feminist-scholar and former-woman soldier. There will be an opportunity for audience members to participate in the roundtable discussion.

Cynthia Enloe

Cynthia Enloe, who grew up on Long Island and received a Ph.D. from the University of California/Berkeley, has served as chair of Clark's Government Department and Director of Women's Studies. Professor Enloe is currently a Research Professor in the Department of International Development, Community, and Environment (IDCE) and teaches the intensive seven-week seminar, "Gender, Militarization, and Development." She has been awarded Clarks "Outstanding Teacher of the Year" three times and has been named the University Senior Faculty Fellow for Excellence in Teaching and Scholarship.

Enloe's feminist teaching and research has focused on the interplay of women's politics in the national and international arenas, with special attention to how women's labor is made cheap in globalized factories (especially sneaker factories) and how women's emotional and physical labor has been used to support governments' war-waging policies-- and how many women have tried to resist both of those efforts. Racial, class, ethnic, and national identities and pressures shaping ideas about femininities and masculinities have been common threads throughout her studies.

In recent years, Enloe has been invited to lecture and give special seminars on feminism, militarization, and globalization in Japan, Korea, Turkey, Canada, Britain and numerous colleges across the U.S. She has written for Ms. Magazine and Village Voice and has appeared on National Public Radio and the BBC. She serves on the editorial boards of several scholarly journals, including Signs and the International Feminist Journal of Politics. Among her nine books are: The Morning After: Sexual Politics at the End of the Cold War (1993), Bananas, Beaches and Bases: Making Feminist Sense of International Politics (2000), Maneuvers: The International Politics of Militarizing Women's Lives (2000 ), and The Curious Feminist: Searching for Women in a New Age of Empire , (2004).

Eli Painted Crow

Eli Painted Crow, of the Yaqui Nation in Tucson, Arizona, is a mother of two sons who served in the military and has seven grandchildren. An army veteran of 22 years, she retired at the rank of Sergeant First Class E-7. She served assignments in Honduras in 1988 as an interpreter and communications specialist and in Kuwait and Iraq in 2004 as a Training NCO, Transportation NCO and Support Operations Sergeant.

The current trend toward suicide bombings began in Lebanon in the early 1980s. The practice soon spread to civil conflicts in Sri Lanka, the Kurdish areas of Turkey, and Chechnya. Palestinian attacks on Israeli civilians in the 1990s and during the Al Aqsa intifada further highlighted the threat. Al Qaeda's adoption of the tactic brought a transnational dimension. Interest in the phenomenon then surged after the shock of the 2001 attacks, which involved an unprecedented number of both perpetrators and casualties. Since then, suicide bombings have expanded in number and geographical range, reaching extraordinary levels in the Iraq War and spreading around the world to countries such as Saudi Arabia, Morocco, Tunisia, Kenya, Indonesia, Turkey, Pakistan, India, Afghanistan, Egypt, Jordan, Bangladesh, and Britain.

This review covers thirteen of the books published on the subject since 2002. Three analyze the Palestinian case and four others focus on Islamist violence. The other six, including two edited collections, intend to be comprehensive. This review also refers to a few selected publications that discuss the arguments presented in the works reviewed. It aims to give readers a glimpse of the content of the different volumes as well as offer a critique.

As part of PESD's ongoing research on power sector reform, the program has focused on the special role of independent power projects (IPPs). Many countries institute reform with the goal of attracting private (usually foreign) investors in new generating capacity. IPPs, rather than across-the-board reform, are usually the mechanism employed; yet the IPP market has been highly volatile in the last decade and has evaporated in most countries in recent years.

Private investment in electricity generation in developing countries grew dramatically during the 1990s, only to decline equally dramatically in the wake of the Asian financial crisis and other troubles in the late 1990s. The Program on Energy and Sustainable Development at Stanford University has undertaken a detailed review of the IPP experience in developing countries. The study has sought to identify the principal factors that explain the wide variation in outcomes for IPP investors and hosts. It also aims to identify lessons for the next wave in private investment in electricity generation.

