New Poland in the New Europe
As a result of the events which started in Poland with the birth of the Solidarity Movement in 1980 and the events that followed in the next decade, the political map of Europe has changed drastically. New spirit and new countries have emerged, changing the continent as radically as it was changed by the two World Wars. This time, however, change was achieved without (or nearly without) bloodshed . The process of unification of the continent which continued with the admission of Poland (and five other countries) first to NATO and then to European Union, changed those two institutions which are still re-defining themselves. This lecture will present and evaluate this new shape of Europe and of European institutions in light of these changes.
About the Speaker
Dr. Kozlowski earned an M.A. from the Department of Philosophy and History from Jagiellonian University in Krakow, after which he studied Political Science at the Sorbonne and English language at the London School of English. He earned his Ph. D. in History from Jagiellonian University in 1988. Dr. Kozlowski studied at Northwestern University (1986-87) and at Stanford University (1987-88) on a Fulbright Research Grant.
Dr. Kozlowski worked as a journalist and editor for a number of Polish publications including "Wiesci," "Wiadomosci Krakowskie," and "Tygodnik Powszechny", before joining the Polish Ministry of Foreign Affairs. Since 1990, Dr. Kozlowski has served as Minister-Counselor and Charge d'Affairs at the Polish Embassy in Washington D.C., as Director of the American Department and Undersecretary of State for the Ministry of Foreign Affairs, as Ambassador of Poland to Israel, and as Ambassador for Polish-Jewish Relations. He is currently the Deputy Director of the Department of Africa and Middle East, Polish Ministry of Foreign Affairs.

Trafficking of Women in Post-Communist Europe
This international conference will examine the trafficking of women for sexual exploitation, a trade that has rapidly expanded since the collapse of communism in Eastern Europe and the USSR. The conference will bring together scholars, policy experts, government officials and NGO analysts to discuss the issue from the economic, legal and human rights perspectives. Special attention will be devoted to strategies to combat the problem and address the needs of the victimized females.
The Forum on Contemporary Europe is privileged to sponsor this international conference in partnership with the Center for Russian, East European and Eurasian Studies, Stanford Law School, and the Michelle R. Clayman Institute for Gender Research. This conference is funded in part by Title VI, US Department of Education.

Russia's Capitalist Revolution: Why Market Reform Succeeded and Democracy Failed
Anders Åslund is specializing on postcommunist economic transformation, especially the Russian and Ukrainian economies. In January 2006, he joined the Peterson Institute for International Economics in Washington, DC, as a senior fellow. From 1994 till 2005, he worked at the Carnegie Endowment for International Peace, as a senior associate and Director of the Russian and Eurasian Program. He also teaches at Georgetown University. Dr. Åslund has served as a senior economic advisor to the governments of Russia, Ukraine, and Kyrgyzstan. He has been a Professor at the Stockholm School of Economics and a Swedish diplomat, serving in Kuwait, Geneva and Moscow. He earned his doctorate from Oxford University.
Dr. Åslund is the author of eight books, including How Capitalism Was Built: The Transformation of the Central and Eastern Europe, Russia, and Central Asia (Cambridge University Press, 2007), Russia’s Capitalist Revolution (Peterson Institute, 2007), Building Capitalism (Cambridge University Press, 2002), How Russia Became a Market Economy (Brookings, 1995), Gorbachev's Struggle for Economic Reform (Cornell University Press, 1989), and Private Enterprise in Eastern Europe: The Non-Agricultural Private Sector in Poland and the GDR, 1945-83 (Macmillan, 1985). He has also edited twelve books, most recently, Europe After Enlargement, and he has published widely, including in Foreign Affairs, Foreign Policy, National Interest, New York Times, Washington Post, Financial Times, and Wall Street Journal.

Nozima Kamalova, a human rights defender and lawyer, is the director of the Public Defense Office of the Tashkent Board of Lawyers and the founding chair of the Legal Aid Society of Uzbekistan, a nongovernmental organization that works with international human rights organizations, including Human Rights Watch and Amnesty International, to safeguard and promote the rule of law. Kamalova has been instrumental in the revision of several Uzbek laws related to torture and human rights, and her lobbying activities have influenced much policy and legislation adopted both internationally and in Uzbekistan. She has served as a chief consultant to agencies of the United Nations, and in since 2002, she submitted a number of alternative reports to the United Nation's Committees on human rights violations and concerning the use of torture in her country.
In 2005, Kamalova was awarded the Chevening Fellowship by the United Kingdom's Foreign and Commonwealth Office. In 2003, she completed an advanced course on human rights in Poland at the Helsinki Foundation for Human Rights, and in 1999, she was an International Research and Exchanges Board (IREX) Fellow. She holds a diploma with highest honors in law from Tashkent State University.
During her fellowship at CDDRL (2007-09), Kamalova continued her research on how Western antiterrorism policies limit civil liberties and freedoms in less-developed, transitional countries. She studied the impact of the war against terrorism on authoritarian countries, with Uzbekistan as an example, and will develop recommendations for legislation and practice.
Supporting Revolution: American NGOs and Poland's Transition to Democracy, 1981-1989
Greg Domber received his A.B in History and Philosophy from Lafayette College in 1997 and recently completed his Ph.D. in History at The George Washington University in Washington, D.C. His dissertation, "Supporting the Revolution: America, Democracy, and the End of the Cold War in Poland, 1981-1989,"utilized a multi-archival, international history research approach combined with numerous oral history interviews to take a sober accounting of American and Western influences on Poland's democratic transformation from the declaration of martial law in December 1981 through the creation of the Mazowiecki government in August 1989.
At CDDRL, Greg plans to continue this research on international influences on Poland's transformation during the 1980s, focusing further work on the role played by non-governmental actors, particularly labor unions, émigré groups, humanitarian organizations, and American business interests.

Ethical and Economic Case for Global Redistribution
Branko Milanovic is lead economist in the World Bank research group and visiting professor at the School for Advanced International Studies at Johns Hopkins University. Previously, he was a World Bank country economist for Poland and a research fellow at the Institute of Economic Sciences in Belgrade, Yugoslavia. He received his Ph.D. in Economics in 1987 from Belgrade University.
Milanovic is an expert in economies in transition, income distribution, and globalization.
Recent publications include: Worlds Apart: Measuring International and Global Inequality (Princeton, 2005); Income and Influence: Social Policy and Emerging Economies, with Ethan Kapstein (Russell Sage, 2002); Inequality and Poverty During the Transition From Market Economy (World Bank, 1998).

McFaul gives Class Day lecture to 6,000 Stanford graduates, family members
Political science Professor Michael McFaul gave the Class Day lecture Saturday in Maples Pavilion.
If Stanford is indeed a bubble, political science Professor Michael McFaul deftly pointed out its radiant lining while simultaneously bursting it with a needle--in the form of sobering statistics and descriptions that paint a dour portrait of America's international standing--during his Class Day lecture on Saturday in Maples Pavilion.
Sponsored by the Stanford Alumni Association, the Class Day tradition gathers graduates and their families before a distinguished faculty member for a keynote address that is at once congratulatory and weighty. But McFaul, the Peter and Helen Bing Senior Fellow at the Hoover Institution, began by describing his humble roots as a boy from Montana.
"When I came to Stanford as a 17-year-old freshman, I was raw and not ready for prime time," McFaul admitted. "I had never lived anywhere but Montana. I hadn't even set foot in California, let alone a foreign country."
In 1986, McFaul said he emerged from the Farm a dramatically different person--holding a bachelor's degree in international relations and Slavic languages and literatures, as well as a master's in Russian and East European studies. He had lived in the Soviet Union, Nigeria and Poland; and today, McFaul is regarded as one of the top scholars in terms of bringing together the theory and practice of democracy.
"I came here wanting to practice law and left here wanting to practice diplomacy," said McFaul, who in 2005 was appointed director of the Center for Democracy, Development and the Rule of Law at the Freeman Spogli Institute for International Studies. "So, my time in the bubble changed me."
Then McFaul brought out the needle. He noted that, just as this year's graduates were first arriving on the Farm, President George W. Bush was outlining his "freedom agenda," a plan to transform the world. McFaul said the plan outlined Bush's strategy for promoting democracy around the world as a way of keeping Americans safe.
But so far, McFaul lamented, few of the plan's goals have been realized. "It hasn't been pretty out there," McFaul said. "While you have been living inside the bubble, a lot has been happening--much of it bad--outside of the bubble."
McFaul then reminded graduates of positive developments, such as the Rose Revolution in Georgia in 2003 and the Orange Revolution in Ukraine in 2004. And, no one, he added, misses the Taliban regime in Afghanistan or Saddam Hussein in Iraq.
"But overall, trends are disappointing," McFaul said. "In Afghanistan, democracy is barely holding on. In Iraq and Palestine, there's civil war."
Between 2003, when the departing undergraduates in the audience arrived as freshmen, and today, more than 3,000 American soldiers, roughly 60,000 Iraqis and more than 200,000 people in Darfur have died, McFaul said. He added that the number of al-Qaida's followers also has grown during the four years that the Class of 2007 was in "the bubble."
And yet, the graduates might have left Maples completely deflated were it not for the main message of McFaul's lecture, which was one of renewal. When he graduated from Stanford in 1986, McFaul gave a graduation speech at the ceremony for international relations majors in which he lamented the failing arms control treaty between the Soviet Union and the United States. He also expressed dismay that South Africa's apartheid regime had just declared emergency rule and that Washington seemed too confrontational or too indifferent to address either.
"However, after each of these periods, the United States had found a way to renew itself and become again a force for freedom and justice around the world," McFaul said. "So, my understanding of history gives me confidence in our capacity for renewal. But so does my sense of the future that comes from teaching here at Stanford University."
McFaul said he has taught enough of this year's graduates to know that they have the smarts, the drive and the convictions to turn things around--young men and women from throughout the United States but also from nations such as Afghanistan, Brazil, Egypt, India, Indonesia and Nigeria.
"Someone sitting here right now will someday open the first U.S. Embassy in a democratic Iran," McFaul said. "Someone sitting here right now will inspire a third grader in the South Bronx to become the first kid in his neighborhood to win a Nobel Prize in physics."
But in the effort to renew the world, McFaul also told the graduates they should not forget to renew themselves. He urged them not to describe whatever occupation they take up simply as a job title, but as an action verb; to occasionally welcome idle time to refocus their energies; to embrace uncertainty; and to continue to learn and stay connected to Stanford.
McFaul's parting message echoed the welcome address by Howard Wolf, '80, vice president for alumni affairs and president of the Stanford Alumni Association. "Alumni are the only permanent stakeholders" of the university, Wolf said. "Get involved, stay connected."