This article presents the conclusions and analysis of the study of the experience of investment in greenfield IPPs in developing countries. The term "independent power producer" has been used to refer to several types of enterprises, but for this paper, "IPP" refers to a privately developed power plant that sells electricity to a public electricity grid, often under long term contract with a state utility. For this study and report, the lead actors in every IPP are private investors usually foreign, but often with local partners. The classic foreign-sponsored, project-financed IPP has taken root in more than fifty emerging countries that display wide variation in economic, political and social environments. The wide variation in settings for IPPs affords a special opportunity for researchers to probe systematically the critical factors that contribute to outcomes for host countries and for investors.

In this report we examine the role of internal and external factors in advancing or preventing "democratic rule of law" reforms in Turkey over the last decade. We focus particularly on the role of the EU in trying to influence domestic reforms. We underline the interaction between domestic actors and this external actor. We primarily aim to figure out why, when, where and how has the EU managed to influence rule of law reforms and where it has failed to make a real impact. In conceptualizing this influence we distinguish between direct (through government-to-government pressure etc.) and indirect (through empowering domestic reformists strengthening pro-reform civil society, or coordinating with other international organizations to maximize external pressures) impacts.

During 2004-06, the Program on Energy & Sustainable Development undertook a study of the experience of independent power producers ("IPPs") in developing countries. As part of the study, the Program sponsored a series of country studies. These papers detail the basic contours of the IPP experience in each country and discuss the country factors identified in the research protocol. Additionally, each paper presents the universe of greenfield IPPs in the country, identifies the significant characteristics across which these projects vary, and selects a small number for individual examination.

This paper summarizes the experiences of the countries and projects that were part of the IPP study. Additionally, the paper provides a concise statement of project outcomes and a brief statement of the rationale underlying the analysis of each project. In doing so, the paper aims to gather in one place the disparate outcomes that are discussed in a long series of working papers, thereby providing a transparent and accessible document that will facilitate further study and critique of the original coding for the study, as well as of the analysis of projects and countries.

Ambassador Eva Nowotny is the official representative of the Republic of Austria in the United States and is responsible for all aspects of the relationship between the two countries. On December 04, 2003 she presented her credentials to President George W. Bush at the White House. She is also Permanent Representative of the Observer Mission of Austria to the Organization of American States (OAS) and Ambassador to the Commonwealth of the Bahamas.

In this presentation, Ambassador Nowotny offers her thoughts on Austria's recent six month presidency of the European Union, which she points out has fostered an increase in positive attitudes toward the EU on behalf of Austrian citizens. While 2005 was a difficult year for the EU in light of the French and Dutch rejections of the latest treaty and disagreement about enlargement policy especially with respect to Turkey, the Austrian presidency has "reestablished a cooperative climate" and a degree of optimism to the European Union. Several unexpected events early in Austria's presidency presented challenges, including Russia's decision to stop the flow of Gazprom gas to Ukraine, the Maoist uprising in Nepal, and Iran's declaration that it would continue developing nuclear weapons. Austria used these challenges as an opportunity to reinvigorate discussion of foreign policy and negotiate a coherent EU response to international conflicts. 

The ambassador then highlights key issues dominating Austria's presidency. These include the debate over the future of Europe, centering on the constitutional treaty and enlargement; the internal development of the European project, especially fostering economic competitiveness and addressing crime and terrorism; and the role of Europe in the world, where Austria has contributed strongly by helping to resolve conflicts like those in the Balkans, and helping to develop Europe's "neighborhood policy." 

Finally, Ambassador Nowotny emphasizes the importance of the transatlantic relationship, which she feels the US and Europe attach equal weight to. Key areas of cooperation in years to come will include resolving international conflicts and dealing with crises, fostering the transatlantic economic partnership, improving international governance structures, and combatting terrorism.

A discussion session following the presentation raised such questions as: Where are there differences between the interests of Austria and of the European Union? In a post-9/11 world, do we have the institutional structure necessary to deal with new issues such as terrorism, and can we rely on those left over from WWII (NATO, OSCE, etc.)? Does Austria approach Southern and Eastern European countries as one group or does it prefer to deal with them individually?

At the dawn of the 21st Century international actors play a critical, yet under-researched role in domestic processes of democratic development. This project brings together these two insights to develop new theoretical and empirical knowledge about the interaction between external influence and domestic legal, institutional and normative development.
